Abstract
Regional development is a multidimensional process, which includes various actions that lead to the reorganization and comprehensive reorientation of the economic and social system of society. Realization of regional economic development goals requires development policies that are endogenous development (based on regional uniqueness). Each region has a superior economic sector that is considered as the engine of growth (the main driver) in economic growth. This research was conducted in 25 districts in the province of North Sumatera from 2013-2017. The research methodology used is LQ analysis, RCA and OLS (Ordinary Least Square) linear regression method. The purpose of this study was to determine the leading commodity in the agricultural sector in each district and its influence on the growth of the province of North Sumatra. The results obtained by the district of Nias: pigs, sweet potatoes, areca nut, mandailing cocoa: cinnamon, sugar palm, rubber, tapila manila ducks: horses, coffee, sugar palm, Central tapanuli soybeans: kapok, sea fish, pork, pepper. North Tapanuli: peanuts, tobacco, cinnamon, horses Toba samosir: buffalo, manila ducks (eggs and meat), pork labuhanbatu: palm oil, cattle, hindered rubber: sea fish, oil palm, common water fish, simalungun chicken eggs: coffee, pepper, sugar palm, goat, cassava dairi: candlenut, coffee, free-range chicken, chicken karo: tobacco, sugar palm, chicken meat, Deli serdang field rice: sugar cane, areca nut, chicken, egg, lamb

Abstract
The phenomenon that often occurred in connection with the exchange rate fluctuations in currency values is uncertain. Changes in behavior rupiah exchange rate against the U.S. dollar that occurred in Indonesia are affected by economic fundamentals and openness factors. The aim of this research is to analyze the influence of inflation, interest rate, openness, and exchange rate volatility Rp/USD to the exchange rate of rupiah exchange rate against the U.S. dollar. This research used Autoregressive Conditional Heteroskedasticity (ARCH) and Generalized Autoregressive Conditional Heteroscedasticity (GARCH) method. This research used three months data started at the first three months in 2008 until the fourth three months in 2018.According to the result of partial test results (z test) indicates that inflation, interest rate, openness and exchange rate volatility Rp/USD positive and significant effect on rupiah exchange rate against the U.S dollar partially. While the simultaneous test (F test) indicates that inflation, interest rate, openness and exchange rate volatility Rp/USD has significant effect on rupiah exchange rate against the U.S dollar simultaneously.

Abstract
This study aims to determine the effect of the Human Development Index (HDI), Economic Growth, Poor Population, Government Expenditures on Health Education and Government Expenditures on inequality between regions in North Sumatra. The analytical method used in this study is a descriptive analysis method and also the method of multiple regression analysis with the Fixed Effect method using panel data from 33 districts/cities from 2012-2016. The data of this study are secondary data originating from the Central Sumatra Provincial Statistics Agency and the Directorate General of Fiscal Balance, the Ministry of Finance which was downloaded through the official website of each institution. The results showed that economic growth, the number of poor people, and government expenditure in the health sector had a positive and significant effect on income inequality in North Sumatra. While government spending in education has a negative and significant effect on income inequality in North Sumatra. The variable Human Development Index (HDI) has a negative and insignificant effect on income inequality in the North Sumatra region. The estimation results also show that the variation in the change in the value of the non-inequality-free variable can be explained simultaneously by the independent variables namely the variables of HDI, PE, PO, DP, and DK of 99.42% while the remaining 0.58% is explained by factors others that are not included in the model.

Abstract
United States as one of the worlds largest coffee importer and the coffee consuming country in the worlds second largest potential market for North Sumatra province. This research aims to determine the most influential factors on the volume of export of coffee North Sumatra province to the United States period 1997-2017 in the short-term and long-term. The data used is secondary data obtained from the Central Statistics Agency, Trading Economics and the International Coffee Organization. The method of analysis using the Error Correction Model. The results showed United States GDP in the short-term, United States GDP in the long-term and in world coffee prices in the long-term a significant influence on the volume of coffee exports Indonesia. The rupiah exchange rate against the dollar America in the short-term, the rupiah exchange rate against the dollar America in the long term and in world coffee prices in the short-term does not have a significant effect.

Abstract
This study aims to analyze how the influence of Indonesia-China bilateral economic relations on the Indonesian economy in 2005-2018. This study uses Indonesias balance of payments variable to measure the Indonesian economy. By analyzing the theory Balance Of Payment Keynesian so variable in this study include, Indonesias balance of payments as a dependent variable and the exchange rate IDR/CNY, Indonesias gross domestic product (Indonesias GDP), Chinas gross domestic product (Chinas GDP), Indonesias interest rates, and Chinas interest rates as an independent variable. The method used in this study is the ECM method (Error Correction Model). The results showed that in the short term the exchange rate IDR / CNY, Chinas Gross Domestic Product, the BI interest rate had a positive and significant effect on the balance of payments in Indonesia while the Indonesian Gross Domestic Product and Chinese interest rate had a negative and significant effect on the balance of payments in Indonesia. In the long run the exchange rate IDR / CNY has a positive and significant effect, Chinas Gross Domestic Product has a positive but not significant effect, the BI interest rate has a negative and no significant effect, Indonesia Gross Domestic Product has a negative and significant effect and the Chinese interest rate has a negative and no significant effect on balance of payments in Indonesia.

Abstract
The Center for Early Childhood Education Development and Community Education or known by the name BP-PAUD and Dikmas of North Sumatra Province is the technical implementing unit of the Ministry of Education and Culture, which has implemented an ISO quality management system since 2007. In 2017 BP-PAUD dan Dikmas of North Sumatra Province has officially obtained ISO 9001:2015 quality management certification. The implementation of ISO 9001: 2015 quality management system aims to the management of BP-PAUD and Dikmas of North Sumatra Province institutions to run in a planned and systematic manner. So that in carrying out the tasks of the institution namely the development of programs and the quality of early childhood education and community education can be achieved effectively and efficiently. ISO 9001: 2015 focuses on the performance of institutions / organizations with a risk-based thinking approach and the Plan-Do-Check-Action concept that is applied at all levels of the organization. PDCA operates as a continuous improvement cycle, with risk-based thinking at each stage. In the Quality Planning (Planning) phase of BP-PAUD and Dikmas of North Sumatra Province has taken quality planning actions as the first step in carrying out quality management. At the stage of the quality management (Do) process, things have been carried out such as preparing quality manuals, making / revising operational standard, compiling work programs, conducting risk analysis, monitoring quality targets, carrying out internal audits once a year and conducting RTM (Management Review Meeting) . At the quality control stage (Check) is carried out through internal audit activities. This activity aims to carry out monitoring and evaluation of work programs. Internal audit activities as well as a control tool to ensure that the activities that are running in accordance with what has been planned. At the corrective action stage (act), by conducting the RTM (Management Review Meeting).

Abstract
Abstract-This study aims to explain economic growth in Indonesia. The variables that affect rate of economic growth are government spending, domestic inflation difference, difference of BI Rate and The Fed Rate, money supply, exchange rate, unemployment. In this study, the data used are secondary data published by the Central Bureau of Statistic and bank Indonesia. The data are annual data from 1991 to 2018. The analytical tools used are Ordinary Least Square regression. The results showed that government spending, exchange rates and unemployment had no significant effect on economic growth in Indonesia, but the difference in domestic inflation & foreign inflation, the difference in domestic interest rates & Fed rate, Money supply significant economic growth in Indonesia.

Abstract
The purpose of this study is to analyze the effect of Gross Regional Domestic Product (GRDP), Consumer Price Index and Medan City Deposit Interest Rate on Deposit Amounts at PT Bank Sumut Medan Coordinating Branch. The scope of this research is to focus on analyzing the factors that affect the Deposit Amount in PT Bank Sumut Medan Coordinator for the period 1998 to 2016. The analysis model used in this study is the basic model of multiple linear regression equations using the VAR method, in estimate the short-term and long-term relationship between the variables Gross Regional Domestic Product (GRDP), Consumer Price Index (CPI) and the Interest Rate of Medan City Deposit with Total Deposit at PT Bank Sumut Medan Coordinating Branch. The result of the interpretation of the VAR model, in general, obtained the most substantial VAR value is the Economic Growth variable while the smallest VAR value is the variable Growth of Deposits. Based on the results of the Impulse Response Function (IRF) test the most significant influence on deposit growth both in the short term and in the long term is the Consumer Price Index variable. Then the results of the Forecast Error Decomposition of Variance (FEDV) test showed that the most significant impact of error variance in both the short and long term which had the most impact was the Economic Growth variable.

Abstract
The objective of this study is to measure the efficiency rates of Sharia banks in Indonesia and know the determinant of such efficiency. Abstract
This study aims to determine whether academic supervision of personal conversation techniq can improve the ability of language teachers in developing lesson plans in SMP Negeri 1 Moroo,West of Nias Regency. The action hypothesis of this study is through the implementation of academic supervision of personal conversation techniq, the ability of language teachers in SMP Negeri 1 Moroo can be increased. The subjects of this study were language teachers as many as amounted five teachers. The research instrument that used to determine the competence of teachers in developing lesson plan were interview guide and observation sheet. Meanwhile, to observe the activities of academic supervision using personal conversation techniq are used observation sheet. The research design used school action research referring to Kemmis model, which designed in two cycles. Each cycle consists of four stages of activity, namely: planning, implementation, observation, and reflection. The results showed the ability of language teachers to develop lesson plan in the I cycle reached an average value of 85,19% with the Good category, while in the II cycle obtained an average score of 90,86% with the Very Good category. Based on the research data, it was concluded that the implementation of academic supervision of personal conversation techniq could improve the ability of language teachers in developing lesson plan in SMP Negeri 1 Moroo. Therefore, it is expected that school supervisors and school principals will use academic supervision of personal conversation techniq to improve the teacher professionalism, especially in developing lesson plan.

Abstract
The purpose of this study is to analyze the influence of organizational culture, knowledge of academic supervision, stress management, and job satisfaction on Principals organizational commitment of Vocational High School. This study was conducted in 2019 with a sample of 106 using the Kreijcie Table, with Proportional Random Sampling techniques. Data were analyzed by path analysis after meeting the analysis requirements test, namely the Normality and Linerity test. The research findings show that Principals Organizational Commitment of Vocational High School is directly affected by organizational culture, knowledge of academic supervision, stress management, and job satisfaction. Based on these findings it can be concluded that any changes or variations that occur in Organizational Commitment are influenced by organizational culture, knowledge of academic supervision, stress management, and job satisfaction. Therefore, to increase the principals organizational commitment, organizational culture, knowledge of academic supervision, stress management, and job satisfaction must be included in the strategic planning of human resource development at the Vocational High School in Medan, while still considering other variables that influence organization commitment next research.

Abstract
The aim of this research is to measure and determine the level of general inflation then calculate and determine the duration needed to diminish to the natural level. The variable in this research is general inflation in North Sumatera Province from 2007 to 2017. The method used is the model of autoregressive time series. Based on the results of the research using Eviews 6, the data showed that persistence of general inflation in Central Java is high, it is 0.85. As well as the time required to diminish the inflation back to natural level requires long time, they are 6 months. The suggestion from this study are expected through Inflation Control Team Regional (TPID) make some kind of policy that could control the inflation of foodstuffs in order to effect the shock can be anticipated that by making the traffic production and distribution of specialty food commodity linked per regency of North Sumatera province. To anticipate the effects of shock as a result of extreme weather may cooperate with the Meteorology and Geophysics Agency (BMKG) in monitoring and weather forecasting as an ingredient of the policy formulation

Abstract
The purpose of this study is to determine the management models of educators and educational staff in improving the quality of education in senior high school. The study is based on qualitative research method. The data is obtained based on observations, interviews, and documentation. The research has drawn the following result; this study consisted of 264 senior high school teachers, and 219 teachers (89%) had assessment characteristics in either category, teachers taught using learning tools (lesson plans, syllabus, annual programs, semiannual programs) that were complete and taught based on each others expertise. From the result, it was concluded that improving the education quality in senior high schoolof Medan hadfulfilled the standards of educators and educational staff.

Abstract
The research aims to find out the active role of KONI in Central Aceh Regency in the badminton sport in 2016. The study used a survey method with research subjects KONI management, PBSI management, club management, coaches and athletes. The research instrument was in the form of a questionnaire. Data analysis techniques use percentages. The results showed that the category was quite good. The conclusion is that the role of the coach of badminton in the Central Aceh District is quite active.

Abstract
This study are aims to find out the effectiveness of monetary policy transmission on exchange rate passthrough in Indonesia for period 2004.1-2018.4. The variables consist of this sudy such as exchange rate, net exports, difference of BI rate and the fed rate, foreign exchange reserves and inflation. This study use secondary data through Bank Indonesia office and The Federal Reserve which analyzed by Vector Error Correction Model (VECM) and eviews 10 program. The result during the period of this study shows that transmission direct exchange rate passthrough is more effective to affect the inflation. While transmission indirect exchange rate passthrough is less effective to affect the inflation which reflects the price stability as the ultimate objective of monetary policy in Indonesia.

Abstract
The objective of this study to analyze the effect of: Participant Leadership on Stress Management, Teamwork on Stress Management, Participant Leadership on Teachers Affective Commitment, Teamwork on Teachers Affective Commitment and Stress Management on Teachers Affective Commitment. This research was conducted at the Senior High School in North Tapanuli District and the total population was 265 teachers. The number of samples using Slovin Formula as 159 teachers, with is used Proportional Random Sampling. Data collecting by questionnaire. Instruments for testing Validity and Reliability test. To test the research hypothesis, path analysis was used. The results showed that Participant Leadership had a direct positive effect on Stress Management, Teamwork had a direct positive effect on Stress Management, Participant Leadership had a direct positive effect on Teachers Affective Commitment, Teamwork had a direct positive effect on Teachers Affective Commitment and Stress Management had a direct positive effect on Teachers Affective Commitment. To improve Teachers Affective Commitment can be done by increasing Participant Leadership, Teamwork, and Stress Management.

Abstract
This research aims to determine the effect of organizational culture, job satisfaction, and organizational climate on the commitment of private junior high school teacher organizations in Deli Serdang Regency. Data sources were 140 people spread across various locations in Deli Serdang Regency. This type of research is quantitative by using path analysis. To see the validity of the questionnaire items tested using product moment correlation. For the Analysis Requirements Test used are Normality Test and Linearity Test. While the Research Hypothesis Test used path analysis with manual systems and computer assistance SPSS for Windows version 20. From the results of the study found: a) there is a positive direct effect between organizational cultures on job satisfaction. b) There is a positive direct influence between organizational cultures on Organizational Climate, c) there is a positive direct influence between organizational cultures on organizational commitment, d) there is a positive direct influence between job satisfactions on organizational commitment, e) there is a positive direct influence between Organizational Climate on commitment organization.

Abstract
This study discusses about how lecturer intelligence can influence their perfomance. This research is a study that uses numerical numbers and changes feed approach to quantitative methods, with descriptive research. This research is conducted in Medan city. This study examines the performance of lecturers in private universities represented by universities that have lecturers of foundations with a long category of founding universities over 10 years namely: (1) Islamic University of North Sumatra (UISU); (2) Muhammadiyah University of North Sumatra (UMSU); (3) Muslim Nusantara University (UMN); (4) Nomensen University; (5) Indonesian Methodist University (UMI); (6) Catholic University of Santo Thomas. The result shows that Cognitive abilities tend to be high 53.33%. The average value of the overall cognitive abilities of lecturers in private universities in Medan is 81.92. Cognitive ability directly influences the performance of permanent lecturers in private universities in Medan.

Abstract
This study was aimed at finding: The influence of organizational culture on work motivation; the influence of leadership on work motivation; the effect of cognitive ability on work motivation;) the influence of organizational culture on employee performance; the influence of leadership on employee performance; the effect of cognitive abilities on employee performance; and the effect of work motivation on employee performance. The research findings revealed the performance of employees in the Office of Communication and Information (Diskominfo) of North Sumatra Province directly affected by Organizational Culture, Leadership, Cognitive Ability and Work Motivation. Based on the hypothesis testing it concluded: there is a direct influence of organizational culture on work motivation, there is a direct influence of leadership on work motivation, there is a direct influence on cognitive abilities on work motivation, there is a direct influence on organizational culture employee performance, there is a direct influence of leadership on employee performance, there is a direct influence of cognitive abilities on employee performance, and there is a direct influence of work motivation on employee performance. The results of the study provide an overview of organizational culture, leadership, cognitive abilities, and work motivation affecting employee performance both directly and indirectly which reached 78.95%.

Abstract
Indonesia which classified to developing country has a particular characteristic in low productivity level of input labor. The gap of economic growth between developing and developed countries become higher. Since then, all of the developing countries want to reach convergence with developed countries. The productivity level is a major key to accelerate the rate of economic growth in every country. The purpose of this research is to know the influence of Total Factor Productivity (TFP) towards economic growth in Indonesia both short-term and long-term periods of 1994-2017. The analytical method which used in this research is Error Correction Model (ECM). Error Correction Model (ECM) is used to analyze economic growth both in the short term and in the long term. Estimation results show that in the short-term both the variable capital accumulation, the regional minimum wage and total factor productivity growth affect Indonesias economic growth but in the long-term, there are two variables that influence positive that are insignificant investment, the Regional Minimum wage affects economic growth in Indonesia. And Total Factor Productivity growth in the long-term have a positive and significant influence on economic growth in Indonesia. Thus, it can be concluded that Total Factor Productivity is the main determining factor affecting economic growth in Indonesia.

Abstract
The purpose of this study with the title: The Management and Development Quality of Teacher Performance Through Teacher Competence in The First Middle School in Banda Aceh was to offer a development model of teacher performance in the first middle schools in Banda Aceh and then to be implemented in the frame of development quality of teacher development in the future. The quality of teacher performance was a crucial contribution in deciding the success of education process in schools. (Briosy, Meerwarth Pester and Trotter, 2012). This study was the field research that the study was qualitative-phenomenology. The data collection technique was conducted with interview and documentation with subjects of study were head of division of coaching and stuffing from Banda Aceh Education Office, section chief of curriculum from Banda Aceh Education Office, member of Regional Education Council (MPD). The first middle schools in Banda Aceh with the subject were principle, vice of principle of curriculum in every examined school. The result of the study described that in the planning process of development quality of teacher performance first to arrange teacher performance evaluation team that consisted of senior teachers which appropriated with the field of expertise and to cooperate with the related agency among them were MPD, Education Office and supervision team. Education Office arranged short and long term programs to overcome problems that occurred in the field. In the implementation stage, school principals commanded teachers who were in need of training to join in education quality development program that was performed by central through Institution of Quality Assurance in Education (LPMP) and province Education Office through Central of Quality Development in Education (UPTD). All indicators of teacher performance were included in four teacher competencies (personal, social, professional and pedagogy).

The purpose of this study is to determine the principalsupervision strategy in improving teachers performance at Madrasah Tsanawiyah Al-Muslimin in Tebing Tinggi. This studyused qualitative research methods. The data obtained based on observations, interviews, and documentation. The research has drawn the followingresult; Principal have not provided diverse strategies in supervising teachers, teachers performance in MadrasahTsanawiyah Al Muslimin is very dependent on the supervision of the principal, and supervision in MadrasahTsanawiyah Al-Muslimin has not been carried out properly. In this study, a suitable supervision strategy to improve teachers performance is very important to be carried out at MadrasahTsanawiyah Al-Muslimin. The finding of this studyindicates supervision strategy used by the principal improve teachers performance.

Abstract
This research aims to determine and examine the effect of managerial competence on principals performance and the effect of working motivation on principals performance, and find a model for developing principals performance. This research is using correlation research with an approach of ex-post facto research and held out in the state elementary schools of Medan. The populations of this research are all the school principals in the State Elementary School of Medan, consist of 383 principals. The samples of this research are 200 principal chosen with proportional random sampling technique. The final results of the research conclude that : the performance of state elementary school principals in Medan could be improved by increasing managerial competence, and work motivation.
