Abstract
Abstract. The aim of this research is to identify the capacity of farmers who conduct profit-sharing partnerships with Hasanuddin University in the development of beef cattle to increase the utilization of existing resources, namely rice straw waste and livestock manure in order to have added value through processing technology innovations and can contribute to increasing business productivity. The study was conducted in Tanete Riaja District, Barru Regency. Determination of the location was carried out deliberately (purposive) with the consideration that in the area was the location of beef cattle breeding centers which were managed by Hasanuddin University together with the Regional Government of Barru Regency. Determination of farmers as proportional cluster random sampling respondents with the number of respondents as many as 39 farmers.Research data were collected by conducting a survey using data collection techniques, namely interviews using questionnaires, as well as in-depth interviews (indepth study) to several key informants. Data analysis is descriptive statistics using a frequency distribution table. The results showed that farmers (respondents) had known the technology of fermentation of rice straw waste and beef cattle waste. However, it turns out farmers do not know well about the technology. It can be seen that the number of farmers applying technology is still low.

Abstract
This study aims to analyze the institutional characteristics of farmer/livestcok groups consists of group binder aspects, and the groups function is in supporting institutional groups of farmers /livestock groups.. The research type used is quantitative descriptive by survey approach with qualitative research data types that are quantified based on Likert measurement scale.This research was conducted in Barru Sub-District, Barru Regency, South Sulawesi. Population in this study is all beef cattle farmers who are member of farmer/livestock groups in their area with beginner group ability class, advanced, intermediate, main. The number of research samples is 91 people. Data analysis used is descriptive statistics. The results showed that the institution of farmer/livestock groups in Barru District, Barru Regency viewed from the aspect of group institutional characteristics had not been able to support groups success in achieve the common goal because there were still many groups with higher class status but the activities carried out according to the institutional function of farmer/livestock groups is unfulfilled.

Abstract
The agricultural sector is one sector that has an important role in agricultural development in Indonesia. Agricultural development in Indonesia is seen as important from the overall development, because of the large natural resource potential Corn commodity is one of the agricultural sectors that has the potential in regional economic development. One of the problems of maize at the level of production and land area, the development of the selling price of farmers in the district also needs to be considered in order to increase production so that it can also increase its income. This study aims to determine the level of income of corn farmers. The study was conducted in Bulukumba Regency. The method used in this study uses the formula of cost, income and profit analysis. The results showed the average income received by corn farmers was Rp. 4,200,672.

Abstract
Seaweed is an important commodity for the Indonesian economy. The development of seaweed cultivation in South Sulawesi offers promising prospects. The length of the coastline reaches 1,937 Km. The area of marine aquaculture in South Sulawesi reaches 193,700 Ha and around 10% is utilized for the development of seaweed. Takalar Regency has the potential of marine fisheries natural resources. One of the potential marine resources that can improve the welfare of the Takalar district community is seaweed cultivation. The purpose of this study was to determine the cultivation business income, marketing includes (costs, margins, efficiency). Determination of the sample is done intentionally. This research uses a quantitative analysis method. The results of this study indicate that the seaweed cultivation business profits of Rp. 53,716,923 per year and Rp. 6,714,615 per cycle. The marketing institute consists of only 2 institutions namely Seaweed Farmers, Collector Traders. Marketing costs incurred in the amount of Rp. 221, - / Kg Marketing margin received by the collecting traders is Rp. 2275, - / kg. Marketing efficiency is considered efficient for collecting traders which is equal to 0.97.%.

Abstract
Rice is the main food source for most of the population in Maros District. Maros District is one of the rice producing district in South Sulawesi, but has experienced a very intensive conversion of agricultural land to infrastructure development compared to other District in the Province of South Sulawesi. This will lead to a decrease in production, which will have an impact on food security in the future. In addition to increasing the amount of rice production, an analysis of rice food requirements in Maros District is also needed. Therefore, research and projection on the production and consumption of rice in Maros District is needed in the future. With this projection, we can estimate the quantity of rice available in Maros District. This research aims to determine the estimated quantity of rice production and consumption in Maros district from 2019 to 2023. The data used in this research are secondary data, time series for the period 2007-2018. This research was a descriptive qualitative and quantitative research. Data processing in this research using software Minitab 17 and Microsoft Office Excel. The analysis showed that the development of production in Maros district from 2019 to 2023 has increased every year. The forecast result showed , maros district has a surplus of rice in 2019 as big as 247.395 ton up to 2020 as big as 284.168 ton. While rice consumption in Maros district in 2019 as big as 33.569 ton and 2023 as big as 32.106 ton.

Abstract
Seaweed is one of the leading commodities that has enormous potential supported by sea area of 5.8 million km2 with a total area of seaweed cultivation reaching 1.110.900 ha (LIPI, 2009). South Sulawesi Province became the main center of seaweed in Indonesia with the largest contribution (29%) in 2016, one of which was in the Takalar Regency. One type of kelp cultured in ponds is Glacilaria sp. Seaweed production is a strategic step at the level of crop development as it involves a high workload, a simple growing technology, a relatively short planting time of about 45 days (fast yield) and relatively cheap production costs. The growing demand for seaweed from year to year does not follow rising production volumes and fluctuating prices. The purpose of this study is to determine the description of the agrifood subsystem and to determine the productivity of the seaweed company Glacilaria sp. in the regency of Takalar. The design of the study uses qualitative and quantitative types of research. The number of samples used was 63 people. The results of this study are looking at the productivity of the seaweed cultivation of Glacilaria sp..The productivity in the Mappakasunggu District is 1,37 while the productivity in the Sanrobone District is 1,43. Good productivity, namely the use of inputs is less than the output results obtained, so that the income of fishermen cultivating seaweed Glacilaria sp. more increasing.

Abstract
Product quality is very important to create competitive strategies with other companies and to improve value add, extend product life and extend the reach of marketing. One of the fisheries processing activities in Bulukumba Regency is salt-boiled fish, but these business still pay less attention to sanitation and hygiene which results in low quality and durability of salt-boiled fish product. This research aims to analyze the strategy to strengthen the salt-boiled fish processing business in improving product quality. This research was conducted in salt-boiled fish POKLAHSAR (Processing and Marketing Group) business in Bulukumba Regency, South Sulawesi. The data were analyzed desctriptive qualitatively and quantitatively using SWOT analyses. The results of the research show that the Internal Factors Analysis Summary (IFAS) difference score was -0.35, while the External Factors Analysis Summary (EFAS) score was 1.60. This shows that the strengthening strategy is in quadrant III which means the company faces enormous market opportunities, but on the other hand faces some internal obstacles / weaknesses. The focus of this strategy is to minimize the companys internal problems so that it can create a better market (turn arround). The strategies that can be applied are to increase product quality through government-s policies such as GMP and SSOP training, to aplly sanitation and hygiene system to processing business and to manage the business finance well so it can increase the existing facilities and infrastructures by following technological development

Abstract
The purpose of this study is to describe and explain the existence of a panenmart company in the marketing communication process. The analytical method used is a qualitative descriptive analysis with a case study approach for the selection of research sites and identification of informants through in-depth interviews with key informants including: Chief Technology Officer (CEO), Chief Business Development Officer, Chief Operation Officer (COO), Chief Technology Officer (CTO), and Head of Content Digital Marketing and also 5 (five) employees involved in the marketing communication process. The results of this study enable the panenmart company to maintain its existence by using six (6) elements of marketing communication mix, namely: media advertising, direct marketing, sales promotion, personal selling, and interactive marketing.

Abstract
The purpose of this study is to analyze the process of empowering cocoa farmer groups. This study used a qualitative research approach. Sampling in this study was conducted purposively consisting of 50 cocoa farmers. The sample in this study is the cocoa farmers who participated in the empowerment of farmer group program conducted in Soppeng, South Sulawesi province. Data collection techniques are done by interview, observation and documentation study. Data were analyzed using qualitative descriptive analysis. The results showed that the process of empowering cocoa farmer groups in Soppeng District consisted of, (a) At the stage of awareness and formation of conscious behavior, farmers do not realize that empowerment programs can provide benefits for them; (b) In the ability transformation stage, farmers have not been able to absorb all the learning that has been given by the counselor; and (c) At the stage of increasing intellectual and skills, intellectual abilities and skills of farmers are not yet optimal.

Abstract
Potatoes (Solanum tuberosum L) is one of the horticultural commodities that gets priority for the development of diversified food consumption, so that potatoes are one of the most important food commodities in the world. One type of potato cultivated by Indonesian people is granola potatoes. In terms of cultivation, potatoes are more resistant to the pests or diseases. Granola potato is the one of vegetable commodities that has a prospective business opportunity, potato commodity is one of the leading commodities in the District Tombolo Pao. The method in this research is a qualitative and quantitative methods which includes: descriptive analysis, farming analysis, IFE and EFE matrix analysis, SWOT analysis. The results of analysis show that the condition of the potato agribusiness system in the District of Tombolo Pao is still not optimally, which is caused by not functioning upstream subsystems, where the subject of production facilities is still done individually which causes the lack of production inputs, namely the problem of granola potato seeds. In the farming subsystem, potato cultivation has provided benefits to farmers, so this farming is feasible to be developed. In the marketing subsystem, potatoes have been marketed to Borneo and Southeast Sulawesi. The prices are determined by collectors. In the downstream (processing) subsystem, not all of the processed potato entrepreneurs use potatoes as their raw material, which causes new potatoes to be sold in fresh products. In the service and support subsystems, supported by agricultural extension workers who accompany and provide information related to potato cultivation, but from supporting capital, farmers have not utilized credit provided by financial institutions because they still use private capital. Based on the identification of internal and external factors, various desires are obtained to always go forward and learn from farmer groups and the government.

Abstract
The purpose of this study is to describe the management forms of oil palm cultivation. The analytical method used is the descriptive analysis of Miles and Huberman, namely data reduction, data presentation, verification, and conclusion drawing. With the determination of informants on purpose, namely the farming community of Pasangkayu. To determine the sample, the authors used a sampling method with reasoned sampling in the Slovenian formula with a critical value of 10%. . The results of this study concern the management of oil palm cultivation, including the management of production.

Abstract
One of the competitiveness of cattle breeding business is determined by the cost of cattle produced. In the life cycle of cattle, one of the determining factors in breeding business resulting from artificial insemination (IB) is the age of calf that is from the mother to pregnant calf aged 6 months. Determination of the cost of production (HPP) for calf cattle for the peoples livestock business in general has not been done. Farmers consider the calculation of the cost of calf production is not yet important because cattle products sold in general are only mature animals such as going to brood stock or males and fattened males. Sales of calves are very rare or even if they are sold together with their mothers. In fact, livestock competitiveness is determined by the success in maintenance from pregnancy until the animal is mature. Therefore, it is important to calculate the basic cost of calf production to improve the competitiveness of the peoples cattle breeding business and at the same time increase the income of farmers. This study aims to determine the magnitude of the Production Price (HPP) of Calf Cattle produced by Artificial Insemination (IB) of Bali Cattle Business in Peoples Livestock. This research was conducted in May - June 2019 in Lempang Village, Tanete Riaja District, Barru Regency with a population of 75 breeders. The sampling technique was conducted purposively by researchers based on the criteria of farmers who have calves to produce a sample of 20 calf cattle breeders from artificial insemination (IB).Data analysis in determining the cost of goods manufactured (HPP) based on using the full costing method. The results showed the calculation of the cost of calf production using the full costing method of Rp. 6,750,000

Abstract
Abstract. Artificial insemination (AI) conducted not at the optimum time might cause the low conception rate in beef cattle kept under extensive and semi extensive condition. The aim of this research was to evaluate of the optimum time of artificial insemination which shows a high conception rate in Simmental cross cows kept under semi extensive condition. There were 75 Simmental cross cows kept under semi extensive by farmers at Bone District, South Sulawesi, Indonesia. They were divided into 3 groups of 25 cows. Group 1 (G1) was inseminated 12 h after the onset of estrus, Group 2 (G2) 24 h after the onset of estrus and Group 3 (G3) 36 h after the onset of estrus. All cows inseminated using Bali bull frozen semen by 1 inseminator. The cows which showed estrus after the AI were inseminated. The variables observed were Conception Rate (CR) and Service per conception (S/C). The significant different between group were analyzed by chi square analysis. Conception rate in G1 group was significantly (P<0.05) lower (56%) in compared to those in G2 (80%) and G3 (80%), respectively. Similar response was detected for S/C. Service per Conception in G1 group was significantly (P<0.05) higher (1.92) in compared to those in G2 (1.32) and G3 (1.38), respectively. It can be concluded that optimum time for artificial insemination in Simmental cross breed cows was 24 h after the onset of oestrus.

Abstract
Abstract. Skipjack tuna (Katsuwonus Pelamis) which was a type of fish not only a household consumption commodity in Indonesia, but also a superior commodity as an export from the fisheries sector in Indonesia. the research aims to determine the financial feasibility of the skipjack tuna catching use pole and line, and hand line fishing gear. This research was conducted in January to December 2018 in Luwu Regency and Sinjai Regency. The method used in this study is the survey research method. The data analysis used in this study is business feasibility analysis. In this study, descriptive analysis was used to describe three fishing unit businesses that carried out catches on the waters of the Bone Bay. Financial feasibility analysis including profit analysis, and investment analysis includes Net present value (NPV), Net benefit-cost ratio (Net B/C), and Internal rate of return (IRR). In one year the production of catching skipjack tuna in the waters of Bone Bay, the highest profit was found in fishing businesses use pole and line fishing gear of IDR 2,720,662,561. For fishing businesses use hand line gear get profit in one year of IDR 450,810,385. Abstract
Black soldier fly larvae or maggot (Hermetia illicens) is one type of insect that meets the requirements as alternative protein source of feed. The purpose of this research is to obtain high quality feed production. This research will be carried out in the Animal Husbandry Department of Unasman for the rearing and the nutrition analysis will be carried out in the Feed Chemistry Lab, Faculty of Animal Husbandry, UNHAS. This study was designed using a Completely Randomized Design (CRD) consisting of 5 and 3 replications. The treatments in this study are as follows: A0: 5 days, A1: 10 days, A2: 15 days, A3: 20 days, A4: 25 days. The results obtained are the rearing period that significantly affect the levels of dry matter, crude fat, and crude protein of black soldier fly maggot (Hermetia illucens) and doesn-t have significant effect on crude fibre levels. The rearing period of 25 days (A4) has the highest dry matter content that is 30.47%. Crude fat at 25 days rearing time (A4) is 34.09% significantly higher than A0 (22.09%), A1 (24.82%) and A2 (26.79%). Maggot with a rearing period of 20 days (A3) has the highest crude fibre content of the other treatments that is 10.50% and the lowest is A0 (9.07%) .The A0 (49.91%) treatment is significantly higher than A2, A3, and A4. The longer the rearing period of Hermetia illucens maggot, the level of dry matter, crude fat and crude fibre tends to increase. However, the crude protein decrease, although not significantly.

Abstract
This research aims to make progress in the area of parenting by building an online service system. This service integrates parenting information in the surrounding society. Services in the form of websites that can be opened by the public and contain information. The method used in this research is research and development with ADDIE type. The sample consisted of 50 lecturers, students, and parents. Trials are conducted with small trials as well as large trials onwards. The results of this study were carried out starting from the assessment of products and materials and then testing the service that was done. The feasibility assessment by material experts obtained a score of 93.18% with both criteria and categories Worthy. Eligibility assessment by media experts obtained a score of 93.75% with good criteria and feasible categories. Assessment of the feasibility of small group trials received a total score of 53.61% and large group trials received a total score of 68.56%. The implication of this research shows that digital parenting services help the public understand the parenting that will be applied to children.

Abstract
Breast milk has an important role in the first 1000 days of life. World Health Organization (WHO) recommends exclusive breastfeeding during the first 6 months of life and followed by breastfeeding accompanied with appropriate complementary foods up to the age of 2 years or more. Lack of knowledge about how to breastfeed, facilities in public area, and support in the workplace cause optimal breastfeeding still become a challenge. This study aims to analyze the relationship between optimization breastfeeding in 1000 days of life with child growth development. The study was conducted with a descriptive qualitative method. The results show that there is a positive relationship between optimization breastfeeding with nutritional status, cognitive, motor skills, and psychology developments. This implies that the optimization of breastfeeding in the first 1000 days of life can successfully make better child growth and development breastfeeding must be facilitated even in public area and offices.

Abstract
This study aims at finding out the accuracy of applying the function-based TQA model in assessing the translation quality. This is a descriptive study taking 15 professional translators as the participants who were asked to translate a news item text from English into bahasa Indonesia. The data were collected using a Translog and were analyzed using a content analysis method. The results of data analysis indicate that the function-based TQA model is accurate in assessing the translation quality of professional translators. The results imply the possibility of reducing subjectivity and relativity in TQA. In addition, the results suggest further comprehensive and systematic study on how the function-based TQA model can reduce such problems in TQA.

Abstract
Background and Aims: Monitoring child growth plays an important role in detecting child-s growth abnormalities and monitoring child-s nutritional adequacy. This study aimed to measure the completeness of growth chart in maternal and child health book and evaluate cadres. Methods: This is a cross-sectional study conducted in three stunting villages in Lombok Tengah. We evaluated 59 cadres and nutritionists and 205 maternal and child books. Results: We found 100% of WHO growth charts, including weight for height/length, height/length for age, and head circumference for age graphs in maternal and child health books were not filled. Out of 59 participants, 23.7% was never participated in height/length measurement and only 13.6% did a head circumference measurement at least once. 94.9% never filled or plotted WHO curves in maternal and child health book with the most reasons are did not know how to fill (64.4%), and 28.8% did not know that the growth chart can be filled and plotted. Implication: Prior studies showed that routine child growth monitoring should be done especially for children younger than 2 years. We suggest that government should socialize more about the importance and the urgency about child growth and development awareness to all parents and healthcare practitioners.

Abstract
Lampung is one of the areas of civilization on the eastern tip of the island of Sumatra which holds a very diverse range of civilizations from prehistoric, Hindu-Buddhist, Islamic and colonial periods, one of which is ancient texts using European bark and paper media. In addition, Lampung is also the main gateway to the island of Sumatra from Java. Besides being known as a producer of black pepper also has its own cultural style, including having its own script and language. This is indicated by the discovery of various scripts with scripts and languages as well as studies on religion and history in the West Lampung and East Lampung regions. This paper aims to provide an overview and information on the variety of text sources in 2 (two) regions from the codicological aspect of the manuscript. This paper is the result of research conducted in March 2019. Found 26 (twenty-six) manuscripts with various characteristics of the codicological aspects. This is of course very interesting to reveal these manuscripts which certainly add to the knowledge and insight about the treasures of the manuscripts in the Lampung region. In fact, based on the contents of the text, shows that the influence of Islam is very thick and confirms that Islam entered the territory of West Lampung and East Lampung.

Abstract
Early childhood is the most critical time for positive intervention. Children-s development during this stage is strongly affected by their environment, and that effect continues to exert a strong influence on the rest of their lives. This article has a review over education programs in Jawa Timur Surabaya city by a organization it called Sinergi. It had been started by students of state university of Surabaya (UNESA) . They educate the kids who lives in slum area of Surabaya city known as kampung 1001 malam. The purpose of this program is to educate the children, the number of children whom attending the education program around 50 person and with different ages. the Sinergi volunteers use the simple ways to teach and planting hopes in the children hearts who are in their early childhood and growing up in the bad situation that has no edual access to educational opportunities. Challenges are facing: 1. uneducated parents and society. 2. Rude behaviour of parents with their children in public. 3. lack of donators and public support. Low family income is not the principal factor militating against the success of slum children in school. The manner of life into which they were born, the way in which they have been treated by adults, the kind of speech heard in the home, and the values, aspirations and personal habits of their elders are the main influences affecting the childs educability.

Abstract
This paper presents a study on the disaster risk reduction education (DRRE) through storytelling for preschool-aged children by the local storytellers- community in Lombok. The conceptual framework used is narrative inquiry through the three commonplaces of sociality, temporality and place (Conelly and Clandinin, 2006). By exploring a case study as methodology, this writing draws on the case of two storytellers who were actively demonstrating their skill for the aims of DRRE. The data was collected through the semi-structured interview and the analysis of storytelling video in their YouTube channel. The findings demonstrated that storytelling to improve disaster awareness shaped collaboratively through the three aspects of narrative inquiry. The way that story made, and its performance delivered depends on the children background, language and local values will act as valuable insight to further enrichment, together with the notion of using fun ways of delivering DRRE, namely, singing, props exploration and story-acting. Storytelling appears to be an effective technique to improve disaster awareness among young children. Thus, the mutual alliance between the government as the policymaker, the practitioners as those who engage in the practice and the academics as those who investigate the concepts, is expected.

Fathers- involvement in children education could give a positive feedback for both father and children. Participation of fathers in various children activities rise fathers- awareness about their valued towards their children (Anderson, Aller, Piercy, & Roggman, 2014). Fathers- participation could help children to have better literacy development and cognitive development (Bauman & Wasserman, 2010; Mathwasa & Okeke, 2016a). Fathers- involvement is linked to children socio-emotional and better academic functioning at school (Mathwasa & Okeke, 2016b). Various studies have found that there are various variables which could impact the father presence in their participation of children education activities, including: culture, income, working hours, and socioeconomic backgrounds (Bauman & Wasserman, 2010; Fathonah & Abidin, 2016; Ihmeideh, 2014). Female domination in children education setting limiting father to getting engage in their children-s education (Ihmeideh, 2014; Palm & Fagan, 2008). It is worth to consider for the future study to investigate how to engage fathers- participation in their children education in school-based and home-based activities. For instance, what kind of strategies that should be initiated by institution or educators at school which will be suited for father in Indonesia to getting fathers to become more involved in child development and learning process. In conclusion, studies found that father with young children have a positive attitude towards their children-s education. The domination of female presence in children education setting are limiting fathers to participate in child education. In addition, socio-culture, tradition, time limitation due to working hours, father-s income, and education background of father affect fathers- involvement in child education.

Abstract
The aim of this study was to scheme the communication skills performed by the principals in preschool. As the leader of the school, the ability to perform effective communication become essentials. A reflective action research was used by doing informal, semi-structured interviews to teachers and educational leaders i.e. principals and supervisors as well as extracting information from literature review. This research proposes the importance of adapting the proposed communication skills for ECCE leaders in order to build trust by gathering their point of view on the best way to communicate and do communication alignment with school goals and values which will support stakeholders- engagement at work in ECCE setting.

Abstract
This study aims to describe dendang saluang as one of the strategies to develop character of early childhood in Kawasan Saribu Rumah Gadang, Solok Selatan. This type of research is qualitative with an ethnographic approach. Analysis of the data used is the Spradley model. The research data was obtained by observation, documentation and interviews. Based on the results of the data analysis, dendang saluang is traditional sound art by parents and teacher when their child going to sleep or when the child is playing. There are two types of dendang saluang are dendang saluang with standard lyrics and singing with free lyrics. Character values that exist in dendang Saluang include religious, Honesty, Discipline, Tolerance, Confidence, mutual cooperation, Respect and courtesy, Responsibility, Hard Work, Leadership and justice, Creative, humble, dan caring for the environment.

Abstract
The awareness of sex education in Indonesia still weak. This concern can seen by the increasing of sexual abuse cases that occurred in the last 3 years. 70 cases in 2017, 149 cases in 2018, and till July of 2019 there were 78 cases of sexual abuse in children. The causes were the lack of control from adult, and sex education still considered as a taboo. This paper would like to analyze parents perspective about sex education and school efforts to implement sex education in Budi Mulia Dua Sedayu Kindergarten. The research uses the qualitative approach with indepth interview in examining data with the parents and teachers, observation, also the literature review. The result in this study reveals following: firstly, parents think that sex education is an important thing as preventive act to sexual abuse. Secondly, school has did the program with the explanation and active act in school. However, in the reality there are some problems that occurred like toilets that not divided by the gender, and adult that changes the child-s clothes on the open space. The implication of this study is to bring school and parents to know and develop more about their awareness about sex education.

Abstract
Growing body of evidence has found Early Childhood Education (ECE) gives longer-term beneficial effect on student-s cognitive ability. Unfortunately, in developing countries, and especially other low-resources environment, too few children have a privilege to attend ECE. Using INOVASI large-scale longitudinal datasets, this study presents the inequality issue of accessing ECE and its effect on student-s learning outcomes in Indonesia. The finding suggests that participation rate in ECE is significantly higher in more developed provinces. It is mainly dominated by students from better off economic background, and more well-educated and caring parents. The gap has been also revealed on student-s learning achievement in which children participating in ECE have substantially better outcomes compared to their counterpart. Students who did not enrol in ECE may lose almost two years of learning. This evidence suggests that the government needs to improve access to ECE and its quality particularly for less disadvantaged children in remote areas. Lack of concern on this issue will produce a wider inequality in education.

Abstract
Early childhood education is believed to play important roles not only in the life of young children, but also for a countrys development and hence the Indonesia government has attempted to developed integrated and holistic services from different sectors to optimize early childhood education in the country. Beneath the strategy, lies an idea that children possess certain rights that need to be fulfilled by the state, society, and family. This paper aims to examine the implementation of the holistic integrated approach of early childhood education and development in Indonesia or known as PAUD HI. Using document analysis and site visits that includes interviews with various stakeholders at eleven districts of five provinces in Indonesia, this paper would like to see some issues and possibilities when the policy is being adopted. The findings suggest that there are two main issues with regards to the implementation of the policy, namely the governance and the extent to which the policy can directly reach the children. However, the finding also suggests some best practices pertaining the implementation of the policy such as the policy as best implemented when there exists collaboration and coordination in the village level. This seems to suggest that the implementation of policy could be optimised when the approach is bottom up instead of top down. The finding calls for a better governance system, a more child -centred approach policy as well as the bottom up policy that takes into account people-s voices so that the policy is relevant with the need of the people.

Abstract
ABSTRACT Parents play vital roles in rearing the child-s learning and development especially in the digital era. It is indeed empirical for parents to employ good parenting mechanisms to encourage positive behaviour on the use of the internet among their children. Thus, this research sought to determine the parental mechanisms used by parents towards their children-s internet access. Qualitative research approach was used in the study. Informants were selected by purposive sampling method. Demographic profile was obtained from both parents- and children including the child-s activities and the parental mechanisms towards internet access using unstructured-interview guide. Fisher-s narrative paradigm and Woodworth-s SOR theory were adapted to further illustrate the study-s core concepts. Findings reveal that limiting, supervising, monitoring and orienting the children are the control mechanisms the parents observed in controlling their children-s internet access with the emphasis on the setting of specific time, day and duration for internet usage. Parents check the browsing history of the computer to check the websites their children often visit. It was also found that parents are most concerned on the bad influence that the internet might bring to the children supported by their frequent checking of the websites visited. Hence, parents towards their children are perceived to be as online worriers. Further research shall be conducted to quantify the mechanisms employed by parents and how these mechanisms affect the children with their internet usage.

Abstract
The soul of leadership must be possessed by everyone. In the context of early childhood education, leadership must also be owned by teachers and education professionals.
