Abstract
Introduction. The previous investigation was reported in an area with mental retardation due to iodine deficiency disorders (IDD) in Ponorogo. Lack of environment iodine and water contamination of heavy metal need to describe related to IDD in Ponorogo. This contamination caused the risk of inhibition of nutrient intake in exposed plants. Objective. The aim of study was to investigate iodine deficiency disorders, blocking agent, ferritin status and goitrogenic consumption in a peripheral endemic area of IDD area in Ponorogo. Method. This was a cross-sectional study that was conducted in Dayakan and Watubonang Village. Ponorogo. Household that had childbearing women age (CBW), school-aged children 9-11 years old (SAC) and children under five (CUF) were selected as sample. The number of samples in both areas was 118 CBW; 124 SAC, and 123 CUF. About 29 soil and 87 water samples were taken to measure iodine and heavy metal such as: mercury (Hg) and lead (Pb) concentration. Iodine status was determined by median urinary iodine concentration of casual urine sample that measured via spectrofotometry method. Thyroid function diagnosis was carried out through various of test: Thyroid Stimulating Hormone (TSH) and free-Tetraiodothyronine (fT4) by Enzyme Linked Immunosorbent Assay (ELISA). Ferritin contents were measured by the ELISA method. Goitrogenic consumption through semi-quantitative food frequency interviews. Results. Median Urinary Iodine Concentraion (UIC) of CBW and SAC were 105 and 121.5ug/L, respectively. Overall mean of iodine concentration in soil and water were 36.74mg/Kg and 13.6ug/L respectively, Dayakan 25.68mg/Kg and 0.6ug/L, Watubonang 54.83mg and 19.5ug/L. Overall, mean of Hg soil was 96.46mg/kg; Dayakan was 86.32mg/Kg; Watubonang 113.06mg/Kg, and < 1ppb in water both areas. Mean of Pb in soil was 5.81mg/Kg. Dayakan was 4.35mg/Kg; Watubonang 8.19mg/Kg, while not detected in water in both area. Hypothyroid in CBW, SAC and CUF in Dayakan 38.1%; 27.9%; 17.9% and Watubonang 7.3%; 14.3%;17.9%, respectively. Overall goitrogenic consumption in respondent who have hypotiroidism at cassava in 1-3 times/day : 31,5%. Cabbage in 1-3 times / week : 34,8%, green cabbage 1-3 times : 41.2%. Cassava leaves in 1-3 times / week :1,5%. White mustard 1-3 times / week : 27,0%. That respondents with ferritin deficiency were 25.8% in Dayakan Village, and 19.8% in Watubonang Village. The proportion of people with ferritin deficinecy in Dayakan Village was 1.4 times than in Watubonang Village. Conclusion. Overall, thyroid function disorder was found in both areas despite iodine status of population showed in normal value. Dayakan was lower iodine environment status than Watubonang. Heavy metal concentration was obtained in Watubonang higher than Dayakan. The IDD and anemia control program should be undertaken to prevent future public health problem in both areas. Abstract
Competition in the pharmaceutical industry is unavoidable. On the other hand, external factors have influenced this competition such as falling drug prices, rising raw material and labor prices, increasing regulations, and changing other business trends. This should be anticipated by the Success Pharma Site as a manufacturing industry that carries out drug production processes and offers toll manufacturing, out-licensing and product export services. Through a dynamic capability framework, Pharma Site Success is required to be able to sense, seize and reconfigure its resources to win the competition. Based on the research results, the dynamic capabilities that must be owned by the Success Pharma Site are capabilities in conducting operational processes, market research, market development and networking/alliances. After qualitative measurements, this capability is considered to still have a gap with the expected conditions, especially in the following aspects, namely the ability of employees to identify new opportunities by utilizing technology, the ability of employees to interact with external parties, databased capabilities, IT systems and technology used can help the work process operationally, and the ability of the Pharma Site Success to be able to attract external talents. Measurements were carried out by conducting a survey using a series of guide questions submitted to the operational managers of the Success Pharma Site. Based on the results of this study, several strategic plans were carried out for the next three to five years with a theme that was in line with the vision of the Success Pharma Site, namely "To Be A Global Player in the Regulated Market". Strategies to improve dynamic capabilities that will be carried out are (1) improving operational work processes by optimizing IT systems and technology; (2) building and preparing new organizations ready to conduct market research, market development and networking / alliance activities; and (3) make improvements to the system of human resources to be able to retain internal talent and attract external talent.

Abstract
This research was conducted in Purworejo Regency. The title of research is farmers adoption of watermelon cultivation in coastal areas, Purworejo Regency. Total respondents are 60 people in the Grabag Subdistrict, Ngombol Subdistrict, and Purwodadi Subdistrict. The technique sampling are using purposive sampling. The purpose of this research are 1. To determine the characteristics of farmers on watermelon cultivation in coastal areas, Purworejo Regency. 2. To determine the farmer adoption on watermelon cultivation in coastal areas, Purworejo Regency. The results of the research are the farmer characteristics on watermelon cultivation in the coastal areas, Purworejo Regency that are the age of a farmer in the sandy areas, Purworejo Regency is a productive age, farmer education level in the coastal area, Purworejo Regency is a junior high school, farmer experience level about 3-16 yrs, the land cultivation of watermelon farmer in coastal areas about 5000 m2, the status of the ownership of the land is rented, the technique cultivation of watermelon is easy, and the infrastructure facilities for watermelon cultivation in the coastal areas, Purworejo District is easy. 2. The farmers adoption on watermelon cultivation in the coastal area Purworejo District is low.

Abstract
This study aims to determine the effect of training, work environment and work discipline on the performance of millennial generation employees. Data collection techniques using a questionnaire distributed to 208 millennial generation employees. This research is quantitative by using multiple linear regression analysis. Data analysis methods used in this study are validity test, reliability test, classic assumption test, multiple linear regression analysis, T test, F test, and R test using SPSS (Statistical Package for the Social Sciences). Based on the results of the analysis conducted, it can be concluded that training has an influence on employee performance, this can be seen from the results of t arithmetic (8.872)> t table (2,353). In the work environment a positive effect on employee performance, this can be seen from the results of t arithmetic (9,981)> t table (2,353). Work discipline has a positive effect on employee performance, it can be seen from the results of t arithmetic (5.858)> t table (2,353). The results of data analysis show that simultaneous training, work environment and work discipline influence employee performance with a determination coefficient R2 of 0.822 meaning 82 percent of employee performance is affected by training, work environment and work discipline and the remaining 18 percent is influenced by other factors not included in the research model.

Abstract
The purpose of this research is to find out the influence of work environment on the performance of millennial employees in one of the Republic of Indonesias state ministry offices. Methods of this research is quantitative with a hypothetical testings using SPSS. The population and study sample are all employees who working in companies with minimum one year work tenure that fall into the millennial age category according to Howe and Strauss (2000). Data was collected using a questionnaire that was built based on the concept of work environment according to Sedarmayanti (2011) and employee loyalty according to Saydam (2011). There are 23 statements in the questionnaire with responses using 5 Likert scales. From the results of descriptive analysis, the average score of respondents perception was 4.10 for work environment and 4.13 for loyalty of millennial employees. All average perception score is found higher than 80% of the highest value of the Likert scale used (4,00 from 5 level Likert scale). From the hypothesis test results obtained: work enviroment has a significantly positive effect on the loyalty of millennial employees with a t count of 7.903 and a significance of 0.000. Hypothesis was accepted. Theoretically, the findings from the results of this study have implications to support and complement the results of previous studies. In practical management, the findings from the results of this study have implications: companies need to ensure the availability of work environment factors that have proven to have significant effects on employee loyalty. The work environment factors referred to primarily are the physical work environment (lighting, temperature, layout, and supporting equipment) and non-physical (cooperative relationships, professional colleagues, and bosses that are easily found). From the research results, there are a number of proposals for further research: although the influence of work environment was found to be significant, the coefficient of determination was only 36.7%. It needs to be further investigated for other influential factors which are 63.3%.

ABSTARCT : The problem that often arises in Ollino Garden Hotel Malang is high workload due high season. Therefore this study was conducted, where the purpose of this study was to find out. 1) the description of workload, work life balance and job performance at Ollino Garden Hotel malang; 2) wheter workload effect and significantly towards the work life balance at Ollino Garden Hotel Malang; 3) wheter work life balance effect and significantly towards the job performance in Ollino Garden Hotel Malang; 4) wheter workload effect and significantly towards the job performance at Ollino Garden Hotel Malang; 5) wheter workload bears indirectly effect towards job performance through work life balance at Ollino Garden Hotel Malang. This study uses an instrument in the form of a questionnaire, the results of the data from the questionnaire will be analyzed using path analysis. The population used in this study were 48 employees of Ollino Garden Hotel Malang. While the technique used is Proportionate Random Sampling, resulting in a total sample of 43 employees of all Ollino Garden Hotel Malang employees. Based on the results of path analysis, it can be seen that: 1) Workload, work life balance and employee performance at Ollino Garden Hotel Malang are categorized as good; 2) Workload has a positive and significant effect on work life balance; 3) Work life balance has a positive and significant effect on performance; 4) workload has a negative and significant effect on performance; 5) Indirect workload has a positive effect on performance through work life balance at Ollino Garden Hotel Malang.

Abstract
This article discusses the form and the meaning marriage ritual in the Mekongga custom in Kolaka Regency, South East of Sulawesi. The discussion uses semiotic theory with qualitative research design, and uses three stages of data analysis, namely data reduction, presentation, and makes conclusions. The wedding in Mekongga custom consists of mesuko-suko or menduutudu (pre propose), tebua (propose), mokondetoro (engagement), mombekaako (bring the wedding fees), and perapua stages (wedding party). Each stage has a lot of meaning, such as the meaning of openness, prudence, consistency, and courtesy. The implementation of these rituals will make the intensive interaction and communication among of the family members widely. In addition, rituals like this can bring back the kinship relationship that are broke or have been far apart. This kind of ritual has a very broad function, beside of has a function as balancer in social institution it also functioning to convey the message of the ancestors in order to create a conducive situation of the society. In the rituals there is also the use of traditional tool called kalosara which can help to realize a sense of social solidarity among the ritual participants, a sense of unity and also realize the ideals of sanctity and peace and prosperity in the life of Mekongga-s society.

Abstract
The category of demonstrative in several languages is very limited. In Indonesian language, there are only two demonstrative forms, they are ini ‘this/these- and itu ‘that/those-. It just only refers to distance of speaker. It differs to Ciacia language. In Ciacia language (CL), the classification of CL is not only based on the distance of speaker but also the direction factor. Even, the classification of based on the distance can be divided further in rather close, close, far, rather far, and very far. Likewise, classification of based on the direction can divided in forward, sideways, downward, and towards the back (passed). CL is one of local languages in Southeast Sulawesi. The data were collected through interview method with recording and noting techniques. The data was analyzed through apportioned and changing methods. Based on the result of data analysis, demonstrative of CL language is classified based on the forms, they are (a) single form, (b) integral form, (c) compound form. Based on distance and direction, it can be classified as follow (1) rather closed with all directions, (2) closed with all directions, (3) rather far: (a) upward, (b) sideways, (c) downward; and far position: (a) forward, (b) upward/high, and (c) backward/far.

Abstract
The purpose of this research is to develop dynamic fluid teaching aids for senior high school. Visualized aid tool based on dynamic fluid material. The methods used in research are the ADDIE development model (analysis, design, development, implementation and evaluation). This device was designed using the Arduino UNO sensor that can be connected to the sensor, the water flow sensor serves as a discharge meter, the LCD display screen serves the result of the calculation of the water flow sensor, the sensors water work so that water is not abundant in the container, and feeding as on/off. There is a certain height of water faucet that can make the students adjust the height that will be calculated flow discharge, the difference in the height of the stream on the venturimeter and the difference in gas pressure in the pitot tubes. The aid tool also have a worksheet for students. Based on the result of expert validation of aid tool is 86% and the validation of material experts on the students worksheet is 94% and efficiency on learning is 88%. The overall result of the expert validation test gets a good rating so the development of aid tool using the Arduino uno sensor and water flow sensor for dynamic fluid.

this study aimed to determine the increase in student activity through a blended learning approach in physics using augmented reality. This type of research is a classroom action research with a population of all students in Deli Serdang Regency. The research instrument used was a student observation questionnaire and Student Activity Sheet. The results of data analysis explained that the blended learning approach in physics using augmented reality can improve student learning activities.

Abstract
East Nusa Tenggara (NTT) is an area with many islands. low rainfall intensity makes NTT especially Sabu Raijua as one of the areas with minimal water, especially clean water. Likewise with electricity that has not been sufficient. High-Temperature Gas Reactor (HTGR) is a type of reactor that produces not only electricity but also could be used for cogeneration applications, such as desalination of seawater. In this research, calculation of reactor design performed by Standard Thermal Reactor Analysis Code (SRAC) code and using Japanese Evaluated Nuclear Data Library (JENDL) 4.0 as nuclear data library. Meanwhile, seawater desalination was analyzed using the Desalination Economic Evaluation Program (DEEP) code. The reactor was designed to produced 150 MWt power while seawater desalination used Multi-Effect Desalination (MED) method. As a result, this reactor design can meet electricity demand in the Sabu Raijua region. Also, seawater desalination yields 110000 cubic meters per day which are meet the needs of clean water.

Abstract
Fenolik merupakan bagian kelompok senyawa polifenol yang banyak terdapat pada tanaman dan berfungsi antara lain sebagai antioksidan. Aktivitas antioksidatif fenolik bersumber pada kemampuan mendonorkan atom hidrogennya. Berbagai hasil penelitian menunjukkan bahwa senyawa fenolik mempunyai aktivitas antioksidan yang beragam. Tanaman Macarangga merupakan salah satu sumber senyawa fenolik dan mempunyai berbagai aktivitas Pada penelitian telah dilakukan penentuan kadar fenolik, total flavonoid, uji aktivitas antioksidan dan antidiabetes pada daun Macarangga hispida. Hasil uji aktivitas antioksidan (IC50) dari fraksi etil asetat daun M.hispida mempunyai nilai IC50 .26,92μg/mL, kadar fenolik 25,41 mg equivalent galic acid/100mg ekstrak dan hambatan α-glukosidase 21,91 μg/mL dan nilai total flavonoid 21,11 ± 0.94b/b. Hasil uji aktivitas antioksidan dan antidiabetes sejalan dengan kandungan total fenol dan flavonoid.

Abstract
Demam Dengue (DD) atau Demam Berdarah Dengue (DBD) merupakan penyakit akibat infeksi virus dengue (DENV). DENV yang merupakan virus RNA mempunyai 4 serotipe yaitu DENV-1, DENV-2, DENV-3 dan DENV-4 dan termasuk kedalam famili flavivirus yang ditransmisikan melalui nyamuk aedes aegypti. Diperkirakan hampir 390 juta orang terinfeksi DENV setiap tahun di seluruh dunia1. Sampai saat ini, belum ada agen anti-dengue yang tersedia, meskipun telah tersedia vaksin dengue DENVAXIATM, yang penggunaannya masih terbatas usia dan harga yang cukup mahal 2. Pencarian obat baru dapat dilakukan melalui beberapa aspek diantaranya melalui proses sintesis dan ekstraksi/ isolasi dari bahan alam. Ekstrak dari bahan alam dinilai dapat efektif untuk mengobati penyakit dan lebih aman dan relatif kurang toksik. Disini, kami memaparkan ulasan penelitian dalam pencarian obat anti virus dengue terutama dari bahan alam. Perlu penelitian lanjutan baik secara invivo pada hewan maupun uji klinis agar aktivitas dan keamanan bahan alam dapat dipertanggungjawabkan.

Abstract
Murabaha contract is a contract that dominates all financing in Islamic banking. The precautionary principle of risk and loss is the backgroud of Islamic banks in choosing murabaha contract as a superior contract. Murabaha contract applied by Islamic banks has been modified and adapted so that it can be adjusted to the current situation. But this modification that sometimes leads to disobedience of Islamic banks to Islamic principles. This research is a library research with inductive analysis which can than be concluded. From the research it can be concluded that the factors that cause noncompliance of Islamic banking include the different definition of murabaha from the regulators so that it causes different understanding, as well as the presence in the purchase of goods.

Abstract
Financial inclusion has become an interested issue and an important public policy priority following the recent global financial crisis. In Indonesia, government, banking sector and other related parties have focus to achieve higher rate of financial inclusion through various ways i.e. branchless banking. Branchless banking causing a shift from conventional financial services in the form of bank-based services to non-bank-based. Branchless banking have grown in various forms in many countries including in Indonesia and one of this services namely Laku Pandai. Expanding branchless banking through Laku Pandai can be an alternative channel to give individual or household better access to formal financial services and directly contribute to financial inclusion index. This paper measure the index of financial inclusion in Indonesia covering three dimensions; accessibility, availability and the usage of banking services and attempts to identify the factors: banking variables and social economic factors that are significantly associated with financial inclusion in Indonesia. Using classical regression, the results suggest that banks implementing branchless banking ‘Laku Pandai- have an effect to financial inclusion in Indonesia while among social economic factors, as expected, income proxy by GDP per capita is positively associated with the level of financial inclusion.

Abstract
Tolerance is a problem that continues to grow and is always discussed by the Indonesian mass media. This is because, Indonesia is a pluralistic country, both in terms of language, ethnicity, customs and religion. Republika as one of the Islamic media must be able to carry out the role of uniting the nation through the discourse of tolerance that it presents to the public. The purpose of this study; first, to find out how Republika as an Islamic media presents values of tolerance. Second, how Republika chooses issues, addresses certain aspects of the issue, so that the audience can understand and be motivated to be more tolerant. The method of this article is the discourse analysis approach. This article argues that Republika has discussed tolerance values based on an Islamic perspective and calls for unity among Indonesian citizens of various ethnic, cultural and religious backgrounds. Issues raised and discussed lead the community to understand and appreciate differences. The article then concludes that Republika has presented a discourse on tolerance values that lead to national unity and integrity.

Abstract
This research aims to 1) study the effectiveness of the students- critical thinking through the web-based learning on the criteria of 80/80 2) compare the pre-test and post-test scores of the students- achievement of the critical thinking through the web-based learning, and 3) study the students- satisfaction of the study through the web-based learning. The sample was drawn from cluster (area) sampling were 115 of grade 3 students studying at Banlanwittayakom school, Khon Kaen province, Thailand. In the 1st semester of the academic year 2019. Data were analyzed by using simple statistic models and t-test. The results were shown in the following. 1) The effectiveness of critical thinking through the web-based learning of being ashamed of sin content in the Buddhism subject has met the criteria of 80/80. That is the effectiveness of the critical thinking contains 82.07/82.01 which means that the web-based learning designed is efficient and appropriate to be used in the learning process of the be ashamed of sin content. 2) The post-test scores showing the success of the students- critical thinking through web-based learning, be ashamed of sin content, was significantly higher than the pre-test scores at the .05 level of significance. 3) The students satisfaction of the web-based learning contains a high level of satisfaction on the content (3.52), whereas all of the remaining satisfaction on the design, the presentation, and the advantages contains the highest level of satisfaction (3.42, 3.52, and 3.67 respectively).

Abstract
Pasanggrahan Village at Tegal Waru Subdistrict, Purwakarta district, based on the 2016 results economic census, has the potential to become a tourist village with a mountain of rocks around it. Therefore this village is known as a million stone village. Another tourist attraction is the Juanda Lake which is connected to the Jatiluhur reservoir. However, this potential has not developed as expected. The main factor is that the road is not conducive. Therefore the local government budgeted for road repairs by concrete and was only realized this year and road concreting was completed in November 2017. Currently most of the family heads work outside areas (big cities) such as Bandung and Jakarta or go to foreign as construction workers and laborers. Their wives live at home as housewives. Efforts to enhance the role of mothers have been carried out by the Nurani Dunia Foundation. Namely with the creation of waste management groups. This waste management effort is the first step in building a clean village, so that promotional efforts as a tourist village have been prepared with clean village conditions in order to welcome tourists. The Community Service (PKM) was carried out was carried out on April 15, 2018 and participated by 36 participating mothers, before the training was given a pre-test on inorganic waste knowledge and its utilization with an average score of 59.9, at the end of the training the training was given a post test with the same questions and obtained a score an average of 83.2. The results of monitoring on 14 May 2018 showed that there was a change in the treatment of inorganic waste, which is the use of the waste to make handicrafts, so that it has added value and can support tourism activities in the village. The constraints faced are capital, and the fulfillment of basic raw materials such as newspaper and plastic that have been sorted and supporting raw materials such as quality sirlak and colorful yarns.

Abstract
According to Article 49 paragraph (1) of Law Number 8 of 1999 concerning Consumer Protection, the Government forms a Consumer Dispute Settlement Agency (BPSK) in each Regency/City for the resolution of disputes between business actors and consumers outside the court. BPSK is a very strategic institution in consumer protection. However, there are a number of weaknesses in regulating the authority of the Consumer Dispute Resolution Agency that do not reflect the value of justice in society. For example, regarding the concept of consumer dispute resolution by choice; The BPSKs decisions are not final and binding. In addition, there were also a number of obstacles and problems related to the implementation of the authority of the BPSK, such as: there are still BPSK who accept disputes outside their relative authority; Implementation of the concept of arbitration at BPSK that is not in accordance with the concept of arbitration according to Law Number 30 of 1999 concerning Arbitration and Alternative Dispute Resolution; Cancellation of almost all BPSK arbitration awards by the Supreme Cour. This condition will certainly not make BPSK optimal in carrying out its role and function in the consumer protection system in Indonesia.

Abstract
The women wants to give birth naturally. 90-95% of labor should be normal. perpose this study is to assess the effectiveness of integrated Antenatal Class Gentle birth and Hypnoprenatal in the Birth Process. Population of pregnant women in Puskesmas Pembina and Midwives Husniyati Palembang. design quasi experiment, a sample of 32 people. The results showed no significant relationship but the value of the correlation coefficient showed a strong positive relationship in the second time. The old relationship with the level of pain in the labor process when I and II were not significant, the value of rs when I in the control group showed a strong positive and negative linear relationship in the different case groups. The result of pain in the second stage was rs showed a positive linear relationship, and in the control group the value of rs was weak and p value> α = 0.05. This means that the results of this study do not affect the length of time I and II but the strong relationship in the second stage and case groups with correlation coefficient (rs 0,000) Suggestion: Staff and family support is needed to manage maternal discomfort during the third trimester until the delivery process

Abstract
This study aims to describe the use of a total communication learning model for deaf children to support the effectiveness of social interaction. Learning for deaf children is still dominated by the use of sign language. Consequently only deaf children can understand, but others find it very difficult to understand and interact with them. Though deaf children as an integral part of society. These conditions encourage the design of a total communication learning model using the media of pictures, writing, and reading. This study uses a qualitative method. The data as collected through an observation, in-depth interviews, and focus group discussions. The data collected was verified through the use of source triangulation. The results showed that the total communication learning model can support deaf children understand language better, so they are able to interact socially and adapt to the times. Even, they can use apllications and features on smartphone as communication media. The benefit of deaf children can live independently an carry out social functioning.

Abstract
This study aims to examine the organizational factors-s effect to the knowledge transfer and their consequences for the integration of knowledge management and e-Learning functions. This research was conducted by distributing questionnaires to 150 lecturers from various faculties at the University of Tadulako. Questionnaires were distributed to the lecturer through google form media which connected to the whatsapp application. There were 132 questionnaires returned and could be processed for this study, so the total response rate was 88%. The results showed that organizational factors such as Information Technology (IT), Trust Culture (TC), Flexible structure and design (FSD) can support the success of knowledge transfer at state universities, especially Tadulako University. Other results show that there is an influence of knowledge transfer on the integration of knowledge management and e-learning functions. These results indicate that individual intention to transfer their knowledge and experience will support the integration of knowledge management and e-learning functions.

Abstract
The profession as a crew of a fishing vessel is included in certain work that requires special arrangements. But, this special arrangement has not been made by the Ministry of Manpower as the mandate bearer. The absence of these technical regulations has resulted in the fate of vessels crew on various foreign fishing vessels abroad becoming very vulnerable to various violations and exploitation. One thing that is very difficult for the government to do is in terms of supervision of the fulfillment of fishing vessels crew-s human rights. The nature of work as a fishing vessels crew that even crosses the territorial boundaries of a country, and is classified as dangerous compared to other jobs. The author uses normative juridical research methods. The data collection method used is the literature study. The tools used are documents in the form of primary legal materials, secondary legal materials, and non-legal materials. The data obtained were then analyzed qualitatively then presented descriptively. This paper found that various cases of violations that have been and continue to occur become evidence of the weak existence of the state in the protection and supervision of Indonesian fishing vessels crews abroad. The government does not yet have an integrated supervision model to conduct periodic monitoring of the fulfillment of human rights for its citizens who work on fishing vessels abroad.

Abstract
The revision of Law Number 13 of 2003 regarding Manpower has been determined to be included in the 2019 national legislation program. Businessmen have urged to immediately revise the severance pay rules in that law because it is considered higher than other countries so that it burdens businessmen. Meanwhile, the worker-s unions also made a massive rejection of the plan. According to workers, the revision of the terms of severance according to the insistence of employers is very impartial to workers and could lead to massive termination of employment in Indonesia. This study will examine how arrangements related to severance should be applied in Indonesia to accommodate the interests of employers and workers. The author uses normative juridical research methods. The data collection method used is the literature study. The tools used are documents in the form of primary legal materials, secondary legal materials, and non-legal materials. The data obtained were then analyzed qualitatively then presented descriptively. This paper found that arrangements relating to severance pay need to be returned to their philosophy, namely as -provision- for workers/laborers who have been terminated from employment until the person concerned gets a new job. So according to the authors, the amendment to the labor law is more appropriate if the elimination of severance is done and replaced with a termination compensation system as applied to civil servants.

Abstract
Qualified (WDP) opinion giving from BPK to (General Election Commission) KPU indicates that the fairness of financial statement is still doubted. Just started in 2017 when KPUs financial statement obtains unqualified (WTP) opinion. One reason why BPK gave qualified opinion on governments financial statement is the inventory. The property has not yet been fully supported by adequata administration, recording, and reconciliation of state property. In managing state property (BMN), management of state assets is very important. The government have to make policies for all central and regional ministries and institutions to controlling and managing the countrys asstets, the aim is to realize good governance in implementing bureaucratic reform. Accountability in the management of state property is reflected in periodic and timely reporting of state property, which starts with the recording, classification and reporting of user power items for the semester of the fiscal year, systematically presenting them in a set of information in accordance with the provisions. The government utilizes technology by developing a central government accounting system, the Institutional Accounting System (SAI), which consists of the Accrual Based Agency Accounting System (SAIBA) and the Management and Accounting Information System for State Property (SIMAK-BMN). SIMAK-BMN is a sub-system in the form of a series of interrelated procedures that produce information on fixed assets, inventories, and others for the preparation of balance sheets and reports on State property and other managerial reports.This study aims to determine whether the administration of state property and SIMAK-BMN implementation affect the quality of KPU (Secretariat General). The result shows that they give positive effects, both partially and simultaneously.

Abstrak Bangsa Indonesia saat ini mengalami krisis di berbagai bidang. Kondisi tersebut menjadi keprihatinan semua kalangan. Krisis karakter berkaitan erat dengan krisis budaya. Pendidikan karakter yang paling tepat adalah saat usia dini. Masa usia dini merupakan masa yang paling penting, disebut masa emas karena sel-sel otak anak mengalami peningkatan yang sangat pesat. 80 % pertumbuhan otak terjadi sejak anak lahir hingga 8 tahun. Para guru telah menerapkan pendidikan karakter di lembaga PAUD. Dari hasil penelitian ditemukan, terdapat karakter anak yang masih membutuhkan perhatian serius dalam etika dan sosial. Nilai-nilai kearifan lokal sebagai akar dari pembentukan karakter. Masyarakat Minangkabau menjunjung tinggi “adat basandi syara-, syara- basandi kitabullah”. Randai merupakan permainan sekaligus kesenian budaya Minangkabau sebagai gambaran identitas masyarakat yang sangat kuat dengan falsafah, etika, dan pelajaran yang berpusat pada alam. Randai dapat menjadi sarana pendidikan karakter sejak dini sekaligus untuk melestarikan budaya bangsa sendiri. Metode yang digunakan dalam penelitian adalah studi literatur. Abstract
The purpose of this study was to determine the effect of storytelling picturebook activities on reading readings of group B Kindergarten children in Padang in 2018. The research method used an experimental method using pretest-posttest control group design. Data analysis techniques used the T test to calculate two averages. The population of this study was all kindergarten children of Group B residing in the District of West Padang, Padang city. The sample in this study 18 children in group B of TK Negeri II as the experimental group and 18 children of group B in TK Aisyiyah 24 Jondul Rawang as the control group. The results of this study indicate that there are significant differences in reading readiness of group B children who are treated by using storytelling picture books by wordbook, while reading readiness in group B children who are treated using storytelling picture books by wordless books have no significant effect.

Abstract
The purpose of this research and development is to produce products in the form of HOTS-oriented assessment instruments for General Administration subject, Basic Competencies 3.10 Implementing Communication in the Workplace and 3.11 Implementing Procedures for Simple Financial Records in Class X OTKP and to determine the feasibility of HOTS-oriented assessment instruments through expert validation by meeting valid or feasible criteria. Research and development were carried out by adapting the Research and Development (R&D) method by Borg & Gall. Validation results by content experts obtained an average percentage of 91%. The results of validation by construction experts reached 94%. Meanwhile, the results of user responses reached 86.17%. From the results of expert validation and user responses, the HOTS-oriented assessment instrument is very feasible so that it can be used as a guide and reference for developing similar products by General Administration subject teachers.
