Abstract
SOS Childrens Village is a non-profit non-governmental social organization actively supporting childrens rights, namely a loving family and home. In this case SOS Childrens Villages agreed to provide shelter and care for children who had or were at risk of receiving parental care. Family-based parenting creates an environment that provide proper and safe place so that children can regain the warmth of caring family and happy childhood. A wholeness in family regulates the independence of children, prepares children with certain skills so it make them easier to find jobs in future. Foster mothers need knowledge about growth and development of infants, children, puberty and adolescents, they need to be able to find ways to manage children-s emotional, discipline, and learning motivation in relation between good behaviour and positive character. The training method is chosen to complete the update. All thirteen foster mothers received training. The result showed effective training, where knowledge about growth and development of infants, children, puberty and adolescents have increased. Foster mothers are able to find ways to manage children-s emotional, discipline, and learning motivation in relation between good behaviour and positive character.

Abstract
Training Of PKM on Making Financial Statements Using Microsoft Excel at MSMEs in Bandung City aims to conduct training and mentoring on Making Bankable Financial Reports using Microsoft Exel at MSMEs in Bandung. This training includes Accounting Training, Training on Making Financial Statements using Ms. Excel, so that it can improve the ability to make bankable financial reports that can help in applying for financing to banks so as to improve the welfare of the MSME. Nowadays, the challenges and difficulties of adopting information technology are mainly. Accounting Information System (SIA) in making financial reports on MSMEs in Indonesia is an obstacle to MSMEs development as well as for entrepreneurs. In the city of Bandung, this is due to the fact that most SIAs available on the market are beyond the reach of many SMEs in Indonesia, due to scarcity of resources caused by lack of financial assistance. This problem can be solved by increasing the ability of MSME HR in making financial reports. PKM was held on April 4, 2019 and May 2 2019 has helped MSMEs in overcoming the problem with the Training of Making Financial Statements using Ms. Applications. Exel and introductory material for making financial reports using the Myob Accounting Application. The output that has been generated from the PKM Financial Report Making Training with Microsoft Excel at MSMEs in Bandung is the Training Module, Financial Application with Ms. Excel.

Abstract
The existence of traditional markets is not only a place for transactions between traders and buyers but also as a social institution that maintains the social structure of society. This means that the existence of traditional markets is also a benchmark in improving peoples welfare. Transactions conducted in traditional markets are also influenced by emotional connections and social networks. The purpose of this paper is to look at the typology of social networks in transactions in the Minangkabau traditional market. This research was conducted in Agam Regency and Tanah Datar District. Data collection techniques were carried out by observation, in-depth interviews and FGD. Social networks that are formed through trust and are maintained by the norms that exist in the group. The typologies of social networks encountered include: 1) micro social networks, 2) meso social networks and 3) macro social networks.

Abstract
Indonesia has many cultural heritages, which coming from various era. Commonly the protection of cultural heritages had focused on land-based site. Such as in Morotai, and the Java Sea which has numerous pre-Indonesian era up to world war II artefact such as Shipwreck, Airplane and its weapon which persisted underwater, and this artefact is essential for as historical document basis. However, the current condition of these artefacts is poorly damage, or on another hand almost disappear, and mostly caused by human hand. Indonesian Government shall realize the importance of underwater cultural heritage protection (herein referred to as UCH). UU No. 11 Tahun 2010 (Herein referred as Cultural Heritages Protection Act 2010) regarding cultural heritage site protection has no legal basis for this kind of protection. This paper will discuss the urgency of Indonesian Government ratified underwater cultural heritage convention to protect its underwater site, through comparison studies between countries has enacted their UCH national legislation. Ultimately this paper will make a suggestion which could be implemented in the further amendment of Cultural Heritages Protection Act 2010 or enacted specific UCH national legislation.

Abstract
Companies generally still recruit human resources who occupy the secretary position, not the secretary education background. The position of secretary is filled by HR with backgrounds in management, communication, business administration, state administration, marketing management, and others. The perception of the company as a user about the position of secretary as an ordinary position, so that it can be occupied by human resources who are not of educational background/secretary qualifications. This study examines user perceptions about the secretary profession/position. This study uses a qualitative method. Through this research, it is expected to be able to analyze the importance of the position of secretary in the company, so that the company can take appropriate strategic steps in placing HR to occupy the position of secretary/profession.

Abstract
Todays technological sophistication is able to change the structure of interpersonal communication that was originally from face to face to mediated communication interpersonal. Community-based internet development shows that in the process of information dissemination internet development is carried out by utilizing social media. Various social media are used with the aim to get support from the government and the community. This study uses a qualitative approach using a case study with a single case study. Data collection techniques carried out by observation, study documentation, interviews, and focus group discussions. The object of research is the community internet manager in 12 regencies in West Java. The results showed that the communication media used by community internet managers in developing community-based internet is through new media. Social media as a new communication media due to technological developments can benefit the lives of people who are far from technology such as rural communities. In developing community-based internet, community internet managers use social media as a means to coordinate and interact with various parties.

Abstract
Brand identity will determine the purpose and meaning of a business that encourages people to identify and take that brand as their choices. The brand identity formed needs to pay attention to the value propositions presented such as Functional Benefits, Emotional Benefits, and Self Expressive Benefits. Orchid Forest Cikole, Lembang is a tourism business that builds its brand identity as a digital tourist destination. The purpose of this study is to determine the value proposition built by Orchid Forest in shaping its brand identity. This research uses a qualitative method with a case study approach. The subject of this research is Orchid Forest management and the object of this research is the value proposition in shaping the brand identity of Orchid Forest digital tourism. This study found that the establishment of Orchid Forest brand identity as an instagrammable digital tourist destination was carried out by organizing pine forests into attractive photo spots and presenting rides with attractive lighting concepts in order to look instagrammable. Thus, what is offered to the public is in accordance with reality and meets their needs for photo tours in Orchid Forest.

Abstract
The mandate of Law Number 21 Year 2008 concerning Sharia Banking gives authority to the National Sharia Council-Indonesian Ulema Council (DSN-MUI) to make fatwa in the field of Sharia Banking. One of them is fatwa number 02/DSN-MUI/IV/2000 about Savings. In the stipulated fatwa, the contracts used for savings in sharia banks are Mudharabah and Wadi-ah contracts. Both contracts become the reason to conduct this study aiming at finding Wadi-ah contract in the DSN-MUI fatwa number 02/DSN-MUI/IV/2000 concerning Savings in terms of intention theory (Nadhariyat An-Niyat) and sharia principles. This study used normative juridical with descriptive analysis, secondary data, and literature study as data collection method. Qualitative data analysis was interpreted systematically. The results showed that, first, the product according to the DSN-MUI fatwa used Mudharabah and Wadi-ah contracts. However, in Wadi-ah contract, the bank used Qardh contract because the entrusted object is money and the funds are used by the bank. Based on the theory of intention, it is the substance that becomes a guide, not the formalistic naming. Hence, though the name is Wadi-ah contract, the reality, it is Qardh contract. In the discussion of contemporary muamalah fiqh, it is called wadî-ah yad al-dhamânah contract. Second, the development of Wadi-ah contract in fund raising products in DSN-MUI fatwa do not contradict sharia principles because in its application, sharia banks do not promise the existence of bonuses or prizes required at the beginning of the contract, so that this product is free from prohibited transaction such as usury.

Abstract
waqf is one of the financial instruments in Islamic economics used in the time of the Prophet. The waqf assets currently managed still revolve around land assets, mosques, madrasah or Islamic boarding schools and funerals.The implementation of most waqf institutions does not have good waqf asset management, causing manipulation of waqf asset availability or loss of waqf assets. Therefore, research problem formulation are (1) to analyze the mapping of waqf assets in waqf institutions in Indonesia, (2) to analyze the review of government rules and legislation on the implementation of waqf asset management in waqf institutions in Indonesia. research methods using qualitative methods with descriptive analysis approach. The results showed that the types of waqf assets managed were 78% of waqf institutions managing fixed assets, 68% managing waqf assets in the form of money and 33% managing non-fixed assets. Waqf asset management in terms of statutory rules explained that that 89% of waqf institutions have made an inventory of waqf assets, 44% have legalized assets waqf through waqf pledges, and 78% have assessed waqf assets through independent institutions. The waqf asset optimization activities are carried out through the receipt of waqf assets in the form of money.

Abstract
This study aims to measure the quality of higher education websites in Bandung using the Webqual 4.0 method based on user ratings of actual perceived quality of expected quality so as to make it easier for prospective students to obtain the information needed and make it a one stop information. The research method used in this research is descriptive quantitative method. This study uses primary and secondary data, the sampling process uses non-probability with Convenience sampling technique, the minimum number of respondents based on the Bernoulli method is 97 respondents. Data analysis techniques using Importance Performance Analysis (IPA). The results of this study in terms of usability are in the important category and the achievement level of satisfaction is 96.46%, in terms of Information Quality is in the important category and the level of achievement satisfaction is 96.01%, in terms of Service are in the important category and the level of achieving satisfaction 96.20 %.

Abstract
Change is evitable, every organization has to change to face the VUCA era. However, research showed that many planned change program were failed. Many variables play significant contribution to the success of change program and one of it is the change leader. What are the characteristics and roles of change leaders, in order to make the program successful? This study conducted at various places in Indonesia (Java, Bali, Sulawesi, Sumatera, NTB, NTT) consisted of 170 participants, from various background and professions, with the certain criteria such as permanent staffs, understanding about the organizational change and the local culture. Focus group discussion was the method of data collection. Analyses was conducted using Content Analysis and Descriptive Analyses. This is a grounded research to develop the model of Change Leader of Indonesia. The study showed that there were three roles that were mentioned to be mastered by the Change Leader namely: a) Change Pioneer, b) Change Enabler, and c) Coach, meanwhile Change Enabler is the most important roles compared to the other roles, and the role of Evaluator is the least mentioned by them. This study is significant for both the researcher and practician in understanding of change leader in order to make organizational change successful.

Abstract
International law was assumed as a set of rule that regulate inter-nation relationship. In other words, international law existence shall be preceded by the existing of states. Indonesia, as nation state, proclaimed its independence on August 17th 1945. It means before proclamation, international law never exist in Indonesia territory. This proposition makes author interested to explore more deeply practice of international law in Indonesia. The article use interdisciplinary method which are legal normative and history. Legal normative used to seek the interpretation of international law and history will use to look up evolution international law practice in Indonesia.
