Abstract
Renewable energy utilization is recognized as a way to increase energy access for rural and remote areas. However, such efforts are not only depending on the economic and technological aspects but also the support of the society and respective stakeholders. Some studies have focused on managing stakeholder in a wide scope of energy projects but on the other hand, studies in relation to rural electrification project schemes seems to be lacking. To help understand the wider scope of rural electrification, this paper analyses a range of past and current research development on this domain and places the literature on the framework of stakeholder management. The review indicates that stakeholder management in relation to rural electrification program is identified under three major themes such as stakeholder influence, stakeholder identification and classification, and stakeholder involvement.

Abstract
Land resources play an important role in supporting agricultural development. Land is a habitat of the growth of various kinds of vegetation as the provider for various food sources, so it is very important to do conservation for some critical land. Therefore some disasters such as floods, erosion and drought can be suppressed. One of negative impacts of the critical land disaster is a productivity decrease in farm. This research was aimed to identify the location of the vulnerable areas of critical land and to examine the economic value of mitigation of vulnerable agricultural land in critical lands. Based on the results of GIS analysis, the largest critical land area is in Malinau District. Almost all regions in Malinau Regency are vulnerable areas. The majority of respondents were able to pay between 26,000 - 30,000 IDR, which of 33.3%. Consumer surplus value is 2,520,000 IDR per person per year where farmers can produce 1-2 times a month or approximately 18 times a year. While the total economic value of farmers whose land is not the critical land is 45,360,000 IDR.

This study aims to compare between financial ratios and methods of economic value added (EVA) as a measure of a companys performance. The data used in this study are quantitative data with data collection techniques through documentation and this research is comparative in nature. The object of this research is PT. Garuda Indonesia, Tbk, which was listed on the Indonesia Stock Exchange for the period 2013-2017. The results of the study explained that the results of the financial performance of PT. Garuda Indonesia Tbk during the 2013-2017 period measured by the overall financial ratio can be said to be quite good, although there are still some fluctuating ratios. Whereas financial performance is assessed using the Economic Value Added (EVA) method which results in a negative result (EVA <0), which means that the company is unable to produce added value for shareholders. The results of the comparison of the two methods explain that there are differences caused by capital costs that are not taken into account in the analysis of financial ratios. Abstract
Capital market serves as an alternative financing-wise and as a means investment-wise. Relevance of accounting information comes out as profound to investors as can be observed within the financial statements of a company. The aim of this study was to figure out the effects of good corporate governance as proxied by the competence of the board of commissioners and the expertise of the audit committee, firm size, profitability, and growth opportunities on the value relevance of accounting earnings as measured based on earnings response coefficient. The present research used a quantitative method and secondary data in the form of annual reports, and the objects hired were 22 companies listed on the LQ45 index (August of 2018–January of 2019) of the Indonesia Stock Exchange for the period 2015–2017. Analysis was conducted by a descriptive statistical method. The results obtained showed that the variable profitability, which was measured based on return on asset, affected the value relevance of accounting earnings, while the variables good corporate governance, firm size, and growth opportunities did not affect the value relevance of accounting earnings. Companies- management is advocated to optimize the management of the assets in place as it was found in this research that return on asset had an effect on earnings response coefficient. This is necessary so that the companies are able to generate earnings response coefficients to which investors can respond positively.

Abstract
Local sheep have some traits, among of them is prolific or the ability to breed have high litter size, but this prolific nature is often not expressed. Flushing is one of reproduction program where the animal should give good quality diet for improving the BCS. Poly unsaturated fatty acid, especially linolenic acid (omega 3) like EPA and DHA have a major impact on reproductive performance. The aim of this study is to evaluate the effect of flushing with different fatty acids (DHA and EPA) from lemuru fish oil in the rations of local sheep on folliculogenesis. Sixteen ewes divided into 4 groups fed rations T0 = Basal ration; T1 = Flushing rations containing linoleic without enriched EPA and DHA; T2 = Flushing rations containing linoleic enriched with EPA and DHA, according to maintenance requirements; T3 = Flushing rations containing linoleic enriched with EPA and DHA with two times from maintenance requirement. Ratio forages and concentrate in the ration are, 30:70%. The parameter observed are BWG, BCS, nutrient consumption, corpus luteum, diameter and amount of follicel, blood cholesterol, blood glucose, The data obtained are analyzed by analysis of variance (ANOVA) follow by Duncan Test. The results showed that the treatments did not significantly affect to the consumptions of dry matter, protein, fiber and TDN, except to the fat consumptions (P < 0.05). Even though the body condition score (BCS), average daily gain (ADG), and feed efficiency (FE) was not significantly different in all treatments. Flushing treatment for 3 weeks increased BCS to 0.75 – 0.87. The number of large follicel , the diameters of large follicel and corpus luteum were not significantly different in all treatments. Plasma glucose and cholesterol concentrations during flushing period significantly different (P < 0.05) among all treatments. The cholestrol in flushing treatment is important as precursor for improving reproductive system. Plasma glucose also important as energy source during pregnancy. It was concluded that flushing diet with high EPA and DHA increased BCS, cholesterol and glucose concentration, but still not improved the number and diameter of follicel.

Abstract
Black rice is a local variety that has advantages and disadvantages. This rice has a high anthocyanin content. However, it has a long life span, high plant habitus, and low yield potential. Productivity improvement of black rice can be done through crossing. The purpose of crossing between two having certain superiority is to assemble superior cultivars and proceed with selection. The effectiveness and efficiency of selection is determined, among others, by the value of heritability and genetic gain. This study aims to determine the genetic gain and the estimated value of heritability of the agronomic characters of F2 generation resulting from crosses between local black rice with several superior varieties of white rice. The research was carried out in the Jember State Polytechnic seed production field, from May to November 2019. This study was conducted using experimental design without replication. The estimated genetic parameters are broad-sense heritability and the genetic gain. The seeds used were F2 generation from the crossing of Arum, BSM, Sertani 9, Cidenuk and Cimelati varieties with local black rice. The observed characters include qualitative and quantitative characters. The expected output target of this research is to obtain one or more lines of hope from crossing results that can be developed.

Abstract
Dyslipidemia is a change in blood lipid profile level marked by an increase in total cholesterol, triglycerides, Low Densitity Lipoprotein (LDL) and decreased High Density Lipoprotein. The main trigger for changes in blood lipid profile is free radicals. Excessive and uncontrolled amounts of free radicals cause oxidative stress. In addition, an increase in free radicals in the body can cause a decrease in the activity of the enzyme lipoprotein lipase (LPL) which causes fat degeneration around cells. Being overweight can be caused by an increase in consumption of high-energy foods such as fat and carbohydrates accompanied by low physical activity. A diet high in fat and carbohydrates with less physical activity causes an increase in the rate of fat accumulation. Fat will be deposited peripherally and centrally, the accumulation of central fat triggers the process of lipolysis to produce free fatty acids. This study aims to determine the effect of high-fat feeding compared to standard feed (Rat Bio) on the body weight of dyslipidemic white rats. The research was conducted during June-November 2019 in the Biomedical Laboratory of Dentistry Faculty University of Jember. This research method is experimental with pre-post control group design. The subjects were 10 male Wistar white rats. White rats were divided into 2 groups: control and treatment. The control group was given the standard Rat Bio diet while the treatment group was given modified diet (High fat Modified diet and cattle brain sonde) for 60 days. Statistical analysis using the T-Test. Paired T-Test results in the treatment group (High fat Modified diet and cattle brain sonde).

Abstract
This study examines the position of tax consultant profession in the current Indonesian legal system, and the direction of its regulation going forward after the Constitutional Court of the Republic of Indonesia (MKRI) ruled its verdict Number: 63/PUU-XV/2017. The MKRI ruling has stated that the delegation of authority regarding the requirements and procedures for the implementation of power as regulated in Article 32 paragraph (3a) of the Law Number 28 of 2007 on General Provisions and Procedures of Taxation can only be considered as constitutional if the substance contained is merely about technical-administrative. The birth of MKRI Verdict No. 63/PUU-XV/2017 has become a driving factor in the need for regulating tax consultant substantively in the form of law not in a finance minister regulation anymore. As a response, the House of Representatives (DPR) on July 26, 2018, approved the Bill of Tax Consultant Law as a DPR-s initiated bill. However, some people still questioning the suitability of the substances regarding tax consultant profession to be regulated in law. This article is based on normative and empirical legal research. The data obtained was analyzed qualitatively. The results of this research confirmed that the arrangement regarding the tax consultant profession so far has been regulated too general in the Act. Moreover, the existing regulation does not provide a comprehensive and proper legal framework for regulating a professional and independent tax consultant. Therefore, to offer legal certainty for the tax consultant and the taxpayers, it is necessary to have a legislation on that matter in an act. Arrangement of tax consultant in an Act can be a legal umbrella for the implementation of this profession. The coming Tax Consultant Law must comprehensively regulate, among other things, the rights and obligations of the tax consultant, the scope of duties and authority of the tax consultant, and the establishment of the tax consultant organization.

Abstract
Theoretically there is a fundamental relationship between the number of accidents, speed and volume. Mathematical and graphic relationships can be used to understand those traffic behaviour. This model is expected to provide estimates or predictions of traffic accident figures as a basis to improve traffic safety on Surabaya-Gempol toll road. Data processing is performed using the non-linear Poisson regression method because accident rates are discrete and cannot be negative. From the results it is known that in Waru-Sidoarjo segment, the lower the speed, the denser the traffic volume and accidents will remain constant. In the Sidoarjo-Porong section, the denser the traffic volume, the speed will decrease and the accident rate will increase. In Kejapanan-Gempol section, the denser the traffic volume, the less accidents will occur.

Abstract
Butterfly pea flower (Clitoria ternatea L.) is an edible flower that rich in anthocyanin compounds. Anthocyanin pigments such as flavonoid compounds constitute the largest natural pigments responsible for the vivid red, blue, purple and orange color in plant tissue. Anthocyanin are sensitive to changes in pH and temperature level and very suitable for use as active ingredients in pH based biosensor. Biosensor can be made from starch that is made into edible film. The objectives of this study were to determine the exact percentage of anthocyanin extracts addition to the edible film to be used as biosensor, to determine the color and pH level of the edible film. Edible films were made from tapioca flour, glycerol, CMC and acetic acid and anthocyanin extract of butterfly pea flowers. The treatment taken are the difference addition concentration of anthocyanin extract consisting of 10%, 20% and 30%. The parameters observed were anthocyanin levels, color and pH level produced from edible films with various extract percentages. The result showed the highest level of anthocyanin was produced from 30 % anthocyanin extract treatment (101,223 mg / 100g). The result on color was based on the brightness level of the achromatic color of the edible film with the highest content with value of L * 56.35, value of a * 6.93, and value of b * -7.83, edible film was in dark blue color. The result of pH value was pH 5.19.

The users and businesses that employs internet as main resources keeps increasing and strat changing the behavior of consumers. It is important for business and organizations to tap the customers in digital ways by building close relationships and develop loyal online communities. Strategic Customer Relationship Management (CRM) refers to an approach or business systems designed to manage interactions with current and potential customers. One of the most important aims of CRM is to maximize the value of each company-s interactions with customers and drive superior corporate performance (Buttle, 2009). Another important and practical aim is to help companies develop relationships with customers and increase customer loyalty. This study aims to formulate a customer relationship management (CRM) strategy, with the customer lifecycle model as the outcome, that is expected to be a tool to achieve its vision and mission in raising the market and empowering consumers. The approach used in this research is Buttles CRM Value Chain Model which becomes the main framework of research in formulating strategic CRM. The object of the study is Female Daily, the largest women online community in Indonesia with over 465,000 members. CRM strategy and the detailed customer life cycle management programs are then developed for Female Daily.

Abstract
Garlic production is practiced vegetatively through cloves/bulbs. However, naturally, garlic also produces bulblets/bulbils in stem or scape (top set). The agronomic characters of this tiny bulb-like form have been rarely discussed despite its potential for soil-borne disease-free garlic production. This research carried out in March 2019 was aimed to evaluate some of plant morphological characters from garlic bulbils. These bulbils were harvested from Indonesia garlic variety known as Lumbu Hijau. Completely Randomized Block Design was applied throughout 4 treatment combinations e.g immersion duration and dose of growth hormone with 3 replications. Seedling percentage, plant height, number of leaves, fresh weight, dry weight, bulb height, number of cloves and number of bulbils were evaluated. Although the result showed that all treatments were not significant for all characters, they showed a fairly high seedling percentage (69.33-81.33%). Plant height measured on 75 days after planting (DAP) ranged between 26.99-30.75 cm with 3-4 number of leaves. Plants were harvested on 120 DAP where fresh weight ranged 2.9-3.1 g/sample. After two months of air-dried, dry weight was measured for 1.9-2.4 g/sample. Bulb diameter ranged 20.40-21.60 mm and bulb height ranged 15.31–16.18 mm with 4-5 cloves per bulb. This article also noted a bulbil-to-bulbils cycle since a little number of bulbils found within the stem of sample plants. This result indicated that more agronomy studies need to be done for improving the quality of bubils as a promising alternative in garlic production.

Abstract
One obstacle of the chili-s resistance breeding program to anthracnose disease is to find source of resistant gene. In addition, information of inheritance mode and genetic control has not yet been obtained accurately. Line AVPP0207 is a chili genotype that has an resistance gene from accession C chinense (PBC932) transferred into C. annum (IR * 3). Researcher in IVEGRI had succeeded to cross breeding genotype Tanjung-2 with line AVPP0207. The objectives of the study are: (1) to molecularly identify of pathogen isolates Colletotrichum spp from the field ; (2) to individually select of F2 generation that resistance to anthracnose, so that the inheritance mode can be identified. The study was conducted at Indonesian Vegetables Research Institute (IVEGRI) from January to December 2015. The use of specific primers Calnt2 / ITS4 showed a DNA band 490 bp in pathogen isolate 1, while the use of Cclnt / ITS4 showed a DNA band 460 bp in pathogen isolate 2. A total of 15 individually F2 plant numbers (7.07%) were successfully selected as resistant genotypes based on formed lessio diameter on the skin surface fruit (<4 mm). Inheritance mode of F2 chili generation (Tanjung-2 x AVPP0207) for resistance to isolate C. acutatum showed that resistant trait is recessive with incomplete gene action, there is no maternal effect, resistant gene is a major gene with an estimated number is 1.68, and broad-sense heritability (h2bs) is high (0.75).
