Abstract
In Indonesian politics, at a glance, the Tareqah and politics seem contradictory. The first tends to take care of the spiritual dimension and the second relates to world interests (power). However, the history of the development of Tareqah actually did not escape the political world. They apply and develop their own models in the sustainability of their political development. This paper will further explain the model of sustainability of the development of politics in political dynamics.

Abstract

Abstract
Voter behavior related to how individuals behave and compete in general elections, related to their political interests and choices towards a political party or candidate to be chosen based on country or region. This study aims to analyze the behavior of Javanese transmigrant voters in the selection of Regional Heads in Jambi City in 2018 by using a qualitative approach with descriptive analysis methods through observation, interviews and literature studies. However, the sociological and ethnic approach is also a factor in determining sound choices. This is evidenced by the results of the recapitulation of the Jambi City Election in 2018 to the Sani-Kemas pair who succeeded in winning with the number of votes 22,577 in the District of Palmerah with the majority of voters being Javanese.

Abstract
Poverty is one of complex problem engages many stakeholders that exist in society. Government as the highest authority will not be able to do everything, therefore it certainly requires other parties who are willing to help overcome poverty especially in the city of Surakarta. The solution offered by researchers is through Collaborative Governance to overcome this poverty problem. This study employs literature review approach to analyze how the patterns of poverty reduction based on the results of previous studies. The method utilize literature review using 2 keywords that are collaborative governance and poverty. The results revealed that there are at least 3 patterns in poverty reduction, that establish a poverty alleviation agency, then initiation from the private sector and finally a local wisdom approach. However, in Surakarta City, there can be at least 2 patterns, that are establishing a special agency that handles poverty, and the second approach is based on local wisdom.

Abstract

Abstract
Reducing infant and under-five mortality by 2030 is one of the goals of sustainable development. One way to achieve the aforementioned goal is to intensify the practice of exclusive breastfeeding. In Indonesia, it was recorded that in 2017 the exclusive breastfeeding had only reached 61.33%, while in Semarang, the city had reached only 67.33%. The factor that influences the lack of awareness in exclusive breastfeeding is low self-efficacy among mothers. Using descriptive qualitative methods through in-depth interviews and documentation studies, this study aims to form a collaborative governance model in exclusive breastfeeding policy practices in Semarang City. Collaborative Governance in advocating exclusive breastfeeding policy is particularly crucial because not only the government is incapable to overcome these difficulties themselves, but also the complexity of working mothers continues to increase. Collaboration involves academicians, NGOs/Civil Society, Government, and Media. The Collaborative Governance model is built on the types of stakeholders in penta-helix chart. This model is presumed to be able to enhance self-efficacy in exclusive breastfeeding based on the actors role and interests.

Abstract
Hajj played important role as an encounter place for muslim around the world for gathering and intellectual exchange between scholars and dignitaries. The hajj momentum undoubtedly will raise the mobility and mobilization between borders which in some point, creates vulnerability. The paper aim to propose a collaborative governance model for global south in hajj plan that will increase resilience thus strengthening the sustainable development goals. The hypothesis in this paper that many muslim resides in global south country. Among them, Indonesia and Malaysia have bigger share of hajj pilgrimage among global south country that will create bottleneck problem in future hajj service while other have less share. To solve the problems, collaboration between global south country is needed. The paper use network methodology to validate the collaborative model. Through the recommended model, we expected more cooperation and develop economic ties between global south.

Abstract
A new paradigm in public services in Indonesia which is increasing participation and active role of stakeholders becoming a one of indicator for a good public institution. For this reason, a communication mechanism is needed that can connect the interests of two parties institution and stakeholder, so that public expectations are fulfilled and the performance of public institution can be held accountable. This also applies in context of higher education institution, like Jenderal Soedirman University as a state universities with the status of public service entities where public service orientation and stakeholder satisfaction are an integral part in implementing institution mandates in of education, research and community service activities. The aims of this study is to identify what kind of communication mechanisms is need to be carried out in realizing a culture of public participation and active role in higher education institution as one of the public service entities in Indonesia. The informants in this study are representation students, student council and student group interest, who were the biggest beneficiary groups that institution served. sing a focus group discussion approach as a data collection technique and interactive model as a data analysis technique, a number of finding are identified, that are communication channels that are friendly to access, give respond quickly with respect and personally and giving progress report as communication mechanism in managing student aspirations and complaints. Those findings are expected to be facilitated by university management so that they can improve and maintain the quality of services, realize stakeholder satisfaction and become an instrument for controlling the performance of their apparatus. This management of complain handling is not to violate the independence of universities, on the other hand is to identify best practice minimum standards that will protect the rights of students, staff and the university itself.

Abstract
Cyber space is increasingly playing an important role in the global world, affecting the pattern of relations between countries. The issue of non-traditional security threats is shifting towards the threat typology associated with cyber space. The concept of national security began to be complemented by a national cyber security strategy to support the security of its national interests, one of which was in the field of foreign trade. Where the country needs to ensure the security of cyber ecosystems to ensure the smooth flow of goods in order to maintain national economic stability. The large flow of goods in and out of a country makes the flow of data and information increasingly large and complex, and brings hidden costs in the form of cyber security threats. Cyber security concepts that are considered not responsive and resilient in dealing with and overcoming cyber attacks can occur at any time with patterns and types that continue to evolve. Cyber security gaps that are only able to respond during cyber attacks are not able to overcome the pattern and type of attack in the future in an anticipatory manner. The concept of cyber security should begin to be developed into cyber security that has patterns of recovery, adaptation, and evolution so as to be able to answer the dynamics of challenges in international trade. Interrupted cyber systems in international trade will potentially cause disruption of international relations because the threat of losses caused not only affects one country. The increasingly complex international trade context and involving big data should be one of the top priorities for cyber resilience strategies. This paper starts by explaining the state of play of cyber resilience in international relations and trade law. Next, analysis why the concept of cyber resilience in the perspective of international relations and trade law needs to be revised to face challenges in the digital economy. The specific reference in this study is ASEAN plus Six countries.

Abstract
ABSTRACT Corruption in Indonesia is actually not a new phenomenon. Corruption has existed since the era of the old order, new order, even the colonial era. In the reformation era style democratic political system, corruption became apparent that open our eyes that it turns out, it has had a chronic illness. Theoretically, the political system can be linked with the phenomenon of corruption. Politics cannot be separated with power, corruption too. Therefore, how the system will affect the power management of the phenomenon of corruption. A democratic system can be a positive or negative effect on corruption cases. A number of corruption cases in Indonesia has been so massive. Various studies or surveys are always seats the corruption in Indonesia ranked high compared to other countries. Even now well recognized that corruption is considered a serious disease, it is an attempt to lead to corruption eradication increasingly considered important. The effort is characterized by the formation of a variety of laws and regulations, strengthening anti-corruption agencies and anti-corruption education, all of which is expected to eliminate or reduce this social disease. Prospects for a successful eradication of corruption depend on all components of the nation because without the participation of all is impossible corruption will disappear. Various fields and strategies must be done to sustain the program. Everything and even then, it should always be backed by a strong political and social will.

Sejak pertama kali Indonesia melaksanakan pemilihan presiden secara langsung pada 2004 hingga pemilihan presiden 2019, tidak banyak muncul sosok calon pemimpin baru, pasangan calon presiden dan wakil presiden peserta pilpres tahun 2019 masih sama dengan pasangan calon dari pilpres 2014. Pada pilpres 2014 muncul sosok baru yang menjadi sorotan masyarakat Indonesia, yang kemudian mencalonkan dirinya sebagai Presiden, yaitu Joko Widodo (Jokowi). Kehadiran Jokowi bagaikan sebuah fenonema baru di dunia politik Indonesia. Gaya kepemimpinan Jokowi berbeda dari pemimpin sebelumnya khususnya Kepemimpinan Politik Susilo Bambang Yudhoyono (Periode ke II) berasal dari kalangan militer. Abstract

Abstract
Teacher Continuing Professional Development (CPD) is the mandate of the law to improve the quality of education in Indonesia coupled with the provision of professional allowances. Until now the CPD has not been running ideal. The teacher still positions himself to wait for the professional development program from the government. The teacher has not positioned himself as an active subject in improving his professional competence. Finland is a model that can be used as an example in developing CPD. From the essence of CPD, Finland can be a leading country in education. They make CPD as an instrument designed since the period of education of prospective teachers and integrating CPD work with institutional functions of higher education. Madrasah teachers are an important subject to be considered in implementing CPD policies. They became one of the groups of teachers who helped bridge the development of education and at the same time were obliged to maintain the moral and moral character of the students religion. Several studies show that this group of teachers is at the lower level of the teacher strata in Indonesia. Starting from the education qualification mismatch with the subject matter to the low competencies they have.

Abstract
The high number of divorce cases in Cilacap Regency in the last few years (the most in number in Central Java) is an interesting phenomenon to study especially among the State Civil Apparatus/ASN. This is in line with their role as government policy implementers and public service providers who need harmonious family support. This study aims to describe the profile of divorce among ASN/PNS over the 2015-2017 period. This study applies descriptive-quantitative approach by utilizing the secondary data from the Regional Agency for Civil Service, Education and Training (BKPPD) of Cilacap Regency. The data was then analyzed using descriptive statistics. The result shows that at tht period, the number of cases is quite a lot, but it tended to decrease. Most of them are women as the plaintiffs and are from the Education Agency, especially as teacher. Most of them are highly educated (S1), have been married for over 20 years and have two children. In general, the causative factor is the lack of conjugal communication and worsened by other factors such as economic problems, domestic violence and infidelity. It is recommended that each agency (especially the Office of Education) increase the coaching of family resilience to its employees.

Abstract
According to Mainwaring, the system of political parties in the third wave of democracy is significantly less institutionalized than those in long-established democracies. A more institutionalized system is a system where political parties have strong roots in society. The purpose of this study is to determine the high volatility of Political Parties in Jambi Province. By using qualitative descriptive research methods the results of this study indicate that the existence of Political Parties in Jambi Province since the beginning of the reform era shows a high level of volatility. The general elections that have taken place on the one hand produce successive winning political parties and on the other hand show the deterioration in the voice of existing political parties. The fundamental problem that arises is the high level of primordial phenomena within political parties, the weakness of the institutional system of political parties, not entrenching the relations of political parties with constituents and unconsolidated relations well.

Abstract
The institutional formation of the Soloraya Tourism Forum is one of the governments efforts to build tourism in Soloraya in a synergic, integrated and sustainable manner. This study seeks to discuss the perspective of institutional theory related to aspects of network analysis at the empirical level to analyze whether the formation of a soloraya tourism forum is able to strengthen the network or even sharpen the competition of interests among stakeholders. Many institutions emphasize the rules of the game and collective activities for the common or public interests, for this reason this paper focuses on the structure, functions and management of forums to find answers to research questions. The method in this study uses document analysis, literature study and direct observation. The results of the study indicate that the establishment of the soloraya tourism forum institution sharpens competition for interest. Stakeholders perceptions vary mainly in relation to the implementation of regional autonomy. They tend to stay away from the integrity that can be identified from the policies of each region, so as not to support the success of the Soloraya Tourism Forum. We also describe interactions between stakeholders that are not related to each other.
