Abstract
Conformity assessment is a process commonly used in calibration activities to ensure the validity of the results of measurements or calibrations with specific requirements or standards. In this research the use of conformity assessment was carried out on long gauge block calibration activities in National Metrology Institute of Indonesia by determining objective criteria called decision rule which aims to determine the limit of conformity assessment, conformance zone, and specification zone requested by the calibration customer. Decision rules are made by referred in statistical acceptance sampling based on go/no-go decisions with Gaussian Probability Density Function for the measured quantity. From this research, it was found that in the calibration process of long gauge block, the use of the decision rule concept was to use tolerance interval with a guard band. The guard band value is obtained from the uncertainty measurement analysis of the long gauge block calibration, while the acceptance zone value is obtained from the limit deviation of long gauge block based on ISO 3650.

Abstract
The condition of road access as a means of transportation needs to be considered because it affect the smoothness of vehicles passing over it. Road construction is not always on a good subgrade, there is possibility of being built on subgrade which has a low soil bearing capacity. If subgrade soil had low bearing capacity, the pavement will suffer damage such as holes and bumps. One of the parameters to find out the soil bearing capacity (soil strength)for subgrade is by Californian Bearing Ratio testing. Soil stabilization is one of some treatments to improve bearing capacity of soil through adding one or more material admixtures to the soil. This study aims to determine the effect of steel slag and fly ash admixture to the soil bearing capacity parameters such CBR value and its effect on soil physical properties. Soil samples are taken from location of Kadusentar Village Road Medong Village Mekarjaya Subdistrict Pandeglang District. The classification of soil using Unified Soil Classification System (USCS). The methode of stabilization of soil using variation of prosentase admixture 20% of fly ash and mixed with steel slag 0%, 10%, 20% and 30% from total weight of soil. Those samples are preservated for 0 day, 3 days, and 7 days then tested using CBR laboratory test apparatus. Based on the USCS, the classification of original soil sample in the area of study can be included as MH group, a non-organic clay soil with high plasticiy where its plasticity index value were 24,59%. The CBR laboratory test result showed that for variation of 20% fly ash and 20% steel slag with 7 days preservated give the optimum value of CBR increases from 3,524% to 26.14%. the highest CBR value of this mixture can be categorized as good classification. Plasticity index value decreased became 4.57 % which it can be categorized as low plasticity. Based on those results above it can be concluded that the addition of admixture combination of fly ash and steel slag can increase the CBR value and decrease the plasticity index value which is good for soil stabilization.

Abstract
A disturbance in the power system can lead to a voltage instability in the system. Voltage instability in the system causes the system to operate abnormally leading to voltage collapse or total blackout in the entire system. This paper discusses voltage stability to anticipate disturbance with Static VAR Compensator (SVC) using transient simulation in ETAP 12.6.0 software. Load shedding scheme by using voltage relay is analyze when a massive generator disturbance occurs. Load shedding scheme is relayed to revert and stabilize the system voltage. The scheme will trip some of the high priority load from the system. 15 MVA or 12,32% of the whole load will be saved to prevent the load from tripping used SVC with 30 MVAR ratings. Based on the analysis, SVC can be used to minimize load shedding for power system disturbance anticipation.

Abstract
Uncontrolled hemorrhage is the leading cause of death. The efficient hemostatic dressings are needed to promote coagulation and hold ongoing hemorrhage. Hydrogels are hydrophilic polymers with three-dimensional network structures with high swelling capacity to prevent accumulation of exudates. Hydrogels prepared from polyvinyl alcohol (PVA) grafted with chitosan have attracted considerable attentions due to their biocompatibility, high moisture balance property, and transparency. This study utilized alginate to improve elasticity and thermal stability, also enhance hydrophilicity and increase swelling ability. The hydrogels composed of PVA (7.5 % w/v), chitosan (0.05 % w/v), and alginate (0.2, 0.4, and 0.6 % w/v) were synthesize by gamma irradiation technique at total dose of 15 kGy. The results showed that the increasing of alginate concentration in the total reactant mixture can improve elasticity, swelling capacity and the equilibrium degree of swelling (EDS), and decrease water vapour transmitted rate/moisture vapour transmitted rate (MVTR). The hydrogel wound dressing with 0.6 % of alginate concentration was the best product in this study with 79.49 % gel content, 608.65 % swelling ratio, 628.32 % EDS in 22 hours, elasticity 62,58 KPa, evaporation rate (MVTR) 105g/m2h, degraded at temperature of 298.89oC, and the weight loss was reached 88.84 % (w/w).

Abstract
Traffic jam is an everyday problem which appear in almost of big city in the world. The cities without integrated public transport will have more problem in their daily traffic transportation, such as heavy traffic jam, high air pollution, etc. Serang City as the capital city of Banten-Indonesia has the same traffic problem, without a good integrated public transport, makes the problem of traffic transportation in Serang City becomes heavier. Virtual traffic simulation is known as powerful tool for generating alternative solution to minimize the traffic problems. This research use PTV Vissim as virtual traffic simulation software to minimize the traffic problems in Serang City. Serang City has 6 (six) sub-district area, there are Cipocok, Curug, Kasemen, Serang, Taktakan, and Walantaka. This research focus on vehicles traffic only in area of sub-district Serang with 5 main traffic lights crossroad. PTV Vissim uses to simulate the 5 of the main crossroads and find the average of the existing vehicles queue length in rush hour (morning and afternoon time). Trial and error operations such as traffic lights timing modification and routing modification use to generate alternative solutions for minimizing vehicles queue length as traffic performance in this research. The result of this research has found the rush hour in Serang City occured at 06.00-10.00 and 14.01-18.00 (UTC +07:00), and the routing modification in Kebon Jahe can reduce the average of queue length for 53%.

Abstract
A Flexible AC Transmission System (FACTS) device which is Static Synchronous Compensator (STATCOM) is commonly use to overcome voltage instability issue. However, the implementation of the STATCOM may cause a voltage increasement within the allowable limits in all areas and maintain the voltage stability of interconnected system. Therefore, this paper proposes an optimum placement of STATCOM to maintain the voltage profile of 150 kV subsystem during the loss of the transmission lines. The proposed methodology is verified by using a 150 kV interconnected system where the loss of two 150 kV transmission lines may lead to a voltage instability in the entire interconnected subsystem. The results show that the proposed method can maintain the voltage stability in the subsystem within the allowable limits in all period.

Abstract
Indonesia is one of the biggest plastic waste production in the world. The government targets to reach 20% for recycling plastic waste in 2019. One alternative to manage plastic waste is using pyrolysis to produce fuel. Pyrolysis is used to degrade the plastic long chain of polymer molecules into smaller molecules. All type of plastic except polyvinyl chloride (PVC) were used in this study to produce fuel. For the purpose, experiment factorial design was used for the optimisation plastic type, residence time, and temperature to maximise the yield of liquid products of the pyrolysis process. In this study 2k factorial design was used for each factor. The result shows that the pyrolysis process used is able to produce diesel like fuel in low temperature.
