Abstract
Multiple years since Internet has been using in Indonesia, Cybercrime is being discussed in Indonesia especially Cyber Prostitution. Cyber Prostitution activities are very troubling Internet users and parents. This crime tends to make children and women objected as sexual commodity. After many places of street prostitution cleaned and localized, now the Players penetrated the place that is quite safe and efficient, they are moving into the social media. Information technology has changed the face of prostitution in Indonesia. In the practice of conventional prostitution or street prostitution there are three actors; prostitute, pimps and customers (client). They form a strong communication network and work together according to their respective roles. Their Communication Network is patterned with Pimps central actor to maintain the cohesiveness of relationships between actors. The structure and patterns of communication change the communication network in practice Cyber Prostitution. Using the method of Communication Network Analysis / CNA this study intends to dissect actors behavior, whether the actors establish a strategic contact in the practice of Cyber Prostitution in Microblog Twitter. This research is limited to 12 alter account Twitter communities : @ 69_Indonesia, @ AlterInfo69, @ CaptainAngel8, @dapurbecek, @Dj_paijo ", @Geje_Alter, @KupuKupuAlter, @Madu_Alter, @PremiumAngels, @Promot_Bisyar, @sukaCDwanita, and @tenderoffender. Then, Twitter chripstories restrictions inside November 2016-November 2017. Sampling is taken by purposive sampling, moving at supported account points as the beginning of the tracking process. This study found that relations that have a direction, the actor can be positioned as subjects and objects. It means to be able to exchange roles between roles, both as pimps and prostitutes, and clients in the context of exchanging information or promoting each other in the online prostitution business

Abstract
Malioboro is one of the leading tourist destinations in the city of Yogyakarta. The problem faced is the reduced comfort of tourists because of the limited pedestrian area used for motorized vehicle parking and street vendors. Therefore, the city of Yogyakarta government tried to arrange the Malioboro area by transferring parking locations and structuring street vendors. But in reality, it is not easy for the Yogyakarta city government to do so, because it is related to the economic interests of parking attendants and street vendors. Here government communication finds its relevance, how the government can convey and convince the public about development programs but also can receive aspirations and understand the interests of the community. Based on this background, this study aims to analyze the communication process carried out by the Yogyakarta City government in structuring the Malioboro area. This study uses qualitative methods, with documentation data collection techniques and interviews conducted with the Yogyakarta City Government, Parking Community, Street Vendors Community, and Malioboro visitors. Data analysis techniques use qualitative analysis techniques through the stages of data reduction, data display, and conclusion. This study found two cases of government communication processes in the arrangement of the Malioboro area in 2015-2017. First, a well-run case of government communication was found between the Yogyakarta City government and the Street Vendor Community. Communication runs two ways, feedback from street vendors gets a positive response from the Yogyakarta City government. Receiving and giving good information between the communicant and the communicator made the Malioboro area arrangement program in the street vendor area well done. Secondly, the case of government communications that went badly happened between the government of the City of Yogyakarta and the Parking Guards Community. Feedback provided is not as expected. The communication process was slightly hampered in the relocation of parking from Malioboro to the Abu Bakar Ali Parking Park. The obstacles found in this communication process made the implementation of the policy difficult, even though an agreement was finally reached. The results of the government communication process took UPT became the dominant communicator in the government communication process in structuring the Malioboro area.

Abstract
Gunung Kidul is one of the districts in the Special Region of Yogyakarta that has many resources. One of the potentials of Gunung Kidul that is being developed is tourism potential. One example of a successful tourism potential is Nglanggeran Tourism Village which is capable of achieving many international achievements. Nglanggeran Tourism Village receives appreciation from ASEAN Community Based Tourism. Community Based Tourism itself is community-based tourism where community are involved in tourism activities. This research explains how the communication pattern of the group administrator Nglanggeran tourism in maintaining the achievements of the international standardized community based tourism. The method used in this research is an interpretive qualitative research method where the researcher not only describes the results of the research but also interprets the research that has been researched. This research was analyzed using the theory of analysis prosess interaction and the concept of communication patterns, communication of tourism and community based tourism. The results of this study indicate that the communication patterns that occur in the POKDARWIS tourism village Nglanggeran are primary, linear,secondary, and cyclical communication patterns. POKDARWIS Nglanggeran Village uses face-to-face communication patterns and provides feedback on communication that is usually done when conducting weekly evaluations. POKDARWIS Nglanggeran Tourism Village also uses secondary communication patterns that use media as a means of delivering messages, the media used is Whatsapp. the delivery of information is more effective because it is faster and able to cover many audiences.

Abstract
Increased interest of domestic and foreign tourists on visits to tourist areas that present the beauty of nature and culture is now supported by the seriousness of each region in the Province of Yogyakarta in developing tourism potential in each of their regions. This study describes the communication pattern of managers of Batik Giriloyo Tourism Village in developing sustainable tourism village areas, and this study describes what efforts conducted by village tourism managers in developing sustainable tourism village areas. The research method used in this study is a qualitative research method. This study was analyzed using social system theory and using the concept of organizational communication patterns and sustainable tourism. The results of this study indicate that organizational communication patterns that occur in Giriloyo Batik Tourism Village in developing sustainable tourism are patterns of upward communication, downward communication, and horizontal communication. This tourist village is one of the tourist villages that inherited batik crafts since the 17th century, so the role of the manager here is very large in maintaining the sustainability of tourist villages to date. In addition to internal management, the village tourism also establishes upward communication with parties outside the organization, such as the government, starting from the district, provincial, to the ministry level. Communication with stakeholders is also intertwined with upward communication patterns. Maintaining communication with all these elements is an important key in developing sustainable tourism in the Giriloyo Batik Tourism Village.

Abstract
This study aims to describe the communication strategy model of the provincial government of Bali in resolving the Benoa Bay reclamation conflict in 2017-2018. The refusal of reclamation led by the Bali Community Forum (for Bali) made the project based on the 51st administrative law of 2014 stagnate. Although the position of the provincial government of Bali is not an execution party, several stages of planning and implementation are carried out for the success of this reclamation. This study uses a qualitative approach with descriptive types. The technique of collecting data uses in-depth interviews and documentation. Informants interviewed were Bali provincial government officials who were involved in communication with the Balinese people. The data analysis technique uses interactive analysis and data validity using source triangulation. The results of this study showed that the communication strategy implemented by the Bali Provincial Government used the tokenism participatory approach. As a planning step, the provincial government has conducted a feasibility study (Amdal) even though the amount is very minimal. The implementation steps are taken by conducting interactive communication with the community, the functioning of the customary "complaints" as opinion leaders, and still interacting with local wisdom.

Abstract
The operational phase of the road project is considered successful when this type of facilities can improve the communitys life. One of the criteria for the project that is said to be successful is by applying the concept of sustainable development, consisting of three aspects, namely economic, environmental, and social aspect. This paper discusses social aspects regarding the role of the community participation in road construction projects. In the existing practice, community participation was applied at the environmental impact assessment, considered as a form of formality to get building permits. Previous researches on community participation have been carried out in several areas such as public buildings and urban planning. However, still limited research has been conducted in the area of road construction process. This paper investigates community participation criteria using mean analysis. The first conclusions from this research, there are 20 criteria for community participation to achieve a sustainable highway project in Surabaya.

Abstract
Corn is the main commodity of Grobogan Regency. Considering the potential of corn, Bank Indonesia in cooperation with the Government of Grobogan Regency creates the development program of corn cluster. The selected area as the object is Gapoktan Sido Murni in Tambakselo Village. However, there is an area with the same potential that does not have a cluster development program, that is Gapoktan Sido Manunggal in Dokoro Village, Therefore this research aims to know and compare the income, profit and feasibility of corn farming both. The number of respondents of 20 farmers in each village, determination by non random sampling technique. The data obtained were analyzed descriptively. Corn farming was analyzed by cost analysis, income, profit, R / C, land productivity, labor productivity, and capital productivity. The results showed that the farmers of Gapoktan Sido Murni earned an average income of Rp11.724.722 and profit of Rp7.917.851. Meanwhile, farmers in Gapoktan Sido Manunggal earned an average income of Rp9.740.915 and profit Rp5.991.161. The ratio of (R-C) in Gapoktan Sido Murni was 1,9 while Gapoktan Sido Manunggal had 1,6 of R/C, land productivity in Gapoktan Sido Murni was Rp9.928.684/Ha/season and Gapoktan Sido Manunggal was Rp7.991.161/Ha/season, and capital productivity in Gapoktan Sido Murni 148% and Dokoro 104%. Based on the four feasibility analysis used, Gapoktan Sido Murni had higher feasibility value compared to that of Gapoktan Sido Manunggal, thus program of corn cluster is worth developing.

Abstract
Telecommunications technology continues to grow every year because the need for communication that is used by the community to support life needs in terms of the use of information is increasing. The process of transmitting information through a channel will not be separated from obstacles in the form of errors. One of the transmission technologies is modulation. Modulation is the process of laying on information from the modulation signal to the carrier (the high frequency) by varying the carrier signal according to the modulation signal. One parameter that determines the quality of digital modulation is the Bit Error Rate (BER) by looking at the effect of the energy value per bit of the power spectral density ratio (Eb / N0) and signal to noise ratio (SNR). The purpose of the research can be a reference for the comparison between modulations in the implementation of the fifth generation (5G) technology and can be developed in further research, so that the benefits generated can maximize the implementation of 5G technology. Data collection in this study uses two scenarios, namely Additive White Gaussian Noise and Frequency-flat Rayleigh Fading channels. In each scenario using modulation that is different from the modulation of BPSK, QPSK and 16-QAM. After the simulation results using Matlab are obtained, these results will be compared with the BER theory of each modulation.

Abstract
Learning achievement can be measured by school report cards. The challenges in this study can be done by using a classification method to predict learning achievement using classification algorithm namely Naive Bayes and C4.5. After a comparison between the two algorithm , the result of the prediction of learning achievement are obtained. It is clear that the naive bayes algorithm has an accuracy value of 69.18% and the AUC value of 0.771 is included in the fair classification, while the C4.5 algorithm has an accuracy of 65.65% and the AUC value of 0.686 is in poor classification. From these result it can be concluded that the naive bayes algorithm has a higher accuracy than the random forest algorithm and C4.5, the difference in accuracy between naive bayes and the difference between naive bayes and C4.5 is 3.53%. Thus the naive bayes algorithm can predict student achievement better

Abstract
Some organizations have implemented Green IT to reduce the negative impact of IT devices. The framework for measuring the implementation of Green IT that much used is the G-Readiness framework. In Indonesia, there is a local framework called the ZEN framework. This study focused on analyzing the comparison between the G-Readiness framework and the ZEN framework. There are several parameter approaches that are used to compare two frameworks such as regulations, device periods, data center design, power management, recycling, vendor procurement, etc. Data collection method uses a literature review, questionnaire, and directly analyzes comparisons between frameworks. The conclusion of this study is that each framework has its own advantages and disadvantages, where the comparison shows that the G-Readiness framework and the ZEN framework have no difference. Generally, the difference only in the completeness of the aspects that include it. Furthermore, the ZEN framework is more specifically used for universities, while the G-readiness framework can be used for various organizations.

Abstract
Counseling is a process of systematic two-way communication between the pharmacist and the patient to identify and solve problems. Counseling is very important, especially for patients with specific diseases that are chronic such as cardiovascular disease (CVD). The main risk factors in CVD is uncontrolled hyperlipidemia. Hyperlipidemic patients must undergo treatment in a long time and requires high compliance to take the medicine well and good lifestyle changes in order to achieve better therapeutic results. To achieve all that is needed appropriate counseling methods and according to standards. Therefore, this study aimed to determine the effect modification counseling methods to the results of treatment of patients with hyperlipidemia. This research method is done by using a quasi-experimental approach is to intervene through counseling in the treatment of hyperlipidemia patients were grouped into two groups: a control group that will be given verbal counseling alone and test group who will be given counseling modification by using the tools of leaflets and video, as well as the monitoring will be conducted by telephone. The number of samples is required in this study were 72 patients ie 36 patients as the control group and 36 patients as an experimental group. The result shows that perception and behavior of experimental group experienced a greater change compared with the control group. Perception and behavior prior to counseling included in good category, and after counseling, the patients perception and behavior turn into the excellent category based on the Likert scale. Results of treatment of patients with hyperlipidemia which is lipid profile shows the p value 0.000 <0.05, which means that modification counseling methods have a significant influence on the change of therapy results hyperlipidemic patients who use statins.

Abstract
Indonesia is suffering with a lot of mental health patients who have been in shackled or locked up in narrowed spaces. Approximately, there are 57,000 people with real or perceived mental health disorder and latest Human Rights Watch data shows that more than 18,800 people now live in shackled in Indonesia. Even though the government banned shackling in 1977, it is undeniable that many institutions, traditional therapists and families are still performing human shackling. Shackling people with mental health conditions is illegal in Indonesia and yet it remains a widespread and brutal practice. Regarding to this phenomenon, Indonesia has enacted the Mental Health Law 2014 which cover mental health issues and it aims to uphold for the rights of people with mental health disorders. Furthermore, the researchers would like to know how Indonesian government deals with the mental health patients in term of respecting, protecting and fulfilling their rights. Aside of that, the researchers also try to make comparative study with Taiwan as the country which has excellent health care system in the world. Through this research, the authors aim to show the number of the human shackling in Indonesia still persist which caused by inadequate regulations, lack of mental health hospitals, low level educations and shortage of psychiatrists and other mental health providers. By considering the condition above, the research suggests that Indonesian government has to take important steps to end the practice of shackling people with mental health conditions in order to respect, protect and fulfill the human rights of mental health patients. Moreover, the Indonesian government should immediately order inspections and regular monitoring of all government and private institutions and take action against facilities that practice shackling or abuse people with mental disorder.

Abstract
Abstract Islamic values are found in the Prophet Muhammad SAW as said by Allah in the Quran: "Indeed, the Messenger of Allah has been a good example for you, for those who hope for the mercy of Allah and the coming of the Day of Judgment, and he calls Allah . "[Al Ahzab 21]. The characteristics of Rasullullah are: Siddiq means true not lying, trust means that it can be trusted, fathonah means intelligent, and tabligh means to convey. These attitudes must be taught in medical education, so that they can make an Islamic doctor and have a noble character in helping patients. This study compares Islamic values as reflected in the mandate, fathonah, and ethical attitudes of Muslim students in semester III and VII. Islamic attitudes are calculated using a Likert scale and the results of the initial semester students (class of 2017) have a score of 82.03% (very good) and the 2015 class is 79.5% (good). There were significant differences (p <0.05) between two groups. It can be concluded that the values of the initial semester medical students are better than the final semester.

The new finding is theoritical development of softskill, character and culture of Japan in terms of Islamic Perspective. It will benefits for Indonesia that makes Islam as one source in national education orientation. This research hope to take advantages in the development of Indonesia s national character education. The character of a community can not separate from the internal and external factors as shown in Japans character and culture that brings to a national progress. The internal and external factors are: 1) Developing excellent and Islamic values as main philosophical framework in Universitas Muhammadiyah Ygyakarta inspired by Japans character and cultural based on Rahmatan lil-alamin, the universal approach of Islamic teachings; 2) Strengthening education quality (e.g. curriculum, methodology, learning materials, evaluation and teaching technologies) as main strategic target (e.g. social economy, health, education) that operationalize the excellent research objectives of Universitas Muhammadiyah Yogyakarta.

Abstract
Pharmaceutical research has successfully incorporated a wealth of molecular modeling methods, within a variety of drug discovery programs, to study of biological and chemical systems. The integration of computational and experimental strategies has been of great value in the identification and development of novel promising compounds. Broadly used in modern drug design, molecular docking methods explore the ligand conformations adopted within the binding sites of molecular targets. This approach also estimates the ligand-receptor binding free energy by evaluating critical phenomena involved in the intermolecular recognition process. Today, as a variety of docking algorithms are available, an understanding of the advantages and limitations of each method is of fundamental importance in the development of effective strategies and the generation of relevant results. The purpose of this review is to examine current molecular docking strategies used in drug discovery and medicinal chemistry, exploring the advances in the field and the role played by the integration of structure- and ligand-based methods in cancer disease. Cancer is still a major health problem in the world because of its high morbidity and mortality. Among the cancers that attack humans, breast cancer is the most prevalent cancer among women in the United States with 182,460 new cases (26% of cancer-fighting women) in 2008. We have performed a comparative assessment of two programs for molecular docking: PLANTS and AutoDock Vina 3.0. This was accomplished using two different studies: RMSD score and docking experiments against 6 different proteins (cyclin D1, cyclin E, p53, HER-2, EGFR, VEGF) which are specific proteins target in cancer research. The docking accuracy of the methods was judged based on the corresponding docking score. The results from experiments showed that Autodock Vina 3.0 has more appropriate than PLANTS method. A speed comparison demonstrated that Autodock Vina was faster than PLANTS among the tested docking programs. The Autodock Vina could perform all the RMSD score < 2.0 A for 6 target proteins, and PLANTS only showed 2 of 6 that has RMSD score < 2.0 A. We can conclude that Autodock Vina more effective than PLANTS method for molecular docking in cancer drug discovery.

Abstract
Road preservation with a Long Segment Scheme is the handling of road maintenance within the boundary of a continuous segment length (can be more than one segment) carried out by one service provider. The output of the Long Segment Scheme is in the form of widening, reconstruction, rehabilitation and routine maintenance. In Road Preservation with Conventional Schemes the handling of road maintenance by service providers is limited to a certain scope of output and can be carried out by more than one contractor, specifically for routine maintenance activities carried out in self-management. Both schemes certainly have advantages and disadvantages as well as differences influence. The purpose of this study is to compare the preservation of Long Segment scheme and Conventional schemes. The research variable was obtained from three stages, procurement, implementation and maintenance stage. This study used the interview method and questionnaire to the expert then tested the validity and reliability. After that the variables are analyzed using the compare mean independent sample t test method which is processed using the SPSS application to obtain the dominant variable in each scheme then a comparative analysis is carried out between the two schemes. The result of this study is to get a comparison of the advantages and disadvantages of each stage implementation of the Long Segment and Conventional preservation schemes.

Abstract
According to the Central Bureau of Statistics, between 2015 and 2017 the number of crimes in Indonesia has declined relatively, but the number of villages that have the potential to become a venue for conflict has increased relatively. Thus seen from the region, the potential for conflict that can lead to crime becomes increased. In 2015 there were 352,936 crime cases, in 2016 there were 357,197 crime cases, while in 2017 there were 336,652 crime cases. Recently, the importance of the existence of a khilafah state has become an interesting discourse in Indonesia. In general, the discussion is more on political or power issues, but rarely addresses the issue of the judiciary in a khilafah state. Related to this, in this paper we will discuss the comparison between the judicial institutions in Indonesia and the judicial institutions that may exist in a khilafah state along with the potential problems. The model of the khilafah state to be discussed here is a model of the khilafah state according to Hizbut Tahrir. Thus this research is normative legal research.

The purpose of this research is to know the position of financial performance and position of bankruptcy level of sharia banking, as well as compare it with conventional banking. This research will be very useful to provide early warning to the sharia banking in managing the company, and can innovate in developing the company. Early warning is needed by the parties involved in the company to anticipate the development of business in the future. The analysis of this research using First, the method of Approach Regulation of the Financial Services Authority no. 8 / POJK.03 / 2014 which refers to Central Bank of Indonesia regulation no. 9/1 / PBI / 2007 to know the position of financial performance. Second, the Altman Z-Score model to find out the bankruptcy positions of sharia and conventional banking. This study resulted in the finding of the position of the financial performance level and the position of bankruptcy level of sharia and conventional banking. The final result of this research is the performance of banking syairah is not better than conventional banking financial performance, because the position of Islamic banking performance level is ranked 3, while conventional banking is ranked 1. The risk bankruptcy sharia bank CBGB 2 is in the position of the gray zone, while conventional banking CBGB 2 is in the safe zone. These results prove that the prediction results using Altman Z-Score in accordance with the use of the method of Approach Regulation of the Financial Services Authority.

Abstract
Nowadays computer networks are widely used to exchange important and confidential data information between servers to computer or cellular devices. Access to user control and use of software or hardware as a firewall often experience security problems. Unauthorized access to information through computer networks continues to occur and tends to increase. This study examines the attack detection mechanism by using three data mining algorithms based on particle swarm optimization (PSO), namely PSO-K Nearest Neighbor, PSO-Random Forest, and PSO-Decission Tree in the Canadian Institute for Cybersecurity Dataset (CICIDS2017). The initial experiment showed that the approach using the PSO-RF method was able to produce the highest accuracy of attack detection. Accuracy values generated using the PSO-RF algorithm with a combination of number of trees and maximal depth = 20 in the CICIDS2017 dataset are intact higher than other proposed algorithms. The highest accuracy of attack detection in the CICIDS2017 dataset is intact, which is 99.76%. In the CICIDS2017 dataset 50% Benign and 50% Attack it turns out that the PSO-RF algorithm with a combination of number of trees and maximal depth = 20 also gets the highest accuracy value of 99.67%.

Banyumas that located in Central Java is one of the regions in Indonesia with great tourism potential. There are lot of tourism destinations in there, such as Baturraden, Small World, Andang Pangrenan, The Village, Caping Park, and many more. Unfortunately, there are no public transportation facilities to go there. Public transportation for the tourism is the main facilities for visitors. It plays an essential role in city tourism development. The important thing to do before building a public transportation is to determine the optimal route. Scientific contributions are needed to develop it. One of the fields of study about it is graph theory. It is a branch of discrete mathematics. It is usually use in modeling of phenomena in real life. In transportation it is most commonly used to study problems. The aim of this paper is to provide the optimal public transportation route for the tourism in Banyumas. We have used Dijkstra and Floyd algorithm in order to compare the performance of optimal public transportation routes.

One form of the new trading business is e-commerce. Namely business activities involving consumers, manufacturers, providers, and brokers using computer networks, namely the internet. So that e-commerce transactions have several characteristics, including: unlimited transactions, anonym transactions, digital and non-digital products, and intangible goods. Based on several characteristics found in e-commerce transactions, the applicable law related to the transaction is the law regarding long-distance buying, salam and salaf law, hawalah law and electronic money. With the different viewpoints and legal basis for e-commerce transactions, the accounting treatment between conventional and Sharia systems also has several differences. Sharia Accounting Bai- as-Salam is a buying and selling accounting system that is most suitable for e-commerce transactions.

Abstract
Design building codes are primary book for structural design engineers to calculate flexural strength. In the design building codes, concrete has an important parts, those are rectangular stress block model and compression strain. This paper evaluates flexural strength of the reinforced concrete beam using six different design approach like ACI 318-14, AS3600-2009, CAN-A23.3-04, fib Model Code 2010, JSCE 2010 and NZS 3101:2006. 34 test reinforced concrete beam specimens in this database were tested under four-point monotonic loading, compressive strength of the concrete is in the range of 18 - 55 MPa and shear span-to-depth ratio is in the range 3 - 5. Based on limited database, the rectangular stress block and compressive strain proposed by fib Model Code 2010 resulted in a mean ratio of the predicted to measured flexural strengths close to 1.0 with a small coefficient of variation. In other hand, the model proposed by CAN-A23.3-04 provides the most conservative estimation.

Abstract
Water infiltration phenomenon through ground surface into the vadose zone is often described by a water ponding model. The description has been presented by researchers, but less of them have illustrated infiltration into homogenous soil of various grain sizes. The aim of this study is to compare water content distribution and the speed of wetting zone in Silica Sand soil of various grain sizes based on the purely physical movement approach. In this study, an infiltration process was simulated in a precisely soil column apparatus, which was used as a physical model; it had a height of 50 cm and a diameter of 15 cm. The water content distribution was illustrated by using numerical simulation based on Richards equation that was solved by finite different method with Crank-Nicolson scheme. Meanwhile, the function of water retention curve of the soil was predicted following van Genuchten parameters from measured logarithmic scale of negative soil water tension and water content values. The simulation results indicated that the speed of wetting fronts is decreased proportionately between soil size and ponding time that are apparent by means of comparison in logarithmic pattern. This simulation was refining the previous water-ponding model of natural sand, silt and clay soils.

Abstract
Lung cancer was the most commonly diagnosed cancer as well as the leading cause of cancer death in males in 2008 globally. The way used to detect lung cancer are through examination chest X-ray, Computed Tomography (CT) scan, and Magnetic Resonance Imaging results. The accurate and efisien analysis of the imaging results are important to ensure the minimal time processing. A computed assisted diagnosis system is the crusial research which can conduct the analysis efficiently and efectively. This paper aimed to compare the classification performances of Multi Layered Perceptron (MLP) and Radial Basis Function (RBF) techniques. The public lung cancer datasets was used as training and testing data in the classfication techniques. Ten fold cross validation was used for dividing data before classifying techniques. The accuracy performances are compared to check a better technique for classification step.

Space is no longer a no-mans space, but has become an arena of competition for various interests from various countries and international organizations. This is because currently space has economic value and strategic value that may be unlimited. In order for the space potential to be utilized optimally, there is a need for understanding among the parties concerned. Thus the existence of the theory of space law is an important thing to bridge the gap between the needs and availability of space in space, because not all positions in space have the same economic value and strategic value. Legal development in Indonesia has not really paid attention to the importance of space law. Positive law in Indonesia is still very limited in providing arrangements for the use of space, so that it needs to be increased and prioritized in the development of Indonesian law. Based on this, this research is a doctrinal legal research using a legal approach which is described descriptively by using the deductive method.

Recruitment and selection of women legislative candidates is the initial bridge for a woman to be actively involved in political parties. For this reason, this study will analyze the comparison of womens recruitment and selection of legislative candidate in two parties, La Republique En Marche in France in 2016 and the Nasdem Party in Indonesia in 2013. La Republique Party En Marche is a new party in France that has succeeded in becoming the party that has donated the most women in parliament. On the other hand, the Nasdem Party, which is also the same - a new party but the second least party that contributes its members to sit in parliament. This study will look at the recruitment and selection process of candidates who are more gender-friendly, who are the actors who influence the process, and what types of candidates in both parties.

Abstract
This study is an observational analytic with a hospital retrospective study. The purpose of this study was to determine the difference between real costs and INA-CBGs rates in patients with type 2 diabetes mellitus in the outpatient unit of X Wonosari Hospital.The study subjects who met the inclusion criteria were 62 medical records where the inclusion criteria in this study were patients with ICD 10 E11.8 diagnosis codes who visited the hospital in January 2018 to December 2018. The results of the descriptive statistics of this study show that the average real cost of type 2 diabetes mellitus patients is IDR 233.428,16. The average difference in real costs with the rate of INA-CBGs is IDR - 48.428,16. The conclusion of this study is that the real cost of patients with type 2 diabetes mellitus is greater than the rate of INA-CBGs in the outpatient unit of PKU Muhammadiyah Wonosari Hospital.

Abstract
The purpose of this study is to determine the effect of circle holes on the strength of the unidirectional rectangular composite and then compared with metal material (isotropic). This is considering that a construction generally requires holes for bolts and rivets when certain parts will be connected to other parts. The samples are the unidirectional rectangular fibers reinforcement polyester composite with variations in two types of circle holes namely one circle in the middle (model 1) and three circles with details of a larger circle in the middle and two circles are beside along the longitudinal (model 2), three types of fiber directions (0o, 45o, and 90o) with three variations of fiber content. For comparison, the metal here is steel with a variety of model 1 and model 2. From tensile testing results the nominal strength of model 2 both composite and steel is greater than model 1. For the composites, the maximum nominal tensile strength occurs at 0o fiber angle then decreases at 45o, then minimum at 90o, and the greater fiber content will make the greater of nominal tensile strength. The finite element formulation is carried out by using the analysis section of the ANSYS package.

Abstract
Competency teachers are a key factor in the success of education. However, until now the competence of a teacher is still a particular problem in education in Indonesia, one of which is the competence of vocational education teachers. This is the background, namely the purpose of this study is to determine the competency profile of teachers in fulfilling work competencies to achieve education. This research is a quantitative study using a survey method with data collection techniques consisting of questionnaire instruments which were tested on Vocational Computer & Network Engineering (TKJ) teachers in Mataram City regarding the competence of Computer & Network Engineering (TKJ) which is a very interested field by students Competencies used are pedagogical, expertise, personality, and social competencies. In terms of competence, development, research, and evaluation of competencies are referred to from relevant theories and studies. The results of the study: (1) the competency profile of TKJ Vocational teachers in Mataram City; (2) the competency profile of vocational TKJ teachers in Mataram City has not met competency requirements; (3) the ability of teachers in the field of competence in the field of study of the lowest competencies that are mastered by the teacher.

Abstract
1.1 Introduction Conflictual issues can be about economy, culture and values, or even a border dispute. The class cannot be avoided because of several issues triggering the conflict and also several interests. One of the bigger wars that can be was the Iran-Iraq War at 1980-1988. This war brought the long history between both of those countries, which were related with border disputes, ideological influences, and economic war. Those of both countries is thinking that if the war is still being run, it is not giving any good advantage. The damage was so big. So, it required a process to bring the two states involved war into one meeting to talk about peace or end the war. The process is called a peace process. In this case, the peace process arranged by the involvement of third party. The United Nations take a role as the third party in Iran-Iraq War by formed a Resolution no 598. In the resolution the council expressed its concern that, despite its calls for ceasefire, the conflict between Iran and Iraq continued with heavy loss of life and material destruction. The Iran-Iraq war was ended through the resolution no 598 that was produced by the United Nations. Furthermore, this paper argue that the way of the United Nations ended the Iran-Iraq war through Resolution no 598 is implementing the theory of compliance bargaining in conflict resolution. Keywords: compliance bargaining, conflict resolution, regime, ceasefire 1.2 Research Question How did the mechanism of compliance bargaining in the UN Resolution no 598 regime end the Iran-Iraq War in 1988? 1.3 Analytical Framework In approaching the main research question, this paper employs an analytical framework with core arguments linked to literature on compliance bargaining in conflict resolution process. 1.4 Methodology This paper will use the qualitative method by make limitation with regard to the scope of term regime. This method makes it much easier to examine a range of primary and secondary sources because the approach is focused on exact scope. Also, this paper will use data collections method. The process will be collect the data through library research that related to the study case. 1.5 Conclusion Through tracing process from several literatures, it is revealed the two hypotheses on how compliance bargaining mechanism work to ended Iran-Iraq War 1988: 1. The mechanism of compliance bargaining in United Nation Resolution number 598 regime can work effectively because of the using of international post agreement negotiation process such as compregensive disarmament, road map of reconciliation, dispute settlement and comprehensive normalization; 2. The mechanism of bargaining in compliance bargaining in UN Resolution number 598 can work effectively because of the using of domestic post agreement negotiation process such as ratification negotiation, rule making negotiation, rule making negotiation and ending with negotiating concerning monitoring, enforcement, and reporting.
