Abstract
Abstract In order to improve the performance of the Merauke Mopah Ruminative Slaughterhouse, efforts need to be made for improvement and corrective actions and policy implementation. This research aimed (1) to describe the Standard Operation Procedure (SOP) and the implementation of the Basic Feasibility Standards in Merauke Mopah Ruminant Slaughterhouse: and (2) to formulate the Mopah RPH-R development strategy to meet the basic feasibility standards. The study used the qualitative descriptive approach and the 10 informants were chosen purposively. The research results indicated that the application of the Standard OPerational Procedure and the implementation of the basic feasibility standards had not been maximized. Consequently, it had a negative impact on the assessment and acquisition of NKV Certificates. The constraints faced were more administrative and routine, so that it needed a sustainable routine handling. The four development strategies which were expected capable to increase the Standard Operational Procedure and the performance of RPH-R in meeting the basic feasibility standards of RPH-r were (1) the Increase of Supervision and Control and (2) the Increase of the Availability of Materials and instruments, (3) the Increase of the maintenance of facilities and infrastructures and (4) the Application of the Regulation consistently as well as the improvement of the management.

Abstract
Pollution includes environmental problems that threaten major cities in Indonesia, especially those originating from motor vehicle emissions and the effect of noise on health. This study aims to determine how the effect of traffic volume with noise by looking at the function aspects of buildings along the road. This study measured the noise and data collection of traffic volume on the Main road in the neighborhood between the sub-districts of Manggala, Makassar. Data collection comes from primary data, namely data from research results and secondary data, namely library search. The results of the data collection were obtained, namely the volume of vehicles higher on Friday, namely on the road of DR J Leimena, which is 531 units of vehicles, the lowest in the Bukit Baruga housing estate. The more vehicles the higher the noise level. The results of noise measurements at the research location indicate that in the Bukit Baruga residential area the maximum range is 53 dB, on the LAN 63 dB and on the road Dr. J. Leimena - Jalan Antang Raya is around 65 dB, referring to KEP.48/MENLH/11/1996, November 25, 1996. The results of the communication disruption questionnaire are quite disturbing t o the community. The conclusion of this study is that the noise level prediction model is directly proportional to the volume of traffic and is influenced by factors of road conditions (flat and elevation) and the distance from occupancy to road.

Abstract
ABSTRACT Increased human activities in all sectors due to the rapid development of development, often produce pollutants such as heavy metals that have an impact on the environment and one of the alternatives is phytotechnology. This study aims to (1) Determine seagrass capacity in absorbing lead (Pb) and copper (Cu), (2) Determine optimization of seagrass, sediment and seawater in absorbing Pb and Cu. This research is an experimental research conducted at Hasanuddin University hatchery unit, Barrang Lompo Island, then analyzes the Pb and Cu metal content in the Analytical Chemistry laboratory of the Department of Chemistry, Faculty of MIPA, Hasanuddin University using Atomic Absorption Spectrophotometer (AAS). The results showed that seagrass Enhalus acoroides had a capacity to absorb Pb of 0.08 mg / L at a concentration of 120 ppm, whereas in absorbing Cu it was 0.65 mg / L at a concentration of 2 ppm, so that seagrass was more effective in absorbing Cu than Pb, at optimum results Pb levels in seawater at a concentration of 120 ppm of 3.04 mg / L and sediments at a concentration of 80 ppm of 29.30 mg / L, while the optimum results of Cu content in seawater and sediment were obtained at a concentration of 1 ppm and 2 ppm, which is 0.56 mg / L in sea water and at a concentration of 4 ppm which is 29.67 mg / L in sediment. While the optimal absorption of Pb metal by seagrass occurs at low concentrations of 40 ppm and 80 ppm at 0.07 mg / L. The same results were obtained in sediments, namely 29.22 mg / L at a concentration of 40 ppm. While the optimum content of Pb in seawater is at a concentration of 40 ppm of 1.26 mg / L.

Abstract
Abstract This paper is motivated by the condition of the regime which tends to use the press as an instrument to perpetuate power so as to reduce the oversight function by mass media. This study aimed to determine 1) the role of young journalists in controlling the performance of legislators at South Sulawesi Provincial Parliament, 2) the opportunities and challenges of young journalists in controlling the performance of legislators at South Sulawesi Provincial Parliament, and 3) the implication of young journalists on the performance of legislators at South Sulawesi Provincial Parliament. This research is qualitative which is described in descriptive form. The research was conducted at the South Sulawesi Provincial Parliament Office. Data collection used interview method by involving 20 key informants. The data analysis technique used was an interactive analysis method. The results of the study show that in general the role of young journalists is very important, especially in the aspect of overseeing the attendance of legislators in meetings, activeness and productivity of legislators, the quality of the law produced, and the quality of the legislators- oversight function with their partners. The opportunity for young journalists to oversee the performance of legislators is the openness of legislators in carrying out work activities as members of the board. The challenge is that there are still individuals who often intervene and tend to dislike the character of young journalists who are too critical in digging up the existence of information. The implications of the existence of young journalists are generally positive, including legislators who are more diligent in attending meetings and more actively conveying the progress of their performance to the public through mass media.

Abstract
Abstract The urgency of gender responsive development planning in the implementation of village legislation is needed to facilitate the results of development that can be carried out by both men and women. The aim of this research is to determine the efforts to increase gender mainstreaming in village development planning for the implementation of Number 6 Year 2014 concerning with Villages. This research was an evaluative descriptive study conducted in Uluere District, Bantaeng Regency. In the method used was sequential mixed method including secondary data, i.e. the identification of data and the review of document relevant to the research and primary data, i.e. the data collected through focus group discussion and questionnaire with Likert Scale. The sample was selected purposively from six villages. The data were analyzed by transforming qualitative data into quantitative data using basic internal measurements. The results of the research indicate that the implementation of Law Number 6 Year 2014 concerning with Villages in gender responsive development planning in Uluere District, Bantaeng Regency has not been fully integrated properly. This is indicated by gender responsive indicators which are still in moderate category. The contents of the village RPJM documents do not fully represent the integration of gender issues. The representation of women in the village in village government organizational structure and village community organizations is still in low category. The availability of human resources that understand gender and mainstreaming and regulations/policies in the village level are still relatively moderate even though budget support has been in high category. In such a condition, full commitment from village government is needed in ensuring gender responsive development planning in the village level through continuous and gradual capacity building, information dissemination, social media and innovative in developing a policy program in accordance with village authority at the local scale as well as building cooperation with various parties related to gender responsive development planning.

Abstract
Planktic marine microfossil and sedimentary analysis were performed on Miocene (14 million years ago) to recent sections in south part of West Java Basin to determine paleoclimate changes. The composite sections reveal that since Miocene, a bathyal to inner neritic setting (20 - 500 m sea level depth) was being filled by the fine silisiclastic, dominantly sediment in fluctuative of warm to medium temprature sea surface water. In older part, fine sediments contain Globorotalia tumida, Sphaeroidinella dehiscens, Globigerinoides trilobus sacculiferus and Orbulina universa- planktic foraminifera marine fauna as well as Discoaster quinqueramus, D. asymetricus, D. surculus, D. pentaradiatus, Gephyrocapsa omega and G.oceanica- planktic nannofossil marine flora remains indicated deposition in warm climate at Early Miocene (14-9 Ma). Meanwhile, Globorotalia truncatulinoides-foraminifera, Discoaster variabilis and Calcidiscus leptoporus-nannofossils as taxa characteristic of slight warm condition are locally abundant. In contrast, the younger part of deposited section at Late Miocene (5 Ma) is dominated by marker species of medium temprature climate, particularly Discoaster challengeri, Gephyrocapsa mediterrania, G. carribeanica and Coccolithus pelagicus￾nannofossils. The relative abundance of warm temprature marker species decrease as a consequence of temperature drop. This level is considered correlate with global glaciation period.

Abstract
Farmers- social is an important element in developing the future of agriculture. Especially the perception of young farmer, it needs serious attention because they are the pioneer of agricultural in the future. This research aimed to investigate the perception of young farmers towards their future and also their parents- perception towards the future of the young farmer. There are 151 households of coffee farmer involved in this research which have children who are still in productive age and they are interviewed separately. The data analysis used Friedman test, factor analysis, then integrated in socio-spatial. Parents perception were affected by the way they have a strong access toward agricultural business, they thought that working in this sector needed a hard work, spend a lot of time, energy, and dominantly regarded as rough and dirty job. It became the main reason in affecting the social perception that the amount of salary is not the main factor in determining social class but it depended on the type of the job. A Decision taken by parents for their children was based on social perception that being a farmer is considered low in social level although the income is categorized fair. Being different from parents perception, young farmers were more optimistic towards the future in developing agricultural business by seeing their own potential and agricultural resource. Young farmers perception were not because the level of education, but the ability to access information, the level of education did not related to their ability in accessing information. Based on the result, researchers concluded that the difference perception affected by age differences, perspective, and characteristic. Based on the result obtained from farmers- age, the ability to access an information and knowledge about market became the main factor affecting farmers- perceptions towards the future, meanwhile education level did not show any influence. The decision that parents decided to their children based more on social perception where farming perceived as a low occupation in social environment although the income in a decent category. Having a different perception with the parents, the young farmers is more optimistic in terms of their future in developing business on agriculture sector by seeing their own potential and agricultural resources. Based on the result, researchers concluded that the cause of different perception affected by different age, perspective, and characteristic. It can be denied that there will be a conflict from this difference, so the researchers suggest to both parents and children to equate their perception, especially for the parents as a leader in taking a certain decision. Therefore, creating a modern agricultural social environment with the business oriented in family and community is the best option to make a same perception about future agricultural business.

Abstract
Sea Cucumber (Holothuroidea sp) is one of the fisheries commodities that has good prospects to be developed because of its high economic value and potential promising market demand both in the local and international markets. Data from the Ministry of Maritime Affairs and Fisheries throughout 2012-2016 shows the trend of sea cucumber exports has increased from 900-2000 tons/year. As for China, Singapore and Taiwan remain the main customers. Demand for sea cucumbers, especially for exports, has increased every year so that fishing and hunting in the sea take place more intensively causing a decrease in catches from the sea. Sea cucumbers can be processed into food and traded in various forms in the form of: food supplement products, cosmetic products and medicinal products which are efficacious for the treatment of various diseases. In the Province, there are many who are engaged in sea cucumbers by implementing the agribusiness system which is not yet optimal. The influence of internal and external factors and the need for sea cucumber development strategies. Abstract
The purpose of this study is to examine the role of government in the implementation of regional autonomy, especially in the border regions of North Sulawesi Province. This research was conducted using a survey method in the border areas in North Sulawesi Province, namely the Sangihe Islands, Talaud, Siau Tagulandang and Biaro, then comparing it with Manado City which is the Provincial Capital. The data are then analyzed descriptively about the development of the value of the human development index, and government policies. The results showed that local governments play a role in development as evidenced by the value of the Human Development Index which increased from 2010-2018. Although the HDI value of Manado City is higher than the border area, in general regional development has been carried out and the government has implemented regional autonomy.

Abstract
Abstract This article is motivated by the high interest of young people to be involved in dawah activities which have been driven by more senior citizens. Among the many influential mass organizations, Wahdah Islamiyah is a new oasis. This study aimed to determine 1) the roles of youth in the development of Islamiah Wahdah Movement in Makassar City 2) the opportunities and challenges of the youth in the development of the Islamiah Wahdah Movement in Makassar City. The method used in the study was the historical method which was divided into four stages, namely 1) the heuristics, i.e. the activity to gather or to collect the traces in the past, 2) the data criticism, i.e. the method to study the collected data with the purpose of achieving the validity and or the authenticity of the data. 3) the interpretation, i.e. the activity to explain, to analyze and then to draw a conclusion about the matters obtained, which was related to the facts either originated from books or documents of Islamiah Wahdah, 4) historiography, i.e. the steps to present the results of the interpretation of the historical facts and put them into a written form. The research results indicated that the roles of the youth in the development of Islamiah Wahdah Movement were in the scope of the physical activities, such as the assistances in the natural disaster, the care of the corpses, the blood donations, and other social actions, while the policy making is still in the authority of the elders in the Syuro Council. As for the development of the movement, the youth had the opportunities to involve in the technological utilities which were wider than the WI cadres, such as the maximization of the functions of social media (facebook, instagram, twitter, wa, and even websites and youtube). The challenge of the youth were their activities as students, the coming of feminism ideas, and the negative stigma related to WI and other Islamic Social Movement formed by the media.

Abstract
One of the factors inhibiting the rate of increase in the cattle population of Merauke is cutting productive cows were higher as a result of the pressure to meet the demand for meat. This study aimed (1 ) to identify the factors driving the slauther of productive female cows; (2) to identify the roles and steps taken by the Animal Health Sector; (3) to reveal the alternative steps which could be done in order tooptimize the control on the slauthering the female productive cows. The research used the qualitative approach and the research type was a case study, used the model data analysis of Miles and Huberman. The research results indicated that the role of Animal Health Division had been focused on the role of the apparatus to carry out coaching and socialization to butchers, to improve the capacity of the Human Resources or the personnel, to supervise the cows slaughtered either within or outside of slaughter house, to monitor the livestock traffics, and to handle the violations. The steps which had been taken were to implement the insentive activities and to safe the productive female cows to support the activities of UPSUS SIWAB and to follow up the cooperation agreement with the Director General of Animal Husbandry and Animal Health and with the National Police. The factors driving the slaughter of productive cows were the still very low economy of farmers and butchers, the low awareness of farmers about the importance keeping productive cows, high demand for meat, cheap prices of cows, lack of supporting facilities, and many violations by slaughtering cattle outside slaughter house. The alternative measures which could be taken were to conduct socialization to the farmers and village officials, to encourage the farmers to develop other livestock, to review the local regulations on transferring the productive female cattle, to continue the incentive activities for the pregnant cattle, to build livestock traffic posts to form an integrated team, and to implement the law enforcement, and to encourage the local beef markets by importing frozen beef policy.

Abstract
This research is motivated by the employment phenomenon of todays youth. Amid the phenomenon of increasing the number of productive ages, youth in Indonesia in 2017 reached 63.36 million. 2 out of 5 of them are not working. On the other hand, tourism, known as the leading sector, is an industry that is able to open many jobs. This research was conducted with the aim of assessing the absorption of young workers in Tanjung Bira, a tourist area located in Bulukumba Regency, South Sulawesi. The research was carried out by quantitative approaches involving 39 respondents of youth workers who were randomly selected (simple random sampling). Data collected includes business fields, working age and wages and other information relating to the characteristics of the youth workforce. The results of the study indicate that the existence of tourism areas opens up various jobs for youth for all levels of education. The Tanjung Bira area became an alternative for some young people who had finished secondary education and did not continue their education to the university level or did not get a job already. The flexibility of work has also provided employment opportunities for young people who on the one hand do other jobs or are continuing their education. Earnings obtained in general are able to meet the needs of youth. Therefore, It is expected that the problem of youth and labor can be overcome by developing the tourism industry in the future, especially in areas rich in tourism potential such as Bulukumba Regency.
