Abstract
There were 347.256 divorce cases in Indonesia in 2015 (BPS). The cases tend to increase every year. The major factor causing the divorce is the communication disharmony. In fact, communication is the main essence in establishing a family. The Indonesian society, based on the culture and religiosity, still firmly believes that husbands are the decision makers, and wives need to obey. The deeply rooted patriarchal culture makes some Indonesian women have lack opportunity to speak up. It seems that there is an inequality between husbands and wives in expressing opinions or arguments. How does Islam view empowerment? This paper will explore how Islam sees empowerment in communication between husband and wives. The study used a qualitative approach, and a case study method. Whereas the data were collected through in depth interview, focus group discussion, and documentary study. The study was placed in Desa Cilame for a group of female headed household that were given empowerment programs from some Moslem scholars. The results of the study show that : The concept of Islam on the women empowerment is that women are the open gate of the heaven for their parents, as the religion complement for their husbands, and as the heaven for their children; Islam gives freedom for women to actualize themselves by taking part in some activities to make them knowledgeable and skilled; Islam perceives that husband-wife is not boss-subordinate relationship, yet relationships with love and affection where the basic convention is peace and tranquility (QS Ar-Rum [30]:21). In communication, Islam has guided through the Hadits that when speaking wives and husband must use Heart (slowly, clearly, and well arranged) "(HR Abu Dawud).

Abstract
A new and emerging phenomena has been growing for the last few years in America. It is a surprise for every one because it is common now to talk about the decline of American democracy especially since Donald Trump was elected as President of the United States in 2016 presidential election. The question that is arising is what doest its impact of the U.S. foreign policy? This paper is an effort to explain the causes and and the consequences of the decline of American democracy on the US foreign policy.

Abstract
This research aims to know the level of knowledge of farmers about government regulations on the protection of agricultural land sustainable food and knowing the factors that influence the farmer-s willingness to preserve for rice farming. The location is determined by purposive method in six villages which belong to sub urban area of sleman regency. Thirty farmers are chosen as respondents using simple random sampling technique. This research is using the logistic regression to analyze the factors that influence the farmer-s willingness to preserve for rice farming. The result show that knowledge of farmers about government regulations on the protection of agricultural land sustainable food is still very low. Logistic regression analysis shows age, farming experience, farming income, availability of credit and land status significantly influence the the farmer-s willingness to preserve for rice farming. On the average, the opportunity of the sustainable farming for farmer in sub urban area of sleman regency is low abaout 53.33 percent.

Abstract
The Yogyakarta City Government has made innovation by launching the Taman Pintar development program to bring the linkage between the science and technological developments based on culture approach. The Taman Pintar has become a tourist place as well as a place for informal education (edutainment). This study tries to capture the impact of the change in Taman Pintar from open public spaces to semi-business organizations on overall governance. This research uses descriptive method with a qualitative approach. Data were collected through observation, in-depth interview, and documentation studies. The results of the study show that changes to semi-business organizations make rapid changes in employee turnover and have an impact on reducing internalization of the vision and mission in carrying out their work. The use of existing resources such as learning digital teaching aids has not been used optimally and is not properly and periodically treated.

Abstract
This study identifies the characteristics of short-term solvency across ASEAN countries: Indonesia, Philippines, Thailand and Malaysia. Short-term solvency indicates the ability of local government to deliver its services to the community. ASEAN countries are taken as an object in this study because most of the countries apply decentralization government and have almost the same characteristics. Current assets and current liabilities of some local government of each countries are used as the indicator of short-term solvency. Results show that there are no differences of short-term solvency within ASEAN countries. It is indicated that the four countries: Indonesia, Philippines, Thailand and Malaysia are able to deliver their services to the community in short time period.

Abstract
This article describes the role of the youth Muhammadiyah generations in building peace in Indonesia. The peace discussion in Youth Muhammadiyah Generation is important to explore the behavior of Muhammadiyah in the future for developing social harmony in Indonesia. The research method used quantitative analysis with conducting a survey to Muhammadiyah young activists in Yogyakarta and combining with content analysis to understanding normative foundation in the organization, statement of youth elite of Muhammadiyah on peace in verbal, mass media, or online. This article found that discussion of peace in normative documents was low actualized, and in practice the organization of the idea of peace tends to be hit and run.

The Impact of Engagement on Academic Achievement of Undergraduate Students in Indonesian Higher Education

Abstract
The present study sought to investigate what affected Indonesian undergraduate students- academic achievement from the perspective of student engagement. In postsecondary education context, student engagement is defined as the quality of time and effort devoted by a student to educationally purposeful activities inside and outside the class. The study participants were 208 first-year and senior undergraduate students enrolled at three Indonesian postsecondary education institutions (a public university, a private university, and a public polytechnic). To measure student engagement, this study utilized the data from the Indonesian Survey of Student Learning Activities (ISSLA). This survey was comprised of items referring to five engagement benchmarks including academic challenge, active and collaborative learning, student-faculty interaction, enriching educational experiences, and supportive campus environment. The gathered data were quantitatively analyzed in two phases utilizing hierarchical multiple regression analysis. The first phase examined impact of student engagement on undergraduate students- academic achievement after controlling their background characteristics- effect. Meanwhile, the second phase of analysis focused on the examination of conditional or interaction effects. The study revealed that student engagement with its five benchmarks was the stronger predictor for Indonesian undergraduate students- academic achievement. The results indicated certain benchmarks of engagement had greater significant impact on achievement including level of academic challenge, active and collaborative learning, and supportive campus environment. The study also found the interaction effects were insignificant and therefore it indicated that engagement was beneficial for academic success of undergraduate students from any background characteristics, both advantaged and disadvantaged backgrounds.

Abstract
Abstract. This study aims to explain how the e-money implementation for poverty by the goverment.. However e-money system tends to be used by middle and upper economic class. The interesting, since 2017 Indonesian government has also implemented Non-Cash Food Assistance for poverty alleviation programs use e-money. To support the implementation of the program, the President of Republik Indonesia has approved the Presidential Regulation of the Republic of Indonesia Number 63 of 2017 concerning Distribution of Non-Cash Social Assistance. One object or city of pilot project for the implementation is Yogyakarta, which has a total of 17,634 family targets. The method in this study is qualitative, by interview approach and document analysis. This study found that people were easier to exchange Food Assistance with e-money. This is especially if it is compared with the previous program, namely, Program Beras Sejahtera, that this not used e-money. This study also found that Non-Cash Food Assistance given to people through Combo Card that can be used to get rice and egg according to the people needs. The most importantly, when this program is working, the government has given chance to the low-class people to feel what is felt by middle-class people

Abstract
This study aimed to enhance students Japanese oral communication skills, using Student Team Achievement Division (STAD) strategy. This research was conducted with descriptive qualititative method, to observe kaiwa class situation conducted with eizo shichoo (video observation). Data collection conducted with survey questionnaire and interview. Research subjects was the third grade students of Program Studi Sastra Jepang, Universitas Jenderal Soedirman. Survey questionnaire result showed a positive response from kaiwa class participants in terms of developing their Japanese speaking ability through STAD strategy than the conventional way such as role play. Questionnaire result also indicated that research subject felt the eizo shicoo gave them enthusiasm and boost their learning motivation by the materials given in the class. Research subject also stated that they gained a lot of valuable information about daily Japanese conversations and the current issues in Japan through the video materials played in the class. STAD strategy also encourages students to build a good team working with their own group to analyze and solve the problems given by the lecturer. In the end, students learning progress measured with a weekly group presentation sessions conducted in the classroom.

Abstract
This study aims to analyze the implementation of halal tourism policies in South Korea. This policy has recently emerged, which is around 2014 for halal food certification, and 2015 for halal tourism. With the majority of the non-Muslim community, and had received protests from a number of people, South Korea continued to encourage halal tourism policies. At a young age, this policy can be quite successful. Besides that, this research is intended to find out the supporting factors in implementing halal tourism policies, which are reviewed through four policy implementation variables according to George C. Edwards III, namely communication, resources, disposition, and bureaucratic structure. This type of research is descriptive-qualitative. The technique of collecting data uses interviews and documentation. The subject of the interview included relevant institutions, Muslim tourists visiting South Korea, and Korean people. In this study, we will discuss the processes and supporting factors for implementing halal tourism policy in South Korea.

Abstract
The Philippines is the last country in Asia and one of only three countries worldwide with a 10-year pre-university cycle (Angola and Djibouti are the other two) thus Republic Act 10533 other known as “Enhanced Basic Education Act of 2013” was enacted. The Act provides the K to 12 Basic Education Program law, which covers Kindergarten and 12 years of basic education (six years of primary education, four years of Junior High School, and two years of Senior High School to provide sufficient time for mastery of concepts and skills, develop lifelong learners, and prepare graduates for tertiary education, middle-level skills development, employment, and entrepreneurship (deped.gov.ph). To use the Mother Tongue (MT) as a form of language instruction from kindergarten until the third year of primary school, is another major reform under the K-12 program. Philippines is known to be multi-ethnic, multi-lingual country thus implementation of the MTB-MLE program is quite a challenge. It cannot be denied that teachers play a major role in the success of the language policy. Their positive viewpoint towards the implementation of the MTB-MLE drastically affects the implementation. It is for this reason that this study was being conducted to determine the perception of the teachers in the implementation of the MTB-MLE. This study is a descriptive-qualitative type of research because it focused on the experiences and perception of teachers in implementing the mother tongue based multilingual education in their schools. Descriptive in nature because it describes the implementation of the said program. It records the feelings of the teachers as the direct implementers of the MTB-MLE program. Based on the results of the study, MTB-MLE program is perceived to be an effective program. Teachers are ready as implementers of the program because they had attended seminars and training related to this purpose. The non-availability of instructional materials somehow brought hindrance to the implementation of MTB-MLE. In the case of the instructional materials it should have been pilot/field tested. Department of Education (DepEd) should see to it that when a certain program will be implemented, all kinds of support should be complete. Early preparation should have been instituted. Moreover, there were three major problems met by the teachers: multilingual environment; insufficient instructional materials; and difficulty in translation.

Abstract
The aims of this study are to describe: (1) organizing strategy of project based learning, (2) delivering strategy of project based learning (3) managing strategy of project based learning, (4) supporting and inhibiting factors in the implementation of project based learning in SMP/MTs. The study was conducted at MTs Negeri 3 Bantul using a qualitative descriptive method. The subject of this study consisted of headmaster, teacher and students. Data were collected through observation, in depth interviews and documentation. The data was validated by perserverance of observations and triangulation data. Data were analyzed continuously from the beginning. The process of data analysis were data reduction, data presentation, and conclusions. The result of the study indicated that: First, organizing strategy of project based learning was not appropiate with the theory, where there is no project control schedule and no evaluation of experience. Second, delivery strategy of instructional in the classroom has tried to achieve the learning objectives through the use of suitable learning methods and media, but the use of instructional media was still less varied and interesting. Third, management of project based learning in batik learning was not appropiate with the batik learning criteria which prioritizes students creativity in their work. Fourth, the supporting and inhibiting factors in batik learning were managed well by good collaboration and communication between headmaster, teacher and students.

Abstract
The Yogyakarta Special Province has implemented school zonation system for students school admission. The policy has raised various responses from communities that need to be well studied in order to find best inputs upon impacts of such a policy. This study aims at revealing the responses of the Yogyakarta people on the implementation of the school zonation system and investigating the strength and weakness of such an implementation. The researchers interview 10 teachers, 10 school principals, and 10 parents that the researchers conveniently met them. In addition, the researchers also administer document analyses to triangulate the data. The findings indicated that communities showed varied responses both positive and negative ones. The positive responses revealed that excitement of the parents on the distance between their home and schools, yet they were also complaint on their failure to send their children to their intended school. The findings also disclosed some strength and weakness of the programs based on the perception of participants of this study.

Abstract
The purpose of this research is to know and analyze policy of monitoring and controlling procedure of mangrove area in Surabaya city area, especially Pamurbaya region and factors supporting and obstructing policy of monitoring and controlling procedure of mangrove area in Surabaya city area, especially in Pamurbaya region. Monitoring policy and control of mangrove area is a policy made to protect and conserve mangrove area. Monitoring and controlling policy of mangrove area in Surabaya is contained in Mayor of Surabaya Regulation No. 65 of 2011. The purpose of this policy is to maintain and preserve mangrove well in all mangrove areas in Surabaya. This research uses qualitative descriptive approach with data retrieval technique by observation, in-depth interview, and documentation. The results of this study in perspective Merilee S. Grindle that the implementation of Mayor of Surabaya Regulation No. 65 of 2011 on procedures for supervision and control of mangrove areas in the city of Surabaya is good.

Abstract
Online Review belongs to the Electronic Word of Mouth (eWOM), which means one-s direct opinion and it is not an advertisement. The society finds the reviews of Beauty Bloggers represent the popularity of a cosmetic product; in a positive sense, the beauty bloggers recommend the cosmetic products which are considered as having good quality. Therefore, a study on impacts of online reviews of beauty bloggers towards shopping tour interest of cosmetic products in Jakarta is considered necessary. This study is aimed at finding out the impacts of online reviews of beauty bloggers in encouraging women- interest to carry on shopping tours on cosmetic products in Jakarta. The study employed descriptive method by collecting data through observation and administering a questionnaire to 100 female respondents who carry on shopping tours on cosmetic products in Jakarta. The findings of the considered valid and reliable questionnaire data analysis revealed that the descriptive statistic test was categorized good for all variables of online reviews of beauty bloggers and the shopping tour interest. Besides, online reviews of beauty bloggers possessed a strong relationship as many as 0,682 towards the shopping tour interest of cosmetic products in Jakarta which as many as 46,5%. Beauty bloggers shared information and recommendations based on their own experiences by using blog with the contents in the forms of captions, photos, and videos about a certain cosmetic product so that it encouraged shopping tours on cosmetic products. Therefore, in the present study, H0 was rejected and H1 was accepted, in which t count was 9,235 > t table 1,984. Thus, it can be concluded that the impacts of online reviews of beauty blogger towards the shopping tour interest on cosmetic product in Jakarta indeed existed.

Abstract
This study aims to analyze the effect of service quality, company image, switching barriers on customer retention through customer satisfaction at LB-LIA Banjarmasin. The contribution of this research is as feedback for management in decision making related to customer retention. This research is a quantitative research with explanatory research approach guided by a questionnaire that examines the relationship and influence among research variables obtained by means of using SEM approach in analyzing 141 students s who have studied for at least 2 terms at this institution, this research is the first research conducted for a service business in informal education especially in Banjarmasin and related to customer retention. The results revealed that service quality has a significant effect on customer satisfaction and customer retention, corporate image has an effect on customer satisfaction but not for customer retention while switching barriers do not significantly influence customer satisfaction or customer retention and lastly customer satisfaction has a significant effect on customer retention.

Abstract
The aim of this research is to accommodate the perceptions of the students on the influence of the social media and peer group to the SPIRIT characters building. The method that be used in this research is by distributing questionnaires to the respondents and then data obtained were processed quantitatively with path analysis. The result showed that social media did not have significant influence, because it only accounted for 15%, while the effect of peer group on the SPIRIT character building is also not significant, which amounted to 17.8%. It can be concluded that social media and peer group have no significant effect on the SPIRIT character building. So, it is very necessary to deepen this study in order to know the significant effect to the SPIRIT character building.

Abstract
Essay writing course for university students is essential to facilitate them in preparing their final paper. The students need to be guided in writing essay thus they can improve their writing skill and be more aware of how to organize the academic essay. The role of teacher additionally is guiding the students to achieve the level through consultation. The researcher conducted research on the students perception on student-teacher consultation and the influences of student-teacher consultation on students writing proficiency. The researcher conducted survey research in which questionnaire and interview were used as instruments. The result of the study showed that students got improved the writing proficiency since they had positive attitude to the implementation of student-teacher consultation.

Abstract
New public management give good influences on better local financial governance at many countries worldwide. It led the central government to develop their local improvement by giving transfer from upper to lower governments. This study identifies the financial performance across southeast asia countries: Indonesia, Malaysia, Thailand, and Philippines. Southeast asia countries are taken as the sample because the countries at this region have some similarity in government activities. Local government revenues and expenditures of each country are used as the indicator of financial performance. Results show that there are no differences of financial performance within southeast asia countries. That result indicate the four countries at southeast asia region: Indonesia, Malaysia, Thailand, and Philippines are able to perform their good governance for their citizen.

Abstract
Dance is not just a movement, but there is a message to be conveyed through its movements. In Bali, dance is like flesh and blood, or something that cannot be separated in every activity, both in performances and in religious activities. Tari Malaikat or Angel Dance is a dance that becomes an icon in the Balinese church. This dance tells about angels who come down from heaven to share love and peace to all human being. This research adopted the analysis method of Roland Barthes. Qualitative method is applied in this study. The data collection includes observation and interview. From the research, it can be concluded that there are two functions of Tari Malaikat or Angel Dance in Bali-s Christian Church, the first is ritual function and the second is educational function. Abstract
This paper will elaborate the contestation of power between the U.S. and Russia in attempt to control outer space. The outer space become a new arena of contestation of the two super power states in world politics. Both the U.S. and Russia deploy hegemony through the development of advanced technology. When ideological aspect has decreased in international relations, outer space technology become the new instrument to control the world. By using astropolitik approach, this paper argue that contestation of the two states are still going in the agreement of International Space Station (ISS) P project, and shows that there is contradiction of the ISS. In one side, the U.S. and Russia put humanity as the main purpose of ISS. But recently, ISS also used as new locus of power and militarization of space.

Abstract
This study examined the modalities and roles of local governments to face the threat of terrorism in Indonesia, with the case study in the region of Malang, consisted of Malang City, Malang Regency, and Batu City. The selection of these three regional governments was interesting because some of the suspected terrorists were arrested and arranged their actions to some other places in Indonesia from the region of Malang during last two decades. This study used a qualitative descriptive method, where the primary data collected by doing interviews with representatives from Malang City Government, Malang Regency, and Batu City. In addition, primary data was also collected from official local government documents which are related to terrorism threats in the region of Malang. By using the concept of securitization, this study found that the governments of Malang have some modalities to face the issues of terrorism, both internal and external modalities. In optimizing those modalities, they also have played some preventive, proactive, curative, and rehabilitative roles. However, there were some obstacles founded demanding the government to collaborate with other stakeholders, such as civil societies from pesantren, to face the issues of terrorism in the region.

Abstract
This research aimed to analyze the effects of psychological uncertainty perceived by employees on job satisfaction and turnover intentions due to organizational changes. It also examined the moderating effects of Leader Member Exchange (LMX) on the impacts of employees psychological uncertainty towards job satisfaction and turnover intentions. The research data were collected using questionnaires distributed to the employees working in three hospitals in Yogyakarta Province. A total of 193 questionnaires could be analyzed with Moderated Regression Analysis (MRA) using SPSS version 21 application. The results of this study indicate that psychological uncertainty negatively influences job satisfaction and positively influences turnover intention. Additionally, LMX is proven to be able to moderate the positive effects of psychological uncertainty on turnover intention, yet it cannot moderate the negative effects of psychological uncertainty on job satisfaction. The results of this study also indicate the perceived of psychological uncertainty experienced by hospital employees is very high, but their turnover intentions are low. Can be analyzed labor market in Indonesia is limited, so employees will not turnover.

Abstract
Ben Anderson (1983) stated that the media creates imagined communities through the use of images and vernaculars that perpetuate stereotypes to the audience. It, then, relates them to one another. But, the use of social media today makes the imagined community concept paradoxical. People now tend to seek out social setting they prefer, and they cluster in community of like-mindedness. Accordingly, the nation will grow more politically segregated. The result is that intolerance grows in political differences, making national consensus impossible. This research attempts to show the segregation emerges through the conversation in social media. Using virtual ethnography based on the massive distribution of hoaxes and fake news phenomenon, this research shows the political segregation formed by the netizen. With the background of the presidential elections in Indonesia, this research illustrates the ideological orientation turns to polarization occurred, which encourage us to reconsider the concept of imagined community. As the results, issues based on ethnic and religion, become the dominant factors of segregation. The segregation is no longer binary, but more complex. This research also reinforces what Merlyna Lim (2017) argued that the discussion of social media users and the internet algorithms have produced multiple forms of tribal nationalism.

Abstract
Much of the operational expenditure of the State Budget (APBN) is carried out through cash basis. With this mechanism, several obstacles arise, namely the costs incurred due to the ineffectiveness of cash management; the obstruction of office operations due to problems with availability of money; and the potential for corruption from cash transactions. To overcome those problems, the Ministry of Finance has made a Government Credit Cards (Kartu Kredit Pemerintah - KKP) policy to modernize the payment system. Focus Group Discussion and literature studies in this paper found that organizational readiness plays an important role in efforts towards cashless government. The preparation phase of the organization is likened to being a foundation for the development of innovations. A solid foundation is expected to be able to support the implementation of innovation so it becomes more effective, efficient and sustainable. Variables that need to be prepared in implementing an innovation include: organizational motivation in seeing the urgency of the need to change the system from cash basis to cashless; resources devoted in implementing cashless government system; the readiness and adaptability of each individual towards the implementation of cashless government system, and the organizational culture that is open to an innovation.

The implementation of the public service as a social rights basis of society in reality still many obstacles or irregularities. Often occur irregularities and even cases of maladministration, and corruption, which can be juridical in the imposition of criminal sanctions. Some of the results of a survey of the institution of an international survey show that public services in Indonesia is still the worst in Asia in terms of public services. The growth of vehicles each day is increasing where many users of motor vehicles that roams in every city all over the world including in Indonesia. Traffic is the most important thing for people who drive on the highway. This Program answers public complaints about the widespread practice of bribery and brokering in the management of SIM and STNK. The program e-Tilang is a form of the seriousness of the Police to execute the instruction of President Joko Widodo about the use of technology and answer program. This is a direct the President to utilize the technology. As well as answer program from the Chief of police. Then also to make the police more professional. Since Monday (13/3/2017), the Yogyakarta Police have implemented electronic traffic Tilang or e-Tilang. The purpose of the application of e-Tilang this is to facilitate the public when exposed to a speeding Tilang or breaking the traffic. The offenders did not need to undergo the court. there are as many as 250 number of speeding Tilang online, which have conducted the prosecution in the whole DIY. While, the offenders just stay pay at the ATM, or for those who have Mobile Banking can be paid directly online. And for those who do not have ATMS or mobile banking can directly pay to the counter BRI. Every speeding Tilang or better known as the e-Tilang that leads to perfection. There are 262 of regency/city are already using the system the table. more and more areas implement such a system, and then the use of the e-Tilang would be perfect. Moreover, the system table is already starting to look a result that is effective, quick and cheap if compared with a system of traffic Tilang manual.

Abstract
The Lom tribe is a unique community in Bangka Island. Known as SukuLom because they are considered as not havingknown religion (lom: not yet). This community is considered as one of the old tribes that has not developed like other communities in this area. However, as a unit of society which bounded by the population administration system, the Lom Tribe cannot be separated from legal and political norms. It is interesting to examine how the political behavior of the people in the Lom Tribe is in the General Election. The interesting question is whether the colors of their political choices are uniform or varied, then how electoral political elites play at the grass root level. In the end, this paper will examine on how the political behavior of the community is amidst the gusts of modernization that have slowly begun to come to this community. The fact that political behavior was originally very collective and homogeneous gradually begin to color. The Lom tribe, which has been known to be marginal, has begun to play a negotiable and heterogeneous political role. With its communality, the Lom Tribe builds a different face of electoral politics; the typical of indigenous communities.

The Politics of Ownership in Policy-Making: Lessons from Healthcare Delivery in Post-Conflict Timor-Leste

Abstract
This article examines the political economy of national ownership, focussing on the reconstruction of the healthcare system in post-conflict Timor-Leste in relation to the shift from aid-dependence to oil-dependence. Considering three main approaches to development policy-making-patronage-based, populist and rationalist-it argues that, from 2002, the government generally used patronage-based strategies that benefitted elite political networks, increasing corruption. Based on empirical research, the study demonstrates that, in several areas, the government of the Revolutionary Front for an Independent East Timor (2002-2007) could exercise some autonomous decision-making despite being heavily aid-dependent. Later, under the National Congress for Timorese Reconstruction government (2007-2017), empowered by oil resources, elites had greater control over development. However, the creation of a modern healthcare system was central to the elites political ideology, involving populist rather than patronage-based politics. Analysis of this research indicates that ownership regarding healthcare has become concentrated among powerful groups (donors, elites, and the MoH) while health professionals, who advocate a neoliberal approach, lack a political voice. Thus, the paper problematises the Paris Declaration is focus on country ownership to ensure better aid delivery as unrealistic because ownership becomes subject to contestation.

Abstract
In the long term, the Tionghoa have avoided electoral political dynamics. Even further, Tionghoa ethnic groups avoid social spaces that openly connote the political world. Marginalisation and discrimination are the two right words to describe the position of the ethnic Tionghoa until later the situation changes along with the fall of the New Order and the onset of reform. The emergence of Ahok with its various dynamics has at least become one of the momentum of the rise of ethnic Tionghoa in the political world. In smaller spaces, at the village level, the phenomenon of the election of village heads from Tionghoa ethnic groups illustrates political change at the grassroots level. This paper, through qualitative research methods, explores how the dynamics of power of the ethnic Tionghoa who become village heads on Bangka Island. Interestingly, the ethnic Tionghoa who have been known to be apolitical, then enter public spaces that come in direct contact with diversity. This paper finds that actually Tionghoa politics at the village level has its own dynamics. Democracy that develops, extends at the village level and increases the political participation of ethnic Tionghoa. Not because of the phenomenal influence of Ahok, but political elites at the village level actually pioneered careers from community social organizations. When serving as Village Heads, they generally played a dynamic role and carried out a politics of pluralism, an anomaly when the early reforms of their desires were dominated by long-lost identity claims.
