Abstract
This study aims to identify the form of supply chain management practice models that exist in the bamboo handicraft business in Jember Regency. This research uses KUB Andrika Jaya and Ida Jaya because both bamboo businesses have been in business for more than 20 years. The data used in this study were collected using interview and documentation methods which were further processed qualitatively analytical descriptive. The results of the research that have been carried out show that the supply chain practice models that exist in KUB Andrika Jaya and Ida Jaya are not as complicated as what happens in large companies in general. The supply chain that occurs only consists of bamboo farmers, bamboo craftsmen, retail traders / direct consumers. The problem experienced in supply chain practices is only due to the weather when entering the rainy season because many bamboos have difficulty drying out, resulting in fewer products.

Abstract
Prancak 95 tobacco has the potential to be developed in Indonesia because it has a distinctive aroma and a nicotine content of 2.13%. The quality of this tobacco raw material must be improved and started from the use of quality seeds through in vitro culture techniques. However, several things that must be considered are the acclimatization stages. One of the efforts to increase the growth of seedlings during the acclimation can be done by providing natural plant growth regulators (PGR) from extracts of organic materials such as coconut water, young corn, sprouts, and banana weevil that has been fermented in advance using EM-4 bioactivators . Based on this, the purpose of this study was to determine the optimal concentration of natural growth regulators in the acclimatization of Prancak -95 tobacco. This study uses a non factorial randomized block design with four treatments concentrated solution of natural growth regulators, which include: Control (no treatment), 10; 25; and 50 ml/L. The observed variables included the number of leaves, leaf area, plant height, and root length. Data analysis using ANOVA Test and continued with DMRT Test at 95% confidence level to find out the best treatment. Based on the results of research that has been carried out for 60 days of observation, it can be concluded that the application of natural PGR is able to spur the growth of seedlings during the acclimatization period. Spraying application at a concentration of 10 ml / L can increase the number of leaves, leaf area, number of roots and height of Prancak 95 tobacco seedlings.

Abstract
A research on the extraction of essential oil from the peel and residue of squeezed kalamansi orange water has been carried out. This research aims to determine the yield resulting from the extraction of essential oil from the peel and residue of squeezed kalamansi orange water.Then,the quality of essential oil produced will be determined including specific gravity, refractive index as well as identification of the components of chemical compounds contained in essential oil by using GC-MS.The extraction of essential oil was done by steam distillation and water distillation. The comparison between samples and aquades was 1:1 and 2:1 either for the peel sample or the sample of residue of squeezed kalamansi orange water.From the results of extraction,the essential oil which was clearly colorless yellowish with a distinctive odor of kalamansi orange was obtained.The yield of essential oil produced from the residue squeezed kalamansi orange water at a ratio of 1:1 and 2:1 respectively was 1.34 % and 1.4 %, while that from the peel with a ratio of 1:1 and 2:1 respectively was 0.0294 % and 0.0258 %.The result of characterization using GC-MS showed the main component of essential oil was limonene with a content of 98% either from the peel or from the residue of squeezed kalamansi orange water. While, the specific gravity obtained ranged between 0.824 – 0.838 g/mL and the refractive index ranged between 1.4758 – 1.4765.

Abstract
The issuance of Law No. 1 of 2016 concerning Guarantees which became effective in 2019, provides greater market opportunities for the guarantee industry, including sharia guarantee companies. However, Islamic guarantee companies still face a number of challenges. Based on OJK statistics related to the Indonesian guarantee institution as of June 2018, there were 2 players in sharia private guarantees with total assets of Rp1.04 trillion. Assets of sharia guarantee companies contributed 5.72% to the total assets of the guarantee industry amounting to Rp18.12 trillion. Therefore, sharia guarantee companies have the opportunity to assist in the capital of micro, small and medium enterprises (MSMEs), whose number in Indonesia was 55,206,444 Units. Furthermore, SMEs was encouraged to take advantage of the existence of Law Number 1 of 2016 concerning Guarantees. Because MSMEs usually faced obstacles, both internal and external. The partnership between sharia guarantee companies and MSMEs was expected to help the national and national economy.

Abstract
Research has been conducted to determine the rate of growth of freshwater microalgae from South Sumatra swamp waters in BG11 medium with the addition of CO2 in a simple bioreactor. Two types of microalgae used are Nanochloris sp. and Chlorella sp. This study used a Randomized Block Design with 3 treatments (control, addition of aerators and addition of aerators and CO2). Growth medium is BG11 Medium with 1500 ml volume. CO2 gas is added as much as 36 BPM, for 60 minutes per day. Bioreactors are exposed outdoors in 12-hour solar lighting. Growth rate is measured by Optical Density (OD) method. The results showed that the addition of CO2 had a significant effect and was able to increase the growth rate of Nanochloris sp and Chlorella sp by 336% and 226% respectively over 12 days of culture compared to controls.

Abstract
Legal certainty is an absolute requirement for investment in the Industrial Plantation Forest (HTI) sector. This study tries to find the root of the problem of legal uncertainty regarding permits granted to HTI business actors, and provides solutions for the government to take steps that must be corrected, changed and / or removed from the norms that cause legal uncertainty in investment fields. This is a normative legal research in which data sources obtained from primary legal materials in the form of legislation, jurisprudence and expert opinions relevant to the research. The study found that permits granted by the government as a legal basis (legal certainty) for entrepreneurs to control the land did not create a state of certainty of control over land, instead they gave birth to ownership conflicts. The government does not understand the real situation that the area or location granted permits have overlapping ownership. Multi sectoral authority, asynchronous and changing regulations, unclear status of state forests and community land, weak predictions of population growth that have an impact on the social economy in the establishment of a Regional Spatial Plan (RTRW), as a result of the authorities not carrying out a perfect agrarian renewal .This study provides a comprehensive description of legal uncertainty in HTI investment, some of the earlier studies have looked more at legal certainty, but have not been carried out comprehensively about the roots of legal uncertainty. This research is expected to have an impact on the government to immediately undertake agrarian renewal efforts, improve, change and or revoke the validity of the norms that cause legal uncertainties in investment law uncertainty in the HTI sector.

Abstract
The main problem faced by local governments in establishing regional development policies lies in determining the focus of development based on the uniqueness or potential of the region. Different potentials in terms of local human, institutional or physical resources cause different regional characteristics. Development policies in the regions must consider all the potential they have. Therefore, local governments must have the ability to identify which sectors are the strengths or weaknesses for their regions. Sectors that are considered regional superiority have prospects to be developed and encourage the development of other sectors. Meanwhile, a weak sector is not expected to be an obstacle to the development process. This research was conducted to create a model that can be used to determine the leading sectors of sub-districts in Bandung Regency. The identification of leading sectors is done using the Analytical Hierarchy Process (AHP) method. Three criteria with a total of 12 sub-criteria and six alternative sectors become the basis for determining the leading sector. Data collection was carried out by distributing questionnaires with competent district or district government staff respondents in each sector. The results of the study in four sub-districts, found that each sub-district studied had a different leading sector.

Abstract
Water resources can be a catalyst for cross-regional cooperation that is mutually beneficial, especially in economic development. The water resource provider must be able to optimize its utilization both for internal and external areas so that it does not cause conflict. Besides that, the use of water must also be efficient so that it can be consumed every time. The efficient use of water resources requires the concept of applying water prices to users so that they are not wasteful. Through the application of water prices, compensation for environmental services will be needed for the preservation of water sources. For this reason, the use of water needs to be managed as optimal as possible so that it gets the greatest benefits, but non-conflict. Kuningan Regency and Cirebon City in Indonesia collaborate in the water resources sector. Kuningan Regency, a service provider, faces two challenges between the obligation to serve its territory for irrigation needs and the City of Cirebon for domestic water supply. This study aims to see the extent of the carrying capacity of supply serving water users and optimal allocation so that cooperation in the water resources sector is sustainable. Linear programming is used by the simplex method. The optimization technique used in maximizing the profits from the allocation of springs to the two main user sectors, namely agriculture and domestic in accordance with the needs and interests of each. Based on the results of the calculation of the optimum profit by utilizing water resources for irrigation covering an area of 19.22 hectares and serving drinking water needs for 1,445,014 people, with a profit of Rp1.903.535.035/year. To implement this finding, the support of all stakeholders involved is needed so that water management works sustainably.

Abstract
One of the impacts of the mineralization zone is the potential for the formation of acid mine drainage, especially in the Cibaliung gold mineralization area and its surroundings, Pandeglang Regency, Banten Province. This study aims to identify the potential for acid mine drainage formation in overburden in the gold mineralized zone. The methodology used is mapping the distribution of cover rock both surface and subsurface using drill data, surface geological mapping, and mapping of the distribution of gold mineralized zones. Acid water formation tends to be intense in mining areas. This is due to the presence of sulfide-containing materials in free air. Acid-forming sulphide minerals include pyrite (FeS2), marcasite (FeS2), picolite (FexSx), chalocytes (CuS), covellite (CuS), chalcopyrite (CuFeS2), molybdenite (MoS), mulenite (NiS), chalocytes (CuS), covellite (CuS), chalcopyrite (CuFeS2), molybdenite (MoS), mulenite (NiS), chalocytes (CuS), chalcopyrite (CuFeS2), molybdenite (MoS), mulenite (NiS), galena (PbS) ) and sphalerite (ZnS). The results of the study showed that there were significant differences between mineral content (Au, Ag, Cu, Pb, Zn, and As) in the Breccia to Andesitic (BRAN), Quartz Vein (VEIN) and Breccia Vein (VNBR) mineralized zones. The content of a precipitate indicates the presence of elements of Cu, Pb, Zn and As in the mineralization into the potential formation of acid mine drainage in a zone of sulphide mineralization. There are 3 lithology zones, namely BRAN, VEIN and VNBR. The results of the study showed the As element became the distinguishing mineral element between VEIN and VNBR, but not for BRAN and VEIN and BRAN and VNBR, were for the pair there was no difference, meaning that the formation and mineralization process could be considered the same. This shows that the As element is one of the dominant elements present in the gold mineralization zone which has great potential for acid mine drainage.

Abstract
Tourism attraction may potentially develop from natural and cultural activity in the village. Toyoresmi village is one of villages at Ngasem County, Kediri District, East Java Province that having special product for agro-tourism destinations such like butternut squash (Cucurbita moschata). Through concept of "Integrated Tourism Agroindustry in Village”, Tooyoresmi got supported from the Regional Government of Kediri District and has been stated as “Labu Madu Tourism Village” the pioneer or initiator of the "One Village One Product (OVOP)" program from East Java province governments policy. The problem faced is the availability of a 20% subgrade harvest (Grade B and C) driven to 20% value loss. Thus, it is necessary to find an appropriate technology for increasing the product added value. One of solution is product processing as butternut squash flour that further could be used as raw material for many flour based product i.e. cookies, cakes, cracker, etc. Technology such as flouring machine was chosen for processing the sub-grade product. Flouring machine for butternut squash should be operated on specific dryness of raw product. The best dryness should be 10 – 14 % water content, and pretreated by peeling, slicing and soaking at Natrium metabisulfit 750 ppm to reduce browning. Physical and chemical characteristics of the flour product have been meets Indonesia National Standard (SNI) 01-3751-1995 for water, ash, sugar, fiber and starch content.

Abstract
This paper presents an optimization of multiphase cascaded DC-DC boost converters to maximize the efficiency. Multiphase cascaded DC-DC boost converters are converters that have a very high gain level and a zero input current ripple. The paper starts with derivation of loss equation in the converter and the result is used for optimization process. It is found that the optimum phase number is three for the first stage and one for the second stage converter. The first stage converter is operated at fixed duty cycle of 0.66. The output voltage control is delegated to the second stage. Experimental results are included in this paper.

Abstract
Livestock waste, especially manure, is one source of pollution that needs attention. Increasing the number of the livestock industry will encourage increased livestock waste. An increase in livestock population will be directly proportional to waste production. Various efforts have been made to reduce the production of such waste. Along with technological advances, efforts to reduce livestock waste have been carried out such as biogas production, compost processing and bioenergy production. In Indonesia, composting is a simple technology that has developed. The use of a mixture of animal manure with materials from agricultural waste has been widely developed. The combination of these two ingredients will produce a better quality compost product. The application of microorganisms as decomposers has been widely developed in the process of composting livestock waste. Structurally, decomposers will increase and accelerate the process of degradation of compost raw material components. The effectiveness of microorganisms is influenced by the environment. The description in this paper aims to evaluate the role of waste from animal manure as a raw material in the composting process.

Abstract
Compost is one of the processes of decomposing organic materials that involves the activity of microorganisms partially. The use of decomposers is very important to accelerate the rate of compost fermentation. The study was aims to evaluate the quality of compost produced from different types of decomposer substrates and straw compositions. This study uses feces from Bali cattle as main material which are maintained in a semi-intensive manner. Two types of decomposer substrate were used, namely (1) animal substrate and (2) vegetable substrate. The level of straw applied were (1) 0%, (2) 5% and (3) 10% (from the total of compost). The study was conducted based on a completely randomized design (CRD) factorial pattern. The data were analyzed using ANOVA. The results showed that differences in the type of decomposer substrate and straw composition had no significant effect (P>0.05) on the pH value, levels of C-organic, N-organic and C/N ratio of compost. The pH value is in the range of 7.4-7.69. The value of C-organic content varies with a range of values 15.29-18.52%. N-organic content is in the range of 0.72 to 0.97% and C / N ratio of 19.00-25.66. The final results of the study showed that the use of animal substrate decomposer and using 10% straw from the from the total of compost showed better compost quality compared to other treatments.

Abstract
Abaca banana is one economic fiber plants,the lack of abaca banana supply has encourage the expansion of abaca banana plantation. To support the availability of plants material,propagation by tissue culture technique being a good alternative for mass production. This research was aimed at studying the responses of shoot production of abaca banana as result off effect of type of various charchoal and sucrose at MS medium through in vitro method. The study was conducted in the Laboratory Tissue Culture Department of Agrotechnology UPN”Veteran”Yogyakarta .Results showed that with addition of Norit 2 g/L and saccharose 30 g/L can significanly increase number of leaves, the lenght of planlet, the number of root and the length of roots.

Abstract
The existence of local varieties of potatoes for the processed industry in Indonesia is very necessary, most of the raw materials for the potato chip industry are still imported. Even for French fries, one hundred percent is still imported. Selection of 30 potato clones was conducted at the Margahayu Experimental Field (1250 m asl), in Lembang from January to May 2016. It used a completely randomized block design with 3 (three) replications which every plot consisted of 10 plants. The evaluated characters included plant vigor, plant height (cm), stem diameter (mm), tuber weight (g), percentage of consumption tuber (%), yield (ton/ha), specific gravity (Sg), tuber shape, tuber skin color, tuber flesh color and appearance of tuber skin. Analysis of variance showed that all quantitative characters were very significantly different (P <0.01). Clone 15.33 showed the highest tuber yield per plant (831 grams/plant) which was significantly different from the comparable variety of Atlantic (166 grams/plant). The highest percentage of consumption tubers was obtained from clones 15.26 (75.3%) which were significantly higher than comparable varieties (Amabile, Granola, Medians and Atlantic). The result suggested that 2 (two) clones e.g. 15.33 and 15.23 with specific gravity (Sg) higher than 1.067 are potential to be used for industrial potato chips.

Abstract
The purpose of the research was to determine the effect of tuber size and different growing media on growth and yield of shallot. This research was conducted in the experimental garden of Agriculture Faculty UPN "Veteran” Yogyakarta in April until June 2019. A Completely Randomized Design was used for this research with factorial arrangement. The first factor is tuber size consist of small (1,0 -2,5 g), medium (2,6-3,5 g), and large (3,6-4,6 g). The second factor is growing media consist of soil, soil + husk charcoal, soil + baglog mushroom waste, soil + husk charcoal + baglog mushroom waste. The result showed that there was no interaction between the tuber size with different planting media on growth and yield of shallot. The large and medium tuber size grew better than small tuber on leaf number, tillers number, tuber number, fresh weight, air dry weight, and tuber diameter. The media of soil + husk charcoal and soil + husk charcoal + baglog mushroom waste provided better result on tillers number, fresh weight, and tuber diameter.

Abstract
* Introduction: With changing times that increasingly provide challenges, PT. Barokah Galangan Perkasa needs to carry out a careful strategic planning with long-term implications, and can still be translated into a clear and measurable framework. PT. Barokah Galangan Perkasa should have a business strategy that is suitable with the current state of the environment so that it is able to compete in its industry. * Methods: The formulation starts from analyzing the companys vision & mission, external analysis, internal analysis, EFE and IFE analysis, Competitive Profile Matrix analysis, IE Matrix analysis, TOWS Matrix, and QSPM Analysis. Data were collected from interviews with board of directors and managers with suplementary data from secondary sources and document study * Results: Indonesias development agenda as the World Maritime Axis launched by the President of the Republic of Indonesia since 2014 has become one of the countrys strategic foundations. This makes an excellent opportunity for the progress of the domestic shipyard industry. On the other hand the number of shipyard distribution in Indonesia is still uneven. Shipyards activity are still largely concentrated in central and western parts of Indonesia. These things become opportunities in the shipyard industry. On the other hand, challenges for domestic shipyards are government policies that regulates the import duty on raw materials and shipbuilding components subject to a tariff of 5-15% VAT, while import vessels are exempted from import duty, in other words 0% VAT PT. BGP is located in the Mahakam River which is a busy shipping lane in Indonesia with ship traffic activities that can reach up to 1000 ships per month, this geographical advantage makes a good market opportunity. PT. BGP has strengths in additional services such as fresh water and fuel refilling, PLN electricity and 500 KVA generators, indoor and outdoor warehouse facilities with complete equipment, and most importantly its competitive prices. CPM analysis shows that PT. BGP is still unable to compete with PT. Daya Yes and PT. Galangan Kapal Lancar. The reliability of the shipyards docking and undocking facilities and the availability of spare parts and materials on time, these points are some of the weaknesses of PT. BGP aside from the availability of experts, additional facilities for ship owners, and also the most crucial thing is their slow shipbuilding process. * Conclusions: From all of the opportunities and threats, as well as the strengths and weaknesses, a right strategy is needed to increase the competitiveness of PT. BGP. From the analysis, the most appropriate strategy to implement is the Product Development strategies. It is a way to increase value added to featured products or services in an efficient way and not bearing too much impact on production costs. Abstract
Companies in achieving sustainability status need to establish a sustainability strategy known as a trade off strategy because it can identify the relationship between the results obtained from improvement of environmental performance and financial performance. The sustainable value approach is built on the premise that companies need economic and environmental resources to create high economic performance. The measure of success in sustainable development is not solely based on growth in financial performance, but through efforts by companies to improve environmental performance through appropriate financing decisions. The purpose of this study is to prove empirically the influence of environmental performance, external financing decisions, external financing decisions through short-term debt, external financing decisions through long-term debt, and external financing decisions on sustainable financial development. The benefit of this research is that it can make a positive contribution to the company to apply the form of operational activity accountability in environmental aspects and emphasize the right financing decisions for the company in funding its long-term operating activities. This research samples focus on mining companies listed on the Indonesia Stock Exchange in the 2015-2018 period with meeting certain criteria. The results obtained in this study are that environmental performance has a positive effect on sustainable financial development, external financing decisions do not affect sustainable financial development, external financing decisions through short-term debt do not affect sustainable financial development, external financing decisions through long-term debt have no effect towards sustainable financial development, and internal financing decisions do not affect sustainable financial development.

Abstract
The Physical Protection System (PPS) plays an important role to ensuring the security of each nuclear facility from theft, sabotage and other illegal actions. Evaluation of the effectiveness of the PPS must be performed periodically to ensure that the PPS objective requirements are met and we can obtain the reliable PPS. The objective of this study is to evaluate the physical protection system performance using adversary-path analysis for hypothetical nuclear reactor facility in anticipating attacks with the highest consequences. We perform the calculation of several adversary-path based on sabotage scenario using a computer model. The calculation results provide feedback for the PPS designer whether to accept the current design or will strengthen it to obtain the reliable PPS.

Abstract
Gas Cooled Fast Reactor-GFR is one of the Generation IV reactors, a high temperature helium-cooled with a closed fuel cycle. Due to target operation on 2022-2030, this reactor type still need for further research and development technologies. In this paper, we investigated neutronics performances of GFR balance type core with modified CANDLE burn up scheme in radial direction. The power range of 300-700 MWTh. Modified CANDLE burn up scheme was chosen so that the reactor could operate with natural uranium input only. The neutronics calculation were performed using SRAC 2002 with JENDL 4.0 nuclear data library. The results show reactor could operate critically for 10 years without refueling with burn up level 20% HM

Abstract
Proboscis Monkey Habitat (Nasalis larvatus Wurmb) in the area of IUPHHK-RE PT. Ekosistem Khatulistiwa Lestari experiences pressure and disruption due to human activities, resulting in a decrease in habitat quality and quantity. Seeing these conditions, it is necessary to take action to protect the habitat of proboscis monkeys and their populations. To support efforts to save and protect the proboscis monkey habitat and its population, information is needed on the area chosen by proboscis monkey as its suitable habitat in the IUPHHK-RE PT. Ekosistem Khatulistiwa Lestari through Geography Information System (GIS). The study was conducted using a field observation method and analyzed the thematic maps of each variable used, such as river thematic maps, plantation thematic maps, and canopy cover thematic maps (NDVI). The data analysis method used in estimating the suitability of Proboscis monkey habitat in this study was logistic regression analysis. This logistic regression analysis is basically built in order to predict the dependent variable or response, which is a binary variable and categorical, using independent variables that are categorical or of a continuous size scale which are known in magnitude. The logistic regression formula obtained is P = 1 / (1 + e ^ (- (3,9- (0,003 * JPE) - (12,690 * NDVI))) The spatial model built from the opportunity value of the logistic regression calculation using SPSS 23 software obtained the opportunity data distribution value in the lowest pixel (X1) 0 and the highest (Xn) 1, with an average of 0.537 and standard deviation (sd) 0.439. Based on the values of Xn and X1, the intervals of each class are determined using the formula c = (Xn - X1) / k, so that 3 classes of suitability are obtained, namely low compatibility with an area of 664.83 ha (27.26%), medium suitability class with 124 , 28 ha (5.1%) and high suitability class with an area of 1,649.32 ha (67.64%). The habitat component favored by proboscis monkeys is high canopy cover which is used as a playground and also a bed, close to water sources to meet water needs and away from plantations where there is high community activity.

Abstract
Gas cooled fast reactor-GFR is one of six types of generation IV reactors. The long terms goals of the Generation IV reactor is to develop a safe, proliferation-resistant nuclear system. Minimizing on enrichment of U-235 is one way to avoid the proliferation issue. Now, we even use directly natural uranium as the fuel in reactor core with applying Modified CANDLE burn up scheme. In this study variations of fuel region movement with modified CANDLE burn up scheme in radial direction of GFR was conducted. There are three variation of fuel region movement scheme that used in this study. The power range 300-550 MWTh. The neutronics calculation was performed by SRAC (PIJ-Citation) module. The result of calculation show that one of the movement scheme provides a critically value with 0,3% excess reactivity for begining of life (BOL) conditions.

Abstract
Result of Program for International Student Assessment (PISA) in 2015 showed that Indonesia was one of countries that had low ability in scientific literacy. Students were used to working on multiple choice questions on each exam. The National Exam, that is used as a benchmark for national standards in achieving quality students, also use multiple choices. However, components of questions with high-level thinking ability should have existed for a better standard. The purpose of this study was to determine the cognitive levels of students on the National Exam questions in Natural Science subject for elementary school at 2018/2019 academic year. The method in this research was a qualitative methods. The data in this study was the script of National Exam questions in Natural Science subject for elementary school at 2018/2019. The data source used in this study was a student book grade 4,5,6 elementary school on Natural Science subject and textbooks about HOTS. Data and data sources were everything would succeed this research. Data analysis techniques in this research consisted of data reduction, data presentation, verification / conclusion stages. In testing the validity of the data, the author conducted a peer discussion. Results of this study were obtained as follows: questions with level 1 level were 12, level 2 were 16, and level 3 were 12. The questions with level 3 were in HOTS category as 12 questions.

Abstract
The involvement of the media in the 2019 presidential and vice-presidential campaign was very clear. The journalism orientation of a media is inseparable from its background, ideology, and owner. In the political interests of the contestants, journalism as the main product of the media is challenged to remain in the principles and the journalistic code of ethics. Republika newspaper is the only national-owned Islamic newspaper. He departed and brought the values of Islam in his vision, mission and practice of journalism. The focus of this research was Republika newspaper-when the grand campaign of the two pairs of presidential-vice presidential candidates 8 and 14 April 2019. Using a qualitative approach with the critical language analysis research method from Roger Fowler et al, this study founds. The first, Republika newspaper carried the language, theme and terminology of Islam. Second, Republika newspaper tried to remain independent in reporting amid a conflict of interest when the largest shareholder Erick Tohir became the head of the campaign team of the Jokowi-Maruf Amin pair. Third, Republika newspaper tried to stand in a neutral and independent. This is evidenced by giving a balanced in the campaign reporting of the two contestants, Prabowo-Sandiago and Jokowi-Maruf Amin pairs.

Abstract
UNISBA as one of the Islamic University in Bandung, has a vision “To Be an Independent, Prominent, and Leading Islamic University in Asia”. One of the problem that happen the most is the under performing administrative officer, that impact to less service to the student. One of the cause is lack of leadership from the section head that supervise the administration staff. Initial research result shows that 40% of the section head has a lack of Islamic leadership. The improvement effort has been done through a work counseling that generate insight of that weakness. In this regard, one of the leadership role is to build and create Islamic service climate. As an institution that embrace Islamic values, services given must also adopt Islamic values. In this regard, the research purpose is to analyze how the Islamic service climate that built in UNISBA by using a descriptive method. The measuring instrument that was used is Islamic service scale that given to every administration staffs as the research population of 184 people. With descriptive statistic technique, the result are 27% people already feel really high, 72% feel high and 1% feel less.

Abstract
The area of West Java is inseparable from the possibility of disasters. In the Public Daily Mind, it was conveyed that, the vigilance of the citizens of the city of Bandung (in particular) facing the earthquake must continue to be trained. The KSR UNISBA, or PMI Voluntary Corps unit of UNISBA is an organization engaged in the field of humanity, in the form of First Aid Services in Accidents (P3K) and medical health. However, in reality in a catastrophic situation, which is not only faced by medical problems, the reaction of the survivors also appears psychologically, such as anger, sadness, fear, silence, and various things that are reasonable in a crisis situation. The target in this training is to increase the knowledge of KSR-UNISBA members about Disaster and PFA in the Disaster context. As a result, members of the KSR Unisba who play the role of volunteers will be able to help the survivors in dealing with disasters that enter the crisis. So that the reactions of the survivors who are actually normal in abnormal conditions (disaster), will be understood by the members of the Unisba KSR, so that in providing medical assistance will be more proportional, adjusted to the psychological conditions experienced or faced by survivors. The purpose of this study is to provide skills to members of the KSR-Unisba to be able to help in disaster conditions (crisis) with Pyschological First Aid (PFA). In this training, using the Pyschological First Aid (PFA) module: Facilitators manual for orienting field workers issued by WHO (2013), with the Pre-Post experiment method. There were 22 participants in this training from 34 members of KSR UNISBA. In this study, a non-parametric test will be carried out, namely the Wilcoxon test to determine whether there are differences before and after being given Psychological FirstAid (PFA) training on the 22 selected samples. The result of this training is that there are differences before being treated and after being treated. This shows that there is an influence of the treatment given, meaning that after being treated in this case is the provision of Psychological FirstAid training (PFA) shows that there is an influence or there is a difference.

Abstract
The cooperative movement is arisen by the industrial revolution 1.0, when human power was replaced by machines which then led to urbanization from rural to urban. In the industrial revolution 4.0, the same conflict over and over human resources will compete with robots therefore the cooperative movement as an effort to adapt to the industrial revolution needs to be evaluated. The purpose of this study is to provide an overview of the structural empowerment of members of cooperatives both urban and rural. The research method used was a survey by collecting structural empowerment scale from 251 cooperative members. Data were analyzed using one-way ANOVA technique. The results showed that the structural empowerment of cooperative members in rural areas was higher compared to urban areas (F = 6.049, P <0.05), with a mean ratio of 65.78: 59.73. Women who lived in rural areas had higher structural empowerment compared to women in urban areas (F = 5.505, P <0.05), with a mean ratio of 65.79: 58.33. Men who lived in urban and rural areas were not significantly different (F = 0.838, P> 0.05). Results of this study indicate that cooperatives are more competent movements towards residents living in rural areas moreover women.

Abstract
The aim of this research in the long term is to develop training patterns that are suitable for migrant workers needs in order to have cultural competencies and fit with base country. The unit of analysis of this study was conducted on the number of fisheries sector PMI with E9 and E10 visas as many as 11,000 who are members of the Indonesian fisheries workers union or SPPI representatives of South Korea as many as 3,173 people. The observation unit or respondents in this study were 10% of SPPI members representing South Korea, namely 3,173, so the number of samples in this study were 317 people. Primary data were obtained from the field results through a questionnaire to measure the effectiveness of the training and development model of cultural competence. Meanwhile, to determine the effect of these two variables, namely the training and development models on cultural competence were analyzed using MANOVA. The training variables are measured with 5 dimensions including: (i) instructor, (ii) participant, (iii) method, (iv) material, (v) and training objectives. Meanwhile for development variables measured through 4 dimensions including: (i) financial perspective, (ii) internal business process perspective, (iii) customer & stakeholder perspective, and (iv) learning & growth perspective. And cultural competency variables measured in 3 dimensions include: Cultural Awareness, Cultural Sensitivity, Cultural Adroitness (cultural intelligence).

Abstract
The purpose of this research is to find out and analyze the influence between the implementation of e-government policies, the commitment of leaders and the development of apparatus resources on the performance of public services in Lahat Regency. The method used is a quantitative method by distributing questionnaires to respondents from the state civil apparatus in the area of Lahat Regency. The number of questionnaires returning from the 150 questionnaires distributed was 71. The results showed that there was a moderate influence between Public Service Performance and E-Government Policy, Commitment of Leader and Development of Apparatus Resources. Statistically shows a significant influence between Public Service Performance with E-Government Policy, Commitment of Leader and Development of Apparatus Resources because the obtained p-value Is less than 5% . Judging by the influence between independent variables also showed a significant influence but statistically these effects have not shown any deviation from the multicollinearity assumption. The result of simultaneous testing was obtained the F-test statistic value of 61.078 with a p-value Of 0.000 which was less than 5%. This shows that there is a significant influence between the three independent variables simultaneously on the dependent variable.

Based on UNDP, UNESCO, and GTCI reports, the quality of Indonesian education was still low, so that a joint effort (government, educational institutions and community) is required to improve the quality of education, such as participating in a program educational certificate. This research was conducted to recognize and understand the competency indicators of pedagogy, personality, social, and professional relating to certified teachers. Moreover, this research employed a qualitative method using a triangulation analysis method. The objects of the research are private vocational schools in South Tangerang City with A-grade accreditation. And the respondents are certified teachers with the criteria of characteristics, educational background, status, experience, and readiness. The data were collected using verbal, written and structured interviews. The result revealed that teachers certified by regulations could not be considered as professional or competence teachers, which were indicated by the lack of knowledge of the certification regulations, innovation, linearity, contextual and character personality. The findings revealed the importance of supervision and evaluation, socialization and mentoring, education and training, and reciprocity.
