Abstract
Dissemination of information in urban areas requires a separate strategy and approach, because people in urban areas generally have diverse characteristics and information needs. In addition, issues in each region are also relatively dynamic, with different priority problem solving scales. The flow of information and communication of urban communities for dissemination and access to information on government programs, need an interactive and a collaborative patterns of both parties. The existence of the Community Information Group (KIM) in urban areas in Indonesia, is a facilitator between the government and citizens. For example, in the city of Bandung in Indonesia, various activities are carried out by KIM, which is referred to as "ADINDA", which stands for: Access to Information, Discussion, Implementation, Networking, Dissemination and Advocacy of Aspirations. All of these activities require the competence of science and communication skills of the fasilitator, especially the skill of managing creative messages and the skill of optimally utilizing media. The facts, show that the majority of KIM administrators and also facilitators do not yet have sufficient theoretical and practical communication competencies, thus requiring empowerment in through communication training. Empowerment has been carried out through training utilizing communication media such as photos, videos, graphics and other applications on smartphones, as the main instrument used by KIM. Moreover using discussion methods, simulations and practices through the relevant communication laboratory facilities and infrastructure. Based on evaluations using pretest and posttest, quantitatively and qualitatively or observation, the results of empowerment activities indicate that there are an increase in the knowledge and skills of KIM administrators and facilitators in the use of communication media and smartphone usage. This means that the use of appropriate methods, media and training materials can optimize the role of communication in information dissemination. Optimizing the role of KIM communication in urban communities through the use of smartphone media can be done through appropriate training and empowerment activities.

Abstract
In studying the exponent equation, high school students are confronted with the concept of exponent equations and applications in doing exercises on exponent equations. This is also reflected in the textbooks students use. Remembering books is an important factor in learning. So, what about the state of the textbook that contains the material exponential equations? The book used in this study is a student textbook that can be downloaded at bse.kemdikbud.go.id. To find out the state of the textbook, researchers will use the theory of praxiological organization. In analyzing the textbook, the researcher uses a reference epistemological model which is then compared with the praxeological organization in the textbook. Although this research is limited to praxeological analysis and does not consider the existing curriculum. However, it is hoped that this research can describe the state of the textbook. The results of this study indicate that in the theory of exponent equations in textbooks are not given a detailed explanation why and how a formula can be obtained. Also, in practice the questions only contain application problems from the formulas that have been provided, not problems that are related to the theory of exponent equations. From the results of the research it is expected that the teacher as a mediator between students and textbooks can provide explanations or additional links with questions that are not in the textbooks.

Abstract
Internet users in Indonesia reached 171.17 million in 2019. Data on Spring 2014 Global Attitudes mentioned that in developing countries the impact of the internet has given bad influence. It rompted the Indonesian Broadcasting Commission (KPI) to supervise the internet. However, it received disagreement from part of community by delivering the petition to reject KPI plan through www.change.org. This research aims to find out the pros and cons of KPI in supervising Netflix and Youtube content. The study used critical discourse analysis. The results revealed the polemic due to differences in interpreting the Broadcasting Law 32 of 2002, especially regarding other media whether it includes the internet or not; whether Netflix and Youtube are included television broadcasting or video on demand (VOD) cable television identification; or whether KPI has been given the authority to supervise them. In the context perspective, KPI conveyed that the discourse was in line with the phenomenon where the creativity of internet users increased and television programs quality were below the standard. KPI should convey these issues to the Indonesian Parliament. The KPI supervision must have clear legal basis first, and do not obstruct internet users- creativity.

Abstract
The area of West Java is inseparable from the possibility of disasters. In the Public Daily Mind, it was conveyed that, the vigilance of the citizens of the city of Bandung (in particular) facing the earthquake must continue to be trained. The KSR UNISBA, or PMI Voluntary Corps unit of UNISBA is an organization engaged in the field of humanity, in the form of First Aid Services in Accidents (P3K) and medical health. However, in reality in a catastrophic situation, which is not only faced by medical problems, the reaction of the survivors also appears psychologically, such as anger, sadness, fear, silence, and various things that are reasonable in a crisis situation. The target in this training is to increase the knowledge of KSR-UNISBA members about Disaster and PFA in the Disaster context. As a result, members of the KSR Unisba who play the role of volunteers will be able to help the survivors in dealing with disasters that enter the crisis. So that the reactions of the survivors who are actually normal in abnormal conditions (disaster), will be understood by the members of the Unisba KSR, so that in providing medical assistance will be more proportional, adjusted to the psychological conditions experienced or faced by survivors. The purpose of this study is to provide skills to members of the KSR-Unisba to be able to help in disaster conditions (crisis) with Pyschological First Aid (PFA). In this training, using the Pyschological First Aid (PFA) module: Facilitators manual for orienting field workers issued by WHO (2013), with the Pre-Post experiment method. The methods used Reseach Action in this community service activity are: the assistance to build awareness of legal marriage; the assistance in stimulants for rented house in order to build proper and human housing needs; the advocacy to stakeholders and assistance for subjects to have an electronic Identity Card; and the last entrepreneurship training to increase income. Keywords : Empowerment, Social economic, Homeless, Social exclusion Introduction The values of individualism, hedonism and materialism have strengthened in urban communities such as in the city of Bandung. Community and government perspectives on the poor like homeless and scavengers often blame the poor as lazy, resignation, difficult to adapt, hard to believe. The homeless, and scavengers are partners in the Community Service Program. They are often the target points of order and beauty of the city with frequent raids. The time to get income of homeless people is very limited, from 5:00 a.m. until 14.00 , which means about 10 hours. They walked for many kilometers to find secondhand goods with a maximum income of Rp. 25,000,-/day. Then, they sell it to collectors and they dream to become a collector. The lives of homeless people are often not in accordance with the norms of a decent life and a permanent residence because of wandering in public places (Social Ministry. 2018). Homeless and scavengers are citizens who are unregistered as citizens, so that the rights as citizens to get a variety of social security and civil rights are neglected. They live together without the bond of marriage even many of them have offspring, alternating sleeping in the patio of shops, beds-bedded, cardboard houses or under bridges. They are untouched by the hustle and bustle of development, without coaching, without anyone fighting for how they should live properly and humanely. Life is very alarming. They are as marginalized in the process of "social exclusion". According to Oxford Dictionary (1998), “social exclusion is a process by which individuals or household experience deprivation, either of resources (such as income), or of social links to the wider community or society”. A theoretical definition of poverty that focuses on the inability to make ends meet, “the poor are those who, due to insufficient access to economic resources, have an unacceptably low level of consumption of goods and services”. http://DOI: 10.1111/j.1468-2397.2007.00503.x Int J Soc Welfare 2008: 17: 15–25 According to the Bandung City Social Service (2015) the number of homeless / homeless and beggars is 1692 people and poor families as many as 80.285 people with various other social problems that surround them. Abstract
Jakarta Provincial Government has implemented sunset policy for local tax in 2015 until 2018. This policy goals is optimizing local tax revenue in DKI Jakarta. In the other hand, the implementation of this policy made contradictive effects for the taxpayers compliance. Based on equality principles of tax collection by Adam Smith (1939), this policies can lead to unequality between taxpayers who have paid honestly and on time with uncomply taxpayer. This policy can influence taxpayers to uncomply because in equality principle tax burdens among tax subjects should be balanced with their abilities and a state is not allowed to discriminate among fellow taxpayers. In the same situation the taxpayer must be treated the same and in different circumstances the taxpayer must be treated differently. This thesis illustrated the sunset policy reviewed from equity principle in tax collection and the effect of sunset policy on taxpayer compliance.

Abstract
The existence of abandoned land in urban areas tends to occur on lands that function as conservation or environmental protection and preservation. The availability of abandoned land belonging to the Bandung City Government covering an area of 20 ha in Cisurupan Village has not been managed optimally. This land is very potential to be used as a Bamboo Biodiversity Park. This article demonstrates community participation in the planning and design process, so that the park can be managed and used optimally by the community, while at the same time preserving the eastern KBU environment. Community involvement in the biodiversity park planning process is carried out through FGD activities to identify field needs, facilitating the needs and aspirations of surrounding communities, and the formulation of preliminary park design concepts. The final result of this activity is the design of the park, which completes 3 (three) components, namely softscape, hardscape, and artscape. The basic concept of vegetation design that is determined is a complex/multistrata agroforestry, equipped with hardscape components such as amphitheater, reservoirs, performance sites, bicycle lanes, and other facilities.

Abstract
Land reform is an overhaul of ownership and control of agricultural land and legal relations related to land acquisition. the purpose of holding land reform is to enhance the income and standard of living of smallholder farmers as a foundation or prerequisite for carrying out economic development towards a just and prosperous society based on Pancasila. The purpose of the land reform implementation is by the government distributing land to the community (farmers) by giving ownership rights, but the ownership rights cannot be traded for 10 years and there must be an authorized permit. This is contrary to the concept of ownership rights in the UUPA, which states that property rights are hereditary, strongest, fulfilled rights that people can have on land by looking at Article 6 regarding social functions. The strongest meaning of ownership rights over land is stronger than other ownership rights and does not have a term. The method used in this research is normative juridical which prioritizes secondary data in the form of primary legal materials, secondary legal materials, and tertiary legal materials. Then the secondary data is described and analyzed using the theory of land law in the UUPA.
