Abstract
Abstract. Lamongan Regency as one of the minapolitan areas in East Java. Marine sector fisheries production has increased every year. In fishing operations carried out by fishermen not only fish with high economic value but many fishermen who accidentally catch fish with low economic value commonly referred to as trash fish. Identification of trash fish potential is done by location quotient (LQ) method. The purpose of this study was to determine the potential of low commercial value fish species in Lamongan Regency. The processed data included primary and secondary data. Data were processed using the LQ method and analyzed descriptively by way of compiling data into tables. The survey results showed that there are 10 types of low commercial value fish in Lamongan Regency, namely Juwi, Peperek, Puso, Lemuru, Beloso, Kapasan, Tembang, and Lidah fish. The results of the LQ method showe that there are three types of fish that have the potential to be made of high economic value products, namely Peperek fish (11.36), Juwi fish (2.35), and Tembang fish (2.32). TPI that has the potential in terms of fish productivity to be developed is TPI Weru. The typology of fishermen in TPI Weru has less experience working as a fisherman than other TPI but the level of education is higher and the age of fishermen is younger so that it affects the productivity of fish catches. The highest amount of income is found in the fishermen of TPI Brondong. The fishing gear used in catching fish are payang, net, purse seine, fishing line, dogol.

Abstract
Internal control in the SME business process is very important so that errors and irregularities that occur immediately can be overcome so that objectives can still be achieved. The control function is one of the management functions that cannot be returned from other management functions (planning, organizing, and directing). However, many studies still doubt the role of internal control on competitive advantage and the performance of SMEs. This study aims to examine the role of internal control on competitive advantage and SME performance. This research was conducted by survey method by distributing questionnaires to the respondens that are SMEs in district of Magelang. The sample size of the studi are 104 respondents. Data analysis was performed using SPSS 21. The results have shown that internal control has a positive effect on competitive advantage and SME performance. The results of this study indicated that internal control plays a role in competitive advantage and SME performance.

Abstract
Senior high school students have diverse backgrounds; some of them have a strong base in the religious field; some do not. Besides, the learning of Islamic Education (IE) in SMAN uses the 2013 curriculum in contrast to IE learning in Islamic boarding schools. This study aims to explore the meaningfulness of IE learning for senior high school students broadly. This study uses a qualitative approach with deep interview as a method of collecting data. The subjects of the study were students of class XII of SMAN IV, Magelang city. The results indicate that IE in SMAN IV of students life comes from an understanding of affective religious material, not merely cognitive, family support and teacher exemplary. The students life enjoyment has challenges in the millennial era, where visual information impacts the internalization of values and ideology.

Abstract
Executive Functions (EF) are the ability of individuals to initiate, adapt, organize, monitor, and control information and behavior processes. EF consists of three basic components, namely inhibition, working memory, and cognitive flexibility. Those three components play a crucial role in childrens cognitive, behavioral and social emotional development as the aspects of childrens school readiness. This study examines the effect of physical exercise to improve executive functions among pre-school children. The subjects of this study were 132 children aged 5-7 years from three preschool institutions in Magelang City. They were divided into three groups, namely the experiment group 1 who were given simple physical training (without cognitive involvement), the experimental group 2 with complex physical training (cognitive involvement), and the control groups without any treatment. The two experimental groups were given two sessions of training per week during four weeks. The results of the study showed that complex physical activity had an effect on EF, specifically the inhibition component. While simple physical activity affects WM. Physical activity, both complex and simple, did not affect to CF.

Abstract
Nowadays people cannot be separated from IT use. For academic purposes, IT devices and services provide flexibility in accessing information. However, in writing activities, students- linguistics intelligence type may become a predictor which influences their ability. This prior research aimed to investigate the relationship between students- linguistics intelligence and their attitude toward IT usage in the learning process with their writing ability. It was conducted in the writing classes in Faculty of Teacher Training and Education Sciences of Universitas Muhammadiyah Magelang. It assigned 26 students as respondents. Questionnaires and test were administered to gather the data. They were analyzed using Multiple Regression Test. The results showed that value of sig. was 0.303>0.05. Then, F count stated 1.257<3.408. Hence, There was no relationship between Linguistics Intelligence and students- attitudes toward IT with their writing ability.

Abstract
The marketing communication strategy is one of the first steps in introducing the product to consumers in order to get a lot of profit from the business. Based on data from the Department of Industry, Trade and SMEs of West Java in 2017, the number of leather businesses in West Java are 817. The purpose of this study was: to recognize the internal and external factors influencing online marketing communication of leather bag crafts in West Java and to analyze online marketing communication strategies through social media on leather bag craft products in West Java. The research method used was SWOT analysis. Based on the results of the SWOT quadrant analysis, SMEs in the West Java Leather Bag were found on Map of Quadrant III. Quadrant III illustrated that the organization experienced some weaknesses in various ways (internal) so that profitable opportunity was difficult to achieve. For this reason, the right strategy to use is the alternative of strategy 3, those which are consolidation, improvement, changing perspective and elimination the causes of problems so that threats can be avoided with a value of (-0.512, 0.317).

They live together without marriage, sleep in the storefronts and wild huts. They are not registered by the state and are in social exclusion, even have not assurence and civil rights. This study aims to description the steps to empower the social status and economy of homeless families in Bandung. The subjects in this community service are 14 people homeless. The methods used Reseach Action in this community service activity are: the assistance to build awareness of legal marriage; the assistance in stimulants for rented house in order to build proper and human housing needs; the advocacy to stakeholders and assistance for subjects to have an electronic Identity Card; and the last entrepreneurship training to increase income. The results are 1) awareness of marriage has been built both in accordance with religion and in accordance with state rules 2) the need to have a safety place to stretch has been built too, 3). advocacy and assistance helped them to obtain an electronic Identity Card and 4) the training done increased their skills in order to manage secondhand goods needed by the society. Community and government perspectives on the poor like homeless and scavengers often blame the poor as lazy, resignation, difficult to adapt, hard to believe. The homeless, and scavengers are partners in the Community Service Program. They are often the target points of order and beauty of the city with frequent raids. The time to get income of homeless people is very limited, from 5:00 a.m. until 14.00 , which means about 10 hours. They walked for many kilometers to find secondhand goods with a maximum income of Rp. 25,000,-/day. Then, they sell it to collectors and they dream to become a collector. The lives of homeless people are often not in accordance with the norms of a decent life and a permanent residence because of wandering in public places (Social Ministry. 2018). Homeless and scavengers are citizens who are unregistered as citizens, so that the rights as citizens to get a variety of social security and civil rights are neglected. They live together without the bond of marriage even many of them have offspring, alternating sleeping in the patio of shops, beds-bedded, cardboard houses or under bridges. They are untouched by the hustle and bustle of development, without coaching, without anyone fighting for how they should live properly and humanely. Life is very alarming. They are as marginalized in the process of "social exclusion". According to Oxford Dictionary (1998), “social exclusion is a process by which individuals or household experience deprivation, either of resources (such as income), or of social links to the wider community or society”. Abstract
Early detection of anemia in young adolescent girls is important to optimize maternal health in the future. Prevention of anemia in junior and senior high school students is the target program of Community Health Center in Indonesia. This study aimed to determine what are the factors that affect the incidence of anemia in young adolescent girls in Junior High School 3 Kediri. An observational analytic study with cross sectional design was used to collect population data through questionnaires and blood sampling using HB Stick involved of 171 girls in Junior High School aged 10 years - 19 years. Based on the results, 78 respondents (45.6%) had anemia and 93 respondents (54.4%) did not experience anemia. From the analysis, there was a correlation of age (p 0.036; OR 0,574; CI 0.342-0,964), father education (p 0.027; OR 0.309; CI 0.109-0.877), parents income (p 0.026; OR 0.119; CI 0.018-0.776), Mentruation cycle (p 0.000; OR 0.098; CI 0.031-0.318) and Duration of Menstruation (p 0.031; OR 0.348; CI 0.129-0.904) with the incidence of anemia. There was no correlation between eating habits (p 0.999; OR 0.999; CI 0.000) with the incidence of anemia. There exist a need to giving blood tablet supplement to adolescent girls To prevent anemia in adolescent girls, it need support from family, school and community health center.

Abstract
Ketersediaan stok dalam suatu kegiatan pelayanan yang menggunakan bahan baku adalah sangat penting. Diperlukan manajemen yang baik agar keseimbangan dalam keluar masuk bahan baku tetap terjaga dengan baik. Penelitian ini bertujuan untuk mempelajari mengenai pentingnya evaluasi terhadap ketersediaan bahan baku simplisia tanaman obat yang digunakan dalam pelayanan berbasis penelitian di Klinik Saintifikasi Jamu Tawangmangu. Analisis dilakukan terhadap data persediaan simplisia Orthosiphon aristatus (Blume) Miq. yang dicatat sejak bulan Juli tahun 2011 sampai bulan Desember tahun 2017 di gudang simplisia Laboratorium Pasca Panen. Analisis yang digunakan adalah analisis runtun waktu dengan metode ARIMA untuk meramalkan kebutuhan simplisia beberapa waktu ke depan. Hasil analisis menunjukkan bahwa stok O. aristatus yang disimpan di gudang simplisia mengalami kelebihan stok yang disebabkan oleh produksi yang tinggi, sementara penyerapannya rendah. Oleh karena itu, stok harus dikurangi hingga terjadi keseimbangan antara stok dan kebutuhan. Manajemen stok yang baik, akan menjadikan kualitas bahan dan keseimbangan stok tetap terjaga.

Abstract
Government services to community are not properly carried out without participation and liveliness of govermental units which have been set up based on their duties and service function.The reason is that they are the spearheads of the government services to community, especially in public services. The intended public services are focused on customer satisfaction (customer-driven government).In order to successfully achieve customer satisfaction, it is necessary to get feedback from community as service users so that government as service manager may cognize some complaints about the public services that have been provided.The community feedback can be delivered through complaint services that can be directly responded by the intended unit works.The aim of this study is to develop citizen portals (c-port) apps for service complaints to support public service management in order to realize the concept of smart districts based on local wisdom. The application has developed in android based as front-end for user (citizen) and as web-end for government and related regional work units. The result of study is a prototype, a product of citizen portals (C-Port) software equipped with Software Specifications, Document of Software Description, and Planning Document Description of Software Test Results, as a mean of communication and media for government to provide services to wider community.

Abstract
Instead of reducing the unemployment rate, Center Berau of Statistic (BPS) 2018 data shows that Vocational High School (SMK) graduates contribute high to the number of unemployed in Indonesia. The high number of unemployed is partly due to the low technical skills and transferable skills of students. Transferable skills are considered very important to strengthen and complement technical skills, amid the disruption of the world of work in the industrial era 4.0. In order to strengthen transferable skills, innovative learning methods are needed, which involve active student participation. The One Group Pretest-Posttest experimental research was conducted to find out the increase in transferable skills of SMK X students in the Building Design and Information Design Study Program (DPIB), through the implementation of project-based learning methods. The results of the gain index analysis, hypothesis testing, and observation results indicate that the application of project-based learning methods can improve the transferable skills of vocational students.

Abstract
This paper aims to implement the Fuzzy Inference System algorithm as a controller in an IoT-based observation system in a brooding system simulator. The system consists of sensor and actuator nodes that are connected to the internet using microcontroller. The two nodes are connected wirelessly. Sensor nodes as devices that collect input data variables that is temperature and humidity. The value of the sensor readings is sent to Antares cloud storage by microcontroller which functions as a data storage so that it can be accessed by the user as well as input controller. The Mamdani Fuzzy Inference System algorithm is implemented on the actuator node. The actuator node takes fuzzy input values from Antares and then outputs in the form of a PWM crisp value that aims to regulate fan speed and heating level. The experiments performed were comparing the calculation of the algorithm using MATLAB and the brooding system simulator. The results showed identical outputs with practical results with an average error of 0.11% for the PWM value of the fan and 0.22% for the PWM value of the heater. The scheme is expected to be an alternative solution for implementing the control algorithm on an IoT-based system.

Abstract
Brown coal (lignite) is a type of coal which possesses the lowest energy density relative to any other types of coal such as bituminous and anthracite. Its abundance, various usage, and relatively cheaper price is some of the many profitable traits for it to be used as an energy source for many industries. Because of the composition of the chemical compounds contained in lignite, harmful environmental impacts may arise along with the process of converting its energy through direct combustion processes. Its high water content along with low carbon content cause higher greenhouse gas emissions to be produced. However, the technology of using lignite as fuel does not only come in the form of direct combustion, a process called biosolubilization utilizes the role of microorganisms to convert solid coal into liquid fuel/chemical compounds while still producing environmentally friendly byproducts. This technology provides the opportunities to reduce the impact of pollutions caused by direct combustion and increase the utilization of lignite as a raw material for the production of liquid fuels without the involvement of thermal, physical and/or chemical processes. Studies found that lignite has a considerable abundance in Indonesia. In brown coal, the types and composition of aromatic compounds contained within it will affect the resulting compounds produced from the solubilization process. The more complex the chemical structure between aromatic compounds, the more difficult the solubilization process will become. Lignite, however, contains simpler aromatic compounds, a condition which optimizes the process. The opportunity to develop preparation techniques to obtain optimal biosolubilization results is still likely to be studied. The biosolubilization process involves several important stages, starting from coal preparations, optimizing the enzymatic activity of biosolubilization microorganisms, liquefaction processes, and depolymerization. The process of preparation and optimization of enzymatic activity has been widely carried out, the biggest opportunity for the development of biosolubilization techniques is the yield optimization within the process.

Abstract
Background: Dysmenorrhea is pain that is felt during menstruation. In Indonesia the estimated incidence of 55% of productive women who experience dysmenorrhea. Risk factors for someone experiencing dysmenorrhea are calcium intake, menstrual duration, age of menarche, and stress level. Objective: To determine the relationship between calcium intake and the incidence of dysmenorrhea in adolescents at Palangkaraya Method: The study design was a case-control with 62 samples. Sampling is done by Proportionate Stratified Random Sampling. Data on sample characteristics, dysmenorrhea events, and risk factors were obtained by interview using a questionnaire and numeric rating scale. Data analysis using Chi-Square Test and Fisher Exact. Results: The results showed that there were (9.7%) students who had sufficient calcium had dysmenorrhea pain, here were (90.3%) who had dysmenorrhea. Chi-Square test results showed students who lack calcium have a risk of 9,664 times experience pain compared to students who have enough calcium (p-value = 0,000). While the results of multivariate analysis showed that the most dominant variable affecting the incidence of dysmenorrhea was calcium intake with a p-value = 0.002; OR = 9,664 (95% CI; 2,305-40,521) and age of menarche with p-value = 0.045; OR = 3,538 (95% CI; 1,026-12,202). Conclusion: Low calcium intake and menarche age influence the incidence of dysmenorrhea among adolescents girls.

Abstract
This study is aimed to test the Effect of Local Revenue on financial performance, Equalization Funds on financial performance, and Capital Expenditures on financial performance on Regencies in West Java for Year 2013 – 2017. This research uses descriptive quantitative approach, which is measured using multiple linear regression bassed method use SPSS 25.00. The population from this research are Budget Realization Report of Regencies in West Java for Year 2013 – 2017. Sample was determined by purposive sampling method, and get 10 samples. The data used in this study are secondary data. Data was collected by Dirjen Perimbangan Keuangan official website: www.djpk.kemenkeu.go.id. Hypothesis testing are using partial test and simultaneous test. The result of the research shows that Local Revenue partially has positive and significant effect on the financial performance, Equalization Funds partially has negative and significant effect on the financial performance, Capital Expenditures partially has positive and significant effect on the financial performance, and Local Revenue, Equalization Funds, and, Capital Expenditures simultaneously have positive and significant effect on the financial performance on Regencies in West Java.

Abstract
This research aims to knowing effect understanding tax, tax sanction, and level of trust in the goverment againts taxpayers compliance in paying land and building tax - rural and urban in the sub-district Jatinegara. The population in this research were PBB-P2 taxpayers registered in Jatinegara sub-district as many as 27,761 taxpayers. The sample in this study amounted to 100 taxpayers obtained from the results of calculations using the Slovin formula. The method of collecting data in this study by distributing questionnaires. Questionnaire tests in this research, namely data quality test, classic assumption test, and hypothesis test. The results of this research indicate that there is a significant effect of the understanding variable on taxpayer compliance in PBB-P2 payments. This is evidenced by the positive regression coefficient (0.307) and tcount greater than the value of ttable (4.408> 1.98498) at the significance value (0,000 < 5%). There is a significant effect of tax sanction variable on taxpayer compliance in PBB-P2 payments. This is evidenced by the negative regression coefficient (-0.209) and tcount smaller than the value of ttable (-1.452 < 1.98498) at the significance value (0,150 > 5%). There is a significant effect of the level of trust in the government variable on taxpayer compliance in PBB-P2 payments. This is evidenced by the positive regression coefficient (0.654) and tcount greater than the value of ttable (6.540 > 1.98498) at the significance value (0,000 < 5%). Understanding, tax Sanctions, and the level of trust in the government have a significant effect of a manner together on taxpayers compliance in PBB-P2 payments. This is evidenced by the value of Fcount which is greater than the value of Ftable (28,113 > 2,70) at the significance value (0,000 < 5%). Hasil analisis faktor mampu mengekstraksi 50 variabel menjadi 6 faktor yang dipertimbangkan oleh mahasiswa dalam memutuskan untuk memilih jasa pelayanan Politeknik Negeri Samarinda yaitu kehandalan, kemampuan, empati, pelayanan, bukti fisik dan perhatian. Faktor tersebut menyumbangkan variance sebagai berikut; kehandalan (53,905%), kemampuan (6,165%), empati (3,597%), pelayanan (2,923%), bukti fisik (2,564%), dan perhatian (2,062%). Secara keseluruhan nilai cumulative percentage of variance 71,215% hal ini menunjukkan bahwa faktor-faktor secara bersama-sama mempunyai hubungan terhadap tingkat kepuasan mahasiswa terhadap jasa Politeknik Negeri Samarinda. Sedangkan hasil Importance Performance Analysis menunjukkan bahwa keenam faktor tersebut merupakan indikator dari berbagai faktor yang meliputi: Petunjuk pemberian pelayanan, kemampuan staf memberikan pelayanan, antusias staf membantu mahasiswa, keramahan, staf dapat menciptakan rasa percaya diri mahasiswa, kesigapan staf memberikan pelayanan, kemudahan memperoleh informasi, kesungguhan menerima keluhan, perhatian khusus kepada mahasiswa, wawasan staf, kehandalan staf yang terpercaya, tata karma staf, kesediaan staf untuk berdiskusi, harus menjadi prioritas utama bagi pihak manajemen Politeknik Negeri Samarinda. Hal ini menunjukkan bahwa variabel-variabel yang mempengaruhi tingkat kepuasan mahasiswa Politeknik Negeri Samarinda berada dalam kuadran II (pertahankan prestasi) ini perlu terus dipertahankan oleh manajemen Politeknik Negeri Samarinda.

Abstract
Health services are very closely related to medical secrecy. Medical secrets are basic individual rights that come from human rights, namely the rights of self determination. In the era of disruption, health services underwent a very fundamental change from being conventional to e-health, making them vulnerable to ethical and legal problems. In Indonesia the laws and regulations regarding this matter are not yet fully able to cover the security of medical secrets, so there is a need to update the existing regulations in Indonesia that can guarantee legal certainty of the security of medical secrets. This study aims to find out how far the influence of the era of disruption on the security of medical secrets and how legal certainty is in Indonesia. The research method used is normative juridical, using secondary data consisting of primary legal materials, secondary legal materials and tertiary legal materials such as literature searches in a database of journals, articles, national and international regulations published between 2010-2019. The specifications of this study are descriptive qualitative. The results of this study indicate there is an influence of the era of disruption on the security of medical secrets in Indonesia, including the occurrence of theft and manipulation of patient data and the limited legal certainty. The benefits of this research are expected to be a reference for policy makers to make updates to the regulations in force in Indonesia.

Abstract
Oyster Mushroom Farmer Group (KPJT) is a community in Ranupakis Village at Klakah District, Lumajang Regency that has a vision to maintain the business continuity of its members in the cultivation and processing of oyster mushrooms. This group intervened in the production of oyster mushroom commodities produced especially those that could not be sold freshly by buying it at market prices. Furthermore, to increase its economic value by processing it into several valuable processed products. Increasing the leverage product competitiveness towards similar products, innovation, efficiency and competitive strategies are needed. Diversification of processed products is key to maintaining the supply of oyster mushrooms purchased from group members can be resold at a higher value so that the purchase of mushrooms from group members continues. Therefore, the role diversification are needed to be able to contribute various and appeal to the customer processed product oyster mushroom. Among the results of the diversification of processed products oyster mushroom are shredded mushrooms, steak mushrooms, crackers mushrooms, satay mushrooms, crispy mushrooms, mushroom meatballs, bread mushrooms, and etc. Statistical process control (SPC) used in measuring and controlling quality by monitoring the processing of oyster mushrooms into several derivative products.

Abstract
In part of Indonesian students have lice (Pediculus humanus capitis) on their hair. Head lice are a type of blood-sucking parasite that usually lives in the head. Female lice are able to lay six eggs a day. If not treated properly, head lice are at risk of causing a variety of problems, from scalp infections to decreased sleep quality. Indonesian natural sources have potential to get rid of head lice such as Akar Wangi (Chrysopogon), Sirih (Piper betle) and Zaitun (Olea). In Indonesia, fragrant root oil is called java vetiver oil. Lice oil composed coconut oil 1000 ml, chrysopogon oil 25 ml, piper bettle oil 25 ml and Olea oil 25 ml. Lice oil is applied to the roots of the hair while massaged every 3 days. The result of this in vivo test indicated combination of chrysopogon oil, piper betlle oil and olea oil can kill the lice head and their eggs, effectively for one month. Abstract
The study evaluated the quality of organic fertilizer on different ratio of cow manure and laying hens manure. The study used a completely randomized design with five treatments, such as T0 (100% cow manure), T1 (75% cow manure and 25% laying hens manure), T2 (50% cow manure and 50% laying hens manure), T3 (25% cow manure and 75% laying hens manure) and T4 (100% laying hens manure). Parameters observed in this study were contain of nitrogen (N), phosphor (P), potash (K), carbon (C) organic, C/N ratio, temperature and pH. The results showed the ratio of cow manure and laying hens manure had a significant effect (P<0.05) on the content of N, P, and K, C organic and C/N ratio, but no significant effect (P>0.05) on pH. The fertilizer with laying hens manure had the highest (P<0,05) contain of N (1,57%) and K (1,31%, but the lowest of C/N (14,67).

Abstract
Environmental damage in Indonesia has reached the most alarming level. Data shows that until September 11, 2019, the Agency for Climatology and Geophysics Meteorology, in September 2019, there were 1,211 hotspots as the cause of forest and land fires spread across various regions of Sumatra. In addition, 77 hotspots in Bangka Belitung Province were detected, West Sumatra and Riau Islands each with 11 points, North Sumatra with 10 points and Bengkulu with one hot spot. The other environmental damage, which is also a phenomenon in Indonesia, is a pile of garbage that pollutes the waters of the sea, illegal fishing using bombs that impact the destruction of coral reefs and marine biological resources, as well as illegal logging which results in erosion that damages the environment. Environmental damage is generally caused by human behavior which can be held liable according to environmental law in Indonesia. The existence of environmental criminal sanctions to provide a deterrent to environmental offenders in Indonesia, is currently not effective enough. In this connection, in the context of combating crime against the environment, it is necessary to establish a commission that has legal authority to conduct legal proceedings against perpetrators of environmental destruction in Indonesia. The commission is the Commission for Crime Against The Environment. This paper will outline the urgency of the Commission for Crime Against the Environment, as a criminal law enforcement agency in Indonesia in dealing with crimes against the environment. The existence of this commission, can be the only institution to seriously investigate who are the main actors of environmental damage in Indonesia, as one of the strategic efforts to create a good environment for the people of Indonesia and to realize sustainable development with environmental insight.

Abstract
The problem examined in this study was how students respond to learning with the Direct Instruction Ethnoscience-based that connected the intensity and intensity of material with Bengkulus dol music in teaching and learning activities. The aim of the researchers was to analyze students responses to learning with the model Direct Instruction based on ethnoscience to find out whether the responses given by students were positive or negative. An analysis data using Rasch Model Approach. Student responses are said to be positive if students feel happy about the learning component used, the learning component used is new, students are interested in implementing the same learning in subsequent learning and students are interested in the learning components used. The results of the research obtained were 92% of students gave a positive response to learning with themodel Direct Instruction based on ethnosains. In other words, students are happy with the components of learning that are applied

Abstract
The position of customary forest after the Constitutional Court Decision No. 35/PUU-X/2012, which was formerly regarded as a state forest within the territory of customary law communities, transformed into a forest that is within the territory of customary law communities. Forest control by the state continues to focus on the rights of indigenous people, for as long as they live and in accordance with the development of the community and the principles of the Republic of Indonesia as regulated under the law. The pattern of customary forest protection after the Constitutional Court Decision No. 35/PUU-X/2012 in the context of providing legal protection to indigenous peoples in Riau Province, where the indigenous peoples have the right to open their customary forests to be controlled and cultivate their land to fulfill their personal and family needs. Therefore, it is not possible for the rights owned by the members of the customary law community to be abolished as long as they meet the requirements within the scope of the definition of the customary law community unit referred to in Article 18B paragraph (2) of the 1945 Indonesian Constitution and set forth in a Regional Regulation. Based on the Constitutional Court Decision, in Riau Province, only Kampar Regency submitted to the Ministry of Environment and Forestry regarding the proposed Customary Forest consisting of: 641 ha of customary forest in Batu Songgan Village, 4,414 ha in Gajah Bertalut Village, 251 ha in Petapahan Village, 1,827 ha in Aur Kuning Village, 767 ha in Terusan Village, 156.8 ha in Kampa Village and Koto Perambah Village, and 1,871.7 ha in Bukit Melintang Village

Abstract
This study aims at obtaining students- creative thinking skills in Biology education student. A number of biology education students that take plant microtechnique course at a state university in Sumatera, Indonesia, were involved as participants in this study. Data on creative thinking skills were collected using creative thinking instrument test that have been developed. The data obtained were processed by calculating the percentage (%) for each indicator of creative thinking. Research results show that students- creative thinking on plant microtechnical laboratory practices are: fluency (40.00); flexibility (25.55), originality (26.03), and elaboration (30.00). Based on the results of this study, it is suggested that students- creative thinking skills in plant microtechnical laboratory practices was very low. In order to increase students- creative thinking skills, it is needed revision on instructional strategies for plant microtechnique course.

Abstract
In criminal law, there are three main issues which become the scope of criminal act, criminal liability or sanctions. Not all actions proven by the elements can cause the offender to be convicted if he cannot be blamed so that criminal liability cannot be held. In practice many cases involving people in good faith are also held responsible for the crime. One of them is the makers of key duplicates. Empirical duplicate key makers are very much needed by the community, but they are not infrequently involved in criminal cases when the perpetrators who use their services use duplicate keys that they make to commit crimes, especially theft. By using empirical juridical research methods, it is concluded that (i) duplicate key makers are aware of the possibility that their duplicated keys are misused by others, so they continue to apply the precautionary principle in serving consumers, (ii) however, legally they are not can be accounted for unless it can be proven intent to participate in being part of a theft syndicate

Abstract
Research on the development of higher order thinking problems based on problem solving on neural system material aims to produce higher order questions of thinking skills based on valid and reliable problem solving. The development of higher order problem thinking skills based on problem solving is based on the Anderson & Karthwohl and Polya frameworks. The problem developed is a multiple choice problem with five alternative answers. The evaluation process includes self-assessment, expert review, one-to-one and small groups. Readability questions are tested at the one-to-one stage. The results of the small group stages are then analyzed item items, namely item validity and item reliability. The validity of items is calculated using the product moment correlation, while the reliability of the questions is calculated using Anates 4.0. The results of the research conducted showed that the questions developed were valid and reliable. The results of this study can be used as a reference for teachers to provide higher order thinking problems based on problem solving and familiarize students with solving problems with these characteristics.

Abstract
Law enforcement pattern on illegal logging in order to preserve forests in Riau Province uses the Law Enforcement Patterns Based on Justice Values, namely, (1) legal system reform on the law governing forest management, especially the handling of illegal logging by preparing legal instruments the area of Riau Province, (2) Control conducted by the local government, activation of the roles and tasks of the Forest Management Unit (KPH), enforcement of law based on justice and non-discriminatory values and providing guidance and counseling to residents living around forest about the importance of the existence of the forest for the lives of humans and other creatures, (3) Professionalism and addition of Riau forestry police personnel to protect the forest and support law enforcement, (4) Participation and active role of the community for the area around the forest in supervising illegal logging occurring in Riau Province by providing reports to law enforcement officials and preventing illegal logging in Riau Province. (5) Conduct regular reforestation programs for forest preservation and continue to preserve forests for the welfare of the community and for future generations.
