Citizen-s Representation in Public Policy Based on Digital Nodes

Abstract

Integration of digital technology in public policy, at least can be seen in three forms: the establishment of the internet of Things (IoT), digital response feedback such as devices in smartcities, internet-based channels such as online petitions, online public services. Public policy is implemented on the basis of ontological citizen interaction, as their subject and also object of government. In the digital integration, citizens are mediated by the presence of digital devices with assumption that each digital device is authorized by person to interact. The existence of citizens is represented by presence of technological devices based on a particular node system. Integration of digital technology has led to a new pattern of representation from individual representation into the representation of digital nodes in patterns of management of public interests, government services to decision making. Digital representation is assumed to be an actual representation so that it raises the issue of the legitimacy of the stimulus node-based digital policy making, and needs to re-occupy digital representation which is vulnerable to many manipulation potency. This research to examine the status and validity of digital node-based public policy making based on the perspective of citizens rights in government. Using a phenomenological approach to digital interaction and government by examining the trend of using IoT, digital services, the internet interaction. The phenomena studied include the presence of smartcity, digital public services, digital interactions between citizens and government. This research will produce a recommendation with two possibilities: (i) strengthening the legitimacy of digital interactions in government, or (ii) delegating the involvement of digital devices in public policy, evaluating the personal interactions of citizens with government.
