Abstract
Students beliefs and attitudes towards mathematics are influenced in learning. Therefore, students who have a positive disposition towards mathematics tend more study seriously and confidence readiness in mathematics learning. Students have abilities to assess and perceived themselves, assess themselves regarding abilities in solving the mathematical problem, comparing learning process with other students, communicating with teachers or other students, advantages and disadvantages in learning, academic achievement. Self-perception related to academic aspects is called academic self-concept (ASC). The study aims at investigating factor students- ASC in the constructivism learning model. This study is experimental in nature and it was conducted in a public senior high school in Bogor, West Java, Indonesia. The sample of this research consists of the 10th-grade students. The instrument used in this research covers ASC questionnaire, and the data were analyzed by using two-way ANOVA. The results show that learning models that emphasize students construct mathematics knowledge independently through activities in real-world observation, contextualization, and collaborative influencing the self-assessment in grade and effort dimension, peer-evaluation of academic ability, self-evaluation with the external standard

Abstract
This research is aimed to describe the design for problem – based questions that can be used to measure the representation aspect of mathematical thinking of senior high school students on the subject of geometrical sequence and series. This research is a design research, divided into five stages, that is : preliminary design, focus group discussion (FGD), trial, observation and interview, and retrospective analysis. The subject for this research are 3 students from grade 11 and 12. The analysis used in this research is qualitative. The instrument used are tests and direct interviews. Based on the first two stages, researcher has designed three problem – based questions. The result of this research, is that for the first question, student 1 shows the symbolic representation, numeric representation, and algebraic representation indicators, while student 2 & 3 shows symbolic representation dan algebraic representation indicators. For the second question, all three students shows symbolic representation, visual representation, and algebraic representation indicators. While for the third question, student 1 didn-t answer, student 2 shows symbolic representation and algebraic representation indicators, and student 3 shows only visual representation indicator.

Abstract
Jumping task is the central part of teaching that uses Higher Order Thinking Skills (HOTS). The revised 2013 Curriculum in Indonesia emphasizes learning using HOTs, and the daily life context. This research aimed to find out the characteristic of jumping task which valid, practical, and also useful for supporting secondary schools students learning fractional operations using PMRI with the context of kain jumputan. The subject of this research was seventh-grade students of secondary school in Palembang. The research uses the method of design research with development studies type which had two stages: the preliminary and formative evaluation. This research only presented the result on self-evaluation, expert reviews and one-to-one, and small group phase. Data collection techniques using walkthrough, documentation, observation, and interviews. PMRI is used as material content and context for this research. Moreover, the Lesson Study for Learning Community (LSLC) is used in designing and implementing the learning process. The result of this research was produced mathematics problem about addition and subtraction fractional operations through the context of kain jumputan. This research is valid and practical jumping tasks on fractional operations using PMRI with the context of kain jumputan. Validity could be seen from the assessment of validator (expert) regarding content, construct, and language used in one-to-one phase. Practicality could be seen where the students could understand the language and the content of the questions that are in the jumping task. Thus, the context of kain jumputan can help students in representing problem by involving mathematical expressions.

Abstract
This study was purposed to describe problems used to measure mathematical thinking aspect abstraction in topic number of pattern for junior high school students. Mathematical thinking aspect abstraction has 5 indicators, which are: specialization, observation of pattern, generalization, conjecturing and testing conjecture. The subjects of this study were 3 junior high school students grade 8 and 9. This study was design research which is consisting: Preliminary design, FGD, trial, interview, and retrospective analysis. The data analysis that used in this study was qualitative. As the result, for question in topic number of pattern number 1, student 1 and student 2 showed the appearance of 2 indicators (specialization and observation of pattern), and student 3 showed 4 indicator (specialization, observation of pattern, generalization and conjecturing). For question number 2, student 1 showed 4 indicators (specialization, observation of pattern, generalization and conjecturing), and student 2 showed only 2 indicators (specialization and observation of pattern) and student 3 showed 4 indicator (specialization, observation of pattern, generalization and conjecturing). For question number 3, all of 3 students can answer correctly, all of them also showed specialization indicator, but only student 1 that could show observation of pattern, generalization, conjecturing and testing conjecture indicators

Abstract
This research is motivated by the low mathematical connection ability of students, with the aim of the study is to examine the improvement of junior high school students mathematical connection ability through learning using Geogebras software-assisted metaphorical thinking approach. The method in this study is an experimental method with a posttest-pretest control group research design.The research test instrument consisted of 5 test questions of mathematical connection ability. The population of this study was all junior high school students in Kabupaten Bandung Barat, while the sample was one of junior high school at Kabupaten Bandung Barat.The experimental class obtained learning with the Geogebra software-assisted metaphorical thinking approach, and the control class gained regular learning. The data obtained from the results of the normalized gain test, which were processed through normality tests, and Mann-Whitney test using IBM SPSS 23. The results of the study showed that the achievement of the two classes was still in the moderate category, although the increase in mathematical connection ability between students get learning using the GeoGebra software assisted metaphorical thinking approach is significantly better than students who get regular learning.

Abstract
Asking questions is an expression of the thought process. Questions arise when someone gets new knowledge that is not in accordance with previous knowledge, through the thought process arises the question to get complete information so that the new knowledge he has becomes more meaningful. This study aims to analyze the ability of students in problem posing based on their learning style. The method carried out in this study was a quasi-experiment on 78 high school students. The results showed that there were no significant differences between students who had Auditory, Kinesthetic, and visual learning styles.

Abstract
Background: Increasing hospital costs and its social and cultural problems has led to the idea of providing healthcare services at home. Because of infrastructural and implementation problems, providing healthcare at home in Iran has not been initiated yet. Therefore, this study set out to elaborate the need for a comprehensive system in order to provide this service in Iran. Methods: All articles published in indexing sites with the defined keywords in English or Farsi were gathered. The indexing websites included Iran Medex, PubMed Central, Elsevier journals, WHO publications and Google scholar from 1985 to 2014 were surveyed. Other documents included the related books and regulations. Results: Despite of having dominant religious values and constitution laws related to stability of family relations and establishment of clinical services and health care at home in Iran, providing health care services faces some harsh challenges including ignoring entrepreneurship and lack of required infrastructures such as lack of required insurance regulations, the inappropriate and indifferent performance of some activists home services and absence of registration and identification system in this domain. Conclusion: Because of the increasing number of elderly people in Iran and healthcare costs becoming more and more expensive, establishing a system for providing healthcare at home is inevitable.

Abstract
This study aims to determine the obstacle to learning student teachers in the subject of numerical methods. In the form of descriptive qualitative research that takes the subject of mathematics education students STKIP Siliwangi Bandung which follows the course of numerical methods in the first semester of the school year 2017/2018 semesters 7. Data obtained with tests and interviews with students. The results of the study could be concluded error occurred with the use of selection formula to solve the problems in a matter of numerical methods, it demonstrates an understanding of the material is still low numerical methods, and errors that occur because of kekurangtelitian students in processing the figures given in the problem. The study was conducted on October 16, 2017 until December 15, 2017 held in 2014 forces STKIP students who follow courses Siliwangi numerical methods. The results of this study are many factors that influence the occurrence of resistance velajar students in receiving the material in the course of numerical methods such as internal factors students themselves during the learning takes place, lecturers factor in explaining the factors classroom atmosphere, the factor of time there during the learning takes place. So that students learn subjects hampered in numerical methods.

Abstract
Background: Emotional intelligence (EI) and depression are important issues that can affect the quality of nurse-s work. Emotional intelligence is also an indicator of mental and physical health condition. Objectives: This study was designed to evaluate emotional intelligence and depression of hospital nurses working at Tehran University of Medical Sciences in Iran. Methods: In this cross sectional study, 113 hospital nurses of TUMS at different wards were enrolled. They filled the Persian version of the baron emotional quotient inventory (EQ-i) and beck depression inventory (BDI). Results: Mean age of participants was 25 years and 58% were male. Mean BDI and EI scores except independence and responsibility were not significantly different between male and female cases. Mean EI and its subscales were similar in different wards except emotional self-awareness. The correlation coefficient between BDI and total EI was r = 0.2 and P = 0.008, and the correlation coefficient between age and total EI was r = -0.2, P = 0.02. Conclusions: According to the results, depression evaluation and emotional intelligence improvement should be considered in Iranian nurses, who work at university associated hospitals

Abstract
The purpose of this study was to design a microcontroller based automatic plant watering system. The method used was an experimental method using two sensors, i.e. soil moisture sensor (measure soil moisture) and ultrasonic sensors (measure the distance of rotary direction regulator for DC motors). Arduino board is preferable as the main controller due to its simplicity. Tool testing was conducted through trials on soil samples and performance tests when the tool was operating. The parameters observed were solar intensity (Lux), ambient temperature (C), RH (%), water discharge (ml/s), DC motor axis rotation (rpm), AC and DC voltage (Volt), and soil moisture (%). The tool testing showed that the designed watering system could works properly with less than 10% MAPE. When the sensor read the soil moisture value below 70% setting point, the pump and DC motor were turned on. Whereas, when the soil moisture value achieved 80% setting point, the pump and DC motor were turned off. Performance test was conducted for three days of observation. The founding shows that the designed automatic watering system could successfully provide as much as 2.52 litre of water during approximately 6 minutes of watering period.

Abstract
Mechanical dryer usually using heat from combustion and air is blown through heater to the product dried. This study was conducted used a vertical dryer. The purpose of this study was to find out the effect of air temperature to drying rate and drying efficiency. The variation of the temperature used were 50C, 55C, and 60C with a tolerance of 1C with a constant mass of 20kg. The result of this study showed that the higher the dryer air temperature used, the faster the drying rate and drying time. It was found that the fastest drying rate for 60C was 0.00033804 kg/s with drying time 70 minutes. While for temperature of 50C found the longest drying rate of to reach a moisture content of 13.8% of 0.00022571 kg/s with constant air velocity of 5 m/s. The highest dried efficiency occurs at a temperature 60C.

Abstract
This study aims to determine the heat produced from the heating system of the fluidized bed dryer on corn drying process and to calculate the thermal efficiency of the heating system. The method used was experimental with three variables of biomass of 3.5 kg, 4 kg and 5 kg. The corn initial moisture content of around 22% is used and the heating equipment used are a biomass furnace and heater. The parameters in this study are temperature, material moisture content, and thermal efficiency of heating system and biomass furnace. The biggest thermal efficiency of heating system at air velocity 12.19 m/s and material mass of 3.5 kg at 14.93%. The value of thermal efficiency of the largest biomass furnace system at air velocity 12.19 m/s and 3.5 kg material mass of 74.68%.

Abstract
Rasping is the most frequently useful method to disintegrate or to break down the cellular structure of sago pith for mechanical processing. The objective of this study was to investigate the effect of hopper angle and teeth density on rasping performance of cylinder type sago rasping machine. In the experiment, three levels of hopper angle i.e. 0 (H1), 22.5 (H2) and 45 (H3) and three levels of teeth density i.e. 2.2 cm x4 cm (D1), 2.2 cm x3 cm (D2), and 2.2 cm x 2 cm (D3) were examined. The rasping performance test was carried out by measuring rasping capacity, starch percentage, and starch yield. The experimental results showed that the combination of hopper angle and teeth density significantly affected rasping capacity and starch yield, but did not affect the starch percentage. The highest rasping capacity (1891 kg/hour) and the highest starch yield (790 kg) were resulted under experimental condition of teeth density 2.2 cmx 3 cm with hopper angle of 22.5 degree. In conclusion, the optimum condition to achieve highest rasping performance was teeth density 2.2 cm x3 cm with hopper angle 22.5.

Abstract
Broiler farming and production is problably more risky than others. Most broiler farmers express their risk aversion by pursue contract farming system. This study investigates production risk and behavior toward production risk of broiler farming in Banyumas. The aims of this research were to know risk production and the socio economics factor that affect the behavior of farmers towards the risk production of broiler farming. The survey was conducted on 40 broiler farmers in Banyumas through a simple random sampling method. Coefficient of variation and multiple linear regression analisis has been selected to analyse the risk production and factors affecting farmers behavior. The result showed that feed and labour are important determinant of broiler production in Banyumas (P<0,1). The regression result showed that behavior of farmers towards risk was affected by number of birds, level of education, and farming experience

Abstract
This study aims to analyze the family business named Ponyo Restaurant (PR) from the Three Dimensions of Family Business Development, which covers the dimensions of family, ownership, and business so that current PR sustainability is known. This research is descriptive qualitative. Data was collected by in-depth interviews with 6 PR key persons and then the data was analyzed to map stakeholders then formulate a business strategy. The research results obtained are first, based on Family-Ownership: Ownership is under the control of one person while the others are passive owner. In terms of Business-Family Members: The next generation is undergoing a training period and the owner has a good and increasing performance. In terms of Share Ownership: (1) shareholders come from family members who directly manage the company, (2) owners and future generations manage the business together, and (3) the owners are ready to hand over the reins of leadership. In terms of Business-Ownership of Shares: (1) the organizational structure between owners and managers as the center, (2) shareholders develop PR systems, and (3) run organizational routines properly. From the side of the Employees: there are employees who work due to family relationships. Lastly in terms of Employee-Ownership: employees have ownership or share rights due to their partners or grandchildren directly from the owner.

Abstract
Divisi Business Service (DBS) is one of division in PT. Telekomunikasi Indonesia (PT. Telkom). DBS- scope of work isresponsible in handling Small Medium Enterprise (SME) customer. In 2018, DBS closed the year with 79% in collection rate. This rate had been declining from prior years. Moreover, compared to other divisions in Telkom Group, DBS had the smallest number. This number has inflicted financial loss to Telkom of IDR 580 Billion. Low rate of collection rate mostly caused by bad customer assessment which is done in the beginning of sales process. From those facts, this research is determined to give better alternative in the customer assessment process by implementing credit scoring model. The model will be derived by using logistic regression method. As the first step, several variables in financial and non-financial, which are estimated to affect the customer worthiness, would be determined by doing research in other companies- best practice and interviewing several stakeholders in customer assessment process. In order to find the best combination to develop the model, some of the variables later would be eliminated by using multivariate test. Then, the model will be developed from those variables by using logistics regression method. This model has to be assessed by several test in order to see how accurate the model is. Those tests are ROC Curve, Omnibus Test, Nagelkerke R Square, Hosmer and Lemeshow Test, and Classification Plot. As the result, there are 3 financial and 3 non-financial variables which are affect the customer worthiness. Moreover, it has been proven that the model developed could represent the real condition, thus can be implemented.

Abstract
Abstract The finance and accounting domain today require institutions of higher learning to produce competent graduates who are familiar with digital soft skills. These include Blockchain, e-audit, Big data, cryptocurrencies, auditing on the cloud, softbot counselling, robotics in business process automation, peer to peer transactions, application of artificial intelligence in treasury related work and crowd funding. The voguishness of technology usage in the digital economy today has become an impelling force to the accounting and finance profession. Some critical views from the job industry suggest that graduates must possess certain FinTech skills to provide expert counsel which they aren-t able to do at the moment. Industry experts argue that the lack of skill set will definitely impact on recruitment and create pressure for reform in institutions of higher learning to prepare students to fill that gap. FinTech enabled platforms result in disruption to the accounting workforce as newer emerging business models and processes are slowly rising across banking, finance, audit and integrated reporting. In this paper we present findings of top ten skills needed in terms of FinTech readiness that should be included in existing curriculums offered at the tertiary level from expert opinion gathered by relevant stakeholders.

Abstract
In 2012 Telkomsel is having company transformation to keep growing and be sustain in digital age. Transformation is not only on the business model but also the company competency is changed. In 2017 Telkomsel have implemented Go Beyond competency training for its employee. The purpose of this research is to find out and conduct in-depth studies to review Go Beyond competency training and its impact on the performance of employees in Telkomsel Regional Jabar. The method in this study used a questionnaire from 110 employees. Data processing and analysis using SmartPLS version 3.2.8. Based on the results of data processing, it was found that content of training, training methods, and training facilities had a positive and significant influence on employee performance. Length of training time has a negative and not significant effect on employee performance, and instructors attitude and skill have a negative and significant influence on employee performance. The conclusion obtained in this study is that companies need to improve the content of training, training methods, and training facilities that have an effect on employee performance. Then need to make improvements for the length of training time and the instructor attitudes and skills variables.

The abstract should summarize the contents of the paper and should contain at least 70 and at most 200 words. It should be set in 9-point font size, Non Performing Loan (NPL) of conventional bank in Indonesia occur because customer credit risk assessment carried out by banks is 80% of prospective customers do not have credit history and 20% of the market for very competitive credit and low margin for customers. PT.TS has a target customer Credit Scoring for the beginning of 2018 until the end of 2019 is 90 customers and in 2018, PT.TS has 10 customers. Customers who provide revenue for PT.TS in using Credit Scoring as targeted there are 6 customers, above the target there are 3 customers and below the target there is 1 customer. The stages, perceptions and experience of the customer is a journey from the customer to consider and decide to use or not use Credit Scoring from PT. This study aims to identify the factors that influence the customer journey as experience of PT. Credit Scoring customers. Customer Journey Mapping (CJM) is a tool that used to help companies better understand each step taken by customers, think of all stages of customer experience and the number of touchpoints between companies and customers (Hong, 2016). This research is a qualitative exploratory study that aims to understand the phenomenon of what is experienced by objects (Moleong, 2017). The research was conducted by depth interview, observation and documentation study about the object of research. The 3 main processes of the customers decision to use credit scoring are pre purchase, purchase and post purchase. Pre purchase focuses on recognition, consideration and search. Purchase focuses on choices, ordering and payment. Post purchase focuses on consumption, usage, service usage and demand agreements. Resource for depth interviews in this study consisted of 3 institutional or financial institutions, which were the first customers of innovators to use credit scoring PT. 2018, both banks and loan companies.

Abstract
SRI-KEHATI stock index from the years of 2013-2018 experience a fluctuating phenomenon with an increasing tendency. As well as monthly return that experiencing volatile conditions, with the lowest range of return occurring in April 2015 at -9.931% and the highest return occurring in February 2013 at 8.956%. This shows the relationship between return and risk, where risk is a form of deviation from return. A portfolio is a process of minimizing risk without reducing expected returns. In this study, portfolio formation will be formed based on Tobin-s Q and Price to Book Value ratios which will be grouped into 3 categories, namely low, medium and high during 2013-2018. Formation of portfolios will also be formed based on the annual active strategy, the semester active strategy and the passive strategy. After the portfolio is formed, evaluation of portfolio performance will be conducted using the Sharpe Index, Treynor Index, and Jensen Index. The results showed that portfolios formed by the low Tobin-s Q ratio were consistently able to provide the highest return (above average and market / IHSG) even though also consistently provide the highest risk, on the annual active strategy, the semester active strategy and the passive strategy. This shows the harmony between the results of research with the theory of high-risk high return. Overall, the annual active strategy has the largest accumulated rate of return, followed by the semester active strategy and then the passive strategy. The results of portfolio performance evaluations show that portfolios formed by low Tobin-s Q ratio and high Price to Book Value consistently have the highest value (above the market /IHSG), on the Sharpe Index, Treynor Index, and Jensen Index.

Abstract
LQ45 stocks index shows the closing price which tends to increase in the period 2013 to 2018. The data also shows that the lowest point in the LQ45 index is in October 2013 at 701,07. The highest point is at 1105,76 which happened in January 2018. This is an opportunity for investors who want to invest their shares in order to obtain investment profits. However, during that period, the LQ45 Index returns show high fluctuations, this would cause the returns earned to be uncertain. The Purpose oh this research is to assess the portfolio performance using active and passive strategies Through PBV and PER ratio approach.. The portfolio is formed by high , medium and low PBV and PER. 27 of 45 company in LQ 45 were selected and each portfolio consists of up to nine shares. Furthermore, the performance of this portfolio will be tested using the Sharpe, Treynor, and Jensen methods during 2013-2018. The results of this study indicate that the portfolio formed using a high PBV ratio is able to show a return above the IHSG consistently with low risk that obtained. The evaluation using Sharpe, Treynor, and Jensen methods also indicate that high PBV and high PER shows a good performance. Then the comparison between portfolio strategies used in this study based on return and risk showed that the active semester strategy was able to provide the best performance, then followed by an annual active strategy and the last is the passive strategy.

Abstract
The volatility phenomenon of stock returns shows the return and risk faced by investors in investment activities. One method that can be used by investors to get maximum profit while compressing the risk into the minimum level is by diversifying its investments through portfolios. This study aims to determine the simulation results ofoptimal stock portfolio establishment with active and passive strategy using price to book value and price earning to growth ratio approach and the results of the Sharpe, Treynor, and Jensen performance evaluations on the established portfolio. This research appertains in quantitative research. The object of the research was the IDX30 Index and 17 of 30 companies which consistently classified into the IDX30 Index for the 2013-2018 period were selected as the research sample. The results showed that the High PBV gave the highest level of rate of return with a relatively low rate of risk on the implementation of passive strategy and annual-s active strategy, whereas, in the semester active strategy, Low PEG gave the highest rate of return with the lowest risk. Overall the semesters active strategy has the highest accumulated rate of return with the lowest risk.This result match with the purpose of optimal portfolio establishment. Moreover, the results of the performance evaluation show that in the semesters active strategy, Low PEG gives the best score based on the results of the performance evaluation of Sharpe, Treynor and Jensen index.

Abstract
This study is aimed to estimate the fair value of textile and garment companies share.. The companies being studied are listed in Indonesia Stock Exchange, using data from 2013 – 2017 as the basis for 2018-2022 projection. The methodology for company valuation was The Dividend Discounted Model and Relative Valuation. Relative Valuation was applied using the combination of Price to Earnings Ratio and Price to Book Value. Using these methods, three scenarios were developed, namely; pessimistic to represent industry average conditions, moderate to represent most likely conditions and lastly, optimistic scenario to represent the conditions above industrial growth. The results showed that using the Dividend Discounted Model method, the fair value of RICY, TRIS, PBRX and SRIL shares in the pessimistic, moderate and optimistic scenario was overvalued. Except RICY, in the optimistic scenario was undervalued. The RV PER-PBV method shows that the value of RICY-TRIS-PBRX-SRIL is still within the IDX market range Q1-2018. The recommendation for investors is to buy shares under undervalued conditions and sell them in overvalued conditions. The result can be further validated by taking examples from different industry sectors.

Abstract
This research was conducted on March 2019 in Barrang Caddi Island, Spermonde Archipelago. The acquisition of Sentinel-2A satellite imagery was on February 24, 2019. DOS method (Dark Object Substraction) was used to atmospheric correction , water column correction using Lyzenga algorithm with values of ki / kj = 0.679844349 and a = -0,39554029. Image classification analysis using IsoData and K-Means unsupervised classification method. Gound truthing using the UPT (Underwater Photo Transect) method. Basic information on spectral values is obtained from Sentinel-2A satellites using band 2 with 490nm, band 3 with 560nm, band 4 with 665nm, and band 8 with 842nm. The results show that there are 4 dominant objects including live coral, rubble, algae, sand and seagrass. The highest spectral reflectance can be detected by green band (560nm) with IsoData and K-Means classifications. Unsupervised classification using IsoData method has capability to detect live coral and while the K-Means method is capable to explore the seagrass.

Abstract
Government spending is expected to improve the Human Development Index (HDI) in order to increase public welfare. Theoretically, if the number of government expenditure is increasing then the Human Development Index (HDI) will be higher as well. Based on earlier research, it was found few differences about the result of influence Government spending to Human Index. The purpose of the study was to analyze the influence of government spending and Gross Domestic Product to the Human Development Index of East Java Province (during 2014-2017). The research method using descriptive quantitative approach. Local government expenditures were analyzed by direct local government spending by looking at three aspects namely employees expenditure, spending on goods and services, and capital expenditures. Whereas, for the GDP per capita income is analyzed based on three aspects: production, income, and expenditure. Then the human development index to see the effects of these two variables based on three dimensions that exist in the human development index healthiness dimensions, dimensions of knowledge, and economic dimensions. The results showed that the local government spending income and the GDP per capita income has a significant effect on the human development index. Government spending has a significant influence on the educational dimension, while GDP per capita has a significant effect on the purchasing power of people thus affecting the economic dimension.

Abstract
Performance-based budgeting on the local government focuses on achieving public sector performance that is not only assessed from its financial aspects such as ratios and budget realization, but also includes non-financial aspects such as the use of performance indicators and assessment of community satisfaction levels. One of them is budget ratcheting. This study aims to determine the effect of the budget ratcheting on performance of the local government of Baubau City in terms of financial and non-financial aspects. The population was the local government of Baubau City that published financial statements from 2014 to 2016 and sampling method was through judgment sampling, namely the selection of samples with consideration of convenience. Data collection was done through direct observation and nonparticipant observation. This study uses descriptive and inferential analysis. The results indicate that Correlation Coefficient (R) was obtained at 0.871 meaning there is a correlation between budget ratcheting on the performance. It was due to increase in the planned budget and expenditure based on the realization of the costs obtained in the budget and expenditure in the previous period. Thus, the local government performance of Baubau City during 2014 to 2016 from the financial and non-financial sectors showed good conditions.

Abstract
Abstract: The prospect of MICE industry in Banten Province is currently increasing rapidly, along with economic growth, advancing infrastructure and technology, business development and emergence of the largest exhibition venue in Southeast Asia "Indonesia Convention Exhibition" (ICE) that enables investors and event organizers to hold exhibitions or meeting. MICE industry players, especially ICE, still experience difficulties in finding competent employees in MICE field. Therefore this study aims to identify the competencies of human resources needed by MICE industry and factors that trigger obstacles and causes of lack of competent human resources, so that MICE industry players can get qualified and skilled workforce. This research method uses the literature study with descriptive and explorative approaches and observations of the author. It can be concluded that short of human resources for MICE is due to small number of state and private universities in Banten that provide MICE majors, low socialization and participation of Banten Provincial Government in promoting MICE to secondary schools so that students interest in learning MICE is low. This dilemma can be overcome if Regional Government plays an active role and cooperates with educational institutions or universities to facilitate MICE majors, intensify trainings and certify employees based on competency standards.
