Abstract
Complex Vertebral Malformation (CVM) is a genetic defect due to an autosomal recessive gene in dairy cows that causes anatomic deformation especially in the cervix and thorax in the spine, rib reduction and bone shortening in the front legs. The purpose of this study was to identify the distribution of recessive alleles from CVM in the dairy cow population in Enrekang District using the PCR-PIRA method. A total of 80 DNA samples collected from blood samples from FH dairy cattle from the Enrekang District Animal Husbandry Center (50 samples from Cendana District and 30 samples from Angeraja District) were extracted and amplified by PCR-PIRA technique, then PCR products were cut with the Pst1 restriction enzyme. The identification of the CVM carrier allele is calculated based on the genotype frequency and the allele. The results obtained from this study were that there were no CVM recessive alleles found either in Cendana District or in Angeraja District. The results of this study concluded that there were no dairy cows with carier genotypes (heterozygotes) in the dairy cow population in Kab. Enrekang, with normal CVM frequencies fixed on allele C (normal cattle) (100%).

Abstract
Ideally, performance measurement data should support decision-making processes. However, it is a challenge for organizations because there are existing factors that have an impact on organizational decision-making processes, such as the type of data, expertise of staff and the public hospital-s commitment to the priority of programs. In terms of learning, data collecting on performance measurement data, such as financial statement, performance reporting on budget and performance on coverage of health services, and patient complaints are important. Therefore, the objective of this study is to investigate data collection processes influence the use or lack of use of data in decision-making. A qualitative approach is used to explore data collecting and use or lack of use of data in decision-making. Results show relationship between competent staff and influencing organizational routines in data gathering and use in the decision-making process. Having staff with appropriate skills and competencies is one of the key factors in ensuring that routines and learning become established in an organization. In contrast, there is a lack of staff competence and skill, which impacts on performance data use in financial statements and performance reporting on budget and coverage of health services. To sum up, organizations need qualified staff to do the right things and to follow the organization-s mission and strategy. This is because organizational learning is not a sudden process but requires the intentional use of different strategies to set it in motion. It requires consistency and learning across the organization.

Abstract
This study aimed to analyze the price of oil palm Fresh Fruit Bunches at PT. Gawi Makmur Kalimantan Banjarmasin in South Kalimantan, specifically to develop cost component information designs and their impacts on Government policies in the oil palm sector. The difference in calculation of cost components between the cost of production of farmers from Permentan Number 14 / Permentan / OT.140 / 2/2013. The effort that must be done in responding to differences in the determination of the cost of production of Fresh Fruit Bunches based on government regulations, oil palm growers and the company, if there is no win-win solution. The research method used consists of (1) Field research, (2) Library research. Research data were qualitative and quantitative. The data analysis technique was in accordance with the determination of the price of FFB through Permentan Number 14 / Permentan / OT.140 / 2/2013, as for the formula used for the calculation of HTBS = K (HCPO x RCPO + HIS xRIS). The sampling technique used judgment / purposive sampling. The object of research was at PT. Gawi Makmur Kalimantan Banjarmasin in South Kalimantan. The results of the study to calculate the cost components included in the cost of FFB production include: plant maintenance costs, indirect costs, unit depreciation costs. The difference in the calculation of the cost components of farmers only compares the total cost of production with the price of production, while the Government calculation is based on Permentan No.14 / Permentan / OT.14 / 2/2013. Efforts that must be made in the difference in FFB pricing if there is no win-win solution are: there is a guarantee of transparency from the sales, both export and local, between farmers and oil palm entrepreneurs. For documents of volume, prices and costs should always be valid, so the data are not presented unilaterally but are known by all parties.

Abstract
In the investment law literature explained, in general investors choose an arbitration institution as a place to resolve investment disputes. Based on the reason that investors do not know in detail about the court system in the country where he is investing. Arbitration institutions are chosen assuming these institutions are independent. In Indonesia the Arbitration Institution is regulated in Law Number 30 of 1999 Concerning Arbitration and Alternative Dispute Resolution. In the legal system in Indonesia, investment disputes provide an alternative for investors in determining the choice of where to resolve investment disputes. In Law Number 25 Year 2007 Concerning Investment, explicitly explained the arbitration institution as an institution for resolving investment disputes between the state and investors. When viewed normatively, investment dispute resolution is not an obstacle. However, if the provisions of the arbitration law are further studied, it can cause uncertainty for investors in implementing the arbitration decision, because it does not necessarily allow for an arbitration decision. There must be approval from the Supreme Court. This certainly can lead to legal uncertainty for investors in carrying out investment.

Abstract
Spirulina plantesis, Chlorella vulgaris, and Euchema spinosum were three kinds of algae sample that has been cultivated in Indonesia. That three algae were used both as food ingredients, medicinal ingredients, and cosmetics. Until now there has been no official release related to the applicable standard parameters related to algal material. Therefore, this research aims to analyze the content of active compounds and the standardization of algae involved of loss on drying value, total ash content, acid insoluble ash content, water-soluble and ethanol-soluble extractable matter. Phycochemical screening showed that all of the algae sample positively contained alkaloids, flavonoids, and steroids. Standard parameter determination showed that polar compounds contained in all algae were more dominant than semi-polar and non-polar compounds. it could be seen in the value of water-soluble extractable matter which was greater than ethanol-soluble extractable matter. All algae were also rich in inorganic compounds which were indicated by a total ash content of more than 5%. But even so, all algae were indicated safe from dangerous heavy metal content. This can be seen from the value of acid-insoluble ash levels that lower than 1%.

Abstract
SnO2 nanoparticles are n-type semiconductor materials with the band gap of 3.6 eV. These materials have been widely used in various applications, for example transparent electrodes, microsensors, catalysts and resistors. Generally, the synthesis of SnO2 nanoparticles is influenced by several factors such as reactant concentration, capping agent, temperature, stirring and pH of the solution. This study aims to determine the effect of pH variations on the crystallinity and morphology of SnO2 material. This synthesis was carried out using the hydrothermal method for 3 hours at 100 0C with glucose as a capping agent. The effect of pH on the SnO2 nanoparticlesas synthesized was studied using X-Ray Diffraction (XRD) and Scanning Electron Microscope (SEM). XRD analysis shows that all SnO2 nanoparticles as synthesized relatively high purity and pH variations greatly influence to the crystallinity of the SnO2 nanoparticles. SEM images show that the aggregate formation is strongly influenced by changes in pH of the reaction solution. These results indicate that optimizing the pH of the reaction solution would be an alternative route for controlling the morphology of SnO2 nanoparticles.

Abstract
Pusjatan-s LWD is a equipment that is purposed to measure the structural strength of a pavement system especially unpaved roads. When the load of LWD falls, it generates vibration recorded by geophones. By using the principles of vibration theory then resulting deflection can be calculated. The deflection value is used for the calculation of modulus elasticity of soil using Boussinesq formula. The LWD is applied to Pusjatan-s yard in Bandung for sample of subgrade, where in each location we have taken ten data using LWD and DCP on the same tested points. The reason of comparing between LWD and DCP is that the former equipment used to measure the subgrade structural strength. The test results are a modulus elasticity then correlated with each other. The test results obtained the determination coefficient r2 = 0.7558, this means that the correlation value is 75.58% determined by the modulus of elasticity value of the DCP measurement, whereas on hard soil the correlation between modulus of elasticity of LWD with DCP Index, with the results r2 = 0.9684 or 96.84%. This indicates a strong correlation. This finding comes to the conclusion that Pusjatan-s LWD can be used to test structural strength of subgrade

Abstract
Falling Weight Deflectometer (FWD) is the standard equipment used for the analysis and evaluation of flexible pavement. The number of this equipment is very limited in Indonesia. For a country owned 48,000 kms of road it is quite important to have an alternate equipment of FWD. Institute of Road Engineering (IRE) has performed the Light Weight Deflectometer (LWD) for the use in low to medium traffic roads for both evaluation and design of overlay. The study has done to compare these two equipment focusing on three parameters i.e Effective Structural Number (SNeff), Surface Modulus (Sm) and prediction of Subgrade Modulus (Esg). There are 30 points tested using FWD and LWD nearly in the same time on the IRE campus that is classified as low traffic volume road. Each point is then analysed to calculate SNeff, Sm, and Esg using the deflections derived from both of FWD and LWD tests. It is found that the differences of these parameters are not too significant and falls below 10%. This findings go to the conclusion that the use of LWD of IRE version is acceptable to be used for the analysis of the flexible pavement especially for low to medium traffic roads.

Abstract
An investigation was carried out to determine the effect of plasma activated Aloe vera slice on for wound contraction in a small animal model mimicking a clinical setting. An atmospheric plasma jet using medical grade argon gas as a carrier gas was developed. Twelve experimental mouse Balb c, male, age 7-8 weeks, were classified into 4 groups, namely, Control (C), Aloe vera slice alone (A), Plasma activated Aloe vera slice with distance 10 mm (PAV-10) and Plasma activated Aloe vera slice with distance 20 mm (PAV-20). Aloe vera slices with thickness about 2 mm was prepared. They were treated by atmospheric plasma jet with distance 10 mm and 20 mm during 2 minutes before their application. Visual evaluation of wounds was conducted for 14 days. Wound contraction was calculated using a mathematic formula based on wound area measurement supported by computer software Scion. This investigation showed that wound contraction percentage in groups containing Aloe vera were higher than that in control group. This investigation was also showed that during proliferative phase, wound contraction percentage in PAV-20 was higher than that in PAV-10. On days 4-7 whilst that in the first group was slightly lower than that in the control, that in the second group was higher than that in the control. PAV-20 may have ability to accelerate wound healing, while PAV-10 may have ability to impede it. It was concluded that different characteristic of plasma activated Aloe vera slice may cause different effect on wound.
