Public participation is indispensable in increasing the quality of public services is bureaucratic reform agenda which mandates to Governments that one of the major objectives of the reform is the improvement and enhancement of the quality of public services, one of which was conducted by the agency bureaucracy. This research aims to look at how the level of effectiveness and efficiency of public services in terms of the reform of the bureaucracy which is currently becoming a big government program.
