Abstract
Local culture, including Javanese, has a treasure of values and principles that have deep roots in society. These values and principles are able to manifest in behavior, including in terms of self-control when working in a bureaucratic environment. In an atmosphere of formal and rational bureaucracy, various noble values that are characteristic of Javanese culture are sometimes not easily integrated into bureaucratic modernity. The research conducted at a government agency in the Special Region of Yogyakarta uses ethnometodology, to get a critical understanding of the dialectics of local culture with bureaucratic rationality. The research intends to provide a new perspective on the need to manage local culture in an effort to optimize internal control in the government bureaucracy. The success of fusing is influenced by many factors, videlicet the ability to get vertical and horizontal consensus, understanding the meaning of contestation, and the accuracy of understanding the alignment of the needs of the organization with its members. In the context of internal control in organizations, local cultural values are mostly able to survive and become reinforcement of internal control, but some other local cultural values are shifted by bureaucratic modernity due to several conditions.

Abstract
The policy style is the style of the police operations carried out by the Indonesian Police in counter-terrorism in Poso District. After the Poso conflict, Indonesia East Assembly Group appears led by Santoso. In anticipation of this, Indonesian Police took the police operation policies conducted since the year 2012 up to now. There is a style of policing operations policy conducted. The policy style consists of the Indonesian Police approach to solving problems and the relationship between the Indonesian Police and other actors in the policy process. Indonesian Police approach to solving the problem of terrorism is seen based on the formulation of police operational technical policies, including the general concept of operations and the objectives of operations and results of implementation. Whereas the relationship between the Indonesian Police and other actors in the policy process is based on policy actors participating in the Anev and Coordination Meeting held in making plans and implementing police operations. The policy style of Indonesian police, namely the Indonetian Police approach to solving the problem of terrorism in Poso Regency on the 3 (three) police operations is anticipatory. While the relationship between the National Police and other actors in the process of making the 3 (three) technical policy of operations, 2 (two) operations were carried out by consensus and 1 (one) operation was carried out by force (Operation Tinombala - 2018 Extension). Suggested participation of policy act actors in the making and implementation of policies based on or in accordance with public interests.

Abstract
Regional autonomy provides more space for regions to develop their territories so that peoples welfare can be realized. This effort can be made through policies sourced from local governments, one of which is development based on local potential. This study aims to determine the politics of local potential based development policies carried out by the Merangin District Government. This study uses a qualitative research approach with the type of library research by reviewing data related to local potential, development policies and community welfare of Merangin District 2016-2018. Based on BPS data, Merangin Regency has 131,413 Ha. rubber and 53,792 ha. oil palm as well as being the main foundation of people work in this region (79.63%). That is, if the Merangin District Government focuses on development policies in these two sectors, then almost all people will enjoy the results which certainly have implications for their welfare.

Abstract

Abstract
The goal of this study is to analyze Sustainable Tourism Development in the Kepulauan Seribu. The methodology employed the usage of three indicators for sustainable tourism proposed by Twining-Ward (2002) and swarbrooke (2000). They are development strategies, visitor behavior, and general concepts. We found that the tourism management model in each island depends on the island management and owner of the island .The results shows that tourism development carried out by private owner has lack the principles of sustainability. Tourism development is oriented to non-local parties. On the Contrary, the island that is managed by the community and the government implements the principles of sustainable tourism development. The owner of hotels and home stays use local labor. Considering visitor behavior indicator, islands managed by private companies, only apply one out of 6 sustainable indicators, namely trip preparation. For the other 4 sustainable tourism development indicators to the private island, since they do not learn the local language, these tourists have no desire to visit again. Thirdly, considering development strategies indicators, the island is managed by the community and government implements the principles of sustainable tourism development , because it implements the most determined sustainable tourism indicators using local developers, local labor, and local architecture. The islands are managed by private sector only implement a number of sustainable indicators, namely using local architecture and planning prior to the development.

Abstract
One of the major changes that have taken place in the field of Indonesian railroad transportation has changed various aspects such as policy, organization, managerial, service and travel systems, and infrastructure. A very significant change was shown in financial terms that experienced a large surge. The problem focusing on equity, development and infrastructure integration only focuses on Java and a few in Sumatra island. Later, in this study provides a view of how sustainable transportation reforms are seen from the stages and factors that influence the classification of countries based on material welfare. Abstract
The border area is an area that is very vulnerable to state sovereignty. Violations of territorial borders, illegal trade to issues of nationalism on the border are common things found in border areas. Although the demarcation line has been agreed upon, border issues cannot only be managed by enforcing state boundaries. The Indonesia- Malaysia border is a vulnerable border on issues such as the absence of an agreed line of demarcation, smuggling and the issue of uprooting nationalism. Similarly, the Indonesia Malaysia border in the Camar Bulan Village which is located at the tip of West Kalimantan. Those areas that are still difficult to reach and very vulnerable also to border problems. However, citizens choose to remain bound as Indonesian citizens even though neighboring countries have a better level of development and prosperity. This article is the result of qualitative research on the Camar Bulan Village using the concept of place attachment. The results of field observations and in-depth interviews show that the depth of place attachment built by emotional ties and experience encourages citizens to maintain territorial awareness in addition to the increasingly intense presence of the state through pro-border policies

Abstract
One of the focuses in SDGs was environment value which reflects in some goals that must be achieved in 2030. While the government was committed to achieve SDGs, the world itself was entering new phase which known as the fourth industrial revolution. This phase become a beginning in the transition of energy usage. Whereas, the first and second industrial revolution rely in steam then move to electricity, the fourth industrial revolution rely in renewable energy resources. The moves in energy usage gives hope to lift some burden to the world regarding environmental problems as well as opportunity to one step closer in fulfilling SDGs. The problem that would be answer through this paper was, first, the availability of affordable and clean energy resources which eventually also would give benefit to the environment. Second, what kind of global framework will be sufficient in managing this phase. Because it is needed for the government and related stakeholder to create collaboration and ensuring global stability to developed this sector. Third, what can we do to contribute in this new phase to achieve that goal.

Abstract The study of moral issues in public administration has been dominated by instrumental values about achieving goals, not by the goals themselves. History about the values adopted by public administration as far as starting from the classics with effectiveness and efficiency to those considered contemporary with democracy and participation are mostly hurly-burly. Public administration, therefore, tends to be out of its context. Phenomenology and even anthropology studies are not strong enough to coloring the development of public administration ethics. In the Indonesian context, moral values in public administration research and practice appear to be undeveloped properly yet. The doctrine of dichotomy in public administration is so ingrained. The public administration has no determined their moral values themselves. With a meta-analysis approach, the results of the study show that public administration in Indonesia has not cared about efforts to look for its moral values, except values that are currently popular in global discourse. It has an impact on the vulnerability of sustainable development effort. It is unrooted policies anyway except a phenomenological approach to the ethics field.

Abstract
This study identifies an environmentally sustainable development in the Kutai Kartanegara Regency in the province of East Kalimantan. Kutai Kartanegara is a regency with a significant economic growth since the decentralization of permit authorization in the mineral sector in Indonesia. The analytical descriptive research method is done by using secondary data through literature review. The result of this research concludes that the local government of Kutai Kartanegara regency in increasing the economic growth based on extractive industry views natural resources as source of revenue instead of source of livelihoods and consequently caused environmental degradation. Abstract

Abstract
Many studies that have been carried out on tourism development policies in the city of Semarang, it is still not optimal. This is because many factors include cooperation between actors that have not been good. It can be said that the sustainable development approach launched by the government is not good. Interesting phenomenon why this research conducted. As for the purpose of this study is to answer the research question why Tourism Village development policies in the city of Semarang are not fully characterizee by sustainable development. The method of research uses qualitative descriptive. The city of Semarang. Data collection was carried out by observation, interviews and documentation. From the results of the study, it can be seen that: tourism development policies, especially about tourism villages in Wonolopo village research locations are still less irritable. The cooperation between the actors involved is still not maximal, and the governments attention is still low. In relation to the sustainable development approach this policy also still does not fully show its characteristics. This is indicated by a lack of government attention to tourist villages that already formed but then allowed to grow and develop on its own. Characteristics of having an impact on economic aspects have not been maximal, the characteristics of the aspect of resources can be said to be quite good, and seen from the aspect of the social environment in particular it is still not good. While as a new tourism village, it still needs attention and support from the government and other actors to develop it so that it can exist in the future. Recommendations that can be conveyed to the government are to increase the network of actors involved so that they are more solid in developing tourism villages that are formed and give attention and more intensive guidance and direction. For tourism villages themselves, it is necessary to continually increase their capacity by collaborating with the private sector or other third parties. Abstract
Transboundary haze pollution (THP) resulting from land and/or forest fires experienced in the ASEAN regions has been formally addressed by ASEAN with the establishment of instruments of cooperation, and the significant effort was the formulation of ASEAN Agreement on Transboundary Haze Pollution (AATHP) which was eventually signed by all member states in June 2002 and came into force with ratification by a total of six member states in November 2003. To prevent the periodic incident of THP, zero burning policy is agreed as an alternative solution to mitigate transboundary haze pollution caused by forest and land fires in the AATHP. Anyhow AATHP still give access to controlled burning in applying the zero burning policy. This paper therefore will try to picture out how zero burning policy implemented at national level which still allow some forms of controlled burning. The national and regional legislation indicate efforts to comply the concept of sustainable development by ASEAN and Indonesia in particular.
