Abstract
The land area of Indonesia has a geographical form of mountains and valleys. This condition is a challenge in the field of infrastructure development and development, so long bridges and high pillars must be built and must be able to withstand the risk of earthquake design. The construction of bridges in Indonesia, especially those built before the last standard applies, namely SNI 2833: 2016, so the bridge must be reviewed on its structure so that its security and handling ascertained. Every ground motion caused by an earthquake recorded so that an earthquake recording in the form of acceleration ground motion obtained. In this study, analysis and evaluation of bridge structures were carried out due to the influence of earthquake loads. The structure tested by the seismic load from seven data scaled ground motion acceleration records. The structural analysis uses a nonlinear time history analysis method. From the results of the non-linear time history analysis, it is proven that by scale adjustment of seven earthquake recordings with target spectrum responses, the scheme of plastic joints and the magnitude of damage caused by each earthquake have a different impact.

Abstract
The optical fiber sensing system is free from the effects of electromagnetic wave interference and radio frequency interference. It becomes a strong reason why this research takes the topic of temperature sensor design using fiber optics. The temperature difference between the incoming light source at one end of the fiber optic cable and the temperature of the sensor will cause a difference in wavelength between the incoming light source and the light reflected by a sensor or passed by a sensor. The difference in wavelength will be converted into RGB value, then it will be converted into a temperature. The method of designing fiber optic sensors used in this research is experiment, called: - heating the ends of the fiber optic core with analytic splicers so they will obtain the shape of the optical fiber end such as spherical and oval fiber optic ends, -peeling the jacket between two ends of the fiber optics and coating optical fiber with plates. The test results for temperature measurements between 303oK to 545oK show that (1) reflected (a) spherical optical fiber sensor has a 7% error, (b) oval optical fiber sensor has a 7.5% error, and (2) forwarded, has an error 1.296 %.

Abstract
This study aims to determine the implementation of the LCC airline in reducing and minimizing costs accrued by the company and the impact of the implementation of LCC. In order to achieve this goal, the data were collected using interview techniques with key informants and secondary data analysis. The type of research used is descriptive exploratory method aimed to explore the implementation of LCC on airlines. Data sources used primary data obtained through interviews with informants from employees of PT. Citilink and PT. Garuda Indonesia, while secondary data were collected from information presented on the website and other related information and reports of LCC on the internet. The results of this study indicated that there are at least 3 forms of reduction / minimization of flight costs, namely the first minimization at operational per service / per flight. Second, cost minimization in the overall operations of the company. Third, minimization with government policy facilities related to the rules regarding flights and fixed rates. These results are evidence by Cost per unit for production (cost per Available Seat Kilometer/CASK) of FSC airline was 6.16 US¢, meanwhile the cost of LCC airline was just 0.06 US¢ for easyJet, Air Asia had 3.07 US¢ and Citilink had the highest position compared to easyJet and Air Asia for 4.71 US¢. Therefore, the implementation of LCC has the effect on the opening opportunities for the middle and lower classes to choose flights as a mode of transportation and the presence of LCC can have a positive impact on the economy, especially in the tourism sector.

Abstract
Collaborative deep learning is an approach that used to overcome the amount of training data needed in building a better deep learning model. In collaborative deep learning, the central server collects user data and run the deep learning algorithm centrally to get more accurate models. However, centralized training data collection can raise serious of privacy leakage problem and damage to the integrity of training data. In this paper we introduce the privacy preserving collaborative deep learning model using verifiable (k, t, n) multi-secret sharing based on the Elliptic Curve Diffie Helman and SHA3-256 as a hash function. Where all training data will be formed into n shares using a session key generated from the private key and public key Elliptic Curve Diffie helman to protect the privacy and avoid all training data using SHA3-256 for the verification process before sending to server. The test results show the integrity of damaged training data and colluding participants can be verified using the Elliptic Curve Diffie Helman and SHA3-256. Therefore proposed model can protect the privacy and integrity of training data and maintain the accuracy of the deep learning model.

Abstract
The increasing number of foreign companies offering job vacancies in Indonesia is a blessing for new graduates. However, they could not use the opportunity due to their limited English skill. This condition may occur because there is a lack of human resource providing direct, gradual, and continuous assistance to improve their English skills. Nowadays, social media are very popular among various groups of people but they are mostly used for information exchanges. This study aims to develop an application inside Facebook as an English learning media to help students learn English more efficiently. This application is in the form of a chatbot (an answering robot) as a substitute for a teacher to help those who have difficulties in learning English. The chatbot integrated in the social media is expected to provide an easier adoption as the users are already familiar with its interface and navigation. This application has been applied to students of Telkom Vocational High School Malang and D3 English Study Program, State Polytechnic of Malang. With this application, students can learn English independently and utilize a rich collection of information and organized exercise items to get help or find more challenges whenever needed to avoid learning boredom

Abstract
Abstract the DC house house project is a pure DC electricity system to enable optimal use of renewable and alternative energy, DC House promotes a more sustainable solution by not using fossil based fuels. DC sources are mainly from renewable generation such as PV and wind turbines, the output from PV and Wind turbine produced is not stable, so there is a need for a regulatory system, arrangements can be made on the generation side and on the load side. Because the output of the generator is not constant, a setting on the load side is needed to adjust the generation capacity. If one of the offsets is to be released, a load shedding must be carried out to meet the load requirements. Release of load is carried out when the supply is reduced because one of the generators is off then the low priority load will be released automatically. In this study simulated DC loads using PID control on the buck converter and load release using switching four loads with priority scale. The DC current sensor is used to determine the amount of current when determining the load released due to limited supply from the source

Abstract
This research is performed to analyze effect of using crumb rubber (CR) on the overlay design of Palembang City – Betung roads. Analysis of existing road conditions using the AASHTO 1993. This analysis based on deflection data using the Falling Weight Deflectometer (FWD). While, the overlay design analysis using CIRCLY 7.0 software to determine horizontal tensile strain (ɛh) for fatigue live and vertical compressive strain (ɛv) for rutting live parameters. The result showed that using CR can increase fatigue live into 66 % and rutting lives into 22 % for contribute pavement performance. To ensure the effect of CR in pavement-s performance, further research must be taken to find out if there are other effects that support.

Abstract
Two-wheeled balancing robot (Segway) is a mobile robot that has two wheels on the right and left side that can not be balanced if not controlled. Segway is an underactuated and nonlinear system. Segway stability control method is presented in this paper. The simulation and modeling system of two wheels self balancing robot (segway) also proposed. By modeling and simulated, we knew the original response and controlled response of segway. Stability is an important parameter in designing of segway, we suggest a controller for the Segway to guarantee stability response using pole-placement method, The general pole placement technique which places closed-loop poles in desired locations in the s-plane is discussed.

Abstract
Pico Hydro Power Plant (PHPP)is a hydroelectric power plant with a scale below 5 kW. This technology is suitable to be applied to areas that have many rivers with sloping slopes. The PHPP applied in this research utilized the river flow then flowing the water through a water way with a slope angle around 10 degrees. Due to this sloping angle, it is necessary to modify the turbine intake to produce a more rapid water flow so that the turbine can rotate faster. The modification is made by designing and making a spiral vortex hydro turbine, where the intake is designed to resemble a snail house or a whistle to produce a spiral whirlpool to drive a turbine. Then, the turbine will be coupled with a generator to produce electricity. The results show that the spiral vortex hydro turbine can produce faster turbine rotation, compared with a conventional water intake. The faster the turbine rotation, the higher the generator output voltage. In addition, the device is easy to move and maintain due to its portable design.

Abstract
Khalid ibn al-walid was a hero of Islam who was very meritorious and inherited many exemplary values, namely sincerity, struggle and intelligence. But many people dont know this hero. This is due to the widely available media introduction of Khalid ibn al-Walid figures such as history books and comic books that are less interesting. This can be overcome by developing an interactive historical game Khalid ibn al-Walid. This game is built with 3D characters using the arcade genre and the First Person Shooter viewpoint. There are 4 parts in this game namely Prologue, Phase Before Islam, Islamic Phase, Epilogue. The test results show that all game features can work properly. Then the game was tested on 10 users and they stated that they had received information about Khalid ibn al-Walid from this game.

Abstract
Predicting a cyberattack has been a challenge for various sectors including defense one. In this paper we propose a new method for making a prediction or an estimation the occurence of cyberattacks in terms of the attack type or category and when the attack(s) would be possible to occur. Our method based on Cognitive Artificial Intelligence (CAI) approach called as Knowledge Growing System (KGS). For this purpose, we use simulation data based on a riil data. From the simulation results, we can conclude that CAI is able to deliver an estimation of the occurence of future possible cyberattack.

Abstract
The development of communication technology, both on algorithms and devices has been so rapid. With a large number of buildings with wide locations, there are still many spaces that are not reachable by communication devices. Therefore, it is necessary to add a new communication tool that can be used to convey information in the campus environment intended for announcements, from one place to another or from one room to another simultaneously, both with point to multipoint as well as point to point characteristic which is suitable for internal communication and emergency situations. Using a WiFi (Wireless Fidelity) Module which is a Wireless Local Area Network based on the IEEE 802.11 specification. This wireless network can be expanded without using a backbone cable. Digital audio effects can be applied in real time using DSP (Digital Signal Processing) Starter Kit TMS320C6713 by implementing Simulink in the model. From the results of 1 kHz tone signal processing, the amplitude changes periodically between 81.6 dB to 94.3 dB. For periodic frequency changes between 502 Hz to 950 Hz there is a distortion of 95.7 dB, where the resulting sound output effect has little noise on the output signal.

Abstract
Abstract. Water is substance that is important for life after air, if it has been polluted by chemicals it is very dangerous for living things. The development of the industry uses chemicals in a production that causes hazardous waste, even though it has been reprocessed in the filtering process, if it is less than perfect, the water will be polluted if disposed of in the river flow. Identification and monitoring measures are needed that require media to use device that includes a sensor containing the pH of water that comes from the content of acidic substances in water, turbidity or the content of solid objects in water, and water temperature. The data collection method uses the node MCU microcontroller. Then the data is sent via wireless connection to be stored on the database server. Testing to see the results of monitoring using an android application that is connected to the server. From the results, it can be concluded that the data displayed on the application can run smoothly, the value displayed can be seen in real time.

Abstract
Fruits are one of the horticultural commodities that have high economic value and have the opportunity to be exported. Fruit products in Indonesia are generally consumed in the condition fresh fruit and verry little processed into processed food. Because fruits are seasonal and perishable after being harvested, the selling price of the product has decreased significantly during the harvest season. One alternative to increase save time and fruit utilization is by processing fruits into chips. Fruit chips are a healthy snack because contains high fiber . Processing of fruit chips can be done using ordinary frying with dyeing on cooking oil at atmospheric pressure (deep frying) or with a frying pan at low pressure (vacuum frying). The results of testing the salak chips frying using a vacuum frying machine with a capacity of 5 kg, obtained the following characteristics: before the chips are dipped in cooking oil, the temperature of the frying tube will rise slowly until it reaches the maximum temperature of frying 900 C but the temperature on the vacuum pipe will remain at room temperature of 270 C, after salak chips are dipped in cooking oil the temperature will decrease then it will rise to the maximum temperature of the frying pan is 900 C while the temperature of the vacuum pipe will increase until it reaches the maximum temperature of the frying pan is 900C but along with the longer frying time and the more depleted water content will be obtained value is 270 C and the salak chips ready in 90 minutes.

Abstract
The increase of population growth in Indonesia causes an increase of traffic volume on the road. With the increase of traffic volume, it is necessary to improve the quality of road construction, especially from the pavement layer quality. On the road that have moderate traffic volume to high traffic volume, several problems in the pavement layer is often found. One way to decrease the road damage is by improving the quality of asphalt mixture, which means increasing the asphalt quality. The research design is conducted by testing the characteristic of Asphalt Pen 60/70 and also the Asphalt Pen 60/70 mixed with gilsonite additive at 4.5%, 5.5%, 6.5%, 7.5%, and 8.5% of the asphalt weight. Asphalt Pen 60/70 mixed with gilsonite additive is called as modified asphalt. Based on the testing result, it is obtained that the characteristic of modified asphalt have a better asphalt characteristic than the Asphalt Pen 60/70. The percentage of gilsonite level that still meet all the modified asphalt requirements is at the percentage of 6.5% with ductility value >140 cm, 336oC flash point, 54.5oC softening point, 1,037 gravity specific, and 41 penetrations. Besides, 7.5% and 8.5% gilsonite levels have better asphalt characteristic than Asphalt Pen 60/70.

Abstract
In the medical, kidney function from an early age is something that cannot be underestimated. Special attention needed for this. In determining the function of organs can be seen through organs in which can be seen in the iris. Through the iris, a specialist can determine ones organic function asking for some other supporting data. The steps in this study are analyzing needs, designing systems and implementation. In making this program a backpropogation classification was conducted to classify iris with normal, acute and chronic kidney function. A person is identified with normal kidney function if his iris is regularly patterned, while for acute and chronic can be identified if the iris is irregular and has a deeper basin than people who have normal kidney function. The results of this study identified and classified kidney organ function based on the iris to determine normal, acute and chronic kidney.

Abstract
Recently, the efficiency of electrical energy is one of wide challenges in the world. The needed energy is very huge, meanwhile the sources of energy are limited. Many researchers try to find solutions for increasing the energy efficiency, one of ways is to monitoring the use of the energy easily so we can reduce of the energy usage. This paper proposes a system for monitoring energy usage by using Internet of Thing. Such system is called as Energy IoT based Database Management System. Every building is supplied by unit 2 transformator which will collect data of the used energy by using smart energy meter. It uses General Package Radio Service (GPRS) for sending the data from every building that is supplied by unit 2 transformator, unit 2 outgoing transformator, and displaying the received data on a web page. The collected data will be used for analysis of power quality and load controlling.

Abstract
The geographical position of Indonesia which has many small islands and many mountains, there are still many villages in Indonesia that have not received electricity provided by the National Electricity Company (PLN). People in these remote villages can indeed enjoy electricity with their efforts to buy diesel/premium/gas electric generators, etc., from non-renewable fuels that are expensive and difficult to obtain just to meet lighting needs at night. What needs to be further developed is a small-scale power plant for residential needs, with free energy prices and inexpensive generator prices. For that, we choose a wind power system that can be controlled electronically and the focus of our research is to be able to monitor the wind speed that causes the wind turbines to spin and the electricity that can be generated through an electric generator rotated by turbines. The resulting Wind and Electricity Speed can be monitored in real-time at a distance by using a Smart Cellular Phone with Wifi transmission which is currently affordable, besides that we can store this monitor data in a Database which can be displayed at any time in the form of a table or graph so that it can be studied to see the wind characteristics in the area and the characteristics of turbines, generators, and other systems. By using our Smartphone we can also perform Telecontrol of the braking function electrically, and release the burden of charging to the battery that functions as a storage of energy whenever needed.

Abstract
Biogas is an alternative fuel in the form of gases derived from dirt or waste. In general, biogas is used as a fuel source for cooking stoves for daily needs. The stove has a special design so it has not been reached by the community, especially in the countryside. One alternative to solve this problem was to modify the spuyer of stove of conventional LPG to be compatible with biogas fuel. The purpose of this paper was to determine the ability of conventional LPG stoves in terms of flame length to the diameter of the spuyer hole on the stove. The variation of the hole was 2; 2.5; 3; and 3.5 mm in diameter. The conventional LPG stove used the Rinai RI-511E type with medium of input control. While the biogas pressure from the digester to the stove was 0.106 MPa. The results showed an increase in flame length from 30.79 mm to 166.95 mm if the spuyer diameter was enlarged from 2 mm to 3.5 mm. So that the increase of flame length could reach 442.22%.

Abstract
At grade intersection engaged two or more road section in one place. Low intersection performance will cause congestion. Two wheeled vehicles often stop anywhere among the red light period, because its small dimension and ability to maneuver, traffic flow gets disrupted. Special Stop Space (SSS) was taken as one solution for two-wheeled vehicles user to stop at certain area in intersection during red light period. According to Special Stop Space 2015 manual, there were only one side of intersection that didn-t qualify for SSS planning which was northern side. Meanwhile, eastern side qualified for SSS type P with 87.1 m^2 area. Southern side was qualify for SSS box-type with 70.4 m^2 area. Lastly, western side matched with SSS type P with 71.5m^2 area.

Abstract
This study aims to test the effectiveness of the modified free inquiry strategy in Molecular Biology. The quasi-experimental method used involves one experiment and one control group. Topics covered are DNA Isolation, Electrophoresis, and Polymerase chain reaction (PCR). Multiple choice objective tests have been used as data collection instruments. Statistical differences test shows that no significant difference in mean scores between the two groups on all topics, so it was concluded that modified free inquiry strategy was not effective in Molecular Biology especially on the topic of DNA Isolation, Electrophoresis, and PCR. The implication of this research is that the use of the modified free inquiry strategies can be supplemented with computer-based technologies such as virtual laboratories, and portfolio instruments can be used as alternative assessments to assess students mastery of concepts.

Merek adalah alat yang sangat penting dalam pemasaran. Semakin kuat nilai suatu merek maka semakin eksis merek tersebut, terutama dalam hal mendominasi kesadaran konsumen untuk mengkonsumsi produk tersebut. Tujuan dari penelitian ini adalah untuk mengetahui pengaruh dimensi ekuitas merek terhadap keputusan pemesanan hotel secara online melalui Traveloka di Kota Denpasar. Penelitian ini dilakukan di Kota Denpasar dengan jumlah sampel 200 responden. Metode pengambilan sampel dalam penelitian ini adalah non probability sampling dengan teknik purposive sampling. Teknik analisis yang digunakan adalah analisis regresi linear. Berdasarkan hasil penelitian dapat diketahui bahwa kesadaran merek berpengaruh positif dan signifikan terhadap keputusan pemesanan hotel secara online, asosiasi merek berpengaruh positif dan signifikan terhadap keputusan pemesanan hotel secara online, persepsi kualitas merek berpengaruh positif dan signifikan terhadap keputusan pemesanan hotel secara online, dan loyalitas merek berpengaruh positif dan signifikan terhadap keputusan pemesanan hotel secara online.

Abstract
Obhjective: This research aims to determine the effectiveness difference of Annona muricata leaf extract dose of 100mg/Kg BW (Bodi Weight) and the combination of cefadroxil 45mg/ kg BW and the annona muricata leaf extract 100mg/Kg BW on the 4th day and the 7th day to wards TNF-α level to Sprague Dawley Rat induced with S. aureus. Methods: This research was divided into four treatment groups which contain of five rats induced by S. Aureus 0,2 mlx108CFU, 1x24 hours, group I (negative control) which is only induced by Na. CMC 0,5%, group II (positive control) with Cefadroxil Antibiotics 9 mg, group III with annona muricata leaf extract 100mg/KgBW, and group IV with combination Cefadroxil Antibiotics and annona muricata leaf extract 100 mg/KgBW, every group got treatment twice in a day for five days. TNF-α grade was measured on 4th day and 7th day after the induction of S. aureus than tested by ELISA technique and analyzed by One Way Anova test and Independent sample T-Test. Result: On the 4th day is found the value of p> 0,05 the comparison between the control groups and each group. These indicate that there is no significant difference of the reduction of TNF-α level on the 4th day. On 7th day In the control group and the treatment control of combination of Antibiotics and Annona muricata Leaf Extract, it is found significant difference hith the p value of > 0,05 on the 7th day with average difference 43,26 ng/ml. Conclusion: Combination of Annona muricata leaf extract and Cefadroxil effective against TNF-α levels in Mammae female rat Sprague Dawley-induced Staphylococcus aureus on the 7th day

Abstract
Polypropylene (PP) membranes were prepared by using non solvent induced phase separation (NIPS) method. Membrane surface modification was done by grafting Polyethylene glycol (PEG) using energy from 15 kV corona discharge simultaneously. This research conducted by 2 kind of electrodes (positive and negative electrode). By variation of grafting time : 1, 3, and 5 minutes, permeability membrane with negative electrode higher than positive electrode, it was 987,64 L / m2 h bar and 237,67 L / m2 h bar respectively. The IR Spectra confirmed the presence of PEG in PP membranes and radical ions that bind PEG onto surface PP membrane. Visualization of membrane morphology demonstrated uniform structure for modified PP membrane with the pore size within the range 0.2-0.4 µm.

Abstract
Abstract. Micro, small and medium enterprises (MSMEs) play a significant role in economic development in Yogyakarta. Based on 2016 census data, total number of businesses amounting to 246,217 business units, the number of MSMEs was 235,313 or 98.40% of the total businesses in Yogyakarta. Yogyakartas economic growth in 2017 was 5.26% (yoy), where the share of MSMEs was quite significant, around 95%. However, the big problems faced by the MSMEs are financial inclusion are still low. In view of this, there is a vacuum of information that demands a need to empirically investigate to what extent MSMEs has gained access to Islamic financial credit facilities and examine causes that lead to a such situation. The purpose of this research is to assess selected attributes of the MSMEs and analyze the causes of the low access to Islamic finance. Data obtained using survey techniques and in-depth observation to provide answers of the problems faced to explain the phenomenon. The results indicated that MSMEs access to Islamic finance is relatively low and only 30% at the beginning of their business using funds sourced from sharia financial institutions. This condition is an irony because of the rapid development of Islamic financial institutions, especially BMTs in Yogyakarta, and most business actors are micro and small scale, which should be served by sharia microfinance institutions. Overall, this research provides some important insights for Yogyakarta to highlight possible steps for the policy makers as a reference to formulate policies related to increasing financial access for MSMEs Keywords : MSMEs, financial inclusion, microfinance, sharia finance

Abstract
Abstract This study is to address a current issues about how important of audit quality for supporting firm-s performance, due still there a research gap from previous literatures about the effects of audit quality on earnings management. The purpose of this paper is to illustrate and examine the effect of audit quality on the relationship of tax planning rates and leverage on earnings management, based on evidence in Indonesia. This research is a quantitative study using secondary data obtained from the companys annual report. The research population is LQ-45 companies listed on the Indonesia Stock Exchange in 2013-2017 as many as 45 companies. The sampling technique in this study used purposive sampling. Samples that met the criteria in this study were used by 12 companies. The data analysis technique used was multiple linear regression analysis using SPSS 22 for Windows. The results of this study indicate that tax planning and leverage affect earnings management. While audit quality as a moderating variable strengthens the relationship between tax planning and leverage on earnings management. This research provides futher evidence of earnings management related about audit quality, tax planning and leverage separately for academically side. For practitioners, it can be used as a consideration in making investment decisions, that there is a connection between the things that become variables in this study. Abstract
A modification of the Randall-Sundrum metric model in the form of conformally flat metric was proposed some years ago. The proposed model shows better localization properties than the original Randall-Sundrum model. However, this new model still does not meet the expectation that all fundamental fields can be localized for one type of warp factor, e.g. for a decreasing warp factor. In this research we propose to add a factor ( f(r) ) in the extra coordinate part of the above modified Randall-Sundrum metric and derive conditions for localization for scalar and vector fields. ( r ) is the extra coordinate. We then look for some functions ( f(r) ) that fulfill the localization conditions for both scalar and vector fields. Examples of the function ( f(r) ) under investigation are ( exp(Ar) ), ( exp(Ar + Br^2) ), ( exp(A/r) ), ( Ar ), ( Ar + Br^2 ), and ( sinh Ar ). When the expected function is found we then check whether our model will also localize spinor fields or not.

Abstract
Biodegradable foam (biofoam) is an enviromentally friendly alternative packaging for styrofoam. This study aims at synthesizing biofoam from filter cake waste, obtain its characteristics and determining the economic feasibility of developing the produced biofoam product. The study was conducted with descriptive experimental methods and economic feasibility studied through the circulation of NPV and PI. The result indicate that the biofoam with addition of 15% w/w glycerol plasticizer has the best characteristics which contained the lowest value of moisture content (6,321%) and water absorption index (17,181%) and also has tensile strength (6,7778 N/mm2) and elongation (174,5%) higher than styrofoam packaging. All biofoam samples can be degraded completely within 25-30 days. Addition of plasticizer generally affects the characteristics of biofoam. Based on the analysis of the economic feasibility studies, the development of filter cake based biofoam products is feasible ( positive NPV; PI>1).

Abstract
In the era of globalization, the role of Trade Unions is very important. Trade Unions can represent workers in industrial relations dispute resolution and carry out activities to improve workers welfare. Trade Unions can sometimes take unwise actions that cause suspicion to others. The problem in this research can be solved by planting maqashid syaria in the value of local wisdom as a model in the efforts to resolve the industrial relations disputes among union administrators. The purpose of this study is to provide an overview of the implementation of the value of maqashid sharia as an alternative solution in the efforts to resolve industrial relations disputes. This research is juridically normative with conceptual and statutory approaches. The results of this study are Maqashid Syaria which is the goal of Islamic law has two dimensions, namely al wujud and al adam. Consisting of five things, namely laying the foundation of goodness to maintain religion, self, nasab, wealth and reason. Every thing has three levels, namely dhoruriyat, hajjiyat and tahsiniyat. These three levels must be implemented by the management of trade unions when facing a conflict of problems based on their priority level as the efforts to resolve industrial relations disputes through litigation or non-litigation. The conclusion was that the trade unions must understand the roots of the disputes object of the industrial relations that occur. Furthermore, it would try to achieve the goodness by conducting a problem analysis based on maqashid syaria to determine the strategical implementation of the three levels of maqasid syaria, namely dhoruriyat, hajjiyat and tahsiniyat.
