Abstract
Heat and heat transfer is still becoming a difficult concept to students due to its characteristic as an abstract concept. This fact leads students to have misconception in the topic. Introductory Physics as a mandatory subject to Pre-service Physics Teacher has an important role in constructing and developing studentss scientific concept. Model based learning (MBL) was developed and has been implementing in this course. Design based research as a research method, was used in examining the effectiveness of MBL. Results show that MBL has an impact in improving students understanding in heat and heat transfer. Both the effect size and normalised gain showed the positive increase in medium category.

Abstract
Structural Equation Modeling (SEM) is a statistical technique that is able to analyze relationships between latent variable and its measured variables and amongs latent variables. The purposes of this present study are to construct political participation model in Padang, West Sumatera using SEM approach then implement the reliability tests to the proposed model. The political participation model in this study uses a multidimensional construct, such as Political awareness, political knowledge and political participation. Meanwhile each construct is measured by two and more measured variables. The multidimensional construct reliability in this study was estimated by using Coefficient of Reliability (CR), Coefficient of Reliability Composite Score McDonald-s ω, and Coefficient of Reliability Construct Weighted Ω_ω. Simulation study is done for several size samples and this study yield that all three indicator of reliability tests resulted similar values. This resulted informs that any constructs in proposed model of political participation is reliable and the coresponding proposed model could be accepted.

Abstract
This research was aimed to implement Realistic Mathematics Education learning model with outdoor approach in elemtary school at Bengkulu. The method used in this research was quasi-experiment. The research design used was pre-test post-test group design. Sample of the research were 94 students taken from 5th grade elementary students in Bengkulu. The instrument used about presenting and processing data was 4 items. Data was analized qualitatively and quantitatively. The result from the research shows that Realistic Mathematics Education learning model with outdoor approach in elementary school students may improve student-s understanding ability about mathematics concept for high level school by 0.45; for medium level school by 0.41; and for low level school by 0.27. Meanwhile, the achievement of students- mathematics concept understanding in elementary school for high level school is 77.31; for medium level school is 73.92; and for low level school is 57.86. The implication of research result is that the use of Realistic Mathematics Education learning model with outdoor approach is needed to improve the mathematics concept understanding of elementary school students.

Abstract
Surabaya is the capital city of East Java Province that develops coastal tourism activities. Based on Surabaya City RTRW for 2014-2034, the development of coastal tourism in Surabaya is in Bulak District. The district is designated as a development unit III of Tambak Wedi that directed as marine beach tourism. Kenjeran Tourism has a number of tourist destinations including Kenjeran Beach, THP Kenjeran, Kenjeran Park, Bulak Park, Surabaya Park, and Kenjeran Bridge. he development of coastal tourism resulted in many changes in land use and building-s function, mainly affecting the type of land use settlement because people tend to use the front of the house for trading activities and services. This study aims to determine the effect of tourism development on land use in the Kenjeran Area. This study uses overlay analysis and PLS (Partial Least Square) analysis. The results of this study found that tourism development variables affect land use change by 92.2%. Changes in land use are dominated by vacant land and supporting facilities for tourism activities such as trade and services, recreation, tourism, and green open space.

Abstract
Sayung is one of sub-district of Demak Regency which located in the nortside of coastal area. For the last few decades, the coastal area has become a tidal flood cause of climate change, and human activities that has had impact on social, economic and environmental aspects. The various adaptation efforts had been done to confronting the tidal flood phenomena. The purpose of study to identify the effectivity of adaptations strategy which related to the tidal flood phenomena. The requiry data includes the adaptations activities, the financial adaptationss activities, the socio-cultural adaptations activities that have obtained more than 100 household samples. Those samples have distribued in the four villages namely as Sriwulan, Bedono, Timbulsloko and Surodadi villages in the northside of Sayung sub-distric coastal area. The data are obtained by scoring method through the quitionnaires. This study can be provided as the effectivity level description of the completed adaptation efforts to decreasing the tidal flood risks or impacts. So that, the efforts results were landfill, floor elevations, household-furniture raising, highly effective. But, Sriwulan local people argued that the household-furniture raising was ineffectively being the solution, if it can not be balanced with the others adaptations for solving the tidal flood phenomena.

Abstract
Inundation occurred in high density urban areas is a major issue especially in low land because it potentially damage the affected infrastructure. In this research, a case was taken in Kelayan Regional Inundation Handling Unit in Banjarmasin City, South Borneo. The main problem of inundation that occurs is the lack of the existing drainage channel capacity to drain discharge due to rain. The hydrological analysis was calculated by using the rational method to get discharge, using data from Sungai Tabuk Rain Station that 24 years long. From the discharge obtained, then the required channel dimensions could be calculated and compared with the existing channel dimensions. The hydraulic analysis was performed by HEC RAS model with the discharge as boundary condition, and topographic data to determine elevation of the channel. As the results of running models, the existing drainage channels can only cover 37.19% of the entire area, and 85% of these existing channels cannot drain the discharge that occurs, therefore it becomes an inundation. For example, channel number 4.B.16b the existing channel has 0.8m width and 0.5m depth, it caused inundation as high as 10cm upstream. After normalized the channel by increasing the dimensions to 0.9m width and 0.7m depth, the discharge does not overflow so there is no inundation.

Abstract
The purposes of this study are: 1) To determinate the influence of leadership style to organizational culture in Jember UMKM Fashion sector, 2) To determinate the influence of leadership style to performance in Jember UMKM Fashion sector, 3) To determinate the influence of organizational culture to performance in Jember UMKM Fashion sector, and 4) To determinate the influence of leadership style to performance by organizational culture as intervening variable in Jember UMKM Fashion sector. The type of research used in this study is associative research, which aims to determinate the influence of leadership style to performance by organizational culture as intervening variable in Jember UMKM Fashion sector. The population in this study are enterpreneur in Jember UMKM Fashion sector totaling 113 people. For this population, the sample is 53 respondents. The sampling technique is purposive sampling. Methods of data analysis using descriptive statistics and path analysis. The result shows that: 1) Leadership style (X) has a direct influence to organizational culture (Z) in Jember UMKM Fashion sector, 2) Leadership style (X) has a direct influence to performance (Y) in Jember UMKM Fashion sector, 3) Organizational culture (Z) has a direct influence to performance (Y) in Jember UMKM Fashion sector, and 4) Leadership style (X) has a direct influence to performance (Y) by organizational culture (Z) as intervening variable in Jember UMKM Fashion sector.

Abstract
Classification of land suitability and suitability is quite difficult. Classification in class is based on the intensity of the inhibiting factors. Land is grouped into eight classes marked with Roman letters from I to VIII. Land classes ranging from classes I to VII, are used to determine the appropriate type of plant to be planted on the land. While the land in Class VIII should be left in a natural state. The results of the classification are also often wrong because the grouping of land in eight classes is done using strict logic (crisp). Using the crisp set to state classification is very unfair, a small change in a value results in quite significant differences in categories. For example in determining the magnitude of the slope, a difference of one degree will cause the difference in the determination of land classes. Therefore used fuzzy set to anticipate this. Unlike digital logic which only has two values ​​of 1 or 0, fuzzy logic can be used to translate a quantity that is expressed using linguistic language, for example the magnitude of the slope of the slope is expressed flat, rather steep, steep, and very steep. And fuzzy logic shows the extent to which a value is true and the extent to which a value is wrong. Multi Criteria Decision Making (MCDM) is a method of decision making to determine the best alternative from a number of alternatives based on certain criteria. Criteria are usually in the form of measurements, rules or standards used in decision making. The problem formulated in this study is how to use Fuzzy Multi Criteria Decision Making to determine the classification of land capability and suitability. The purpose of this study is to create a system that can facilitate the classification of land suitability and suitability using Fuzzy Multi Criteria Decision Making. The stages of this study consisted of three stages: 1. The problem representation stage, including: setting decision goals, identifying alternatives, identifying criteria, and establishing a hierarchy of decision structures; 2. The fuzzy set evaluation stage of decision alternatives, including: determining linguistic variables and membership functions, setting a rating for each criterion, and calculating the fuzzy suitability index for each alternative; and Defuzzy stage in order to find optimal alternative values. The expected target of achievement at the end of this research is the creation of a capability and land suitability classification system using fuzzy multi criteria decision making.

Abstract
The aim of this study was to determine the response of the growth of internode explants and leaves of Stevia (Stevia Rebaudiana Bertoni), which were cultured at several BAP concentrations. This study was designed using a non Factorial Complete Randomized Design that is by testing the internode and leaf explants at 3 different BAP concentration levels of 2, 3 and 4 ppm and will be repeated 10 times. The parameters observed related to callus growth include: emergence, type, color and percentage of callus formation. In addition, observations were also made on the parameters of bud growth including the appearance of shoots, number and length of shoots. The results of this study indicate that 100% of leaf and internode explants are able to form callus. The color of the callus explants on average leaves are yellowish green while the internode explants are yellowish white and all have compact textures. In shoot growth parameters, only internode explants were able to grow shoots while leaf explants were not. The emergence of shoots (3 DAP), number of shoots (8.70), and shoot length (2.81cm) were produced by MS media with the addition of 3ppm BAP.

Abstract
Some organic ingredients are known to contain nutrients and natural plant growth regulators (PGR), such as coconut water, young corn, sprouts, banana weevil, bamboo shoots. These materials are also a substrate for multiplying local microorganisms that are good for the soil. Therefore, the purpose of community service activities in the Exemplary Farmers Group, Sumberjambe Jember is to introduce, improve skills and implement local microorganism fermentation technologies (bio activators) using organic materials that contain natural plant growth regulators. This activity uses direct methods and practices for making natural PGR. The results achieved based on the indicators of the implementation of this training include the response of the attendance of the training participants attended by 30 people or 100% invited to attend the training event. Besides, during the extraction and fermentation activities of organic materials, it was seen that participants knew the sequence of procedures for making Natural PGR from the results of discussions and questions and answers. Also, a quantitative assessment of the success of the briefing activity was carried out through pre-test and post-test. The results obtained in the initial test mean the understanding of natural PGR is 25, while the post-test mean score after implementation is 75. Based on the pre-test and post-test results, there is a significant increase in participants knowledge about organic growth regulators. These results can also indicate that this activity can increase participants knowledge. In practice, about 80% of participants have been able to extract and mix ingredients for the fermentation process. The indicator of success is evident from the well-fermented natural PGR material which is characterized by a brown color and acidic odor resembling fermentation results.

Abstract
Decentralization provides significant authority for Local Government, either District / City or Provincial governments. This regulation gives Local Government-s authority to conduct international cooperation. This research aims at analyzing how the international cooperation of Local Government can strengthen human security in Indonesia. International cooperation and the role of local government can contribute to reinforcing human security. This contribution is expected to be able to describe the in-depth investigation of international cooperation carried out by the Local Government of Yogyakarta Province. Yogyakarta Province is one of the local governments performing a variety of international cooperations with various parties including government, private institutions, and non-governmental organizations. The research can be categorized as qualitative research done through a case study. The data will be collected through interviews and literature study. The results of this research show that international cooperation undertaken by local governments indicates a significant role to strengthen human security, especially the protection for economic security.

Abstract
Banks as creditor and capital lenders are now required to integrate the aspects of the social environment and governance into their main business, so nowadays banks not only manage the reputation and risk but also seek to realize a sustainable business transformation. Banks contribution as institutions can reduce the unemployment rate, which is increasingly rising in every year. Based on this situation the Bank as a source of funding in the economic sector can provide priority scale when it will give a credit to the Micro Small Medium Enterprise (MSME) sector. The MSME sector in several other countries is considered to be able to overcome unemployment, supporting the community to be able to prioritize entrepreneurship in order to create a sustainable business and even better if from the development of MSME businesses also can create job field. Thus the Bank is one of the economic pillars in Indonesia that can contribute to creating inclusive and sustainable economic growth. Based on these conditions, it is necessary to have financial sector policies that need to be reform or create in order to support the realization of an inclusive and sustainable Indonesian economy and to reduce unemployment in every year. Therefore, it is necessary to study further through mapping the regulations regarding banking sector policies in terms of realizing an inclusive and sustainable economy by optimizing the role of MSME. The ultimate goal is that all levels of society have the same opportunity to use banking financial services.

The advancement of communication and information technology forces each organization to continue to develop including improving the quality of human resources, the BPS-Statistic Indonesia as an important information provider institution in Indonesia must be able to keep up with all these developments, including paying attention to soft skill competencies, altruism, team work and innovative work behavior the employees. In this study involving 390 employees from a population of 15,980 employees BPS-Statistic Indonesia. Abstract

Abstract
Autonomy is related to the essence of decision making in contraceptive use. research proves that autonomy has occurred in developing countries. This literature is intended to the link between autonomy with contraceptive use and how it measure. Literature search reviews are conducted online using databases such as OPAC and PMC. Twenty articles fulfilling the criteria for discussion included articles. Most studies were conducted in the states of Africa and parts of Asia. Most of the literature defines female autonomy using theory from previous literature. And the study proves that there is a link between autonomy and use of contraception. More than half of women are found to have lower autonomy. Monthly household income, having a husband who works, being in a large family structure, being in a monogamous marriage, knowledgeable and having a good attitude toward maternal and child health care services are positively associated with womens autonomy. Measurement of autonomy is carried out using direct and indirect dimensions. The direct dimension links participation in decision making related to the economy, household and mobility. Another dimension is assessing womens attitudes towards domestic violence. The dimensions are indirectly related to proxies that affect womens status such as employment, education or media exposure.

Abstract
Companies generally still recruit human resources who occupy the secretary position, not the secretary education background. The position of secretary is filled by HR with backgrounds in management, communication, business administration, state administration, marketing management, and others. The perception of the company as a user about the position of secretary as an ordinary position, so that it can be occupied by human resources who are not of educational background/secretary qualifications. This study examines user perceptions about the secretary profession/position. This study uses a qualitative method. Abstract
This study aimed to determine the factors that influence beef cattle breeders to adopt business insurance for cattle businesses. This research was conducted from February to March 2019, Bungaya sub-district, Gowa Regency. This type of research was explanatory. The population in this study was all breeders in Bungaya District as many as 4,324 breeders. Samples were 98 farmers who adopted and did not adopt AUTS. The data analysis used was logistic regression. The results showed factors affecting the adoption of beef cattle business insurance, namely the number of family members, farmer attitudes, farmer subjective norms, assurance certainty, and dependence on cattle farming has an influence and is significant on the adoption of the AUTS program.

Abstract
Patient experience has been recognized as one of important outcome measure for healthcare organization. This study aimed to measure patient experience and identify patient experience dimensions that needed to be prioritized for quality improvement in Sawerigading Hospital. A descriptive-analytic study, using a cross-sectional method in the inpatient unit of Sawerigading Hospital, was implemented on June, 2019. Using proportional stratified random sampling, 137 patients were selected. Data were collected using an importance-performance analysis (IPA) questionnaire, which measures current performance and determines each item-s importance from the patients- perspectives. Based on IPA analysis, we highlighted important patient experiences attributes for improvements and categorized it into four categories: (1) Concentrate Here; (2) Keep Up the Good Work; (3) Low Priority; and (4) Possible Overkill. The results revealed that 38 attributes from 12 patient experience dimensions were differently allocated into each of categories. Quadrant II (keep up the good work) was quadrant with the largest attributes included (18 attributes). Quadrant I (concentrate here) and quadrant III (low priority) had 6 and 13 attributes, respectively. The fewest number of attributes was in Quadrant IV (Possible overkill) with only 1 attributes. The attributes of patient experience that became main priority in Quadrant 1 were information about patient-s rights and obligations, hygiene of inpatient ward, hygiene of toilet, drug information, and food serving. Patient experience attributes were mainly in “keep up the good work” category, it is necessary to maintain those attributes and hospital managers could consider “concentrate here” cattegory to improve quality of inpatient services.

Abstract
In ensuring quality of pharmaceutical services, pharmacy supplies must be controlled responsibly. Therefore, drugs must be managed effectively and efficiently. This study aims to determine the causes of drug stockout and stagnant in the pharmacy installation at Regional General Hospital Makassar. This type of research is qualitative with a Case Study approach. The informants in this study consisted of key informants namely the head of pharmacy installations and ordinary informants specifically the head of the warehouse, the management of pharmacy supplies, and partners/distributors. Determination of informants in this study was made by purposive sampling. Data collection was carried out by means of direct in-depth interviews with informants, observations, and document reviews. The results of the study show that the cause of the drug stockout was the ineffective procurement of drugs as a result of delayed budgeting that caused huge losses in the Pharmacy Installation of Regional General Hospital Makassar. The other factor was distributor emptiness. While the factors that caused Stagnant were due to slow moving drugs due to changes in disease patterns, there were changes in the history of drug use by the user. Suggestions that can be given are by applying the analytical methods of all types of drugs available in the pharmaceutical warehouse. Thus, they can determine which drugs should be prioritized and avoid drug emptiness and purchase of cito.

Abstract
The quality of service in Indonesia is still lagging behind other countries. Excellent service is the best or very good service in meeting the expectations and needs of customers or patients. The study aims to determine factors associated with excellent service of health personnel in the Demon Pagong Health Center, Demon Pagong Sub-District, East Flores District, East Nusa Tenggara Province. This research used quantitative research with cross sectional study approach. This research was conducted on all health personnel with a total population of 48 people with total sampling technique. Data analysis was performed by univariate and bivariate analysis using the chi square test with ρ=0.05. The results of research in the Demon Pagong Health Center, Demon Pagong Sub-District are there is a significant relationship between the task identity and the excellent service of health personnel based on statistical test (chi-square) value of p=0.033, there is a significant relationship between the relationship of co-workers and excellent service with a value of p=0.025, there is a significant relationship between leadership and excellent service with a value of p=0.022. Demon Pagong Health Center needs to provide training on the culture of excellent service to health personnel so that the health services provided are constantly effective, very good and excellent in satisfying patient (community) expectations.

Abstract
Objective: This study aims to explore experiences of TB-DM patients for the service barriers encountered in achieving the expected outcomes. Method: A qualitative study was conducted between June-August 2019. TB-DM patients were identified from community health centers and hospital TB registers in Yogyakarta City, Indonesia. Fourteen adult TB-DM patients were purposively selected using criterion sampling, i.e. those who had been cured or already completed the intensive phase of TB treatment within the period of 2018-2019. In-depth interviews were carried out using interview guide and tape-recorded. Thematic analysis was used to analyze the verbatim transcripts. Results: Four themes were identified: health services-related barriers, patients-related barriers, health provider-patients interaction-related barriers, and strategies to resolve the barriers. Conclusion: TB-DM patients faced cascade of barriers to access healthcare and supports. Re-orienting health care system for more integrated chronic care readiness and improving patients- capacity are critical to improve quality of care.

Abstract: "Polygamy In the Contemporary Muslim Feminist Jurisprudence Paradigm in Indonesia" Historically, the practice of polygamy was practiced before Muslims, the arrival of Islam in terms of polygamy is more regulating, fortifying and limiting the number of wives to a maximum of four, with conditions that must be fair. This is done more to protect women. The previous community was a natural thing for this marriage to be carried out especially for the authorities, merchants or influential people with certain objectives. Law No. 1 of 1974 concerning Marriage in articles 3, 4 and 5 clearly regulates the implementation of polygamy with the principle that marriage in Indonesia based on Monogamy. Polygamy is allowed as a way out if someone has been able to meet the conditions specified, which in principle the requirement to close the door of polygamy.

Abstract
This study aims to find empirical evidence of the effect of remuneration on employee performance in the public sector at the Raden Intan Lampung State Islamic University with job satisfaction and motivation as mediating variables. This study uses the SEM-PLS data analysis method with a sample of 53 lecturer respondents and 47 tendant respondents using the purposive judgment sampling method. The results showed that remuneration had a positive influence on motivation and job satisfaction of both lecturers and students. The same thing also happens to the relationship between lecturer and tendency motivation towards performance, while the relationship between job satisfaction and performance has different results with lecturer and tendik, tendency of job satisfaction does not have a positive effect on performance. Interesting results also occur in the relationship between remuneration on performance.This study shows that remuneration does not affect the performance, both lecturer and student performance. Meanwhile mediation relations has the results that show motivation and job satisfaction of lecturers can mediate the relationship between remuneration and lecturer performance, and for tendik, it is found that motivation mediates the relationship between remuneration and tendency performance, but job satisfaction does not mediate.

Abstract
Abstract. Teachers, principals as leaders in a school contribute to improving student achievement. The above-made researchers interest in conducting research, which aims to determine the effect of teacher professional competence and school leadership on the performance of the field of fiqh study at MTs Jamiat Kheir, Central Jakarta. The population of this study was 171 students of MTs Jamiat Kheir and 20 teachers. This research is population research. There are three variables examined in this study, namely: teacher professional competence (X1), principals leadership (X2), and student achievement as variables (Y). This research uses a random sampling method or a random system with correlational study type and with quantitative approaches. Data collection techniques using questionnaires (Questionnaires) using the Guttman scale and study documentation. The data analysis technique used simple regression analysis. The results showed that there was a feeble influence between the professional competence of the teacher and the principals leadership on the learning achievement of Central Jakarta Jamiat Kheir students. As evidenced by the calculation of the coefficient of determination between X1, X2 and Y was the square of rxy = 0.974, i.e. r ^ 2 xy = 0.974. The ratio implies that 97.4% of learning styles (vak) affect student learning achievement. So students who can make the most of their learning styles both visual. Auditory and kinesthetic learning styles will be able to improve their learning achievement in the field of Fiqh.

Abstract
The development of the world and globalization force businesses to always develop themselves, and one of the keys to develop the business is to develop the human inside it. And to develop human resources, one can utilize a theory of Sustainable Human Resource Management (SHRM). This research is made to find out whether there is an effect of SHRM towards the Employees productivity, and the variable chosen as SHRM programs are Training and Development, Corporate Culture, and Compensation. The research method is a quantitative descriptive research approach analysis. The sample was 171 out of 300 employees of a private company in Indonesia as a study case. The number of samples in this study were determined using simple random sampling technique with Slovin method. The data obtained are primary data through questionnaires and processed using statistical software. This study has fulfilled the instrument test and classic assumption test, namely: normality test, linearity test, multicollinearity test, and heteroscedasticity test. The result of this research is that independently, all the variables significantly affect the employees- productivity with the corporate culture as the biggest factor to affect employees- productivity. The final analysis done show that all of the variables in SHRM simultaneously affect the employee productivity significantly. Researcher-s recommendation is, mainly, for the organization to improve the employees- productivity by improving SHRM, especially corporate cultures that is according to the research, gave the biggest influence to increase the employees- productivity.

Abstract
1. Introduction Lack source of fund is one of critical issues being faced by smallholder farmers. Despite of having teak trees in their yards, such trees as biological assets are not accepted as loan collateral for bank-s loan. In general, smallholder farmers fulfill their daily needs by cutting down their teak trees of five years old for sale. This research explored the feasibility of postponing teak harvesting time and analyzed the financial impact. By postponing the harvesting time, it is expected the tree grows in diameter and height, thus increase the volume. Combine with the price increases, it is expected that the value of the asset is increased. 2. Methods This research was carried out in Gunung Kidul Regency, Yogyakarta, Indonesia between 2008 to 2018 in an area of 30 hectares. The method being employed was enterprise budget in which the costs of maintenance, the growth of the trees, and the sales of the harvested trees over time were considered. For the purpose of the valuation, a profit sharing as a result of value increases due to harvesting delay is shared between the owner of the asset and the investor through mudharabah financing arrangement. 3. Result The result suggests that the annual return for the investor (such as a bank) is well above the current interest depending on the investor-s profit sharing and the duration of harvesting delay. Specifically, for a five years delay of harvesting time and an investor-s share of 40%, the investor-s annual return is well above 30%. 4. Abstract The provisions of Act Number 13 of 2003 concerning Manpower in Article 59 been found to be ineffective since the governments oversight is not working and due to the fact that the employment demand factor is more toward permanent jobs.The concequency of the legal status of worker as a result of his work as a core of production process does not work either since entrepreneur/employer remains guided by 2 years time period and renewal for the extension of a work agreement for a specified time for 1 year. In practice, the 30-day grace period required by law is also largely ignored, because workers do not want to lose their income if they do not work for one month. According to the author, the ineffective arrangement above needs to be reviewed by prioritizing the interests of both parties. A regulation will not work if it does not reflect the legal needs of the community.If the legislator intends to provide legal protection to a specified time worker within the limits of his / her working period, then the time span given according to the author is eligible for a maximum of 2 (two) years without any further explanation. So inevitably after 2 years period if a employer still wants to hire a worker in an employment relationship, he shall raises his status as unspecified time worker or permanent worker by guaranteeing all the rights attached to him.The enforceability of the law is strongly influenced by the legal culture of public legal awareness. The Labor law has been made in such way to ensure the workers rights, in this case is the specified time workers. Legal awareness will be an expensive item if legal product is still looking for a justification in doing things that violate human rights of workers.

Abstract
One of factors causing operational risk event in Indonesian banks is human factor, one of those is internal fraud. This paper is aimed to determine which factors significantly affecting employee to commit internal fraud, and to set simple model for scoring risk of employee to measure likelihood of committing internal fraud. Data was collected from human capital management system in a bank comprising personal identity, static data, liabilities, and other related data recorded at the system. The collected data was discussed through Focus Group Discussion (discussion members from several different departments in the bank) to be taken as important variables to affect employee to commit internal fraud. The variables were statistically tested to be determined as important and significant variables of model to score employee risk scoring. The output of scoring employee risk was categorized as Low, Low to Moderate, Moderate, Moderate to High and High. The result of correlation test shows that there are 9 variables significantly influencing employee to conduct fraud. Those comprise credit card outstanding, time length of employment, take home pay, time length of duty rotation, percentage of day leave taken, overtime job taken, internally soft loan outstanding, age and organization position. Based on the statistically testing, alternative solution by using expert judgment is proposed, i.e. using weighted scoring. The alternative solution applied to several employees in branch offices result then was confirmed to their managers. The selected managers confirmed that the alternative solution result is rationally accepted and could be used as a tool to measure likelihood level of employee committing fraud described as likelihood levels stated above, from Low to High. The next study with more detailed variables is recommended to more precisely estimate likelihood level of employees committing fraud. The Big Data also can be potentially used as more detailed and accurate data.
