Abstract
During the last decades, the authors recognized intention was the critical factor to encourage people in accepting and using a technology. However, using mobile applications to consume an online product or service is limited. In this paper, drawing on data from 1383 online transportation customers in Indonesia, the researcher conceptualize TAM as a multidimensional construct consisting of usefulness, ease of use and social influence, and perceived risk consisting of physical risk and psychological risk, and examine its impact on intention and behavior using mobile applications. Using partial least square-structural equation modeling (PLS-SEM), the researchers find that the there are significant relationships between TAM, physical risk, intention and behavior using mobile applications. Unfortunately, this study does not find the relationship between psychological risk and intention. This study also found that the influence of intention on behavior using mobile applications is dependent on perceived usefulness, perceived ease of use and perceived physical risk rather than perceived psychological risk, sex, age, income, experience and habits

Abstract
Abstract The State of the Republic of Indonesia is a legal state (rechstaat) where the principle of state law is to ensure the certainty, order and protection of the law aimed at obtaining the truth and not being a state based on power (machtstaat) or where power is subject to law. The development of the law in the life of the society requires legal certainty on the legal relationship of individuals and subjects of law. Law is one of the means that everybody needs to fill their lives, especially in the economic system that enters the era of globalization. The need is manifested in the form of clear legal products and has legal certainty and strict law enforcement action of law enforcement officials. The publics need for legal products as a written evidence tool in a courtesy proof resulted in every public lawsuit involving the parties to be included in a letter of law. If a particular article is made so as to be a means of proof, then the letter or article is called the act is a special writing made to be written evidence. The act as a written evidence tool in certain cases is a powerful evidence tool for parties bound thereto. It is clear that the authentic deed in society is a widespread public need in civil law as regulated by the KUHPerdata, especially on the need for written proof.

Abstract
Al2O3 nanoparticles have been synthesized by the hydrothermal method for heat transfer nanofluid as an alternative to new cooling fluid. Nanoparticles were synthesized using AlCl3 as a precursor and urea was used as a supporting agent. The hydrothermal process was carried out at 150oC for 17 hours. The hydrothermal product was dried and then calcined at 600oC for 1 hour. The resulting Al2O3 nanoparticles were analyzed using XRD, FTIR, and TEM. Nanofluids were prepared from these nanoparticles by dispersing them into water as a base fluid. Nanofluid characterization was carried out through Critical Heat Flux (CHF) measurements. According to the XRD data, the Al2O3 nanoparticles produced were gamma alumina with a crystallite size of 4.9 nm. FTIR data shows the presence of OH groups on the surface of the nanoparticles. Al2O3 nanofluids made were known to be stable with an average zeta potential of 50 mV. Compared to water, CHF enhancement of this nanofluid increased by 80%.

Abstract
The transfer of popular sovereignty to leaders or representatives of the people through election can actually takes place democratically. The actualization of the electoral principles as a whole in the process of electionis a determinant of whether an election in a country is established democratically or not. The portrait of the simultaneous election in 2019 which is full of cheating has spearheaded the face of Indonesian democracy. This phenomenon is an impact of theshifting in thebasis of democratic particularity in Indonesia after the amendments of UUD 1945. Deliberation and representation arethe democratic particularity basisin Indonesia. This system was adopted by the nations founding fathers from the system of choosing leaders in Islam, which was established in the state constitution of UUD 1945. After the amendment of UUD1945 in the Reformation Era,this system has been displaced by a system of liberal democracy practiced through a direct election system, resulting in disharmony in democratic practices on thebasis of democratic particularity in the Reformation Era. Restoring the basis of democratic particularityin Indonesia through amendmentof UUD 1945 is a solution for this problem. This research uses descriptive qualitative method and literature study of secondary data from several collection.

Abstract
Isometric exercise or resistance training are part of the activities that prove to give good impact in increasing muscle strength. Despite the repetitive isometric contraction of muscles in archery, there is a paucity in scientific evidence that describes the muscle strength in those receiving archery training. This study aimed to determine the differences in maximum force in selected groups of muscles representing the upper and lower body, between healthy youth with regular archery training and those without any background of resistance training. This study involves a comparison between 40 healthy male youths with archery training and 73 compatible youths who have not undergone any resistance exercise training. A case-control design was adopted and both groups were matched based on age, race, education level, income, time spent for weekly physical activities, and body composition. Muscles strength were assessed via JTech Commander Power Track MMT and the forces recorded in Pound-force (lbf), measuring to the nearest 0.1 lbf. Subjects with archery training showed higher mean of maximal force in muscle strength for all parameters assessed as compared to subjects in the control group. The significant differences (p < 0.05) are recorded in the muscle force in shoulder motions (abduction, adduction, flexion, and extension), elbow motion (extension), hip motions (abduction and adduction) and knee motion (extension) suggested that the muscle strength of the upper and lower body of youth involved in archery training was higher as compared to the control group. Training in archery has a significant impact on the muscle strengths of both the upper and lower body as shown in these youths. Therefore, serious attention should be given to this type of sport or training and be further promoted as a physical activity in the enhancement of health.

Abstract Keywords: Political change, Identity, legal framework The paper will focus on the current identity of Pesantren educational system. It has been the belief that the changing political circumstances have had a significant impact on the educational reform on Indonesian educational system, including legal framework for Pesantren (Islamic boarding school) educational system. In other words, within political change during president Jokowi regime opened a political opportunity for civil society group, to express their political, social and educational ideal more openly. This study indicates that in the president Jokowi era, the Indonesian government has made an effort to develop and pays more attention to pesantren educational system. By using to the cultural-intellectual history and the social constructionist perspective, it seems an educational system is not something taken for granted; it is constructed by certain political condition to develop the education system as an integral, reciprocal of the whole system which based on shared values. The implications of political condition are important because they contribute to construct legal framework and stability of educational performance of pesantren as an educational system.

Abstract
Public opinions and changes in public opinion is listed as part of external subsystem event that shapes the public policy process (Weible et.al, 2011). However, as an external event, public opinions alone will not be sufficient to lead to a policy change. Elite theory suggest that people are apathetic and ill-informed about public policy and that elites are those who shape mass opinion on policy questions rather than masses shape elite opinion (Dye, 2013). However, the onset of big data offers an immense opportunities for any citizen to voice their opinion. This can only mean that voicing opinion is no longer difficult task thanks to information & communication technology (ICT). This is resulted in the amount of public opinion that might have impact on policy changes. This paper aims at analyzing how public opinions through online petition informs or change public policies. Using data on online petition (mainly through change.org), this paper seek to understand how public opinion particularly on public affairs inform or change policy. From this analysis, conclusion can be drawn on whether the policy making process in Indonesia is significantly shaped by the masses (public) opinion or the elites opinions. The conclusion will reflect how strong big data in Indonesia is able to shaping policy making process (Dye, 2013). Considering the depth and the width of online petition through change.org, this paper will focus on online petition that falls under category of public affairs. Hence, it is most likely that the public opinions will interface with public complaints on public services. As argued by Mudacumura & Morcol (2014), public complaints are normally serve to monitor governments- service delivery, performance and to engage with public officials effectively. To provide stronger evidence on the role of public opinion, the result of the analysis of online petition will be compared to public complaints on public services found in other platforms such as LAPOR!, an online platform created for public complaints and aspirations channel in Indonesia. By comparing these two platforms, the paper will be able to identify whether public opinions or public complaint is better at informing policies.

Abstract
Public sectors across the globe are seeing a great pressure to innovate. It is however notorious that public sector organizations have deeply embedded culture of risk aversion (Riley, 2019). Compare to the private sector, the culture of risk aversion in public sector is the result of long-standing belief that -failure will not be tolerated- or zero tolerance for trial and error gone wrong (Reester, 2017). Other factors that inhibit public sector innovation are ranged from restrictive regulations, insufficient funding, lagging technology and limited vision by the leaders. On the other hand, transparency and accountability is paramount in public sectors. Prerequisite for this is the upheld ethics by all public sector actors. Therefore, horrifying public responses to failed innovation efforts makes it even harder for public sector to innovate. Working on the use of taxpayer money that needs to be justifiable and expected constantly is not an easy job. Nevertheless, without innovation, it will be almost impossible to fulfill the community needs and expectations. This paper aims at highlighting innovation by Indonesian public sectors particularly at local government level. In doing so, this paper will able to identify the aspect of innovation ecosystem in public sector – what are the significant factors that enable innovation thriving in Indonesian public sector. The second part of the paper will also discuss on how innovation being carried out without contradicting or violating the public ethics. As the result, this paper seek to understand how to strike the balance between ethics and innovation is carried out by public sector actors in Indonesia. Using survey to public officials in Indonesian local governments, the analysis of this paper benefit from rather wide range of public officials in Indonesia. Survey will be done for those local governments with innovation acknowledged by the ministry of administrative and Bureaucratic Reform of Indonesia. The result of the discussion will be recommendation on how to boost the development of innovation ecosystem while being very considerate to the public ethics upheld.

Today, technological developments have made information from any part of the world acceptable in seconds, across geographical boundaries, allowing interaction and strengthening of social relations to occur without having to be face to face, as if folding the dimensions of space and time. Stories can penetrate regional / geographical dimensions, countries, social groups, various social backgrounds, institutions, attributes and categories of individuals. Access to information that was so rapidly through television, radio, newspapers, the internet and social media brought the distance that had felt far becoming closer, especially with the development of mobile / smartphone technology. It also enhances the political campaign which use multiple digital platforms as instruments. This paper examines campaign strategies used by politicians on the 2019 Indonesian Presidential Elections. How social content developed by campaign stakeholders from both contenders to gain social masses of support. The content maintained by each dyadic relationship through social network and manifested in online platforms. The study uses Social Network Analysis as a frame of reference, specifically qualitative studies (Anthropology of Social Network) on both dimension (online and Offline / fieldwork study). Data gathered by an in-depth interview, focus group discussion, snowball technique and ego centric network model. Abstract
The idea of democracy is interpreted by many perspectives and ways for individuals and society. Indonesia is no exception, which is part of the world community. Various regions and communities in Indonesia have their own challenges in practicing democracy in the influence of globalization and the popularity of social media as citizen participation in various sectors, including social and economic sectors as an effort to overcome the digital divide and widening agreement between the rich and the poor. For the Baduy indigenous people in Banten with adat, the foundation of democracy is defined as justice, in the sense of opening opportunities to everyone, and also means autonomy or independence of the person concerned to regulate his life, according to what he wants. Even the role of women in the food security of the Baduy community has been expressed in a strong and very synergistic manner in welcoming and realizing Sustainable development goals, including in the era of globalization and media convergence.

Abstract
Salinity is an important conservative tracer in the ocean considered as a proxy to explain physical and chemical processes in the system (e.g. upwelling process and nutrient flux) controlling biological activities (e.g. primary production). Combining with temperature and chlorophyll-a (Chl-a), these three oceanographic parameters are important to reveal the water quality of a marine system supporting fishery. In a significantly large spatial scale system of ocean processes such as upwelling systems, the availability of spatial and temporal sea surface salinity (SSS), sea surface temperature (SST) and Chl-a data is essential to be used for this water quality purpose and is mostly sourced from remote sensing-based measurements. However, the satellite-derived SSS dataset (~4 to 9 years long) is not as temporally adequate as SST and Chl-a datasets (~3 decades long) thus, preventing a comprehensively spatio-temporal analysis of this water quality aspect. Since SSS can be approximated using satellite-derived ocean color products having the similar temporal length of datasets to the available SST and Chl-a datasets, predicted SSS can be produced from these ocean color products to fill the gap of the existing SSS dataset. Here, we estimated SSS from ocean color products of Aqua-MODIS satellite with a spatial resolution of 4 km by developing an empirical model. Ocean products used in this study were remote sensing reflectances (Rrs) at a range of blue (412, 433, 469 and 488 nm), green (531, 547 and 555 nm) and red wavelength (645, 667 and 678 nm). We also used absorption coefficients due to detritus material non-algae, Gelbstof and CDOM (ADG) at 443 nm and the absorption coefficient due to phytoplankton (APH) at 443 nm. We chose Banda Sea as our area of interest due to its large-scale upwelling system (~300 km x 300 km) providing an important ocean process related to fishery and the availability of in-situ salinity measurements in this location (i.e. CTD casts from series of R/V Baruna Jaya III, VII and VIII cruises and Argo floats), which a part of these datasets will be used to validate our empirical SSS model. As results, we found that ADG-using empirical model (polynomial regression order 5) produces the highest correlation to SSS with R2 of 0.940. The average of all Blue and Green Bands ratio of B/G (R2: 0.903), Blue Chromaticity [B/(B+G+R)] (R2: 0.917) and Green chromaticity [(G/(B+G+R)] (R2: 0.836) also show the similar result, while the rest ocean color products in our empirical model only produce weak correlation to SSS (R2<0.7). Due to its accuracy, ADG was selected as empirical model to estimate SSS. The root mean square error (RMSE) of this model was significantly small (0.130 psu). The predicted SSS using ADG is well validated to Argo floats (RMSE < 0.3 psu) and Aquarius satellite measuring SSS (RMSE: 0.15 psu). The accuracy of ADG-derived salinity at 443 nm indicates that this approach can be used to investigate upwelling process in

Abstract
The binary power plant is a geothermal power generation system used at low to medium temperature levels, water and steam from the reservoir are not in direct contact with the turbine. In this system, the heat generated from the reservoir is channeled to the secondary working fluid which has a lower boiling point than water using a heat exchanger. In this case, the Organic Rankine Cycle (ORC) is a suitable system for use in this condition. The ORC system can improve the performance and efficiency of binary power plants. However, in this system, the installation configuration of the ORC system model is an important factor that can affect system performance. The selection of an improper ORC design will reduce the thermal efficiency of the system, so it cannot utilize heat optimally. In this study, Engineering Equation Solution (EES) simulation program is used to run the system as in operation conditions. Comparative analysis using ORC, Regenerative ORC (RORC), and RORC with Internal Heat Exchanger (IHE). The results of this study indicate that RORC with IHE has the greatest value, both energy efficiency values (21.74%) and exergy efficiency (25.26%) and net power produced 5479 kW. It shows the addition of OFOH and IHE can increase energy efficiency, exergy, net power, and better performance and reduce energy degradation from the cycle.
