Abstract
After 1991, especially two political parties (Awami League and Bangladesh Nationalist Party-BNP) come to power by turn through popular elections in Bangladesh. Though they form government as coalition or alliance with other small political parties, but they remain as flag bearers. Unfortunately, the regimes have been marked by indiscriminate politicization of government, semi-autonomous and even autonomous offices and institutions, and by corruption and misrule, violations of state laws, which make the governance weak, conflicting political culture and undemocratic in practice. This study is focused on finding the politics of electoral transition and the nature of political culture in the state. This study also reviews the conflicting issues which are obstacles for democratization of Bangladesh. Finally some recommendations have been pointed for the institutionalization of democracy in Bangladesh.

Abstract
The success of the 212 action on 02 December 2016 took place peacefully with the mobilization of millions of Muslims from Indonesia. This action contains a dhikr, speeches from ulama leaders, and closes with Friday prayers at the Monas field, Jakarta. The action requires the Governor of DKI Jakarta to resign from his position. Governor Basuki Tjahaja Purnama (Ahok) is considered to have insulted Muslim because of his statement for a number of people in the Thousand Islands in September 2016 by quoting a verse from the Quran namely Surah Al Maidah verse 51. This is phenomenal event because it was related to the governors turnover period, where Ahok was one of the strong candidates. Ethnic Chinese are a minority but control the Indonesian economy. Ethnic China which has never occupied a strategic position in government has become an issue laden with conflicts of interest. The majority of Muslims do not want political domination by ethnic Chinese and the alignment of the ruling regime and tend to be authoritarian. The act of defending Islam 212 was ultimately a political movement of the majority of Muslims against the domination of the dictators of the ruling regime. After the success of the action 212 which was full of brotherhood and togetherness gave rise to the spirit of unity of Islamic in Indonesia. The emergence of various activities in various fields to maintain the spirit of brotherhood among fellow Islamic is one of the most prominent in the economic field. Now, muslim in Indonesia develop a forum for economic struggle to achieve economic independence of the people. This study aims to see how the act of defending Islam 212 is a trigger for Islamic political and economic resurrection in Indonesia. The study was conducted using the Habermas critical method, where researchers see the power relations in political communication and social structures.

Abstract
Indonesia declared an -extreme narcotics emergency situation- in July 2017. President Jokowi Administration has taken tough drug stance due to its public health allert that comes together with damaging social economic issues. A survey by Indonesian National Narcotics Board (2017) estimated 3.36 million Indonesians suffer narcotics addiction likely in their productive age. Even more so, it is assumed that drug abuse contributes to the death of thirty people daily in Indonesia. The estimated socio-economic cost of treating the abuse could reach up to eighty billion rupiahs yearly (BNN, 2017). The long term treatment it takes for the government to assist those with addiction demand comprehensive approach to be successful (UNODC, 2009; WHO, 2004; McLellan et al., 2009; Hser & Anglin, 2011). This study puts forward a claim that a proper cross boundary, intergovernmental health cover system is vital to cope with the social economic damage of the issue. The government-s hard line for drug convicts should be in line with the public health assistance for those wanting to get out of addiction cycle as mandated in law no 35 year 2009 on narcotics. The research aims at providing discourse on critical systemic thinking (Midgley, 2000, McIntyre-Mills, 2013, Riswanda, 2016) with respect to how and why public-private health partnership model could come up with strategic innovation in terms of providing drug abuse rehabilitation service through the National Health Insurance System .

Abstract
The change village becoming urban village is one of the long trips of regional autonomy in Indonesia which has a tremendous impact on the local government unit. A lot of research has been done to prove that there are positive and negative impacts on the change status of the village becoming urban village. This study tries to show again by analyzing changes in village status into urban villages from the aspect of public service and also analyzes the socio-cultural conditions of the community after the change of the village became a urban village. The focus of analysis can be viewed from the role and function of the urban village in serving the community to realize public services at Kampung Baruh Tabir Sub-District Merangin Regency. The research method that will be used qualitative research method with descriptive type, so that it can analyze the implementation of public servants and socio-cultural conditions the implications of the changing village status becoming urban villages at tabir Sub-District Merangin regency. The results of the study found that public service activities have not been maximized, this can be measured by principles and standards of the process of implementing public servants. In terms of the village changing become urban village, structure of the community is emphasized, the village whose status will be changed must also meet administrative and territorial requirements. Its necessary to re-strengthen the competence of service officers so that the governments position will be seen in carrying out public services and realizing the welfare and comfort of services for the community.

Abstract
The discourse on traditional leadership can be seen in the second decade post-reform in Indonesia, with the strengthening of regional autonomy the dominance of traditional power is even more powerful and widespread. The cultural capital used by traditional leadership is substantial. The Kerinci community, for example, does not only function as far as maintaining and caring for ancestral traditions, but can further influence the direction of government policy in presenting peoples welfare. Democratic mechanisms that provide equal rights for all citizens to aspire to become a means to legitimize the dominance of traditional power. Therefore, this article places traditional leadership as a variable that greatly determines the implementation of non-formal and formal government institutions. Indigenous peoples are decisive in initiating local government policies. They are involved in regional development planning, then develop policy issues within local communities, and can even make changes to policies in the formal government itself. So that the models and concepts in the local elite leadership are very much needed to look deeper into this study. This study uses a qualitative approach with techniques for collecting field observation data and interviews with indigenous communities and traditional leaders in Kerinci.

Abstract
Quality assurance refers to interconnected process and system analysing the quality of organisational performance in terms of human resources and management programs. The Central Java Government has developed a quality assurance system by developing certain service provision standards in delivering education service. In so doing, Lembaga Penjamin Mutu Pendidikan (LPMP) was established to address the need of quality education and to take in to account the interests of all stakeholders related to the service provision. This qualitative research aims at assessing the quality insurance system as to whether the system improve the provision of education service in the province. The study is combining interview results and secondary sources of policy instruments. The research indicated only a small number of stakeholders (4.250 of 24.731 schools) applied the quality insurance system due to the possibility of lack of guidance to use the service. The study is exploring what, how, why, when, where, and to what extent the Central Java government could make a proper institutional assessment of either the system or the value of the quality itself.

Abstract
This paper examines the election monitoring in Indonesia with a specific focus on a unique element in Indonesian election that is the Bawaslu, an official institution established to observe and monitor the electoral process. Bawaslu had gained considerable authority since 2017, granted by the election law, to not only monitor and provide recommendations, but also has the power to intervene with the electoral process and to judge any electoral offence. In the case of 2019 concurrent election, Bawaslu-s newfound authority had caused it to be in a constant conflict with the KPU. It is also argued that Bawaslu-s existence is one of the causes that have led to the declining participation of local or international civil society in election monitoring in Indonesia. Despite the argument claiming that the phenomenon is a sign of Indonesian election is getting better, the diminishing role of civil society as monitoring agents in electoral process can also be viewed as a symptom of democratic backsliding. This research uses observational study to evaluate the 2019 concurrent election and interviews with people from KPU, Bawaslu, as well as local and international election monitoring NGOs in Indonesia. We argue that Bawaslu-s current role is not ideal in the Indonesian electoral system because the participation from civil society in election monitoring is still very much needed in democracy consolidation in Indonesia.

Abstract
Dayak people are an indigenous community inhabiting the Island of Borneo. They dub thesmeslves as the native and the inheritee of the islands heritage and culture. Before the intrusion colonial influences they were prosperous and great, but now they are ironically struggling to revive and retrace their ancestral heritage in their own home. This paper seeks to explain and analyze the effort of Dayak community to advocate for their rights and culture by developing a transnational advocacy network called Borneo Dayak Forum International to promote a sustainable living. This network serves as a platform that Dayak people capitalize upon to influence policy-making in nation-states in which Dayak people currently inhabit especially in Kalimantan Island. This paper argues BDFI have played significant role in promoting Dayak people agendas in achieving sustainable living, especially in the realm of the preservation of customary law and protection of indigenous lands.

Abstract
This article examines the involvement of citizens in Open Data (OD) movement. OD, as information that can be freely accessed by anyone, and for use, reuse, and redistribution by anyone, aims to make citizens can actively participate in processing it for their own interests and to participate in governance of government. “For Improved Governance & Citizen Engagement” is one of the principles of Open Data which is an idea that reflects the paradigm of New Public Services (NPS) or New Public Governance (NPG) which emphasizes the importance of citizen involvement in public administration. Based on Open Data Barometer report, Indonesia has a level of readiness that is good enough to implement data disclosure, among other Southeast Asian countries. Indonesia has started this project since 2012 with a pilot project in three regional governments namely DKI Jakarta Province, Bojonegoro Regency, and Bandung Municipality. The research was based on the issue that OD in its implementation has not been running effectively due to various obstacles, for example, according to a report from UKP4 (Presidential Work Unit for Development Supervision and Control, now called KSP/Presidential Staff Office): the coordination mechanism is unclear, non-optimal communication, many doors for data requests, and no data harmonization mechanism. Based on these problems central government encouraged regional governments to implement OD with four strategic stages that must be done, namely: early engagement, capacity development, implementing Open Government Data, and sustaining stages. This article describes those four stages and how citizens get involved at every stage, and the chalanges and impacts of this movement.

Abstract
Integration of digital technology in public policy, at least can be seen in three forms: the establishment of the internet of Things (IoT), digital response feedback such as devices in smartcities, internet-based channels such as online petitions, online public services. Public policy is implemented on the basis of ontological citizen interaction, as their subject and also object of government. In the digital integration, citizens are mediated by the presence of digital devices with assumption that each digital device is authorized by person to interact. The existence of citizens is represented by presence of technological devices based on a particular node system. Integration of digital technology has led to a new pattern of representation from individual representation into the representation of digital nodes in patterns of management of public interests, government services to decision making. Digital representation is assumed to be an actual representation so that it raises the issue of the legitimacy of the stimulus node-based digital policy making, and needs to re-occupy digital representation which is vulnerable to many manipulation potency. This research to examine the status and validity of digital node-based public policy making based on the perspective of citizens rights in government. Using a phenomenological approach to digital interaction and government by examining the trend of using IoT, digital services, the internet interaction. The phenomena studied include the presence of smartcity, digital public services, digital interactions between citizens and government. This research will produce a recommendation with two possibilities: (i) strengthening the legitimacy of digital interactions in government, or (ii) delegating the involvement of digital devices in public policy, evaluating the personal interactions of citizens with government.

Abstract
Professional teachers are expected to be able to participate in national development. Teachers as learners must always carry out self-development activities. It means that self-development is done not for the government, not for principals, and also not for the education office but practically every educator is a learner. Thus, teachers are expected to conduct professional development during their career based on their roles and responsibilities. The latest professional development program that has been established is the Continuing Professional Development (CPD) program. The purpose of the study is to analyse the impacts of CPD on Junior High School English Teachers Competence. Further, it detects the obstacles faced by Junior High School English Teachers when implementing this program. In doing so, this study involved the participants of the English Secondary Subject Teachers- Forum of Serang Regency. This study is a qualitative study and the data have been gathered by conducting observation, interview and documentation. The results indicated that the CPD program actually is a good program and intend to be useful. The participants were facilitated by tutor to evaluate and give feedback. They also got modules to improve their competence in teaching. However, some teachers think that what they got from the CPD is not appropriate to be implemented in the classroom.

Abstract
The Post New Order period of 1999 until 2010 Indonesia had turned into the political system of democracy, on the other hand it still strived against the legacy of the regimes patrimonialism of new order. One of characteristics of the government administration in the period of democracy transition was the emerging phenomenon of shadow state. The shadow of state in Banten was supported by two main pillars, namely Patronage and kinship, which was transformed into official state political administration. Not surprisingly, power centers within the state organizational structure are dominated by political elites who need patronage and kinship relations. So inevitably, shadow states that rely on patronage and kinship are very easy to slip into corrupt practices. The implementation of local government showed that bureaucracy in Indonesia was still cuffed by politics that is still far from excellent. Among the cuff politics suspected of taking hostage of the bureaucracy is the practice of the shadow of the state. The shadow states practiced by the Governor of Ratu Atut Chosiyah in Banten became a model of acute corruption practices in government institutions and state political institution, where corruption practices operate in a structured and organized manner within the local government system. The main purpose in this paper is to explain the shadow state relied on patronage and kinship tend to slip into corrupt practices. Banten led by the Governor Ratu Atut Chosiyah is a perfect example of the shadow state practice.

Abstract
Public entrepreneurship focus on the initiatives by government that are reflecting the characteristics of government to be innovative, able to seize opportunities, willing to take risks and exercising discretion to achieve the public interest. This study explores how actors in government and in non-government exercised the entrepreneurial initiatives on preventing and users-rehabilitation of drug prevention programs in Indonesia. Stigma, labels and stereotypes have always become difficult challenges to address when it comes to various initiatives on preventing and user-rehabilitation of drug abuse in Indonesia. The work and the scale of the National Narcotics Boards (a government unit) and other related non-profit based organisations is a highly risk works. The high level of danger and the negative consequences of drug prevention programs make all the stakeholders must find an innovative ways of working all the time, the whole time by considering multi-layered aspects of the drug abuse impacts namely health, socio-economic and socio-culture approaches interconnectedly. Most of the time, the ability to seize the opportunity working in this area is needed. The opportunity to create a join-up programs involving private and social community groups in providing rehabilitation services is vital. Also, all the stakeholders need to exercise certain level of discretion working in this area. It might be worthwhile to develop frameworks of paying fines as punishments of drug users to fund rehab centres as a product of the join-up programs. This paper will analyse how four aspects of public entrepreneurship can be found in the work of all the stakeholders in the initiatives on preventing and rehabilitating users of drug abuse in Indonesia.

Abstract
This research based on the background of ethnic humor using Sundanese in a radio broadcast program. Humor on radio broadcast programs is included in entertainment content. The humorous variations presented in broadcast radio media are packaged creatively both as humor programs as a whole and in the form of inserts in programs in the form of speeches, chats and jokes by broadcasters. Humor will be felt and accepted by a society if it is in accordance with the values, traditions and cultural aspects of people who enjoy a humor. McGhee and Golstein (1972: 153) state that acceptance of humor in each community group is not the same. There are people who openly accept the type of humor and what is selective or even limiting humor. The humor in this study is ethnic humor that uses Sundanese as of the "Canghegar" program on Rama FM Bandung. This study aims to reveal various stereotypes that are present in ethnic humor on radio broadcast programs. The results of the study showed that the diversity of responses to humor presented gave rise to stereotypes towards a group of people who were targeted and objects of humor.

Decentralisation Policy to Strengthen Local Government Capacity in Indonesia

Abstract
The new phase of decentralization in Indonesia started in the reformation era in 2001 and was marked by Law number 22 of 1999 then replaced by Law number 23 0f 2014 regarding Regional Government. It is undeniable that Indonesia has made a lot of important progresses in the implementation of decentralization and local autonomy. However, lack of preparation, lack of organization and unprepared local capacity caused the implementation of decentralization to be marked by various delays. Hence, reinforcing local capacities is a vital element that should be undertaken by Indonesia government to support decentralization. This study should enable us to see the state of local government capacity building and inform us whether or not the local government is capable to govern bigger authorities. This research is conducted using the case study method. Primarily, the research focuses on the local government capacity in Sumedang Regency, which is located in West Java Province. Both quantitative and qualitative techniques of analysis employed in the study. Simple quantitative techniques are mainly used in calculating statistical data particularly in measuring the local governance capacity. Most of the research uses qualitative methods. As far as data collection is concerned, this research uses official data from sources such as the national, provincial and municipal government documents, official statistical year books, and development plans, etc. Based on the field observations, the local governance capacity improvement levels during autonomy implementation at Sumedang Regency has already shown a good improvement by the capability in setting the direction and policy of governance implementation and in reducing the dependence towards the central government in setting local policy. Unfortunately, this level is not fully supported with an implementation of accountability principals and proper transparency.

Abstract
ABSTRACT This aims study to analyze the implementation of fiscal decentralization, especially on Subang regional Revenue from legitimate regional income sources. This study used descriptive qualitative method. The data taken is primary and secondary data. The data collected is by conducting in-depth interviews and documentation. Data were analyzed using descriptive analysis techniques, data analysis, and tested its validity by checking, checking back and cross checking. The results showed that Subang Regional Revenue originated from local tax revenues with a growth rate of 25.83% from 2016-2017. However, in terms of the contribution of PAD to regional revenues, the average is only 15.69%. While the realization of regional revenues is more dominantly derived from the General Allocation Fund, an average of 53.98%. Abstract
Civic freedom is the principle of modern democracies. A report from The Economist Intelligence Unit (EIU) in 2018 explained that the civil liberties index in Indonesia had a very sharp decline. This has caused the quality of democracy in Indonesia to decline. Therefore, the purpose of this paper is to explain why civic freedom in Indonesia is in crisis? This study uses a qualitative method with the theory-driven approach. The data is obtained from books, scientific journals, and mass media. Analysis of data in this study from data reduction, to data organization and data interpretation. Civic freedom in Indonesia are currently experiencing a crisis caused by (1) "silencing" of freedom of expression; (2) Restrictions and violations of the freedom of association and assembly; and (3) discriminatory actions and violence that occur in the implementation of freedom of religion or belief. The conclusion is that threats and violations of civic freedom have made democracy in Indonesia is in a crisis and increasingly away from the practice of consolidation democracy.

Abstract
None of Southeast Asian countries considered to be fully democratic. The region has been governed by authoritarian and semi authoritarian regime for many decades. Indonesia, after being ruled for 32 years by an authoritarian regime, seem headed into convoluted identity politics. Even after the fall of Marcos in 1986, Philippines is still not regarded as a fully function democracy. Today the country is still entangled with oligarchs. While Myanmar has changed its military regime, and Malaysia-s opposition party won general election for the first time in its history. Both countries are still lacking in democracy index. Singapore is still run by the same regime since its independence, and Brunei has recently implemented shariah law. Cambodia, Laos and Vietnam has not shown any indication towards democratization. Many scholars have been debated whether ASEAN should play a role to encourage democratization in Southeast Asia. Some scholars suggest that ASEAN must take more active engagement to push democratic agenda. These scholars further argue that ASEAN should reconsider its ASEAN way which requires not to meddle with its member domestic issue. While other scholars suggest that the most important matter is to maintain peace and stability within the the region. This essay attempts to answer question whether ASEAN should maintain or change its traditional approach towards democracy issue. By using critiques on modernization theories, the essay tries to explain how economic development in Southeast Asian countries does not have significant impact towards democratization. This paper also suggest that instead of changing its traditional ASEAN way that has maintain the peace and stability of the region for last five decades, ASEAN must focus on constructive engagement that has proven to work in encouraging democratization in Myanmar. Hence it put forward the idea that ASEAN way works only if it is not imposing external values but rather appreciating democratic values within the country.

The Aims of this study to answer how the strategy of corporate social responsibility in keeping the constituents and what obstacles exist in the Election of Regional Head of DKI Jakarta in 2017? This study uses the theory of Political CSR that has emerged in the 2009 democratic election process in Indonesia. Political CSR Strategy has been used by the Partai Keadilan Sejahtera in political campaigns since the 2009 elections. This study uses the Constructivist paradigm. Research method with qualitative case study method. The key informants of this research are (1) Mardani Ali Sera M.Eng., Member of the House of Representatives, Commission II, PKS Faction, chairman of the Success Team of the candidate pair of Anies-Sandi.; (2) Ledia Hanifa Amaliah, Members of the Peoples Legislative Assembly, Commission X, PKS Faction, chairman of the public relations (PK) field of PKS DPP, one of the spokespersons of candidate pairs for Anies-Sandi; (3) Rahmat, Secretary at the Election Winning Body (Bappilu) DPP PKS; (4) Deddy Syahrul, General Manager of Ashidiq Cater Aqiqah. The data collection technique uses in-depth interviews, observations and documents. The data validity technique uses source triangulation. The data analysis technique begins with data reduction, data display, verification and conclusions. Finding: PKS strategy in the democratic process of regional elections in DKI Jakarta prioritizes sustainable programs as a form of party social responsibility as the implementation of the slogan "blessing for the people". PKS intensifies service activities for the community institutionalized in the form of a wing organization (wajihah). Implication: PKS must get closer to the media so that the PKS program through political CSR will change the image of PKS which was previously exclusively an open party.

Abstract
Interactions that occur between Bureaucratic Leadership, Electronic Government Implementation, and Quality of Public Services, are in accordance with the definition of e-Leadership stated by Avolio and Kahai (2002). Furthermore, the proposed Public Service Bureaucracy e-Leadership model follows a new study trend with strategic leadership, collective leadership, digital leadership, and leadership development. The Public Service Bureaucracy e-Leadership model in Cilegon was built using a combination of ASOCA variables with strategic factors derived from all dimensions in the bureaucratic leadership variables, Electronic Government Implementation, and Quality of Public Services. One of the strengths of this model is that there is a control process (feedback process) in the form of a feedback line to ensure the condition of each element forming this model in accordance with the criteria that should be. The model is basically congruent with a plan that can be said to be good if it has been executed showing success. The execution of the Public Service Bureaucracy e-Leadership model requires that the Bureaucracy Leaders understand and undermine ICT, the Bureaucracy implements Electronic Government, and Public Services organized by government institutions utilize Electronic Government.

Abstract
Abstract This study was aimed to determine the extent of the implementation of digital technology application in the education field, especially in Politeknik Negeri and SMAN 24 Bandung . The method used was a qualitative research design because the researcher seek to observe and express in depth what is happening in reality and will observe more and explore the behavior of the object being studied and also the policy of this digital technology application. The results of the study showed that Politeknik Negeri Bandung and SMAN 24 Bandung has implemented digital technology in almost all fields. It can be concluded that the policy for the application of digital technology needs to be implemented thoroughly in order to spread evenly in all fields that are the object of policy. In addition, there needs to be an effort to prepare Human Resources who are able to keep abreast of the times through the application of information technology in the education field.

Abstract
As the most profitable industries in the world, tobacco industries is suspected, do not make a fair tax contribution. Cigarettes are a reliable source of tax revenue for governments worldwide, and tobacco is one of the world-s most regulated and most taxed industries. However, the mentioned claims relate to excise taxes rather than corporate income tax. In term of excise, the tobacco companies lobbying intensively against significant increases in duty rates. Whereas, the economic damage suffered by Indonesia caused by cigarette consumption was four times higher than the excise revenue. Since taxation is one of six tobacco control policies introduced by WHO, so this study aims to evaluate the effectivity of tax policy in Indonesia in reducing consumption of cigarettes to support the achievement of SDG. This study is conducted by a quantitative approach using statistical data analysis. As a result, tax policy in Indonesia has low effectiveness in reducing cigarette consumption, so that it can endanger the efforts to achieve the SDGs. There must be a reconstruction of tax policy, related to all types of taxes so that taxes can be a political instrument to overcome the negative externalities of cigarette consumption and overcome the problem of high economic costs. This study is critical because the issue of human and economic damage due to cigarette consumption does not only occur in Indonesia but also in lower income countries.

The development policy of the reclamation area is an important part of spatial city in the urban regime. But The policy of reclamation of the north coast of Jakarta (pantura reclamation) in urban regimes is not almost researched by the scolars. As like, dyanamics of urban regime in spatial city in policy of construction of pantura reclamation of Jakarta. In urban regime theory, that are three typologies of urban regime. First, the instrumental regime. The goal is to realize the program and the motives of the results. Second, the symbolic regime. The typology of this regime discusses and motives for expressive political portrayals. Third, the organic regime. Organic regime to perpetuate the status quo. In urban regimes, the effectiveness of regime policies is influenced by the actions of actors of power in urban regimes. To be effective, governments must blend their capacities with those of various non governmental actors. But the non-government actor as like the developer (businessman) is dominance in policy of pantura reclamation. The dominance of businessmen in the policy of Jakartas pantura reclamation creates a broad political and economic conflict, between society, actors, and the state. So the impact of the dominance of businessmen in policy of urban spatial planning in Jakarta to be not effective. The conclusion in this study supports the theory of the urban regime of Clerence Stone and about Garry Stoker.

Abstract
The presence of migrants, especially ethnic Buton, Bugis, and Makassar in Maluku has been going on since the 16th century. Initially, they penetrated economic areas, through trade ventures and service servants, such as driver, laborers, city transportation entrepreneurs and so on. In line with state policies, through transmigration and spontaneous migration, the number of migrants, including fuel, has increasingly increased and influenced the composition of the demographics of the Maluku people. In 1999 there were conflicts with nuances of religion and ethnicity in Maluku. One argument states that migrants helped trigger the conflict. As a result of the conflict, some left Maluku, some remained in Maluku and continued to live their lives to this day, including participating in local political contestations. This phenomenon is very interesting to study more deeply through ethnographic research and literature review. In the current social dynamics, ethnic BBM, especially ethnic Butonese began to explore the political area. This phenomenon is interesting and is the focus of the study in this paper. There are two questions that will be answered through this paper, namely; First, what is the dynamics of fuel migrants in the Maluku islands? Second, how they are involved in local political contestation in Maluku. Using perspective, flexible citizenship, such as the introduction of Aihwa Ong (1993, 1999), this paper sees that the theme of local politics and decentralization and nationalism, does not have to be seen in black and white, but in citizenship formation, each ethnic has a strategy and access in public space, including participation in local politics.

Abstract
In obtaining information there are two, first by visiting public bodies directly or through electronics which prioritizes information services through internet media or what is known as e-government. Through e-government media all information related to activities that exist in each organization of regional apparatus can be easily accessed by the community or other bodies that require information services. Its just that in this public information service both directly and through internet media it is often hampered in the updating of data and there is still uncovered information about budget documents and financial reports on the implementation of regional budgets, while transparency is one of the demands in the reform. This is also supported by Law NO. 14 of 2008 concerning public information disclosure. Where the government is demanded to be more transparent. All information must be published both through electronic media, the internet. Except for information that is excluded as set out in the public information disclosure law. E-government-based public information services can also expand public participation where the community is allowed to be actively involved in making decisions and policies by the government. Abstract
Many parties suspect that there is an in-between relationship of fiscal decentralization and the corruption level in the regencies and city. This study aims to examine the effect of fiscal decentralization on the city-wide corruption level in Indonesia. This study used the General Allocation Fund (Dana Alokasi Umum or DAU) of the regency and city, age of regency and city, and location of regency and city as the control variables. The population of this research is all regencies and cities in Indonesia. As the data sources, we used the secondary data. The research sample was selected using the purposive sampling method. Hypothesis testing uses multiple regression analysis, the coefficient of determination test (R2), and partial test (t-test). The statistical test results of the significance level of fiscal decentralization of the corruption level is 0.016 smaller than the significance level of 0.05 (5%). This result shows that fiscal decentralization has a significant effect on the corruption level of regencies and city in Indonesia. The statistical significance level results for the control variable are regency and city-s DAU of 0.081, age of regency and city of 0.221, and regency and city location of 1.222. This means that the DAU, age, and location of regencies and cities have no significant effect on the corruption level of regencies and cities in Indonesia.

Abstract

The population in this study were people in Medan City consisting of religious leaders, community leaders, academics and students. While the sample is a representative of the population whose results represent the overall symptoms observed. The sample in the study were 50 respondents. The sampling technique uses purposive random sampling.Social interaction has an important and necessary role in leadership by building heterogeneous unity and unity of society. For this reason, Chief of Capital City Police of Medan has made various efforts to maximize social interaction by conducting social religious activities with community leaders, religious leaders, youth leaders, academics, communities or organizations. This type of research is quantitative descriptive research. The population in this study were people in Medan City consisting of religious leaders, community leaders, academics and students. While the sample is a representative of the population whose results represent the overall symptoms observed. The sample in the study were 50 respondents. The sampling technique uses purposive random sampling. There is a positive and significant influence between social interaction with community security guarantees in the city of Medan. with t count> t table (3.968> 2.010635) at a significance of 5%. There is a positive socio-religions influence on security guarantees in the city of Medan with a t count of 3.566 greater than the table of 2.010635. There is a positive and significant influence between social and socio-religious interactions simultaneously on security guarantees in Medan City. This is seen from F count (6.372) greater than F table (2.565), at a significance of 5%.

Abstract
Although Indonesia elections have been passed for five times after the fall of authoritarian regime of Suharto in 1998 and always received an honour complimentary from international observers, however there are still major electoral frauds in Indonesia that need to be elaborated in scientific forums. Politicians in parliament and groups of civil society understood and worried on these problems. Institutional arrangement to reduce frauds and malpractices were purposed with the formation of new electoral judiciary council that functioned for overcoming violations and manipulations from the electoral management bodies (EMB), candidates, and also voters. This agency called The Council of Honorary of Electoral Management Bodies (DKPP). This study aims to answer why electoral management bodies in Indonesia are unable to reduce any electoral manipulations and frauds these days? The study wants to elaborate from DKPPs sentences on electoral frauds and malpractices for gaining reasons and motives from actors. This study contributes to fulfil the gap on study of electoral frauds and manipulations in new democracies, including Indonesian case. Findings of this study are: (1) some of local commissioners of EMBs are not able to become independent position and could be easily intervened by other political actors in elections because of family and relative relations with candidates; (2) The unsyncronized electoral tabulation voters data usually can be used by candidates as part of their manipulation strategies in the beginning of recapitulation of counting results; (3) vote buying or vote transaction are underground phenomena of political events that are involving voters, candidates and also electoral management officers. Usually they work together for manipulating counting results for particular candidates.

Abstract
This article intends to provide an overview of public services in the digital era. Through a qualitative descriptive approach, this study discusses how the importance of building public trust, which apart from interacting directly or indirectly through social media. Therefore, digital-based public services are merely a medium to bring information closer to the public, but then it cannot be linear in driving community participation. The results of the study show that public services that prioritize the use of the public will build trust in the community. This can be seen from the existing data that there was an increasing trend in community participation, namely 11% in 2013, 18% in 2014, 81% in 2015, 92% in 2016, and 91% in 2017 since there have been digital-based public service innovations in the form of service for quoting a death certificate or lukadesi in 2012. The trend of increasing community participation is due to the emergence of the active role of the community in accessing the lukadesi program. Furthermore, increasing community participation is due to the opportunity to take advantage of digital-based public services, as well as the willingness and ability of the government to provide benefits from these digital-based public services. Meanwhile, this research was conducted at the Government of Wukirsari Village, Sleman Regency, Special Region of Yogyakarta. The recommendation of this study is the importance of the ability of the government to present benefits in public service innovation in the digital era, and the need for adjustments to public service innovations towards local wisdom that exist in society in the digital era.

Abstract
This research describes a social movement conducted by KMBPL (Komunitas Masyarakat Bojonegara Peduli Lingkungan), this movement (KMBPL) against the mining activity of excavation C in Bojonegara, Serang regency. This movement was born from the phenomenon of environmental destruction caused by mining excavation C in Bojonegara. The impact of this industrial activity is destruction of mountain in Bojonegara area, this study using social movement theory through phenomenological approach, the result of this research shows that environmental movement by KMBPL actively against mining activity. For several times they are try to stopped the mining activity and blocking the area. The result from this research shows that Banten as emerging province in Indonesa must engage the civil society movement especially in environment issues and KMBPL in this studies succeed to defense their commitment for better environment, it could be a model to organize movement in environmental issues in Banten.
