Abstract
Referring to the Constitution of the Republic of Indonesia Number 12 of 2010, the 2013 National Education Curriculum, and Presidential Regulation Number 87 of 2017 which all lead to strengthening character education through boyscout activities as mandatory extracurricular activities. Scouting as the spearhead .Character education in scouting is carried out by the teacher, in this case the cubmaster and scoutmaster. Cubmaster and Scoutmaster is an important component in the formation and strengthening character of students. This study aims to obtain a picture of the comparison between credibility and authenticity of cubmasters and scoutmaster in strengthening character education in scout extracurricular members in the city of Bandung. This research uses a quantitative method with a descriptive approach. With population of grades 1-6 elementary school students in the city of Bandung in accordance with PPDB Bandung data, which is a number of 231.1477 students and obtained a sample of 511 students consisting 252 cub and brownie scout and 259 boy and girls scout. This study uses the credibility and authenticity theory from Brookfield (2006). The results of this study indicate that the credibility of cubmasters snd scoutmasters consisting of indicators of expertise, experience, rationale, and conviction shows that cubmasters and scoutmasters have high credibility, while the authenticity of cubmasters and scoutmasters consisting of congruence indicators, full disclosure, responsiveness, and personhood indicates that the cubmasters and scoutmasters have a high degree of authenticity, only for personhood indicators with hobby-related question items, both cubscout and boyscout respondents show low similarity with their masters.

Abstract
This PKM aims to provide a concrete picture of the importance of media relations with anti-corruption education. The purpose of this PKM is to: 1. To provide a concrete picture of the importance of reducing the issue of corruption for readers anti-corruption education. 2. Practicing the skills of journalists from Radar Se-Priangan Timur in carrying out investigative reporting on corruption and being able to express it in a variety of appropriate reporting angles. 3. Build readers literacy in the regions, especially Priangan Timur on corruption issues which of course the presence of this activity can enhance the cognitive elements of participants regarding the dimensions of reporting the issue of corruption. The method of this activity is carried out with a mixture of training and counseling accompanied by interactive dialogue and sharing that encourages participants to be creative, innovative, participatory, and build a compact partnership. The tools used are laptops, LCDs, visual aids, pretest, and posttest. Participants are introduced to the process of designing investigative reporting on corruption and filling in the material / media content in accordance with the issue of corruption, especially in their regions. The results of this activity showed a change in the participants, especially an increase in knowledge and ability to carry out coverage of reporting corruption issues in terms of: Theme (type of corruption), Topic (corruption material), Research (magnitude of corruption events), Resource persons, Documents / Data, and Techniques coverage (data search, incognito).

Abstract
Training Of PKM on Making Financial Statements Using Microsoft Excel at MSMEs in Bandung City aims to conduct training and mentoring on Making Bankable Financial Reports using Microsoft Exel at MSMEs in Bandung. This training includes Accounting Training, Training on Making Financial Statements using Ms. Excel, so that it can improve the ability to make bankable financial reports that can help in applying for financing to banks so as to improve the welfare of the MSME. Nowadays, the challenges and difficulties of adopting information technology are mainly. Accounting Information System (SIA) in making financial reports on MSMEs in Indonesia is an obstacle to MSMEs development as well as for entrepreneurs. In the city of Bandung, this is due to the fact that most SIAs available on the market are beyond the reach of many SMEs in Indonesia, due to scarcity of resources caused by lack of financial assistance. This problem can be solved by increasing the ability of MSME HR in making financial reports. PKM was held on April 4, 2019 and May 2 2019 has helped MSMEs in overcoming the problem with the Training of Making Financial Statements using Ms. Applications. Exel and introductory material for making financial reports using the Myob Accounting Application. The output that has been generated from the PKM Financial Report Making Training with Microsoft Excel at MSMEs in Bandung is the Training Module, Financial Application with Ms. Excel.

Abstract
The long-term goal of this dedication activity is the wider dissemination of the fast reading method of the Bilhikmah Al-Quran. Why Bilhikmah? This method takes the advantages of the Baghdadi method in introducing the structure of hijaiyah letters and the superiority of the Shautiyah method in teaching hijaiyah that are pronounced without spelling it. We equip the Bilhikmah Method with four textbooks that are thinner than the other method textbooks. Theoretically, the superiority of a teaching method is measured by two main criteria, namely effective and efficient. In terms of effectiveness, a teaching method must deliver as many students as possible can read the Quran; In terms of efficiency, the teaching method must deliver them to read the Quran in a shorter time. Quasi-experimental results, the Bilhikmah method proved effective and efficient. Effective because by applying this method thousands of students have been able to read the Koran; and in terms of efficiency, by using this method they could read the Koran in a shorter time compared to other Koran reading methods. This service/training activity aims to provide the Bilhikmah method to prospective Islamic religious tutors at the UPI Al-Furqan Mosque and mosques around the campus. Specific targets to be achieved with this training, at least 70% of 80 prospective tutors, can teach reading the Koran with the fast method of Bilhikmah. The training uses a variety of methods, namely presentations, questions and answers, demonstrations, practices, a small group guidance, and individual guidance. The results of the training almost all the participants mastered the fast method of reading Al-Quran Bilhikmah. During the activity, participants took seriously to pay attention to the advantages of this method. They also seriously practiced in small groups on how to teach the Bilhikmah method. They then recruited almost all the training participants to become religious tutors at UPI Al-Furqan Mosque, one task of which was to teach reading the Koran to the tutorial participants.

Abstract
International law was assumed as a set of rule that regulate inter-nation relationship. In other words, international law existence shall be preceded by the existing of states. Indonesia, as nation state, proclaimed its independence on August 17th 1945. It means before proclamation, international law never exist in Indonesia territory. This proposition makes author interested to explore more deeply practice of international law in Indonesia. The article use interdisciplinary method which are legal normative and history. Legal normative used to seek the interpretation of international law and history will use to look up evolution international law practice in Indonesia.

Abstract
Developing businesses organized by MSME have the full support of the government, private institutions, universities, and other institutions. The program implemented by the government is to improve the competitiveness of businessmen. One of the businessmen running the program is the Home Industry Group at the Sabilulungan Farm Market Association, which is under the auspices of the Bandung District, West Java Agricultural Service. Various products produced by members of the group are vegetables, fruits, processed foods, etc. This article is the result of research on personal selling training in marketing Home Industry products. The objective was to analyze the group members understanding of the application of personal selling including interpersonal communication in building relationships with consumers and presentations to market products. The research method is descriptive to measure research phenomena carefully. Data collection was carried out by distributing questionnaires to 32 members of the group as participants in the training. The sampling technique is done by census, all members of the group are respondents. The results showed group members comprehended about interpersonal communication in personal selling activities to build relationships with consumers, the knowledge about presentations is also high, and group members can do presentations to market products

Abstract
A strong relationship between entrepreneurs and various parties, especially SMEs as vendors, is one of the requirements to achieve success in product sales. The relationship is called a business-partner relationship or relationship based marketing. This study aims to analyze the business-partner relationship skills carried out by Adorable Projects entrepreneurs in empowering MSMEs in Bandung Regency, West Java. The purpose of this study is to analyze the program, its benefits, the use of verbal and nonverbal messages, and communication media to empower MSMEs. This research found a partnership program in the form of entrepreneurs providing quality products, and affordable prices. Abstract
Social economics observer Alvin Toffler said when the economy was supported by the industrial and factory sectors, the order of family life began to feel the pressures of change. The impact felt by the people of Indonesia, most parents become workers, so the practice of the value of character education, politeness and respect for both parents has begun to be submitted to educational institutions. This transition has a real impact on the education of moral values in the family environment. Universitas Islam Bandung as one of the universities concerned with this issue through the Institute for Islamic Studies and Personality Development (LSIPK), responded through the student boarding program. The purpose of this research is to develop a model for developing religious awareness of students on the theme of respect to parents. The Research and Development Method is used as an approach in this research. The results of the study concluded that the level of knowledge and attitudes of students in the pesantren towards religious awareness in respecting parents was quite high. Learning is given comprehensively through a variety of products from our research including audio-visual media, textbooks on developing religious awareness and reinforced with in-depth discussions from tutors

Abstract
Halal tourism became a new trend in business tourism, especially for international tourist from middle east and muslim countries. The hotel was an important component of business tourism. Hence, for establishing halal tourism, it needs all supporting components including hotel which were sharia-compliant. The Indonesian Ulama Council has stipulated fatwa on the implementation of halal tourism in Indonesia which included the implementation of sharia-compliant hotel. It consists of seven clauses on the implementation of the sharia-compliant hotel. This paper aims to identify the readiness level of hotel in Bandung towards sharia-compliant hotel. The survey was conducted involving sample consist of 33 hotels. The hotel representative was asked to state the agreement of his hotel with seven clauses of sharia-complaint. If the response was "Agree" or "Strongly Agree" then the hotel was defined as ready towards sharia-compliant hotel. The result of research showed that more than 50% hotels in Bandung were ready towards sharia-compliant hotel. All hotels have already fulfilled the requirement of no facility for pornography and indecent action. Even though only 53% hotels which comply with the requirement of association with sharia-compliant financial institutions, but the compliance of five rest clauses were on the range from 62% up to 97%. Overall, there are 88% of hotels ready towards sharia-compliant hotels with at least four clauses already fulfilled.

Abstract
Todays technological sophistication is able to change the structure of interpersonal communication that was originally from face to face to mediated communication interpersonal. Community-based internet development shows that in the process of information dissemination internet development is carried out by utilizing social media. Various social media are used with the aim to get support from the government and the community. This study uses a qualitative approach using a case study with a single case study. Data collection techniques carried out by observation, study documentation, interviews, and focus group discussions. The object of research is the community internet manager in 12 regencies in West Java. The results showed that the communication media used by community internet managers in developing community-based internet is through new media. Social media as a new communication media due to technological developments can benefit the lives of people who are far from technology such as rural communities. In developing community-based internet, community internet managers use social media as a means to coordinate and interact with various parties.

Background: Coastal community food security requires considerable attention. For coastal communities, food often become so difficult to obtain. In many cases, communities attempt to various actions to overcome the problems they face; however many of their attempts are constrained by various obstacles. For the government to be able to formulate and implement proper policies, scientific information regarding the kinds of actions attempted by coastal communities, the obstacles normally hindering the attempts are very crucial. Aims: This research aims to identify problems of food security in fishing and aquaculture communities, analyze determining factors, identify attempts undertaken by fishermen, and identify relevant government roles Materials and Methods: This research uses a case study approach in Pangandaran Regency, with data collected through surveys. Respondents were selected purposively: 20 fishermen, 20 aquaculture operators, 20 fish processors, 20 fish traders, and two West Java Provincial Marine Fisheries Service officials. Research was carried out in April – December 2018. Household food security of fishermen and fish farmers was measured using a model logit, while government policies were identified using the Analytical Hierarchy Process. Results: It was detected that 60% of households were categorized as secured, 15% less secured, 15% vulnerable, and 10% unsecured. Households of fishermen/aquaculture operators responded to these conditions with a variety of coping mechanisms: allocating parts of fish production for household consumption, selling some others to buy various kinds of food, and processing some others to get added value. These coping mechanisms were constrained by a number of factors, among which and the most important ones were knowledge and skills, capital, facilities and infrastructure, and market access. Government policy, therefore, should be focused on handling these constraining factors. Conclusion: There are viable options for the government to develop policies necessary to help coastal communities to meet food security. Abstract
This study aims to analyze the internal and external factors that determine the efficiency of sharia banking in Indonesia. The this research used Two-Stage Data Envelopment Analysis. In the first stage, this research ellaborated efficiency by using Data Envelopment Analysis (DEA) approach and the second stage is regression analysis of Tobit Model. The results indicate (i) the efficiency level of Sharia Commercial Bank during the research period is categorized as less efficient, that is because assets and market share still small. And (ii) the internal factors that determine the efficiency are asset and ROA, they have significant negative effect. Meanwhile, the external factors determining the efficiency are GDP, inflation, and market share, they have significant positive effect. The important findings for Sharia Commercial Banks managers that assets unprofitable because assets have not been managed optimally, so that inefficiencies occur. Meanwhile stable external factors will improve bank efficiency.

Abstract
Background: Indonesia has a great opportunity to create huge revenue through seaweed hydrocolloid trades. With the production of carrageenophyte, especially Euchema sp, and agarophyte, especially Gracillaria sp, Indonesia succeeded in becoming an important player in the trade raw materials. However, success in raw material market did not occur in the hydrocolloid market; in this context of Indonesia caught only less than 4% of world market share, far behind China, Chile, Spain and the Philippines. From our previous research, problems have been identified as occurring at upstream nodes in the commodity supply chain. Among the outputs of this research is a finding the margin obtained by the players at the upstream node in the Indonesian commercial seaweed supply chain is generally small and makes the motivation for business development low. Problems found in our previous research, however, are still global in nature and need to be explored further. Aims: The research aims to identify opportunities to overcome problems facing seaweed upstream players, focusing on the identification of problem locus, root cause analysis, priority problem selection, and determination of intervention form. Materials and Methods: This research is conducted following the Kaizen Approach. Seven upstream business nodes were chosen in the commercial seaweed supply chain at three locations: two Gracilaria farmers in Brebes, one Gracilaria trader in Brebes, one Eucheumatoid farmer in Serang, one intermediary trader in Serang, and two Eucheumatoid farmers in Sumenep. Through the Kaizen technique, the productivity analysis was applied to identify the leverage actions needed to improve efficiency. The Kaizen approach itself can be briefly described as a change towards a better which is done continuously. In industries, Kaizen are normally applied to formulate strategies to increase production, increase product quality, reduce operational costs, reduce waste, and increase job security. Results: The results show there are inefficiencies in a number of loci in the business lines of intermediate farmers and traders. These include a gap (actual vs. standard value) on Gracilaria moisture content of 2%, on Eucheumatoid moisture content of 4 %, on Gracilaria pond productivity of 0.6 tons / ha / year, on productivity of by-products Gracilaria is 50%, the productivity of Eucheumatoids are 10%, on the quality of dry Gracilaria is one grade, all of which results in a loss of potential profit (margin). Root problem analysis found a number of external factors outside the Kaizen domain and other internal aspects that can be corrected through intervention. The internal aspects include: objective measurement of water content and good drying method for the inter-trade business and the implementation of Gracilaria cultivation pond maintenance techniques and spacing on Eucheumatoid. Abstrack-Mohammad Natsir is a figure, thinker, and reformer to initiated the concept of DakwahHarakah. Harakah preaching thought has the aim to prosper the people and realitation Islam “Rahmatan Lil Alamin”. This study aims to determine the concept of dakwahIslam Muhammad Natsir, his thoughts about the proselytizing of dakwah and its application in Indonesia. This research method uses descriptive qualitative analysis, topic selection, heuristics (data collection), verification (source criticism), interpretations and research approaches to character studies as well as historiography. This study found the results that the concept of dakwah Islam Mohammad Natsir was created with Bi Lisani al-Amal. Abstract
Background: Cimanuk River is one of the biggest river in West Java. Therefore, the Cimanuk Watershed was dumped and become a reservoir named Jatigede Reservoir. Certainly, Jatigede Reservoir affects fish habitat that lives in Cimanuk River especially because of the flowing (lotik) to stagnant (lentik) ecosystem change. Indirectly, Jatigede Reservoir will also change the water quality of Cimanuk River especially in the outlet or Jatigede Reservoir disposal area. In same research case also shows that there was a population decrease on Chitala sp population species and several original and economic fish species in Kampar Riau River caused by Kutopanjang Reservoir construction [1]. Therefore, a research to decide the food habits, niche breadth and trophic level of fish communities toward the source of the natural food availability in Cimanuk River at Jatigede Reservoir outlet is needed. This research was started from May until September 2018, located in Cimanuk River at Jatigede Reservoir, West Java Aims: This research aims to determine the food habits, nice breadth and trophic level of fish communities in River Cimanuk at the outlet of Jatigede Reservoir. Materials and Methods: The materials used in the research were the fish sample, plankton sample and benthos sample. The method used in this research was survey method and it was analyzed by descriptive quantitative and descriptive comparative methods. The parameters used in this research include physical parameter such as temperature, current speed and transparency of light, along with chemistry, include pH and DO. The food habits identification, the parameters used include plankton abundance [2], benthos abundance[3], index of preponderance[4], niche breadth[5], and troph rate [6]. Results: The abundance of fitoplankton in Cimanuk River at Jatigede Reservoir Outlet is approximately 56.349 ind/L - 499.0494 ind/L ind/L. Fitoplankton with Staurastrum genera has the most abundance. Benthos abundance in Cimanuk River at Jatigede Reservoir outlet area are approximately in between 44 ind/m 2 –89 ind/m 2 . The highest abundance population is Goniobasis genera of Gastropoda class. The type of fish found in Cimanuk River at Jatigede Reservoir Outlet Area consist of 6 families, 9 genera and 10 species. The composition of fish food found in Cimanuk River at Jatigede Reservoir Outlert is presented in Figure 1. Every type of fish has their own ability to utilize natural food that available in the nature. The study to describe the amount of proportion of food source utilize by one type of fish is niche breadth. The niche breadth of fish in Cimanuk River at Jatigede Reservoir Outlet shows in Table 1. Conclusion: Fish in Cimanuk River at Jatigede Reservoir Outlet almost all has a high selectivity in utilizing natural source of food, it show the different with fish in Jatigede Reservoir that has low selectivity in utilizing natural source of food. Abstract
The negative impact of mass media can lead to deviant behavior from social norms or cultural values, such as many cases have emerged lately. But in the millennium era, people generally consider it not to be in violation of the norms, but rather to be part of the current mass trend. Also, the rapid development of mass media and internet that can be enjoyed easily results in people tending to think practically. Another impact is the tendency to increase the lifestyle of consumerism. People now always overwhelmed with feelings of dissatisfaction and like an instant lifestyle. Change behavior patterns caused by mass media can occur in the family, school, and community life. Socio-psychologically, the flow of information that continues to hit our lives will cause various influences on the development of the soul, especially children, and adolescents. Radio and Television is one of the broadcast mass communication in addition to print and online media. The fact shows that the media that is still loved by the public is television, this condition is clearly understandable because based on research in several countries shows that television viewing activity is the main activity in spending time relaxing each individual. Todays many parents turn over their nurture to television. From an early age, children are exposed to various kinds of television shows. Parents who have a high understanding of media literacy may not cause problems, because, for those with high literacy, they are able to sort and choose television shows that are appropriate for their level of development, but for parents who low understanding of literacy will cause problems. This happens because parents are not selective in choosing shows that are suitable for children. Though television shows that are not appropriate to the age of the child can form negative characters. This study uses the descriptive method and the object research is the contribution of media literacy in creating healthy broadcast care communities. The population this research is the people who are members of broadcast monitoring volunteers fostered by the Regional Indonesian Broadcasting Commission (KPID) of West Java Province in 2018.

Abstract
Tuna production potential of Palabuhan Ratu, Sukabumi District, is very high but the fishery is not supported by a good supply chain. In this location, there are two existing chains namely fresh and derivative-product chains; both are influenced significantly by seasonal variables. This research is aimed at identifying factors that influence tuna supply and demand situation, analyzing supply chain, and proposing an alternative chain. Data for this research comprises both primary and secondary ones. Primary data were collected through interviews with 20 respondents representing fishers, 10 representing wholesellers, 10 representing retailers, 10 representing consumers, all of wich were drawn from following the snowball sampling technique. Meanwhile, secondary data were time series tuna production statistics made available from the printed report of the Sukabumi District Fishery Office. This research employed the factor analysis and fisheries supply chain management model as the main methodological tools. The result shows that among others, the most influential factors for tuna demand in the study location are price of fish, tuna product diversity, and distribution of tuna catch. On the other hand, in the suppy side the most influential factors are fishing season and tuna species. It as identified from the research that with regard to the existing chains, this research identified that there are varians of both the fresh fish and derivative product chains, each of which have some particular drawbacks related to influentional factors observed in the other part of this research. It is worth noting here that varians of the fresh tuna chain are: (i) fishers, auction place, wholeseller, retailer, consumer, (ii) fishers, auction place, consumer, (iii) fishers, consumer. Varians of the derivative-product chain are: (i) fishers, auction place, wholeseller, processors, processed fish wholesellers, processed fish retailers, consumers, (ii) fishers, auction place, processors, processed fish wholesellers, processed fish retailers, consumers, (iii) fishers, auction place, processors, processed fish retailers, consumers. In general, this research suggest in any chain, improvement should be made through integrative approach to incorporate tools necessary to mitigate negative influential factors and to take advantage the positive ones.

Abstract
In knowing student achievement in certain subjects, students are tested at least twice per semester. This test is expected to be able to accurately measure student competencies in certain subjects. When the results obtained come from a low quality achievement test, the wrong conclusions will be obtained. The method used to analyze the quality of exam questions is the Rasch model. The Rasch model can meet objective measurement criteria such as (1) Provide a linear measure with the same interval; (2) Carry out an appropriate estimation process; (3) finding misfits or outliers; (4) Overcoming missing data; and (5) Producing replicable measurements. The subject exam questions to be analyzed are the Organizational Psychology and Neuropsychology. The analysis shows that some exam questions require revision because parameter values below the standard should be. The process of evaluating exam questions must be carried out continuously to get a good question bank.

Abstract
Demographic bonus will be a demographic disaster if the quality of human resources is not well prepared. One of the problems that can hamper the preparation of quality human resources is the problem of stunting. One of the causes of stunting is a baby born with Low Birth Weight (LBW). Other dominant factors are environmental factors such as infection conditions related to cleanliness and lifestyle. Concern for this factor is certainly inseparable from the level of education of mothers and facilities that support a healthy lifestyle/quality. West Java was taken as the object of research because it is a large province but has a stunting rate approaching 30%. The data used are secondary data with the object district/city in West Java for three years. Panel data methods, fixed effects, random effects and pooling are performed to be compared with each other. The results of the study show that agricultural areas have a greater LBW than non-agricultural regions in the 2013-2015 period. The results of regression analysis with pooling showed a significant influence on the level of maternal education, coverage of medical services and access to clean water with the number of babies- birth with LBW in West Java.

Abstract
waqf is one of the financial instruments in Islamic economics used in the time of the Prophet. The waqf assets currently managed still revolve around land assets, mosques, madrasah or Islamic boarding schools and funerals.The implementation of most waqf institutions does not have good waqf asset management, causing manipulation of waqf asset availability or loss of waqf assets. Therefore, research problem formulation are (1) to analyze the mapping of waqf assets in waqf institutions in Indonesia, (2) to analyze the review of government rules and legislation on the implementation of waqf asset management in waqf institutions in Indonesia. research methods using qualitative methods with descriptive analysis approach. The results showed that the types of waqf assets managed were 78% of waqf institutions managing fixed assets, 68% managing waqf assets in the form of money and 33% managing non-fixed assets. Waqf asset management in terms of statutory rules explained that that 89% of waqf institutions have made an inventory of waqf assets, 44% have legalized assets waqf through waqf pledges, and 78% have assessed waqf assets through independent institutions. The waqf asset optimization activities are carried out through the receipt of waqf assets in the form of money.

Abstract
Early Childhood Education Teachers in Indonesia still have below average standards, one of which is the standard of educators, most of the PAUD teachers in Indonesia are still high school graduates. The conditions above, of course, affect the quality of learning, so that not a few applications in the field of learning many “malpractice”. The aim of this study is to improve teacher teaching competencies through training activities. The results of the preliminary study found several problems, including the teaching techniques of teachers which were still low or limited. The Efforts to fix the above problem starts with teaching basic skills training are questioning skills, provide reinforcement, explaining, managing a classroom, creating variations, open and close the lesson. The results of increased training in teaching competency development have progressed by 23.14%, increasing from 40.79% (pre-test) to 70.43% (post-test). The implication of this activity is that the participants are expected to be able to apply the teaching skills they have acquired at the same time they can teach their fellow teachers who did not participate in the training

Abstract
Poverty which is a problem in all countries to make it one of the priorities of the Pakistan Development Goals (SDGs) needs to be resolved from various aspects. In order to alleviate poverty, cash waqf is a very good alternative besides zakat. The potential of cash waqf in Indonesia is estimated to be quite large. Although there have been initiators and discourse by scientists related to the empowerment of the poor using instruments of Zakat, Alms and Endowments, the management of Waqf using Baitul Maal Wa Tamwil (BMT) as a sharia financial institution to empower the poor in Indonesia is still underdeveloped. The most common problems experienced by waqf-based BMTs are related to regulations that must be used in institutions related to legal entities under OJK regulations as well as cooperatives and MSMEs, then human resources, and related to securing cash waqf communities in BMTs that are still low. the government needs to firmly provide direction in the form of regulations under the OJK as well as the Ministry of Cooperatives and MSMEs, while for human resources a continuous recruitment, training and workshop system is needed, a low understanding of the community is provided with existing stakeholders regarding waqf.

Abstract
Abstract - Risky driving behavior is one of the causes of road accidents, especially in adolescents. This study is aimed to get factors causing risky driving in teenage drivers in the city of Bandung, based on the Theory of Planned Behavior (TPB) from Icek Azjen [1]. The method of this study is descriptive. The population of this study are motorcyclists who are classified as adolescents, have been ticketed for at least 6 months from the data was taken, and have lived in the city of Bandung, at least for 1 (one) year. The sampling technique used is random sampling. By using the instrument to measure intention of behavior from Ajzen [1], we collected data from 135 respondents. The finding of this research those are among the three determinants of intention to drive in risk, attitude toward behavior (ATB) is the most influencing factor for the behavior. It was followed by Perceived Behavioral Control (PBC) factor that has influenced 22,1%, and interestingly the Subjective Norm (SN) only gave 4,8% as an influencing factor to the risky driving behavior. By believing that behavior will have positive consequences, the attitude towards risky driving behaviorbecomes positive. The limitations of the study are discussed.

Abstract
The existence of abandoned land in urban areas tends to occur on lands that function as conservation or environmental protection and preservation. The availability of abandoned land belonging to the Bandung City Government covering an area of 20 ha in Cisurupan Village has not been managed optimally. This land is very potential to be used as a Bamboo Biodiversity Park. This article demonstrates community participation in the planning and design process, so that the park can be managed and used optimally by the community, while at the same time preserving the eastern KBU environment. Community involvement in the biodiversity park planning process is carried out through FGD activities to identify field needs, facilitating the needs and aspirations of surrounding communities, and the formulation of preliminary park design concepts. The final result of this activity is the design of the park, which completes 3 (three) components, namely softscape, hardscape, and artscape. The basic concept of vegetation design that is determined is a complex/multistrata agroforestry, equipped with hardscape components such as amphitheater, reservoirs, performance sites, bicycle lanes, and other facilities.

Good corporate governance practice is a prerequisite in doing business in modern world, especially in industry era 4.0. Competition and rapid changing are the unavoidable challenges faced by industries. In order to cope with that critical circumstances, companies should keep developing and improving its entity to be more resilient, robust and agile. In terms of that, there are some initiatives to integrate the aspects of governance, risk management and compliance as the integrated GRC approach. This practice is becoming a common business platform in many sectors as its benefits were being taken by companies in the private sector. The practices are endorsed through mandatory-based by regulators or even voluntary-driven from the company. However, practices that against anti-corruption regime were also still occurred in some companies, such as fraud dealing with other companies or institutions in public sector. The lack and lax of law and regulation regarding anti-corruption in private sector contributes the undesired circumstances, includes unfair business practices, market inefficiency, legal uncertainty, etc. Hence, this paper aims to analyse the sufficiency of available law and regulations concerning with the anti-corruption in private sector. Moreover, internal and external approach towards effective good corporate governance through GRC perspective will be discussed including Islamic values. Abstract
The existence of children with special needs is still need our attention. The reality that we found that many teachers do not have the knowledge to understand the condition of students, especially those with special needs who have developmental disorders. Its urgent to have early detection of children with special needs at the level of early education so that detection is done early so that proper handling can be done right from the start. In fact, there are still many PAUD teachers who have difficulty in recognizing children with special needs with various characteristics (Adnan, et al, 2012). Difficulties in early detection of children with special needs are only identified after they attend elementary school education and the problems are more complicated (Rosiana, et al, 2014). Based on this urgency, we should designing the training that can help improve the ability of teachers to early detection of children with special needs. The early detection in the context of providing appropriate educational services so as to avoid learning problems in the future (Lerner, 2008; Directorate of PSLB, 2007; Yusuf 2005). This article illustrates the study of designing training intervention that are arranged so that teachers are able to increase understanding of children with special needs, improve the ability to identify various types of child development disorders so that they are able to refer children with special needs to experts. The design of this training is expected to be applied to PAUD teachers so improve the ability to carry out the process of early detection of children with special needs.

SOS Childrens Village is a non-profit non-governmental social organization actively supporting childrens rights, namely a loving family and home. In this case SOS Childrens Villages agreed to provide shelter and care for children who had or were at risk of receiving parental care. Family-based parenting creates an environment that provide proper and safe place so that children can regain the warmth of caring family and happy childhood. A wholeness in family regulates the independence of children, prepares children with certain skills so it make them easier to find jobs in future. Foster mothers need knowledge about growth and development of infants, children, puberty and adolescents, they need to be able to find ways to manage children-s emotional, discipline, and learning motivation in relation between good behaviour and positive character. The training method is chosen to complete the update. All thirteen foster mothers received training. The result showed effective training, where knowledge about growth and development of infants, children, puberty and adolescents have increased. Foster mothers are able to find ways to manage children-s emotional, discipline, and learning motivation in relation between good behaviour and positive character.

Abstract
The capital market has a very important role in the current global economy as a place to raise funds, and as an attractive investment media to invest capital for investors. At present, the capital market is an indicator of a countrys economic stability. However, volatile and unpredictable stock prices are one of the obstacles of investors, so the capital market is one type of risky investment. The data shows that investment in Indonesia is currently showing fairly good development. This can be seen from the improved performance of the National Stock Price Index such as the Composite Stock Price Index (IHSG), LQ45, the Jakarta Islamic Index (JII) and the Indonesian Sharia Stock Index (ISSI). Especially the performance of the Indonesian Sharia Stock Index (ISSI) experienced the biggest increase, reaching 28.1% in the period June 2016 - June 2017. Meanwhile, the Dow Jones Islamic Market Index of Malaysia (DJIM) only recorded an increase of 16.4%, FTSE Global Sharia 15, 8% and Islamic MSCI only 13.1% and over a period of 5 years, the value of the sharia stock market capitalization also increased by 42% or Rp.3,473 Trillion. Jakarta Islamic Index (JII) is one of the shares on the Indonesia Stock Exchange (IDX) based on sharia principles. This index was introduced on July 3, 2000, by the Indonesia Stock Exchange. The methodology of JII calculation is the same as that used by the JCI which is based on the Market Value Weight Average Index using the Lapeyres formula. This study aims to examine the effect of macroeconomic variables and the National Stock Price Index on Sharia Share Prices in the Jakarta Islamic Index (JII). The research data was obtained from IDX Monthly Statistics, Financial Services Authority (OJK) and Bank of Indonesia (BI). The analysis technique uses the vector auto regression / vector error correction model (VAR / VECM) analysis to determine the causality relationship between variables and the long-term and short-term relationships between variables.

Abstract
Structural empowerment has been studied in various organizations, but has not been studied in cooperative organizations, whereas empowerment is an important issue in cooperatives. Cooperative Structural empowerment is the ability of individuals to use cooperative structures to achieve their goals. The cooperative structure referred to is the opportunity, information, support and organizational resources that can be utilized by members to develop themselves. The cooperative is a movement that lasts more than one hundred years and has succeeded in increasing the welfare of the poor and uneducated. The purpose of this study is to see the extent to which the role of education influences the structural empowerment of cooperative members. The research method used was a survey by collecting structural empowerment scale from 290 cooperative members. Data were analyzed using one-way ANOVA technique. The results showed that there were differences in the structural empowerment of cooperative members in terms of education level (F = 3812., P = 0.02). Secondary education level has the highest mean = 90.09 followed by Higher level education = 84.98 and basic education 79.35. Therefore cooperatives have good prospects for middle school graduates. The future of cooperatives lies with the graduates of secondary education
