Abstract
ABSTRACT Transformation is a process that can not be avoided when the condition of the organization gets worse in all aspects. PT. Kereta Api Indonesia prior to 2009 experienced worsening conditions in almost every aspect. Impaired employee performance, service performance associated with delayed arrivals and arriving trains, dirty station conditions, adventurous condition of coaches and loco, brokering systems and corporate assets. Therefore, restructuring steps are done by PT. KAI by doing organizational transformation. The most important process in transformation is to change the employees mind set or Reframing. The purpose of this study is to analyze how the reframing process is run by PT. KAI. This research is qualitative research with descriptive method. The primary data source of this research is the leadership of PT. KAI and train passengers. The theory used as a knife analysis in this study is the theory of Goulliart and Kelly (1994) where Reframing is one of the important parts in the transformation, consisting of 3 chromosomes, which get mobilization, create vision, and make measurement instruments. Reframing is done by changing the orientation of the company from orientation to production to service orientation. To mobilize subordinates to change their orientation, socialization, reward and punishment, more leadership style changes in leading by example. Creating a new vision is done by changing the vision and mission, organizational culture, work values and organizational logos. Meanwhile, to measure that the transformation has indicated a condition improvement, a measurement instrument was developed. Measurement instruments are designed to measure overall organizational performance and service performance. The results show that the reframing is well executed, although at the beginning there are many oppositions, but with a firm leadership and willing to go down the field little by little employees who oppose the transformation began to follow the path of transformation.

Abstract
After the simultaneous election, talks about the contestation of Joko Widodo (Jokowi) and Prabowo Subianto in West Sumatra are still ongoing. Moreover, Jokowi suffered a landslide defeat in the 2019 elections, raising questions. Why could Jokowi lose in West Sumatra? Isnt the development project carried out in West Sumatra an important part of Jokowis strategy to bring him closer to the Minangkabau ethnic group in the past two years? In fact, Jokowis defeat in the 2019 Election was actually greater than in the 2014 elections. If in the 2014 Election Jokowi won 23.18 percent, while in the 2019 election only reached 14.1 percent. Of course this defeat still leaves talk in the public of West Sumatra, even though the presidential election has been completed. One of the things discussed is the future of West Sumatra after Jokowis defeat in the context of central-regional relations. Despite losing heavily in West Sumatra, Jokowi won nationally and returned to being president. This article explains the issues discussed in the political discussion of urban Minangkabau ethnic groups after Jokowis defeat, especially in coffee shops that often become informal places of discussion. How does the public perceive the future of West Sumatra in the central-regional relations after this presidential election? How do they understand Jokowis severe defeat in the conversation at the coffee shop? What are their hopes for President Jokowi in managing the government, especially for the people of West Sumatra? In addition, this article also wants to analyze the patterns of political communication that occurred in coffee shops after the simultaneous elections in 2019. In the final section, this article will elaborate more deeply on the implications for the concept of political communication in urban communities in West Sumatra related to the election results in their regions.

Abstract
As the most profitable industries in the world, tobacco industries is suspected, do not make a fair tax contribution. Cigarettes are a reliable source of tax revenue for governments worldwide, and tobacco is one of the world-s most regulated and most taxed industries. However, the mentioned claims relate to excise taxes rather than corporate income tax. In term of excise, the tobacco companies lobbying intensively against significant increases in duty rates. Whereas, the economic damage suffered by Indonesia caused by cigarette consumption was four times higher than the excise revenue. Since taxation is one of six tobacco control policies introduced by WHO, so this study aims to evaluate the effectivity of tax policy in Indonesia in reducing consumption of cigarettes to support the achievement of SDG. This study is conducted by a quantitative approach using statistical data analysis. As a result, tax policy in Indonesia has low effectiveness in reducing cigarette consumption, so that it can endanger the efforts to achieve the SDGs. There must be a reconstruction of tax policy, related to all types of taxes so that taxes can be a political instrument to overcome the negative externalities of cigarette consumption and overcome the problem of high economic costs. This study is critical because the issue of human and economic damage due to cigarette consumption does not only occur in Indonesia but also in lower income countries.

Abstract
In 1998, Indonesia began to enter the democratic system. The consequence of democratic system in security field is how to create a professional military and police. In police aspects, it is called Democratic Policing. But to realize it is not easy because the ways of police still dominant with element of violence. This was inseparable from the values and military approaches in Polri during the New Order period. This difficulty occurs when Indonesia faced terrorism cases after the New Order; from Bali Bombings in 2002 until 2018. The trend of terrorism attacks had up and down; starting from suicide bombings until open physical attacks towards public and the police. Various cases of terrorism that occurred in Indonesia and other countries reopened the review of national security. This review consider the relationship between security and national interests where national interests are a matter of state safety. Based on this assumption, the concept of national security develops with two aspects: military approach and state policy. The relevance of this assumption could be seen on May 25, 2018, when DPR officially ratified The Law No.15 /2003 concerning the Criminal Act of Terrorism. This law raises two problems. First, the involvement of the TNI in handling terrorism; second, the freedom of authority granted to Polri. This authority can potentially apply a militaristic approach in handling terrorism cases. These problems made some doubts from human rights activists about Polri-s commitment for abandon militaristic ways as part of efforts to create democratic policing. This paper will examine how the role of Polri in handling terrorism cases during in Joko Widodos government. The review will analyze the role and functions of Polris institution related to the commitment in creating democratic policing on post New Order.

Abstract
The concept of race has been reported as an essential concept of biological reality and human social construct. Race concept which has no scientific consensus, can be perceived differently by diverse society. This study was intended to explore science and humanities track students perception of race concept by performing semantic network analysis. A total of 412 students from science and humanities track have participated. The result illustrated that science and humanities students perception about race concept was typically categorized into typological concept of race, race as a social construct, and race as the mixed concept between biology and social. The discrepancy is that science students tend to have a biological view to describe the race as a biological reality. They believe that gene demarcates human classification which leads them to exhibit biological essentialism. This research suggested the educational stakeholder and teacher to consider this crucial issue in science teaching and learning in order to prevent students from the misunderstanding about race concept.

Abstract
Even though species is the central concept in biology, the history of species and the existence of different species concept is rarely discussed in biology instruction. Whereas, the teacher can employ the plurality of species concept to enrich discussion in the classroom. Therefore, knowing the students- perception of species is essential to plan compatible teaching strategies for species. The open-ended question was administered to 548 Indonesian high school students. Initially, the semantic network analysis was performed to explore the ideas of species in students- response. To investigate the students- idea development, further analyses were conducted to observe the co-existence of normative and naïve ideas about species. Five species concepts were found which species as the lowest taxon in taxonomy (A1), species as the type of animal and plant (A2), species as the basic classification of living thing (A3), genetic species concept (A4), and morphological species concept (A5). Of five species concepts, we found naïve ideas were more robust among responses and some of them were co-existed with the normative ideas. Since the students learn the species mainly from biology instruction, it is suggested that pedagogical effort need to be well-taken in facilitating students to be more enlightened about the species.

Abstract
Abstract. HOTS is the important concept in Indonesian curriculum 2013 reform. Combinatoric is one of the mathematic-s branch that can give an experience to the students to increase their HOTS. One of research topic in combinatorics is the rainbow connection number of a graph. Let G=(V,E) be a nontrivial connected graph on which is defined a coloring c:E(G)→{1,2,3,… ,k},k ∈ N, where adjacent edges may be assigned the same color. A path u-v in G is a rainbow path if all edges in the path have different colors. In this case, the coloring c is called a k-rainbow coloring of G where k is the number of color used. The minimum k for which G being rainbow-connected is called the rainbow connection number rc(G) of G. If for every pair u,v ϵ G, G contains a rainbow u-v geodesic, then G is called strongly rainbow-connected. The minimum k for which G being strongly rainbow-connected is called the strong rainbow connection number src(G) of G. In this paper we determine the exact value of rc(G) and src(G) for grid-3D graph.

Abstract
Students- ability in solving mathematics word problems has been considered low, especially caused by obstacles in understanding information provided by the problem. Schema can be a helpful tool for students to face such obstacles. The aim of this research is to analyze the effectiveness of schema in resolving obstacles based on linguistic aspects constructing word problem (multiple representation systems, vocabulary, and grammar and syntax). A mixed method study of embedded experimental model was conducted with 69 participants of 11th grade students. Quantitative analysis to determine the effectiveness of schema was done by testing whether postest score of experiment students was significantly higher and whether mathematical linguistic obstacles of them was significantly lower than control students. Mathematical linguistic obstacles in each aspect were analyzed from the indicator-based coding of students- work on word problem test. Qualitative analysis was conducted by comparing experiment and control students- work on posttest, and by comparing experiment students- work on pretest and posttest. Experiment students showed significantly higher posttest score and lower mathematical linguistic obstacles in each aspect compared to control ones. In general, schema is proven to be effective in helping students solve word problems. Schema is also effective in resolving mathematical linguistic obstacles in each aspect. Qualitatively, students being taught schema showed more attention and application upon the whole information provided by the problem and were more self-directing in determining solving steps towards problem goal.
