Abstract
Introduction: Since January 1, 2019, Indonesia has entered into an ongoing era of Universal Health Coverage. This success is considered an innovation in coverage, almost all people can now access available health services. In several districts/cities JKN/KIS membership has included 100 percent, as well as the Selayar Islands Regency which has received the 2018 Universal Health Coverage (UHC) Award for successfully covering 100% of the populations health insurance. The coverage of 100% of the population in the JKN/KIS membership is an encouraging thing. However, it cannot be interpreted that the basic rights of the population have been fulfilled in accessing quality health services, and financially protected. There are three dimensions of UHC that must be fulfilled; population coverage; service coverage; and financial protection. This means that the UHC award only meets one dimension, namely population coverage. Objectics : To study the prospective implementation of Universal Health Coverage, especially coastal communities in the Selayar Islands Regency to support the achievement of SDGs 2025. Mehtods: There are two focus groups (FGD) each of 12 participants, based on the geographical categories of their villages, namely coastal villages and island villages. FGD participants are generally fishermen or fishermens wives. In addition, in-depth interviews included 4 key informants and 10 other informants. Content analysis was used to analyze the phenomena found in this study. Findings: Demands for special transportation for emergency patients from island villages are the main issue to get adequate health care facilities. The availability of marine ambulances in the form of medium capacity boats, managed by the community, and easy to use is expected to increase access to quality health services. The complexity of the utilization and claims of ambulance services for patients who are less capable referrals, creates its own economic difficulties. The efforts to prevent disease at the district level have been in line with the goals of SDGs 2025. Likewise with promotive efforts such as Non-Smoking Areas (KTR), car-free days, mass sports, and morning gymnastics in schools, have been running well. The development of disease prevention efforts and village-based health promotion has not been initiated. Conclusions: Marine ambulance with moderate capacity and managed by local communities will make it easier to access health services, especially emergency patients. There has not yet been the development of innovative creative efforts in village-based prevention and health promotion.

Abstract
This literature review is about the role of cultural value towards Leader-member exchange (LMX) and Organizational Citizenship Behavior (OCB) of Bugis nurses that can help the researcher to understand nurse performance based on the culture. This literature review was compiled using the PRISMA method with stages 1) defining eligibility criteria; 2) identify sources of information; 3) selection of studies; 4) data collection process; 5) data selection. In the Google Scholar online database, 39 related articles were obtained and an assumption was obtained that culture value played a role in creating OCB and LMX in Bugis nurse. The culture values adopted by Bugis nurses, namely siri na passé, actively support the creation of OCB. Siri na passé, which is one of the concepts of Bugis culture, influences attitudes and behaviors, including interacting. Other literature also found that high LMX would also have a positive effect on OCB. A high LMX can be seen from the relationship of the superior-subordinates or ajjarang-joa which are very thick to the Bugis tribe, who have high loyalty to the superior. A form of high commitment to the head can motivate employees to show high OCB behavior and be motivated to do work that has better quality than expected.

Abstract
All-solid-state batteries are expected as the next generation secondary batteries for their higher energy density, in-flammable properties, and so on. In order to develop these batteries, there are several problems to improve. One of them is the lower ionic conductivities of the solid-state electrolyte. In order to improve the ionic conductivity, electronic states of the sulfide-based alkali-ion conducting solid-state electrolyte were calculated by the DV-Xα cluster method. The cluster models were constructed by the coordination number reported by experimental methods and the bond length estimated from the ionic radii of each ion. The movement of the Li ion was simulated by several model clusters with different positions of the moving ion. The relationship between ionic conductivity and the differential total bond overlap population (DBOP) of the moving ion was discussed for the sulfide-based solid-state electrolytes in the several different systems. In any cases, the smaller change of DBOP of the moving cations played an important role for the fast ion movement in the solid-state electrolytes. This bonding state of the moving cations is one of the characteristics of the electronic state in the sulfide-based solid-state electrolytes.

Abstract
The State Civil Apparatus Act confirms that civil servants must uphold the principle of neutrality. The principle of neutrality indicates that every ASN employee is impartial from any form of influence and does not take the interests of anyone. On the other hand, the climate of democracy provides individuals with ample scope for expression in online media, and political actors who are intensely campaigning for themselves through social media. ASN must maintain their behavior on social media to maintain the principle of neutrality. Social media can be a new window in seeing ASNs professionalism seen from the aspect of upholding the principle of bureaucratic neutrality. ASN is a unifying agent of the nation, so that enforcing bureaucratic impartiality is one of the keys to the establishment of bureaucratic reform in the future.

Abstract
The structure of NdFeO3 doped Yb using solid state reaction method have been investigated. In this paper, Nd1-xYbxFeO3 samples were synthesized by varying the molar ratio of Yb at x=0.01, x=0.05 and x=0.10, respectively. All samples then characterized using X-ray diffractometer to obtain their crystal structure and phase. The Rietveld refinement method that can be used in Rietica software was used to analyse lattice parameters of the samples. Result of X-ray diffraction shows the presence of Yb did not affect the crystal structure of NdFeO3. The Rietveld refinement process shows that all samples have a good refinement indicating by the value of χ2 ranging from 1.2 to 1.4 and the good visualization of graph between experimental and calculation pattern. Further analyses of lattice parameters results will be explained in this paper.

Abstract
In this work, we consider De Sitter expansion and decaying scalar field in cosmological model with combination of minimal and non-minimal coupling of scalar field from Horndeski theory. As a continuity of the previous work, after the background solution and condition obtained, we continue the analysis to the nonlinearity aspect of perturbations via the spectral index of the perturbations. Spectral index of the perturbations and tensor to-scalar ratio of these special cases give sign of inflation model.

Abstract
The scout activity is a non-formal education in the environments such as school and family. Generally it is held in the outdoors as a place which is attractive, challenging, creative, innovative and fun. Unfortunately, scout activity is sometimes viewed by a half of millenials as an out-of-date and boring activity. This kind of thinking is created because of the lack of understanding and knowledge. Whereas, a lot of materials introduced in scout activity give a role of forming positive characters. This activity even becomes a tool of developing one-s character. The making of “Pramuka Penggalang” concept design in digital game is an attempt in contributing an open mind for the millenials. The application of Tracy Fullerton-s theory in forming structural game marks 2 important elements, formal element and dramatic element. Abstract
Abstract: Nowadays, infectious diseases that reach a 70% increase in the number of cases in Indonesia are measles and rubella which are quite dangerous, because they can cause complications to death. Measles and Rubella are transmitted from the spread of susceptible viruses that occur in children aged 9 months to 15 years and pregnant women. The risk of measles and rubella transmission can be prevented through immunization. One area with a high number of cases of transmission of measles and rubella is Solok city, West Sumatra province, which has reached the level of emergency immunization status, but the issue of the content of illicit substances in the vaccine raises doubts and rejection from the community, so the achievement of immunization in Solok city is low and there was no decrease in the rate of transmission of measles and rubella in 2018, then a design was needed to provide information and awareness to the people of Solok city about the dangers of infectious diseases and the importance of immunization through the Measles Rubella vaccine that is lawful, safe and beneficial. Data obtained by conducting observations, interviews, questionnaires and literature. The results of data analysis will serve as the basis for designing social campaigns so as to facilitate access to information availability and provide awareness to the public in conducting measles and rubella immunization campaigns.
