The Role of Zakat in Treatment Victims of Natural Disasters -Maqashid Review-

Abstract
Zakat is a means of social solidarity established by Islamic law to prevent anyone from falling into the cycle of poverty, whether for prevention or treatment. The study aimed to know the possibility of improving the role of Zakat as a solution to the government in responding needs of the victims of natural disasters in accordance with Maqashid Shariah goals. We often face funding problems during disaster management, reconstruction and rehabilitation, then this study initially dealt with definition of natural disasters and geographical situation of Indonesia, which is vulnerable to any natural disasters, and then discussed the jurisprudence of scholars on the ruling on issues related to Zakat payment for victims of natural disasters in addition to the amount since they are not included in the eight categories mentioned in the Koranic text. The study concluded that Zakat can be used as a preventive tool to prevent natural disasters by applying it as one of the obligations for society and state income and then treating its victims during alleviation, rehabilitation and reconstruction phase, In line with the purposes of Koranic texts related to zakat, by allocating parts of Fuqara, Masakiin, Muallaf, Gharimin and Ibnu Sabil.

Abstract
The tourism industry which continues to experience development now has new innovations in its fields, namely Halal Tourism. Halal tourism is a form of tourism based on Islamic ideology. Now several countries have begun to develop this industry. This study aims to explain the management characteristics of the halal tourism industry in several countries, Malaysia, Indonesia, and Thailand. The three countries have their own characteristics which are adjusted to the culture and system of government of each country. At present, the three countries have a large role in the development of halal tourism in the world. In addition, the three countries have models and innovations to increase visitor interest in their country. The research method used is literature study, that whose data and information are obtained from library sources originating from books, research results, journals and other reading materials that still have relevance to the topic of this research. The halal tourism industry developed by the three countries will be taken into consideration in the selection of tourist destinations besides it will be an example of other countries to develop halal tourism models in their countries.

Abstract
Halal Micro, Small and Medium Enterprices (MSMEs) have an important and strategic role in economic growth. Halal MSMEs of Indonesia have low competitiveness in global halal industry. Information and communication technology have disrupted produser and consumer behaviour. Islamic financial technology (fintech) have big potential to improve the role of halal MSMEs in global halal industry. This research aim to design the strategy to improve the role halal MSMEs in global competitiveness use islamic financial technology. The methodology of this research has SWOT analysis. Islamic fintech need to take steps respond to develop of halal MSMEs. The result of this research to improve the competitiveness of halal MSMEs has develop hybrid mode of halal MSMEs, develop creative and innovative digital ecosystem, and use application programing interface to collaborate with islamic fintech

Abstract
This quantitative and qualitative research was aimed to study the process of knowledge transfer on Islamic finance and its utilization of Islamic microfinance institutes in southern border provinces of Thailand. The result shows Malaysia as source of transferring knowledge on Islamic finance is not only because of its convenient transportation but also its prototype and progressive model of Islamic finance innovation. The sources of knowledge transferred were from books, documents, researches and pamphlets on Islamic finance, Islamic financial cooperatives, Islamic banks, educational institutes. The process of transfer was from reading documents, seminar, training, educational fieldtrip, attending the lecture and furthering education of the staffs. Most of the contents transfer was about Islamic law (Shariah), financial products, system management, investment, information technology on data base and accounting. The knowledge received was used by the staffs practically to enhance the understanding on Islamic finance and improve their management better. Most of the Islamic microfinance institutes transferred the knowledge just only from Malaysia and less than 20 percents transferred from Indonesia, Saudi Arabia, Pakistan, Cambodia, Brunei and Singapore respectively.

Abstract
This study aims to investigate the effect of external variables and risk premiums on sectoral stock index in Indonesia. External variables in this study include world oil prices and their volatility, while risk premiums are measured using standard deviations obtained from the historical price of sectoral stock index that illustrate the volatility risk of sectoral stock index in volatile condition. The data used in the study are secondary data using GARCH method in mean (GARCH-M). The results show that external influences, namely world oil prices, have a significant and direct effect on sectoral stock return index, except for the consumption sector stock index. This is because the consumption sector stock index is a defensive stock, therefore external factors such as world oil prices will not affect the movement of this sector-s stocks. On the other hand, the volatility of world oil prices and the risk of volatility (risk premiums) do not influence the return index of sectoral stocks.

Abstract
This paper attempts to investigate further reasoned action and planned behavior models. The main aim of this study was to find out why the prior studies in the area of compliance behavior used reasoned action and planned behavior models. This literature review is to concentrate on the reasoned action, planned behavior models. This study is to build the theoretical model for further investigating compliance behavior. This literature review proposed the theory of knowledge imam Abdul Hamid al-Ghazali thoughts. The theory of knowledge Imam Abdul Hamid al- Ghazzali Thoughts represents three independent variables. The external independent variables are Islamic religiosity, civic engagement, perception towards law enforcement. The previous findings on the reasoned action and planned behavior models were mixed at best. The proposed theoretical model of this study expects to contribute to the methodology of the study. The proposed theoretical model of this study incorporates into the model three independent variables, Islamic religiosity, civic engagement, perception towards law enforcement.

Abstract
This paper analyzes the trends and cross-sectional variations of non-lending income in Islamic and conventional banking. Using unbalanced panel data from 112 banks in Indonesia, this paper further analyzes if the trends and cross-sectional variations of non-lending income in Islamic and conventional banking depend on the same factors. The analyses are based on dynamic panel data regression estimations, in which heteroscedasticity robust standard errors are used. The results indicate that the trends and cross-sectional variations of non-lending income in Islamic banking tend to respond differently to several bank characteristics than to those in conventional banking.

Abstract
Kulonprogo Regency is one of the districts producing red curly chili in the Special Region of Yogyakarta. In 2015 most of the production of red curly chili in the Special Region of Yogyakarta was produced by Kulonprogo Regency, which amounted to 168,280 quintals, equivalent to 71.95% of total production. This study aims to find the development of red curly chili in Kulonprogo Regency, how is the behavior of prices at the producer market level in Kulon Progo Regency and consumers in Kramatjati Central Market jakarta (KCMJ), and how the vertical integration of curly red chili at the producer level in Kulonprogo Regency and consumers in the KCMJ. The data used are secondary data in the form of monthly production data and monthly prices in the producer market in Kulonprogo and consumer markets in KCMJ. The method used in this study is descriptive analysis using the Index of Market Connection (IMC). The results showed that the production of curly red chili was fluctuated every month. The second result, the behavior of red chili prices in the consumer market and consumer markets shows the same pattern, namely prices in the consumer market rise, so prices in the consumer market also rise. As a result, the IMC value is smaller than one, which is 0.89 and the value of b2 is greater than 0.5, which is equal to 0.795348. These conditions indicate that the consumer market has transmitted strategies and prices more quickly.

Abstract
This paper aims to initiate the concept of funding for fishermen through waqf crowdfunding models as a solution to the limited capital of fishing for fisherman. This is in line with the government program by the Indonesian Government Regulation Number 50 of 2015 on the empowerment of small fisherman and farmers small fish to achieve independence, improve their business, capabilities, capacity, and ensuring access to fishing resources. Supported by the fourth longest coastline in the world, which is 97.000 km2 and the and the area of water that reaches two thirds of Indonesias territory, which is 5.8 km2, indicates that Indonesia has a large potential of fisheries resources. However, this potential has not been able to contribute significantly to the economic growth of Indonesia (KPP, 2013). From the 6.1 million tons of potential fish marine resources, only 9.952 tons have been managed, either through fish catct production and for cultivation.The low catches of fishermen due to the limited funds to buy fishing equipment. It caused by the difficulty to access capital through financial institutions.

Abstract
Previous studies revealed that waqf institution (nadzir) is considered as the main problem causing many issues in waqf management in Indonesia. The improvement of nadzir performance, therefore, is the major priority in optimizing waqf potential in this country. To enhance the performance of waqf institutions, a performance measurement is crucial because it can promote a good governance and ethical management. However, the current practice of performance measurement in waqf institutions is less standardized and does not cover entire aspects of performance. Moreover, most of the related studies merely relied on financial aspect of the waqf institutions. Present study aims to develop waqf index as a comprehensive tool for measuring waqf institution performance which is not only considered the financial aspect, but also the non-financial aspect. Literature review and in-depth interview are employed to determine the dimensions, variables, and indicators for constructing the index and Analytic Hierarchy Process (AHP) methods is used for weighting those index components.

Abstract
The purpose of this study was to obtain in-depth descriptions of awareness about Islamic economic conditions in an integrated Islamic school in the city of Surabaya. The approach used in this research is the phenomenology of Islamic economics. This study explores the phenomenon of consciousness guardians of students in Islamic schools. They rated aware about the importance of Islamic education for their children, but do they also understand the urgency of Islamic banks and the danger of riba? This method is used because one of the authors directly observe the phenomena so this method is thought to help uncover the actual conditions. The results showed that peope (the guardians of students in Islamic schools) realize that in the future, their children will face a disruptive era full of challenges that must be prepared with a good religious education. Thus, they are aware that Islamic schools are important, but it is based on research and analysis of the phenomenon, there are alsosome guardians who consider Islamic banks are not more important than the Islamic school. They still use conventional with some reason given.This research will reveal the reasons why and try tofind the way out.

Abstract
Islamic banking market share in Indonesia remains approximately five percent in 2018. In contrast, Fintech peer-to-peer lending amount has increased rapidly. This phenomenon shows that people now have started to adopt novel technology in the financial sector. This paper aims at measuring the effect of perceived benefit, perceived risk, and perceived Maqoshid shariah on the intention to invest in Islamic Fintech, assuming Islamic Fintech could be an alternative way to boost Islamic finance. We use convenience, ease of process, and cost-saving as the indicators of perceived benefit. Then we use financial loss, privacy and technology as the indicators of perceived risk. Finally, we use beliefs, Maslahah, and profitability, derived from the combination of religious values and Maqoshid Shariah Index (MSI), as indicators of perceived Maqoshid shariah. We hypothesize that perceived benefit and Maqoshid shariah have a positive impact on the behavioral intention, while perceived risk will influence the behavioral intention negatively.

Abstract
Penelitian ini bertujuan untuk menganalisa bagaimana efektivitas program Zakat Community Development yang digulir oleh BAZNAS Sumatera Selatan dengan tujuan untuk mengurangi tingkat kemiskinan khususnya di Kab Banyuasin II. Pendekatan yang digunakan dalam penelitian ini adalah teori Maqashid Syari-ah untuk melihat pengaruh program ZCD terhadap urgensi masyarakat Banyuasin akan pemenuhan kebutuhan spiritual ibadah kepada Allah dibanding memenuhi kebutuhan material. Metodologi yang digunakan dalam penelitian ini adalah kolaborasi antara kualitatif dan kuantitaif dengan cara pengumpulan data wawancara dan penyebaran angket. Hasil dari penelitian ini, bahwa dengan adanya program ZCD ini ada perubahan yang terjadi di masyarakat Banyuasin terhadap kebutuhan materi, namun tidak pada kebutuhan spiritual, sehingga dikatakan belum ada perubahan yang siqnifikan dengan pendekatan Maqashid Syari-ah. This research aimed to analize how the effectivity of the zakat on South Sumatra to the mustahik zakat community development throught Maqashid Syari-ah approachment, the method used in this research was mixed methodology by using data analize inquiries closed which was distributed to respondent with five alternative answers. The result of this research was concluded that, from ZCD program established by BAZNAS indeed having great contribution to evelate prosperity and detracts poverty number in Banyuasin has not significant yet, this is because of lack of technics supervision and guidance from BAZNAS side in realizing the program. Meanwhile, through Maqashid Syari-ah approachment indeed there was an alteration however it is not significant yet, because Teluk Payo society still prioritise how do a living than worships regularly
