Abstract
This research aims to describe the implementation of disciplinary punishment and placement returning of civil servants involved in narcotics and drug abuse and also the obstacles faced. The author takes the example of DKI Jakarta provincial civil servants and the Ministry of Law and Human Rights. Using a post-positivist approach, the author analyzes how the process and procedures are implemented in the provision of disciplinary penalties and placement returning of civil servants with drugs abuse cases. The results in the implementation of disciplinary punishment are carried out centrally. The absence of special legislation that underlies the civil servants involved in drugs causes many of the guesswork done by staffing official (in bahasa said PPK) and authorized official in Bahasa said PyB) with Indonesian Constitutions Number 5 of 2014, Government Regulation number 53 of 2010 and Government Regulation Number 11 of 2017. The results obtained are that both the process and procedure have not gone well, because the provision of disciplinary punishment that should have run parallel with the passage of criminal law in fact awaits a decision that has permanent legal force from the local district court. Placement returning for civil servants who have finished running legal sentences that remain under two years which are returned to the agency, do not yet have clear rules for what placement model to use. It is important for the government to make specific regulations for any violations of discipline, especially narcotics and drug abuse and re-placement if necessary.

Abstract
Public communication campaign held by the Indonesian Government generally aims to achieve the main of integrating functions of several Government programs. The implementation of public communication is intended to send public information and to accommodate public opinion. This necessary for decentralization objective manifestation based on the principle of good public governance, such as Health communication campaign. It is one of the most preference Government endeavors for increasing awareness and improves healthy living to realize the highest standard of public health. Germas (Gerakan Masyarakat Hidup Sehat), whose held by Ministry of Health, was one of the major campaigns in recent years 2018 in Indonesia. Indonesia was facing a big challenge health problem related to non-infectious diseases such as stroke, heart disease, cancer, and diabetes. This paper aims to discuss the effectiveness of Health communication campaign in reducing unhealthy public behavior in Maluku after held one year. Moreover, this paper will analysis media campaign usage to support Germas programs using conceptual analysis.

Abstract
Public Information Transparency (KIP) is the Governments goal to realize good governance, known as good governance. To fulfill the right and the need for decent public services, a strong legal foundation is needed in the process of procurement of goods and services. Procurement of government goods and services guarantees legal certainty and provides protection for every citizen. The process of procuring government goods and services is carried out with the principles of good governance both in the aspects of the implementation of procurement and in the use of state finances. Several derivative regulations were made to discuss the procurement of Government goods / services in the field of construction services. Transparency for the procurement of construction service providers still provides a gap for only a few parties to know that the role of the community is still considered minimal. This study aims to identify KIP with the procurement of construction service providers based on the legal perspective. Collection of secondary data through laws and regulations related to the selection of construction service providers. The results of the study were discussed through focus group discussions and presented in the form of KIP relationship models with the procurement of construction service providers.

Abstract
Abstract, By the year in 2017 the implementation of new learners acceptance policy (PPDB) in Surakarta Public senior high schools had been changed. In 2017 the policy emphasized with its social accesible one by receiving quota till 20% . owever in 2018 when the policy still being implemented there were changes thus added the zoning system. Ministry of Education And Culture said in 2019 they will enforce the zoning policy and the Poor Certificate of Unable will no longer to bemain requirement. Since 2017 Surakarta State Senior High Schools PPDB experienced a lot of polemic and it became public concern. Polemics that occurred from the last two years illustrates there are many people who have different perceptions toward this policy; meaning that although the policy is not necessarily understood by the public yet many differences in interpreting had been occured. So this study will analyze on public perception about policy change toward the PPDB 2019 in Surakarta. The research will use qualitative method.

Abstract
Belu Regency is a district that is on the edge of the border with the State of Timor Leste, which has a myriad of local wisdoms that are different from other regions. Geographical conditions, panorama, customs and local cultures are the beauty of Belu Regency. These local wisdoms drive the Government of Belu Regency to continue providing innovative public services. The purpose of this paper is to identify various local wisdoms in Belu Regency, to create innovative public services. The method used in this research is descriptive qualitative, which describes the efforts of the Government of Belu Regency in creating innovations based on local wisdoms. The result revealed that various local wisdom-based public service innovation have been created in Belu Regency, such as School Art Studio, Pet Health Center and Book at Matabesi. These innovations are based on untouched local wisdoms to make them beneficial to the community. This paper proves that ini the limitations of a region it turns out that an innovation in public service can be developed based on the local wisdom the region possesses. This paper concludes that the local wisdom of a region can be used in the development of innovations to improve service quality.

Abstract
Public Service Innovation is a solution to increase the quality of service delivery from goverment agencies in digital era. Downstreaming of innovation is created through a series of long processes that require various actor involved in creating a system of innovation. This study aims to describe how public service sytem at Directorate Generale of New and Renewable Energy using A-F method. This study reviewing the role of activators, browsers, creators,developers, executors and facilitator by Philip Kotler seen from the influence of actors position at innovation. This post positivism study occur at September 2018 until Januari 2019 by qualitative method. Primary data were derived by indeepth interview, and secondary data were derived by literature study such as journal and report. The result obtained in this study obtained that facilitator played the key role as the higher position that can determine the sustainability of innovation because of his authority to deciding resources allocation, to integrate the system or to develop new system. The second variable that has significant role are activators, and the other variable has not significanly related with the position of actor.

This Study aims to examine Accounting Information System Quality to Accounting Information Quality.This study uses descriptive methods and types of research verification. The type of data which is the primary using primary data uses an interval scale for measurement. Validity and reliability tests were carried out on the collected questionnaires, then ordinal-scale data in interval then using Interval measurement. Data analysis was performed using SPSS 22.

Abstract
In this study aims to identify and analyze regional innovations and then provide recommendations on regional innovation strategies in improving public services in Garut district. The research methodology uses a qualitative approach, so this study is based on the results of empirical data analysis and literature review. Empirical data in the form of relevant legal documents, perceptions of regional apparatus and expert judgment of experts in the field of government. Literature review is carried out to establish boundaries and scope of regional innovation in the public sector. The thinking of public service innovations in the regions can not be separated from the still not optimal improvement in the quality of public services as a manifestation of bureaucratic reform. Innovation in public services should ideally grow out of organizational culture, because it is expected to develop and be sustainable to encourage the acceleration of improving the quality of public services. Regional innovation strategies that can be proposed are innovations that can solve the existing problems in all work units, in order to be a solution to overcome problems. This can be done through identification of innovation through problem solving innovation training in each work unit, regional innovation workshop and regional innovation assistance.

Abstract
Performance of health workers is still the issue in efforts to improve health services, World Health Organization (WHO) suggested to improve the health workers performance to overcome this issues. One of the important effort is the improvement of work motivation. This study aims to see the relationship between intrinsic and extrinsic motivation on the performance of nurses at Sultan Agung Semarang Islamic Hospital. This research was conducted by taking samples from 234 respondents using questionnaire, and the data analyzed with factor analysis and structural equation modeling. The Result showed intrinsic motivation has a relationship with the performance of nurses at Sultan Agung Semarang Islamic Hospital, while extrinsic motivation doesnt. Responsibility, work itself and worship are the most influence factors. There is a varied relationship among sex, and group of ages on work motivation. Conclusion, the Improvement of performance program can be done by increasing intrinsic motivation including the motivation of worship. Variations in motivational approach must be done with attention to individual character difference.

Abstract
Abstract After the enactment of Government Regulation Number 18 of 2016 concerning Regional Devices there was resistance from a number of parties over changes in the position of Regional Hospitals from Regional Technical Institutions (LTD) to the Technical Implementation Unit of Public Health Office (UPT). This resistance must be immediately given a solution so as not to disturb the public services provided. By using a post positivist approach, this qualitative research seeks to analyze the factors that influence organizational resistance from Robbins theory. Primary data is obtained through in-depth interviews while secondary data comes from literature studies on several publications, reports or news about hospitals and regional hospital. The results of the analysis show that organizational resistance of RSD is influenced by structural inertia, limited focus of change, group inertia, threat to expertise, threat to established power relationship, and threat to established resources allocations.

Abstract
Lately Family Planning Program in Indonesia is experiencing lethargy, until the government fails to control the pace of human growth. Research objective: analyzing the implementation of family planning program policies in Indonesia. The research uses descriptive methods and qualitative approaches. The results of the research: the implementation of the 2018 Family Planning Program policy in general has been going well and has a positive impact on the community, but the achievement has not been optimal according to the targets set in the MDGs. The programs standard, goals and output indicators are quite clear. The success of this program is inseparable from proper communication between organizational units, and implementing activities in the field with counseling methods. Officers have not been optimal in helping clients choose and decide on the type of contraception to be used, so the results are not sufficient. Coordination by the National Population and Family Planning Board with stakeholders institutions related to this program is well implemented, but not optimal.

Abstract
The researcher determined the theme of Prabowo Subiantos speech research because he currently entered the 2019 political year. Often political figures issued words that were very powerful in their rhetoric. Prabowos rhetoric which became a trending topic on social media and conventional media such as The Body Polytic (Unhealthy State Agency) was even raised as a headline for live streaming media on the Digdaya television channel on February 15, 2019. This study discusses of Prabowos speech with Pentads analysis by Kenneth Burke. The researcher chooses qualitative methods with the interpretive paradigm, to gain an understanding of the motives for narrative making National Speeches in Dramatism Study. The method of data collection is done through documentation. The data analysis technique is the leading method of Kenneth Burke. Burke calls the pentad analysis method because this method consists of five points for analyzing symbolic texts such as conversations or a series of articles. The five points that make up the agenda include act, scene, agent, agency and purpose. The results of this study emphasize the existence of the practice of hegemony in important aspects of state life from foreign clutches.

Abstract
Local tax as one of the Own-Source Revenue (PAD) is an indicator that shows the fiscal potencial. However, not all regions have it sufficiently. In order to increase local tax revenues, the city of Surakarta created the Online Taxpay Information System (Si Bapak On). This paper aims to discover the implementation of Si Bapak On, the innovation supporting factors and also the obstacles. The research methode is qualitative descriptive. The data collected by interviewing functionaries of Surakarta Agency for Management of Regional Revenue, Finance and Assets (BPPKAD). The result shows that it could runs well due to the support from the Major of Surakarta, collaboration between related stakeholders, massive socialization of the innovation, as well as the active participation from the society. The obstacles are the application is not yet integrated with the Regional Management Information System (SIMDA) which developed by the Financial and Development Supervisory Agency (BPKP) of Surakarta. Beside that, there are taxpayers who do not understand the use of this application, but there were also taxpayers who used technology to manipulate tax assessment data. To solve the problems, the Local Government of Surakarta can collaborate with BPKP; optimize mobile safari; and maximize the ability of BPKAD IT staff.

Abstract
The purpose of this study is to study the effect of solvency and liquidity on financial distress in the Cable Sub Sector in the Indonesia Stock Exchange. The population of this study is the pharmaceutical sub-sector company that is listed on the Indonesia Stock Exchange which is supported by 6 companies with an observation period of 2 years, namely in 2016-2017. The method used in this research is a descriptive method, with DTA, CR for independent variable and Altman model and Springate model for dependent variables. Descriptive analysis, significant test, regression linear analysis is used in the analysis data. The results showed that there was a significant relationship between Solvency and liquidity towards financial distress of Altman Modelin the Cable Sub Sector in the Indonesia Stock Exchange seen a significant value of 0.000 <0.05.

Abstract
The media is divided into two categories, namely print and electronic media. Print media that can meet the criteria as mass media are newspapers and magazines. While electronic media that meets the criteria of mass media are television, film, radio broadcasts, and online media (internet). Media radio in its use in the world of journalism is considered effective and efficient, because it can be accessed wherever and whenever, so that people can more easily obtain information. Therefore, until now radio still needs to be considered in relation to the reason that it cannot be compared with other media such as print media, which disseminates information about the time needed when compared to radio. As a mass media, radio that is very close to its listeners does not only contain entertainment and songs, but also contains information needed by listeners, for example such as updated news information, disaster information, traffic monitoring, and so on. One radio that still exists airs in Tangerang is Star Radio. In making radio production, many contributing parties include a video editor. Video Editor is taken as the person who edits the content that has been taken by the Videographer and Video Editor who determines and selects which videos are worth editing or not to look good on Instagram Star Radio Tangerang social media. With the existence of online media competition between radios is getting tougher making researchers want to improve the Star Radio Video Editors strategy in make content media production so that radio still exists.

Abstract
The purpose of this study is to investigate how Work Engagement and Work Environment affect the turnover of employees in IT companies with a sample of programmers. By using Resource Conservation theory as a theoretical framework, this study contributes to existing research by examining the relationship between Work Engagement (ie Vigour, Dedication and Absorbtion) and Work Environmnent moderated by Work Family Conflict. Descriptive analysis and correlation will be conducted using SPSS. Then, to test the hypothesis above, Partial Least Square Structural Equation Modeling (PLS-SEM) analysis is used using SMARTPLS. From the results of the study indicated to have significant influence on TurnOver Intension from the three variables studied, they are Work Environment, Work-Engagement and Work-Family Conflict, only Work Engagement has significant influence on TurnOver Intension, and it is negative. This means that the higher the employees Work Engagement, the lower the TurnOver level in the company that becomes the object of study.

Abstract
Throughout the last decade, Internationalization becomes highlight of Higher Education implementation all over the world. Internationalization is strategy of Higher Education to increasing its quality, using international factors as implementation institution standard. Internationalization of Higher Education comes with two different perspectives which is the opportunity to increase the quality of Higher Education or otherwise it could become global competitiveness threat. After Industrial Revolution 4.0, implementation of Internationalization of Higher Education gathers so much attention. Many countries around the world have developed implementation of Internationalization in the time of Industrial Revolution 4.0. However, some countries still facing many challenges such as: integration of Internationalization with the state policy and the limited resources of Higher Education institution. In order not to left behind, a country should simultaneously accelerate Internationalization with technological reinforcement. Abstract
The city is a composition between natural landscape elements of origin and manmade landscape elements as a consequence of the way humans adapt the environment to meet their life needs. The town of Magelang is an attractive landscaping city with Mount Tidar as the landmark and slogan of the Million Flower City. The city of Magelang is developing with very limited land. The limitation of urban land refers to the linear form supported by the existence of two rivers, namely Progo and Elo Rivers as administrative boundaries in the East and West. This condition becomes a challenge for land management in Magelang city, especially the management of the landscape. In this study, landscape management is done by looking at landscape elements as "assets". When landscaping is considered an asset, landscaping is both a direct and indirect benefit to the community so that the landscape of a city is no longer neglected but a priority, including in its management budget

Abstract
Abstract Space is a resource that is fully limited and has characteristics that are not uniform so that it does not have all kinds of functions that can be developed in the available space. Space limitation is needed for spatial planning activities that those designed according to the designation are adjusted, using development permit instruments. Jakabaring area as the center of urban development is the alternative to minimize the old city crowded, challenging traffic jams with old buildings had narrow streets. Within 20 years Jakabaring has developed as a new city that is facilitated all the new requirements for all and also made changes to the environment of the area that used to be a tidal swamp farming area and landfill. In implementing the policy of reclamation and development of urban infrastructure, it is often constrained such as: 1. The policies are not synergized between levels; 2. Submission of information and procedures for policies and the use of appropriate and environmentally friendly technologies, are not approved in a comprehensive, in discussions between agencies / institutions within the local government. The slow implementation of the synergy of development policies is caused because each part is related to the regulations given by each agency / institution, along with the budget set for the program that must be implemented in accordance with targets that must be agreed by each agency / institution. In the relationship between the center and the region, the existence of the Regional Autonomy Law, the synergy of development policies between the center and the regions is cut off because each region has the right to develop development policies in its area, while the center will assist the region in accelerating infrastructure development in the regions that produce policy at the central level.

ABSTRACT The fast development of technology and information has a significant impact on all activities of human life. The industrial era 4.0 that is now happening, has fundamentally changed the way of thinking and activities and has a great influence on the world of education. The development of this era is characterized by the use of information and communication technology in all aspects of life, including in the learning process. Classrooms as a place to change, improve, and prepare students skills to compete in the community of industrial revolution 4.0 era. Therefore creative thinking, critical thinking and communication skills and the ability to use interactive and innovative media are important competencies in entering human life in this century. To achieve learning success and be able to compete in a global community, students must become experts and possess skills as communicators, creators, critical thinkers, and collaborators. One solution to overcome this problem is to use online learning media in online business learning at Vocational Schools. The purpose of this study is to find out the effectiveness of online learning media in online business learning in vocational schools, especially in improving the creativity of students. The method used in this study is the Experiment method using Factorial 2x2 design. The subjects in this study were students in class XI at Kuningan State Vocational High School. The results of the study show the enthusiasm of the students, this means that online learning media have a good influence on the learning process and enhance the creativity of students. Thus it can be concluded that online learning media are effective in improving students creative thinking skills. In addition, the results of the study also conclude that there are interactions between online learning media and online business interests towards students creative thinking abilities.

Abstract
Agency or Officer in the state administration (office of the state administration) has broad authority in conducting the affairs of government (executive). With this broad authority tend to abuse that caused harm and injustice in the society, therefore there must be other institutions that control it. Based on the theory of triad politics of the executive is politically controlled by the legislative and juridical institutions controlled by the judiciary, because the state administration officials running the executive functions that control the judiciary is legally the state administrative court. Judicial control by the state administrative court is currently under Law Number 51 Year 2009 (second amendment) and Law Number 9 Year 2004 (first change) is revising the Law Number 5 Year 1986 about the administrative court only in the case of administrative provisions (beschikking) issued by the agency or official of the state administration alone, whereas in absolute philosophical competence the state administrative court is resolving state administrative disputes in a broad sense. Therefore, this tudy uses a type of normative research, where the data is obtained comes from the literature literature.

Abstract
The purpose of this study is to analyze the roles of industrial sectors on the Indonesian national economy by using simple output multiplier and simple household income multiplier, the analysis tools in Input-Output (IO) analysis. The data of the study is 2010 Indonesian IO table. The results show that electricity and gas, and public administration and defence; compulsory social security sectors had important roles on the Indonesian national economy on the analysis period.

Abstract
Village funds management that is mandated in Law No. 6 of 2014 of Villages aimed to the development and empowerment of village people is still not optimal. This research purpose is to identify and analyze several factors that cause not optimal management of village funds. The method used is Bartlett test analysis factor, Kaiser-Mayer-Olkin (KMO), Measures of Sampling Adequacy (MSA), factor extraction using Principal Component Analysis (PCA), factor selection using Eigen values and Plot Cree, and factor rotation using Orthogonal Rotation Varimax. The data was collected through two stages, the first stage is in-depth interviews with key persons, and the second stage is distributing questionnaires to 105 respondents. The results showed that from 20 factors obtained from stage 1 with the factorization of the results of questionnaires in stage 2, there were 4 new factors of reduction result that caused low management of village funds. These factors include coordination, management, resource, and policy.

Abstract
This study aimed to analyze the influence of normative commitment to employee performance, to analyze the effect of continuance commitment to employee performance and to analyze the influence of affective commitment to employee performance at Plantation Company in Medan. This research approach is associative approach. The population in this study permanent employees plantation in Medan with until as many as 151 people. Data collection techniques in this study with questionnaires and interviews. Data were analyzed using multiple linear regression. The results of this study shows there is no significant effect between affective commitment to employee performance Plantation Company in Medan. A significant effect between continuance commitment to employee performance Plantation Company in Medan. A significant effect between the normative commitment to employee performance Plantation Company in Medan.

Abstract

Firm Size, Growth Opportunity, Ownership, and Return On Assets (ROA) on Dividend Payout Ratio (DPR) in Automotive companies listed on the Indonesia Stock Exchange (IDX) for the period 2013-2017. The approach taken in this study is an associative approach. The population in this study were all automotive companies listed on the Indonesia Stock Exchange (IDX) which numbered 13 companies, while the samples that met the criteria for sampling for this study amounted to 10 companies. Analysis of sample data for this study is the Analysis of Multiple Linear Regression, Classical Assumption Test, Hypothesis Test, and Determinant Coefficient using SPSS 20 measuring instruments. The results showed that Cash Position did not show a significant effect on the Dividend Payout Ratio , Firm Size did not show a significant effect on the Payout Ratio Dividend, Growth Opportunity showed a significant effect on the Dividend Payout Ratio, Ownership showed a significant effect to Dividend Payout Ratio, Return On Asset shows a significant effect on Dividend Payout Ratio of, and simultaneously Cash Position, Firm Size, Growth Opportunity, Ownership, and Return On Asset have a positive relationship and a significant effect on Dividend Payout Ratio.

Abstract
This study aims to examine and analyze the effect of earnings management on firm value and tax avoidance on earnings management relationships with firm value on agricultural companies listed on the Indonesia Stock Exchange. This approach uses a quantitative approach, consisting of two independent variables namely earnings management, and tax avoidance, and the dependent variable is the value of the company. The object of this research is agricultural companies listed on the Indonesia Stock Exchange (IDX) during the period 2013-2017. The sample used was 14 agricultural companies listed on the IDX. Testing the hypothesis in this study using multiple linear regression Based on the results showed that (1) earnings management affects the value of the company in agricultural companies on the IDX. (2) tax avoidance affects the value of the company in agricultural companies on the IDX

Abstract
The study aims to determine and analyze the effect of ethic leaders, organization commitmen on of the academic competence of University Lecturers in Indonesia in the facing The Era of Indutrial Revolution 4.0. The method used in this research is using survey This study use quantitative research method with survey technique to respond the test hypotheses that have been formulated. The respondents are 150 lecturers, the sampling technique used was sampling purposive technique. The questionnaire of ethic leader, organization commitmen and academic competence were validated with the product moment correlation formula, while reliability was measured by the Alpha Cronbach formula. Hypothesis testing using path analysis (Path Analysis). The research result of the study found that: (1) there is the effect of direct ethic leaders on the lecturers academic competence, (2) there is the effect of direct organization commitmen on the lecturers academic competence, and (3) there is the effect of direct ethic leaders on the organization commitmen. Implications of research efforts to improve the lecturers academic competence of the University at Bogor in Indonesia in the facing the era Indutrial Revolution 4.0, the effectiveness of ethic leaders must be increased, the organization commitmen.

Abstract
This study examined the effects of leadership, organizational culture, compensation, and motivation on organizational commitment on civil servants in Cilegon Citygovernment. The study also investigates the indirect relationships among leadership styles, organizational culture, and compensation on organizational commitment through motivation. The study was conducted using a questionnaire with a sample size of 71 civil servants in Cilegon City government. The analytical method used is to use a test instrument that includes the validity and reliability test, linearity test, regression analysis, path analysis, t test, F test, test the coefficient of determination and correlation analysis. The results showed that the positive and significant effect of leadership, organizational culture, compensation, and motivation on organizational commitment. Leadership, organizational culture, and compensation positive and significant impact on motivation. The results of sobel test is no indirect relationships among leadership styles, organizational culture, and compensation on organizational commitment through motivation. Practical implications this study would help managers and policy-makers in the Cilegon City government to develop a better understanding of leadership, organizational culture, compensation, and motivation and their influence on organizational commitment.

Abstract
Leadership power is used as an effort to influence subordinates based on established decisions, in order to achieve the organizations vision through the innovations it builds. This study is intended to empirically determine the influence of power on decision-making by the leadership of the Civil Service Agency. Quantitative approaches are used in research with survey-causal methods. The target population specified is the State Personnel Agency. Sampling was carried out by proportional random sampling techniques of supervisory officials totaling 80 people. Data is captured through a questionnaire, using a rating scale with a distribution of scores between 1 and 5. The results of the study indicate that power has a significant effect on decision making. This means that the power that is carried out properly will affect the way leadership decisions are made starting with identification, classification and verification. Decision making is an effort to solve problems through the selection of alternative solutions that exist. The results of this study are expected to be implemented and further developed by the leadership of the Civil Service Agency Agency, especially supervisory officials.
