Abstract
Researcher using the critical discourse analysis Sara Mills to analyze the text of the news. The point of concern from the perspective of Sarah Mills is showing how text bias in showing women. Women tend to be shown in the text as the wrong party and marginal compared to the male party. Siti Aisyah was released from custody that is constructed by three online media as an innocent woman and the success of the Government in lobbying the courts of Malaysia. In relation with the Governments success in lobbying the Court of Malaysia, the Government of Indonesia has a different agenda. A different agenda is the campaign about the success of the activities of the Government of President Joko Widodo. Construction the news that are shown in discourse are the woman always weak and need help in all things. With the help of the Government of Siti Aisyah successfully escaped the death penalty by the Court of Malaysia as a suspect in the murder of Kim Jong Nam. Researchers choose online media Detik.Com, Kompas.Com and Merdeka.Com because the three media is the main reference for people looking for Indonesia news. In addition, the two media are categorized as the largest online media by Alexa. Tribunnews.Com was ranked first, second place is occupied by the Detik.Com, and the third was occupied Kompas.com. Tribunnews.Com is not being sampled in this study because the Tribunnews.Com has sub sites in every province, making Tribunnews.Com as the site of the most recognized by the public. Merdeka.Com is number five popular media in Indonesia by Alexa (2015).

Abstract
The main aims of this study were to determine the effect of transformational leadership, organizational learning, and work attachment to the innovative behavior of educators in Sekolah Bahasa (Sebasa) Polri. The approach used in this study was a quantitative approach with the path analysis method to test the hypothesis. The samples taken were 71 educators from 86 educators who were taken in a simple random manner. Data was collected using a questionnaire. The results of this study conclude that: 1) there is a positive direct effect of transformational leadership on the innovative behavior of educators; 2) there is a positive direct effect of organizational learning on the innovative behavior of educators on Sebasa Polri; 3) there is a positive direct influence on the work attachment to the innovative behavior of educators on Sebasa Polri; 4) there is a positive direct influence of transformational leadership on the work attachment of educators to Sebasa Polri; 5) there is a positive direct effect of organizational learning on the work attachment of educators to Sebasa Polri, and 6) there is a positive direct effect of transformational leadership on organizational learning at Sebasa Polri.

Abstract
Abstract The emergence of online transportation provides new choices for the community. But its existence is a threat to public transportation. The community prefers online transportation because it is seen as easy to access, more accessible to the area, cheap and free of traffic jams. Therefore public transportation needs to be improved. Sustainable public transportation must be achieved in order to keep up with the times. Sustainable transportation includes social, economic and environmental dimensions. This article tries to discuss how efforts to achieve sustainable public transportation. The method used in this article to answer research questions is a review of literature from journals, books, reports and results of previous research with related topics. The results of the study indicate that there needs to be a policy that supports the creation of sustainable public transportation. The need for a grand design that reaches the majority of the community, affordable costs for the community, a budget that supports the operation of public transportation, integration with other transportation and the use of environmentally friendly fuels. Further implications are made in this article.

Abstract
Penetration and the trend of digital transactions are increasingly widespread in the community. A new trend called "society without cash" targets the most productive and consumptive consumer groups and spearheads digital adopters. On Board Unit (OBU) is the latest digital transaction breakthrough that can be installed in the drivers car window to make it easier for users to transact without to stop and open the windshield. The purpose of this study is to analyze digital transaction receipts and consumer perceptions of accessibility of transportation services. This research method is quantitative, using multiple regression with SPSS software. The sample in this study were users of the OBU payment instrument with the accidental sampling method. The use of information technology and consumer perceptions of OBU payment instruments as digital transactions has a significant influence on the accessibility of transportation services. DailySocials research on the future of digital payments in Indonesia, as well as several indications that ensure users will switch to modern services. As many as 52.49% of the 1028 survey respondents stated that they are ready to switch to digital payment services, this is the basis of the OBU acceptance model, namely convenience, security, adequate information and the pleasure of transacting.

Abstract
The existence of organizations is very important in the administration of elections. Setting various organizational dimensions adequately, is an important part of efforts to achieve organizational goals. Law No.7 of 2017 concerning Elections, which replaces the three laws related to the election before was a dynamic effort towards an increasingly quality election. In this law, it is stipulated that the KPU is one of the organizations that organizes elections. The existence of various KPU organizational dimensions, both structural and contextual, in the law is one of the determinant factors for the effectiveness of achieving the KPU objectives as an organization. With normative juridical research methods and library studies, this study concludes that Law No. 7 of 2017 has included the arrangement of organizational dimensions, both structural and contextual dimensions. The structural dimensions include formalization, specialization, centralization, standardization, hierarchy of authority, complexity, professionalism, while the contextual dimensions include size, technology, goals, strategies and organizational culture and organizational environment. There are three dimensions of the organization that are fully regulated in the law, namely formalization, hierarchy of authority and organizational technology. Other dimensions of specialization, centralization, complexity, standardization, professionalism, size, environment and goals, strategies and organizational culture are not adequately regulated.

Abstract
Fiscus assume that the surrender of Goods in Location specified by PT Pertamina EP in customs area of RI as Surrender of Taxable Goods, with reason that the Agreement is signed by Head Office of PT XYZ with PT Pertamina EP in Jakarta. Therefore, Head Office should publish Tax Invoice for each Surrender of Taxable Goods transaction to PT Pertamina EP. Consequently, Tax Authority issued Tax Bill to PT XYZ based on Article 14 paragraph (4) of KUP Law because PT XYZ did not issue Tax Invoice. Whereas According to Taxpayer, Referred to Article 1A paragraph (1) of VAT law, Transfer of Right over Taxable Goods had been shifted earlier by Branch Office to PT Pertamina EP in Batam Island as Free Trade Zone. Based on Article 12 paragraph (1) of VAT Law, Head Office and Branch Offices are separate entities in fulfilling tax obligations. However, based on Tax Policy Article 4 of Government Regulation Number 10 of 2012, Entrepreneurs in Batam do not need to be confirmed as Taxable Entrepreneur. Therefore, Branch Office of PT XYZ did not issue a Tax Invoice.

Abstract
This research aims to analyze the process carried out in completing the administration of Academic Degree Equivalence (PGA) Employees at the Research Center for Biotechnology LIPI 2017&2018. The background of this research is due to complaints about the issuance of Civil Servant PGA Decrees in the LIPI Biotechnology Research Center. The research method in this study uses descriptive qualitative research methods, with data collection techniques by interview, observation, and study documentation. The results of the study concluded that, there were several obstacles in the process of smooth issuance of the PGA Decree, first, coordination among many Institutions, including the Subdivision of Staff from the Research Center for Biotechnology LIPI, LIPI Organization and HR Bureau, State Civil Service Agency (BKN), and Universities that issue diploma legality for civil servants. The smoothness of the process is also influenced by the PNSs own factors, for example the completeness of administrative requirements. The conclusion of this study is that Indonesia needs a digitalization/ePGA system to propose PGA PNS proposals so that it can break the long bureaucratic path and avoid political elements/interests, as well as the process of giving study permits and learning tasks more objective and equitable for all employees

Abstract
Bureaucratic reform is carried out to create good governance in order to run effectively, efficiently, flexibly, measurably, consistently, integrated, institutionalized and sustainable. Government policy in Indonesia has two traits, namely centralized and decentralized, which at present education policy follows the direction of centralistic government policies and is adjusted to decentralized or regional autonomy policies. In line with the aspirations of the Indonesian people as stated in the 1945 Constitution, namely to educate the nations life, the government is required to implement a good and superior education system that is evenly distributed in all regions of Indonesia. To create educational evenness, the current pattern of new student acceptance is regulated in the Minister of Education and Culture Regulation No. 14 of 2018, which aims to eliminate favorite school identities in public schools with a zoning system pattern. In practice there are pros and cons because the zoning system is felt to reduce the quality of student values and achievements, there are even some challenges to mapping and redistribution of competent and quality teachers in each region, improvement of school infrastructure and minimum service standards and national education standards by local governments.

Abstract
This study aims to analyze the impact of the application of Good Corporate Governance as stated in the principles of transparency, accountability, responsibility, independence and justice on the performance of employees of the Banda Aceh City Health Office. This research will be conducted at the Banda Aceh City Health Office. The population in this study were all employees at the Banda Aceh City Health Office, which amounted to 182 people. The sampling technique used in this study is the census method, which is a survey research in which researchers take the entire population as respondents. Methods of collecting data by questionnaire, observation and literature. Data processing techniques will be carried out by (1) checking data, (2) coding (coding), (3) tabulation, and (4) statistical analysis. The results of the research show that the application of Good Corporate Governance has an impact on the principles of transparency, accountability, responsibility, independence and fairness in the performance of employees of the Banda Aceh City Health Office. As well as the impact of the application of Good Corporate Governance has had a positive and significant impact on the Performance of the Banda Aceh City Health Office

Abstract
A touch of new innovations in the world of advertising is hybrid advertising implemented by Ubiklan. This research aims to know how hybrid advertising innovation with the concept of sharing economy is accepted by companies and partners analyzed using Tecnology Acceptance Model (TAM) and Innovation Diffusion Theory (IDT). This research is a qualitative design but researchers use purposive sampling techniques in determining the informant of the company and its partners Ubiklan around Jakarta. Primary data collection techniques through interview indepth and secondary data obtained by researchers from existing sources as supporters. For data validatation, researchers use source triangulation. The results of this research that for the partners, ease in operation of the Ubiklan application, and the profit of commissions from the sharing economi is the relative advantage of this technological innovation, and for the company the most powerful factor in the acceptance of this technology is the features of Ubiklan that is tracking system, impression calculator, and quality control is very effective to obtain mass product and branding awereness. The process of innovation adoption in this technology includes knowledge (level of knowledge), persuion (the level of persuitation), the decision (level of decision), the implementation (phase of implementation) and confirmation (level of preparedness). The adoption process goes well and corresponds to the stage.

Abstract
This study explores and designed in accordance the effect of Literature Circle on EFL students critical reading skill. Thirty students out of a private university in Semarang, Indonesia, were involved in the study and it having been decided on based on their English talents of at least advanced level. These students were required to complete a studying in reading text analysis by using Watson Glaser in measuring score and questionnaires was also applied in labeling of critical language awareness. The findings of this study show that there is relationship effect between LC seeing as the main independent variable and CLA as moderator variables, this implies that the EFL University students with higher CLA comprehend texts better than those with lower CLA. Beside, findings show that Literature Circle is more effective than Technology Integrated Instructions in teaching Critical Thinking Skill at EFL University College students. The mean score of the students taught using Literature Circle 89 is higher than the one of those taught using Technology Integrated Instructions 72.

Abstract
Bogor City Government is developing a strategy to rebrand by strengthening the citys identity from the one before Bogor Buitenzorg City "Safe, Free and Comfortable City" to "Bogor Smart City, Green City and Heritage City" Rebranding Bogor City needs to be done because because of the results of city branding before it was considered not maximal. The city of Bogor is considered a comfortable city, but it is also accompanied by social disturbances. Rebranding is the concept of giving brands to cities, not apart from the marketing communication process. Marketing communication is used to determine the target, ensuring that the right media so that the message can be accepted by the community and giving a brand to a city can be realized, inherent in the minds of the community both inside the city and outside the city. The purpose of this study was to find out the rebranding strategy of Bogor City through marketing communication. In addition to find out the barriers of the Bogor City rebranding strategy through marketing communication, and find out solutions to overcome the obstacles to Bogor Citys rebranding strategy through marketing communication. This study uses the concept of marketing communication, city branding, and city rebranding. The research method used is a case study. The results of this study are 1) The stages of rebranding carried out include: Select a Name and Symbol, Creat awareness or brand identity, Position the brand, Create a brand image and Create trust. The application of each stage refers to the potential of the city of Bogor, namely the potential of nature, the arts and culture and making activities involving the community; 2). Rebranding barriers are more to the peoples mindset that must be changed, because they are accustomed to previous behavior patterns where order is less than optimal; 3) The solution taken by Humas dan Protokoler is to continue carrying out activities that involve the community on an ongoing basis.

The purpose of this study was to determine MNC Groups strategy in developing MNC Groups content marketing on media sites sharing videos through the YouTube Channel. This study uses the theory of marketing communication and new media with a qualitative descriptive research approach. In addition to conducting observations and literature studies, researchers also conducted interviews with MNC Group, namely in Jakarta. The results of this study indicate that the MNC group uses the Youtube Channel business strategy in the era of media convergence to get the attention and interest of the public about the program at the MNC.

Technological advances and freedom of creativity through social network sites provide a gap in building creative industries independently. This democracy became the path of independent animators as a smooth step as the creative industry that was appointed by the government as a sector that could raise the nations economy. This study mapping out how Independent animation builds creativity through characterization and the contingency created in its their social media accounts. The results in this study shows (1) animated figures become the main media as idols and management branding. (2) narratives and compensation for humor have a positive impact as animated entertainment media. (3) the characteristics of story themes that become trends in the segmentation of adolescents are more in demand.

Abstract
The development of technology as well as an increasingly complex society, has created a demand for better public services. Solving the problem of public services can no longer use the usual and old method. The government is required to use creative solutions by maximizing its resources and this is done through innovation. The phenomenon of the emergence of various innovations in the public sector gives a new color in the implementation of public services to the public. The presence of a motorbike permit pick-up service (AJIB) from the investment service and one-stop integrated services is a breakthrough innovation as an effort to improve service quality and eliminate the practice of brokering in licensing arrangements that seem complicated and time-consuming and highly cost. This study aims to analyze the characteristics and types of innovation from the AJIB service. The study was conducted using qualitative method with an approach literature studies through analysis of secondary data from various literature sources related to innovation in the public sector and AJIB DPMPTSP DKI Jakarta innovation. This study concludes that AJIB innovation is a type of process innovation that benefits the service user community. The prominent characteristics of the AJIB service are relative advantages, compatibility and observability, while there are still obstacles to the implementation of AJIB services on complexity characteristics.

Abstract
This research is based on the existence of a problem, namely the mushrooming of street vendors in Cirebon city which causes traffic jams and disturbs the order and beauty of the city. The mushrooming of street vendors is a complex issue, so that development and empowerment need to be done through collaborative governance because it involves several Regional Work Units in the Cirebon City Government and Communication Forum of street vendors. The purpose of this research is to describe and analyze collaborative governance in developing and empowering street vendors in Cirebon city and the obstacles faced in collaborative governance in developing and empowering street vendors in Cirebon city. The research method used is a qualitative method using descriptive analysis, while the data collection is done by interview, observation, literature study, and documentation. The result of the research, namely collaborative governance in developing and empowering street vendors in Cirebon City has not been optimal because the street vendors in Cirebon City have not been resolved completely. The obstacles faced in collaborative governance in developing and empowering street vendors in Cirebon City are the obstacles related to economic, law, socio-cultural, and political aspects.

Abstract
One of the problems faced in implementing local government programs is the limited budget in the Local Government Budget to finance these programs. The budget limitation is indicated by the low proportion of local revenue to total local income compared to the amount of subsidies issued by the central government. This condition causes high fiscal dependence on the central government. Therefore, the local government must look for other legitimate sources of income other than those stipulated in the Local Government Budget. This can be done by building and developing effective collaborative governance between local governments and stakeholders outside the local government. One of the programs implemented jointly by the local government and private companies is the Social and Environmental Responsibility Program. To optimize this Social and Environmental Responsibility Program, an effective collaborative governance model needs to be designed. This model is based on the Integrative Framework Model for Collaborative Governance proposed by Emerson and Nabatchi.

Abstract
Presidential Election in Indonesia is the practice of Indonesian democracy that become interesting to be discussed among the public. Especially for women. The research objective is to obtain a pattern of women in participatory communication through the use of Facebook in the Presidential Election of the Republic of Indonesia in 2019. This research used Participatory Communication theory in the concept of Democracy. This is a descriptive qualitative research with constructivism paradigm and the method of Netnography. In this study the data was collected through interviews and observing womens message content on Facebook walls; women who uploading their messages on Facebook in the form of direct uploads, re-uploading of other peoples posts (re-post), or comments in both verbal and nonverbal forms. While the subjects in this study are academic women, women of legislative candidates, and non-academics women who were not legislative candidates from September 2018 to January 2019. The results of the research are; first, volunteer women from both academics and non-academics (housewives) who become practical political actors with marketer patterns; and second, for candidates in the legislature who are women, they are political actors who make Facebook as a channel for them with the aim of increasing peoples choice for them.

Abstract
The success of development in the agricultural sector of a country is reflected in the countries ability on self-sufficiency in food or at least food security. In Indonesia, food security is an important topic, not only seen from economic and social values, but it is also consists an enormous political consequences. Even in many countries, food security is often used as a political tool for an aspiring presidential candidate to gain the support of the people news coverage of food security is needed by the public and the media have an enormous role in disseminating information on community food security are widely and quickly. Media is one of the references of the public to obtain information formally in accordance with its function as social control. This research aims to analyze the communication strategy of sustainable food security sector in Indonesia of the framing theory. Methods used is framing Robert M. Entman, the object of his research several Tirto.id news that spread the food security. The result showed on going communication strategies in the sector of food security in Indonesia is unclear.

Abstract
The Indonesian government is examining to ensnare the spread of hoax using the anti-terrorism law. This study aim to examining the relevance of the anti-terrorism law to ensnare hoax perpetrators and compare how Indonesia & Singapore policies in handling hoaxes. This research uses doctrinal methods with a comparative approach. The results of the study can be an input to the Indonesian government to deal with hoax spread cases appropriately by applying the right policy.

Abstract
Industrial Age 4.0 has driven the growth of startup companies rapidly and the existence of startup companies in the world has become a new economic basis for countries. The startup industry is able to encourage new innovations, research, create new jobs and absorb more labor and increase national economic growth. In Southeast Asia, the value of the digital economy currently reaches $ 72 billion and is predicted to increase to $ 240 billion by 2025. The government has a role to regulate, create, develop and accelerate startup companies to become a new economic foundation and absorb the maximum potential of digital economic value. This study would like to see how Indonesia & Singapore formulate policies and regulations to develop startup companies as their economic potential sector. The results of the study can be an input to policymakers to regulate and accelerate their economic sector by using right policy.

Abstract
The impact of a policy can lead to conflict between society, private sector and government, as happened in Tanjung Lesung Special Economic Zone. In this research context, the conflict occurs between Kampung Bodur residence with PT. Banten West Java or PT. BWJ and Local Government. By using qualitative approach and descriptive research methods, the researcher applies purposive technique to interview the informants. The result shows that conflict mapping is described as misunderstanding condition between the local residences and PT. BWJ, meanwhile the Local Government is positioned as mediator. But if the conflict does not being managed well, it will cause conflict which lead to coercive conflict and also the failure of the implementation of government policy. Government as policy maker, should find the suitable solution which rely on empirical studies as evaluation on SEZ policy implementation in Tanjung Lesung.

Abstract
Jakarta is The Nations Capital of Indonesia. According data of UI and BNN in 2017, DKI Jakarta is the most dangerous province in drug abuse of Indonesia. This province is the first rank with the highest prevalence rate of 3.34%. Jakarta Emergency Narcotics where there are one million Jakarta residents affected by Narcotics, this constitutes 10% of the total population in Jakarta. in a day there are reports of 5 people dying of drug. Therefore constructing appropriate public policies through collaborative governance are needed to reducing drug abuse in Jakarta region. This study aims to find out collaborative governance conducted by government among stakeholders for instance National Narcotics Borad, local government in Jakarta Province, civil society organization and private sectors. This research is important because at this moment Indonesia face emergency in drug abuse (Indonesia Darurat Narkoba). Then, Jakarta as a capital city with the highest amount of population in Indonesia need appropriate policy to reduce drug abuse. Because drug problems are a shared problem that cannot be overcome alone but requires collaboration between stakeholders. It can provide a model and construcing related to collaborative governance in reducing drug abuse for another province in Indonesia. This study use a qualitative approach with descriptive methods. This study was conducted on Jakarta Province by using the Collaborative Governance theory by Ansel and Gash (2007). Interviews, and documentation studies were the data collection techniques. The results of this study indicate that Collaborative Governance in Jakarta Province is not good enough. The findings that It has not joint policy yet among stakeholders in preventing drug abuse, the relations that have occurred are still in coordination. Therefore, Local Governance in Jakarta Province should construct Public Policy appropriately in Preventing Drug Abuse through Collaborative Governance. It is needed a Policy such as Law of Local Goverment (Peraturan Daerah) or Law of Jakarta Governor (Peraturan Gubernur) to create sustainibility of narcotics prevention in Jakarta Province. It is needed not only to reduce amount of drug user but also to enhance collaboration among stakeholder in the Prevention of drug abuse. There are also some obstacle factors that influences collaborative governance is not good enough such as the commitment and institutional design has not formed yet.

Abstract
Nowadays, the ratio of non performing loans at commercial banks is very high, therefore the impact on credit risk assessment is not only related to bank profitability, but also in maintaining the stability of the entire financial system, which can affect the national economy. In other words, it is not sufficient to only gaining benefits from the credit, but to assess whether the benefits obtained can cover the risks that will occur is also needed. Based on the explanation above, banks need a model that can measure credit risk and predict credit risk that will be faced by the banks. Currently, Bank Mandiri has applied a standard approach in measuring Credit Risk, but this approach is assumed not to reflect the actual credit risk, especially SME loans. This study aims to measure credit risk for Bank Mandiri SMEs using the CreditRisk plus approach by comparing the cost of capital provided using a standardized approach and evaluating whether the CreditRisk plus approach can be used as an internal model that fulfills Bank of Indonesia criteria

Abstract
Digital startup enterprises have a high rate of failure. One of the reasons for failure is a not working business model due to the lack of customer involvement in the company. Then aim of this study is to identify the effect of customer participation, business model, and sustainable performance on startup enterprises. This study is organized in 2018 through a one shoot cross section. The studys unit of analysis is digital based startup enterprises in Indonesia, with 100 founder(s) or the manager(s) of the enterprises as the unit of observation. The analysis is done through regression-based path analytic. The result of this study shows that customer participation has an influence on business model, business model has an influence on sustainable performance, and customer participation has an influence on sustainable performance through business model. The implication of this study is the importance of developing business model and involving the customers in the enterprise to support the sustainability of digital startup enterprises in Indonesia.

Abstract
Disaster has an impact on the increasing community vulnerability. Vulnerability is positively correlated with poverty risk. The risk of poverty will increase if traditional societies perpetuate a cultural belief system in which people depend on help of others. To break the dependency culture circle, the government seeks to do disaster risk reduction (DRR). Dana Desa are one of the policies that support the implementation of DRR because carry the theme of village development within sustainable development framework. This article aims to discuss further how dana desa can break the cultural system of dependence on the community so can decrease vulnerability and poverty. The method used a literature review. The results show that dana desa policies are consistent in encouraging the use of dana desa for sustainable development for DRR-based. This is evidenced by the presence of programs related to the development of community and institutional capacity, the provision of cooperation in risk and disaster management, and programs that facilitate the strengthening of productive economies in disaster-prone areas. With community capacity, community resilience to disasters also increases so that people can empower themselves and not depend on other peoples assistance.

Abstract
The phenomenon of the failure of Islamic political parties in Muslim predominant Coutries is an interesting problem to be examined, because the domination of Muslims in a country does not guarantee that they can also dominate in the aspect of political power. It shows the low political participation of Muslims, or maybe it shows that secularism has become increasingly strong in the political arena. This problem is interesting to elaborate about any factors that influence the low political votes of Muslims in a Muslim predominant coutries. PAS and PKS has grown in a large Islamic community base in Malaysia and Indonesia, but this does not guarantee that these two Islamic political parties can succeed and win the elections. In Fact PAS and PKS has lost their votes in almost every elections. The phenomenon of the failure of Islamic political parties cannot separated from the factors that influence their failures. These factors include internal and external factors from both parties. On the other hands, the different systems of government and elections in Malaysia and Indonesia have no impact on the failure of PAS and PKS. Because until the 2013 elections in Malaysia and 2014 in Indonesia, the existence of Islamic parties in Malaysia and Indonesia remained under nationalist parties such as UMNO in Malaysia and PDI in Indonesia. This study will examine in a comparative study. Tthe factors of Islamic political parties failure with a few analysis units including ideological factors, political party financial factors, ethnicity factors and political flow, and also analyze based on internal conflict and factionalisation factors in PAS and PKS before the election 2013 in Malaysia and 2014 in Indonesia. This research uses Alan Wares political party theory as the main theory. In comparing the factors of failures, this study will specifically use ideological theory of political parties, political party financial theory, faction theory, and conflict theory.
