Abstract
Abstract This paper is motivated by the condition of the regime which tends to use the press as an instrument to perpetuate power so as to reduce the oversight function by mass media. This study aimed to determine 1) the role of young journalists in controlling the performance of legislators at South Sulawesi Provincial Parliament, 2) the opportunities and challenges of young journalists in controlling the performance of legislators at South Sulawesi Provincial Parliament, and 3) the implication of young journalists on the performance of legislators at South Sulawesi Provincial Parliament. This research is qualitative which is described in descriptive form. The research was conducted at the South Sulawesi Provincial Parliament Office. Data collection used interview method by involving 20 key informants. The data analysis technique used was an interactive analysis method. The results of the study show that in general the role of young journalists is very important, especially in the aspect of overseeing the attendance of legislators in meetings, activeness and productivity of legislators, the quality of the law produced, and the quality of the legislators- oversight function with their partners. The opportunity for young journalists to oversee the performance of legislators is the openness of legislators in carrying out work activities as members of the board. The challenge is that there are still individuals who often intervene and tend to dislike the character of young journalists who are too critical in digging up the existence of information. The implications of the existence of young journalists are generally positive, including legislators who are more diligent in attending meetings and more actively conveying the progress of their performance to the public through mass media.

Abstract
This research is motivated by the employment phenomenon of todays youth. Amid the phenomenon of increasing the number of productive ages, youth in Indonesia in 2017 reached 63.36 million. 2 out of 5 of them are not working. On the other hand, tourism, known as the leading sector, is an industry that is able to open many jobs. This research was conducted with the aim of assessing the absorption of young workers in Tanjung Bira, a tourist area located in Bulukumba Regency, South Sulawesi. The research was carried out by quantitative approaches involving 39 respondents of youth workers who were randomly selected (simple random sampling). Data collected includes business fields, working age and wages and other information relating to the characteristics of the youth workforce. The results of the study indicate that the existence of tourism areas opens up various jobs for youth for all levels of education. The Tanjung Bira area became an alternative for some young people who had finished secondary education and did not continue their education to the university level or did not get a job already. The flexibility of work has also provided employment opportunities for young people who on the one hand do other jobs or are continuing their education. Earnings obtained in general are able to meet the needs of youth. Therefore, It is expected that the problem of youth and labor can be overcome by developing the tourism industry in the future, especially in areas rich in tourism potential such as Bulukumba Regency.

Abstract
Abstract The urgency of gender responsive development planning in the implementation of village legislation is needed to facilitate the results of development that can be carried out by both men and women. The aim of this research is to determine the efforts to increase gender mainstreaming in village development planning for the implementation of Number 6 Year 2014 concerning with Villages. This research was an evaluative descriptive study conducted in Uluere District, Bantaeng Regency. In the method used was sequential mixed method including secondary data, i.e. the identification of data and the review of document relevant to the research and primary data, i.e. the data collected through focus group discussion and questionnaire with Likert Scale. The sample was selected purposively from six villages. The data were analyzed by transforming qualitative data into quantitative data using basic internal measurements. The results of the research indicate that the implementation of Law Number 6 Year 2014 concerning with Villages in gender responsive development planning in Uluere District, Bantaeng Regency has not been fully integrated properly. This is indicated by gender responsive indicators which are still in moderate category. The contents of the village RPJM documents do not fully represent the integration of gender issues. The representation of women in the village in village government organizational structure and village community organizations is still in low category. The availability of human resources that understand gender and mainstreaming and regulations/policies in the village level are still relatively moderate even though budget support has been in high category. In such a condition, full commitment from village government is needed in ensuring gender responsive development planning in the village level through continuous and gradual capacity building, information dissemination, social media and innovative in developing a policy program in accordance with village authority at the local scale as well as building cooperation with various parties related to gender responsive development planning.

Abstract
Sago processing as local food continues, however, the sago pulp is not utilized optimally even unused so that there is a buildup of sago pulp waste which is increasing and can pollute the environment. This research aimed (1) to investigate the potentials of sago pulp which could be used as the feeds of goat livestock; (2) to investigate the increase of thebody weight of goat livestock; and (3) to investigate the effect of use of sago pulp fermentation on the efficiency consumption, palatability, KcBK, given to kacang goat livestock. The research was conducted in Merauke Regency by using 12 kacang goats. The research was conducted for 2 months from May through July, 2018. The goats were given three types of treatments and were divided into four groups (TO T1 and T2) with the following model : TO as the control group and received 100% of grass, T1 as the control + 20% of sago pulp fermentation and T2 as the control + 30% of sago pulp fermentation. The method used was Randomized Block Design (RBD), and the Variance analysis was used to analyze the efficiency of the feed of sago pulp waste, the level of palatability, the digestibility of dry matters (KcBK), and the body weight gain of the livestock. And in order to look at the effect of the feeds before and after the treatments, T test was used. The research results indicated that the increases of the body weight of the male kacang goats treated with 20% and 30% were 7. 05 kg and 12. 3 kg, respectively. The treatments using the sago pulp fermentation at the level of 20% and 30% were lower (5.9 kg) of the 30% group and (4.48) of the 20% group, compared to that of the control group (6.7 kg), A significant difference was also shown between the body weights of the male goats and female goats (12.3 kg and 5,9 kg respectively. The feed consumption of the kacang goats in the 30% treatment was 28.930 gr better than the control group which was 22.370 gr, and the treatment with 30% of sago pulp fermentation was more eff icient 13. 1 % compared to the control group which had only 7.87%. The KcBK in kacang goats showed an increase of digestibily of the dry matter in the 30% treated male goats was significantly different (63.25%) compared to that in the 30% female goats (59. 40%). This proved that the addition of sago pulp fermentation given to the kacang goats could increase the body weight, feed efficiency, palatability level and therefore it could be used asthe substitute feeds in the dry season.

Abstract
Harvesting rice conventionally is generally done using traditional tools. Many obstacles on harvesting using traditional tools such as fecal contamination, reduced the harvest. This research aimed to analyze the use difference between the combined Harvester-CH and sickles, either from the cost side or labors and efficiency. The research was a case study of the paddy farmers who used CH with 10 informants consisting of the chairman of farmer union, agricultural extension agent, operator of Combined Harvester, and farmers. The research results indicated that the use of Combine Harvester provided additional rice production of 275 kg rice/ha, and additional income of Rp.3,570,000. The efficiency level of rice harvest using human power was 5,27 kg rice/ha, while the efficiency of CH rice harvest was 11,29. The CH machines were suitable to operate on tidal land and in brackish water. Harvester traditionally needed high waged workers, while some workers were no interested working in the fields. Cultivating farmers preferred to use CH machines on their paddy farming. Meanwhile, the formers worked as the waged laborers in order to supplement their family income. The cost of the harvest using Ch machine was Rp. 1,800,000/ha while the cost of the conventional harvesting was 4,000, 000/h. However, the presence combine harvester machine could not take the position of the workers as paid workers or the labor power in the agriculture sector.

Abstract
One of the factors inhibiting the rate of increase in the cattle population of Merauke is cutting productive cows were higher as a result of the pressure to meet the demand for meat. This study aimed (1 ) to identify the factors driving the slauther of productive female cows; (2) to identify the roles and steps taken by the Animal Health Sector; (3) to reveal the alternative steps which could be done in order tooptimize the control on the slauthering the female productive cows. The research used the qualitative approach and the research type was a case study, used the model data analysis of Miles and Huberman. The research results indicated that the role of Animal Health Division had been focused on the role of the apparatus to carry out coaching and socialization to butchers, to improve the capacity of the Human Resources or the personnel, to supervise the cows slaughtered either within or outside of slaughter house, to monitor the livestock traffics, and to handle the violations. The steps which had been taken were to implement the insentive activities and to safe the productive female cows to support the activities of UPSUS SIWAB and to follow up the cooperation agreement with the Director General of Animal Husbandry and Animal Health and with the National Police. The factors driving the slaughter of productive cows were the still very low economy of farmers and butchers, the low awareness of farmers about the importance keeping productive cows, high demand for meat, cheap prices of cows, lack of supporting facilities, and many violations by slaughtering cattle outside slaughter house. The alternative measures which could be taken were to conduct socialization to the farmers and village officials, to encourage the farmers to develop other livestock, to review the local regulations on transferring the productive female cattle, to continue the incentive activities for the pregnant cattle, to build livestock traffic posts to form an integrated team, and to implement the law enforcement, and to encourage the local beef markets by importing frozen beef policy.

Abstract
Abstract Carrying capacity of farming land was analyzed so that planning and development of agriculture field can be processed according to land ability. This study aims to determine whether the carrying capacity of the status about agricultural land in the district of Anggeraja surplus or deficit, relations between land capability and carrying capacity of the land, as well as finding an effort to increase the carrying capacity of agricultural land in the district Anggeraja intensive horticulture. The research was conducted in the District of Anggeraja. This type of research is surveys using descriptive methods such as field data collection, data processing field, as well as the mapping method to see land capabilty at the study sites. Agricultural land carrying capacity analysis based on the Regulation of the Minister of the Environment Number 17 Year 2009 and spatial analysis of land capability. The results showed that the District of Anggeraja is surplus status. Surplus for the value of the availability of land (SL) is greater than the value of the land needs (DL) which shows that the availability of land is still sufficient for biological products in District of Anggeraja. Efforts to increase the carrying capacity of agricultural land intensive horticulture includes components the support means include a dam and road infrastructure support including fertilizers and pesticides as well as capital, support land productivity, among others, the selection of seeds, the use of organic fertilizers, and integrated pest management, support conservation of natural resources and the environment, among others, crop rotation, terracing and mounds.

Abstract
Glass Fiber Reinforced Polymer (GFRP) is a composite material that is lightweight, easy to apply, low-cost installation and maintenance, thus becoming material selection for retrofitting reinforced concrete (RC) structure. This study aims to analyze the shear capacity of reinforced concrete beams after initial cracked, which is retrofit with GFRP sheets in the pedestal shear area. Six RC beams with dimensions of 15 cm x 35 cm x 300 cm were tested with a monotonic load, consisting of 2 normal beam (BN), 2 RC beams retrofitting with GFRP strips (BGS) and 2 RC beams strengthened in all the shear zones with GFRP (BGF). The results showed that an increase in ultimate load on the beams retrofit with GFRP, ie 3.13% of BGS and 6.25% in the BGF. Retrofitting with GFRP sheet on RC beam shear area is strongly influenced by the extent of GFRP sheets used (Afv). The change in the area of GFRP from BGS with Afv = 780 mm to BGF with Afv = 1105 mm, is able to increase the beam shear capacity by 10.63%. From the calculation, the beam shear capacity increased by 58% in BGS and 74.5% in BGF beams.

Abstract
Abstract Gunung Pindul, Bejiharjo, Karangmojo is a nature tourism area that utilizes the presence of underground caves and rivers. In the last 5 years this area often occurs flooding and subsidence. Geological Structure Mapping shows that there are 3 groups of burly and fault structures, most of which have undergone a process of dissolution to form diaclas, sinkhole, dolena, cave, polje and flow valleys on the surface and subsurface. Calcimetric analysis shows that the carbonate content of the Oyo Formation ranges from 76% to 92%. The etching analysis shows that the carbonates present are formed by calcite minerals. Petrophysical analysis shows the average percentage of rock pores ranging from 27.6% to 39.1%, with the lowest value around Watu Plengkung Kluwo and the highest around the Tanding Cave. Analysis of rock mechanics Unconfined Compressive Strength dry conditions obtained limestone shear angle values ranged from 10.9 MPa to 22.1 MPa with the lowest values around Tanding Cave and Suruh Cave while the highest value around Watu Plengkung, Kluwo. Unconfined Compressive Strength wet conditions show the value of limestone shear angle ranges from 5.6 MPa to 16.6 MPa with the lowest value around the Tanding Cave and Suruh Cave while the highest value in Beji Dolena. Weighting of subsidence susceptibility value using geological structure parameters, form of dissolution results, porosity percentage value, density value, shear angle value, obtained with an average score ranging from 14 to 34. The subsidence susceptibility zoning shows that the area around Pindul Cave, Tanding Cave, until Suruh Cave is a watchful zone for subsidence, especially in the rainy season.

Abstract
Teachers- ability in overcoming to student errors is significantly affected by teachers- knowledge. Discussion and studies related to what knowledge teachers should possess have resulted in a theoretical framework. This article aims at describing teacher knowledge to responding to student errors in Pythagorean Theorem proof using a didactic mathematical knowledge approach. This research applies qualitative design. Five junior high school mathematics teachers in Indonesia participate in this study. Data were collected using written tests on teachers- competence and structured interview. Research findings show that two participants cannot accurately answer the questions in the instrument which measures teachers- mathematical knowledge needed to overcome student errors. Another finding indicates that those teachers who do not possess mathematical knowledge in dealing with student errors are also not completed with good didactic knowledge, especially on cognitive, epistemic, ecological, and interactional aspects. Based on the analysis of participants- responses, it can be concluded that teacher knowledge to overcome student errors in Pythagorean Theorem proof is significantly affected by other knowledge components.

Abstract
Heat and their transferred contain abstract concepts that are difficult for students to understand. This is a factor in the lack of students understanding concepts, even a factor in misconceptions. Therefore, efforts are needed to improve the students- understanding concepts and minimize misconceptions. One of them is the learning model which presents a scientific model as an illustration of an abstract concept and facilitates students to reconstruct their own model. The learning model is known as the Model Based Learning (MBL). This study aims to see an increase students understanding concept in the heat and their transferred after the application of Model Based Learning (MBL). This study uses Pre-Experimental Design with the One Group Pretest-Posttest Design method. The sample in this study consisted of 34 class X students of one of the state high schools in Bungo Regency, Jambi Province, taken by convenience sampling. The instruments used were 18 multiple choice questions that measure students understanding concepts. The results showed that there was an increase in students understanding concepts in the heat and their transferred which was included in the medium category after the application of Model Based Learning (MBL).
