Abstract
Abstract The development of life in society, especially in urban areas, is marked by technological advances. The existence of this technological advancement makes all things in all aspects of life more effective and efficient. One of the technological developments in the city today is the creation of the idea of "smart city" which is a city that has integrated information and communication technology in everyday human activities and aims to improve efficiency and improve services in the public sector and of course to improve welfare residents. In Indonesia, there are already several cities that implement the "smart city" idea, one of which is the city of Surabaya, which is a city that has "smart city" ties for 3 consecutive times. In the "smart city" applied by the City of Surabaya, there are 6 important elements, namely government, living, economy, branding, and society. However, in the implementation of "smart city" in several cities in Indonesia, there are still some obstacles, one of which is the lack of the creation of a rule of law as an umbrella for the application of the "smart city" idea. Since then, if there is no regulation, every city which wants to implement the "smart city" idea arises doubts. So it is very necessary for the role of law to support the development of various new policies that will be implemented by a city, one of which is by generating to a legal product as an instrument in policy enforcement. This study uses panel data of 2985 observations for the 8-year time period during 2010-2017. This research was conducted quantitatively with Ordinary Least Square (OLS) Regression using robust standard errors to test the hypothesis. The statistical result of the test shows that Sustainability Reporting Award has a positive and significant impact on both financial performance represented by ROA and firm value represented by Tobin-s Q.

Abstract
The high rate of urbanization in various cities is one of the global problems experienced by many countries. Based on data from the United Nations (UN), almost half of the world-s total population, which is 3.5 billion people, lives in urban areas nowadays and it is projected to reach 5 billion by 2030. This problem has also become a major factor which causes cities to experience a decline in its support power. Quoted from the UN, cities exactly only use 3% of the earth-s land, but are able to spend 60 - 80 % of energy consumption, and they result in 75% of carbon emissions. This is the source of urban environmental problems in the world, including ASEAN. Climate change until disasters that occur due to their high concentration of people and location make the city like a double-edged knife. On the one side, the city provides economic opportunities globally but on the other one, it contributes greatly to environmental damage. ASEAN cooperation in the environmental field to realize sustainable cities is one of the strategies in overcoming these. As a basis for implementing these efforts, a statistical analysis is needed in the form of grouping ASEAN countries based on several indicators in the concept of sustainable cities to find out countries with the same level of sustainability and know the dominant problems in each ASEAN country. The data used in this study is sourced from the ASEAN Foundation using the biplot analysis method. The results of it can be the basis for making policies and appropriate solutions to tackle global environmental problems.

Abstract
This study aims to relate between trade and non tariff barriers, in particular issue of food protection. We analyze the impact of Non tariff measures using sanitary and phytosanitary policy (SPS) and technical trade barriers (TBTs) on Indonesia fishery exports and its trading partner countries such as China, South Korea, Vietnam, Canada, Russia and the European Union in period of 2007 to 2016. SPS and TBT are measured using inventory approach in the form of coverage ratio. In addition, this study uses a gravity model and panel data regression method. The results of this study indicate that the variables GDP of exporting country and GDP of importing country have a positive and significant effect on Indonesian fishery exports. Distance and SPS have a negative and significant effect on Indonesian fishery exports, while TBT has no effect on Indonesian fishery exports.

Abstract
Environment is one of Indonesia problems that should be solved. Environmental conditions have impact on the quality health of human resource from a country. The Ministry of Environment and Forestry stated that the number of garbage stacks in Indonesia has reached 65.2 million tons per year. This condition have impact for health and economic aspects. The government has made regulations to overcome the garbage problem. However, the completion of waste cannot be finished if only relies on the performance of government. Society participation is also needed, so, that environmental conditions will get better. “Trashmart” is an innovation in waste management that starts from the idea of utilizing economically valuable waste, so that it can reduce the amount of garbage piles. This concept invites participation from the society to participate in sorting and grouping waste. Beside an idea about “Trashmart” that provide innovative solutions to reduce waste piles, the research describes the public perception about “Trashmart” idea. The method used is descriptive research conducted through surveys through the distribution of questionnaire along with interviews with the related government institution. Most of respondents and Surabaya government support “Trashmart” concept and that idea will be realized.

Abstract
Urgency of Liability Insurance against Environmental Damage; Impact of Development and Use of Advanced Technology Hilda Yunita Sabrie, Rizky Amalia and Prawitra Thalib Universitas Airlangga hilda.sabrie@fh.unair.ac.id The flourishing of countrys establishment and increasingly usage development of technology in an industry also has a negative impact on the environment. For example the case of PT Merbau Pelalawan Lestari who was sentenced to pay a fine to the State of Rp. 16.2 Trillion because it has been proven to do illegal logging that damages the environment. Another case is the British company, British Petroleum, which suffered an offshore well explosion and because of this the total loss reached Rp. 1,194 Trillion. Repressive government actions for the above cases are by prosecuting and making decisions in favor of the interests of the environment and the interests of the local community. It will be a new problem if, the court ruling cannot be immediately executed, on the other hand environmental damage must be quickly restored. Finally, the State must act by providing assistance in the handling and recovery of damaged environments, such as the Lapindo mudflow case, in Sidoarjo, East Java, Indonesia. In addition to repressive measures, the government has obliged industrial companies in certain fields to cooperate with insurance companies in terms of preventing environmental damage that may arise intentionally or unintentionally. But in practice, insurance companies also experienced several obstacles related to the implementation of the agreement, monitoring up to the payment of compensation. This is the focus of this research. Hopefully that the insurance company will get a formulation in making insurance agreements until the implementation of compensation payments. To answer this issue, researchers used doctrinal research methods; where this approach will still be guided by legislation and also legal concepts that have been made by legal experts and have been widely applied.

Abstract
The geographical location of Paciran sub-districts located on the coast causes a minimum supply of clean water because the community only relies on 2-3 m shallow well water and PDAM water whose distribution is hampered by a long distance between the source of raw water and the service area, water production capacity is not sufficient and management is not healthy. This causes the availability of clean water in the northern coastal area of Lamongan Regency still does not meet the needs of the surrounding community. The purpose of this study is to propose waqf model to build clean water source infrastructure through synergy between Mineral Water Trading Company (PDAM) and productive waqf using third party assistance, namely investors as an effort to support infrastructure financing, known as the Triangle Synergy concept. The method used is descriptive qualitative. The primary data sources in this study are the results of observations and interviews with relevant speakers related to this research Secondary data sources are books and journals relating to productive waqf, infrastructure development, triangle synergy cooperation agreements. The results of the discussion show that, the level of efficiency and effectiveness of development is more easily realized if using the help of investors through the Triangle Synergy in financing infrastructure development
