FROM SECURITY APPROACH TO AFIRMATION APPROACH: Politics of Budget and Financial Literacy for the Poor to Protect Migrant Worker in Banyumas Regency

Abstract

This research deals with two different but related topics, financial literacy and its effect in improving capacity to access information and banking services and budget policy and government capacity to intervene and protect migrant worker in Banyumas Regency. Most of researcher and policy maker consider problems and vulnerability faced by migrant worker derive from lack of supervising and coordinating capacities of the governments agencies and that of personal capacity of prospective migrant workers due to educational and socio-economic backgrounds. Different from most of scholarly studies on migrant workers, this research assumes that the lack of financial literacy and the absence of governments budget affirmative policy are roots of the problem. The lack of financial literacy has to do with personal capacity to access information and services while the absence of affirmative policy relates to structural and financial constraints faced by the government to intervene and protect migrant worker. Both problems are directly responsible for ongoing exploitation faced by those working overseas. This research finds out that while migrant workers contributes significantly to boost domestic economy trough remittance on the one hand and deal with unemployment problems on the other, most of migrant worker still relies on high interest debt and rent seeking practices. Though the government currently provides low interest credit program accessible to prospective migrant worker, this research shows that most problems faced by migrant workers in particular and employment problems in general have to be addressed through citizens and private sectors initiatives rather than government interference.
