Abstract
Humans are the most important resource in an organization, agency or company, without human aspects, it is difficult for the organization to carry out the mission and objectives that have been set. It can be said that if there are no human factors then the organization concerned is also not there because of the actors or objects to be addressed by an organization. Along with the awareness that public relations play a very important role in building the image of the organization, the existence of public relations is a need that must be prioritized. Management in carrying out its functions and duties needs to consider and decide in terms of recruiting HR (Human Resources) with a competent capacity in the field of public relations and equipped with adequate facilities and infrastructure. This research is intended to find out the role of Public Relations HR at the Jakarta Arts Center Planetarium and Observatory. The role of public relations in carrying out its functions more effectively, efficiently, and on target, requires appropriate communication and publication strategies oriented to the formation of public opinion. The role of Public Relations includes (1) Communication technicians (2) Expert Prescriber (3) Facilitator Communication and (4) Problem Solving Facilitator. Professionalism in public relations is the main key in carrying out their duties, therefore competency standards are needed for anyone assigned to that position as a good work culture. This study uses the positivistic paradigm, a descriptive method with a qualitative approach. The method used is the method of observation and in-depth interviews with the Public Relations Planetarium and Observatory and with visitors to the Planetarium and Observatory. In carrying out these four roles there is a dominant but there are also those who have not. There are two dominant roles, namely; The role as a Communication Facilitator is a fairly dominant role that is carried out in the delivery of information to the Community by using the Website that responds the longest, namely 2x24 hours, Facebook in collaboration with several astronomical communities and good direct delivery posted at the Planetarium entrance. The second role is quite dominant, namely as a Problem Solving Facilitator where the Planetarium overcomes problems that occur in a way that is quite effective.

Abstract
During fetal ovarian development, the stroma penetrates and expands in the developing ovary and might play a role in the formation of ovigerous cords, follicles, and the ovarian surface epithelium. Pertubation of stromal development might lead to some reproductive diseases such as Polycystic Ovary Syndrome (PCOS). PCOS is a multifactorial reproductive and metabolic endocrine disorder with increased ovarian stroma. Recent genotyping studies have discovered susceptibility loci containing candidate genes for PCOS. However, little is known about their expression patterns and interactions during ovarian development. Using bovine ovaries (n=27) due to their histological similarity to human ovaries, we investigated stromal behaviour morphometrically in the ovarian cortex and the expression of these candidate genes throughout gestation. The stromal proportion and stromal total volume in the cortex significantly increased (P < 0.05) throughout gestation. Except SUMO1P1, all candidate genes were expressed in fetal ovaries. The expression of GATA4, HMGA2, TOX3, DENND1A1 and FBN3 was initially high and decreased at about the end of the first trimester, whilst FSHR and INSR, increased from around the second trimester. Those genes were strongly correlated with gestational age. LHCGR expression was high in the first trimester, decreased to its lowest by 130 days of gestation, and then sharply increased until the end of gestation. The expression of the remaining genes was not correlated with gestational age. FBN3, HMGA2 and TOX3 expression decreased significantly during follicle formation in the fetal ovary. Collectively, GATA4, HMGA2, TOX3, LHCGR (before 150 days) and FBN3 were abundantly expressed and positively correlated with each other during early development when the cortical stromal expansion peaked, while FSHR, AMH, INSR, AR and TGFB1I1 were expressed during folliculogenesis and negatively correlated with the early expressed genes. Dysregulation of these genes during gestation might cause the PCOS phenotype later in life.

Abstract
The IoT is gaining increasing attention. The overall aim is to interconnect the physical with the digital world. Therefore, the physical world is measured by sensors and translated into processible data, and data has to be translated into commands to be executed by actuators. Three important factors propelling the IoT forward are sensing nodes, embedded processing, and communication. This transformation is acompanied with the emergence of cloud computing capabilities supported by an increase in storage capacity, high end processing, and Machine to Machine (M2M) communication for data transport with security. With cloud computing technology, data will be stored and accessed anywhere needed with a support of powerful computing performance, efficient storage infrastructure for heterogeneous systems and software which configures and controls these different devices. The Machine to Machine (M2M) communication technology is needed, because the massive explosion of online services, further inspired by the smartphone and handheld revolution, which made these services highly accessible, has created a demand to leverage technology. In this paper, a brief introduction aquaponics farming system is given and the IoT with cloud storage and M2M communication is explained. This will also benefit the IoT in its ease of use in day-to-day life and believe to be future in this area which is getting ready for its revolution.

Abstract
Indonesia is a state law that has become an important postulate contained in the constitutional text of the Constitution 1945 of the Republic of Indonesia. That means that Indonesia is committed to state law as an idealized ideology that should always be pursued and / or consistently enforced. This confirms that Indonesia wants law as commander or front guard in solving all problems of life in society, nation and state. Therefore, the position of the constitution in a state law is not only confirms its existence as the basis of the state, but also legitimize the constitution as the highest law strata. Even more than that, the constitution guarantees the rights of citizens, including fulfillment and/or implementation of democratic rights of every citizen. Therefore, normatively Indonesia has a strong fundamental commitment and consensus to develop a state law. That is why the term state law is then "put in" in the Indonesian constitution: as stipulated in Article 1 paragraph 3 of the Constitution 1945 of the Republic of Indonesia which reads "The State of Indonesia is a State Law." After barely practicing for thirty-two years during the authoritarian New Order government, the concept of the "constitutional law" is reiterated in which the constitution was the result of political, economic, social and cultural conditions when the constitution is constructed. The need to realize the constitutional mandate is certainly inseparable from the absence of democratic government efforts in the New Order era. The need for Constitution existence is getting bigger after the post-reformation has taken place over two decades. Thus, as a country that had practiced absolute power for more than three decades and the last two decades has developed a system with strong oversight of the implementation of power based on constitutional ideas, it is an effort to prevent the distributed power from becoming absolutism. It is because, in essence, the function of the constitution is to limit the power of the government in order to realize democratic governance.

Abstract
The results of the studies carried out on the effect of varying the precursor concentration and annealed substrate on the crystal structure, electronic and optical properties of ZnO thin film synthesized are presented in this article. An aqueous solution of Acid Nitrite was used as precursors and its concentration was varied from 0.1 M to 0.4 M. The ZnO thin film was deposited on the glass substrate by Spray Pyrolysis Deposition and annealed with different temperature from 300 oC to 600 oC. The crystal structure, electronic and optical properties were investigated by x-ray diffraction and UV-Spectrometer. Whereas, the surface morphology and the grain size of the thin films were investigated by SEM. Particles with sizes ranging between 21.83 to 43.67 nm were synthesized by varying the precursor concentrations and varying annealed substrate temperature. It showed that concentration of the precursor had slightly impact to the particle size. However, the increase in particle size with increasing annealed temperature is found to be gradual. Particle sizes calculated from the X Ray diffraction studies of the samples using Scherrer formula were found to agree fairly well with those estimated from band gap values. The average transparent of all thin film was more than 75%. The band gap of the ZnO thin films were estimated by Tauc Plot Relation. It showed that the band gap values were increased with the increasing of precursor concentration due to Burstein-Moss Effect. In addition, the decrease in band gap values was found with increasing annealed temperature. Our results demonstrated that the varying precursor concentration and annealed substrate temperature can enhance the structure, electronic and the optical properties of ZnO thin films.

Abstract
The catalytic reaction is a heterogeneous process that involved gas and solid phases. To figure out the effects of changing the direction flow in alternating-Reverse Flow Reactor (RFR), the performance analysis on catalytic reaction rate must be considered the effect of interparticle diffusion. RFR is a fixed bed reactor where the direction flow was changed based time periodic. The dynamics flow caused the tortuosity behaves dynamically. It affected interparticle diffusion and eventually influenced the reaction rate. To interpret the influences of interparticle diffusion to reaction rate, it is approached by the effectiveness factors. The procedure was used to estimate the effectiveness factors by reaction rate simulation model, where the barrier of interparticle diffusion was considered in any point of reactor without numerical integration of diffusion equations in the pellet. The equation model was solved by software FlexPDE version 6, where arising of the direction flow was resolved by spatial measurements. The conversion of reaction from simulation method was compared by experimental data. The main parameter that contributed of simulation rate is effectiveness factor. The results indicated that the reverse flow operation in the fixed bed reactor produced the effectiveness factor that behaved dynamic. In particular, it can improve the performance of reactor if it is compared by steady-state conditions. The mathematical model that describes the dynamics of the oxidation of methane in RFR has been well validated
