Abstract
Communication is an action, in political practice politicians action of coordinative activity have values to gain power. Maja Labo Dahu philosphy is a communication concept of young politicians in Bima with value, to get position of power, the essence of Maja Labo Dahu is to fortify from every aspect of national politics right now, more likely to be dirty political action, for example: corruption, libel, blashphemy, spreading hoax, bring into conflict, money laundry and self enrich. The purpose of this research is to study the experience of young political actors with positive rational oriented, the concept itself applied honeesty in competition or political power that related with the prespective of Weber Theory of Social Action, Jurger Hebermas Action, Hafied Cangara Political Communication Theory and Deddy Mulyanas Culture as Social System. This research analyize the experience of Bimas young political actors social action that is based on Maja Labo Dahu values Ashamed and Afraid. The method used in this study is Etnography Qualitative with constructivist paradigm of values, meaning, and messages. The result shows two categories of rational political action based on maja labo dahu, they are real action and rationalization of pseudo-actions.

Abstract
The aims of this research are to understand the forms and model of socialization held by Ministry of Communications and Informatics (Kominfo) and to understand the implementation of regulation (Electronic Information and Transaction Law - ITE Law). In general, ITE Law is divided into two major parts, namely control regarding information and electronic transactions and control for any actions that are prohibited regarding internet usage. The role of the Kemkominfo through socialization is to provide digital education and literacy to users of social media, while the implementation of regulations means that the government becomes an apparatus that carries out law enforcement actions against social media users who are proven to spread negative content. But still there are still many hoaxes spreaded, hatespeeches and SARA that hide behind the principle of freedom of speech, even though it clearly violates the articles in ITE Law. The method used in this research is case study with qualitative approach and the purpose is about to find out how the socialization model in the context of implementing regulations made by the government in mitigate negative content in social media. It is found that digital literacy and socialization is more suitable for holistic long-term needs while the implementation of regulations combined with serious law enforcement is still needed to anticipate the implications caused by the use of information technology. This research recommend to government to put more effort at digital literacy and socialization to further raise the awareness of self regulation among social media users rather than law enforcement.

Abstract
Unfavorable sexual behavior in adolescent related and less sexuality knowledge.Objective: To identify the relation between sexuality knowledge with sexual behavior of adolescent. Method : The study type was cross-sectional that using analytic correlation method. The samples in this study were 293 students, they were the adolescents at senior high school 1 Subang. The result was presented in frequency distribution tables, and to identify whether or not the relationship was used chi square statistic. Result : Adolescent mostly had bad sexuality knowledge 64,3%. Most adolescent acquired knowledge of information resources about sexuality from friends 38,6%, and adolescent had a bad sexual behavior 2,7%. There was significant correlation between knowledge of sexuality and adolescent sexual behavior p=0.000 < 0,05. Conclusion :There was significant correlation between knowledge of sexuality with the sexual behavior

Abstract
Negative stigma and discriminative treatment are inherent to difable or people with different abilitys life including industrial aspect. This research aimed to find out the representation of difable communitys creative service industry through Difa City Tour and Transport or DCTT in Yogyakarta Indonesia. This qualitative research with single case study approach employed data triangulation to validate data. The data was obtained through observation and in-depth interview with DCTT as a creative service industry for people-with-different ability community (thereafter called difable community) in Yogyakarta Indonesia. The result of research showed that there were some factors underlying the establishment of DCTT: competitive culture, manpower, life background, social gap, job opportunity, public construction on the difable people, varying disabilities developed by difable people, idea creativity, stakeholder support, and desire to change life into the better one. There were such strong capitals as social, economic, cultural, and symbolic in DCTT that were used to maintain the status and position of DCTT in Yogyakarta. Those capitals were intended to establish DCTT creative service industry and were embodied into industrial relation activity of DCTT in Yogyakarta. DCTT became the representation of creative service industry and empowerment for difable community in Yogyakarta Indonesia, thereby being independent and recognized by the public.

Abstract
Local politics is a study that tends to be studied post-reform a lot. Agree with Jayadi Nas who mentioned the same thing (2006). There are at least two big topics of local politics that have become the topic of study in the last three years, namely Direct Local Elections and Political Parties at the local level. This paper will focus the study on the second topic. However, it is different from previous research which saw Political Parties in the context of Direct Local Election. This research will look at Political Parties after the Local Elections, especially the Election of Deputi Governor of Riau Islands in 2017. This research will be limited by several things: first, the time of research. This study limits the post-election context in question, namely in the case of the election of Deputy Governor of Riau Islands 2017 to April 2018. The Concept of Political Choice will be approached using Rational Choice theory. This study uses qualitative research methods with data collection techniques through interviews and documentation studies. The findings of this study, there is a tendency for political pragmatism from political parties at the local level, through economic calculations (risk and reward) carried out by political parties in the process of candidacy and political recruitment. This can be seen from the political decisions made by the Deputy Governor elected after the inauguration. However, this research has weaknesses considering the indicators used tend not to be maximal with time constraints. Further studies are needed to look at other indicators that might influence political choices, such as political marketing or political psychology. Abstract
Most major cities in Indonesia face relatively similar problems, namely the existence of limited infrastructure and limited government costs. Whereas the existence of infrastructure is absolutely essential for various activities such as business, administrative, social, tourism and other activities. The same problem also faced by government of Bandung City. One way to deal with the above problems is by cooperating with the private sector, namely using investment from the private sector in order to provide the infrastructures. The partnership program between the government and the private sector is known as Public-Private Partnership (PPP). There are many PPP programs, for example, the Build Operation Transfer (BOT) program which is considered suitable for long-term investment and sustainable infrastructure development. In order to realize a city based on the concept of the target of sustainable development goals (SDGs), the role of PPP is very important. However, the target SDGs are complex, require sustainability, require multiple perspectives, and scientific disciplines. Therefore, the role of PPP in building the infrastructures of the city of Bandung based on the SDGs concept is a necessity.

And using 7 tools from 7 tools among the main components of the concept of mixtures (pencils) from Philip Kotler namely Publicity, Event, News, Community Involvement, Identity media, Lobyying, and Social Responsibility In the program implementation Campaigning The Program Visit South Borneo, it was welcomed by the community in number of tourists rose drastic of 718.380 thousand people in 2016 be 10.733.953 million people in 2017.

Abstract
This research was conducted with the aim of 1) describing the FKUB work program as an effort to improve the quality of tolerance. 2) Describe the obstacles in implementing the FKUB Work program.3) Describe efforts to overcome barriers and 4) Describe the quality of tolerance among religious people in Kupang City. The method used in this research is qualitative methods are descriptive, data collection techniques in the form of interviews and document studies. The results of this study indicate that: 1) The role of the NTT FKUB in building religious tolerance in Kupang City was carried out with routine programs in the form of dialogue, seminars, socialization, speech competitions and hyme competitions and harmony marriages, non-routine programs in the form of book publishing, striker making , religious calendars and banners. 2) There are obstacles in the form of busy religious leaders, so the meeting has not run well, communication at meetings only occurs when there are meetings and limited facilities. The government and the community are not aware of the role of NTT FKUB. 3 conducted with discussions between the governing body, communication with the government, socialization, making proposals and saving funds in accordance with needs.4) Harmony in Kupang City runs well without any religious conflict due to the existing harmony in the city of Kupang is a legacy of the ancestors who continue to be guarded and developed to date. Abstract
Writing is often claimed as the most difficult and complex skill to be mastered by students. Moreover, compared to the other skills, writing is more thoughtful. In order to produce a good writing, the students writer needs a sufficient guidance from the teacher (lecturer). Providing feedback on students writing is one of the ways to help students become a good writer. This article aimed at exploring lecturers beliefs, lecturers practices and the possibility of their beliefs transformation regarding the provision of written corrective feedback on students writing. The participants of this study were three lecturers of English Education Department of an Islamic State University of Lampung, Indonesia who taught writing. Interviews and document analysis were employed in collecting the data. The data was analyzed by using Thematic analysis. The findings have shown that most of lecturers practices are mismatch with their beliefs. Moreover, the result of interview after some teaching practices has shown that their beliefs shifted by the time.

Abstract
Public demands for transparent and accountable bureaucracy and increasingly dynamic environmental conditions have prompted the Government to implement cashless government system in order to modernize the transaction of the State Budget (Anggaran Pendapatan dan Belanja Negara - APBN). The cashless government system is considered as part of public innovation in order to encourage administrative reform efforts in public sector. Apart from the pros and cons that arise, the Government Credit Card (Kartu Kredit Pemerintah - KKP) policy is expected to be a strategic action in managing the state budget in accordance with the principles of flexibility, security, effectiveness and accountability. The literature study in this paper shows that the cashless government system can help optimize state budget, increase transparency in government spending, and minimize corruption. In a broader context, the system is expected to provide benefits in encouraging economic growth and improving public welfare.

Abstract
Abstract This study investigated the use of English discourse markers in students writing at Universitas PGRI Semarang, Indonesia. Fraser (2009) identifies three functional classes of EDMs; contrastive, elaborative and inferential. The problems of this study are; what are the English discourse markers use in students writing, and what are the functions realized in students writing. This is a qualitative descriptive design. The sample of the study was the EFL students writing result which have 45 essays at English education study program of Universtitas PGRI Semarang Indonesia. In analyzing the data, the writers did prior activities such as collecting and classifying. The result is that shows students used contrastive EDMs like; but 24, however 8, although 5, elaborative EDMs like; and 344, also 50, in addition 3, inferential EDMs like; as a result 4, then 10, because 13, since 39. It elaborates us that mostly students used and familiar using elaborative functions rather than contrastive and inferential. Furthermore, they have a very limitation in understanding and comprehending some words of EDMs in their writing, it has only 10 markers in all functions. The more markers they use in their writing so that the more coherence and cohesion within their writing. Conclusion of this study reflects that students are still weak in using some EDMs in their writing so that they only produce the certain familiar markers. The pedagogical implication that I can say is that students of EFL need to get some kinds of EDMs to compose their writing well organized and understood

Abstract
The following study aims to find out which is the highest use of metacognitive reading strategies among the academic learners majoring in EFL students, Faculty of Education and Teacher Training UIN Walisongo Semarang. There is only one class which administered to be the participant of this study. It consists of forty-one students; ten male students and there are thirty-one female students. First of all, metacognition discusses the process of an individual in planning and managing oneself in order to achieve his or her goal. In other words, metacognitive strategies are steps that learners take for improving their language performances. A quantitative analysis is employed. Based on the MARSI (Metacognitive Awareness of Reading Strategies Inventory) questionnaire, which consists of thirty-three items that should be responded by EFL in reading comprehension class. Categories of learners employed a Likert scale of reading metacognitive strategies. They are global reading strategies (M= 3.73), problem-solving strategies (M= 4.10), and support reading strategies (M= 3.38). The result showed that academic learners mostly apply the problem-solving strategies, followed by global reading strategies, and support reading strategies.

Abstract
It is been years that Magelang City and Magelang Regency have been in border conflict since 1987. Through continuum mediations by the help of Provincial Government and Central Government (Ministry of Home Affairs) finally it resulted policy called Permendagri Number 64 Year 2017 as law to settle the clearance of border position. Theoretically, the policy should be socialized then during those times of socialization it will be implemented till the local government of regions such as villages know the policy at least yet through some pre surveys in 3 villages (Pancuranmas, Trasan, and Banyurojo) the officials giving vague responses as if the policy seems not impactful enough and they are clueless what to do with it. This indicated that the significancies of policy purposes and informations to give important impacts for low level government administration still not being received well. Thus this research will be presented the factors of the issue, the benefit for the subjects by its policy and the anomaly. Qualitative method is used to analyze the research.

Abstract
The globalization and the rising of digital technology in the recent era have put the state-owned company to adapt to the external environment with fierce competitions from other companies. In this sense, management is in need of organizational change. Company transformation is often used to do fundamental changes undergone by organizations. Transformational change involves changing in existing structures, organization and culture that will lead to new vision, market opportunities, and innovation. This study aims to acknowledge the effectiveness of implementing strategic change through the 4 R framework (re-frame, restructure, revitalize and renew) by state-owned enterprise PT Pegadaian (Persero) in conducting the corporate culture transformation as a response to the changes in the financial industry in Indonesia. Literature studies and in-depth interview are chosen as the method for finding out the current situations of PT Pegadaian (Persero) and future possibilities of changes in corporate culture in this company.

Abstract
Dewan Syariah Nasional - Majelis Ulama Indonesia (The National Sharia Council of the Indonesian Ulema Council) has set regulations regarding the provisions that must be fulfilled by Islamic hotels in Fatwa Number 108 of 2016 about Islamic Tourism, but the fatwa has not regulated the phenomenon of Islamic dwelling in the form of houses or boarding houses that have started to appear in Indonesia. So this research is run with the aim to analyze how the community understands, especially the developers and occupants of Islamic houses regarding the definition of Islamic dwelling itself, along with the criteria that distinguish it from ordinary residential or conventional occupancy. This is a qualitative field research type with data sourced from Islamic dwellings in the city of Banjarmasin, to be analyzed inductively. Inductive analysis results from research data indicate that Islamic dwellings is a house and/or rental house and/or boarding house that is run based on Islamic principles and values. There are at least four criteria that need to be obeyed by an Islamic dwelling: Islamic contract; separation of men and women without any blood or marital relations, Islamic environment, and not to use the services of conventional financial institutions.

Abstract
Border area has strategic values that not owned by the other area and may be vital for the integrity of NKRI. The function of the border area as a tool of upholded the sovereignty of the NKRI region for all forms of menacing from outside and within the country. Large nation and country needed nationalism spirit of their people, nationalism functions to given clear line between appropriate national cultures with the live Indonesian people and foreign culture that reduce the sense of nationalsm nationally, and nasionalism as an ideological movement. Fading of nasionalism spirit from external or internal factors because lack comprehension of people about nasionalism values will have impact with loosing character and nation identity.

Pesantren is one of the educational institutions that have contributed to the development of human capital in Indonesia. This can be understood considering that most of Indonesian people are Muslims. To comprehend the role of pesantren in human capital development, it is necessary to identify and then analize the value chain model of human capital development in pesantren. This research uses qualitative descriptive method with value chain approach as a model of analysis to reveal research problem. This research was conducted at several pesantren in Sukabumi and Garut, West Java Province, Indonesia. The results of the study obtained from the analysis of the value chain model show that the process of developing human capital through education in pesantren is oriented to religious values, emphasizing on the importance of education in aspects of morality, intellectuality, creativity, and independence. The development of human capital through religious values-oriented education is a fundamental foundation for the primacy of education in pesantren. Other supporting aspects are the formed institutional culture that gives color to the development of human capital in pesantren, supported by organizational structures that enable relationships communication and knowledge sharing directly between stakeholders in pesantren.

Abstract
ASBTRACT This research is based on the reality that the focus of sustainable development has not been too large involving village community participation. Programs carried out in villages are generally determined from above. Independence is not formed and the village is increasingly dependent on the program from above. This research wants to see and understand the ability of the village to develop itself into an independent village by utilizing all the potential that exists, knowing and understanding the process of meaningful community environment that is able to move the economic, environmental, and social dimensions for self-independence. Using qualitative methods with a case study approach, this research shows that the development of village independence is very dependent on the visionary figure of the village head, the ability to see and capture opportunities and build networks. Village independence always considers economic, environmental and social aspects. These three elements are interwoven through environmentally friendly communication patterns.
