EVALUATION OF POLICY RESOURCES FOR THE IMPLEMENTATION OF MOTOR VEHICLES WEIGHING IN PANTURA STREET CENTRAL JAVA

Abstract

The size of Indonesias population and the rapid rate of population growth from 2010-2016 which reached 1.36%, caused the need for logistics to be even greater. While based on 2017 data shows, logistics costs in Indonesia are still quite large at 23.5% of Gross Domestic Product (GDP). Transportation costs are one of the most influential components, which amounts to 60% of the total logistics costs. This condition was caused by the inadequate supporting infrastructure of transportation in Indonesia. Transportation supporting infrastructure is considered very important as one of the efforts to realize the seventeen goals of sustainable development which the government is intensively implementing. Based on these conditions the government is required to be careful in regulating and suppressing the cost of logistics costs, especially in the field of transportation infrastructure so that the community is still able to obtain logistics at a cost that is still within the limits of its ability to realize Suistanable Development Goals. One form of development program and protection of transportation infrastructure taken by the government is a policy on revitalizing the implementation of weighing motor vehicles on Pantura Road, Central Java. The problem raised in this study is about the still dynamics of the problems that accompany the journey of the policy of implementing the weighing of motorized vehicles on Pantura in the Central Java Region which could potentially hinder the flow of logistics distribution of goods. The purpose of this study is to evaluate and find out what are the supporting and inhibiting factors for the implementation of Perdirhubdat policy Number SK.3723 / AJ.005 / DRJD / 2018 concerning the 2017-2024 Motor Vehicle Weighing Revitalization Road Map on the Pantura Road in Central Java. This study is a qualitative type, with a descriptive-explanatory approach. The results of this study indicate that the implementation of the revitalization program in the implementation of weighing motorized vehicles has not been fully maximized. This can be seen from the evaluation indicators including effectiveness, efficiency, adequacy, equity, resposivity, and accuracy that still have not reached the target. While the factors that influence the implementation of the revitalization program in the implementation of weighing motor vehicles on Pantura Road in the Central Java Region include consistency of communication, HR management, disposition and organizational structure.
