Abstract
The halal tourism industry has grown rapidly in recent years throughout the world. This motivates a lot of countries to develop their potential to attract as many tourists as possible. Being the biggest Muslim country worldwide, Indonesia has great potential for this halal tourism industry. Unfortunately, the potential has not been developed evenly in many provinces of the country. Therefore, the purpose of this study is to assess readiness to develop the province of South Kalimantan as a favorite halal tourism destination in Indonesia. The study was conducted with qualitative and quantitative approaches using observation and survey methods. The findings show that South Kalimantan has great potential and promising prospects for developing the halal tourism industry and attracting domestic and foreign visitors because of its Muslim population, strong Islamic heritage and rich cultural traditions as well as beautiful natural panorama. However, this province has several shortcomings in developing halal tourism mainly due to limited facilities and infrastructure to support tourism and a lack of cleanliness, tourism innovation, and promotion.

The research objectives are to: (1). Inventory of attacks of upas fungus (Corticium salmonicolor B.Et.Br) on rubber plants aged 4 years and (2). Calculate latex production in 7 year old rubber plants. The study was conducted in Sukomulyo village, West Kutai Regency since 2015 when the rubber plant was 4 years old and continued in 2019 when the rubber plant was more than 7 years old. The method used is to carry out an inventory of each of 500 rubber plants in 2 locations adjacent to calculating the frequency and intensity of attacks attacked by fungus upas (Corticium salmonicolor B.Et.Br) in 2015. In 2019 continued by conducting research into the calculation of latex production at these 2 locations. The results showed that the attack of pathogenic fungus upas (Corticium salmonicolor B.Et.Br) that attacked the rubber plants from the age of 3 years at 2 locations and at the age of 4 years symptoms appeared with marked outbreaks of tree trunks that eventually became dry. The result of inventory and calculation of attack frequency at location 1 is 1.2% with attack intensity 0.9% and at location 2 attack frequency is 2.4% with attack intensity 1.8%. At the age of 7 years rubber plants affected by the umas fungus growth is stunted and can not remove the sap with marked dry peel tree skin. Production of rubber tapping at location 1 is 530 kg / ha / month and at location 2 is 400 kg / ha / month. The yield of rubber produced at location 1 was higher due to the presence of urea and NPK fertilizer every 3 months and location 2 only 4 months. The low frequency and intensity of upas fungus pathogens at location 1 due to the maintenance and control of the disease since the beginning of planting and intensive fertilization and the addition of fertilizer dosage. Abstract
Cases of injury or accident of construction workers are not entirely caused by negligence of the workers themselves, the atmosphere of construction management built by the contractors or developers also contributes to creating an atmosphere of comfort and security for construction workers. The purpose of this study is to evaluate the application of K3L procedures in the process of carrying out construction work by the constructor or developer. The study was conducted through 2 (two) surveys. The first survey was conducted to identify ongoing construction works projects in the Medan, Deli Serdang and Langkat areas. The second survey conducted an evaluation of the application of K3L to 8 contractors in 8 selected projects.Projects that have become the object of research consist of dam projects, hotels, water and sewage pump buildings, shopping buildings and industry. Analysis Evaluation of the implementation of K3L is used quantitative and qualitative descriptive methods. Worker Safety and Health each element is given a value which if "yes" has value (+1) and "no" value (0). This value results in frequency (number) and percentage that concludes the successful application of K3L in the project. Analysis of constraints in applying OHS to building construction projects is a factor causing imperfections in its application, using qualitative descriptive methods. The results showed that on average companies or contractors only applied 23 K3L items or 51% of all items that needed to be done or applied. The number of items in the aspect of K3L implementation applied by companies or contractors only ranges from 12 - 33 items (27% - 73%). This shows that the compliance level of the company or constructor is still low in implementing K3L and several construction works projects.

Abstract
The glass systems with composition 20SrO-5CaO-40Li2O-(35-x) B2O3-x Eu2O3 (x = 0.3, 0.5 and 1 mol%) glasses were prepared by melt quenching technique to study absorption and luminescence properties and understand their lasing properties. The present work reports the studies on Physical, Optical and luminescence properties of the prepared glass systems. The photoluminescence (PL) intensity of the glass increases with increase in Eu2O3 content upto 1mol%. The increase in the density and decrease in molar volume reveals the close packing of glass network. For Eu3+ emission the most intense red emission has been observed at the wavelength of 614nm for the transitions 5D0 &

Abstract
The aim of this investigation was to create Carboxymethyl Cellulose (CMC) from the nata de coco cellulose. The nata de coco was produced by fermentation method of coconut water used acetobacter xylinum. Bacterial cellulose (BC) was isolated by furification nata de coco with 1% NaOH and 1% asetic acid solutions resfectively. In the process of making CMC, dried BC was immersed in isopropanol medium, then alkalised with 10%, 15% and 20% NaOH solutions respectively for 1 hour at a temperature of 55 oC. Then BC reacted with 18 grams of chloroacetic acid. FTIR analysis results show that CMC was successfully synthesized from BC. The increase in NaOH concentrations in the CMC preparation caused an increase in the degree of substitution (DS). DS is one of the main parameters of the success of the CMC synthesis process from the initial raw material for cellulose. At a concentration of 20% NaOH, the resulting CMC synthesized with DS 0.743 was better than 10% NaOH with DS 0.371.

Abstract
Indonesia was established based on the state of law and society in accordance with the provisions of the 1945 Constitution of the Republic of Indonesia as a basic rule (fundamental norm), which became the fundamental guideline for the Republic of Indonesia. The roles of legislation in the context of the rule of law are the basis for the administration of the state and as a guideline for organizing governance, in center government in the form of acts and in local government in the form of regional regulations, as well as to solve social problems. The formation of laws and regulations is the process of making laws and regulations which basically starts from the planning, research and study stages, the preparation of academic texts based on the method of certain laws and regulations, the making of drafts (forms and structures), the preparation of academic texts for discussion, endorsement, promulgation and dissemination. The problem is that there are many regulations that are not effective because they are not accommodating the public interest, starting at the planning stage of forming laws and regulations. The research method used is the normative research method, with a conceptual approach and legislation. The formation of legislation is suspected to have caused social conflicts, institutional issues, and uncertainty in national economic planning, leading to a law enforcement crisis, and legislation that is very vulnerable to national disintegration in a Unitary State of the Republic of Indonesia. It is occurred because its formation does not apply the theory of the Formation of the Formulation of Accommodative Legislation.

Abstract
This study aims to analyze the effect of non-interest bank activities on credit risk and loan spreads. Credit risk is measured using the two indicators, which are loan loss provisions and non-performing loans. Using the conventional banks in ASEAN-5 that are Indonesia, Malaysia, Singapore, Thailand and Philippines, the results shows that, overall, non-interest income has an adverse effect towards credit risk and loan spread. We also divide 49 banks- sample into two parts, which are large and small banks. In the large banks, it is found that most of non-interest income activities can lower loan loss provision, non-performing loan, and loan spread. Yet, the results are opposite with the small banks sample. Higher involvement in non-interest income activities can result in greater credit risk and loan spread.

Abstract
The implementation of transshipment inside the terminal is normal and has been running at Tanjung Perak Harbor. However, for the domestic container terminal there are several obstacles including: in Tanjung Perak Port there is clustering per terminal seen from the Destination of the Ship, and Transshipment only runs at one terminal so that the Shipping Agent if it has advanced cargo must first exit the terminal and enter the Depo outside terminal. After the open stack at the port, for advanced loading vessels will be re-entered to the destination terminal of the carrier. Therefore, it is necessary to evaluate the Transshipment Time Performance at which point is experiencing bottlenecks so that it can be anticipated and minimized. This study proposes to analyze the time in the transshipment business process. The analysis process begins by describing SOPs into the YAWL model. Then mining is done to find out the companys performance. After that, the results of mining are optimized using Linear programming. linear programming method was chosen because the method is very suitable for determining the results of optimization in the same variable, the variable is time. The result of time in this transshipment business process is increase from 7 days become 3,5 days. It shown that this method is successfully. But there is a total of 9 queues in the terminal business process

Abstract
Credit growth can be likened to a double-edged sword that is able to illustrate the contradictions of the resulting impact. Sometimes credit growth becomes to be credit booms and lead to major events such as the debt crisis in the 1980s, the exchange rate crisis in 1992, Sudden Stops in the 1990s and the global financial crisis in 2008. The events made an own dilemma: if there was a policy of reducing credit that aims to prevent credit boom in developing countries can hamper economic growth. The study aims to analyze the siginificance of impact of the credit growth that occurred in ASEAN during 2013-2017 towards financial fragility. This study uses empirical tests using panel data regression. The result shows that credit growth in ASEAN has a significant effect on financial fragility

Abstract
The container activities take a big role in running a business at the port whereby the stakeholder of maritime business have to put more attention to it, for example, the importance of the scheduling pick up of containers in the field. One of several problems that may occurs on the scheduling pick up of containers is the waiting time from the container that will be served because the crane which is used for pickup of container still carry another container. Besides, each of the container owner has its own consideration for the scheduling pick up of containers that may have differences from other container owner. Those things make port management team has to give the best service on the pickup of the containers within optimal service time. The aim of this research is to acquire the optimal scheduling time for container pickup. This research results a mathematical model that can be used on the next cases of scheduling pick up of containers. The development of mathematical model begin with calculation of the weight of importance from two port stakeholders : the port management team and the owner of container(s). In addition, the weight of importance has to be counted on each container with consideration of this 5 (five) influental factors : the level of urgency, container load, container rental fees, the fragility level of goods inside container, and price of goods inside container. The numeric data of 5 (five) influental factors of each container is used as the input data on the developed mathematical model whereby uses Either-or Constraints and Integer Programming methods. Besides, the objective function that is used on the mathematical model consists of the time of pickup of each container.

Abstract
Bank and Non-Bank Financial Institutions that are engaged in loan services are required by regulators to control risks and at the same time have mechanisms in place to mitigate these risks. The Indonesian Financial Service Authority (Otoritas Jasa Keuangan-OJK) issued regulation number 1 POJK.05 concerning risk management of Non-Bank Financial Institutions. Whereas Bank Indonesia previously issued Regulation No. 11/25 / PBI / 2009 as an effort to control the credit risk of finance companies. The implementation of these two recent regulations present an interesting research puzzle, particularly with regard to how micro and ultramicro credit institutions are managed, as the regulations ultimately result in the elimination of the use of collateral for credit assessments. In light of these recent developments and the seemingly redundant role that collateral assessments play, it is thus important to review the additional and most recent factors that may cause unsecured credit from ultramicro credit institutions. The sample used within this study involved 949 pre-prosperous women who were Mekaar customers of PT Permodalan Nasional Madani (PNM). This sample represents 34 Mekaar operational areas in Indonesia. We divided the data into two data groups, namely 258 customers including within the default category and 691 customers within the non-default category. By using the probit estimation method, this study shows the probability of default on loan payments at Mekaar. The results indicate that the time period of the loan, the loan cycle, age, and marital status of the loan recipient, affects the probability of default, whilst the credit amount was not found to significantly affect the probability of default.

Abstract
This study aims to determine how much rice production in Wonosobo regency year 2010- 2017, and to find out how the level of productivity of paddy fields. The initial idea of this study was due to the increasing population in Wonosobo District from 2010-2017 which led to the conversion of paddy fields to settlements, this would reduce the resources of agricultural land for rice production. This study uses a descriptive method with a quantitative approach, while the data needed in this study is secondary data obtained from BPS Wonosobo Regency and analyzed using Microsoft Excel by comparing the demand (demand) and the supply (supply). To find out the level of productivity of paddy fields used the carrying capacity of agricultural land formula. Based on the results of the analysis, it is found that from the side of the demand or need for rice in 2017, it can be calculated based on the population and physical consumption figures of 97939,61223 tons. While the results of calculations in terms of availability or production of rice in the Wonosobo Regency in 2017 amounted to 11197.69707 tons. So if we compare the needs with availability, Wonosobo Regency has a deficit which means that the number of rice needs in the Wonosobo Regency in 2017 is below the demand or demand rate. Furthermore, if seen from the productivity level of paddy fields in 2017 based on rice production or availability, it shows that Wonosobo Regency has a deficit with availability of 0.014279007 tons, this figure is below the minimum physical consumption figure of Wonosobo Regency population of 0.124 or equivalent to 342 gr/person/day. Productivity based on the carrying capacity of agricultural land also experienced a deficit, the value of a indicates 0.0000001458, less than 1 (a <1) which means that the Wonosobo Regency is no longer capable of food self-sufficiency.

Abstract
The independent village has become an ideal for every villager, the Village Law No.6 2014 has brought a breath of fresh air to the village, because to realize the development of an independent village is not only obtained from the budget (APBD) but directly from the village ministry (APBN). The creation of good village governance is a must for villages to realize autonomous, accountable and transparent management of village funds. One form of the use of village funds by creating a village business unit in the form of a Village Cooperative (Koperasi) and Village Business Unit (Bumdes), which aims to improve the welfare of the village community, so that village independence is achieved. The formation of village cooperatives and community service units as business units is expected to increase the economic resources of the community in the village. This research uses the method of literature study and discussion by describing it in a related way with village business units in the form of village cooperatives and Bumdes. The results of this study indicate that, village cooperatives, have not maximized the benefits for village development, because those who can enjoy the results of cooperative efforts are only those who are members of cooperatives, while those who are not members of cooperatives cannot enjoy the benefits of village cooperatives. To reduce the weaknesses of village cooperatives, there are alternatives to the establishment of village unit business entities (BUMDes), as a place for various business units that can be developed by villages, such as waste business units, village markets, village tourism, and even village cooperatives to join BUMDes. However, the success of BUMDes requires the participation of all village communities so that the economy of the community in the village can improve and become an independent village.

Abstract
This research was conducted to know, the effect of contingent factors, such: audit opinion, audit findings, audit follow-up on the. and the Regional Government Implementation Report (LPPD) towards the level of corruption of the provincial government in Indonesia. The population as universe of this research are governments cross country who has mandate to enhance good governance. Population target of this research are 34 Provinces in Indonesia, which can be used the data intended for research are 32 Provinces witih 62 sampel. This research is an associative quantitative study to explain the effect of contingent factors of 4 variables independent on dependent variable by using a statistical test the regression model with classical assumption uses the SPSS program. The results of this study indicate that audit opinion, audit findings, follow-up on audit results, do not affect towards the level of corruption in Provincial governments in Indonesia. Meanwhile, for empirical fact, the Local Government Implementation Report (LGIP) show, has a positive effect on the level of corruption in the provincial government in Indonesia. This proves that the Provincial government which obtained the Fair Without Exception opinion, with audit findings and follow-up audits by the Supreme Audit Board (BPK) did not contribute to the level of corruption of the provincial government in Indonesia. This is identified even though the performance of the provincial government is good does not mean the level of corruption is decreasing. As additional finding, corruption is a form of human failure type because it violates the rules, as part of fraud that can be identified, be identified still as culture. Therefore it requires combating corruption with ethical intelligence (reactive intelligence with values). As human development manner for the controlling basis of Individuals influence on the environment of planning and implementation that more remain certain for integrity culture. It depend on contingent factors, such as, culture (power distance and individualism for ethical intelligence link with organizational intelligence) that as are trigger corruption (appear as artifact-culture) that been discussed.

Abstract
Jejangkit village in South Kalimantan is a peat land area which is mostly used for agriculture. The average annual peat paddy harvest is once a year, where during the 8 mons planting season there is a 4-month gap caused by low tide. This condition is a period of unemployment because most of its citizens are farmers. In addition to farming, the community in the Jejangkit village has a desire to plant fish and raise fresh fish such as catfish, but the problem faced by the community in the local area is that the area is very prone to flooding when it rains. Another problem is the level of water acidity in the area, where these conditions are quite difficult for the community to garden and raise freshwater fish. Therefore the solution offered to solve this problem is the use of an aquaponics system with a combination of water filtering for the normalization of water PH, so that in addition to fish farming can run properly and also agriculture can be run even though the area is flooding. The application of aquaponics technology with a combination of water filtering, aquaculture and plantations can be realized which can increase income for residents who want to develop independent businesses both managed by the community and by individuals. This is considered important because by looking at the unemployment period of 4 months, it is felt very necessary to manage an independent business that has long-term potential. One way to develop fisheries is with a semi-rubber tarpaulin pool formed like a drum with an iron frame, while solutions for plantations can be solved by applying aquaponics. Aquaponic system, which is a combination of hydroponics and aquaculture systems that are mutually symbiotic (Rakocy et al., 2006, Diver, 2006). Plantations using the aquaponics system can be done on both narrow and wide land, plants do not need to be watered and fertilized, pool water does not need to be replaced, environmentally friendly and can be done by all members of the community. Based on these advantages, the aquaponics system is a suitable solution for plantations and fisheries in swamp and peat areas. In addition the aquaponics system can also be used as additional income, because of the nature of aquaponics which is simple, practical and easy to do by all groups without special expertise.
