Abstract
Indonesia declared an -extreme narcotics emergency situation- in July 2017. President Jokowi Administration has taken tough drug stance due to its public health allert that comes together with damaging social economic issues. A survey by Indonesian National Narcotics Board (2017) estimated 3.36 million Indonesians suffer narcotics addiction likely in their productive age. Even more so, it is assumed that drug abuse contributes to the death of thirty people daily in Indonesia. The estimated socio-economic cost of treating the abuse could reach up to eighty billion rupiahs yearly (BNN, 2017). The long term treatment it takes for the government to assist those with addiction demand comprehensive approach to be successful (UNODC, 2009; WHO, 2004; McLellan et al., 2009; Hser & Anglin, 2011). This study puts forward a claim that a proper cross boundary, intergovernmental health cover system is vital to cope with the social economic damage of the issue. The government-s hard line for drug convicts should be in line with the public health assistance for those wanting to get out of addiction cycle as mandated in law no 35 year 2009 on narcotics. The research aims at providing discourse on critical systemic thinking (Midgley, 2000, McIntyre-Mills, 2013, Riswanda, 2016) with respect to how and why public-private health partnership model could come up with strategic innovation in terms of providing drug abuse rehabilitation service through the National Health Insurance System .

Abstract
Disaster has an impact on the increasing community vulnerability. Vulnerability is positively correlated with poverty risk. The risk of poverty will increase if traditional societies perpetuate a cultural belief system in which people depend on help of others. To break the dependency culture circle, the government seeks to do disaster risk reduction (DRR). Dana Desa are one of the policies that support the implementation of DRR because carry the theme of village development within sustainable development framework. This article aims to discuss further how dana desa can break the cultural system of dependence on the community so can decrease vulnerability and poverty. The method used a literature review. The results show that dana desa policies are consistent in encouraging the use of dana desa for sustainable development for DRR-based. This is evidenced by the presence of programs related to the development of community and institutional capacity, the provision of cooperation in risk and disaster management, and programs that facilitate the strengthening of productive economies in disaster-prone areas. With community capacity, community resilience to disasters also increases so that people can empower themselves and not depend on other peoples assistance.

Abstract
As the most profitable industries in the world, tobacco industries is suspected, do not make a fair tax contribution. Cigarettes are a reliable source of tax revenue for governments worldwide, and tobacco is one of the world-s most regulated and most taxed industries. However, the mentioned claims relate to excise taxes rather than corporate income tax. In term of excise, the tobacco companies lobbying intensively against significant increases in duty rates. Whereas, the economic damage suffered by Indonesia caused by cigarette consumption was four times higher than the excise revenue. Since taxation is one of six tobacco control policies introduced by WHO, so this study aims to evaluate the effectivity of tax policy in Indonesia in reducing consumption of cigarettes to support the achievement of SDG. This study is conducted by a quantitative approach using statistical data analysis. As a result, tax policy in Indonesia has low effectiveness in reducing cigarette consumption, so that it can endanger the efforts to achieve the SDGs. There must be a reconstruction of tax policy, related to all types of taxes so that taxes can be a political instrument to overcome the negative externalities of cigarette consumption and overcome the problem of high economic costs. This study is critical because the issue of human and economic damage due to cigarette consumption does not only occur in Indonesia but also in lower income countries.

Abstract
Environmental Problems are an undisputed issue both in Indonesia and in the world. The big and important issue of the environment makes United Nation launch the Sustainable Development Goals. One of them is about life on land, including forest. Indonesia, which was once dubbed as the lungs of the world, has now declined in quality. In 2016, research conducted by Indonesia Forest Watch announced that forests in Indonesia were reduced by one time the size of a football field every hour. Based on the 1945 Constitution of the Republic of Indonesia Article 33 paragraph (3) states that "earth and air and natural resources are contained in an environment controlled by the state and used to achieve massive prosperity of the state", so that it has been adjusted to forest needs so that it becomes a matter that needs attention. In Law No. 41 of 1999 concerning Forestry also has an opinion about forests that have benefits for life both in terms of ecology, socio-cultural, and economic. The research method used is the national research method, where the author uses legislation, books, and other literature as the main source. With this fulfillment, it is hoped that it will be able to create new policies that can provide benefits and changes to the condition of forests in Indonesia so that one of the objectives of the Sustainable Development Goals can be realized and the carrying capacity of forests can increase.

Abstract
Development runs fairly and meets the needs of men and women if there is a connection between the process, aspects of benefits and impacts for both, including the infrastructure development in passenger terminals. The City of Serang has Type A Terminals that serve public vehicles for cross-border transportation, inter-city transportation between provinces combined with inter-city transportation services in the province, urban transport and rural transportation for the benefit of the community in mobilizing. Some problems are still encountered, i.e. waiting rooms that are less comfortable, access to non-gender sensitive infrastructure such as toilets, lactation rooms and childrens play rooms. By using descriptive quantitative research methods with 196 respondents determined by non-probability sampling techniques and using incidental samples and the theory of Gender Impact Assessment (Social Research and Development, Economy and Environment, 2013: 8) with 5 indicators i.e. infrastructure for all, infrastructure that takes into account everyones needs, safe infrastructure, comfortable infrastructure and environmentally friendly infrastructure. The results of Gender Responsivity in the Public Facilities of Terminal Pakupatan in the City of Serang are less responsive with a value of 61%. Recommendation from this research are to identify passenger needs through complaints and complaints services delivered directly, the availability of toilets designed according to gender needs, gender-sensitive support facilities for disabled people with special lanes and priority seats in the waiting room

Abstract
Cianjur as one of the districts in West Java is carrying out various activities under the framework of city branding namely Sapta Cita. This research focuses on the packaging of Sapta Cita as the Cianjur government strategy as well as flagship program for establishing city branding. The purpose of this study is to analyze: (1) stakeholder perceptions on the flagship program Sapta Cita; (2) the advantages, weaknesses, challenges and packaging opportunities of Sapta Cita as strategic city branding in Cianjur; (3) messages embedded within the strategic city branding of Cianjur through various programs in Sapta Cita ,and; (4) the implementation of Sapta Cipta Action Plan. The method used in this study are in-depth surveys and interviews involving the millennial generation in general, and other stakeholder groups such as community leaders, members of communities, visitors to tourist attractions, officials at the Cianjur Tourism and Sports Agency, Cianjur Bappeda officials, and Cianjur Public Relations Officer. This study finds that: (1) millennial generations generally know of Cianjur tourist attractions; (2) evaluation on advantages, weaknesses, challenges, and packaging opportunities of Sapta Cita points toward various of potentials in Cianjur that can be developed into robust city identity; (3) Cianjur-s jargon Jago is the core message in Cianjurs branding, and; (4) Sapta Cita as flagship program is carried out through the "seven-goal" program.

Abstract
Population aspects functionally form a unity of regional ecosystems, therefore information on population development is strategic information and is needed for planning development policies that are population-oriented and sustainable. Population problems, especially those related to increasing the quantity of population in Banten Province, have become one of the strategic issues recorded in the Banten Province Medium-Term Development Plan (RPJMD) for the period 2017-2022, another strategic issue regarding population growth in the RPJMD not yet increased use of Contraception Tools, Lack of new FP Participants, Increased population migration between provinces and between regencies / cities residents of 5 years and above. The purpose of making population quantity mapping is to make a description of the data that has been obtained and display in the form of simple statistics so that people can more easily get a picture of the situation of the quantity of population in the Banten Province. The population quantity variables analyzed were Population Growth Rate (LPP), Population Density, Population Composition, Birth Rate, and Birth Rate by Age. Since the formation of Banten Province in 2000, in general all regions in Banten Province experienced a decrease in the amount of LPP. Exceptions occurred in South Tangerang City, the population increased by 51.22%, population density increased by 40%, the composition of the most dominant population was the age group 0-4 and 5-9 years, a significant change for Sex Ratio, reduction in birth rates and numerical parameters births in the 15-19 year age group received special attention because in this age group the proxy for prenatal early marriage at the age of adolescents in Banten Province.

Abstract
The background of this research is the fact that the problem in HIV / AIDS prevention to provide good services has been mandated in the Minister of Health Regulation 21 of 2013 so that the Banten Provincial Government should be able to provide good services for people with HIV AIDS (ODHA), but in fact the Indonesian government has not been able to serve people with HIV AIDS (PLWHA) well because of a lack of commitment from the central government and regional governments. Therefore the need for the role of regional governments in the era of regional autonomy in HIV AIDS prevention is needed in providing health services to their communities. Besides that HIV and AIDS is one of the social problems that must be considered by the government, because in reality the views in the community and discrimination are still a serious problem in the efforts to prevent, handle and control HIV and AIDS in Banten Province. The next problem is that stakeholder understanding of the HIV and AIDS program budgeting policies is limited, institutional capacity related to budget access and management is inadequate, and data-based budgeting planning is still minimal. The theoretical basis used is the Policy Implementation Theory, while the method used is descriptive with a qualitative approach.

Abstract
Abstract Tourism potential in Lebak District must be managed and utilized optimally through the implementation of tourism development programs that are expected to be a trigger for regional growth and the spread of tourism places that tourists can visit. The legal basis for implementing tourism policy in Lebak Regency is contained in Lebak District Regulation No. 1 of 2016 concerning the Master Plan for Tourism Development in 2016-2031 in Lebak District. This research was conducted using qualitative methods, the selection of informants was done purposive. The technique of collecting data through interviews, observation and documentation studies. The analysis in this study uses the Theory approach used is the theory of policy implementation from Van Meter and Van Horn in Agustino (2006: 153) because the results or performance of the policy are determined by the following factors: certain standards and targets; resource; communication between organizations; the character of the implementing bureaucracy; implementing attitude; social, political and economic conditions. Based on the results of the analysis, the implementation of the development of the tourism sector in Lebak Regency has faced a major problem, namely: the limitations of tourism human resources, both in quantity and quality (competent and professional); it is not good for infrastructure (facilities and infrastructure), especially road access and transportation networks, to tourist destinations so that it influences the performance of the tourism sector; cross-agency coordination and cross-actors that have not been optimal. Abstract
Development has long been hailed as the primary source of human progress, but unfortunately, most of the times development is carried out without demonstrating sensitiveness to cultural setting in which it operates. Dayak culture is one of many cultures impacted by such practice, while in fact many of its cultural facets may significantly contribute to the development and render it more sustainable. This article argues that Dayak culture has been impacted by development agenda and the logic of development has to be reversed by including local wisdoms to ensure the sustainability thereof through the lense of cultural impact assessment.

Abstract
The society-s food storage program was allegedly unsuccessful in making food reserves in accordance with the mandate of the food security law. Therefore, a food management mechanism that is suitable for the society in Banten Province is needed. This research was carried out to realize food security in the society of Banten Province through self-sufficiency in agriculture, especially rice. The specific target to be achieved is the establishment of a mechanism for managing rice in Banten Province which can create food security. This study proposes a leuit model in Baduy customary law to be developed in the management of food for residents in Banten Province, the model of the leuit has been proven to make food security for the Baduy-s people themselves. The model is expected to be a policy of the Banten government in actualizing food security in Banten Province. The approach method used in this study is the method of sociological normative law or empirical juridical law. The researcher will examine the Leuit Baduy model to be developed in modern society by also conducting a study of existing community rice barns.

Abstract
Environmental change seems to have resulted in water insecurity related issue in many areas globally (Bostrom, 2011). Flood disaster in India, United States, Turk and Indonesia cost people their life along with economic burden (McIntyre-Mills et.al, 2018). United Nations High Commissioner for Refugee (2014) notes global environmental change might lead people living in rural areas to move in to cities, whilst urban water insecurity issues affect the life chances of women, children and vulnerable groups (Figueres 2015). A similar interdisciplinary research by Darian-Smith and McCarty (2017) argues that development perspectives ought to place rural and urban areas in a bonded entity as an integrated development approach. The integrated approach is in line with the Global Agenda for Sustainable Development, which underlines community resilience of those living in disaster-prone areas and refugee centres. This study keys in policy making and governance addressing Paris Climate Change Agreement (2015), United Nations Sustainable Development Goals (2014) and United Nations Seandai Framework (2015-2030). The research is in harmony with the Sustainable Development Goals 1, 5 and 17, namely eradicating poverty in terms of water crisis, mainstreaming gender and building network with respect to protecting the vulnerable. Likewise, the research argues for inclusive decision making as to The United Nations Declaration of Rights of Indigenous Peoples (2007). This study is making the case to: 1) analise the complexity of needs of the vulnerable community groups concerning water insecurity; 2) Emphasise local government and community networks in the matter of understanding, monitoring and evaluating sustainable rural-urban development based on local wisdom (Nussbaum, 2011, Sen, 2005, Yap and Yu, 2016; 3) create community resilence by ways of analysing the dynamics of policy so as to address why and how all stakeholders could provide trust in government. The Participatory Action Research is collaborating Australian, Indonesian and South African scholars funded by the Ministry of Research Technology and Higher Education of the Republic of Indonesia.

Abstract
This research basically aims to formulate a social engineering model for empowering the poor in the border areas of Pandeglang Regency which borders on Serang Regency. The research area, 2 Subdistricts are planned to be located in the border region namely Cadasari Subdistrict, Ciinjuk Village because it has the characteristics of a border area with the highest poverty rate of 26.70 and the highest Gini ratio of 0.32 and Carita District Sukanagara Village was chosen because it has the characteristics of border areas and coastal areas with an average poverty rate of 8.27 and a Gini ratio of 6.18. Based on the concept of poverty (causes, measures of poverty and dimensions of poverty), the concept of community empowerment, the concept of education, the concept of public health, infrastructure development, the concept of purchasing power and the concept of village potential, researchers sought to analyze these concepts and formulate engineering models the right social empowerment in eradicating poverty in the border region is seen from the point of view of education, health, purchasing power and infrastructure. This research uses qualitative methods with a case study approach. The technique of collecting data uses in-depth interviews, participatory observation, and documentation. While the data analysis uses qualitative methods supported by quantitative data. The informants interviewed were divided into two large groups, namely government representatives consisting of local government organizations (OPD) related to poverty eradication and community representatives. This research focuses on areas that have links as causes of poverty and potentially generate the appropriate empowerment models for the community, namely, education, health, purchasing power, and infrastructure. Through this research, it is expected to be used as a model for other regions where the poverty level of the people is still high so that it is expected to reduce the poverty rate in Banten Province, especially in Pandeglang Regency. The results of this research explained that the social engineering model of empowering the poor began with the policies and implementation of the central and regional governments through the relevant agencies to develop various infrastructure facilities which included: 1) educational facilities; 2) health facilities; 3) means of transportation; 4) economic facilities and 5) settlement facilities, which begin with the process of identifying problems, community needs, supporting local natural conditions, assessing feasibility, and finally the development actions, then monitoring and maintenance of infrastructure facilities together with the community and village officials. has been built in a sustainable manner.

Abstract
Public transportation in the district Sidenreng Rappang is a priority for the immediate formulated its policies especially public transport passengers. The problem arises because of the lack of supervision, public transport fares, route system settings/route that has not been done in, hierarchy transports carrying passengers in terminal. Therefore, it takes the role of stakeholders in an integrated management, strategic, and sustainable system to support the design in the form of governance on the public transport passengers, planning within the scope of the problem management and operation. The study aims to identify the role of stakeholders based on the level the influence and their interests on public transport in Sidrap Regency. The collection of data is collected through observation field and in-depth interviews to stakeholders. The method of analysis data using analysis stakeholders. The research results show that stakeholders who engage in governance in the management of public transport in Sidenreng Rappang Regency were divided into two groups and bestowed his key players group is ( high and the influence of high ) and as actors and bestowed his group low and the influence of high. Stakeholders including key player is the head of the the DPRD of Sidrap Regency, sidrap regent, the head of BAPPEDA Sidrap Regency, head of financial management agency Sidrap Regency, head of department of transportation Sidrap Regency, and heads of agencies Sidrap Regency environment. Stakeholders including as actors were community figures, non-governmental organizations (NGOs), and academics. Stakeholders group this key players must be more active engage very full of included in evaluate a new strategy. Stakeholders risk this could bring in policies and thus their existence need to monitored and well-managed. To optimize stakeholders and the role of the actors have to do exchange or inform stakeholders the key players.

Abstract
The idea of democracy is interpreted by many perspectives and ways for individuals and society. Indonesia is no exception, which is part of the world community. Various regions and communities in Indonesia have their own challenges in practicing democracy in the influence of globalization and the popularity of social media as citizen participation in various sectors, including social and economic sectors as an effort to overcome the digital divide and widening agreement between the rich and the poor. For the Baduy indigenous people in Banten with adat, the foundation of democracy is defined as justice, in the sense of opening opportunities to everyone, and also means autonomy or independence of the person concerned to regulate his life, according to what he wants. Even the role of women in the food security of the Baduy community has been expressed in a strong and very synergistic manner in welcoming and realizing Sustainable development goals, including in the era of globalization and media convergence.

Abstract
This study aims to explore the role of women in efforts to empower and increase community literacy through waste management. Furthermore, this study will try to compare the roles of women in Purbalingga District (Limbah Pustaka) and in Serang City (Rumah Dunia). This research is important because the problem of waste is an endless problem, where every day almost everyone produces waste, including in Purbalingga Regency and Serang City. On the other hand, the role of women in the movement or community is still small, so that efforts made by the Limbah Pustaka (Purbalingga Regency) and Rumah Dunia (Serang City) are one example where there is a role of women not only in reducing waste, but how become an empowerment activity and increase the literacy of the surrounding community. The methodology of this research is qualitative with a case study approach. Data collection is done by observation, in-depth interviews and documents or archives. The purpose of this comparison itself is to see how the role of women in each community or region (province) in the effort to empower and increase literacy through waste management. This research is expected to produce good models or designs in waste management efforts, and later can be an example or model for other communities in Indonesia

Abstract
The Seren taun ceremony in Kasepuhan Banten Kidul is a form of reflection of gratitude towards the Almighty over abundant crops. In addition, these traditional rituals are also a place of friendship between indigenous members and stakeholders from the village to the central level. During the ceremony, there was a dialogue session between the parties and the stakeholders regarding various social issues faced. The indigenous people represented by the customary leader convey their aspirations in the form of complaints, hopes, and demands from the community to the government, while the stakeholders respond to issues that arise, as well as convey various development agendas and programs, both for the interests of the indigenous people and for society in general. In the context of social change and development, the use of seren taun as a means of dialogue between indigenous peopleada and stakeholders can be understood as a form of social action that has a specific purpose, namely the hope of emerging government attention so that they can feel the positive impact of development. Therefore, this study intends to focus on questions; how seren taun is used as a medium of customary communication with the government, and how the implications for social change and development along with the use of traditional activities as a medium of communication with the government. Abstract
This research is to find out the leadership of the village government and to find out society participation in development planning in Pattondon Salu Village, Maiwa District, Enrekang Regency. The hypothesis of this study is that village government leadership has a significant effect on optimizing society participation in development planning. The location of this research in Pattondon Salu Village, Maiwa District, Enrekang Regency. The population in this study is 133 Families (KK). The sampling technique uses incidental sampling with the Slovin formula. The sample in this study is 100 Families (KK). The techniques of collecting data use observation, questionnaires, documentation, and interviews. Quantitative data analysis techniques using frequency tabulation analysis methods and simple regression analysis using the SPSS 16.0 for Windows program. This results shows that, 1) Village government leadership is categorized in the good criteria with an average percentage of 63.95%, 2) Society participation in development planning categorized as a fairly good with an average percentage of 58.95%. In addition, there is a strong influence between village government leadership and the optimization of society participation in development planning.
