The study idea due to a cooperative agreement on tourism villages development implemented in Bobanehena tourist village. The study purpose was to analyze how the Indonesian village and tourism ministry cooperative agreement implemented. The analysis method uses qualitative descriptive. Data obtained from interview and documentation. Implementation criteria using Edward III theory that is; communication, resources, disposition, and bureaucratic structure. The results found that there was excellent communication between central, regional, and village governments. Besides, the Bobanehena society support who warmly welcomed the tourism development program in their village and the most crucial thing is sufficient funding sources in tourism developing process supporting facilities. Meanwhile, there is a positive attitude that supports implementation success. Following, the fulfillment of standard operation procedure (SOP) by Bobanehena tourist village from central government.
