Abstract
The current position of the wage board is very strategic due to its recomendations by the governor and/or regent/mayor to set the wage in his region. The board of wage was formed based on the decree of the minister, governor and/or the regency/district in accordance with its position at the national level. The board of wage. The board of wage is a tripartite institution in the field ofwage whose membership conssist of government elements, labor union, and enterpreneurs. Those institution must be in the board of wage. Unions are a platform for worker to organize and fight for their rights. One of the fucntions of the Union is as one component that must be in the board of wage as contained in art 25 No.21 of 2000, said that the unions are entitled to establish institutions or doing something who related to improve the workers welfare/labour; the union is represented by one of the unions in the district/city for the board of wage, and and the union for the wage council in the provincial area. The existence of this union is very important in the organizational of the board of remuneration in decisive and determined the size of wages set. However, it can represent workers is no certainty due to the difference of UU No.21 of 2000 about Labor Union dan UU No.13 of 2003 about Labor Law. According to Law No. 21, there are trade unions formed within a company and outside the company, as well as Law No. 13 of 2003, but it is not explained which can represent workers in a tripartite institution whether there are only trade unions in a company or can also be in outside the company. The obscurity raises debate thus difficulty of forming a board of wage in some areas, including West Sumatera. This study uses a sociological juridical approach using library research dan interviews with the Union workers, Department of Manpower, and the Board of Wage of West Sumatera Province.

Abstract
The oil palm plantation sector is the largest investment in Siak Regency. However, with the fall in the price of palm oil, making farmers suffer losses in the management of plantation land. However, from the agricultural sector it is more profitable for farmers. For example, from the comparison of chilli prices of Rp. 45,000 per kg up to Rp. 80,000 per kg. while the price of oil palm is only a price range of Rp. 500 / kg up to Rp. 1,000 / kg. Seeing the above phenomenon, Siak Regency people flocked to switch investments from the plantation sector to the agricultural sector. This is also because the comparison of 1 (one) Ha (hectare) palm oil plantations with 1 (one) Ha (hectare) rice farming is more profitable for farmers in the agricultural sector.

Abstract
Abstract Dishonorable discharge as Pegawai Negeri Sipil (PNS) who perform criminal act of the office according to court with permanent legal force-s decision, had once again become a national issue of law during the entire year of 2018. The resolution of aforementioned issue have involved many relevant institutions such as BKN (National Civil Service Agency), Kemenpan RB (Ministry of Administrative and Bureaucratic Reform), Kemendagri (Ministry of Home Affairs), and KPK (Corruption Eradication Commission). After the publication of joint decision between Mendagri, Menpan RB, and chief of BKN (SKB Tiga Lembaga) which ordered Pejabat Pembina Kepegawaian (PPK) to hand down PTDH PNS (Dishonorable Discharge as Civil Servant) towards any PNS (Civil Servant) who performed criminal act of the office based on the decision by PBHT (Court with Permanent Legal Force), in 1st of August2019, which had been handed down to 1.906 PNS (88%) out of 2.357 PNS in active duty. The publication of SKB Tiga Lembaga (joint decision of three institutions), have caused controversy among scholars, practitioners, and law experts concerning the the interpretation of article 87 clause (4) letter b UU No. 5/2014 about Aparatur Sipil Negara (UU ASN). There are debates concerning the interpretation of law article 87 clause (4) letter b, implication of PTDH as PNS, and the status of PNS who had been reactivated by PPK (Staff Development Officer) before UU ASN (civil servant acts) was implemented. A variety of parties that felt like their rights were aggrieved had filed constitutional examination of article 87 of UU ASN to the Constitutional Court. Most civil servants that had been dishonorably discharged had also filed a lawsuit to Pengadilan Tata Usaha (PTUN) to receive legal certainty and justice. And yet unlike the controversy of SKB Tiga Lembaga-s publication, PTDH PNS in PTUN (State Administrative Court) was rarely investigated throughly. Even though the legal issues that appear in PTUN-s examination and verdict towards PTDH PNS verdict is far more fundamental and strategic in deciding the progress of indonesian administrative law, which already found its basis in UU No. 30/2014 about gvernment administration.

Abstract
One of the crucial SDGs goals is to strengthen an inclusive and peaceful society for sustainable development, provide access to justice for all, and build effective, accountable, and inclusive institutions at all levels. In Indonesia, the goal of the SDGs is to become one of the National MediumTerm Development Plan of 2015-2019 (RPJMN) targets that is to the realization of respect, protection, and fulfillment of human rights. The fulfillment of human right is shown by the increased handling of complaints of human rights violations. This paper explains the importance of protecting the rights of indigenous peoples as part of fulfilling SDGs- demands in the human rights sector, especially through the constitutional review (review act against the constitution) by the Constitutional Court. However, regulations related to SDGs in Indonesia have not provided a clear place for the Constitutional Court through constitutional review to take an active role in realizing SDGs. Likewise, several violations of the rights of indigenous peoples which have been resolved through constitutional review, various obstacles are still found related to the implementation of the Constitutional Courts decisions regarding this matter. Therefore, this paper recommends that constitutional review should be used as a juridical instrument to achieve the goals and objectives of the SDGs. Also, the Constitutional Courts decisions need to be used as a reference in harmonizing the laws and regulations in Indonesia, particularly related to protecting the rights of indigenous peoples, as part of efforts to realize SDGs in Indonesia.

Abstract
The utilization of renewable energy in transportation has been a trend nowadays. In electric vehicles, for example, the battery pack has become the main energy source to supply the motor. As the main energy source for the vehicles, the management of the battery system becomes important to ensure the availability of the battery. The failure in managing the battery will cause some losses. In order to overcome the problem, various studies in determining the State of Charge (SoC) and State of Health (SoH) of the battery are done. The researchers continue to develop the algorithm that can accurately estimate the SoC and SoH. In this study, the SoC and SoH of the battery are estimated using Dual Extended Kalman Filter that is improved by adding the corrected value of the current. The corrected current will improve the accuracy of the SoC and SoH estimation. The obtained results show the improvement of the accuracy.

Abstract
Melanoma is one of the most aggressive types of cancer. Showing a remarkable surge in the last 50 years, melanoma has been projected to be continuously rising in the future. Therapy for advanced type melanoma still becomes a challenge due to low response rate and survival in 10 years. Interestingly, connected with the survival, several epidemiological and preclinical studies had reported that vitamin D deficiency had an association with the progression in several cancer types. Feldman et al 2014 had reported, both in vivo and in vitro studies revealed antiproliferative, antiangiogenic, apoptosis, and differentiation induction effects of calcitriol in various types of cancers. Unfortunately, the study about the calcitriol (1,25(OH)2D3) effects toward melanoma is still limited and its mechanism remains unclear. In the present study, by utilizing B16-F10 melanoma cell line, we elaborate calcitriol antiproliferative effect using MTS Assay in a dose-dependent manner for 24 hours and potential calcitriol-induced apoptosis signaling pathway using Western Blot. We had observed that calcitriol may inhibit melanoma cell proliferation in IC50 of 93.8 ppm lead to the induction of apoptosis-related proteins such as caspase-3, caspase-9, poly (ADP-ribose) polymerases (PARP), mTOR, and HIF1α. These calcitriol-s effects reflect its potential capability as potent adjuvant therapy for melanoma. Taken together, calcitriol inhibited cell proliferation and induced cell death in B16-F10 cell. Thus, showed its potential to be adjuvant therapy for treating melanoma.

Abstract
Emergencies can occur anytime, anywhere, and to anyone. The local government offers an application called "Panic Button" as a solution to these problems. This application aims to help people who experience or see emergency conditions so that they can be followed up by the authorities. However, this application has not been targeted at disability users. The procedure for using this application still has weaknesses that make it difficult for users with hearing loss, especially when an emergency event is confirmed. Normally, emergency event confirmation uses telephone calls to the incident reporter (user). This confirmation method is a big problem for those users with disabilities to be able to confirm the details of emergency events. In this research, a user interface re-design was carried out at the application interface to be able to accommodate the needs of users. The interaction re-design is built using the User-Centered Design (UCD) method to produce a design that matches the users characteristics and limitations. The resulting prototype was evaluated using the USE Questionnaire method and results in a usability value of 87% with a very good category after the 3rd iteration. These results indicate that the results of the re-design that have been done are quite easy to learn and use by users.

Abstract
A maritime inventory routing problem (MIRP) or sometimes referred to as inventory ship routing problem (ISRP) is a tactical planning problem where the ship operator has the responsibility not only for the ship routing and scheduling, but also for the inventory management at one or both ends of the sailing points. Generally, this problem is most often encountered by actors in the industrial shipping segment who transport large quantities of dry or liquid bulk cargoes from several production ports to several consumption ones over a given planning horizon. The bulk products are usually stored as inventories, which levels have to be maintained within certain limits, at or near the production (loading) and consumption (unloading) port. This paper developed a model for assigning a heterogeneous fleet of ships engaged in shipping of multiple liquid bulk products which cannot be mixed for finding a minimum cost routing. We assumed that the ships have multi-undedicated compartments to keep the products separately. The challenging thing in this model is that we considered the allocation of the products into compartments which has been treated so far as a separate planning problem. This stowage onboard the ships is important because it will affect the ship stability and strength. Haphazard stowage will cause ship structural damage because of improper cargo distribution and loss or reduction of stability during a shipping. This model is formulated as mixed-integer linear programming (MILP) model. Several problem instances are randomly generated and solved using LINGO 11.0. The results illuminate that we should develop a heuristics-based approach in order to solve larger instances of the model.

Abstract
E-catalog is a marketing media that aims to make it easier for consumers to get information about a product, including the type of product, the shape of the product even the price of the product. One of the official motor dealer in Indonesia has a Spare Parts e-catalog. Unfortunately, this application still has problems with the user interface, so it makes the user hard to get the information they need. This also strengthened by the low usability test results using the USE Questionnaire. The observation also showed that the image of the spare part is unclear so that makes it difficult for users to get the information and imagine the original shape of the spare part. The low usability results also indicate that this application is still difficult to use, difficult to learn and unsatisfactory for consumers. Based on those problems, a redesign of the user interface is required to assist users in obtaining the required spare part information. Appropriate technology for visualizing spare part images in more detail is Augmented Reality (AR). The re-designed user interface has built using The Goal-Directed Design (GDD) method for accommodate on achieving the goals of the user and the dealer. The prototype then evaluated by USE Questionnaire, and the usability value increased to 84%. This result indicate that the re-designed user interface of the application can facilitate the user in finding the information needed with easier way and satisfying.

Abstract
Carbon dioxide contributed great amount of Green House Gas (GHG) emission. Solid adsorption is one of the way to ease carbon dioxide emission. The effectiveness of CO2 adsorption by solid K2CO3/rice husk in fixed bed column by evaluated adsorption capacity, breakpoint time and length of effective bed height/HB were investigated. K2CO3 used as adsorbent and rice husk as support. The K2CO3 adsorption occurred at fixed bed column under mild condition. The CO2 inlet and outlet concentration were analysed by acid-base titration. The highest adsorption capacity by K2CO3/rice husk is 0.2 mmol/g adsorbent at CO2 inlet flow rate 28 LPM with 50 gr K2CO3. Meanwhile, the highest breakpoint time is 685.5 second which at CO2 flow rate 15.9 LPM and K2CO3 adsorbent 50 gr. Perhaps, variation of CO2 flow rate and amount of adsorbent do not affect CO2 adsorption capacity significantly.

Abstract
Concrete are brittle material is generally consists of many micro cracks which are potential sources of crack propagation that lead to the possibility of catastrophic failure (rapid or catastrophically) resulting in fracture of the concrete structure under service load. The relationship of fracture energy with material properties has not been clearly identified, with most studies showing insensitivity relative to the water-cement ratio where cracks in concrete propagate particularly along the cement-aggregate interface. This study was an experiment on the effect of water-cement ratio on fracture energy based on RILEM method with several tests such as compressive strength, modulus elasticity and flexural strength. Fracture energy was measured through a three-point-bending test of notched concrete beams. The configuration of the beams was 20x10x120 cm with the ratio of notch to depth was 0.25 and the loading rate was 0.05 mm/min. The testing controlled by midspan deflection which produced a load-displacement curve. Concrete mixtures contain crushed aggregate with maximum sizes of 19 mm are tested at ages 28 days and have water-cementitious (w/cm) ratios are 0.30, 0.40 and 0.6. The correlation between fracture energy and water-cement ratio are characterized by the fracture energy does not increase while the compressive strength is increase. This can be seen when concrete which contains a lower water-cement ratio (0.3) tends to have a rather high compressive strength but decreased the fracture energy.
