Abstract
This study investigates the impact of oil price financial soundness of airlines company during period 2006-2017. Using the OPEC oil price as an indicator, this study found that oil price have negative impact on airlines company financial soundness. Oil price may affect the cost function because oil price is considered to be the biggest component in cost structure of airlines company. Therefore, airlines company should always anticipate the oil price in order to maintain its financial.

Abstract
This study investigates the impact of oil price on cost of hajj in Indonesia during period 1975-2018. Using the OPEC oil price as an indicator, this study found that oil price have positive impact on cost of hajj. As the oil price increase, the hajj cost may also increase. This is due to the major component of hajj cost is transportation cost which really sensitive to oil price changes.

Abstract
Resource allocation is the process of assigning resources to complete the tasks of a project. It is often project managers find some resources are over allocated so they cannot complete the work according to the timeline. Using existing historical project data, it can be used to extract similarity scenarios using regression analysis model. Then, the optimal or near-optimal solutions visible and adopted to allocate human resources in the project. This analysis shows the important role of project managers in determining the optimal allocation of resources in an software development project. The result solution expected to contribute the performance improvement of software development projects and can also be adopted by other companies that have similar needs. Eventually the solution expected to increase the competitive advantage for the organization.

Abstract
The Government of Indonesia recognizes MSMEs as the main driver of economic growth as well as social welfare. Furthermore, Indonesia making MSMEs the priority of government policy. In fact, only 18% of Indonesia-s MSMEs currently use e-commerce through the use of websites and social media, and only 9% adopt a more sophisticated e-commerce strategy. It is important to assess how the involvement of e-commerce, in MSME business-to-consumer (B2C) relationships affects the success of micro businesses in the Indonesian retail sector. The Greater Jakarta area is the largest e-commerce market and trends show that the clothing category is the most popular. Seeing business opportunities, MSME Atkey developed a business engaged in online retail of apparel for young adult women. However, Instagram marketing strategies and distribution channels from Atkey have not been excellent. In this research, we conduct business coaching method an action research, using some of instruments such as collected qualitative data for mapping MSME condition and problem, then proceed the corrective action for improvement. The Pareto analysis for showing gaps reveals unoptimzed promotion channels, and ineffective workflow processes. Therefore, we restructured the Instagram marketing strategies and workflow business process for Atkey. We started exploring from industry analysis based on 5-s Porter, competitive analysis, STP (Segmenting, Targeting and Positioning), Promotion and Marketing Communication Strategy. This study designed to help Atkey in Optimization of Instagram Marketing and Efficiency of Workflow Business Process Using e-commerce in MSME Atkey to face business competition in maintaining the companys long-term sustainability.

Abstract
Coffee shops are spreading widely nowadays, especially in Jakarta. To compete in this industry, SMEs should go the extra mile to survive. Woven Coffee is one of the SME that trying to survive in this industry. They will necessitate having a signature product, superb service excellence, or even provide a fancy space. The objectives of this research are provide a solution through business coaching to develop physical evidence of Woven Coffee in order to attract more customers and also determine their food production standard time. This study is conducted using a qualitative method, and the data is obtained by observations, surveys, as well as in-depth interviews. We utilize seven analytical tools to achieve the targeted results, namely Business Model Canvas (BMC), Porter-s Five Forces, PESTEL Analysis, Service Marketing Mix, SWOT Analysis, TOWS Analysis, and GAP Analysis. These analyses are used as a base to generate the result of this study, i.e., developing the physical evidence of Woven Coffee and applying the standard time of food-producing accordingly.

Abstract
PTPN IX Semusim Division (sugar) is facing low productivity, low efficiency and over finance problems. This research aims to analyze the alternative solutions carried out by PTPN IX in overcoming productivity, efficiency and over finance problems in period 2014 to 2018. We used case study method and obtained data through in-depth interview and observation. The result of this study shows that the productivity and efficiency of sugar mills can be improved through improving their mills reliability, increasing private owned area of sugar cane, research and development related to seed and improved rendemen, and education and training to improve the quality of human resources. To reduce the over financing condition can be minimized by debt restructuring and asset sales. The increased productivity and efficiency of PTPN IX sugar division is expected to support improvement of productivity and increase the national sugar industry.

Abstract
The rapid development of technology has affected many changes in various sectors, including the retail sector and the fashion industry. Multichannel service is starting to shift to omnichannel. To better understand the phenomena that arise, This paper is about investigated the potential drivers of omnichannel service usage in fashion industry. This research develops a model based on object based beliefs and behavioral beliefs. In addition, innovation in fashion (fast and slow fashion) are hypothesized as moderating the effect of behavioral beliefs on omnichannel service usage behavior. Using an online survey of 200 omnichannel users, this study find that channel integration quality significantly affects perceived fluency across different channels, in the end will improve omnichannel service usage. The result also show that slow fashion enhances the effect of perceived fluency on omnichannel service usage, Whereas fast fashion weakens the effect of perceived fluency on omnichannel service usage. Furthermore, the model can be applied to fashion retailers useful insights regarding the development of future omnichannel strategies.

Abstract
Learning analytics has change a lot of business perspectives and can be used by various field. This is the case where learning analytics has become one part of the special interest domain that encourages the finding of entrepreneurial opportunities. This study exemplifies the perceptions of 285 business students of Telkom University on how the implementation of big data analytics would matter. It describes the benefits of studying “data analytics” in understanding the ultimate objectives of training students to become entrepreneurs. The study uses the following variables: use of IT tools, self-regulated learning, ability to analyze data, improve skill, develop new business model, and opportunity to be new entrepreneur, as proposed by Sedkaoui (2018) and Eom (2012). The data is collected through questionnaires. The finding inhibits some important variables in feature statistics, correlations, pivot table, scatter map, and association with minimal support and minimal confidence >80%. The manifested variables take variety of distribution while those that combined with gender is distributed normally. As it shown by the results of the Pearson-s correlation, the factor loadings of the indicators show highest value with regard to the corresponding variables while still showing fairly little correlation with another variables of the construct.

Abstract
Plastic label company is one of the manufacturers that provides plastic label products in the form of Flexible Packaging. Company production data in 2018 show that there is a fluctuation in the amount of Defect. Not only that, the defect value is always above the maximum limit applied by the company which is a maximum of 8%. Data on the number of compliance with Flexible Packaging requests from 2015 to 2018 continues to decline. Increasing productivity by reducing waste becomes one of the things that need to be done to increase production. Waste analysis in the Flexible Packaging production process is carried out by the Seven Waste Assessment (SWA) and Waste Relationship Matrix (WRM) methods. SWA is used to identify waste, while WRM is used to determine the level of interrelation between waste. Also carried out weighting of each waste with the Waste Assessment Questionnaire (WAQ) method. From the weighting of waste chosen appropriate tools using the VALSAT method. From this study produced four priority wastes that will be recommended to be reduced, namely Motion, Defect, Inventory and Transportation. The recommended improvement for Waste Motion is to implement Quality Improvement, namely the application of 5S principles. Whereas recommendations for improvement for waste transportation by changing the layout of the factory engine using the U-Shape Layout principle. Reduce improvements to Inventory waste by applying the principles and Economic Order Quantity (EOQ) equations to control raw materials and adding lamination machines to reduce WIP Printing Inventory. Meanwhile, to reduce waste Defect, it is recommended that the Poka-Yoke principle be applied in the production of Flexible Packaging.

Abstract
One of the most powerful economic drivers in Indonesia is Micro Small Medium Enterprises (MSMEs). They positively contribute to Indonesias Gross Domestic Product (GDP). Unfortunately, many of them are still not appropiately managed. In this research, we applied some business coaching methods on one of MSMEs in Bekasi, namely RF Variasi Mobil. Its core business is focused on selling variation products and cars upholstery patent service. Using business coaching instruments, we collected qualitative data for mapping the MSMEs condition and problem, then take corrective action for improvement. The Pareto analysis for showing gaps reveals that financial system record and Geotrackers marketing plan are still concern. Thus, we restructured the financial system record from MS-Excel based to Ipos4 application-based and set marketing plan for Geotrackers product. W started examination from industry analysis, competitive analysis, segmenting, targeting, and positioning (STP) analysis, price setting, discrimination price, promotion, and marketing communication strategy. Before initiating a marketing plan, we surveyed about Geotrackers brand awareness and confirmed that Geotrackers marketing plan is eligible to be applied. This study helps RF Variasi in managing the financial record system and marketing activities to amplify Geotrackers brand.

Abstract
The overarching question for the government as the sole owner of the State-Owned Enterprise (SOE) is why the company needs to be owned by the state. On the other hand, there are SOEs that conduct similar business activities like Indonesia Trading Company (ITC) – PT Perusahaan Perdagangan Indonesia (PPI) and Perum Badan Urusan Logistik (Bulog). This study aims to measure the financial health of business, performance and competitiveness as well as to predict the risk of bankruptcy of ITC itself. This research was conducted by using secondary data from the company-s financial statement and the application of the Altman model and the Data Envelopment Analysis (DEA) method. As the result of the research about the financial health of the company, it has not shown positive performance and even loss. It can be seen from the Altman Z-Score which is in the gray area and also while using the DEA method, the efficiency score shows less than one. This study recommends that a restructuring of ITC can be carried out to make this SOE healthy, so it can operate efficiently, transparently and professionally. To realize this, this study finds the possibility of Perum Bulog to acquire ITC.

Abstract
Geneticists have succeeded in producing and strict selection a better broiler breeds that can that can provide better yields for shorter periods of time. However, chicken farm management is still a significant factor in producing broiler production. Some risks in the maintenance phase that are not treated early become one of the causes. This paper proposed application of risk management to identify, assess, analyze risks events in boiler farm management and how to mitigate those critical risks to increase the performance and productivity of the broiler production in closed house system. Bayesian networks can be used to analyze more specific information regarding rearing management and can be expected to provide solutions for the issue. Five processes in broiler management identified as basis to identify risk events such as receiving DOC, brooding period in 1st week, brooding period in 2nd week, growing period in 3rd week, growing period in 4th week until catching. Several risk events have identified based on interview and related literature and document such as risk of bad quality DOC on receiving DOC until risk of heat stress impact on last growing period . Measurable risk analysis is expected to revise any bad rearing management.

Abstract
Nowadays men-s grooming has an immense business opportunity based on Euromonitor data-s, but the growth of channel distribution of men-s grooming from 2013 to 2018 is only 0.1%. Barbershop is one of the channel distributions on men-s grooming industry. This study analyzes the needs of barbershop customer from three-factor of customer equity, value, brand, and relationship and compares the services provided by the Good Willie barbershop. The result of the comparison analyzed by IPA analysis; the result used as one of deliberation to improve Good Willie barbershop. Beside IPA analysis, business model canvas, SWOT analysis, internal and external analysis used as a method to find the problem and make an improvement at good willie barbershop. This study conducted by qualitative and quantitative methods based on owner interview, business, and customer observation. The result of the analyze, good willie barbershop needs improvement in value equity, to get the exact improvement this study used service quality to scan the actual needs of good willie barbershop customers. Moreover, the result of service quality observation used to compare good willie barbershop position in customer value hierarchy and determine which value needs to improve, one of the improvement Good Willie barbershop needs is remodelling model business.

Abstract
During 2011-2015, the export of essential oils increased from $580 to $637 billion, making Indonesia as the 12th largest suppliers. However, in the previous researches, problems faced by the industry include uneven organizations of farmers and the visible income gap of each essential oil supply chain. Moreover, farmers are faced with production risks, price fluctuations, and limited marketing channels. The purpose of this research is to examine a solution to stabilize the welfare of farmers and refiners as part of the upstream essential oil industry. We use case study method at two agriculture areas and obtained data through in-depth interviews and observations. The study shows that stabilization can be achieved through the paradigm approach that both farmers and refiners are entrepreneurs. Thus, suitable business models for both are generated. Second, there must be a linkage between farmers- production level and industry needs through agricultural cooperative so the production plan will always be aligned with the market.

Abstract
In this era of globalization there are plenty startups are developing, especially in the fintech sector. In Indonesia, there are 227 fintech companies consisting of fintech lending and equity crowdfunding. In order to compete, these companies must implement the right strategy in developing innovative products. The development that is not precise will threaten the continuity of startup business. The concept of lean startup has been developed by startups and large companies to develop products. The consistent application of lean startup methodology must be implemented to overcome market uncertainty and potential failures, so companies contrive to develop strategies based on SWOT analysis. The purpose of this study is to identify the variables that suitable for the necessities and conditions of the company, determine the variables (critical success factor), and plan the exact strategy to be applied by fintech startups. The study begins with the classification and pre-analysis of internal and external variables on one of the fintech startups. Then the questionnaire was distributed to the company management and the experts used the Delphi method to identify the related variables. To determine the priority value of each variable, a pairwise comparison matrix was made using the MCDM-AHP method. Afterwards, a strategy that is suitable for companies with QSPM will be determined. The aim of this research is to make the companies can develop strategies precisely based on internal and external conditions

Abstract
Ministry of State Owned Entreprises (Indonesia) is developing Kriteria Penilaian Kinerja Unggul (KPKU) as a guide for building, organizing, and empowering state-owned people and resources to achieve superior performance. KPKU is a number of questions about the fundamental aspects of organizational management in the context of achieving superior performance, consisting of seven categories namely 1) Leadership 2) Strategic planning, 3) Customer focused, 4) Measurement, Analysis, and knowledge management, 5) Worforce focused, 6) Operation focused, 7) Result. KPKU has eight performance classes with a score range of 0-1000, which is 1) World Class Leader (score range 876-1000), 2) Benchmark leader (score range 776-875), 3) Industry Leader (score range 676-775), 4) Emerging Industry Leader (576-675), 5) Good Performance (range score 476-575), 6) Early Employment (range score 376-475), 7) Early Result (range score 276-375), 8) Early Development (Score range 0-275). PLN is a STATE that is engaged in electricity where has several business units. PLNs business Unit is divided into 3 main streams, such as generation, transmission, and distribution. PLN UIT JBTB is a PLN unit in the transmission stream where the business activities carried out is the operation and maintenance of high voltage installations. At KPKU, the focus of operations is in category 6. The categories on KPKU are interconnected with one another. So the author sees when making improvements starting from category 6 It will impact other categories. On the other side of the management contract in 2019, the perspective of product effectiveness and process has a big weight compared to other perspectives. This research aims to get improved to improve the performance of PLN UIT JBTB based on the current KPKU score.

Abstract
The development of business strategies, especially in terms of marketing must continue to be done in order to increase business growth so as not to stagnate. Every business must be able to adapt to the business environment, especially in current digital era, without exception Micro, Small and Medium Enterprises (MSMEs) has to continue to develop business in the digital world. This thesis aims to develop marketing channels for MSMEs that have begun to move into the digital world, which is namely MSME Selempang Grosir. Decision making and also business coaching-s research data obtained through interviews, observations, focus group discussions, and mini surveys to customers and non-customers of Selempang Grosir. Through the method of data collection, it was concluded that Selempang Grosir need to develop marketing channels through social media and e-commerce with the establishment of Standard Operating Procedure (SOP) promotion on social media.

Abstract
The development of information technology has facilitated the growth of online business. This study aims to investigate the effect of consumer innovativeness and digital literacy on consumer intention to purchase from Traveloka in Padang. A survey methode was performed to 142 students in Padang, West Sumatra. Research instruments were adapted from various previous literature. Data of this study were analyzed by using structural equation modelling with Smart PLS 3.0 software. Result of this study found that consumer innovativeness and digital literacy have significant effect on consumer intention to purchase from Traveloka.

Abstract
This study analyze and explain the effect of consumption values on behavior intention through perceived beneficial image as mediator. The object of the research was English tour in English Village Pare, while the subjects were Tourists from outside Pare who are also students in English Village Pare. The sample size of the research was 197 respondents. The sampling technique used in the research was purposive sampling. The data was analyzed technique using structural equation modeling with AMOS as analysis tool. Based on the result of analysis, it showed that consumption values has positive and significant influence on perceived beneficial image tourists and language students in English Village Pare. Consumption values has not significant influence on the behavior intention tourists and language students in English Village Pare. Perceived beneficial image has positive and significant influence on behavior intention tourists and language students in English Village Pare.

Abstract
Abstract This research is motivated by problems related to Destination Imagery, Tourist Facilities, and Taman Pintar Yogyakarta Experimental Marketing. Based on the results of the pre survey, overall Taman Pintar visitors were satisfied with the Taman Pintar but were not loyal to the Taman Pintar due to the large number of tourist attractions in Yogyakarta which according to respondents were more interesting than the Taman Pintar Yogyakarta. This study aims to determine the effect of Destination Image, Tourist Facilities, and Experiental Marketing on Loyalty through the satisfaction of visitors to Taman Pintar Yogyakarta. This research uses quantitative methods with descriptive and causal research types. Sampling was carried out using the method of probability sampling type Accidental Sampling, with a total of 100 respondents. Descriptive analysis techniques and path analysis. The results of the descriptive analysis showed that the variable Destination Image, Tourist Facilities, and Experiental Marketing, Satisfaction and Loyalty were in the good category. The results of the calculation of the multiple linear regression analysis of equation II show that the Destination Image, Tourism Facilities, and Experiental Marketing variables influence the Loyalty variable through the visitor satisfaction variable at Taman Pintar Yogyakarta.

Abstract
The purpose of this research is to examine the relation between family ownership structure and leverage and also the indirect impact of independent commissioner and independent director on the relationship of the family ownership structure and leverage. This research applied a purposive sampling technique that resulted 22 Indonesian manufacturing public firms operated in the period of 2010-2018 as the sample. The panel data was collected from Thomson Reuters and family ownership data is manually collected from the company annual report. This research using multiple regression analysis with four models. The result provides that family ownership structure is negatively significant to leverage. Independent director and Independent commissionaire are not significantly related to the family ownership structure and leverage. The result of this research could help the company to make a financing decision and mitigate the agency problem.

Abstract
Indonesia will experience a demographic bonus in the period between 2020-2030 that will only occur once in the history of a nations journey. At that time, the age of the labor force reached around 70 percent. The millennial generation is the major productive age population in this era. The millennial generation, who has extreme fun and social values, makes organizations consider to introduce fun at work to retain employees. The phenomenon of war for talent makes the need to reduce employee turnover intention increasingly important. This study also focuses on organizational citizenship behavior (OCB), which contribute to organizational effectiveness. This study examines and explains how fun at work could influence turnover intention and OCB with affective commitment as a mediating variable. This study was conducted on 316 millennial employees in the digital creative industry. The respondents completed a questionnaire to assess elements of fun at work, turnover intention, OCB, and affective commitment. Structural Equation Modeling (SEM) analysis method is used to show the causal relationships between these variables. We found that fun at work was negatively and directly related to turnover intention and positively and directly related to OCB. In addition, having fun at work are also more likely to increase millennials- affective commitment in organizations, and consequently, bring a more significant impact on reducing turnover intention and increasing OCB. This study provides evidence that implementing fun at work can help organizations manage millennial employee turnover rates. Creating a fun and comfortable work environment can also encourage them to give their best performance through OCB. To the best of our knowledge, research that explores the impact of fun at work in the digital creative industry is still very limited. Currently the industry is making a significant contribution to the national economy and millennial generation plays an important role in it.

Abstract
Turnover is a major issue for organizations, including public sector organizations. The purpose of this study is to investigate the effect of human resource practices on turnover intention and to examine the mediating effect of burnout on the relationship between the human resource management practices and auditor turnover in XYZ institution. Prior HRM practices-employee turnover studies mostly have been from the HR manager-s point of view. This study takes a different approach and examines this relationship from an employee-s point of view. Internet-based questionnaires were used to collect the data from 200 auditors working in a government institution as external auditors. Data analysis was conducted on the Structural Equation Model (SEM) using path analysis and LISREL 8.8 application with the presence of the mediation effect. The study found not only that the HRM practices lower employee turnover intention but also-this relationship is partially mediated by burnout. The results of this study are not only supported that organizations should focus on employee perceptions of the organizations- HRM practices but also indicated that human resources should go beyond establishing policies and procedures to provide an employee-friendly work environment.

RSUD Bandar Negara Husada is a hospital owned by the Provincial Government of Lampung as an institution which has an area of work in all districts / cities in Lampung Province,The need for monitoring in carrying out the work and the time to do the planning so as to produce the desired performance as well as good service. Achievement can be seen from the decline in several months.This study aims to determine the effect of an individuals ability to performance and workload on the performance and work environment against which applied to RSUD Bandar Negara Husada in influencing the performance of employees, this research analyzed using multiple linear regression analysis, The data used in this study were obtained from 145 respondents employee RSUD Bandar Negara Husada, The results support the hypothesis that the workload does not affect the performance of employees, while the ability of the individual and the work environment positive effect on employee performance.

Abstract
Ecotourism is defined as responsible travel to natural areas that conserves the environment, sustains the well-being of the local people, and incorporates interpretation and education. With its rich natural biodiversity, Indonesia has played an important role in the world-s environmental conservation. Ecotourism, therefore, is a special interest tourism that Indonesian government has developed and promoted as a means to attract more responsible tourists to visit the country. Promotion strategy has been undertaken using both offline and online platforms to enhance the image of Indonesia as a worth-taking ecotourism destination in the world. This study aimed to examine the effect of online promotion through various digital platforms, which play as an external stimulus, and travel motivation as an internal tourist-s driver on tourists- destination image and travel intention to ecotourism destinations in Indonesia. Questionnaire-based survey was completed to 319 respondents who would travel to any ecotourism destinations in Indonesia. The results showed that both online promotion and travel motivation directly affected tourists- intention to visit ecotourism destinations in Indonesia. Meanwhile, the image held in tourists- minds about the destination had played as a significant mediating role of online promotion and travel motivation in influencing tourists- travel intention.

Abstract
This study aims to determine the effect of perceived ease to use on perceived usefulness, attitudes towards using and behavioral intention. This study used sampling with a purposive sampling technique. The number of samples in this study were 189 respondents. Data obtained through questionnaires which are distributed directly to stations in the city of Yogyakarta and through Google form. Data analysis techniques using SEM (Structural Equation Modeling) with AMOS software version 22. Based on the results of the analysis that has been done, shows that perceived usefulness influences the attitude towards using, perceived usefulness affects the behavioral intention, attitude towards using affects the behavioral intention and attitude towards using as a mediator influences in the relationship of perception usefulness in behavioral intention.

Abstract
BPJS Ketenagakerjaan is a public legal entity that reports directly to the President of Republic Indonesia that provides protection for workers to overcome certain socio-economic risks due to employment relations through 4 employment social security programs including Jaminan Kecelakaan Kerja (JKK), Jaminan Hari Tua (JHT), Jaminan Kematian (JK) and Jaminan Pensiun (JP). This study aims to determine whether perceived value and service quality affect the customer satisfaction Jaminan Hari Tua (JHT) at the BPJS Ketenagakerjaan Palembang branch office. The data used in this study are primary data by distributing questionnaires to all participants of Penerima Upah (PU) in 2019 as many as 237,581 participants. The number of samples used was 100 respondents. The analysis technique used is multiple linear regression analysis that was previously tested for validity and reliability. The results obtained are perceived value and service quality have a positive and significant effect on customer satisfaction Jaminan Hari Tua program (JHT) at the BPJS Ketenagakerjaan Palembang branch office. This research is expected to be a reference to choose which variables are better used in future studies. For companies to be able to propose to the government about increasing the benefits of the BPJS Ketenagakerjaan programs and trying to innovate for better marketing and service strategies.

Abstract
This research was conducted to determine the effect of price and promotion of induction cookers to increase sales of electric power at PT. PLN (Persero) UP3 Bangka on Celagen island. The data used in this study uses primary data and secondary data. Primary data obtained by distributing questionnaires to customers at PT. PLN (Persero) UP3 Bangka on Celagen island. The population in this study were 264 customers of PT. PLN (Persero) UP3 Bangka on Celagen Island. The sample used in this study were 100 respondents. The results of this study found that the price and promotion of induction cookers had a positive and significant effect on increasing electricity sales at PT. Abstract
The objective of this research is to examine the influence of role overload on organizational citizenship behavior of National Standardization Agency (BSN) employees, mediated by emotional exhaustion and investigate the influence of supervisor autonomy support as a moderating variable on the relationship between role overload and emotional exhaustion. The proposed model is built based on the Conservation of Resource theory and the theory of Self-Determination. All of the participants in this study were permanents employees of BSN. Data were collected using an online survey, and all analyses were carried out using SPSS and SEM-PLS. Based on the study of 212 employees from BSN, the results provide support for a hypothetical model that determines the correlation among all variables. The role overload was found to have an indirect and negative effect on OCB through emotional exhaustion, and supervisor autonomy support was found to buffer the negative relationship between role overload and emotional exhaustion, and indirectly to organizational citizenship behavior. These findings may help us to understand the intervening variable that may explain the negative relationship between organizational citizenship behavior and challenge stressors. Furthermore, this findings provide information about managerial practices at government agencies to reduce the negative effects of excessive workloads.
