Abstract
The efforts of bureaucratic reform carried out by the Ministry of Foreign Affairs (MoFA) of the Republic of Indonesia are a response to the development of global dynamics and public demands for transparency and accountability. MoFA is required to have strong organizational capabilities, implement strategies effectively, and have highly competent human resources. The purpose of this study is to determine the extent of BSC implementation that has been carried out by the MoFA and what strategic aspects need to be improved. The literature study conducted on performance documents shows that BSC has provided good results for measuring the performance of the MoFA. This system causes major changes to the performance management paradigm to be clearer, more measurable and directed. However, in its implementation, several strategic aspects need to be improved, among others: (1) leadership and involvement of leaders in formulating planning and following up on performance evaluations; (2) commitment and participation of all elements of the MoFA in implementing bureaucratic reforms; (3) HR capacity and knowledge about performance management; and (4) knowledge management of organizational performance management.
