Abstract
The purpose of this study was to determine the extent to which the use of resources used related to the implementation process of New Student Admission Policy (PPDB) and To find out the organization related to the implementation of Online New Student Admission (PPDB) policy in Upper Middle School in the Education Agency North Sumatra Province. The method used in this study is a descriptive research method with a qualitative approach. The location of this research was conducted at the North Sumatra Provincial Education Office in Teuku Cik Ditiro No.1 SMAN 1 Sunggal consisting of Student Parents, Students, operators. Data collection techniques are interviews, documentation. Data Analysis Techniques are Data Reduction, Data Presentation, and Conclusion Withdrawal. From the results of the research found in the use of resources in the implementation of new student admissions (PPDB) Online, the education office authorized to implement this policy uses human resources by empowering 9 outside programmers and one from within the education office to design the PPDB Online website system. Empowering the Ministry of Communication and Information. While the problem of organizing is a task of the education office as an organization which is tasked with managing the problem of education in order to improve its services to the community.

Abstract
The purpose of this study was to analyze the training needs to improve the performance of Forest Management Unit (FMU) employees in Riau, Riau Islands, Jambi, Bengkulu and South Sumatra Provinces. This research is a combination of quantitative and qualitative research by gathering information from all FMU employees. The research data collection was obtained through filling out questionnaires, interviews and documentation studies. The results of this study indicate that there are still many FMU employees whose forestry technical competence is not in accordance with the standards set by the Minister of Forestry of the Republic of Indonesia. The conclusion is that based on the results of the analysis of field data processing, the competency category that is needed by the FMU employees as respondents in order to carry out their tasks and improve the performance of employees in the FMU institution can be facilitated through training activities, for the category needed to be facilitated through on the job activities training, technical guidance and training refresher, for less needed categories it can be facilitated through seminar activities and remote modules. The results of research on Training Needs Analysis (TNA) need to be followed up in the form of the design of the Training and Education program, training materials such as; modules and the development of the abilities of teachers and other educators.

The purpose of this study was to identify the aspects required for completion of training management model design, develop design models and develop SOPs training management training management in Mechanical Engineering Diploma students. This study used a qualitative approach with descriptive methods. The analyzed data is the result of interviews, direct observation and documentation with Ka. Prodi, head of workshop, Students and Staff Diploma Mechanical Engineering, State University of Medan relating to management training in Diploma in Mechanical Engineering. Vocational education has a very big role in the development of human resources. Human resources becomes very important for companies to be able to compete globally. Human resource development in order to work well is necessary education and training to improve the skills and productivity of labor in the work environment. Training is an activity designed through a learning process to improve the expertise and skills of a person in accordance expertise. The results showed that the design and SOP management model student training at Diploma Mechanical Engineering, State University of Medan is still not effective because inherent in the subject of product design. Management training should be oriented to the organization, tasks and individuals so as to improve the quality of graduates.

Abstract
Education is the only way to build national civilization towards progress in the midst of increasingly complex challenges. A nation can be innovative, creative, competitive depending on the quality of education managed by the country concerned. Amid the decentralization system, a number of authorities are owned by the Provincial Government and the District Government. How the Provincial Government and District Government are able to manage education in terms of educational autonomy is certainly a discussion. This means that education management or education management will certainly be practiced by the Provincial government and the District Government. For this reason, it is time for quality education management concepts to be understood by the Provincial Government and District Government as a process. Management of quality education, measurable, will be able to make education a good process for building national civilization and humanizing human beings well and systematically. Through good management of education the impact of education as a process in building strong and directed character will be felt. For this reason, the Governor, the Regent must understand well the nature, urgency and management process of good and right education in order to produce human resources in the current era of regional autonomy.

Abstract
This study aims to obtain empirical facts about the differences in learning outcomes of passing in soccer games between students taught by using reciprocal teaching styles and inclusion teaching styles. This study consisted of two independent variables, namely: (1) reciprocal teaching style and inclusion teaching style as manipulative free variables, and (2) Interest as attribute independent variables (moderator variables) divided into high interests and low interests . Abstract
The Education Policy for the Implementation of Inclusive Education is regulated in the National Education Ministers Regulations of Indonesia No. 70 of 2009, and the North Sumatra Governor Regulation No.29 of 2016 concerning the Implementation of Inclusive Education. However, in its implementation various problems arise, namely inclusive education for special needs children is not yet understood as an effort to improve the quality of education services, teacher competence is still unable to carry out learning for special needs children , unavailability of Special Advisory Teachers in inclusive education institutions, facilities and infrastructure what is available is not in accordance with the needs of the special needs children, so that the policy needs to be evaluated. This study aims to describe and discuss the achievements and factors of failure to achieve the implementation of policies for the implementation of inclusive education in early childhood institutions in the city of Medan. This research was conducted using descriptive research methods with a qualitative approach that emphasized the study of 6 (six) research indicators from William N. Dunn (2003: 429-438), namely effectiveness, efficiency, adequacy, similarity, responsiveness, and accuracy. Data collection was conducted through interviews with 18 informants consisting of 2 Education Department respondents, 4 Principal respondents from inclusion early childhood education institutions in Medan city, 8 teacher respondents from inclusion early childhood education institutions in the city of Medan , and 4 parents of respondents from special needs students in inclusion early childhood education institutions in Medan, with a purposive sampling technique. The results of this study indicate that the evaluation of the implementation of inclusive education policies in early childhood education institutions has not been well implemented, there are still some obstacles : there is no Special Advisory Teacher in inclusion early childhood education institutions, inadequate facilities and infrastructure to meet the special needs of children with special needs, the response of the Medan City Education Department is still in the form of socialization of inclusive education and monitoring to early childhood education institutions. Therefore, there is a need for good coordination and collaboration between relevant agencies in the Province of North Sumatra to better implement inclusive education.

Abstract
The organizations environment and climate are important variables because the fact is that more and more organizations are scientifically monitoring environmental strength. This monitoring becomes a much-needed source of information for organizing change and organizational development. The meaning is that a conducive school climate affects the performance of members of school organizations. In other words, school going forward or backward depends on the ability of the school to create its environment and the willingness of the environment to accept its existence. Teacher performance is also influenced by teacher motivation. Quality teachers are directly proportional to student performance. A qualified teacher means that the teacher is also a good teacher. A good and quality teacher has the characteristics of a number of competencies. These competencies are teacher effectiveness, teachers cognitive abilities, teachers personality, classroom management, mastery of information technology, and commitment and responsibility. Teachers as educators have a very important and strategic role in achieving development goals in the field of education. Abstract
The purpose of this study was to describe the human resource management system used in the senior high schools to improve the quality of teaching and learning process. This research was conducted with a qualitative approach with the data obtained from observation, interviews, field studies, and particular documents. The principals and the teachers were the subjects of this research. The results indicate that the recruitment system had not yet utilized the competency test, so there were several civil servant teachers, contract-based teachers and education staff who were not able to develop lesson plans, syllabus, and learning media that were appropriate to the topics of learning. In addition, the career development of the teachers and education staff was still based on the instructions of the principals. Unfortunately, the placement of the teachers and staff was still not in accordance with the principle of the right man on the right place, so there was a mismatch between the educational background of the teachers and the subjects taught by them. Moreover, most contract-based teachers and education staff have not carried out their duties to the fullest due to a lack of government attention to the general welfare of them. Therefore, it could be concluded that to ensure quality education, the development of the teachers and education staff must be considered seriously. The government has already implemented a program of Contract-Based Government Employee or P3K since 2019 as one of the best solutions for this problem. This program has just been implemented for contract-based employees with Category 2 or K2 status, which currently ranges from 159,000 people.

Abstract
This study aims to determine the management process of industrial work practices at Arina Sidikalang Private Vocational School. This type of research is a descriptive study with a qualitative approach. Data is collected using questions and observations. The population of the study were the Vice Head Master of Public Realtion, Mentor of Industrial Work Practices and Class XI Students who carried out Industrial Work Practices for the academic year 2017/2018. The results of the study showed that the management of industrial work practices at Arina Sidikalang Private Vocational School carried out the functions of planning, actuating and evaluating in a simple form called the Character-based Industrial Job Training Model.

Abstract
This study aims to determine the application of the private teacher protection policy in Medan based models Mazmanian and Sabatier. The object of this study is Permendikbud Number 10 of 2017 on the Protection of Teachers and Education Personnel. The data collection was done by interview, observation, and documentation. Data were analyzed using presentation, reduction and conclusions. The results showed that the first, the teacher protection policy has been unable to protect private teachers. Second, external factors that affect the implementation of the protection policies of private teachers are not yet available. Third, the process of implementing private teacher protection policies has not yet been carried out. The implementation of a policy of protection for private teachers has not yet been implemented due to the lack of socialization of policies and the absence of implementation instructions from authorized officials. This study concludes that the implementation of private teacher protection policies has not been implemented following Permendikbud Number 10 of 2017.

Abstract
The purpose of this study is to describe and explain the implementation of school-based management in SMA Negeri 1 Sumbul, Dairi Regency, with a focus on; a) knowing the management process, b) the process of management implementation, c) problems and solutions in the implementation of management, and d) the impact of school-based management. The research subjects were the principal, teacher / employee and school committee of SMA Negeri 1 Sumbul, Dairi Regency. Data collection techniques are observation, interview and documentation techniques. Data analysis technique used is non statistic method. The technique of checking the validity of data is triangulation. The results of the research show that 1) School-Based Management (SBM) process at SMA Negeri 1 Sumbul, Dairi Regency consists of; a) Planning, b) Organizing, c) Implementation, and d) Supervision. 2) The Process of Implementing School-Based Management in SMA Negeri 1 Sumbul Dairi Regency starts from; a) internal and external needs analysis, b) maximum preparation by preparing human resources, infrastructure resources (physical evidence), c) formulation of vision, mission and objectives, d) setting / prioritizing goals based on existing strategic plans, e) program implementation, f) ongoing program supervision, and g) evaluation of internal and external programs. 3) Problems that occur in the implementation of School-Based Management in SMA Negeri 1 Sumbul include; a) transparency and accountability of principals is not yet open; b) teachers who are indifferent to improving the quality of education, c) the number of students with different characters. Solution to overcome problems; a) increase the capacity and commitment of all school citizens, and b) strengthen the role of the principal. 4) The impact of implementing SBM in SMA Negeri 1 Sumbul, Dairi Regency is; a) Schools are free to do educational planning, b) schools are able to develop educational planning, c) schools can monitor and evaluate every progress that has been achieved and, d) schools are able to present reports on their results and performance to the public and the government as consumers of education services.

Abstract
Abstract - Kindergarten education teachers are educators who have duties and functions in Kindergarten education with students being early childhood. The training aims to increase the knowledge, skills and improve the morale of teachers in dealing with kindergarten children. This study aims to identify and analyze the models of management education for kindergarten teacher training in Medan. This study uses descriptive qualitative research methods that describe phenomena by conducting analyzes that refer to data and theories that support to produce a theory. Data collection techniques in this qualitative research by conducting observations and interviews and study documentation. The results show that there are still Kindergarten teachers who have never attended training, and not all Kindergarten teachers have graduated from Kindergarten education or Early Childhood Education graduates. The conclusion is that training for Kindergarten education teachers must be considered. Abstract
This study aims to reveal the application of communication, resources, and bureaucratic implementation in the New Students Adminsions (NSA) zoning system policy. In SMA Negeri 1 Sunggal, Deli Serdang Regency. Data obtained by interview techniques in stages, namely the Education Office of North Sumatra Province, Principals, Teachers, Parents of students, and Students. Researchers use interview guidelines. Furthermore, it is processed and discussed with narrative techniques. The data obtained, the policy regarding the zoning system has been communicated to the organizers and the community, but there are people who are still not aware that this policy will equalize the quality of education and eliminate the label of superior schools, vaforit schools, but there are people who are not fully aware that some falsify Certificate of Poor; The available resources are trained and understand what is done with supporting facilities, but are constrained by electricity and internet networks and are troublesome with many registrants. Disposition relating to the characteristics of the organizer who is honest and takes the interests of the community, the funds needed from School Operational Aid Found . Constrained by the bureaucracy, there is support from the center to the regions, but there are still interpretations in the regions in the implementation of zoning.

Abstract
The purpose of this study was to determine the condition of students in the implementation of the 2013 curriculum in thematic learning at St. Thomas Elementary School in Medan in 2018/2019 academic year, to know the condition of teachers in the implementation of thematic learning 2013 curriculum, to know the conditions of the implementation of the 2013 thematic learning curriculum, and to understand teacher understanding Elementary school Thomas Medan on the 2013 curriculum. This type of research is qualitative. The evaluation model used by Models Stake Countenance. This model emphasizes two main things, namely describing and judging. The main thing is obtained through the stages of evaluation, namely the stage of Final Implementation (Antecedent), Process Stage (Transaction) and Stage results (Outcomes). Population and sample of 4 student classes (parallel classes 4 and 5) with 1 headmaster, 30 teachers. From the results of the study the theory found several conclusions that; a) The antecedent stage, namely: the condition of the student is not fully in accordance with the standard with a percentage of 55.9% and sufficient category; the condition of the teacher is not fully in accordance with the standard with a percentage of 56.8%, and is categorized sufficient; the teachers understanding of the curriculum is not fully in accordance with the standard with a percentage of 63.2%, but has been categorized well; the condition of learning planning is not yet fully in accordance with the standards of 85%, but has been categorized very well; b) Transaction stage; the implementation of scientific based integrative thematic learning has been categorized very well with a percentage of 91%; the implementation of thematic assessments is not yet fully in accordance with the standards with a percentage of 54.3% and sufficiently categorized, and c) outcomes sta

Abstract
The purpose of this study was to analyze the implementation of the Internal Quality Assurance System in the Ministry of Healths Midwifery Department in Medan using the theory of G.Edward C.III. The research method used is using a policy analysis model according to George C. Edward. The procedure of this study contains steps: instrument preparation, data collection, data analysis, and report collection. The research subjects were informants whose activities were directly related to quality assurance in the Medan Midwifery Department Midwifery Department. The method of data collection is done by interview. Abstract
Elementary lecturer who plays an important role in Tri darma higher education. Lecturers are professional educators with the main task of transforming, developing, and disseminating science, technology and art through education, research, and community service. The purpose of this study was to determine the level of participation of lecturer performance and how to improve it at Midwifery Polytechnic Ministry of Health in Medan. Medan Ministry of Health Polytechnic applied to aspects of research and publication. This research involved lecturers. Data obtained through in-depth interviews and analyzed. The results of this study indicate that the participation of lecturers in research increased but in terms of publication decreased in the Medan Ministry of Health Polytechnic majoring in Midwifery. For this reason, this research can motivate and increase the interest of all Medan Ministry of Health Polytechnic lecturers in midwifery routinely holding proposal workshops, call of papers and conferences as a result of published research in the form of books, proceedings, and scientific journals. In addition, the research activities and publications carried out can increase the participation of lecturers in the fields of research and publications and become an academic culture inherent in every Medan Ministry of Health Polytechnic lecturer in the Department of Animal Science DIII and DIV study programs.

Abstract
Abstract. The purpose of this study is to find, and obtain data that can provide information about the implementation of free education policies in Medan 1 Public Middle School using the theory of public policy by Syaiful Sagala, and find out the obstacles faced in implementing the Education Policy Free 2017/2018 school year. This study uses descriptive qualitative research. The main data sources are words and actions. Sampling in this research is Purposive Sampling and data collection using is observation, interview, and documentation. Using informant triangulation and review techniques to ensure data validity. Based on the data analysis and the discussion that has been conducted, the results of the study show that it has taken; the implementation of free education policies in Medan 1 Public Middle School has gone well where, 1) BOS funds received by schools have been used properly, namely for funding education, especially school operational costs. All students, especially those who are less able to carry out their learning activities cheaply and easily, that is, they do not have to pay fees managed by the school, for example tuition fees, development money, registration fees, and book money or can be said free of charge. While for non-operational costs it is still the responsibility of the parents of students. 2) Constraints faced in the Implementation of the Free Education Policy at Medan State Middle School I of the 2017/2018 Academic Year are; the complexity in preparing the accountability report, the delay in disbursing funds is the lack of certainty on the date or time of disbursing funds, decreasing education services especially extracurricular activities, assuming that the public with the free education policy is completely free.

Abstract
Based on the theory stated above shows a number of similarities, similarities in terms of factors that influence, this provokes the desire to build a model of organizational commitment. Given the breadth and number of factors that influence organizational commitment both directly and indirectly, the researcher predicts variables of job satisfaction, work motivation, leadership, and emotional intelligence both directly and indirectly affect organizational commitment. Noting the influence between variables that influence each other, it is necessary to do research on organizational commitment and variable variables related to issue-su relating to the influence of emotional intelligence, leadership, job satisfaction, motivation on the commitment of the State High School Organization (SMA). Education as a forum for the formation of human resources, the quality of education needs to continue improved even though in reality there are still various problems. Improving the quality of education must be carried out continuously, gradually, planned and systematic, directed, and intensive, in order to be able to prepare Indonesian HR to be able to compete in an era of globalization which is full of competition in various ways field of life According to the Branch Manager of the North Sumatra Provincial Education Office in the City Gunungsitoli that the human resources of Gunungsitoli City Public High School teachers are low, because there are a number of things that affect especially the performance of the teacher. One fact what can be proven is that among the teachers there are still those who think teaching activities are routine activities as Civil Servants (PNS). Principal learning leadership, school culture, teacher work stress and motivation Gunungsitoli City Public High School teachers achievement has a direct effect on performance the teacher, it means the better the learning leadership of the principal and supportive school culture, the more effective the teacher controls stressit works which automatically motivated the teacher to excel.

Abstract
The study aims to determine the effect of Principal Leadership on Achievement Motivation, the influence of School Climate on Achievement Motivation, the influence of Principal Leadership on Teacher Work Commitment, the influence of School Climate on Teacher Work Commitment, and the effect of Achievement Motivation on Teacher Work Commitment. This research was conducted in 2019 to state junior high school teachers in Tanjung Morawa sub-district, with a population of 235 teachers. The number of samples determined by Slovin formula obtained 148 teachers, taken with the Proportional Random Sampling technique. Data collection was carried out using a questionnaire after being trialed. Validity Test is done by Product Moment Correlation and Reliability test using Cronbach Alpha coefficient. Data analysis techniques used are descriptive analysis, test requirements analysis, and hypothesis testing using path analysis. Research findings that Principal Leadership has a direct positive effect on Achievement Motivation, School Climate has a direct positive effect on Achievement Motivation, Principal Leadership has a direct positive effect on Teacher Work Commitment, School Climate has a positive direct effect on Work Commitment and Achievement Motivation has a direct effect on Teacher Work Commitment. To increase the Teacher work Commitment can be done by increasing the Principal Leadership, School Climate and Teacher Achievement Motivation.

Abstract
This study deals with the Leadership Behavior, Work Motivation, Job Stress, and Job Satisfaction on Lecturers Performance. The research aims: 1) to find out the influence of leadership behavior (X1) on the work stress of lecturers (X3); 2) to know the effect of work motivation (X2) on the work stress of the lecturer (X3); 3) to know the effect of work motivation (X2) on lecturer job satisfaction (X4); 4) to reveal the influence of leadership behavior (X1) on lecturer performance (X5); 5) the effect of work motivation (X2) on lecturer performance (X5); 6) to reveal the effect of job satisfaction (X4) on lecturer performance (X5);. There are 186 lectures at Langsa became subjects of this research. The research instrument that used is closed questionnaire. The data analysis done through descriptive analysis and inferential Path Analysis. The result found: Work motivation has a positive effect on lecturer performance through job satisfaction with a path coefficient value of 0.0726. Job stress has a negative effect on lecturer performance through job satisfaction with the path coefficient value of -0.0016. It can be concluded that to improve the performance of lecturers can be done through efforts; (1) improvement of leadership behavior; (2) increase work motivation; (3) management of work stress; and (4) increasing job satisfaction.

Abstract
This study aims to find out:: (1) the influence of the principal leadership style on the work motivation of teacher, (2) the influence of incentives on work motivation of teacher, (3) the influence of the principal leadership style on teacher work commitment, (4) the influence of incentives on teacher work commitment, and (5) the influence of teacher work motivation on teacher work commitment. This study used quantitative research methods. The research model used is the path analysis. The population in this study were all the Teachers of High School in Langsa City are 285 teachers. The research sampling technique was carried out by proportional random sampling, using Harry King Nomogram, obtained a sample of 163 teachers. Data collection techniques were carried out using a closed answer questionnaire instrument with a four options. The results of the data analysis show that the data obtained Normal distribution, and Linear between the study variables. The results of the study show that: (1) the principal leadership style directly positive influence on teacher work motivation, (2) the incentives directly positive influence on teacher work motivation, (3) the principal leadership style directly positive influence on teacher work commitment, (4) the incentives directly positive influence on teacher work commitment, and (5) teacher work motivation directly positive influence on teacher work commitment. To improve teacher work commitment of Langsa City High School can be done by increasing the Principal Leadership Style, Incentives, and Teacher Work Motivation

Abstract
Athletic extracurricular is a place to get athletes at the level of learning for PASI Padangsidimpuan City, the achievements achieved so far have been influenced by extracurricular activities in high school equivalent to the City of Padangsidimpuan, but in recent years there has been a decline. The purpose of this study was to determine the pattern of extracurricular training in athletics at the senior high school level in the City of Padangsidimpuan. This study is a qualitative descriptive study through observation and interviews with principals, physical education teachers and students to find out the pattern of extracurricular training in athletics at the senior high school level in the city of Padangsidimpuan consisting of 4 (four) schools namely Padangsidimpuan High School, Padangsidimpuan High School 5 , Padangsidimpuan High School 8 PRIVATE HIGH SCHOOL HOPE. The results showed that the pattern of extracurricular athletic training carried out multilateral stages consisting of observation, scouting and tiered coaching. Stages of specialization consist of sports priorities and mapping of quality standards. The top stages of achievement consist of training and competition models. Constraints on the pattern of coaching that are still in the old standard have not followed new developments, external factors have also become obstacles in the process of coaching. Based on the results of the study, it is recommended that the school that conducts extracurricular coaching follow developments regarding the latest coaching patterns to achieve peak performance.

The study aims to determine the relationship of: (1) Teacher recruitment toward the teacher performance in Junior High School Lubuk Pakam District, Deli Serdang Regency., (2) Compensation toward the teachers performance in Junior High School Lubuk Pakam District, Deli Serdang Regency, (3) Teacher coaching toward the teachers performance in Junior High School Lubuk Pakam District, Deli Serdang Regency (4) simultaneously effect between recruitment, compensation and coaching teachers toward the teachers performance in Junior High School Lubuk Pakam District, Deli Serdang Regency. Samples were taken using the tables of ISAAC and Michael. Based on the linear interpolation obtained 107 samples of 142 populations. The instruments used in this research are the recruitment, compensation, coaching and performance of teachers, each consisting of 30 questions that are considered valid and reliable. The results showed that: (1) There was a relationship between the teacher recruitment toward the teachers performance in Junior High School Lubuk Pakam District, Deli Serdang Regency; (2) There was a relationship between compensation toward the teachers performance in Junior High School Lubuk Pakam District, Deli Serdang Regency, (3) There was a relationship between teacher coaching toward the teachers performance in Junior High School Lubuk Pakam District, Deli Serdang Regency; (4) See the Simultaneously effect the recruitment variables, compensation and coaching have a positive and significant relationship to the performance of the teachers in Junior High School Lubuk Pakam District, Deli Serdang Regency.
