Abstract
ABSTRACT Memorandum of Understanding is a new blueprint in every sector of Aceh development, including politics, economy, and social. The MoU itself is the foundation of the enactment of the 2006 Law, Section 11, on the Acehnese Government. This Law enables the central government to significantly grant political decentralization for Aceh. As the result, it would enable the Acehnese to establish local parties, as the political tool of delivering the aspirations, besides national parties situated in other regions in Indonesia. On that Law, the opportunity to optimally actualize gender participation or affirmative action on political activity is becoming possible. The political decentralization awarded to the Acehnese government is considered relevant with Sustainable Development Goals (SDGs), particularly on gender equality aspect. The gender equality is also existing on the Article 75, Section 2, on the Law of Acehnese government. It asserts that political parties have to provide thirty per cents allocations for female representatives. It is expected that SDGs could empower gender and constitute Gender and Development (GAD) within the Acehnese government. In consequence, it is hoped that the post-war construction could be optimally implemented in every field, notably the representation of women in politics, and maximized the gender equality role for better and prestigious Aceh development.

Abstract
Students must have good knowledge, attitudes, and behavior in managing personal finance so that there is no failure in managing finances. The purpose of this study was to look at the determinants of the financial behavior of bachelor students in the Faculty of Economics. The research sample was 100 EConomy Faculty students who were still actively studying. Data collection using questionnaires via google fom and testing using Logistic Regression with SPSS Version 24. The sampling method uses convenience sampling. The results showed that age, gender, GPA, residence, parental education and parental income had a significant effect on financial behavior academic ability and work experience were not proven to have a correlation with student financial behavior. The findings of this study indicate that financial literacy is a determinant of financial behavior

Abstract
Development of metropolitan area in eastern Indonesia was established in 2003 which is regulated in Regional Regulation No.10 of 2003, concerning the Spatial Plan of the Mamminasata Metropolitan Area. Two years later the central government issued a policy about eastern Indonesia metropolitan which is regulated in Government Regulation No.7 of 2005. Six years later, the government issued a policy to establish a metropolitan region of eastern Indonesia as one of the national strategic area appropriate with Presidential Decree No. 55 of 2011. This study is focused on analyzing development policies in the metropolitan area in eastern Indonesia and their impact on urban governance. Descriptive research method with a practical approach is used to process data obtained from interviews and observations, reinforced by the study of secondary data from previous research results, as well as data from related institutions. The results of the study indicate that the metropolitan area policy seen from the institutional approach, functional process approach, and citizen participation approach, has not been able to be implemented properly. There is overlapping of authority between organizations that play a role in managing the development of metropolitan areas causing constraints on some developments. The lack of community participation in policy formulation has led to a reaction from some groups against the implementation of metropolitan area development in Eastern Indonesia.

Abstract
In this research for studying about policies that can applied by the Village Organization specially providing efforts to improve the Quality Village Develovment by studying detailed about to variable components of the Building Village Index and looking at budget management to do activities funded from ADD. It is hoped from purpose this research can find a strategies that can be carried out in the process of planning, implementing, and accountability of the Village Head in doing the Village Government so that hopefully to be Advanced, Independent and Prosperous Village can be realized. This research used a qualitative approach to surveys and interviews from several samples in three sub-district of the Garut District. The result of research showed that most of the village conditions in Garut District area were categorizedas developing villages. Overall, the Blubur Limbangan and Cikajang Subdistricts are included in the Advanced Village category, while Tarogong Kidul Subdistrict is included in the Developing Village category. The village development strategy carried out to develop the village by involving all the potential that exists in the village is society participation.

Abstract
This study aims to develop digital content by utilizing e-learning models at AKMRTV Jakarta, a broadcasting-based academy. This study uses a qualitative descriptive approach with models of Analysis, Design, Development, Implementation, Evaluation (ADDIE), to help apply learning in learning. Data was taken from several broadcasting lecturers. The results of this study indicate that there are digital innovations in broadcasting learning content at AKMRTV Jakarta. The results of the development of digital content are more innovative, have high credibility, and increase the knowledge and skills of lecturers and students in using technology in learning.

Abstract
The stabilization of technology to transfer the micro, small and medium-sized enterprises (MSMEs) online have the important role for Indonesia in era 4.0. One of the thing that do by the community of Sahabat UMKM is to empower local MSMEs in Indonesia. This research aims to know the strategy of spreading marketing innovation by the community of Sahabat UMKM in empower local MSMEs to online MSMEs. The methods in this research use phenomenology with qualitative descriptive approach. Theoretically, Social Innovation Theory by N Choi and S Majumdar discusses innovation that aims at positive social change by emphasizing social needs based on three dimensions namely, formalization, change processes and social outcomes. The result, by the activities online and offline, Sahabat UMKM develop local MSMEs business potential by holding various mentoring classes, forums and events. In targeting a wider market, the MSMEs of the 4.0 era also diverted from the use of technology on the conservative level into digital lifestyle such as making brand story telling on the website and social media.

Abstract
This study uses qualitative methods, paradigms of critical and postmodern approaches. The purpose of this research was to dismantle the text interpersonal on Facebook in the April 17, 2019. The text is a public space in the footsteps of creative in innovative as a form campaign the political actors in conveying his support. The vision, mission and work program of the candidate president and vice president to find out opinions, argument, and the expressions of wider audience. Democracy showing the drama of political communication, through the presence of the texts of political actors. Debate text message that split into two groups that interact whit eat other. Social media presence into the public space showcases a fight with contains cultural values, religious and ideological. Political actors working to change the orientation itself as orator and communicators through texts that is published to the public spaces. Text messages give the social construction of the actors.

Abstract
e-ID card is an important element in population administration, whose manufacture is the basic service of the government to its people. In accordance with Presidential Decree No. 52 of 1997 that every resident who is 17 years old or has been married must have a National Identity Card. The purpose of this study is: (1) to find out and discuss the e-KTP service policy in the city of Bandung, (2) collect information and develop the concept of e-KTP service policy in the city of Bandung. The method used is qualitative research. The results showed that: (1) e-KTP is a government program to replace conventional KTP, (2) in the process of implementing e-KTP services which until now is still running several problems are encountered, among others, the slowness of e-KTP services to the community, not yet increasing the quality of human resources, there are individual village officials (village heads) who make illegal levies when taking e-KTP. (3) e-ID card can function as an entrance for the community towards basic services such as education and health.

Abstract
The decentralization in broadcasting industry has been the basis of the establishment of local television as it is stipulated in Broadcasting Law No. 32 of 2002. The quantity of local televisions in West Java are continueing to increase, thus inviting many capital owners to expand their media business industry. West Java is the highest growth area in broadcasting throughout Indonesia. However, many local televisions that are unable to maintain the existence. The industries are unable to compete in the severity of the broadcast industry competition. This study takes the object of the economic survival of the media in the Television Broadcasting Industry. The purpose of this study is to find out the media economy on the dimensions of revenue broadcasting, broadcasting costs, and the dimensions of broadcasting profit. The research used economic media studies analysis in business-economic perspective. This research shown that the dynamics of the existence of local television was very difficult to develop and advance. Some industries were bankrupt and acquired. The local television had to deal with national television which produced national content and advertising program in the center of Jakarta. In consequence, it is necessary to re-strengthen the existence of local television in economy media perpective.

Abstract
The concept of ESD was born from the need for education to address the growing environmental challenges facing the world. In order to do this, education must change to provide the knowledge, skills, values and attitudes that empower learners to contribute to sustainable development. At the same time, education must be strengthened in all agendas, programmes and activities that promote sustainable development. In short, sustainable development must be integrated into education and education must be integrated into sustainable development. ESD is holistic and transformational education and concerns learning content and outcomes, pedagogy and the learning environment. Through targeted development approaches require lecturers explore popular education theory perspectives to upgrade the quality of teaching. This article aims to examine one of the efforts of higher education to improve the quality of lecturers through exchange programs. The method used is Systematic Literature Review. The results of the study show that the lecturer exchange program can improve the quality of lecturers, it is evident that lecturer exchanges can broaden the knowledge of lecturers about new perspectives in carrying out the teaching and learning process, the benefits of lecturer exchanges will be more detailed in the discussion section of this article.

Abstract
This study aims to determine and analyze the effect of compensation on employee job satisfaction, to find out and analyze the influence of supervision on employee job satisfaction, to find out and analyze the effect of promotion on employee job satisfaction and to know and analyze the effects of compensation, supervision and promotion on satisfaction employee work. The research approach uses associative, with a total sample of 67 employees, where sampling is done with the provisions using the Slovin formula. The results of this study were collected through questionnaires which were processed and analyzed using Multiple Regression. To test the hypothesis in this study. The researcher used the t test, and the F test and conducted a test of determination. Research results show that there is a positive effect of compensation variables on the variable job satisfaction, there is a positive effect of supervision variables on the variable job satisfaction, there are positive effects of promotion variables on job satisfaction variables and simultaneously there are also influences between Compensation, Supervision and Promotion affect the Employee Satisfaction.

Abstract
Individual performance of employee on organization is needed. Among the many factors that affect performance, leadership and motivation factor is most considered factors. Performance into the public spotlight no doubt at this time is the performance of public employees. One is the performance of employee family planning officer (PLKB) in institution of coordination in family planning and empower women (BKKB-PP) Bandar Lampung. Formulation of the problem in this research is: "How much influence of the leadership and motivation on the performance of PLKB in BKKB-PP Bandar Lampung?" This type of research is explanatory research using quantitative methods. Data collection techniques used is questionnaires and documentation. Data processing techniques used is editing, coding and tabulation. Data analysis technique used is correlation, regression and hypothesis testing. From the results obtained, r count is greater than the r table, be it leadership variables (0.459> 0.3903) and motivation variable (0.671> 0.3903). That is, there is a positive relationship between leadership and motivation on the performance of PLKB, therefore, the better leadership and motivation, it will be as good as the performance of employees. The value of the coefficient of regression obtained in the variable influence of leadership and motivation on the performance of PLKB Bandar Lampung is equal to 0,682 or 68,2% and was the strong category.

Abstract
Organizational performance and individual work performance are strongly influenced by organizational culture, where organizational culture is the most important construct in building and maintaining organization performance and individual work performance. A lot of evidence illustrates that the success of an organization is caused by the strong organizational culture can direct the performance of individual work which is relevant to the goals of the organization. Organizational culture is the basis for individuals from the lowest level to the top of the leadership to act, to behave and do a business activities match to the organizational targets, goals to be achieved and also as a differentiation from other organizations. The literature study in this paper shows that there is an influence of organizational culture on organizational performance and individual work performance. In a broader context, this study can provide an overview and as a consideration and input for the organization regarding the influence of organizational culture on organizational performance and individual work performance.

Abstract
The rate of maternal and child mortality is an indicator to measure the degree of maternal and child health in North Central Timor, East Nusa Tenggara which is directly adjacent to the Timor Leste. The fluctuation in maternal and infant mortality shows that the health level of border communities does not meet health standards. The governments efforts are to improve the quality and health services access through the provision of mobile health centers, maternity homes in health centers (Puskesmas), birth waiting homes and placement of midwives in the village. In addition, with the existence of Regional Regulation Number 4 of 2012 concerning Maternal and Newborn Babies Health (KIBBLA), each delivery must be carried out at an adequate health facility or at Puskesmas. Although various efforts have been carried out, but the problem of maternal and child health in North Central Timor remains a separate problem. The causes of maternal and infant mortality are related to maternal health conditions since the process of pregnancy, childbirth, childbirth, socioeconomic, geography, and behavior-culture of the people which are covered in 4T (too-old, too-young, too-much, too-often) and 3T (too-late in making decisions, too-late in carrying and too-late in getting health service).

Abstract
The study aims to explore Enterprises Resources Planning Systems at Keluarga Mahasiswa, or KM in this paper as called as Students Organizations in preparation of financial management. The objectives of KM are center of students organization to asses consultation, recommendation and solving the problem. This study uses qualitative method-case study approach based on strategic planning system by Ward and Peppard in 2002, covered to the organization environment and environment of the internal information system. The study uses primary and secondary data with triangulation for analysis techniques. For solving the problem, the research applies Cresswell and Miller to determining validity in qualitative inquiry. The results are ERP as a design to manage accountability of financial student organization.

Abstract
Branding has a central positions in the study of political marketing nowadays. This research determines the new political party in Indonesia and how they effort to make their own political branding to be recognize and well-known by the public, by selling their political product to the target market or potential voter. The study is qualitative research using the case study methods, the main framework are based on the model of political marketing of Product-Sales Market orientation. The result is, new political party implementing the function of market-intelligence from the MOP models, to create an effective communication strategy for the partys political brand, instead to make product design. Perindo focusing their branding on the partys competence to bring the solution of economy problem. This economy competence made Perindo become an alternative that release from the negative stigma of political parties, that tend to exist in the society. The study also showed the implementation of market based orientation are contextual.

Abstract
The Indonesian Democracy Index (IDI) is a measure of democracy in Indonesia to read achievements and develop planning programs in political development. As a measurement tool, the IDI is faced with methodological issues which ultimately are connected with the issue of representation of the formation of democratic working groups in the region. This article focuses on the synergy of stakeholders in the central and methodological regions in contributing to the process of data collection in the field and the function of quality control to integrate the results of the IDI as a database and political development orientation. By using descriptive research methods through collecting in-depth interviews, document studies, and document triangulation, this article finds that there are problems related to methodological substance concerning the differences in practical concepts of programs to strengthen democratic working groups on the diversity of regions with various demographic characteristics. At the same time, the study of connectivity and corelativity between the basic variables of IDI calculation, the evaluation of the Indonesian democracy working group strengthening program, the availability of budgets from program implementers with the results of the Indonesian Democracy Index (IDI) score that maybe would give any social impact to the society.

Abstract
The presence of personnel in units, especially in carrying out basic tasks, is in the military. Absence without permission, or called desertion, is considered illegal, which is one of the crimes regulated by law. Esprit de corps is the unit spirit which functions as a member of the unit. Esprit de corps was built since the recruitment process. Leadership plays an important role in maintaining esprit de coprs unit strength. The units adherence to its members is expected to be able to suppress the intention of deserting unit members. This quantitative study aims to empirically determine what factors directly influence member desertion intentions. By using the Structural Equation Modeling (SEM) estimation technique on 300 respondents who are Navy soldiers, the results show that esprit de corps is the most significant variable to reduce desertion intentions. Indicators of more unit values provide the most powerful influence in explaining esprit de corps. Leadership is also like that but not as strong as esprit de corps. Whats interesting is the influence of leadership is very strong against esprit de corps. Attention to members through direct communication is a very strong indicator of leadership in increasing unit esprit de corps.

Abstract
City branding strategy has received considerable interest since it play an important part in promoting city competitiveness and uniqueness. The purpose of this research is to analyse in more depth the dimensions of the City Brand Personality of three small cities in East Java Indonesia, as identified in previous research. Survey method was employed through questionnaires involving 360 residents in three cities to assess five dimensions of brand personality with a total of 42 personality traits from Aaker Brand Personality Dimensions and Traits represented the city. The result of the research using descriptive statistical analysis shows that the city branding communication used by the three different cities have similarities, in terms of involving the residents to participate in tourism activities, selecting tourism ambassadors, and actively conducting activities in the form of festivals and sports events to attract the tourists visitation to their area. In terms of brand personality dimensions, it was found that Batu and Banyuwangi possessed characteristics of full excitement, while Surabaya was considered full of competence. In addition, those cities were far from ruggedness. This examination of city brand personality as an application of city branding communication would extend the brand personality framework to city branding study.

Abstract
Political news in the media are in favors more for male politicians rather than female politicians. This study aims to determine to know how the media frame the action of female politician in Pre-Election 2019 in Indonesia from kompas.com. The theory used is, Female Political Culture, Political Communication and Women Political Action, Representation and Media Coverage of Female Politicians, New Media Theory and Hierarchy in media influence theory. This study used constructivist paradigm, with qualitative method, and framing analysis, Robert N. Entman. The analysis consist of three samples from kompas.com political news of Female Politicians Action in July to December 2018. The result is quantity of female politician news in kompas.com are based on patriarchal ideology. News theme and visual support are more multi-perspective, not women themed only. Capabilities of female politicians in the news and in the political field, as to answer the problems of the news. Headlines directly describe the content of the news. Sentences that are used is simple, clear, without the addition of feminize women. Moral values, and solutions are provided by interviewees, revealing the fact that political women also have a good ability in seeing standpoint of a problem. This indicates female politicians keep following the updates of the latest technology and media, also be sensitive to the problems that occurred. Recommendations from previous study tells that media sees female politicians as the second choice, and prefer male politicians. News text analysis and its theme, tends to accentuate the feminism side of Female politicians.

Abstract
Basically the nature of development is the inclusive human development and the development of society as a whole. The government budget allocation policy has an important role to increase the human development index. Using descriptive and verification methods, the documentation study was utilized to collect the data on realization report of Regional Revenue and Expenditure Budget (RREB) and publication report of Human Development Index (HDI) from Central Bureau of Statistics. The populations were 121 districts categorized as underdeveloped regions according to Presidential Regulation No. 131 of 2015 in 2015-2017, which obtained 363 observation data. Using regression analysis, it was found that the government budget allocation has a positive effect on human development index. This study supports the theory of economic development that the government success in managing the budget may have a positive impact on people welfare.

Abstract
In the roadmap of Indonesian Bureaucratic Reformation Agendas, one of the goals to be realized in 2025 is the professionalism of the Public Service Apparatus (PSA). The millennium generation of PSA (Gen Y) is expected to play bigger and better role in the realization of the goal than its parents, the baby boomer generation. Accordingly, the first is challenged to boost their capacities and qualities as fast as possible in spite of the limited budget available for their development. This will be possible if the Gen Y is capable of doing Self-Directed Learning (SDL). In regards to that, this paper discusses the Gen Y perspective of their ability in carrying out of SDL. It aims to identify both challenges and resolution to be faced by both the Government Institutions responsible for training and educating PSA in Indonesia and their parent organization. The discussion is based on a survey conducted on the millennial generation of Indonesian Public Service working in several central and local governments.

Abstract
Violence tends to not only occur due to unconsolidated differences, but also used in political interests. Political opportunities for the emergence of violence tend to be open at the moment of elections. The DKI Jakarta regional election in 2017 was marked by the dimensions of direct violence which included clashes and beatings as well as dimensions of indirect violence which included hate speech, hate spin, intolerance, manipulative and discrimination. Violence that arises as a twist of hatred and offense does not come from a vacuum, but the Hate Spin Cherian George Concept argues that there is a mobilization of political entrepreneurs. Moreover, Clifford Geertz argues that the existence of identity factors contributes to the emergence of conflict or not. This study uses a qualitative method. As a result, this study assumes that political violence in the DKI Jakarta Election is not just a mobilization of political interests, but rather grows as an individual and communal awareness of the conditions that occur in DKI Jakarta.

Abstract
This research is entitled "Implementation of a Special Criminal Guidance Program for Corruption Crimes at the Sukamiskin Bandung Class I Correctional Institution". The low level of governance ethics in public officials can be proven through the tabulation data of the Komisi Pemberantasan Korupsi (KPK) which shows an increase in corruption cases in Indonesia and the rehabilitation policy for perpetrators of corruption is the background of this research. The policy guideline in implementing this program is Law Number 12 of 1995 concerning Correctional Services. The author uses the theory of implementation of the Charles O Jones program, namely there are three activities as a pillars in the implementation of the program consisting of Organization, Interpretation, Application. The research method used is a descriptive research method with a qualitative approach, and the data collection techniques used are field studies and literature studies. While to test the validity of the data the author uses source triangulation and technique triangulation. The results of the study based on interviews and direct observations in the field, showed that the implementation of this coaching had not been optimally related to the pillars of the program proposed by Charles O Jones. In the pillars of the Organization, lack of human resources in both quantity and quality. In the Interpretation pillar, lack of understanding of program implementers is due to lack of socialization and quality of education. Besides the pillar of application, infrastructure in supporting the success of the program is very limited. Better preparedness and effort are needed from program implementers, so the program can run more optimally.

Abstract
Sustainable Development Goals (SDGs) carry five fundamental principles that balance economic, social and environmental dimensions. The five principles include people, planet, prosperity, peace, and partnership. In Indonesia the application of the SDG is regulated in Presidential Regulation no. 59 of 2017 which outlines seventeen objectives of the SDGs implementation. Peace is Possible campaign is a manifestation of concern for world peace which is also one of the SDGs issues. The campaign was initiated by eight non-profit organizations to unite ideas, resources, facilitate increased dialogue, understanding and cooperation across nations, foster awareness, and act for lasting world peace. Junior Chamber International (JCI) is one of the organizations supporting the Peace is Possible campaign This study uses a qualitative approach with post positivism philosophy to examine the condition of natural objects. Researchers as a key instrument that conducts purposive data collection using triangulation data collection techniques, and inductive data analysis. The results of this study emphasize more meaning than generalization. The results of this study indicate that JCI implemented the Peace is Possible campaign in Indonesia through hearings, outreach and collaboration using social media along with 11 other JCI chapters in Indonesia. In general, Peace is Possible campaign has involved the government, various organizations, public figures, media and various communities in Indonesia.

Abstract
In the workplace it contributes to the regional economy and enhances community empowerment through handicrafts in Sleman Yogyakarta. Creation which is part of the process of increasing the productivity of Mendong crafts through IKK can improve the local economy. This craft has special characteristics in accordance with local characteristics and regional cultural reflection. This study used descriptive qualitative method. Several years of decline in crafting due to lack of guidance and creativity from the design and marketing system, this researcher aims to explore the potential and creativity of the Mendong design by applying technology to increase the impact on the regional economy through interviews and literature studies to help improve the productivity of Mendong.
