Abstract
Issues of morality and ethics have increasingly become more important in local government and public service settings. Unethical actions mean all the actions which are not considered ethical and moral. Characters that form Unethical Acttion in public service are corruption and nepotism. The purpose of this research is to measure the level of unethical actions in a village public service. The design of this study is survey and the data is collected through cross section using questionnaire. The unit of analysis are all villagers who use village services regularly. The results of this study indicate that corruption is the dominant factor compared to the nepotism factor in forming unethical actions in public services. The practical im-plications of this research is useful for the local government especially for village service. They need to im-prove in the effort of decreasing an unethical action of public service.

Abstract
The present study aims to find out the influence of workload through job stress and the influence of job stress through employee performance. The object of the study is used as an analysis unit employee at Clinic X. This study is using a verificative method which used explanatory survey with 63 respondents as samples. The result of the study found that the influence of workload through job stress is in a strong category, which means that job stress has an effect on employees performance in Clinic X which is in a strong category. However, the pre-sent study has found out that if the workload is appropriate, then employees job stress will decrease. In addi-tion, if job stress is increased, the employee performance in Clinic X will increase.

Abstract
The purpose of this research is to analyse economic literacy and the social environment towards lifestyle and its impact on student consumption behaviour. This research uses quantitative approaches with survey meth-ods. Data analysis techniques using Structural Equation Modelling (SEM). Data collection using question-naire instruments. The population in this study is a student in the 13 Vocational High School Department of Office administration, accredited A in Garut. Determination of the number of samples using the formula Ta-ro Yamane. Proportionale random sampling technique is used in pulling samples. The results show that the social environment has a positive impact on lifestyle, while economic literacy does not have any impact on lifestyle. The social environment affects student consumption behaviour both directly and indirectly, while economic and lifestyle literacy directly impacts student consumption behaviour. The conclusion that the high-low behavior of student consumption is influenced by economic literacy, social environment and life-style.

Abstract
The purpose of this study was to analyze the effect of rewards and training on employees performance in textile industry. This research also aims to show how employees improve performance in the reward and training system. The questionnaire was used as an instrument and 100 questionnaires were used to examine the opinions of respondents. Descriptive analysis, correlation and multiple regression tests were applied for data analysis. The study concluded that there is a positive relationship between rewards and training with employee performance. Most organizations implement reward and training systems to improve performance. By reviewing various findings that provide employee rewards, training and performance. The contribution of this paper is to see how to find effective solutions for employee performance in a system of rewards and training between organizations. The study of this paper is a qualitative research study.

Abstract
The success of a company to achieve a goal is very dependent on the level of employee-s performance. This study aims to determine the effect of job satisfaction and the provision of incentives given to the performance of employees at Bukalapak Research & Development Bandung. The study uses an explanatory survey method with 124 employees were involved. The data were collected through questionnaire with the data analysis were using simple regression analysis and multiple regression. The results of this study show that employee-s performance can be improved through job satisfaction and providing incentives.

Abstract
New form of learning that combines technology have increased in recent years and are projected to increase more in the coming years. This new learning trend has been described as an e-learning revolution. Some recent research shows that most e-learning programs show a higher failure rate compared to traditional learning methods. However, some researches proved that most e-learning programs showed a higher failure rate compared to traditional learning methods. Technology addiction and its availability in the modern world, and the economic potential for organizations, make it important to understand the factors that might lead to increase e-learning adoption in the organizational context. This study will see the intention of employees to use e-learning, by extending Technological Acceptance Model (TAM) using some other related factors, such as goal orientation learning, management support, computer self efficacy, and enjoyment. This study was conducted on 213 respondents in a company that owns e-learning using a questionnaire. Data obtained were analyzed using Structural Equation Modeling (SEM) using AMOS software. The results show that of the four variables, goal orientation learning, and enjoyment have a significant positive effect on perceived ease of use and perceived usefulness, which acts as mediation towards the intention to use in the Technological Acceptance Model (TAM). In addition, an additional variable, which is satisfaction, proved a significant positive effect to intention to use.

Abstract
ABSTRACT: This study aims to examine the influence of leadership and organizational commitment on organizational citizenship behavior, the problem of this research related to citizenship organizations is the behavior of educational staff at Bandung Islamic University, where the results of employee evaluations are often ineffective and inefficient. This type of research is descriptive verification research through a survey approach, the sample of this study were 135 educational staff at Bandung Islamic University. Data collection through field surveys and questionnaires to be further analyzed using multiple linear regression tests. The results of this study show a positive and significant effect of leadership and organizational commitment on organizational citizenship behavior of educational staff at Bandung Islamic University

Abstract
This research is based on the conditions of increasingly rapid technological advancements and increasingly fierce business competition, so that companies are required to be able to adapt quickly and be able to compete in every age development by implementing a Learning Organization. This research method uses a qualitative approach by using the Five Pillar Senge Discipline Analysis Model and SWOT analysis to look at the current condition of the organization. There are 10 employees who are designated as key informants with predetermined criteria. The results of this study indicate that PT. SetiajayaMobilindo - Toyota Workshop has implemented the five pillars of Senge (Shared Vision, System Thinking, Mental Models, Team Learning and Personal Mastery) and from the results of the SWOT analysis it was found that (1) in implementing a Learning Organization, a certified, experienced and Superior SOP, (2) in general quality and competitiveness are included in the good category, however, it is necessary to provide many advantages as a form of corporate responsibility, (3) strategies to build Learning Organizations by increasing communication between leaders, employees and consumers with using Android technology that can be accessed by consumers so that they can see whether the service schedule is full or not. Based on the research, it can be concluded that the application of the Learning Organization at PT. Setiajaya Mobilindo - Toyota Workshop has increased competitiveness and increased the level of customer satisfaction.

Abstract
The problem in this research is that there is a low performance of employees in the Finance work. That occur in the implementation of activities and use of the budget are still experiencing obstacles, including that the work unit is still slow in delivering SPJ / SPTB to the directorate of finance. The purpose of this study: (1) how authentic leadership and employee performance (2) how authentic leadership influences employee per-formance. This research method uses a quantitative approach. The population in this study were employees of the Directorate, Faculty and Study Programs financial work units at the Universitas Pendidikan Indonesia to-taling 114 people. Data analysis techniques using simple regression analysis techniques with SPSS and AMOS. The results of research based respondents perceptions are: (1) authentic leadership is in the effec-tive category, and employee performance is in the high category (2) authentic leadership has a positive effect on employee performance.

Abstract
Trust in local governments, especially villages, is needed in crisis situations, such as natural disasters, economic crises or political unrest. The purpose of this study is to measure citizen trust in public services of the government, especially in the village. The design of this study is a survey and the data is collected through a cross section using questionnaires. The unit of analysis are rural communities that use public services in village government. The method of data analysis used Exploratory Factor Analysis. The results of this study indicate that the quality of public services is the dominant factor but partisan involvement is a factor that needs to be a concern in increasing citizen trust. The practical research is useful for village governance to increase trust in village government services as part of the supporting factors that can make the development program of the central government will be success.

Abstract
In 2018 a new standard for education institution management is issued, namely ISO 21001: 2018. These standards have similarities with ISO 9001: 2015. This Similarity will help Education institution to implement both of ISO 21001:2018 and ISO 9001: 2015. The institution doesn-t need large and drastic changes requirement and standard certification. Organizations only need to modify the existing management system. This paper displays shows the comparison between ISO 9001: 2015 and ISO 21001: 2018. Following the analysis, we find that 47 sub-standards which the implementation requires adjustment and 14 sub-standards that do not require adjustment for implementation.

Abstract
Compensation is one factor in achieving employee performance. Employee performance in the company is needed to achieve the companys vision and mission. To improve and maximize employee performance, the company must make, formulate, agree and give employees one of the factors is job satisfaction. Job satisfaction will make employees stay and survive in the company with the help of compensation factors provided. The population in this study were employees of PT. Inti Indo Sawit Subur, Batanghari Regency, amounting to 85 employees. Because the population in this study was less than 100 people, in this study the sampling method used the census method. The analysis technique uses path analysis to see the direct and indirect effects, and is continued by testing the R Square and testing hypotheses partially and simultaneously with the t test and F test. This study makes several conclusions based on the results of research namely compensation and job satisfaction on employee performance on PT. Inti Indo Sawit Subur Batanghari Regency is in pretty good condition; compensation has a positive and significant effect on performance; Job satisfaction has a positive and significant effect on employee performance.

Abstract
Due to increasing in market competition, companies in various industries are expected to be responsive to their dynamic environment. Service industry is no exception. This paper aims to identify the effective internal factors of cross functional team in technological-based service company: NSIAPay in order to keep the value among employees while facing a fast-changing business world. A case study from technological-based service company help to characterize several factors that influenced the effectiveness of cross-functional team trough shared leadership, cohesion and internal team environment with its antecedent factors. This research used Structured Equation Modelling and only carried out in financial technology company, NSIAPay. Trough this research, it shows the influence of Internal team environment, cohesion and Shared Leadership towards Cross-functional team effectiveness. The higher the level of Internal team environment and partially mediated by Cohesion will give positive influence towards Cross-Functional team effectiveness. The relationship between Internal team environment mediated by Shared Leadership will impact negative influence towards Cross-functional Team.

Abstract
Research, development, and manufacturing company in this tight and competitive environment must have good performance to achieve sustainability. Employee loyalty is one of the main aspect to deliver good performance and sustainability. Research and development activities usually produce intangible result which is difficult to be measured. In the other hand, manufacturing activities can be easily measured by product and quality. The difficulties of performance measurement may cause unfair compensation that lead to unsatisfied employee. This study took a case in XYZ Company on designing sustainable employee performance measurement system to improve productivity, employee loyalty, and sustainability. XYZ company is a private company that works in research, development, and manufacturing. This study propose new concept of employee performance measurement system that suitable for all of the activities in XYZ company to deliver fair performance measurement.

Abstract
The research is motivated by the non-optimal employee performance, this condition suspects to creativity and innovation. In industry 4.0 era, creativity and innovation are important to reach a company purpose. This research is seeing how creativity and innovation can affect the employees- performance at Tridaya Course Bandung. The type of the research is descriptive with the population of 100 employees and a sample of 50 respondents by using multiple regression analysis technique. Moreover, the F test shows that the creativity and innovation simultaneously influence employee performance, while the T test shows that creativity has a partial effect on employees- performance and innovation has no partial effect on the employees- performance.

Abstract
Knowledge management is an activity to change tacit knowledge into explicit knowledge. Communication Information Technology (ICT) is a media that can be used to store and disseminate information in knowledge management. The problem in this study is the influence of ICT-based knowledge management on the performance of lecturers. Lecturer performance is teaching, research and community service. The research population was lecturers at the General Achmad Yani University in Cimahi. The sampling technique used was stratified random sampling, where researchers used a sample of lecturer performance between 0 and 10 who used ICT-based knowledge management every year. Limitation of lecturer performance to obtain relatively homogeneous data. The sample taken in this study amounted to 102 respondents. The data collection technique of this study uses questionnaires and interviews. Processing data in this study using confirmatory factor analysis with the help of SPSS statistical tools. The results showed that ICT-based knowledge management had an effect on lecturer performance. The attribute used as an assessment factor is the amount of teaching material, publications and community services carried out in a year, with the result that the amount of teaching material, publications and community services carried out is strongly influenced by knowledge stored digitally.

Abstract
This study aims to examine the effect of Professionalism, Work Attitude, and Accounting System on Accountability and the Implications of the Quality of Financial Reporting of the Ministry of Health, in Region West Java. Analysis of the results of the study using descriptive and inferential statistical methods to conclude the influence of exogenous variables on endogenous both simultaneously and partially. The analysis model uses the Structural Equation Model (SEM). The main structure consists of Professionalism, Work Attitude, Accounting System and Accountability as exogenous variables and Quality of Financial Reporting as endogenous variables. The results of the research show that simultaneously Professionalism, Work Attitude and Accounting System have a significant effect on Accountability, Professionalism partially has a positive and significant effect on Accountability, Work attitude partially has a positive and significant effect on Accountability, Accounting System partially does not affect Accountability, Accountability, Professionalism, Work Attitudes and Accounting Systems together have a positive and significant effect on the Quality of Financial Reporting, Accountability, Professionalism, Work Attitudes and Accounting Systems partially influencing the Quality of Financial Reporting.

This study aims to examine the effect of organizational development, organizational commitment and work attitudes, on the structure of internal control and its implications for organizational performance. This study uses a survey method with a causal approach to analyze the influence between variables using structural equation modeling (SEM) as an analytical tool. The findings generated in this study reveal that both simultaneously and partially the development of organizations, organizational commitment work attitude, has a positive and significant effect on the structure of internal control in the village unit in the area, Karawang Regency, West Java. Organizational development, organizational commitment and work attitude, on the structure of internal control and its implications for organizational performance simultaneously have a positive and significant effect on organizational performance, but also partially, only organizational development and organizational commitment positive and significant effect on organizational performance, while work attitudes does not have a direct effect on organizational performance. An important finding in this study is that from several variants, both directly and indirectly affect and have implications for the performance of the organization.

Abstract
The aim of this study is to examine the effects that could be enhance employee well-being. This study uses quantitative methods with questionnaire. The sample selection method is non-probability with purposive sampling. It specifically selects employees of start-up companies that have implemented flexible work schedule, thus obtaining 224 respondents distributed by offline and online. This study could be processed with structural equation modeling by using the Lisrel 8.80. The finding shows that implementation of flexible work schedule will be achieved after employee obtain supporting from both supervisors and work environment. It also shows that, if flexible work schedule is implemented properly, work life balance could be enhanced. Employees who can balance their work and life will experience a significant increase in employee well-being. It can be concluded, there needs an important role from the management to provide support from all parties in company to implementing a work schedule flexibility policy.

Abstract
Indonesia has begun to apply the concept of employee engagement in every organization, including State-Owned Enterprises (BUMN). Research shows that the higher employee engagement drives organizational performance. The companys growth depends on how the ability of human assets are able to adapt the changes of business environment, to create new ideas, to innovate and to develop products, which lead to the companys competitive advantage.The author perceives that engaging is used as one of the basic emerged organization such as in one of the State-Owned Enterprises- phenomena in Indonesia. In business competition, a company does not only need employees who have high job satisfaction but also a strong employer branding to increase employee engagement due to customer satisfaction. The methodology of this study used descriptive survey methode. The technique analysis used was a questionnaire.The results of the study show that employer branding and job satisfaction have a positive effect on employee engagement. The author concludes that job satisfaction is the mediator for employer branding to create employee engagement, increasing employer branding will improving employee engagement directly.

Abstract
The present study was aimed to examine the relationship between perceived organizational support and turnover intention among employees in private sector. The study also focused work stress as mediator in the relation. The participants of this study were employees in consultant and garment industry. Data was collected throught human resources manager and we have 215 useable responses. Results of the study revealed that employee perceived that there was strong organizational support. They also experience low level of turnover intention. Emplyoyees experience medium to low level of work stress. Process Macro with SPSS was used to identify the relation between variables and also to examine whether there is a mediation or not. Current study using cross-sectional approach to highlight the existence of relationships between variables. It was found that perceived organizational support has significant negative effect on work stress and turnover intention. While work stress has positive effect on turnover intention. The study also proved that work stress played a mediation role on the relationship between perceived suport and turnover intention. It is important for organization to provide adequate support for employees so they will experience less stress and will stay longer.

Abstract
This study aims to evaluate the Hydro-Oceanographic Officer Specialization Education Program, at the Indonesian Navys Hydro-Oceanographic Education Center. The method used was the evaluation study method with Kirkpatricks model. The results of the study show; (1) Reaction, Dikspespa Hidros program as a Dikbangspes Hidros program that refers to the International Hydrographic Organization (IHO) Curriculum has been recognized as "B" Category Hydrographic Surveyor Education even though it does not yet have educators from abroad, (2). Learning, there are some aspects of the assessment including the improvement of knowledge, skills and attitudes which all have good value, (3). Behavior, divided into two parts, namely work ability and alumni have work motivation so that they are able to apply knowledge well into work, physical abilities applied in carrying out tasks and emotional abilities show good work attitudes, and (4) result, alumni have satisfactory performance such as aspects of the quality of work, quantity of work, cooperation and work involvement are all classified as good. Dikspespa Hidros graduates generally can directly participate in Operation Dikspespa Hidros while alumni from non-hydros (Armada, Lantamal and Lanal) still need assistance in working.

Abstract
The current study examines the relationship between transformational leadership and the employee-s turnover intention and the mediation role of engagement. Leaders who perform transformational style believed to provide great vision, guidance, and build positive relations which can drive their follower to develop higher motivation, commitment and more attached to the organization so they will engage beyond their job description. Employee turnover intention usually affected by an how deep the employee engage in their job and the relation witht their supervisor. An individual who is firmly engaged with the organization will stay longer and demonstrate higher performance. This cross-sectional study using a sample of 150 participants from telecommunication company in Indonesia. SPSS 21 and Macro Process were used for data analysis and result interpretation. Results reveal that there is a significant negative influence of transformational leadership and employee engagement on the employee-s turnover intention. Transformational leadership also found to have positive link with employee engagement. Thus, engagement mediated the linkage between transformational and turnover intention. This empirical study provides thorough explaination regarding the correlation between variables. Future study using wider participants from across Indonesia can be conducted to reflect cultural difference among other provinces

Abstract
Consumptive behaviors among teenage students have become common. This study was conducted using a quantitative approach. The purpose was to examine financial literacy, rationality and social control in 75 consumptive students. It was revealed that consumptive behaviors were partially influenced by financial literacy, rationality and social control. As an intervening variable, financial literacy had influence on student consumptive behaviors via rationality and social control. The higher the rationality and the social control, the lower the consumptive behaviors. This implies that students with a good rationality and social control are likely to know how to prioritize their needs.

Abstract
This study aims to evaluate Fraud Risk Management at the Directorate General of Taxes. more detailed, in evaluating the business process of auditing and supervising Taxpayers by tax auditors and AR. This study combines two concepts of fraud risk management, namely fraud risk management from COSO and CGMA. Other literature used is a risk management policy that has been implemented in the Ministry of Finance of the Republic of Indonesia. The research method used by the author is a qualitative method, where the data obtained comes from the reports contained in the Directorate General of Taxes and direct observations and interviews which are then analyzed by qualitative methods. From the field data obtained, it is known that the Directorate General of Taxes is still not optimal in conducting fraud risk management. This can be seen from the absence of a standard mechanism in managing fraud risk. The results of the study are expected to provide input in the development of fraud risk management so that fraud actions can be minimized and prevented.

Abstract
In the Industrial Revolution Era of 5.0, when the role of human resources play an important role, the binary gender distinction between man and woman shall be adapted to the challenges in the society. The role of woman in Communities which is based on Indigenous Knowledge and Culture has been considered as a gender biased as woman was seen to be sub-ordinate to the role of man in terms of their role between public and domestic. However, the practice of some Local Institutions in the Sunda Region of West Java, i.e. Gintingan and Perelek, have demonstrated that the women predominantly play an important role in the community. Using a qualitative method of survey of literature, this paper attempts to elaborate that although in Sundanese Culture, the patriarchic role in the society between man and woman women has been dominating the tradition, however the practice of some local institutions have demonstrated that there is a gender empowerment among Indigenous Communities which show that the local people have been negotiating the gender role in the Society.

Abstract
Having employee with high innovative work behavior (IWB) is one option for organization to be more innovative in order to adapt to rapid changes and maintain its performance. Although the workplace climate that management creates is playing a significant role, there are other factors required for successful innovative work behavior. This article build on the research on the important of both internal and organizational factor that effect IWB. Servant Leadership, a leadership style that promotes the wellbeing of employees as the organizational factor and Learning Goal Orientation (LGO), a form of employee-s dispositional trait as the internal factor. We also propose the role of Psychological Capital (PsyCap) as employee-s psychological resources to manage the process of innovative work behavior. We found that the both internal and organizational factor draw from the employee psychological resources to generate IWB. While Servant Leadership builds a safe environment and LGO provide engagement in jobtask, PsyCap help employee to take a proactive role in innovation.

Abstract
In the era of industry 4.0 which is changing the way people live and work, organization need to do innovation. This study aims to look at the relationship between employees innovative work behavior (IWB) and psychological capital (PsyCap), also figure out the impact of the PsyCap intervention program in increasing employees IWB. The research was conducted at one of government agencies. The study took 424 sample data and seek the relationship between PsyCap and IWB, and also took 18 random samples of employees for intervention program. It was found that PsyCap was positively related to IWB. The intervention program which is I am Superhero in the workplace Program, show changing in the mean of PsyCap and IWB variable before and after the program. These results imply that organizations can having PsyCap intervention to improve their employees IWB. This study identified the broad and unique effect of PsyCap intervention in government institution. The findings suggest that the organization can developing employees PsyCap, given its unique effect on the employee outcome variables such as IWB.

Abstract
This study aims to examine empirically with regard to the variables individual characteristic of millennial generation, towards entrepreneurial behavior in the context of the Millennial Generation Small Business Industry (SMEs). This study uses a survey method, while the type of research is classified as explanatory research that explains the relationship between variables through hypothesis testing, with the number of respondents 150 people. The data analysis tool used in this study is SPSS for Windows version 20.0. The results showed that the Individual Characteristics of Millennial Generation had an effect on Entrepreneurship Behavior. Based on the regression test results indicate that the regression coefficient (B) is 0.272 with the level of Sig.t (probability) of 0.001, (Sig.t = 0.001 <, 0.05). Likewise when viewed from the value of 3.396, while t table 1.655 (t amount = 3.396> t table = 1.655), this means that the Individual Characteristics of Millennial Generation have a significant effect on Entrepreneurship Behavior. This can be interpreted the stronger the individual characters of the millennial generation the stronger it is to shape entrepreneurship behavior.
