Private Developers Viewpoint on Residential Development in the Peri-urban of Greater Bandung

Abstract
Over the past 30 years, Bandung city has experienced rapid urban land expansion and together with surrounding regencies has formed a conurbation urban area namely the Metropolitan Bandung Area. The growth of urban areas in Greater Bandung is characterized by the increasingly widespread growth of urban settlements in the peri-urban area of Greater Bandung. Majority of new residential developments are developed in the potential land of urban fringe and mostly carried out in formal land development framework initiated by private developers. The domination roles of developers in peri-urban development has raised pro-cons related to the result that has brought to some negative impact, especially for the unstructured land development and degradation of environmental qualities. In this case, there is quite ambiguous how spatial irregularities can be produced through the formal land development framework. This research was conducted with a qualitative approach. Data collection was obtained using an interview method of purposive sampling through 14 medium-large residential private developers who sat at the managerial level. The data collection was analysed using the content analysis method. The results of this study revealed that developers must be carrying out all the applicable rules in accordance with the permits issued. From their point of view, spatial irregularities of Greater Bandung are formed in consequence of lack regional development plans and controls, so that developers could propose land development plans in a more flexible manner according to their interests. In this case, land development performed by developers was partial and only focusing on the development of their lands. They have no interest to think about the impact of their project broadly and sustainably. In this case, the government is the one who has the obligation and authority to formulate the spatial planning, to manage the application and to conceive the solution for the impacts that might arise. The results of the study also show that the spatial irregularities in the fringe of Greater Bandung were produced of some local government inconsistencies and different perceptions of regulation that made land development and the provision of regional infrastructure became unstandardized and not mutually integrated.

Abstract
Future food production, especially rice, is expected to decline due to reduced water resources and fertile land in the city of Semarang. At this time the City Government of Semarang initiated efforts to find a solution to the decline in food stocks in Semarang City, one of which is breadfruit cultivation. This study aims to determine the prospect of the policy of using breadfruit as a staple food in order to strengthen food security in the city of Semarang. Research is legal research, examines the prospects for policies that can find alternative solutions to scarcity of goods in the city of Semarang. This policy study is limited to using the statutory approach. The research that will be produced addresses that the government of Semarang city through related agencies It is time to realize the importance of developing plants other than rice as a reliable and sustainable source of food to ensure food availability in the city of Semarang. Breadfruit in Latin is known as Astocarpus astilis, an annual plant that can grow in Indonesia, as a food source. Besides that, investment in planting breadfruit as a food source, in addition to its relatively low cost, is also simple and has a high efficiency value considering these plants can produce long-term results, without requiring special and intensive care. Thus the Regional Government of Semarang City plans on a large scale to make efforts to encourage the use of Breadfruit as a staple food for Residents.

Rearing of Seabass (Lates calcarifer) in tank–based Recirculation Aquaculture System (RAS)

Abstract
Sea bass (Lates carcarifer) has been raised in brackish water as well as freswaeter ponds and marine cages. The increasing demand of bigger size jevenile is the consequecy of rapid expanding of open sea cage culture. Juvenile production in Resiculation Aquaculture System (RAS) was tested to meet the demand of approximately 100 g of fish. RAS was set-up using numerous component such as settlement tank, physical filtration, biofilter and pure oxygen injection. Result indicated that daily growth rate was 1.21 gram with final body weight of 122 gram and survival rate of 94,3 %. Water quality was in range of acceptable value execpt dissolved oxygen that fluctuated from 3 ppm to saturated.

Abstract
The benchmark for sustainable regional development has parameters including the Regional Competitiveness Index. One aspect of the regional competitiveness index is the aspect of human resources which has two pillars namely 1) education and skills and 2) health. The measurement of the Regional Competitiveness Index at the Central Java provincial level obtained an average value of 2.8 points for education and skills and 5.33 points for health at the highest scale of 7 points. The phenomenon that must be continuously improved with policy and economic intervention. This study aims to review how the Human Resource Aspect in the Regional Competitiveness Index is in a policy and economic perspective in Central Java. Data from 35 regions in Central Java Province in 2018 in the form of secondary data were used as a basis for analyzing qualitative descriptions in a policy and economic perspective. Policy and economic analysis focused on efforts to increase the value of points needed for 35 regions in Central Java Province through exploration studies. The result is to improve the aspect of human resources, there needs to be institutional strengthening in 35 areas, besides that it is directed so that there is a pillar of welfare as part of the aspect of human resources.

Abstract
Rural area has characteristics that are specialized in the agricultural sector. One of the challenges of agriculture in rural area is the demographic challenge. Agricultural sector is dominated by the elderly population and do not have successors because young population has an interest in migrating out of the village to work in other sectors. Even though the village actually has adequate resources. The participation of all elements in rural community in agricultural development is very important. Youth as part of the rural community should be the pioneer in the rural agricultural development. Nglanggeran Village, Gunungkidul, Yogyakarta is one of the villages that experienced in youth empowering for rural development. Young people become local champions in developing agriculture in Nglanggeran village. This study aims to analyse the role of youth in developing agriculture in Nglanggeran village. This study uses qualitative methods with interviews as a method of data collection. This study shows the findings in agricultural development practices carried out by Nglanggeran youth in the form of innovations in on-farm and off-farm and agro-tourism development. This study also shows factors that led to the active role of youth in agricultural development in Nglanggeran.

Abstract
Perpres No. 2/2015 concerning RPJMN 2015-2019 states that it is developing Indonesia from the periphery by strengthening regions and rural within the framework of the NKRI. Based on the Map of Regional Fiscal Capacity in PMK No. 107/PMK.07/2018, the East Java Province KFD Index is 3,036 with a very high category. While the KFD Index of Sidoarjo Regency is 2,681 in the very high category. Rural funds received by 322 villages in Sidoarjo Regency in 2018 amounting to Rp. 252 billion. Where Rural Fund receipts in 2018 decreased 4.5% from 2017. The research method used in this study was a qualitative method with descriptive analysis techniques. The object in this study is the Rural Budget of Sidoarjo from 2015-2018. The type of data used in this study is secondary data archives. The results of the study concluded that Rural PAD still contributes around 10% of rural income. The contribution of rural PAD is still not strong enough to support the rural fiscal independence. Rural are expected to multiply and increase the potential of their rural through BUMDes.

Abstract
The development of tourist villages has become one of the tools to alleviate poverty in rural areas, especially in Central Java Province. This Tourism Village is very in line with the characteristics of rural communities because it has a strategy of community-based tourism development, namely that people are required to play an active role in their village tourism business to improve their own welfare with the potential and capabilities they have. This research aims to examine and analyze how the role of rural tourism (with a special focus on small-scale tourism villages) contributes to rural development so that it can improve the economy of rural communities around the tourist village. By using descriptive qualitative methods and taking samples in tourist villages in the province of Central Java. The results of this study show the following results: Theoretically this research is expected to be able to show what factors influence the success in developing rural tourism for rural development processes, besides that the findings in this study Seen that even though tourism is possible, most are in rural areas and only has a relatively small economic impact, this indicates failure as a factor for regional development, which can lead to an important non-economic implication. Thus, even in areas not suitable for tourism, tourism can function as a vehicle for rural development in Central Java. It is thus important to develop appropriate strategies and consider specific regional situations and potential successes.

Abstract
Without question, having the first-rate label is a privilege. As its label, it can be the first priority, the first to be highlighted, including the first to be facilitated. So as in the field of small-medium industries, from the public sector perspective, the first-rate will be the ones to be first supported and developed by any means of the government programs. The common practice of the government to define the first-rate small-medium industries is by projecting the value-added of excess natural resources which can be converted into industrial products. It takes many efforts and times to guarantee that all those excess natural resources can be produced into value-added industrial products. This paper offers another perspective to define first-rate small-medium industries that are from existing industries instead of projection. The variables to determine first-rate small-medium industries are number of industries, number of manpower, unit price, total production value, monthly consumption, the ratio of demand vs local production, investment value and raw material cost. The comprehensive weight of those variables will be put into a Free Disposal Hull Analysis and the ones defined as the first-rate small-medium industries are the ones positioned on the top left of the Free Disposal Hull Analysis graph. For the empirical study, data are collected from the industry sector of West Nusa Tenggara Province for the year 2006-2016. As for the comparison, it is mentioned in the government regulations that handicraft group is the first-rate of small-medium industry in Mataram City, Lombok Barat, and Lombok Tengah; food & beverage group is the first-rate of small-medium industry in Lombok Timur, Lombok Utara, Sumbawa Barat, Sumbawa, Dompu, and Bima; while clothing & fabric group is the first-rate of small-medium industry in Bima City.

Abstract
Tegal Regency faces flooding problems that come in the rainy season. Especially floods that inundate rural areas. Therefore there is a need for efforts to reduce disaster risk. One of the factors that influence the magnitude of risk is the social vulnerability. This research was conducted to determine the level of social vulnerability of rural areas in Tegal Regency by using Geographic Information Systems (GIS). The method used is the scoring and weighting method. Scoring and weighting were carried out on each indicator, namely population density, dependency ratio, sex ratio, and disabled ratio. The analysis shows that the highest social vulnerability is in Cempaka village in Bumijawa sub-district, namely with the Social Vulnerability Index 0.96, out of 281 villages there are 44 villages included in the high Social Vulnerability Index because above index 0.67, 168 villages are included in the Medium Vulnerability Index because of below 0.67, while 69 villages are included in the classification of the Low Vulnerability Index because they are below 0.37.

Abstract
Desa Wisata Penting Sari(Sleman, Yogyakarta) located below the slopes of Gunung Merapi; this benefits the village to have diverse vegetations and animal inhabitants. Desa Wisata Penting Sari also attracts many visitors, its diversity on cultures and indiginous communities that has amicable characteristics of courtesy. Java Gamelan instrument also play roles in the culture of Desa Wisata Penting Sari, it is one of the tourism attractions to visitors. This study aims to identify the sound scape and the smell scape in Desa Wisata Penting Sari, the method used in this study are spatial mapping based on geographic information systems with Arc Gis software, where the sound and aroma data, measuring ranges and threshold. Obvervation is also done by looking at existing land use data, perception maps and behavior of the village communities. The results of identification and mapping, shows the sound sources are dominated by natural sounds such as insects, water flow or livestock that inhabitants in the village. The northern region of Pentingsari Village has a distinctive sound, namely the sound of a wood cutting machine, while the central area of Pentingsari Village dominated by chickens, goats, and cows and the south region dominated by water, insects and birds. Human activities also contributes on soundscape such as vehicles, human voices during outbound activities. The sources of the odor is identified as coming from natural odors such as from livestock, moist soil, and fruits. In the northern and central regions of Pentingsari there is a smell of zalacca, the smell of livestock, and the smell of garden soil. The South region has the smell of garden soil and the smell of livestock. In terms of sound and smell coverage, it has reached all areas of the village which can be maintained to improve the sustainability of tourist villages.

Abstract
Land use is one of the dynamic surface parameters that will changes. Semarang is the capital city of Central Java Province which experienced a fairly high land use change. The impact of regional development is the land use changes, that is occur from agricultural land into built land. Analysis with remote sensing data is a cheap and accurate method to identifying of the land use changes. Landsat imagery is data that has a long data record series. So that the data can be used to surface monitoring. Landsat image data has a multispectral band that can be used for digital analysis. Maximum likelihood Classification is a digital classification that gives quite accurate results. The results obtained in this study is map comparison of the land use type in Semarang City between 1991 and 2019. Changes occur on agricultural lands and bare land into satlement, so that the right targets in development need to be. So that the results can be used as recommendations for the Central Java Provincial Government for the direction of the sustainable development sector.

Abstract
The purpose of this study is to examine the speed strategy of public administration services in fulfilling citizens basic rights in rural areas. The method in this study is descriptive type with a quantitative approach and uses explanatory surveys. The research target was the villagers in Batanghari Regency, Jambi Province. The data collection method used is by providing a structured questionnaire aimed at the sample respondents. The analytical tool used in this study is Partial Least Square (PLS) and the software used is smart-PLS. The results of the study are expected to provide strong support for; The speed of public administration services in rural areas, the fulfillment of basic rights of citizens in rural areas, and the speed strategy of public administration services in fulfilling citizens basic rights in rural areas.

Abstract
Sragen is one of the poorest districts in Indonesia with a poverty rate of 13.8%; this figure is higher than the poverty rate of Central Java Province that was 11% in 2018 (sragenkab.bps.go.id). One of the poorer villages in Sragen is Krikilan Village, Kalijambe District that also a part of the Sangiran tourist area. However, the existence of this Sangiran museum has not had much impact on the community economic development. The poverty portrait is not only seen from the community income level, but also can be seen from the quality of most semi-permanent housing. The government efforts to overcome the poverty are still focused on developing the Sangiran Museum physically and have not involved the local community. The lack of good cooperation in the tourism development in Sangiran and its surrounding area is the important key that needs to be studied further. Therefore, this study aims to identify the stages needed in the development of Krikilan Tourism Village based on the principle of sustainable rural tourism especially on institutional and policy aspects. The research method used is qualitative with several objectives; starting from mapping potentials and problems carried out to determine the main issues. Then, identification of tourism development policies and stakeholder mapping to find out related actors in the development of Krikilan tourism village. Likewise, some lessons learned from best practice in developing rural tourism has become one of the inputs in the formulation of stages. Whereas the data collection method of is done through field observations and interviews with stakeholders in Sragen Regency, the analysis method used is qualitative descriptive.

Strategy of Institutional Reinforcement to Overcome Regional Disparity In Siak Regency

Abstract
The development proccess in spatial term is always faced with a phenomenon called regional disparity. The emergence of this phenomenon shows the differences or unbalanced in development level, prosperity, Economic and spatial structures. Some regions achieves rapid growth, while other regions have experienced slow growth. Siak regency, particulary the central area of the capital city of Siak has experienced a rapid concentration of economic growth, while its hinterland in eastern part, has experienced very slow growth. The eastern region is getting slowly and weaker due to the exploitation of resources absorbed by the capital city of Siak, high urbanization to the city center, educated and skilled people aglomerated within city center, high protected of land, centralized economic activities in one place and low mobility of goods and services in eastern region in Siak Regency. This back wash effect makes the eastern region in Siak is left behind rather than city center. This study aims to develop a strategy to strengthen the institutional capacity to overcome regional disparity in Siak Regency. In this study, descriptive qualitative method are adopted by using institutional linkage analysis and scenario of institutional strengthen development by applying economic development and regional cluster concept. The result indicates that the institutional capacity in eastern region of Siak are still weak. This is proven by the assesment of ahievement which shows that most variables have not reach all the indicators. The role of institutional has not been integrated with the city development program, lack of coordination starting from planning, implementation and evaluation stages are still sectoral and high potential conflict of interest in Siak Regency. So, it takes a strategy to strengthen the institutional capacity through the scenario of development with economic development and regional cluster concept. The first stages is for establishment (year 2019 sd 2023) by doing revitalization of local economic and regional cluster, the second stages is for functionalizing (year 2024 sd 2028) with optimizing and stabilizing the function of institutional linkages, the third stages is for innovation (year 2029 sd 2038) by expanding the afinity and networking development scales to contribute to the enviromental preservation, the fourth stages is for suistanability (year 2034 sd 2038) with a sustain of institutional progress to contribute to the economic independence, enviromental suistanability and preservation of historical area.

Abstract
The rapid increase of human population have resulted in high volume of solid waste generated. In 2017 the total population of Pati Regency was 1.246.691 with reference to SNI 19-3983-1995, so that the solid waste generation could be estimated at 3.116.727 liters / day. Landfill is one of basic needs of each city/regency to manage its solid waste. Sukoharjo Landfill is one of the landfill sites in Pati Regency located in Sukoharjo village Margorejo subdistrict Pati Regency. The existence of landfill often has negative impacts and positive impacts for the local community. Sukoharjo Landfill has been established since 1994 and the government continues to develop landfill management in order to reduce negative impacts and increase positive impacts on the local community. The aim of this study are to know the economics impact of Sukoharjo Landfill for the community in Sukoharjo Village Subdistrict Margorejo Pati Regency and give recommendation for the government in the form of strategies to increase economics impact for local community towards the existence of Sukoharjo landfill. The method of this research is descriptive qualitative. The data were collected through questionnaires, interviews, observation and documentation. The data were analized using SWOT analysis to determine alternative priority strategies.The results showed that the local community felt the economics impact of the Sukoharjo landfill. To increase the economics impact of the existence of Sukoharjo landfill for the local community, the following recommendations can be given: improvement of methane gas management technology, strengthen coordination with the government of Sukoharjo village, development of Sukoharjo landfill as education tourism attraction, empowerment of surrounding scavenger to sort of waste in Sukoharjo landfill, and empowerment of local community in waste reduction activities at Sukoharjo landfill.

STRATEGY TO INCREASE “KOPI ROBUSTA TEMANGGUNG” BRANDING BY FARMER ADOPTION ON PRODUCTION METHODS BASED ON GEOGRAPHICAL INDICATION

Abstract
Temanggung district is the largest coffee producing in Central Java with a total production 40% from the total Central Java coffee production. However, there are still many Temanggung farmers who have not applied cultivation in accordance with the Geographical Indication due to several social and economic factors. This study aims to determine farmers adoption of coffee production methods based on the Geographical Indication of Temanggung Robusta Coffee, to analyze the relationship between factors that influence adoption with adoption of coffee production methods based on Geographical Indications and to plan strategies for developing coffee commodity farmers in Temanggung Regency. This research was conducted with an interview survey with 60 coffee farmers in Temanggung Regency spread across three coffee producing sub-districts, namely Candiroto, Kandangan and Wonokerso sub-districts. This research uses rank spareman correlation as the unit of analysis. The results of this study indicate that coffee farmer cultivation is good, but there are still many farmers who have not applied coffee cultivation based on the geographical indication of Temanggung Robusta Coffee in the stage of good pruning and fertilization due to various social and economic factors. This has an impact on the quality of coffee harvested by farmers so that the prices received are low and other problems arise, namely the narrow marketing of coffee farmers due to the quality that has not been properly sorted. Strategies in developing coffee commodities in Temanggung Regency will be discussed later in this journal.

Abstract
Government Regulation No.68 of 2002 on Food Security as the implementing regulations of Law No. 7 of 1996 confirms that to meet the consumption needs of evolving over time, food supply efforts made by developing food production system based on resources, institutional, and local culture, develop a system efficiency of food businesses, developing food production technologies, develop food production facilities and maintain and develop the productive land. In the PP (government regulations) is also mentioned in the context of equitable distribution of food availability throughout the region carried out distribution of food through the food distribution system development efforts efficiently, to maintain the safety, quality and nutrition as well as ensure the safety of food distribution. The scope of this paper is limited to efforts to maintain and effectiveness in national food security in terms of the potential of natural resources in Indonesia is abundant in efforts to achieve the survival of the Indonesian nation prosperous, includes the strengthen and weakness. This research is a literature / books commonly called a library research for about 3 weeks. As to the methods applied in understanding the case study about the study of national food security, and then the author analyzes of the data obtained from sources of information, whether it is the reference book, the media / newspapers, as well as through the Internet that support the writer to be able to analyze issues.

Abstract
The village has electricity in Indonesia reaching 73,656 village areas. While the rest there are around 2,500 villages still in complete darkness. The Regional Government made various efforts to encourage the acceleration of the use of solar energy in the Village. This study aims to determine the efforts to accelerate the policy of solar energy utilization as a solution to the scarcity of electrical energy in rural areas. The method used in this study is to review government policies related to the utilization of solar energy as an effort and solution to overcome the scarcity of energy sources. The results of the study show that efforts to accelerate the use of solar energy policies by the regional government are not all going well. This is due to the high funding expenditure and awareness of the legal culture of the people who are still low to maintain and maintain solar power generation facilities. There has been no effort through government instruments at the regional level to accelerate overcoming energy scarcity in rural areas, even though rural areas are rich in energy resources.

Abstract
Indonesia is a country that has an area of ocean 70% greater than the land area. Indonesias huge potential is inversely proportional to the condition of the people living in it. Coastal communities live below the line of poverty and vulnerability to disasters. The government in this case provides a program to develop coastal strong villages to coastal areas in several regencies / cities to overcome these problems. The development of coastal area empowerment programs often experiences obstacles in terms of program mismatches with the characteristics and needs of program beneficiaries, so that the allocation of programs is not on target . In this case, strengthening the participation of coastal communities is very important so that empowerment programs are in line with the needs of the community. This study seeks to examine the role of the strong Coastal Village Development program in increasing the development of coastal areas in Central Java. This study uses a qualitative approach with a descriptive method of sample taken by taking samples on coastal areas in Central Java, among others in the districts (Pati, Rembang, Demak, Pekalongan, Tegal) Based on the results of data analysis conducted by researchers, the findings that the Program implementation The development of the strong Coastal Village in the coastal area of Central Java shows that the three focuses of the development activities have been well implemented. The development activities are building resources, building environment / infrastructure, and building disaster preparedness. Whereas activities that are not implemented are human development and business development. The recommendation given in this study is that the implementation of the program must be supported by sufficient funds, need coordination and cooperation with other relevant stakeholders, and the need for effective supervision and evaluation.

Abstract
Tirto Urban Village is one of the locations for slum upgrading. This urban village is located about five km from the coast, but it is one of the relatively slum. Slum environmental conditions are caused by rob. The improvements made in the Tirto Village are upgrading in clean water, drainage, roads, street lighting and open space. The existence of improvements has improved the environmental image, but now the environmental conditions have declined again. Declining environmental conditions indicate a decline in the quality of life of the community. This is contrary to the purpose of slum upgrading. The purpose of this study was to examine changes in the quality of life of community in Tirto Urban Village after slum upgrading. The research approach used is quantitative research. The study was conducted in 4 RW-s in Tirto Urban Village with sample of 94 households. The research data consisted of primary and secondary data. Primary data obtained from distributing questionnaires. Secondary data was obtained from BKM, Tirto Village Office and Bappeda. The analysis used was scoring. The results of the study showed that there were changes in aspects of quality of life after the slum upgrading. These changes take the form of improving the quality of life of the community. This study uses five aspects as sub-variables of quality of life. The four aspects experienced an increase, but there was a decrease in one of them. The aspect that has decreased is the aspect of recreational and play opportunities (RPO). Decreasing RPO aspect is closely related to decreasing open space conditions. This decrease in condition is caused by rob with a high enough intensity. There needs to be repairs to open space, in the following ways: improving the quality of the land surface, addition of vegetation and improvement of physical attributes.

Abstract
The study of planning and structuring of rural freight transport aims to measure current production and consumption of goods; predicting for the future in rural areas; identifying the distribution and collection of goods in rural areas; planning patterns of distribution and collection of goods in rural areas; identifying conditions current rural goods transportation infrastructure and facilities and estimating future needs; and optimizing rural freight transportation service networks. The research approach used in this study is a qualitative and quantitative approach. This approach begins by identifying the condition of facilities and infrastructure and the distribution of travel of goods transport in an effort to answer the formulation of the problems that have been set. The analytical method used is transportation planning concepts that have developed at this time is transportation planning 4 (four) stages which are a combination of several models, each of which is done separately and the determination of the sub-model is accessibility, generation and attraction of movement, distribution movement, mode choice, route selection and dynamic traffic flow. Then the analysis instrument used is simple linear regression and multiple linear regression. The results of this study are the number of trip generation and attraction of goods transportation; determination of vehicle type on the freight transport route, and determination of the goods transportation node.

Abstract
In general, the research area has complex geological characteristics. Wadas Malang is non-volcanic area, dominated by sedimentary rocks, transition between Waturanda and Penosogan Formation. Wadas Malang area has a hot spring manifestation which may indicate geothermal potential. Unfortunately, this geothermal manifestation has not yet been seriously developed. Absolutely, this potential could be integrated with Sindaro waterfall as one of geotourism destination at the Karangsambung-Karangbolong National Geopark. Wadas Malang hot spring interpreted as non-volcanic geothermal system. The occurrence of this surface manifestation could be identified using Fault and Fracture Density (FFD) method, lyneaments analysis from SRTM and digital topography data. Regional geology and geochemistry data of the hot spring manifestation from the literature have been used as reference in this study. This study indicated that the occurance of the Wadas Malang hot spring is related with outflow system which are controlled by Kedungkramat sinistral fault as a result of tectonic deformation. The occurrence of this manifestation are not only controlled by fractures, but also by regional hydrology, contact and formation dips.

Abstract
The employment and economy data play an important role in determining development priorities in a region. The determination of appropriate development priorities based on accurate analysis is expected to encourage a more focused development in the region. This study aims to analyze employment data, both in general and disaggregated, according to urban and rural areas. This study also aims to analyze the economy of Central Java in attempt to determine development priorities. The data used in this study are taken from the Statistics Agency (BPS) covering employment data from the Central Java and Indonesian National Labor Force Survey (Sakernas) published every mid-yearly during the period February 2015 to August 2018, Central Java and Indonesian GRDP distribution persentation data on the basis of Current Prices (adhb) from 2010 to 2018 and GRDP growth rate data on the basis of Constant Prices (adhk) from 2011 to 2018. The LQ method is used to analyze the employment data. Whereas to analyze the economy of Central Java, this study applied both of the LQ method and the Klassen Typology method. The results of the Klassen Typology analysis state that Central Java is a potential area to grow and develop economically. The results of economic analysis based on the LQ method show that the categories of Agriculture, Forestry and Fisheries; Manufacturing; Construction; Trading; Accommodation and Food Service Activities; Education are superior category in Central Java in terms of its contribution to total GRDP. The results of the employment analysis based on the LQ method show that in general, the category of Manufacturing and Construction in Central Java are superior category. In urban areas, the category of Agriculture, Forestry and Fisheries; Manufacturing; Construction in Central Java are superior category. In rural areas, Manufacturing; Water Supply, Sewerage, Waste Management and Remediation; Construction; Trading; Accommodation and Food Service Activities; Financial and Insurance Activities; Other Services Activities are superior category in terms of the contribution of the worker absorption in Central Java.

Abstract
Some intensive development aimed to develop the city of Yogyakarta especially in the sector of infrastructure to maintain a good city for tourism has caused some drawbacks in the term of social, economic, and environmental segment. The development of Yogyakarta has also coercely converted the farming land into some settlements or housing areas and many other social-economic facilities. On the other hand, the huge amount of citizen, which is continously increasing in number, gives effect as the high pressure of government to utilize the spatial spaces as a result of the decreasing factor of open spaces. It is crystal clear to find out that the poor quality of environment is merely caused by the unpredictable growth of population which already exceeds the capacity of the available support system in one place. One specific goal of Urban Planning for the city of Yogyakarta in the year of 2010 – 2029 is the establishment of spaces which are secure, comfortable, productive, and sustainable for people to live in. It is then the reason of why the planning and development of Yogyakarta city is obliged to a sustainable development principles. The research aimed to analyze the sustainability of the development in the city of Yogyakarta as well based on some related dimensions such as social, economic, environmental, and institutional aspects. The data used covered both primary and secondary one gathered through some literature studies, field survey, interview, and forum group discussion with stake holders. The technique of analysis used multidimensional scaling, including the analysis of leverage, pareto and analysis of monte carlo. The result showed the development of Yogyakarta city was sustainable in the dimensions of social (61,30), ekonomic (67,21), institutional (70,06), but less sustainable in the dimension of environmental (44,63). Furthermore, the research informed that there were 45 attributes which sensitively enough influenced the sustainability of the development of Yogyakarta city.

Abstract
Attention to the development of small towns is getting bigger. Small Town is a low-order center in the urban hierarchy that has a vital function in the development process. Small towns according to (Rondinelli, 1983c) have two main functions, that is development function and linkages function with the region behind it and with cities that have a higher hierarchy. Cities that have more diverse functions are considered able to grow faster than cities that only have a single function. The dynamics of city development can occur along with the development of the times. Small towns can experience significant conditions of stagnation or even degradation when they are unable to adjust to the times. This study discusses how the dynamics of Lasem city function in the development of Rembang Regency. Lasem is an old city in the area of Rembang Regency which has a long history because it used to be an important duchy and trade center in the northern coastal region. Lasem as a Small City has an important role in the development of the region as a central place that provides various services needed by the surrounding population. But since the relocation of the power center to the City of Rembang and Lasem was demoted to the District City, the development of Lasem City has gradually decreased. Targets to be achieved include (1) classification of the hierarchy of cities in Rembang Regency, (2) analysis of city functions, (3) identification of dynamics of city functions and (4) analysis of the influence of policies on the dynamics of city functions. The method used in this study is descriptive quantitative using data with the period 2000, 2010 and 2017 and the research object in the form of the City of Lasem as a space. Data collection techniques are done by interview method, document review and map interpretation.

Abstract
The District of Lampung Timur is one kabupaten in the Province of Lampung that has created in 1999, just before the implementation of decentralization era in Indonesia. The district has been a split from its “mother district”, the District of Lampung Tengah, as to have more efficient and effective services as well as more equal development among its region. This paper will analyze the availability of educational services, involving elementary schools, junior and senior high schools among its regions. Using the time serial statistical data gathered from the district-s monographs, and also the standard set by the National Standard, this paper will compare the availability of the services in two ways comparison: inter-time and inter-regional comparisons and the combination of both of them. Furthermore by using an inter-time comparison in fifteen years analysis after the regional splitting or the creation of the district, this paper could be also regarded a long-time evaluation of the creation of the district in regional development in the decentralization era in Indonesia, from the point of view of the development of educational services. The result will show whether the case of regional splintering could improve the equality of the level of service in regional development in Indonesia

Abstract
Food security is a complex phenomenon encompassing many aspects. Pursuing food security is a significant issue for most provinces, including Central Java. This study considers the prominent role of the economic dimension, shown by the share of food expenditure, in improving the level of food security. By examining the effect on food security of food expenditure in the diverse economic conditions across the districts of Central Java, this study finds that food expenditure share is the most important factor to ensure the food security status. This research study uses Jonnson and Toole (1991)-s methods, following Maxwell et al. (2000) to describe the food security status in Indonesia. It uses cross analysis between the share of food expenditure and calorie intake to show the level of food security. Food security status is classified into four categories (food secure, less secure, vulnerable, and insecure) which are determined using two standard requirements of calorie intake, the National Food and Nutrition Symposium Standard and the World Bank Standard. Our findings for the cross analysis between food expenditure share and calorie consumption using the National Food and Nutrition Symposium Standard reveal that all urban areas are food secure areas, and rural areas include both food secure areas and food vulnerable areas. The findings based on the World Bank Standard classify urban areas as either food secure areas or food less secure areas, and classify rural areas as all four types: food secure areas, food less secure areas, food vulnerable areas, and food insecure areas. Finally, based on this study-s findings, the implementation of policies that support the increasing of incomes and knowledge of nutrition is suggested as means of strengthening Central Java-s food security.

Abstract
This study aims to determine the effect of biogas waste on the growth of coffee plant seeds. The biogas waste used is from cows that get feed from red picking coffee waste. The research was conducted from July to December 2013 in Banaran Village, Kec. Ambarawa Kab. Semarang. This research was carried out by experimental experiment method using RAK (Randomized Group Design) 1 factor, which is giving biogas waste at 3 given levels at 14 days intervals. The treatment tried was P1 = 250 ml biogas waste / plant, P2 = 500 ml biogas waste / plant, and P3 = 750 ml / plant biogas waste, and P4 = PTPN fertilizer control. The parameters observed were plant height, number of shoots, number of leaves, and leaf area. The data obtained were analyzed using Analysis of Variety Anova. if there is a difference followed by the Smallest Significant Difference (LSD) test. The results showed that the best treatment was the administration of 250 ml of biogas / plant waste.

Abstract
This study aims to determine the effect of system quality and quality of information produced by SIMPLE on the level of satisfaction of application users. The population in this study were Government Civil Servants (PNS) in the Sumbawa Regional Secretariat and other Regional Device Organizations. The sample was chosen by purposive sampling technique. The method of data collection is done by questionnaire. The results of multiple linear regression tests obtained a regression quality coefficient of 0.265, while the quality of information is 0.706. The partial test results of each variable obtained a significant value (p) of 0.005 for system quality and 0,000 for the quality of information produced by the system. The value of p <0.05, which means that the quality of the system and the quality of SIMPLE information partially affect to the level of the application user satisfaction. Simultaneous test results (Test F) obtain a significant value (p) of 0,000. Where the value of p <0.05, which means that together the quality of the system and the quality of SIMPLE information affect to the level of application users satisfaction in the Regional Secretariat of Sumbawa Regency.

Abstract
Grobogan as the main area to produce soybean in Central Java and Indonesia face a problem to increase the soybean production. Unstable price which caused by undifferentiated between GMO and Non-GMO Soybean as the main factor for the farmer to consistently cultivate the soybean. So, it is required the new method to consistently producing soybean in Grobogan Regency. This research focused on the efficiency of relay crops method of soybean with maize and horticulture commodities to increase the production of soybean in Grobogan Regency. The research from 2017-2018 has shown that this method gave many advantages to the farmers. So, this method potentially will be a future method to consistently increasing the soybean production in Grobogan Regency.
