Abstract
The involvement of the media in the 2019 presidential and vice-presidential campaign was very clear. The journalism orientation of a media is inseparable from its background, ideology, and owner. In the political interests of the contestants, journalism as the main product of the media is challenged to remain in the principles and the journalistic code of ethics. Republika newspaper is the only national-owned Islamic newspaper. He departed and brought the values of Islam in his vision, mission and practice of journalism. The focus of this research was Republika newspaper-when the grand campaign of the two pairs of presidential-vice presidential candidates 8 and 14 April 2019. Using a qualitative approach with the critical language analysis research method from Roger Fowler et al, this study founds. The first, Republika newspaper carried the language, theme and terminology of Islam. Second, Republika newspaper tried to remain independent in reporting amid a conflict of interest when the largest shareholder Erick Tohir became the head of the campaign team of the Jokowi-Maruf Amin pair. Third, Republika newspaper tried to stand in a neutral and independent. This is evidenced by giving a balanced in the campaign reporting of the two contestants, Prabowo-Sandiago and Jokowi-Maruf Amin pairs.

Abstract
The cooperative movement is arisen by the industrial revolution 1.0, when human power was replaced by machines which then led to urbanization from rural to urban. In the industrial revolution 4.0, the same conflict over and over human resources will compete with robots therefore the cooperative movement as an effort to adapt to the industrial revolution needs to be evaluated. The purpose of this study is to provide an overview of the structural empowerment of members of cooperatives both urban and rural. The research method used was a survey by collecting structural empowerment scale from 251 cooperative members. Data were analyzed using one-way ANOVA technique. The results showed that the structural empowerment of cooperative members in rural areas was higher compared to urban areas (F = 6.049, P <0.05), with a mean ratio of 65.78: 59.73. Women who lived in rural areas had higher structural empowerment compared to women in urban areas (F = 5.505, P <0.05), with a mean ratio of 65.79: 58.33. Men who lived in urban and rural areas were not significantly different (F = 0.838, P> 0.05). Results of this study indicate that cooperatives are more competent movements towards residents living in rural areas moreover women.

Abstract
Spector (1997) asserts that communication in the organisation is a critical aspect that should be carefully promoted and monitored in any organisation; any occurrence of communication breakdown among the members in the organisation, will influence the way how each person interact with each other and how important information is shared among them. It will then influence the attitude and behaviour of each person in the organisation, including the level of job satisfaction. This article aims to analyze academics in higher education institutions satisfaction on communication at their workplace. The study implemented a sequential manner of collecting mixed methods data, which started with a qualitative study followed by a quantitative study. The first stage of the study took the form of semi-structured interviews with several key persons and focus group members in order to identify core implications of the identified discussion on communication satisfaction. A thematic analysis was employed to analyse each interview with respondents using NVivo. Quantitative data collection in the second stage involved an online survey conducted through a self-administered online survey tool- Survey Monkey. A total of 1078 academic staff from three participating public universities responded in this study, representing a total response rate of 5.7%. Descriptive and inferential analyses were employed to analyse the relationships between all variables using SPSS. The findings showed a consistent assertion among the respondents both in the qualitative and quantitative studies whereby they found that they were moderately satisfied with the communication at their workplace. The findings of this study theoretically and practically contribute in terms of understanding the state of communication satisfaction of academics.

Abstract
The purpose of this research is to analyze the information system that is being implemented to identify the problems faced by Baitul Maal Unisba. The problem is the lack of use of documents in documenting the activities carried out, the lack of supervision and control of every process and procedure, and there are no adequate reports to provide accurate information. The method used in this research is descriptive analysis and case studies while the system development method used is system development with the Framework for the Application Development (FAST) method in the form of stages in system development through several phases and activities carried out. The results obtained in this study are the design of a new information system to help Baitul Maal Unisba in solving the problems , namely related to the receipt of zakat funds information systems, zakat fund distribution information systems, financial reporting information systems. The use of a new information system can help carry out operational activities well, then with an integrated system it can solve the problem of recording and calculation that is often done by humans (human error). In addition, Baitul Maals internal control can be more effective and data security more secure.

Abstract
Qibla direction plays a pivotal role and is one of the requirements for the validity of prayer (salah). If someone performs the prayer without facing the qibla, the prayer is considered to be invalid accordingly. The mosque and prayer room buildings around the campus of Bandung Islamic University, precisely in Bandung Wetan district, are necessary to be re-examined for the accuracy of their qibla direction seeing that there are several mosques found by researchers are not in accordance with the actual qibla direction. This study aims to verify the accuracy of the direction of the mosques and the prayer rooms in order that it can be mapped which ones follow the accurate direction of the qibla and vice versa. A qualitative approach was used in this study so as the data obtained directly from field observations could be analyzed for its validity. The measurement of qibla direction is inseparable from a number of cosmographical instruments such as theodolite, mizwala, compass sunto, google earth, and GPS. The results of this study are that most mosque buildings merely make use of a magnetic compass to locate qibla direction without firstly carrying out calibration. The largest deviation is 7°6 (seven degrees six minutes) to the south.

Abstract
This study aims at investigating and analyzing the weaknesses, the departmental decision making and the reorganizational strategy development in the Information and Communication Technology (ICT) Department of PT Maybank Indonesia Finance. This study employed a qualitative method by using case-study approach. Qualitative research was used to address the purpose of engineering that allows researchers to provide detailed interpretations of a phenomenon without relying on numerical measurements. In addition, the skinative approach was also employed to seek understanding of the actions and meanings of social symptoms from the research objects- perspectives. The findings revealed the formation of two departments, namely the ICT Operation Department and ICT Development Department led by each Head of Department, with more specific tasks and functions from each department aiming at improving work performance, and eliminating problems previously existed in the ICT Department. To conclude, reorganizational system development could be conducted by changing the organizational structure, occupying the position of the Head of the ICT Development Department, and adding staff to the new organizational structure.

Abstract
The increasing of Islam news in internet makes some perceptions for many people in the world. One of them is about “Halal” concepts as the Islam standard for muslim belief of God. Halal product is the product that created based on Islamic standard law. In every product, it is necessary to ensure its safety by conducting halal certification from the Indonesian Ulama Council (MUI). Then, based on the explanation, this research aims to analysis what internet user say about halal by using social media Twitter. This research uses text mining, word networking and word networking matrix to understanding the use of halal word. This research shows that “halal” has a large network and having relationship with many of word such as: food, meat, certification, restaurant, slaughter, animal, and industry. Then, from the network shows that “food” is the biggest word matrix in the “halal” networking. It word define degree centrality 76, betwenness centrality 22.312,83, and closeness centrality 0.450746 which mean that “halal” word have strong relationship with “food”.

Abstract
Optimal communication in childcare will have an impact on the lives of future children, therefore the childs growth period is the most important thing in the family. This research paper was conducted to analyze how parenting communication is carried out by PKK cadres and PAUD educators in early childhood care. The writing of this paper aims to analyze communication patterns in caregiving, and analyze the understanding of PKK cadres and Early Childhood Educators in the development and motivation of early childhood to become great parents. This research is important to provide solutions to problems that arise in the community. Because if it is wrong in providing care for early childhood it will have an impact on the health, intelligence, and mental health of children. So its growth is stunted. The qualitative research approach is exploratory. Qualitative data was collected through direct observation and in-depth interviews with PKK members and members of early childhood educators in the village of Situgede Karangpawitan Garut. Selected respondents were 30 families who had early childhood. The data collected is then coded and analyzed using Grounded Theory from Strauss and Corbin. Based on research findings, this shows that parenting communication training is needed and more often because the needs of the local community regarding education are still low.

Abstract
Tourism is a necessity for almost every human being as a form of self-actualization to add experience, new knowledge and eliminate the fatigue of daily routines. Muslims who are scattered in Arab countries and the Middle East also feel the same way, the number of publications and promotion of tourism via the internet is an attractive factor for Muslim tourists to travel. According to Crecentrating, Halal Friendly Travel and Tourism Consultant, explained that the potential of the market for the development of Sharia (Muslim) tourism when viewed from the worlds Muslim population of 1.8 billion or about 28% of the total world population of 6.4 billion spread across 148 countries. Of the total Muslims in the world, 62% are from Asia Pacific or 972 million. Based on this the purpose of this study is to bring up, Islamic tourism as a trend of tourism today and analyze the design of a tourism application system in West Java. The method used is the BCG (Boston Consulting Group) Matrix. The results of the study explain the position of halal tourism activities in West Java in the position of the Problem Children quadrant. This means that the offer made is quite good in supporting Halal tourism in West Java, only needing attention to the aspects that are lacking, namely the procurement of representative food stalls in the tourist area.

Abstract
In an effort to achieve the tax revenue target provided by the Government, the Directorate General of Tax (DGT) is working hard to explore all potential tax from every business process in Indonesia, including imposing Final Income Tax for the procurement of imported materials in the construction of power plant projects in PT XYZ This was taken seriously by PT XYZ when it was asked by the Domicile Tax Service Office to correct the tax report and make the underpaid income tax. In this study the opinions of each party, both PT XYZ and KPP, were discussed. This research uses a qualitative approach with descriptive qualitative research. Data collection method used in this research is in-depth interview method. This study aims to analyze whether the treatment of the imposition of Final Income Tax on the procurement of imported materials conducted by PT XYZ is in accordance with the policy formula and meets the certainty principle indicator as one of tax collection principles.

Abstract
The cause of congestion is the number of vehicles passing on limited roads. There are various kinds of negative impacts of congestion, including the loss of time, energy, health, economy, and so on. Free traffic jams such as trains are a solution to traffic congestion, especially in the Greater Jakarta area. The party building the railroad infrastructure is not only done by the government, but can also be done by the private sector. The government has established regulations that help ease the burden on contractors, namely regulations on the provision of VAT-Not-Collected for the import of railroad infrastructure. But in practice the regulation is not easy to implement, because it is complicated and seems to deviate from the initial spirit. This study uses a qualitative method with in-depth interviews with relevant informants. The results of the research show that the policy on providing VAT-Not-Collected Facilities in the import of railway infrastructure not in accordance with certainty and simplicity consept. Because of the difficulty in submitting VAT-Free Certificate, the contractor must bear VAT, without any special treatment. This will increase the contractors basic costs and also add taxation costs for the contractor and the government.

Abstract
Abstract Digital era brings transformation in various fields. Industrial Revolution 4.0. requires automation in various fields, including in finance and accounting. The ease of recording financial transactions and providing financial reports digitally is also provided by various accounting applications or software. The accounting application facilitates the input process, offers faster and more accurate data processing, and complete output. Accounting applications using smartphones have advantages compared to accounting applications that require computers. This type of application makes it easy for users to access their financial statements at any time and anywhere with a smartphone device. With the wide variety of accounting application choices in the market, it can be imagined that business actors who may not know the detail of the accounting process become overwhelmed in determining what accounting applications are right for their type of business. It is very important for accountants, especially in the academic field to oversee the process of development of this technology to be in accordance with the nature and purpose of accounting. Therefore this qualitative research was conducted by the method of observation and presents descriptive data. Five applications that can be downloaded on Google Play Store were observed and conducted a comparative study using 8 criteria. The results showed the application "Akuntansi UKM" had the highest value based on predetermined criteria.

Abstract
In knowing student achievement in certain subjects, students are tested at least twice per semester. This test is expected to be able to accurately measure student competencies in certain subjects. When the results obtained come from a low quality achievement test, the wrong conclusions will be obtained. The method used to analyze the quality of exam questions is the Rasch model. The Rasch model can meet objective measurement criteria such as (1) Provide a linear measure with the same interval; (2) Carry out an appropriate estimation process; (3) finding misfits or outliers; (4) Overcoming missing data; and (5) Producing replicable measurements. The subject exam questions to be analyzed are the Organizational Psychology and Neuropsychology. The analysis shows that some exam questions require revision because parameter values below the standard should be. The process of evaluating exam questions must be carried out continuously to get a good question bank.

Abstract
This study aims to find out and explore the benefits of micro waqf banks as sharia microfinance institutions that have been initiated since 2017 in Indonesia. This institution is founded on a business entity as a sharia cooperative, but from its naming aspect that uses the term waqf does not make it an institution of waqf. Micro waqf bank is an institution that is established in collaboration with financial services authorities, the Indonesian government and the pesantren as the basis of Indonesian Muslims. The purpose of this micro waqf bank is to be able to alleviate poverty by providing financing to productive poor communities through routine assistance programs, because the target of this program is the poor who cannot access formal financial institutions to help with the capital aspects of community small businesses. This research is a qualitative research with a normative juridical approach through interviews and literature studies, and analyzed by descriptive analysis.

Abstract
Margamulya Village, Pangalengan District is one of the villages that have potential natural resources, namely coffee, known as Malabar coffee. However, there are still many coffee business actors that are categorized as micro with various problems faced, including the management of venture capital that can be obtained from financial institutions or Islamic philanthropic institutions such as Zakat Institutions. The role of financial institutions in the development of microfinance is very important and BMT is one of the financial institutions that is suitable for the development of micro businesses. The purpose of this PKM is to provide understanding and skills about financial management through the establishment of BMTs in the context of business development. The PKM program carried out is in the form of a training and assistance program on BMT financial management. The results of this PKM activity are the increased understanding of Malabar coffee micro entrepreneurs about BMT management, then the formation of Baitul Maal wa Tamwil management Margamulya Pangalengan coffee entrepreneurs, as well as obtaining funding from the BAZNAS of West Java Province for 22 business people each Rp. 2,000 .000 per person in total Rp.44,000,000 which will be managed through BMT institutions.

Abstract
In this 21st century era, creative industry has been recognizing as a new Indonesian economic driver, especially textile industry that are forecast to give positive trend in the future. Bandung, where is known as Creative City with great number of textile companies, has gathered more intention since many SMEs in textile industries try to develop their business in this city. This paper attempts to bring a better economic development for SMEs business in Bandung by revealing the influence Supply Chain Management (SCM) and Brand Image as crucial factors that have a big impact to the textile SMEs- performance. Quantitative analysis has been performed, supported by the literature review process to give better understanding about the causal relationship among those variables. The Partial Least Square result then exposes that among the SCM practices in textile SMEs- Companies, quality of information sharing emerges as the most influential factor that enhances the SMEs- performance, followed by customer relationship, information sharing, quality information exchange- and ‘lean production-. Besides of SCM, brand image also has high impact to the textile SMEs- performance in Bandung.

Branchless Banking Strategy and Financial Inclusion in Indonesia

Abstract
Financial inclusion has become an interested issue and an important public policy priority following the recent global financial crisis. In Indonesia, government, banking sector and other related parties have focus to achieve higher rate of financial inclusion through various ways i.e. branchless banking. Branchless banking causing a shift from conventional financial services in the form of bank-based services to non-bank-based. Branchless banking have grown in various forms in many countries including in Indonesia and one of this services namely Laku Pandai. Expanding branchless banking through Laku Pandai can be an alternative channel to give individual or household better access to formal financial services and directly contribute to financial inclusion index. This paper measure the index of financial inclusion in Indonesia covering three dimensions; accessibility, availability and the usage of banking services and attempts to identify the factors: banking variables and social economic factors that are significantly associated with financial inclusion in Indonesia. Using classical regression, the results suggest that banks implementing branchless banking ‘Laku Pandai- have an effect to financial inclusion in Indonesia while among social economic factors, as expected, income proxy by GDP per capita is positively associated with the level of financial inclusion.

Abstract
This paper discusses the efforts of the Karawang political womens caucus in building womens resources in politics.Karawang is an industrial area that still leaves poverty, especially in rural areas, due to the absorption of all workers by industry. Of the many problems in rural areas, the problems of women are more numerous. Starting from poverty, economic powerlessness, not getting access to health services, to experiencing domestic violence.The problem of women who is still high has become a driving force for the Karawang Regency Political Womens Caucus to increase womens political awareness in social life. This is intended so that women can obtain their rights as citizens equally to men. This paper was obtained through research using qualitative methods with a case study approach. Data collection techniques carried out by in-depth interviews, observation, and study of literature. Research findings reveal that womens resources in politics are built through increasing womens knowledge, capability, and leadership in politics.

Abstract
Bullying is a severe problem in Indonesia. West Java has a higher rate of bullying cases, where Kota Bandung is the highest rating among other districts in West Java. This study aims to explore school bullying in Kota Bandung from the perspective of the bullied student. This study will help to get a better understanding of the reasons why they were bullied, locations of a bullying incident in school, and students- opinions about teachers- responses to bullying in schools. Therefore, this article hopefully will contribute to helping stop bullying at school. Samples of this study were elementary school students age 10-13 year-olds (N = 330; 45.8% boys; 54.2% girls). Samples were chosen randomly using a stratified cluster random sampling technique. Instruments used in this study were from Children-s Worlds Survey and Ditch The Label which have been adapted into Indonesian. Data were analyzed using descriptive statistics. All calculations were done with SPSS version 23.

Abstract
A strong relationship between entrepreneurs and various parties, especially SMEs as vendors, is one of the requirements to achieve success in product sales. The relationship is called a business-partner relationship or relationship based marketing. This study aims to analyze the business-partner relationship skills carried out by Adorable Projects entrepreneurs in empowering MSMEs in Bandung Regency, West Java. The purpose of this study is to analyze the program, its benefits, the use of verbal and nonverbal messages, and communication media to empower MSMEs. This research method uses qualitative research methods with a case study approach. This research found a partnership program in the form of entrepreneurs providing quality products, and affordable prices. It is useful for sales promotions in the form of discounts, and word of mouth marketing. Preparation of verbal and nonverbal messages on social media used in the form of websites, facebook and instagram. Entrepreneurs have a good relationship with MSME entrepreneurs as vendors so they can maintain the continuity of product availability and MSME businesses also develop

Abstract
ABSTRACT The main focus of this research is to analyze the integration of Indonesias rubber trade with countries in the ASEAN region and how this trade integration affects the convergence of development in the ASEAN region. This study uses panel data from 1989-2017 with five ASEAN countries as a rubber export destination. The analysis method used is the principal component analysis (PCA) method that measures the integration of Indonesias rubber trade with the ASEAN region, and the fixed effect method (FEM) approach to examine the impact of trade integration on regional economic development convergence. The results showed that the greater integration of Indonesias rubber trade with ASEAN countries was marked by the principal value of its component analysis (PCA) which grew from 1989 to 2017. Increased integration of this rubber trade with the ASEAN region is also very dependent on regional and global economic conditions When regional and global economies experience a decline, the intensity of Indonesias rubber trade also fluctuates towards decreasing. Changes in economic progress shown by changes in the value of GDP greatly affect the strength of the integration of Indonesias rubber trade with the country concerned, changes in the value of GDP of rubber export destination countries have led to the convergence of Indonesias economy with Singapore, Thailand and Vietnam, and experienced divergence with Malaysia and the Philippines.

Abstract
Poverty which is a problem in all countries to make it one of the priorities of the Pakistan Development Goals (SDGs) needs to be resolved from various aspects. In order to alleviate poverty, cash waqf is a very good alternative besides zakat. The potential of cash waqf in Indonesia is estimated to be quite large. Although there have been initiators and discourse by scientists related to the empowerment of the poor using instruments of Zakat, Alms and Endowments, the management of Waqf using Baitul Maal Wa Tamwil (BMT) as a sharia financial institution to empower the poor in Indonesia is still underdeveloped. The most common problems experienced by waqf-based BMTs are related to regulations that must be used in institutions related to legal entities under OJK regulations as well as cooperatives and MSMEs, then human resources, and related to securing cash waqf communities in BMTs that are still low. the government needs to firmly provide direction in the form of regulations under the OJK as well as the Ministry of Cooperatives and MSMEs, while for human resources a continuous recruitment, training and workshop system is needed, a low understanding of the community is provided with existing stakeholders regarding waqf.

Abstract
The rapid development of new media has led conventional media to the edge of existence radio is still significant. The main problem faced by radios is the continuous decline in advertising revenue. The factor of free trade escalation which made a number of radio stations shut down. In the midst of these difficulties, there were a number of local radios that survived. Therefore, it is necessary to study how local radio can survive its business, and how business diversification is done by the owner. The method used in this research is a case study on Thomson Radio in Bandung and Aden Radio in Cianjur. The result of the study showed that local radio managers are creative to survive, so that revenue from advertising is no longer the main target as a source of income. Business diversification is done in the form of non-broadcasting businesses; such as being an agent for direct sales or off-air activities. Local radio acts as a marketer and seller to takes advantage of herbal products. Non-cash business is actually dilemma if it is associated with broadcasting regulations which stated that broadcasting income should only come from business related to broadcasting. Thus, fair broadcasting rules are needed.

Abstract
Abstract Indonesian language teaching has been developed based on the character-building approach. One effort made to develop and instill the character-building values to students is by optimizing a literary appreciation through fairy-tales in the learning process at school. The character-building values integrated in the fairy-tale textbooks are stated in the material content presentation and learning activities. However, the textbooks used in the learning activities have not completely provided the character-building values. This research is aimed to describe character-building values contained in the Indonesian fairy-tale textbooks for junior high school students. The data collection was carried out by observation, interviews, and document analysis. The method research was descriptive qualitative. The data validation test used triangulation test. The data analysis technique used interactive data analysis. The result of the study showed that the textbooks used by junior high teachers have not completely provided character-building values in the fairy-tale appreciation materials.

Abstract
The palaces in Cirebon has been established since the 13th century, and still show its existence until now. Then ancient customs and traditions are still practiced until today. The palaces are located along the Java Sea cost and facing northward, which becomes the position maintained by the three palaces. The position of the tombs of the kings is located on Mount Sembung is the north part of the three palaces. There are sacred spaces scattered in various locations outside also within the palace. The sacrality of space and the findings of previous studies show that Palaces in Cirebon have the cosmology perspective within its spatial system. Thus, the aim of this paper is to describe cosmological exploration of the Cirebon palaces. The approach taken is a qualitative method from the findings of previous studies, especially those related to the space system that is formed. Then a dialogue on cosmological theory was conducted. The result of this study is the findings of cosmological results from the location and position of the palaces in Cirebon. The results are expected to give consideration to spatial policy especially for the development of the space in Cirebon.

Abstract
Early Childhood Education Teachers in Indonesia still have below average standards, one of which is the standard of educators, most of the PAUD teachers in Indonesia are still high school graduates. The conditions above, of course, affect the quality of learning, so that not a few applications in the field of learning many “malpractice”. The aim of this study is to improve teacher teaching competencies through training activities. The results of the preliminary study found several problems, including the teaching techniques of teachers which were still low or limited. The Efforts to fix the above problem starts with teaching basic skills training are questioning skills, provide reinforcement, explaining, managing a classroom, creating variations, open and close the lesson. The results of increased training in teaching competency development have progressed by 23.14%, increasing from 40.79% (pre-test) to 70.43% (post-test). The implication of this activity is that the participants are expected to be able to apply the teaching skills they have acquired at the same time they can teach their fellow teachers who did not participate in the training

Abstract
Management of the Kamojang nature reserve is currently experiencing many obstacles and causing problems. Problems and pressures that occur in the nature reserve area include three elements, namely; Small economic elements, exploitation elements and recreation elements. This study aims to find a communication model that occurs between actors in maintaining and preserving the Kamojang nature reserve area. The Theory of Information Systems for Communicating Environment and collaborative process theory are the references of this study. Qualitative research methods are used to analyze data supplemented with in-depth interviews and focus group discussions as data collection techniques. Based on the results of the study, it can be concluded that in applying the appropriate communication model to be applied in the management of nature reserves, is to use a collaborative communication model between environmental actors including the Ministry of Environment and Forestry, The Natural Resources Conservation Agency as the manager of the Kamojang Nature Reserve, Pertamina Geothermal as a company that utilizes environmental services, environmental activists and the community, so that communication can be established effectively. The results also show that communication cohesiveness can be realized when the Ministry of Environment and Forestry opens space for dialogue with the community, forms collaborative work teams, conducts deliberations and provides access for the public to contribute to conservation of conservation areas.

Abstract
Kembaliin is a mobile application specifically designed to assist urban communities in solving problems of lost and founds items scattered in public places online in the form of mobile applications. The design model of the application positions itself as an intermediary media that becomes a liaison in facilitating for information exchange between the lost (victim) and the party that finds (the helper). In addition to designing aspects of effectiveness and functionality, a communication strategy that is appropriate to the target user is needed to be able to invite people to change their behavior with the presence of new media, and to built habit-forming to use the application. The method used in this research is descriptive method with a qualitative approach. This study describes the practice of communication strategies consisting of three main essences, namely implementation strategies, support strategies and integration strategies that will frame the practice of communication strategies with several quality standards. In addition to forming user habits, this study describes the application of the method of a cycle model known as the Hooked Model. The results of this study will focus on the elaboration of the communication strategy that is applied to the "kembaliin" application design model.

Abstract
The marketing communication strategy is one of the first steps in introducing the product to consumers in order to get a lot of profit from the business. Based on data from the Department of Industry, Trade and SMEs of West Java in 2017, the number of leather businesses in West Java are 817. The purpose of this study was: to recognize the internal and external factors influencing online marketing communication of leather bag crafts in West Java and to analyze online marketing communication strategies through social media on leather bag craft products in West Java. The research method used was SWOT analysis. Based on the results of the SWOT quadrant analysis, SMEs in the West Java Leather Bag were found on Map of Quadrant III. Quadrant III illustrated that the organization experienced some weaknesses in various ways (internal) so that profitable opportunity was difficult to achieve. For this reason, the right strategy to use is the alternative of strategy 3, those which are consolidation, improvement, changing perspective and elimination the causes of problems so that threats can be avoided with a value of (-0.512, 0.317).

Abstract
The preliminary observations in 2018 that the authors found in the field showed that the Rupat Sub-district community had difficulties in obtaining information and administering correspondence, especially the management of E-ID cards from the government represented by UPTD officers. This study aims to determine the communication strategy of UPTD Bengkalis District in conveying information on the assessment of E-KTP to the public. The results showed that as a communicator, the UPTD was appointed by DISDUKCAPIL, Bengkalis Regency, which consisted of people who had high commitment and integrity to serve the community. UPTD officers in Rupat Subdistrict were 3 people. In terms of methods, the UPTD of Rupat District uses the Word Of Mouth (WOM) method in conveying information on E-KTP that is needed by the community informally in coffee shops, daily warungs or locations where community gatherings are located. To achieve information in coffee shops usually in the morning, afternoon, and evening because at that time the coffee shop was quite crowded with people. Submission of information in daily stalls usually only occurs in the morning according to the time mothers shop for daily needs. Whereas the other locations where the community gather, including volleyball courts, patrol posts and mosques are also adjusted to the community gathering time.
