Abstract
One of the focuses in SDGs was environment value which reflects in some goals that must be achieved in 2030. While the government was committed to achieve SDGs, the world itself was entering new phase which known as the fourth industrial revolution. This phase become a beginning in the transition of energy usage. Whereas, the first and second industrial revolution rely in steam then move to electricity, the fourth industrial revolution rely in renewable energy resources. The moves in energy usage gives hope to lift some burden to the world regarding environmental problems as well as opportunity to one step closer in fulfilling SDGs. The problem that would be answer through this paper was, first, the availability of affordable and clean energy resources which eventually also would give benefit to the environment. Second, what kind of global framework will be sufficient in managing this phase. Because it is needed for the government and related stakeholder to create collaboration and ensuring global stability to developed this sector. Third, what can we do to contribute in this new phase to achieve that goal.

Abstract
Merauke located in the eastern part of Indonesia, which has natural and cultural resources that can be managed as tourism assets. Merauke tourism provides an opportunity to reduce the poverty of the surrounding community through community empowerment. People gain economic benefits from tourism development to increase their welfare. However, if it is not managed properly, the development of Merauke tourism can also become a disaster in the form of environmental ecosystem damage. The benefits of tourism development will be meaningless if it cannot be maintained and generated to future generations. This article will discuss the empowerment of the Merauke community in supporting the development of sustainable tourism by maintaining the sustainability and preservation of environmental ecosystems while taking into account the socio-cultural conditions of the local community. This study uses a descriptive-qualitative method that describes community empowerment in supporting sustainable tourism while gaining economic benefits from the development. The data collecting is carried out through documentary study and interviews with the Merauke Regional Government, WWF activists, and community leaders. The results of the study show that community empowerment in supporting Merauke tourism is carried out by developing the entrepreneurial spirit in tourism, increasing social control in protecting the environment and focusing on the role of local leaders in the community in tourism development.

Abstract
Tourism sector has grown into superior sector with rapidest growth in the world and been a locomotive of economic growth. Kelurahan Setabelan of Surakarta City is attempting to develop culture- and locality-based tourist village. Using action research method and theory of community empowerment by John Friedman, this research aimed to describe the process of empowering the villagers conducted in participative manner and involving stakeholders. The result of discussion showed that community empowerment process was conducted through the production of knowledge on history of village, potency, need, and problem. The result of knowledge production was used as the data to design workshop for citizens through Focus Group Discussion (FGD) mechanism. Workshop series has been implemented because the community interested in packaging the cultural of village potency as tourist attraction. The culture of citizens potency is packaged in the form of village profile book, village diary, documentary video, village sketch, Open Street Map (OSM) and infographic published through website and social media that are accessible widely. Thus, empowering the village through the potency it has in cultural context will give shape to knowledge, belief, understanding, and custom and habit or ethic guiding human behaviour in living within his community.

Abstract
Abstract The study of moral issues in public administration has been dominated by instrumental values about achieving goals, not by the goals themselves. History about the values adopted by public administration as far as starting from the classics with effectiveness and efficiency to those considered contemporary with democracy and participation are mostly hurly-burly. Public administration, therefore, tends to be out of its context. Phenomenology and even anthropology studies are not strong enough to coloring the development of public administration ethics. In the Indonesian context, moral values in public administration research and practice appear to be undeveloped properly yet. The doctrine of dichotomy in public administration is so ingrained. The public administration has no determined their moral values themselves. With a meta-analysis approach, the results of the study show that public administration in Indonesia has not cared about efforts to look for its moral values, except values that are currently popular in global discourse. It has an impact on the vulnerability of sustainable development effort. It is unrooted policies anyway except a phenomenological approach to the ethics field.

Abstract
This study identifies an environmentally sustainable development in the Kutai Kartanegara Regency in the province of East Kalimantan. Kutai Kartanegara is a regency with a significant economic growth since the decentralization of permit authorization in the mineral sector in Indonesia. Abstract
Maternal Mortality Rate (MMR) is still high in Indonesia compared with that in other ASEAN countries. One under five age baby dies every three minutes in Indonesia. In addition a woman dies during giving birth or due to other pregnancy related cause every one hour. Entering into delivery period is a critical period to pregnant women because any possibilities can occur before ending up safely or with death. Facilities and resource related to delivery place are determinants for parturient women. Generally, the decision to select medical treatment made in rural areas should be based on the elder relative or decision of husband.Thus, it results in to the delayed delivery help leading to fatality. Therefore, in Wonogiri regency, Maternal Mortality Rate (MMR) has been established in 2017, aiming to reduce Maternal Mortality Rate. However, socialization about Maternity Waiting Home has not been adequate; as a result the facility provided to poor people with high risk pregnancy was utilized less maximally by the citizens.

Abstract
Leaving the world of prostitution is a difficult thing for former female prostitutes. The need for money, family rejection and negative stigma to former female prostitutes make them desperate and re-prostitutes. It takes a struggle and a strong determination to escape and not trapped in prostitution again. It is therefore interesting to investigate how former female prostitutes interpret the identity transformation that makes them actually left the sex work. The purpose of this research is to investigate the meaning of identity transformation of former female prostitutes so that they can persistence to still not back again to sex work even though the bad stigma is still attached to them. This research using phenomenology approach to discover the meaning of the identity transformation of former female prostitutes. In-depth interviews, nonparticipant observations and document analysis were used to gather the data in this research. There were six meanings of identity transformation of former female prostitutes: 1) The result of a strong intention to leave the sex work; 2) Gift from God; 3) Repentance; 4) Efforts to get rid of bad identities; 5) Consciousness; and 6) Freedom.

This is because many factors include cooperation between actors that have not been good. It can be said that the sustainable development approach launched by the government is not good. Interesting phenomenon why this research conducted. As for the purpose of this study is to answer the research question why Tourism Village development policies in the city of Semarang are not fully characterizee by sustainable development. The method of research uses qualitative descriptive. The city of Semarang. Data collection was carried out by observation, interviews and documentation. From the results of the study, it can be seen that: tourism development policies, especially about tourism villages in Wonolopo village research locations are still less irritable. The cooperation between the actors involved is still not maximal, and the governments attention is still low. In relation to the sustainable development approach this policy also still does not fully show its characteristics. This is indicated by a lack of government attention to tourist villages that already formed but then allowed to grow and develop on its own. Characteristics of having an impact on economic aspects have not been maximal, the characteristics of the aspect of resources can be said to be quite good, and seen from the aspect of the social environment in particular it is still not good. While as a new tourism village, it still needs attention and support from the government and other actors to develop it so that it can exist in the future. Recommendations that can be conveyed to the government are to increase the network of actors involved so that they are more solid in developing tourism villages that are formed and give attention and more intensive guidance and direction. For tourism villages themselves, it is necessary to continually increase their capacity by collaborating with the private sector or other third parties. Sustainable development that has not yet been identified must continue to be pursued so that it can realize Tourism Village development policies Characteristic by sustainable development

Abstract
Narcotics and drugs or hazardous substances (drugs) are the most dangerous cross-border problems that can damage life not just one or two people, but all the worlds people (Winarno, 2014). This is very much realized by around 169 countries that agreed on the Sustainable Development Goals (SDDGs) agenda. One of the 17 goals of the SDGs 2030 was Ensure healthy and healthy for all ages. Regarding drug abuse issues, the target to achieve this goal is to strengthen the prevention and treatment of substance abuse, including narcotic drug abuse and harmful use of alcohol. BNN survey data in 18 provinces in 2016 showed that Central Java, including the middle city, was seen from the number of drug abusers. But for the city of Surakarta it is already at an alarming rate. The percentage is 1.96% of the population, close to the national average of 2.2%. The purpose of this study is to find out: 1) What are the factors that cause drug abuse? 2) What are the teenagers knowledge about the types of drugs and their effects? 3) What is the knowledge of adolescents about drug trafficking networks? 4) What is the knowledge of adolescents to avoid drug abuse. The research method uses descriptive qualitative with a phenomenological approach. Determination of informants using purposive sampling, data collection with observation techniques, in-depth interviews and Focus Group Discussion (FGD). Data validity using source triangulation and method, data analysis with interactive analysis model which has three components namely data reduction, data presentation, conclusion drawing. The results showed that the characteristics of drug abusers came from various backgrounds. Habitus which is knowledge about the dangers of drug abuse is mainly learned from playmates. Positive and negative capital is the users cultural capital, while the domain is dominated by peers. So that habitus, capital and the realm of determining the actions of adolescents into drug abusers.

Abstract
Narcotics and drugs or hazardous substances (drugs) are the most dangerous cross-border problems that can damage life not just one or two people, but all the worlds people (Winarno, 2014). This is very much realized by around 169 countries that agreed on the Sustainable Development Goals (SDDGs) agenda. One of the 17 goals of the SDGs 2030 was Ensure healthy and healthy for all ages. Regarding drug abuse issues, the target to achieve this goal is to strengthen the prevention and treatment of substance abuse, including narcotic drug abuse and harmful use of alcohol. BNN survey data in 18 provinces in 2016 showed that Central Java, including the middle city, was seen from the number of drug abusers. But for the city of Surakarta it is already at an alarming rate. The percentage is 1.96% of the population, close to the national average of 2.2%. Abstract
Transboundary haze pollution (THP) resulting from land and/or forest fires experienced in the ASEAN regions has been formally addressed by ASEAN with the establishment of instruments of cooperation, and the significant effort was the formulation of ASEAN Agreement on Transboundary Haze Pollution (AATHP) which was eventually signed by all member states in June 2002 and came into force with ratification by a total of six member states in November 2003. To prevent the periodic incident of THP, zero burning policy is agreed as an alternative solution to mitigate transboundary haze pollution caused by forest and land fires in the AATHP. Anyhow AATHP still give access to controlled burning in applying the zero burning policy. This paper therefore will try to picture out how zero burning policy implemented at national level which still allow some forms of controlled burning. The national and regional legislation indicate efforts to comply the concept of sustainable development by ASEAN and Indonesia in particular.
