Abstract
Rice bran is one of important ingredients in chicken diet as protein and energy source. It accounts for 15 – 30% in chicken diet. Rice bran has great potential to be used as feed ingredient in tropical country. However, the data of rice bran potential in many areas are not available yet. The aim of this study was to observe the potential of rice bran in Sidenreng Rappang regency as local feed ingredient. This study used descriptive method and analyzed by simple statistical analysis. The sampling locations were five rice milling units according to production capacity. Production capacity, milling process, quantity of end and by-product were observed in this study to get the data of rice bran production as primary data. Harvested area and rice grain production were obtained from BPS (Statistics Indonesia) as secondary data. The results showed that milling process of rice grain was producing 60.35% of rice, 0.004% of broken rice, 6.54% of rice bran, and 33.09% of husk. Based on the data of rice grain production (667,523 ton), it could be estimated that rice bran production was 43,656 ton in Sidenreng Rappang. The highest rice bran production was in Pitu Riawa district (6,553.21 ton) and the lowest rice bran production was in Tellu Limpoe (2,071.47 ton).

Abstract
Accessing or theft of public network information is very vulnerable to deploy data on public networks, this has a major impact on those who have the information. One of many to obtain information on the compilation process is to encrypt data and reform it. Encryption techniques play an important role in cryptography to hide text or messages into public images. The use of images as key objects is very effective for data security and the information cannot be read or is unknown to people who cannot be transferred. In this case the asymmetric key cryptographic technique uses images and single layer perceptron, asymmetric cryptography through the process of encryption and description can produce data and information security keys that are difficult to guess. The use of keys is done by extracting image characteristics using the GLCM (gray level co-occurence matrix) to produce symbols created through the training process using a single layer perceptron encryption asymmetry key and description that can be response for in its integration.

HyCole and HyLa rabbits were imported by the Indonesian Research Institute for Animal Production (IRIAP) in 2012 and 2013. Importation were done to overcome raising demmand on broiler rabbit. HyCole and HyLa rabbits were known as best broiler rabbit and had potentiality as genetic resources to develop Indonesian broiler rabbit like new zealand white that already adapted in Indonesia. The aim of this study was to characterize phenotype of HyCole and HyLa rabbits, in order to evaluate their adaptability in tropical environments, and as genetic resources to develop Indonesian broiler rabbit like new zealand white that were already adapted in Indonesia. Research were held at Indonesian Research Institute for Animal Production using 79 heads of adult rabbits (20 heads doe and 20 heads buck of HyCole, 14 heads doe and 12 heads buck of HyLa, and 5 heads of doe and 8 heads buck of new zealand white). A complete randomized design with unbalanced data analysis was used for quantitative traits and descriptive analysis for qualitative traits. Phenotype characterization were done qualitative and quantitative traits. Qualitative characteristics of hair color variation of HyLa rabbit was different than other with 7.7% pointed on their white hair color, and hip type compact of HyCole, HyLa and new zealand white were 90%, 84.6% and 76.9% respectively. Quantitative characteristics of chest size (circumference, depth and width) of HyCole and HyLa rabbits were higher than new zealand white. HyCole and HyLa rabbits had high productivity, therefore they were suitable for broiler rabbit. Crossing of these rabbits with new zealand white rabbit have potential to develop broiler rabbits that adapted in tropical climate.

Abstract
Background: Sucrose is the end product of photosyntetic carbon asimilation, that exported from source to sink tissue. There are many enzymes involved in sucrose synthesis and accumulation in plant, but sucrose phosphate synthase (SPS) is believed to be key enzyme for sucrose synthesis. Elevation of SPS activity by the overexpression gene for SPS have been reported increase sucrose content and growth of transgenic plants. The increase sucrose is then used to increase cellular metabolism and stored in plant storage organs (Park et al., 2008). The overexpression of SoSPS1 has been succesfully introduced in several plants such as tomatoes (Dewanti, 2010) and sugarcane (Miswar et al., 2007), resulted in increase of sucrose contain and growth of the transgenic plants. Overexspresion SoSPS1 gene in indica rice plants is expected to increase the synthesis of sucrose and carbon flow to increase the rice growth. Aims: Indica rice overexpression gene SoSPS1 is expected to have a higher sucrose synthesis and has an effect on increasing of growth and production of indica rice plant. Materials and Methods: The materials in using this study Ciherang rice seeds, Agrobacterium tumefaciens strain GV 3101, SoSPS1 gene construct in plasmid pCL4. Agrobacterium used as a transformation vector carries the SPS gene that has been inserted in the plasmid. The introduction of SoSPS1 gene in rice plant was conducted using Agrobacterium tumefaciens through several steps that are infection, cultivation, selection, and acclimatization of selected plants. Genomic PCR analysis was conducted to ensure that SoSPS1 gene has been integrated into the rice genome. Results: Agrobacterium mediated transformation resulted in 11 putative transgenic rice. The DNA genome was isolated from 11 putative transgenic riceaclimated in green house and used for PCR analysis. The results showed that among 11 transfroman plants, 10 transgenic rice indicate the insertion of SoSPS1 gene in the genome. Transgenic rice that inserted by SoSPS1 gene showed higher growth compared to wild type plants. These results suggest that increasing sucrose in transgenic rice provide carbon and energy for rice growth. Conclusion: From the transformation 10 transgenic rice plants were obtained. Transformation of the sucrose phosphate synthase gene can increase plant growth in indica rice. However detailed analysis is needed to determine the effect of the overexpression of the sucrose phosphate synthase gene.

Abstract
Posuo is a specific ritual intended for Butonese women, spanning from the menstrual period to the pre-wedding period. The purpose is to mark a woman-s maturity as a sign that she is ready to enter a new phase of life in marriage. One of the important parts in the implementation of posuo is the presence of water. The water is categorized into two namely uwe malape and uwe madaki. In this study, we are going to analyze the symbol of water by describing the posuo as a tradition and then looking at how the Buton community responds it today. This research will use the ethnographic approach to obtain as much data as possible from various resources. The next step is to answer how the Buton community interprets water as a symbol of life in customs and traditions.

Abstract
In Indonesia, batik grows and develops in accordance to the dynamics of society. Batik is not only a traditional artwhich is closely attached to Indonesia, but now batik is an idol in both social and economic development. One example is the Banyuwangi-s batik motif, which its use is not only as a sacred function but also as a profane function. Banyuwangi-s batik motif is not only on its fabric, but it will also function as a local identity. Banyuwangi region is trying to be a leader in building a new and dominant community structure in East Java. Moreover, in terms of education, all teachers behaviors should also be based on the new structures that have to contend with cultural realities and cultural interactions. The research method used to present the efforts to affirm the local identities in Banyuwangi-s batik motifs is a qualitative study supported by cultural studies approach. In this study, the problem being discussed is how the Banyuwangi-s batik motifs are and how they reflect to the local identities of its culture, including batik, which has specific characteristics related to Banyuwangi community. Thus, Banyuwangi-s batik motif is an interesting area of study and is important as seen from several perspectives.

Abstract
This scientific paper aims to reveal the history and cosmological meaning of the Gebog Domas of the Bali Mūla community (Bali Aga) in the Kintamani District Region of Bangli, Bali Province. The study was conducted through data collection with observation techniques, in-depth interviews and literatures studies. The collected data were analyzed descriptive-qualitatively with the Cultural Semiotic and Ethnoarchaeological theories approaches. The study showed the following results. Gebog Domas is a picture of a cosmic-magical mandala and is the identity of the Bali Mūla / Bali Aga community (sub-cluster of Austronesian) in Kintamani District, Bangli Regency, Bali Province. The Gebog Domas cosmological concept which consists of four united Gebog Satak (Gebog Satak Sukawana, Kintamani, Selulung and Bantang) is thought to have originated from pre-Hindu (prehistoric) times. The concept of Gebog Domas, apparently later adopted in the Hindu political kingdom system in the latter times. In addition, during the Ancient Bali Period (IX-XIV centuries AD), the Pucak Bukit Panulisan site was also a state temple in mountain (uranisch) when the kuta rajya (royal city) was centered in Pejeng-Bedulu (now its territory includes the Regency of Gianyar). Cultural-Semiotically, the concept of Gebog Domas means: balance and harmony between microcosm-macrocosm. In the world view of local community (Bali Aga), the Gebog Domas, implicitly contained the meanings: rahayu (safety and health), social integrity, order and peace of life, conservation of the natural environment, fertility (productivity), prosperity (jagadhita) and finally expected to manifest in sustainable life. Now in the Postmodern era, the cultural wisdom embodied in the Gebog Domas cosmology is a challenge for local community (Bali-Indonesia) to preserve and implement in real life.

Abstract
Sumatra Island is one of the largest island in the Southeast Asia that has been inhabited by humans since at least 12,000 BP. Archaeological findings at several sites from the western to eastern in the island of Sumatra proved that the occupational chronology or occupancy process of the island of Sumatra has been going on since thousands of years ago. The period of occupation and adaptation to the surrounding environment has given rise to a variety of cultural artifacts, one of that in the field of fine arts. Chronologically, prehistoric art is considered by experts as the birth place of art itself and the initial stage of the series of changes in long art forms, from prehistory to the classical Hindu-Buddhist period, and then back to Islamic era. The long journey of art in Malay Jambi certainly gave a variety of morphologies or forms that are likely to have similarities with the previous era, or just the opposite and then it becomes a research problem; how is the variety of form or the morphology of art from prehistoric times to Islam? Are there any similarities, or differences? The archeological method is used as research method, so that from the field data it can be identified and classified the morphology of the fine arts and the stages of their change over time. A temporary hypothesis from this study shows that there is a unified form, or art morphology, apparently, but there are differences in the use of art media.

Abstract
Dayak Tamambaloh is divided into 4 social classes; Samagat, Pabiring, Ulun /Banua and Pangkam. Samagat is the highest strata and has the right as a leader called Tamanggung. Tamanggung is a Samagat with pure blood not mixed with the strata underneath. Therefore, Samagat is obliged to marry fellow Samagat with the aim of preserving offspring for the birth of prospective Tamanggung. However, this obligation collides with the exogamy marriage system of the Tamambaloh Dayak core family. Thus, this study aims to examine the way Samagat maintains its social strata. This research uses the concept of symbolic interaction. This study uses a qualitative method. Data collected by interview and observation. The unit of analysis for this study was Samagat Dayak Tamambaloh. This research shows, there is a panyonyok custom which becomes a symbol transaction to maintain the social strata of Samagat. Panyonyok is a dowry gift in the form of a fire cannon or gong or crock by the bridegroom to the bride. Symbolically Panyonyok has four functions. First, to maintain, raise the social strata of offspring or children. Second, the symbol of the union of the extended family of men and women. Third, a symbol of assurance of husband and wife loyalty. Fourth as a media "showing off", or a form of prestige.

Abstract
The long-term goal of this dedication activity is the wider dissemination of the fast reading method of the Bilhikmah Al-Quran. Why Bilhikmah? This method takes the advantages of the Baghdadi method in introducing the structure of hijaiyah letters and the superiority of the Shautiyah method in teaching hijaiyah that are pronounced without spelling it. We equip the Bilhikmah Method with four textbooks that are thinner than the other method textbooks. Theoretically, the superiority of a teaching method is measured by two main criteria, namely effective and efficient. In terms of effectiveness, a teaching method must deliver as many students as possible can read the Quran; In terms of efficiency, the teaching method must deliver them to read the Quran in a shorter time. Quasi-experimental results, the Bilhikmah method proved effective and efficient. Effective because by applying this method thousands of students have been able to read the Qur-an; and in terms of efficiency, by using this method they could read the Qur-an in a shorter time compared to other Qur-an reading methods. This service/training activity aims to provide the Bilhikmah method to prospective Islamic religious tutors at the UPI Al-Furqan Mosque and mosques around the campus. Specific targets to be achieved with this training, at least 70% of 80 prospective tutors, can teach reading the Qur-an with the fast method of Bilhikmah. The training uses a variety of methods, namely presentations, questions and answers, demonstrations, practices, a small group guidance, and individual guidance. The results of the training almost all the participants mastered the fast method of reading Al-Quran Bilhikmah. During the activity, participants took seriously to pay attention to the advantages of this method. They also seriously practiced in small groups on how to teach the Bilhikmah method. They then recruited almost all the training participants to become religious tutors at UPI Al-Furqan Mosque, one task of which was to teach reading the Qur-an to the tutorial participants

Abstract
The introduction of The Indonesian Constitutional Court (Mahkamah Konstitusi-MK) in 2003 is often considered as an important achievement of the most recent Constitutional amendments (1999-2002). This new Court has significant authorities in protecting the constitutional rights of the citizens and upholding the norms of the Constitution. MK has five constitutional authorities i.e. settling dispute in general election; settling the dispute competence among state institutions; conducting constitutional review, dissolving political parties and providing legal opinion in presidential impeachment process. As a newly established legal institution, MK needs all necessary laws and regulations to exercise its constitutional mandates. These include the Constitution and other relevant legislation such as the MK Law and the Judicial Powers Law. In general, the work of MK, both substantive (material) and procedural (formal) law, is regulated in specific law namely Law No 24 of 2003 on Mahkamah Konstitusi Republik Indonesia (MK Law) which was then amended by Law 8/2011. The substantive law regulates things such as the authorities of the Court, the types of Court rulings, and the impact of the court rulings. Formal law regulates the procedures in upholding the substantive law. Procedural law explains about all necessary steps in conducting litigation in the MK starting from submitting a petition to the Court, the preliminary examination, up to the court delivering its decisions. Besides Constitution, MK Law and other relevant laws such as the Law on Judicial Powers (kekuasaan kehakiman), the work of MK is also guided by the PMK, Peraturan Mahkamah Konstitusi (Constitutional Court Regulation). The PMK aims to further elaborate provisions stated in MK Law such as elaborating the MK authorities and explaining in detail the procedures to conduct litigation in MK. Even though the regulations related to MK and procedures to litigate in MK are somewhat many, in practice in conducting its responsibilities especially in dealing with judicial review cases, it is often that the existing regulations are insufficient. In such situation, it is not possible for MK to decline the petitions on the ground that the existing legislation do not address such cases The Court deemed to know the law and has to find the law (Ius Curia Novit). The question then how will MK handle the case when the existing laws and regulations do not address constitutional problems submitted by petitioners? Does the MK refer to other sources, such as foreign law and treaties, in deciding the cases? If so, how do foreign law and treaties influence the decision of the Indonesian Constitutional Court? How about the legitimacy of the court ruling when the MK utilize foreign law in deciding cases? This paper intends to answer the above questions. In addressing the questions, the paper will first briefly descript the background of the creation of the MK and some influences from other countries experiences in

Article 28 H paragraph (1) of the 1945 Constitution of the Republic of Indonesia mandates that "everyone has the right to obtain health services". In another article in the 1945 Constitution of the Republic of Indonesia, in particular Article 34 paragraph (3) also mandates that "the state is responsible for the provision of adequate health service facilities and public service facilities". Seeing the condition of health facilities and services in the City of Tidore Kepulauan which is very worrying is a separate issue at the level of implementation, because the right of access to health facilities and services should be the main because this is part of the basic rights and concerns the lives of many people, because of the seriousness of the country by ratifying the International Covenant on Economic, Social and Cultural Rights is a must starting point for the state in improving citizens health facilities and services. Abstract
It is often maintained that innovation in financial sector is a reaction to an economically inefficient framework. However, no such reaction has yet occurred to the way in which financial services disputes are resolved. The finance sector has not embraced arbitration in the same way as other sectors, such as energy, insurance and shipping. The finance sector has acknowledged the increasing prevalence of arbitration as a means of dispute resolution by creating initiatives to encourage, and set rules for, arbitration within the sector. Unlike other sectors that rely heavily on arbitration, disputes in the world of finance have been settled through recourse to national courts of major financial center. The way financial and banking disputes are treated by courts are far from ideal. Judges are not trained to resolve financial disputes. The lack of necessary financial knowledge and technical capacities hinder their jobs to efficiently and structurally render judgments. The question that arise at this point is whether such expertise can be found in arbitral tribunals as an alternative to courtroom litigation. This paper will discuss whether advantages in arbitration be exercised and taken advantage to resolve financial service disputes. In addition, this paper will also analyze the effect of the lack of binding precedents in arbitration. This is because it generates significant concerns for banks and institutional investors that could be faced with arbitrating the same issue multiple times against different counterparties without the point at issue ever being resolved. A recent report suggests that awareness of commercial international arbitration within the banking and finance sector remains limited. The report highlights the untapped potential of international arbitration in financial disputes, and provides recommendations as to where greater use of it could be made. It would appear that awareness has increased, with a more recent survey indicating that those in the finance sector are more interested in arbitration than ever before. Research will be conducted through journals and literatures

Abstract
In this paper we will present a mathematical model for word of mouth marketing strategy by considering proportional recruitment. We divide a population under consideration into four subpopulations: susceptible – those who are the target market or potential buyers (S), infected – those who are already active as buyers (I), positive – former buyers which have positive comments on the item they purchased (P) and negative – former buyers which have negative comments on the item they purchased (N). We assume that the rate of new individuals who enter the target market is proportional to the number of S, I, P, and N subpopulations. These subpopulations have either a positive or negative contribution to the number of new entry to the susceptible class or the potential buyer. We analyzed the model emphasizing in the effects of the WOM on the number of buyers and its rate of increase.

Abstract
Analysis of warranty costs is a topic that is widely studied in various finished product industries. One type of warranty that applies is a product warranty under Lemon Law. This guarantee under Lemon Law applies a lot to automotive products such as cars. Lemon Law is a law that protects consumers from poor quality new goods that are not in accordance with related product standards but can reach consumers. With this Lemon Law, consumers can return products that are proven to have a lemon condition in the hands of producers to then get a refund (replacement ) or replacement with a new similar product ( replacement ). The product can be claimed in a lemon condition if: (1) the car has been returned to the dealer four times because it needs to be repaired on the same problem / faulty part, but the dealer is unable to fix it satisfactorily; or (2) the car has been out of service for more than 30 days due to one or more damage. Analysis of warranty costs in this study includes replacement cases with compliance with conditions (1) only, replacement cases with fulfillment of conditions (2) only, and replacement cases with fulfillment of conditions (1) and conditions (2). A simulation method is designed to illustrate variations in the condition of the damage to the car during the warranty period as well as variations in repair time when damage occurs based on a particular distribution. The algorithm of the simulation is then modified and developed to determine the expected cost that fulfill the conditions (1) and (2).

Abstract
Bonus-malus system determines the premium value based on the claim history of each policyholder. The bonus is a decrease in premium value in the next period for policyholders who do not submit claims in the previous period. Conversely, malus is an increase in premium value for policyholders who submit claims. This article discusses the classic and optimal bonus-malus systems in vehicle insurance. The classic bonus-malus system sets premium value based on the frequency of claims, while the optimal bonus-malus system sets premium values based on both frequency and severity of claims. In premium calculation, the Bayes method was used which can describe the expectation value of a datum within a period based on historical data. The results obtained in this paper are classic and optimal bonus-malus premium tables. The tables are, essentially, in a form of a product which can be offered to prospective customers by insurance companies.

Abstract
Economic growth is a continuous process of increasing output per capita in the long run. Economic growth is one indicator of development success, the main source of which is improving peoples living standards. Therefore the higher economic growth is usually the higher the welfare of the community. The success or failure of development programs in developing countries is often judged by the high and low levels of growth in national output and income. (Todaro and Smith, 2004) High economic growth accompanied by income distribution is the goal of each region. The economy is considered to experience growth if all real service fees for the use of production factors in a certain year are greater than in the previous year. In other words the economy is said to experience growth if the real income of the community in a given year is greater than the real income of the community in the previous year (Basri, 2002). Economic growth shows the extent to which economic activity will generate additional community income in a given period. Because economic activity is basically a process of using factors of production to produce output, this process will in turn produce a flow of services to factors of production owned by the community (Basri, 2002), with economic growth, it is expected that peoples income as owners of factors of production will also increase.
