Abstract
The work is related to the Ph.D. subject of the first author on the analysis and design of shallow foundation systems in the context of earthquake resistant constructions in Indonesia. We focus here on a particular system called SNSF (Spider Net System Footing) that has been proposed and successfully used for around 10 years. This paper deals with the analysis of a unit cell of SNSF consisting of an assemblage of concrete vertical ribs and horizontal plate subjected to a central loading. We propose a geometrical 3D model and analyses based on 3D solid and shell elements for a detailed static analysis of the structure under central load or under self-weight. We also report some results considering the soil structure interaction, assuming linear elastic properties of the soil

Abstract
Planning travel in a tourist activity needs to be done so that when the implementation is in accordance with expectations and does not exceed the planned costs. This research provides a model that can be used when planning a tourism activity so that some recommendations can be obtained, namely the total costs needed, information on weather forecasting in the destination and information on creative industries located around tourist destinations. Android-based web and mobile technology are modeled using so that the model in this study becomes a blueprint for system design that is ready to be implemented. Based on the testing and validation of the user acceptance test model using the Likert scale from the aspect of technology feature assessment, ease of use and completeness of the information provided, it was concluded that the model produced in this study obtained a value that was at a good interval. Thus, this model can be accepted by the community and then implemented into the next stage.

Abstract
The study presented in this paper analyzes Brand Personality Higher Education. Focusing on higher education in Indonesia, namely Universitas Padjadjaran, this study aims to examine the factors that affect the Brand Personality Higher Education. The empirical application is performed on the basis of a sample of 234 respondents of UNPAD students, analyzed by using Rasch Model. The findings show that student response to the Conscientiousness is high, Appeal factor with high response, and Prestige factor get low expectations from UNPAD students.

Abstract
This study seeks to conduct a critical analysis of the vision and practice of Political Islam held by the leading Islamic parties in Indonesia: PKS, PAN and PKB. Strategy and the methods adopted by the three parties are not always based linearly with Islamic style. The analysis will be directed at explaining their adaptive actions and changes in response to the concrete political realities and developments. Political Islam will be placed in the context not only in terms of identity and ideological elements but also in its intersection with efforts to achieve the targets of political power and success in general elections both in a short-term and a long term. The authors believe that the theme of Political Islam is very interesting after observing the phenomenon of national politics especially since 2017. Strengthened Islamic identity sentiment through the National Movement of Guarding MUI Fatwa or GNPF-MUI has undeniably attracted more public attention. Political mobilization against the case of blasphemy by the Governor of Jakarta at that time had opened crucial political spaces. Thus, the struggle for identity politics in Indonesia has become more dynamic and further study or research is highly needed. The development of the Islamic party in Indonesia to a certain degree shows the irony and paradox. In this study the authors used the method of Explanatory cases with a Qualitative approach. Explanatory case study methods is used to explain more deeply the research questions that focus on PKB, PAN, and PKS. Discourse on identity politics often used as a shield to advocate for their short-term political achievements. In turn, the struggle for Politic of Islamic identity may lead to all significant changes in internal party mechanisms and reinterpretation of party values in a more moderate direction and accommodating to their political environment.

Abstract
The dominance of Indonesias youth unemployment rate is currently occupied by vocational school graduates. The incompatibility of competencies prepared in vocational schools with the competencies needed by the labour market triggers this unemployment rate. Discussion of employability skills as a basic skill is high among human resource developers. The learning process must pay attention to the profile of labour needed so that the gap can be overcome. This study aims to measure the increase in employability skills in problem solving skills of students through teaching factory model. The study sample was 60 students from vocational schools who conducted teaching factory on bread production in West Java. Improved problem solving skills are measured based on 5 indicators, are work safety, managing facilities, making decisions, knowing how to learn, and solving problems. 37 competency units are prepared based on national work standards as a guideline for measuring students problem solving skills. Achievement of employability skills in problem solving skills of students in SMKN 1 Pacet is higher than SMKN 1 Cibadak, and SMKN 2 Subang. The causes of differences in the achievement of employability skills are discussed.

Abstract
Coffee is one of the most important agricultural commodities in the world. Data from International Coffee Organization (ICO) indicate that total world production increased from 8.945 million metric tons in 2014 to 9.126 million metric tons in 2015, 9.462 million metric tons in 2016, and 9.580 million metric tons in 2017. Data from ICO also show that coffee is commercially cultivated in 56 countries and Indonesia with total production of about 720 thousand tons in 2017 was the fourth largest producer after Brazil (3.06 million tons), Vietnam (1.77 million tons), and Colombia (840 thousand tons). To increase the economic value of this commodity, the quality of coffee bean must be improved through both agronomic and postharvest aspects. This study was designed to develop a new ohmic-based fermentation technology for coffee cherry to improve flavor quality of coffee beans. Results of this study indicate that this technology can produce coffee with cup-test scores ranging from 84.38 to 86.88 with an average score of 85.713. This score is higher than the cup test score of luwak coffee reported by several researchers. Therefore, application of ohmic heating based technology for coffee fermentation can significantly improve flavor quality of coffee beans.

Abstract
Serayu is the most risky catchment to landslide and soil erosion in Indonesia due to extreme geo-morphological and climatic conditions and dense population with intensive farming. Hence, integrated agriculture-forestry system (agroforestry) as a method for maintaining ecosystem is an important initial step for sustainable development in Serayu catchment. Landslide and soil erosion are strongly influenced by soil moisture content through the role of infiltration. A higher soil infiltration capacity reduces the volume of surface run-off and consequently soil erosion could be minimized while the susceptibility to landslide would increase. Till date, the literature less explore the influencing-factors of infiltration capacity. Mostly, the discussions are focusing on the role of agroforestry to soil properties, micro-climate, and land productivity. Analysis on factors-influencing infiltration capacity is required for mitigating the susceptibility of landslide and soil erosion. This study was aimed to analyze the influencing-factors of infiltration capacity in integrated agriculture-forestry system at Serayu watershed by using multinomial regression. Two micro-catchments at upper part of Serayu watershed were employed which represent agroforestry and intensive farming. Characteristic of climate, hydrology and vegetation were collected from each micro-catchment. The variables of multinomial regression were involved soil texture, structure, bulk density, particle density, soil moisture content, soil organic matter, root density, and infiltration rate.

Abstract
This study was to evaluate the conception rate of yearling dairy heifer at PT. Ultra Peternakan Bandung Regency following artificial insemination with PGF2α-induced estrus. A total of 100 heifer records selected randomly from 700 heifers based on body weight (>300 kg) and has normal reproduction were used for this study. Non estrus animal during one day observation was then injected with PGF2α for estrus induction. The animal showing estrus within 11 days observation post PGF2α injection, was inseminated, nevertheless was reinjected for second PGF2α, and the estrus animal was inseminated according to the standard procedure. The results showed that following first PGF2α injection, 50 heifers showed estrus, while 50 non-estrus others were re-injected PGF2α. All 50 animals showed estrus following second PGF2α injection within 11 days thereafter. Body weight was divided into 3 groups, Low (<341 kg), Medium (341-355 kg), and High (>355 kg). There were significant difference (P<0.05) for Service per Conception, S/C (1.94±0.86, 1.60±0.74 and 1.78±0.87), and Conception Rate, CR (39%, 54% and 50%), respectively for Low, Medium and High body weight of yearling heifer. It was concluded that yearling dairy heifers were possible to breed and result pregnancy when reached body weight more than 300 kg.

Abstract
The aim of this study was to evaluate the conception rate of 11-months old dairy heifer following artificial insemination with natural estrus or treated with PGF2α at PT. Ultra Peternakan Bandung Selatan. A case study was applied in this study involving all data of 700 records for date of birth, body weight and reproduction status. Sample was selected according the complete records with criteria of age was 11±3 months, body weight >300kg, having normal reproduction organs detected by rectal palpation. The results showed that from selected 300 samples out of 700 heifers, were observed of 25 heifers were natural estrus (Control), 50 estrus after single PGF2α injection (PG), 95 following single PGF2α and left to normal estrus after 21 days (PG-N), 50 after double PGF2α (2PG), and the rest of 80 heifers showed estrus following double PGF2α – Natural estrus (2PG-N) with the conception rate (CR) of 17/25(68%), 44/50(88%), 42/50(84%), for the respective groups. None of heifers in PG-N and 2PG-N groups became pregnant after first insemination. The body weight (BW) was classified into Low (336-347kg), Medium (348-359kg) and High (360-372kg). The total conception rate was 34%. The CR for Low, Medium and High BW were 41%, 32% and 31%, respectively. The conclusion, the 11-months old heifer was possible normal pregnant following insemination without and with PGF2α injection when reached body weight over 300 kg. To ensure the higher number animal exhibiting estrus, double PGF2α injections should be applied.

Abstract
The efforts to improve the agronomy management techniques to increase the production and nutrient contents of forages are continually studied to increase the efficiencies in all aspects of life, one of which is fertilization. Tradidional-market waste liquid organic fertilizers can beused to fertilize setaria grass. This research was conducted to get information concerning the best dosage of liquid organic fertilizer utilization. An experimental method using Completely Randomized Design was applied in this study. The treatments were: 6 (six) doses of mixtures of the liquid organic fertilizer : water, of the ratios of 0:0, 1:1, 1:2, 1:3, 1:4, and 1:5, volume by volume, each of which was repeated 4 times. The land area used was 2 m x 1.5 m per plot (experimental unit). The variables measured were the dry matter (DM) concentration, DM production, crude protein (CP), crude fat (CFt), and crude fiber (CFb) contents. The data used were the results of the harvest at second defoliation. The results of the study showed that the doses of water in the fertilizer did not indicate any significant differences (P > 0.05) on all varibles being studied. On the basis of the results, it is suggested that the addition of water into the fertilizer can be applied up to 5 folds the volume of the organic liquid fertilizer in the agronomy management of Setaria grass (Setaria splendida).

The aimed of this research to examine the effect of the concentrate to forage ratio of complete feed silage on crude protein consumption, crude fiber consumption, energy consumption and fat consumption of the local male sheep that was conducted at the Experimental Farm, Faculty of Animal Husbandry, University Jenderal Soedirman, Purwokerto. Five types of the ensilage of complet feed treatments consisted of P1 (Napier grass 70% + concentrate 26% + 1.5% + mineral salts urea 0.5% + 0.5% + molasses 1.5%), P2 (Napier grass 60% concentrate 36% + mineral salts 1.5% + 0.5% + 0.5% urea molasses + 1.5%), P3 (Napier grass 50% + concentrate 46% + 1.5% + mineral salts + 0.5% urea 0 , 5% molasses + 1.5%), P4 (Napier grass 40% + concentrate 56% + 1.5% + mineral salts 0.5% + 0.5% urea molasses 1.5%), P5 (Napier grass 30% + concentrate 66% + 1.5% + mineral salts 0.5% + 0.5% urea molasses + 1.5%). Twenty of local male sheep with a body weight 12.5 – 22.5 kg divided into 4 blocks were used in this experiment. The parameters measured were the consumptions of crude protein, crude fiber, energy and fat. Data were analyzed using variance analysis and followed by honestly significant difference test (HSD). The conclusion of this study is that the P3 treatment was the best concentrate to forage ratio of complete feed silage for fattening with consumption of crude protein as much as 131.01 ± 4.05 grams/day/head, crude fiber consumption 103.06 ± 3.33 grams/day/head, energy consumption 655.80 ± 18.74 grams/day/head and fat consumption 55.84 ± 1.83 grams/day/head.

Abstract
Top management accountable in making financing decision in a company are the Chief Executive Officer (CEO) and Chief Financial Officer (CFO) as they have full responsibility to manage the company so that it can realize its vision and mission. The aims of this study are (1) to investigate whether top management-s gender influences financing decision of a company, (2) to investigate whether top management-s age influences financing decision of a company, (3) to investigate whether top management-s reputation influences the financing decision of a company. The population in this study are all non-financial companies listed in Indonesia Stock Exchange (IDX) in 2017. The selection of samples uses purposive sampling method. Data collection in this study are obtained from secondary data. A regression model is performed to test hypothesis 1,2 and 3. Upon analyzing, researcher obtains the following results. Hypothesis 1 (effect of top management-s gender) shows there is no significant impact from top management-s gender on financing decision making. Likewise, hypothesis 2 (effect of top management-s age) shows there is no significant impact on decision making. However, on the third hypothesis (effect of top management-s reputation) shows there is a negative correlation between Chief Executive Officer (CEO)-s reputation and his/her financing decision, while Chief Financial Officer (CFO)-s reputation has little to no impact to the decision.

Abstract
The number of MSMEs organized by Cooperatives and MSMEs Department in Bandung continues to increase but some of business owners have problems due to lack of knowledge and competence in business as well as attitudes in running a business in certain business environment. The purpose of this research was to determine the effect of entrepreneurial competency on business success and the moderating effect of business environment on the relationship between entrepreneurial competency and business success in MSMEs organized by Cooperatives and MSMEs Department in Bandung. This research is using a quantitative method. The data was collected using a questionnaire. Analysis technique which are being used in this research are descriptive analysis and Structural Equation Modeling with Partlial Least Sqare (SEM-PLS). The results show that entrepreneurial competencies have a significant effect on business success. Business environment does not have a significant moderating effect on the relationship between entrepreneurial competency and business success in MSMEs organized by Cooperatives and MSMEs Department in Bandung. Based on the results of the research, Cooperatives and MSMEs Department in Bandung should be able to understand the competencies that an entrepreneur must have, especially in identifying and utilizing opportunities.

Abstract
Many Small and Medium Enterprises (SMEs) in Indonesia are not yet realized the importance of financial records and accounting that can help them identify the potential growth as well as the company-s wellness. Cloud Accounting is sure to have great impact on the growth of SMEs and can be highly beneficial for SMEs as it offers efficient technology, high security, ease of use, cost efficiency (accounting service at a lesser cost). Nevertheless, the factors that indicate the behavior intention of Indonesian SMEs in using cloud accounting are not well understood. Therefore, this research is aimed to identify the factors affecting the behavioral intention of SMEs in Indonesia to use Cloud Accounting. Literature review of articles from international journals and interview with 15 SMEs in Indonesia was done in this study. Our findings suggest that the dependent variable will be behavioral Intention and there is one new variable that should be added to the original UTAUT2 model and two variables should be removed, namely: Perceived of Security and Risk, Hedonic Motivation, and Habit respectively. Thus, this study proposed Performance Expectancy, Effort Expectancy, Social Influence, Facilitating Condition, Price Value, Perceived of Security and Risk as independent variables which will influence the behavioral intention of SMEs in Indonesian to adopt the cloud accounting. Age and scale of business are proposed as moderating variables.

Abstract
In Indonesia, products made from aluminum and glass, such as windows, doors, storefronts, etc, are currently growing to replace products made of wood because aluminum basically is more durable, stronger and also cheaper than wood. Seeing this opportunity, many entrepreneurs are just starting to make small businesses by creating products made of aluminum and glass, one of which is Serba Guna Alumindo. However, the number of SMEs engaged in this industry makes Serba Guna Alumindo have difficulty in competing with other SMEs to get more customers and managing their business, especially in marketing strategy. In this paper, we will discuss how SMEs Serba Guna Alumindo creates a good relationship and conduct direct selling activities effectively to acquire a new customer and develop the digital marketing channel through social media (Facebook, Instagram) and website so that they can grow optimally, with business coaching as the method. The framework used for this research is Customer Relationship Management, how to build a good relational marketing during direct selling activities by using Standard Operational Procedure (SOP) as the standard and customer acquisition strategy by using digital marketing to reach a new customer and create an online presence.

Abstract
Digital technology have changed the way university students approach learning because it has become a necessity and an integral part of their lives. University students are accustomed to using their digital devices for almost anything such as communication, collaboration, accessing multiple source of information for solutions, etc. Although these digital generation are undeniably engaged with technologies and they are very comfortable and confident using technology to accomplish tasks, many educators tend to assume that students today have digital literacy. Surprisingly, current studies reveal that students do not have the required digital literacy skills for online learning. Furthermore, scholars mentioned that individuals level of digital literacy affects a student-s performance positively. This paper presents the deficiencies of digital literacy among university students in a digital learning environment in higher education, implications of these deficiencies and suggests some measures to reduce these deficiencies.

Abstract
This paper raises a concept of future urban planning that still maintains the local culture or culture of the archipelago. This article is the result of research conducted on a traditional village in the northern Bandung area. The method used in this study is a qualitative method that uses a visual cultural transformation theory approach. The results of this study are a new concept regarding smart city without losing the cultural characteristics of the archipelago. This research is still in its early stages, and requires more discussion and application in more detailed and specific case studies.

Abstract
The issue of gender has been playing a significant role in a wide range of career-related attitudes, behaviours and outcomes including career outcomes, perception from other people, occupational health, work attitudes, career experiences and career choices. The purpose of this study is to investigate how gender has been influencing the career choices of youths in case of Myanmar. In this research paper, a qualitative approach is used. This approach needs to be the design of the choice when a straight forward description of a phenomenon is desired. In this research paper, purposive sampling was used to select 20 informants from Myanmar. The result of the study shows that women are more likely to choose careers like teacher, doctor, nurse, and other careers related to social works while men are offered more various choices of careers in fields such as engineering, IT, business and science. Myanmar women are discouraged to choose careers such as engineering, politics, police and military which are considered male dominated and limited in choice of career compared to men no matter what their interest is. Moreover, men tend to gain higher status and pay than women. Myanmar society needs to develop a more flexible, modern mind-set in the issue of gender and remove the limitations of options and achievements that prevent women to pursue their dream career.

Abstract
The main objective of this study is examining the development model based on the theory of involvement, to predict lecturers commitment of three obligation (tri dharma) in Indonesia. We promote and work engagement as research gap solution to solve the contradictions research of relation between leadership research and organizational commitment. This research is quantitative research with cor-relational studies. The unit of analysis in this study are lecturers in the city of Semarang Indonesia, with sample size of 110 lecturers whom were analyzed using (PLS-SEM), through testing outer model and inner model test. The findings in this study indicate that work engagement can effectively mediate the affection of leadership on organizational commitment,. Therefore, a policy strategy that is integrated and based on academic climate is needed which encourages and facilitated activities that relate with engagement continually.

Abstract
Learning achievement is basically influenced by internal and external factors. Learning achievements can be measured qualitatively and quantitatively. Learning achievement is one of the references in the evaluation of learning conducted regularly. This study aims to identify the relationship between learning motivation towards economic learning achievement of high school students in Bogor Regency, West Java. This correlation study produces data; 1) there is a positive and significant relationship between learning motivation and economic learning achievement of high school students in Bogor Regency, 2) learning motivation of high school students throughout Bogor Regency influences economic learning achievement, and 3) the increasing motivation of high school students in Bogor Regency it will also increase the achievement of learning economics as well. In conclusion, this study proves that dominantly learning motivation influences economic learning achievement of high school students in Bogor Regency with a percentage of 70.8%.

Abstract
This research is motivated by increasingly complex of human activities today, lifestyles and developments in the concept of consumption with social functions that communicate identity and social status that lead to consumerist behavior, exploitation of natural resources, environmental degradation, and scarcity of natural resources. Thus this study aims to analyze the description of public knowledge about green products and green consumer behavior; peoples lifestyles in consuming and how to interact with other community members and analyze the influence of knowledge on peoples lifestyles in relation to green consumer behavior. This research was conducted with a survey of 225 residents in Bandung. Data was collected through the distribution of valid and reliable questionnaires. The results of this study state that most respondents have good knowledge of green products and green consumer behavior, but has a low green lifestyle. Abstract
Narcotics and drugs or hazardous substances (drugs) are the most dangerous cross-border problems that can damage life not just one or two people, but all the worlds people (Winarno, 2014). This is very much realized by around 169 countries that agreed on the Sustainable Development Goals (SDDGs) agenda. One of the 17 goals of the SDGs 2030 was Ensure healthy and healthy for all ages. Regarding drug abuse issues, the target to achieve this goal is to strengthen the prevention and treatment of substance abuse, including narcotic drug abuse and harmful use of alcohol. BNN survey data in 18 provinces in 2016 showed that Central Java, including the middle city, was seen from the number of drug abusers. But for the city of Surakarta it is already at an alarming rate. The percentage is 1.96% of the population, close to the national average of 2.2%. The purpose of this study is to find out: 1) What are the factors that cause drug abuse? 2) What are the teenagers knowledge about the types of drugs and their effects? 3) What is the knowledge of adolescents about drug trafficking networks? 4) What is the knowledge of adolescents to avoid drug abuse. The research method uses descriptive qualitative with a phenomenological approach. Determination of informants using purposive sampling, data collection with observation techniques, in-depth interviews and Focus Group Discussion (FGD). Data validity using source triangulation and method, data analysis with interactive analysis model which has three components namely data reduction, data presentation, conclusion drawing. The results showed that the characteristics of drug abusers came from various backgrounds. Habitus which is knowledge about the dangers of drug abuse is mainly learned from playmates. Positive and negative capital is the users cultural capital, while the domain is dominated by peers. So that habitus, capital and the realm of determining the actions of adolescents into drug abusers.

Abstract
Increasing the participation of Indonesian leading sectors or products in the Global Value Chain (GVC) is a strategic approach to improve Indonesia export and to promote economic growth. Following this argument, the objectives of this study are to (i) identify leading products to be increased in the GVC; (ii) identify the strength, weaknesses, opportunity, and challenges, and (iii) formulate policy recommendations to increase their participation in the GVC. The study used combination of domestic value added, product matching and literature reviews. The results of the analysis showed 9 leading sectors have been identified, namely, basic metals (7 products), chemicals and pharmaceuticals (33), electricals (12), food products (29), information and communication technologies (ICT) (20), non-metallic minerals (7), other manufacturing (12), and textiles (54). Positive trend exports of these products is the main strength, while their main weaknesses are high dependency of foreign import of raw materials, low labor skill, difficulty of local firm in finding trade partners abroad. Positive trend of world import demand is an opportunity, while the main challenge is inadequate availability and compatibility of supporting domestic services needed for trade and ICT as well as ensuring cost competitiveness. Therefore, policy recommendations for increasing participation in the GVC are (i) improving the availability and compatibility of domestic infrastructure and services needed for export operations and ICT, (ii) easing the supply chain for intermediate products whether from domestic or import, (iii) capacity building of labors, and (iv) attracting more FDIs.

Abstract
Corn and coffee are the two main export commodities that are important for the development and employment of workers in Indonesia. The appropriate export policy strategy is needed when the prices of export commodities fluctuate. The factors of the rainy and dry seasons are also relatively influential on price fluctuatuions which ultimately can be considered to be able to help in the strategy of increasing export. The model used in this study is Autoregresive and Moving Average and Autoregressive Conditional Heteroskedasticity/Generalized Autoregressive Conditional Heteroskedasticity (ARMA-ARCH/GARCH) with dummy variables. The data used are corn and coffee prices from Januari 2010 to December 2018. The ARMA-ARCH/GARCH model can help show the patterns of corn and coffee price movements during the rainy and dry seasons. The ARMA-ARCH/GARCH model with the dry season dummy variable significantly turns out to have more influence on the conditional variance of corn and coffee prices compared to the rainy season dummy variable. Relevant authorities related to export policies need to be able to provide specific strategies in the event of a long dry season because they can affect the fluctuations in corn and coffee prices. Increased the value added and a good commodity storage system can be a good strategy in dealing with price fluctuations due to bad seasons.

Abstract
Electronic commerce is an excellent capital to support the Indonesian economy. However, e-commerce can shift the demand for labor through the reduction of conventional or retail employment and increase the demand for labor in the fields of technology, information, communication, and knowledge (ICTD) which has the potential to increase unemployment. However, there has been no empirical research that discussed the impact of e-commerce on the shifting demand for labor in Indonesia. The purpose of this research is to find out the description and the factors that influence the demand for ICTD and conventional labor in Indonesia year 2015 - 2017. The statistical method used is panel data regression. This study proves that shifts in labor demand have occurred in Indonesia. E-commerce has a positive and significant effect on the demand for ICTD labor and negative and significant effect on the demand for conventional labor. Based on this research, the government needs to prepare public access facilities to be able to take advantage of new technology and improve the retail sector in order to compete with e-commerce.

As tariff has been declined, Non-Tariff Measures (NTMs) become significantly important to supercede tariff role on protecting domestic industry. In APEC countries, between 2000-2015, the use of NTMs has increased by 413% from only 3,165 NTMs to 16,238 NTMs with average growth at 10.8% per year. The most prominant NTMs is technical measures mostly on SPS and TBT accounted for 80% in 2015 compared to other measures. The ability to comply SPS and TBT determines their ability to penetrade market access. To overcome the negative impact of NTMs, some countries are establishing an economic cooperation with other countries so for Indonesia. This study seeks to identify the most potential Indonesias FTA/CEPA partners from regulatory distance perspective. The study utilizes Regulatory Distance analysis in 10 Indonesian CEPA/FTA partners. Analysis shows that the most potential Indonesias FTA/CEPA partners are Singapore, Vietnam, and Thailand. This is indicated by the low value of Regulatory Distance approximately at 0.33 (lower is better) implies that about 33% of total NTMs measures implemented on Singapore, Vietnam, and Thailand are different with Indonesia NTMs. In contrast, the least potential FTA/CEPA partners for Indonesia are Philippines, Australia, and US market as indicated by high value of Regulatory distance at 0.70 implies that 70% of NTMs imposed by Indonesia is different with those countries. Therefore it is important for Indonesia to address NTMs issues when negoatiates its economy cooperation, particularly with Australia, and US.

Exploring Non-Tariff Measures Facing the Indonesian Agricultural Products in FTA/CEPA Trading Partners

Agricultural is important sector for Indonesian economy with 21.8% contribution to total non-oil and gas export in last 5 years, and grow at 1.9% annually. Agricultural products export is dominated by oil palm and its derivative contributed about 55% of total non-oil and gas export. It is observed that Indonesia agricultural products faces challenges in complying with stringent non-tariff measures (NTMs) imposed by importing countries, such as SPS and TBT. This article tries to address some NTMs issues on Indonesian agricultural export such as coverage ratio, regulatory distances, and the most prevalent NTMs on Indonesian agricultural export. The study utilizes coverage ratio indicator and regulatory distance analysis. The study shows that the ability of Indonesia for better market access on major trading partner depends on the ability to comply with SPS and TBT measures, shown by their high prevalent. However, coverage ratio average on Indonesian agricultural export is only 13% implies that NTMs policy on agriculture products imposed by Indonesian FTA/CEPA trading partners impacted only 13% of Indonesian agriculture products export to its FTA/CEPA trading partners. The regulatory distances between Indonesia and her agricultural export partners is 0.43 indicates that 43% of Indonesian NTMs on agriculture products are different with its main FTA/CEPA trading partners. Indonesia is encouraged to address NTMs issues with its FTA/CEPA trading partners, particularly on any stringent NTMs and procedural obstacles as they often burden exporter related to SPS and TBT implementation.
