Abstract
Terrorism prevention is often focused on adolescents, even though it is true that the use of children in terrorist acts is a global issue. Few studies do discuss the prevention of terrorism in early childhood, a critical phase or golden age that is instrumental in the formation of a child-s character. This research is a case study that is developed based on the emergence of nursery books in Indonesia containing radical words, such as "bomb", "jihad", "bantai” (slaughter) which have been the subject for developing the Anti-Violence Movement at School policy. It is a policy analysis that aims to provide critical input for policy improvement, which is especially pertinent given the lack of existing research on the subject matter in Indonesia. The data are analysed using Bell and Stevenson (2013) framework for policy analysis, which has four analytical themes concerning the translation from policy development to enactment. Based on the analysis, it is found that terrorism prevention through early childhood education (ECE) policy in Indonesia is vague in its meaning and objectives, as well as fails to define the basic notion of “terrorism” itself. The government expects the policy to be a community-led movement, but it turns out that the implementation is still characterised by a top-down approach. At the enactment phase, ECE centres see no urgency in integrating the policy with their centres vision and mission, because they believe that the policy will not last sustainably at its operation. Surprisingly, the government does not provide any specific training for teachers, nor the budget to implement the policy.

Abstract
Government employees are the most corrupted people based on data the last ICW report; accordingly, every government institution needs to establish whistleblowing as an early warning system, for preventing and detecting violations of discipline, ethics, and fraud. Any sophisticated whistleblowing system will only succeed by employee support and participation. However, encouraging employees to become whistleblowers is challenging. The focus of this study is [1] to examine the relationship between individual perceptions of moral intensity of whistleblowing intentions that are mediated by ethical decision making [2] and to examine the relationship between professional commitment and anticipatory socialization of whistleblowing intentions. This research employed quantitive approach using survey method by questionnaires. Information were collected from 268 respondents obtained from 6 government offices, which served foreign taxpayer and analyzed using SEM PLS. The results show moral intensity related ethics, ethical decision making, namely the recognition and consideration of perceptions of ethical issues, ethical approval, and ethical intentions. The results also show the recognition and importance received from ethical issues and positive assessments related to whistleblowing intentions. Meanwhile, the factors of professional commitment and anticipatory socialization also produce a positive influence on whistleblowing intentions. We suggest the next researcher explore other whistleblowing intentions from external factors, design more specific research of whistleblowing and expand the sample. This result provides input to Government institutions in supporting whistleblowing policies and systems effectively, by understanding which factors have more influence on employees- commitment to take whistleblowing action.

Islamic- themed novel in the twenty one century got its spirit in the production of Indonesian popular literature. Since the emergence of novel Ayat-ayat Cinta in the year of 2004 which set the story in Eqipt, the Islamic themed is continuing by taking various themes and setting. The author set the story by comodifying Islamic values not only to share its worth, but also to gain a commercial profit. This study is going to analyze Assalamualaikum Beijing novel written by Asma Nadia. Differently from novel Ayat-ayat Cinta that sets its story in Eqipt as one of the central of Islamic historical places, Asma Nadia sets the story in Beijing, China, a country that mostly used to be opposited to Islamic values. China is wellknown as a communism-based country, that is considered and believed extremely contradicted to Islamic ideology. Islamic, Chinese as well as Javanese cultures are intersecting each other and operated harmoniously in the novels. This is become the hallmark of the novel that posited Asma Nadia in the midst of the contestation of Indonesia Literature and lead to the commercial profit.

The amount of news that spread so that makes the Imam does not feel at home anymore to hear it also tells that someone who wants to find a mate does not require and impose the will of others to get married. The hegemony consideration that makes the hegemony of dominance is very thick when Amalia Ode and Imam are used as material for the warmest gossip, a habit that has been carried down for generations.

This paper discussed the naming nomenclature of the State Elementary School in Kendari which was initially based on territorial. However, through the Peoples Representative Council and Kendari City Government regulations, the naming of elementary school is no longer based on zoning. This name change, at first glance, is very easy to mention because it only mentions from 1 to 106 in the city of Kendari. However, saving problems later on, especially for parents and the local community because it is related to the collective knowledge received. In addition to eliminating historical and cultural values on the establishment of certain SDNs, there is also a cultural shock that tends to be biased. At first glance, it is easy to remember because only numbers 1,2,3 and so on but at the same time a generation or community who understands well the name of a certain elementary school based on sub-district which was suddenly changed by numbering would certainly have difficulty finding the location of the elementary school. This research was a qualitative descriptive study. Data was collected through the Peoples Representative Council of Kendari regulations and confirmation to several communities related to the change of name on the SDN to be then analyzed properly. The hypothesis was the change in the name of the elementary school in Kendari, some accept it and some reject it, even eliminates the local historical and cultural values.

The population consisted of UT students from 2010-2018 and the people represented by the sample workers obtained were 104 students and 44 from the community. Good service quality can make a positive effect on the UT brand image. The strength of the UT brand is good enough. It can be proven that to form an image and has been formed is easy to remember. UT is known by distance learning that distinguishes from lectures like conventional campuses. The image of the brand is associated with a positive attitude in the form of beliefs and preferences towards a brand. Students and non-students who have a positive image of a brand will be more likely to have an interest in repurchasing.

Abstract
Klampok River is a river that administratively located in Semarang District in which the Headwaters lies in Sidomukti Village, Bandungan Sub-District and the downstream lies in Pringsari Village, Pringapus Sub-District. The fact that population growth and a large number of human activites such as houshold chores, agricultural (husbandry) and industrial works can eminently give impact on the quality of Klampok River-s water has driven this research to be in place. Basically, a river has its inherent competence to purify itself on certain defilement condition. The prime aim of this study was to determine (discern)the ability of Klampok River-s to do self purification based on DO and BOD parameter by using Streeter-Phelps method to obtain oxygen sag curve and Qual2KW program to simulate the water quality. By this study, the value of deoxygenation constant K= 0,226 and the reaeration constant R= 0,162 on segment 2 and K= 0,226 and R=0,217 on segment 3 will be gained. Based on that result, we will get the purification constant fs= 0,717 on segment 2 and fs= 0,956 on segment 3, in which segment 2 is function as active decomposition zone and segment 3 is as recovery zone.

Abstract
Jatibarang Reservoir is located on the Kreo River. This reservoir functions are as a flood controll, water supply and hydroelectric power. The total capacity is around 20.4 million m3. The spillway is designed at elevation +148.9 with a width of 15 m, capacity Q50 = 240 m3 / s, and an emergency spillway at + 151.80 m, width of 60 m with a capacity of 1350 m3 / s. This paper aims to evaluate the performance of reservoirs in their function as flood control, due to land use changes in upstream of the reservoir catchment area. The method which was used is the HEC HMS. Land use map data is used of 2016 and spatial planning map of Central Java province for 2011-2031. The results were obtained the hydrological parameters increase in CN and imperviousness, decrease in initial storage and initial abstraction wich resulting in increased of flood discharge. The impact of this, an emergency spillway that was designed for discharges greater than Q50, must function at discharge that smaller than Q50. Initial design, Q50 water level elevation below +151.8, but with the change in hydrological parameters, water level elevation of Q50 increase up to + 152.2

Abstract
Nepenthes sp. is a carnivorous plant with unique shape and color shades. This unique plant has a special leaf modification called a pitcher which has the capability in catching insects and small animals. The purpose of this research was to know the types and habitat of Nepenthes sp. found in six districts in North Sumatera. The pitcher plants inventoried from South Tapanuli, Central Tapanuli, Humbanghasundutan, Toba Samosir, Dairi and Samosir districts in North Sumatera. The research type and method were conducted by descriptive qualitative and survey method research with a purposive sampling technique. The morphology data of Nepenthes sp. used to identify the types of Nepenthes sp. in North Sumatera. Inventory result of Nepenthes sp. from six districts showed that there were five original species in Sumatera Utara namely Nepenthes tobaica, Nepenthes gracilis, Nepenthes ampullaria, Nepenthes eustachya, Nepenthes rhombicaulis and one natural hybrid species Nepenthes reinwardtiana x spectabilis. Nepenthes tobaica, Nepenthes gracilis had upper and lower pitchers while Nepenthes ampullaria, Nepenthes eustachya, Nepenthes rhombicaulis and Nepenthes reinwardtiana x spectabilis just had an upper or lower pitcher. All species lived in low or high lands and most of them found in peat area, high humidity, and high light intensity.
