Abstract
Voter behavior related to how individuals behave and compete in general elections, related to their political interests and choices towards a political party or candidate to be chosen based on country or region. This study aims to analyze the behavior of Javanese transmigrant voters in the selection of Regional Heads in Jambi City in 2018 by using a qualitative approach with descriptive analysis methods through observation, interviews and literature studies. This study explains that party identification is not only a major factor in voting behavior in local politics in Indonesia, especially Jambi City. However, the sociological and ethnic approach is also a factor in determining sound choices. This study confirms that voters tend to identify themselves with proximity, both ethnic and regional closeness and then choose their votes to candidates carried by their parties. This is evidenced by the results of the recapitulation of the Jambi City Election in 2018 to the Sani-Kemas pair who succeeded in winning with the number of votes 22,577 in the District of Palmerah with the majority of voters being Javanese.

Abstract
In the Purworejo regency, Central Java, there is a mountainous area, called Menoreh Hills. It is known as a disaster prone area, tectonically representing volcanic arcs of the central part of Java Island of the tertiary era. The stratigraphy of the area varieties from the oldest to the youngest rocks, respectively consists of volcanic rocks of the Kaligesing and Dukuh formations, limestones of the Jonggrangan Formation, marl-calkarenite intermittent of Sentolo Formation, and alluvial deposits. The Kaligesing Formation consists of andesite pyroclastic breccia, tuffaceous breccia, and lava breccia, the Dukuh Formation consists of laharic breccia, Jonggrangan Formation comprises reef limestones, Sentolo Formation comprises layered calcarenite limestone, alternating with marl, while alluvial deposits includes loose materials with various grain size. The geological structure found in the Menoreh Hills is in the form of joints and lateral slip faults with a general pattern of North West - Southeast and Northeast - Southwest. Especially the volcanic rocks in the Menoreh Hills have experienced extensive weathering, forming soil with a thickness reaches up to 5 meters. Because of the topography with quite steep slope (>20o or >36% ), the soil of quite thick (>2m), the presence of fracture structures that quite tight, triggered by high rainfall (.2000 mm/year), Menoreh Hills can be classified as landslide prone areas. In connection with this, a risk assessment needs to be carried out in the context of developing disaster management in the Purworejo Regency area.

Abstract
Public policy should be about enhancing happiness or the welfare of the people, now and in the future. However, in reality, there are not many public policies that really think about the happiness of the target group. Though happiness has a positive impact on both individuals and social aspects. the trend in education policy that is currently developing is the internationalization policy of higher education. It is expected that international policy can improve the quality of education and the economic competitiveness of a country. To achieve this goal, many policies are made with specific targets. There is not a little compensation for the targets achieved. Therefore, the purpose of this article is to identify whether the internationalization policy provides happiness to the target group. Happiness in the education environment can create a good social environment for the next generation. In addition, happiness in the work environment can increase productivity and achieve outcomes. This indicates that happiness can support the objectives of the internationalization policy. This article uses the literature review. The results can be used as a reference for policymakers to pay attention to how the happiness factor of the target can be taken into consideration in making further policy.

Abstract
This research aims to describe the implementation of disciplinary punishment and placement returning of civil servants involved in narcotics and drug abuse and also the obstacles faced. The author takes the example of DKI Jakarta provincial civil servants and the Ministry of Law and Human Rights. Using a post-positivist approach, the author analyzes how the process and procedures are implemented in the provision of disciplinary penalties and placement returning of civil servants with drugs abuse cases. The results in the implementation of disciplinary punishment are carried out centrally. The absence of special legislation that underlies the civil servants involved in drugs causes many of the guesswork done by staffing official (in bahasa said PPK) and authorized official in Bahasa said PyB) with Indonesian Constitutions Number 5 of 2014, Government Regulation number 53 of 2010 and Government Regulation Number 11 of 2017. The results obtained are that both the process and procedure have not gone well, because the provision of disciplinary punishment that should have run parallel with the passage of criminal law in fact awaits a decision that has permanent legal force from the local district court. Placement returning for civil servants who have finished running legal sentences that remain under two years which are returned to the agency, do not yet have clear rules for what placement model to use. It is important for the government to make specific regulations for any violations of discipline, especially narcotics and drug abuse and re-placement if necessary.

Abstract
Bureaucratic reform is carried out to create good governance in order to run effectively, efficiently, flexibly, measurably, consistently, integrated, institutionalized and sustainable. Government policy in Indonesia has two traits, namely centralized and decentralized, which at present education policy follows the direction of centralistic government policies and is adjusted to decentralized or regional autonomy policies. In line with the aspirations of the Indonesian people as stated in the 1945 Constitution, namely to educate the nations life, the government is required to implement a good and superior education system that is evenly distributed in all regions of Indonesia. To create educational evenness, the current pattern of new student acceptance is regulated in the Minister of Education and Culture Regulation No. 14 of 2018, which aims to eliminate favorite school identities in public schools with a zoning system pattern. In practice there are pros and cons because the zoning system is felt to reduce the quality of student values and achievements, there are even some challenges to mapping and redistribution of competent and quality teachers in each region, improvement of school infrastructure and minimum service standards and national education standards by local governments.
